"The Mine Improvement and New Emergency Response Act of 2006 (MINER Act Public Law 109-236) was passed by Congress in response to three major underground coal mine accidents in the United States that claimed the lives of 19 miners. The Act resulted in substantial changes in the underground coal industry relative to the use of technology for mine escape, rescue, disaster response and other areas where the lack of these technologies contributed to the fatalities caused by these tragedies. This year marks the 10th anniversary of the MINER Act, which makes it an opportune time to reflect on the events that led to its passage, the changes that have been made since then, and the work that remains to be done. As discussed below, the last decade has demonstrated tremendous cooperative efforts among mining operators, technology innovators, labor, The National Institute for Occupational Safety and Health (NIOSH), the U.S. Mine Safety and Health Administration (MSHA) and state regulators, resulting in substantial improvement of the technologies used for escape and rescue and noteworthy progress toward meeting many of the goals of the MINER Act. While the MINER Act and this article pertain primarily to coal mining, many of the technologies are equally applicable to any underground mining and have already found some acceptance outside of coal. TECHNOLOGY GAPS TARGETED BY THE MINER ACT The MINER Act addressed several technology challenges: • Problems with donning and switching between self-contained self-rescuers (SCSRs). • Poor visibility in smoke. • No wayfinding assistance for escape from the mine. • Limited breathable air supply. • Inability to locate trapped miners. • Inability to communicate with trapped miners. • Failure of mine seals. The MINER Act had several provisions that prescribed specific safety technologies intended to address these issues. Many of these were directed at post-accident technology requirements — an area in which Congress mandated additional technology investment. Specifically, the Act required mine operators to submit emergency response plans (ERPs) that contained provisions for implementing new or improved post-accident communications, tracking, lifelines, refuge alternatives and breathable air supplies along with training for emergency procedures and local coordination of emergency response. Most of the requirements were to be carried out within three years of the ratification of the MINER Act. In addition to these requirements for mine operators, the Act clarified and expanded NIOSH’s role and authority in enhancing the development of new mine safety technologies and expediting their commercial availability. The MINER Act also required NIOSH to develop research on refuge chambers, mine seals and the use of belt air and fire-retardant belts. Mine seals had to be upgraded and MSHA turned to NIOSH for applied research to establish the new explosion-resistance requirements. Progress toward closing the gaps."

P.L. 95-87 contains explicit demands for land-use planning in its reclamation and designation sections. Both sections require recognition of local land-use plans; however, the sections are not well integrