INTRODUCTION The U. S. mining industry experienced a severe recession in the early 1980's. This resulted in the realization that the domestic mining industry had to compete on a global basis and only the strong or the low-cost producers would survive. The economic viability of a mining company not only depended on maximizing mineral recovery but also on its ability to do so at minimum cost. Companies had to become more productive not only by cutting costs, but also by developing and/or evaluating new technologies in existing or new plants. Several innovative concepts, including in-pit crushing and conveying, fine crushing, improved classification equipment, flotation, column flotation, pressure filtration, etc., have been developed in recent years. This paper addresses the impact of new flotation concepts and equipment on mill design. MILL DESIGN PHILOSOPHY Modern mill design, especially for large capacity plants, has its foundation in minimizing capital and operating costs. Capital costs can be minimized by minimizing the various components of the capital cost: infrastructure, equipment, instrumentation, structural, initial spare parts costs, etc. All these costs are minimized by simplifying the mill design and/or process flowsheet. The simplified process flowsheet, where applicable, consists of a single stage primary crusher followed by a semiautogeneous - ball mill grinding circuit to produce feed for a flotation circuit. Multiple flotation circuits have been eliminated in most cases. These concepts minimize the cost and encourage the use of large capacity equipment while maintaining optimum metallurgical recovery. The philosophy of mill modernization/modification is generally driven by the desire to increase the mill capacity within the limits of the existing mill building. This need is facilitated by using large size flotation equipment and eliminating multiple parallel flotation circuits in order to minimize capital and operating costs. Conventional flotation machine development has paralleled this mill design philosophy. FLOTATION CELL DESIGN Since froth flotation has been the most widely used separation process for over half a century, one would expect that it would be possible to design and select flotation machines for specific applications based on scientific principles. But this has not been the case. Best judgment, experience and personal prejudice have played a key role in equipment selection. These factors, along with the difficulty of evaluating new concepts in commercial plants, has slowed progress in implementation and commercialization of innovative ideas and/or equipment. Conventional Flotation There have been no major technological advances in conventional flotation cell design in recent years. A recent flotation cell survey indicates that 'larger flotation cells are still the order of the day.”(1) A comprehensive review of design of flotation machines indicate that they have been mechanically redesigned and are generally simpler and easier to maintain and less expensive to manufacture. (2,3) The approximate chronological development of conventional cells from the 25 cubic foot cells to the 3000 cubic foot cells, which were recently installed at the Copperton concentrator of Utah Copper, is given in Table 1. Larger flotation cells are the obvious choice for new plants or plants looking for expansion because of the following reasons: • They have lower capital cost per unit volume • Installation costs are generally lower because fewer units require less space • Maintenance costs are lower because of fewer mechanisms • Power requirements (HP/ton dry feed) are generally lower • with increased flotation cell size as illustrated in Table 2 [Table 1. In many parts of the world deep level mining relies heavily on the use of refrigeration for providing safe thermal underground conditions. The trend in South Africa in recent years has been to locate the refrigeration plants on surface and to use these plants to chill water that is then distributed throughout the mine. The surface cooling installation normally consists of a pre-cooling tower in which water is first chilled before it is sent to one or more refrigeration plants for further cooling. Presently, the majority of these refrigeration plants use CFC refrigerants; however, to conform with the Montreal Protocol, these plants will have to be replaced or converted for use with alternative refrigerants. The optimum design criteria for installations using the new generation of refrigerants will be affected by their characteristics and are likely to be different from those currently in use. In light of these developments the industry is examining a number of alternative systems for future installations including water vapour refrigeration. Factors that affect the decision on the type of refrigeration system to be used in mine installations are reviewed. INTRODUCTION Gold mining has been carried out in South Africa for over 100 years and most of the reserves close to surface have been mined out; this has led to mining taking place at greater depths, approaching 4000 m below surface. One of the consequences of operating at these greater depths is that it is necessary to install refrigeration plants to cool the ventilation air so as to provide safe and healthy working conditions. With the current low precious metal prices there is pressure on mines to cut costs and in recent years there has been considerable effort devoted to the design of more cost effective and efficient refrigeration plants and cooling systems. In the last 10 years there have been many studies into the use of ice for specific applications (Eschenburg et al., 1986; Hemp, 1988 and Ramsden and Lloyd, 1992) and at present there are three ice making plants in operation on South African mines, each of which produces ice in different processes. In addition, detailed design studies have been carried out on the "split ammonia system" (Napier and Patterson, 1992). In this refrigeration system the evaporator is located underground close to where the cooling is needed, whilst the condenser and heat rejection system is on surface. As far as refrigeration plants are concerned the trend has been to move away from standard package units to custom built refrigeration installations. This has given the design engineer greater flexibility in the choice of key components for refrigeration installations. For example both screw and centrifugal compressors are used, the heat exchangers for the evaporators and condensers may be either plate or shell and tube, and in a number of installations evaporative condensers are used. In addition, the following refrigerants are in use, R12, R22 and ammonia. The acceptance of the Montreal Protocol and its amendments by the South African government will restrict the use of CFC refrigerants and it will be necessary to re-evaluate various refrigeration systems, including those that do not use conventional refrigerants, such as air cycle and water vapour systems, for new surface installations. Although new systems and refrigerants are being developed, only the following refrigeration installations will be compared in this paper: - a refrigeration system using R134a which has properties similar to R12 - refrigeration system using R22 or a new alternative refrigerant with very similar properties - an ammonia refrigeration system - a water vapour refrigeration system The benefits of new cooling systems are not discussed in detail, since they are largely mine specific and outside the scope of the present paper. Since the optimum design for an air cycle system (del Castillo, 1988) is dependent on the mine layout, this system is also not included.

The physical properties of an ore body require determination for virtually all mining projects, new and existing. The extent and regularity of such determinations being subject to the size and homogeneity of the orebody. Such properties have an impact at the design stage of new plants, with respect to equipment specification, and thus effects capital costs; and also impacts on the operating costs of new and existing plants, with respect to power consumption, production levels and part replacements. All of these can severely alter the bottom line and can be the determining factor in the economic viability of many projects. This paper examines some of the most common properties that are measured, the procedures utilised in determining these properties, and their variability under conditions of reproducibil­ity, and to a lesser extent repeatability. The properties looked at were Impact Crushing Work Index, Abrasion Index, Bond Rod Mill Work Index and Bond Ball Mill Work Index. A number of testing laboratories throughout Australia and the US were utilised in the survey. The results showed up some interesting and important features of the procedures used, all of which have become accepted industry standards, and which had varying effects on the final result. Tests such as the rod and ball mill indices would appear to have reasonably robust procedures which allowed for the determinations of the respective index without the introduction of significant variations, although there were indications that variations could occur. The other tests gave a sufficiently different picture to be able to suggest that an argument could be made for a more intensive investigation to be undertaken, with the possible outcome that a modified test procedure or an alternative test is required.

Emerging from discussions of U.S. energy policy: from the Project Independence Blueprint; from President Ford's statements to Congress; and from several independent appraisals of the situation; there is a clear objective to achieve an appropriate balance of supply and demand in the near term future (1) by developing more efficient ways of using energy and (2) by extending domestic sources of energy. More specifically, the strategy for achieving this goal has three parts (1) Conservation of energy through greater efficiencies in automobiles, appliances, lighting, heating, and industrial processes. (2) Increased domestic production of oil and gas through new sources such as the outer continental shelf and new efficiencies such as tertiary recovery. (3) Substitution of coal and uranium for oil and gas in utility power plants and industrial heating. The goal of energy research and development is to help achieve these goals and to help minimize the economic, environmental and social impact of our shift from imported energy to domestic sources. The focus of this paper is the implications of the expanded use of coal, and the research and development which may help achieve the above goals in so far as coal is concerned.

Appalachian kimberlites appear to be spatially distributed along two structure parallel trends running from Tennessee to New York. It is hypothesized that the kimberlites were emplaced at the intersection of structure parallel basement faults and cross- structural lineaments. The latter are expressed in potential field and remotely sensed data. The western trend follows the Rome Trough from eastern Kentucky to south central New York. The eastern trend parallels the edge of the Ridge and Valley in Virginia and Maryland.

It took me nearly nine months to make the move from Arizona to Berkeley, opening an office and planning our new home. While I was in Warren Dorothy had rented two rooms for my office In the new California Commercial Union Building at 315 Montgomery Street in San Francisco. She made such a good choice that this remained my address for more than 50 years Dorothy had also looked over many lots In Berkeley, and took an option on the one that pleased her the most. It was a beautiful lot, or rather three, as we took three lots to protect our view. The only possible drawback was that it was in a new district and there were only two houses within two blocks. No one could tell how the area would develop but we liked it so much that we bought the lots on the spot and signed a note to guarantee payment. Dorothy's good judgment was shown by the fact that after 50 years we are still glad to be living on the same property, at 168 Southampton Avenue. We arranged a meeting with the distinguished architect Bernard Maybeck-and employed him to design a house for us. Dorothy spent most of her time with Maybeck planning the house and an attached studio for her, and she later wrote an amusing essay on her dealings with Maybeck. They were so successful that even now we could not think of any changes we would have wanted. It took several months to design a house that suited Dorothy and would fit on our hilltop. I was glad to overcome some of Maybeck's scorn for "only an engineer" by showing how, by rotating the studio addition 45º, it would fit the lot without serious excavation. We finally signed a contract with Maybeck, borrowing so much money that it scared us. Extractive industry (mining and quarrying operations), as other industrial activities, is subject to environment protection laws, regulation and standards such as the Environmental Impact Assessment directive, Natura 2000, Habitats & Birds directive, Water Framework directive etc The European Commission (EC) is aim to strengthen the EU environmental legislation to improve the (environmental and human) safety of mining activities. The mineral processing and the management of the mining waste will be covered by the new amendment of the Seveso II Directive, by a Best Available Techniques reference document (BREF) describing the Best Available Techniques of mining waste management and a new directive on the mining waste management. At the same time initiatives as the environmental liability, the energy taxation for environmental reasons and the natural resources management policy, which will have a positive impact on the protection of the environment, will affect the extractive industry operation procedures.

The use of full face boring machines in underground mining has increased considerably in recent years and over 200 raise-boring machines are now in use in the Western World. Several tunnel-boring machines have been tested notably in America, West Germany, Britain and South Africa. A relatively new concept is the blindhole borer, where the machine stands on the lower level and bores a full diameter raise upwards without the use of a pilot hole. Four of these machines have been tested to date in South African quartzites with varying degrees of success. The development of boring technology has created new problems for ventilation engineers and exacerbated several existing ones. This challenge has been met in many varying ways and this paper attempts to provide a review of the current state of the art. Technology and methods are developing at great speed in this field and therefore no final and absolute solutions can be proposed, since each machine and site pose individual problems which are best handled by local knowledge and experience.

I would like to talk to you today about microbiological leaching or, the solubilization of metal values due to the action of Thiobacillus ferrooxidans. Bacterial attack of sulfide minerals has been going on for centuries but only recently was it discovered that the acid and iron often found in coal mine drainage is produced by bacterial action on the iron sulfides in the coals. Not until 1950 was it proven that bacteria were playing a role in the dump leaching of sulfide ores. B. C. Research became involved in microbiological leaching in 1955 while examining mine drainage from the copper-zinc mine at Britannia Beach, north of Vancouver. Since 1955, B.C. Research has maintained a continuous re¬search program on microbiological leaching which, due to its applied nature, was put under industrial sponsorship in 1962. Most of the information pro¬vided in my talk today has been gathered under this sponsored research program and I would like to express our appreciation to the many sponsors who have made our work possible.

Major precious metals projects are underway in Australia, Papua New Guinea, Indonesia, the Philippines and New Zealand. This article reviews the status of those projects. Included in this review are project location, reserves, method of resource exploitation, anticipated production, and other unique conditions. The article is limited to major precious metals projects in the Western Pacific region. This is not meant to negate the attractiveness or importance of the many other projects in that area. The geographical setting of these five countries are shown in [Fig. 1]. The gold output of the countries has increased dramatically during the 1980s. [Table 1] compares 1980 and 1988 production figures. The compound growth rate is 120%. That reflects the attractiveness of the region’s resource base as well as the impact of price increases, new exploration models and processing technologies, and changes in government policies. If the 10 projects discussed here are all brought onstream, their combined output - at about 130 t (4.17 million oz) - would amount to an increase of greater than 50% over 1988 production from this region. Table 2 shows indicative production levels for each of the 10 projects. Dollar amounts are in US currency unless otherwise specified. Australian dollars have been converted to US dollars at the rate of 1.28: 1.00.

INTRODUCTION Following the world stock market debacle in October 1987, it would have been foolhardy to expect that securing equity funding in 1988 would be easy. Indeed, major equity financing's for gold mining companies have until recently been few and far between in the weeks and months following Black Monday. As a result, gold bullion loans have taken on an increasingly important role among producing firms in the industry. During 1988, the role of bullion loans has become increasingly complex and controversial. Some observers herald the emergence of a new breed of bullion loans - such as the 1,000,000 ounce loan to Newmont Mining, and the 400,000+ ounce facilities drawn down by Bond International Gold and Placer Pacific - as both increasing the public's awareness of the technique, and representing the dawn of a new age of gold financing. But are these recent loan facilities significantly different than those issued worldwide during the early to mid 19801s? Similarly, observers have voiced concerns regarding the role that gold loans play in the world's bullion markets, specifically in relation to their impact on prices. Have the new generation of mega-loans depressed current and future prices? Has the current surge of bullion loans irrevocably changed the nature of the gold market? Is there an upper limit on the number and size of gold loans?

Mining of thin coal seams is both difficult and uneconomical. As a result, most of thin-seam coal reserves in the U. S. are not being mined. It is estimated that nearly 910 Gt (K. Unrug, 1985) of coal reserves exist in 355 to 710 mm thick seams. The Bureau is attempting to develop new techniques for mining 150 to 1065 mm thick coal seams. This paper summarizes the research work on existing thin-seam mining techniques, testing on small and full scale physical models of the Bureau slot mining concept, and computer modeling of the full-scale process.

The U.S. Bureau of Mines investigated column bioleaching as a means of recovering manganese from a domestic low-grade oxide ore. Manganese was solubilized from the ore using indigenous heterotrophic microorganisms and molasses as the nutrient source. The effects of medium flow rate, molasses concentration, and frequency of medium replacement on the rate of manganese extraction were examined. Results showed that flow rates between 0.4 and 8.1 L/min/m2 had little impact on manganese extraction, while an increase in the total amount of molasses applied during leaching directly affected the extent and rate of manganese extraction. Manganese extractions of more than 90% were achieved in 12 weeks of bioleaching in column tests using 500 g charges of ore. Sugar utilization by the microorganisms and formation of organic acid metabolites were monitored by high performance liquid chromatography (HPLC). Two methods were evaluated to recover manganese from the sugar- depleted bioleaching medium: (1) adsorption onto weak cation exchange resin, followed by stripping and precipitation techniques; and (2) direct precipitation of the manganese as MnCO, using ammonium carbonate. Both recovery methods removed at least 95% of the solubilized manganese from the medium as a carbonate salt. The stripped molasses medium was replenished with fresh molasses and recycled back through the bioleach column, successfully leaching more manganese.

Fine grinding in an air swept and a grate discharge ball mill working in closed circuit with a forced vortex air classifier has been investigated in continuous laboratory scale. Minerals with different physical properties were ground down to 40, 20, and 10 micron top size. The shape of the product particle size distribution curve was investigated and specific surface (BET) was measured. During production of material with top size of 40 microns in an air swept mill, the capacity was up to 25% higher when compared to a grate discharge mill. This difference dropped to 180A during production of 10 micron top size material. A corresponding decrease in power consumption was observed. An important finding is that by regulation of the air flow rate through the mill, it is possible to achieve products with different specific surfaces and particle size distribution curve steepness. During production of the 10 pm material, the specific surface could be varied in the range 3 to 4.5 m2/g. Such powders could hardly be produced in a grate discharge mill because fine particles coated the grinding media and the lining. On the other hand the internal classification in the air swept mill kept the size distribution of the mill content relatively free of fines. This prevented a similar slowing-down of the air swept grinding process.

In the past, considerable work has been done on the applica­bility of bromine chemistry in the extractive metallurgy of gold. While the research in this area spanned from the understanding of fundamental dissolution chemistry to the demonstration on a pilot plant scale, no work was done on the fate of discarded leach residues with respect to the stability of accompanied heavy met­als. Because the leach residues were the discharge products of halide/halogen systems, the general perception was that the con­tained heavy metals would be more susceptible to dissolution than in typical sulfate systems, thus causing increased environ­mental problems. A long-term study was performed to obtain the information on the stability of heavy metals contained in the leaching residues after bromination. The study involved the leach residues of three different ores, as well the precipitates prepared from the synthetic solutions (not presented here). The conclusion of this study is that the stability of solid residues produced by bromination leaching was same as the sta­bility of leach residues produced by leaching in the sulfate sys­tems. Also, contrary to the past expectations, the presence of bromide ions in the test solutions (up to 1 g/L NaBr) did not enhance the solubility of heavy metals (Cu, Zn, Pb, As) beyond the solubilities found in the sulfate systems.

To reduce the problem of overbreak and its associated added costs, a new technique is proposed to make a slot around the tunnel profile in hard rock. The Finite Element Method was used to investigate the effect of the slot on the stress field and deflection of the tunnel core. Beam theory was also applied to calculate the stresses and deflections of a slotted tunnel for several different slot depths.

Bechtel Civil and Minerals, Inc., one of the Bechtel group of companies, is a large engineering and construction firm that services the mining industry, among others. The firm's head, S. D. Bechtel Jr., comments on how his E&C company is dealing with the recessionary economy. First, he offered a historical perspective. About a half century ago-in the middle of the Great Depression-W. A. Bechtel and several business partners drew up a fixed price bid to build the Hoover Dam. At that moment in history, the W. A. Bechtel Co. was a modest success, but the times were troubled and uncertain. Money was scarce and a lot of contractors across the country were one project ahead of bankruptcy. The bid for Hoover was a make-or-break proposition for Bechtel, and it turned out successfully. The Hoover Dam was a no-frills operation in an isolated and harsh environment. There was plenty of hard work, long hours, and not many amenities. Controlling costs was critical. Everyone knew what had to be done, and why and what the consequences were. Today's Challenge Bechtel is now a bigger, more complex organization whose management views the current economic recession as a challenge to be met in much the same way W. A. Bechtel met the challenge of the Hoover Dam: by pulling together with a sense of purpose and direction. In many respects, Bechtel's situation today has a number of parallels to that which faced my grandfather. The company is eminently successful, but times are tough and there are plenty of signs that they could get tougher. My grandfather bet on the Hoover Dam to insure the future health of his company and I think we can work together again in that same tradition, make some tough decisions together, and the company's future can be just as promising. The first and most important requirement is to make certain that everyone understands the situation. The Bechtel group of companies are in an excellent financial position now. Its workload hit an alltime high in 1982 and it is well positioned in its principal markets. But the next two years may be critical for the company. Traditionally, Bechtel's work load lags behind general developments in the economy. Although many of its clients continue to suffer serious business difficulties, Bechtel is only beginning to feel the impact. The worldwide market for basic metals remains soft; relatively low prices and abundant supplies of oil and gas have flattened the petroleum market and made once promising synfuels projects economically unattractive; utility clients are still caught in the vise between overregulation and escalating costs. And persistently high, long-term interest rates have made capital investments expensive and difficult to justify. The company maintained a healthy workload through 1982. In some areas it has had little new work and consequently has been forced to lay off some staff as projects have been canceled or concluded. In other areas new work has tided the company over and more people have been hired. But new work bookings have fallen off, creating some uncertainty for the near future. 1983 requirements are clear, although seemingly contradictory. Belt tightening and cost reduction are necessary for Bechtel to remain healthy and competitive, enabling it to handle a possible further downturn with a minimum of turmoil and dislocation. At the same time, we need to allocate resources and funds in areas that will keep us positioned for the turn-around marketplace.

Factors that have influenced mineralization in the Valley and Ridge and Piedmont provinces in Alabama are not clearly understood. Lithology and structure are recognizable factors in the Valley and Ridge province, where barite, lead, and zinc sulfides occur in structurally complex areas of Cambrian and Ordiovician carbonate rocks. Metal mineralization in the Piedmont province indicates a complex relationship with factors such as favorable host rock, proximity to intrusive or high-grade metamorphic rocks, several metamorphic events and separate or related structural events. Lineaments, as used herein, refer to naturally occurring linear features consisting of topographic, vegetative or soil tonal alignments that are at least partially continuous for distances greater than a mile (Lattman, 1958). Lineaments in Alabama were first recognized by J. G. Newton in 1970, using Apollo 9 series photographs. Subsequent studies delineated the features (Powell and others, 1970) and suggested relationships to structural and hydrologic factors. More recent work has explored relationships to mineralization, environmental geology and the tectonic framework of the Appalachians (Drahovzal and Copeland, 1970; Drahovzal and Neathery, in press). The lineaments recognizable on Apollo 9 photography probably represent fractures, some of which may reflect geofractures that bound major basement blocks. The lineaments defined in Alabama range from about 4 miles to nearly 200 miles in length. Most of the lineaments are straight, but some are arcuate; some appear to terminate at the intersections with other lineaments but most cross each other with no offset. Some lineaments pass through areas of structural disruption such as terminations, offsets and changes in structural style, but others show no such relationships. Most of the lineaments appear to cross topographic features with little or no obvious disruption. Orientation analyses of the lineaments divide them into three directional groupings

JOHN HAMRIC: Our next speakers are Richard Ghent, manager of environmental health and safety for CF Industries, Hardee Phosphate Complex, in Wauchula, Florida. Richard has 20 years' experience with environmental health and safety affairs. He has a bachelor of science degree from the University of South Carolina. With him is Daniel Warnock, who is supervisor of safety and training also at the Hardee Phosphate Complex. Daniel's experience is in safety programs and electrical training. Their presentation is "Regulations Versus Management Practice." RICHARD GHENT: Written procedures give structure to safety programs. At their best, they are brief and understandable to facility personnel and clearly identify roles and responsibilities. At worst, they attempt to recite the entire regulation they are intended to address. Some regulations, such as OHSA's Hazard Communication Standard, require employers to develop, implement, and maintain a written program. As written programs and procedures are developed, some basic questions arise: Is the program designed to achieve compliance with regulatory requirements or does management expect the program to go beyond compliance to some higher level of performance? Management may have difficulty in measuring and communicating performance expectations in safety. A facility with 4 million safe work hours does not suddenly become unsafe the day their safety record is broken. Generally, management expects safety programs to meet regulatory requirements and to protect the employer from enforcement actions and fines from regulatory agencies. Management also expects that safety programs will result in a safer work environment with fewer incidents, accidents, and near misses. But it is difficult to know when a safety program has succeeded. If the program is expected to go beyond compliance, what other standards should be included (e.g., ANSI standards, company management practices, lessons learned from inspections and audits, recommendations from safety committees, etc.) in the

The application of conveyor belting in bulk materials handling is crucial to the success of most mining enterprise selection of the cover rubber grade and thickness has a direct bearing on the cost per ton conveyed. Current and future demands placed on belt covers by higher speeds, increase capacities and greater lifts means today's cover will not be adequate for tomorrow's applications. The simple selections of RMA Grade I and I1 and MSHA above and below ground need to be expanded upon. This paper describes various new approaches for selecting conveyor belt covers for specific applications. It also presents examples of material and compounding techniques available to the belt manufacturer to improve the performance of their covers.
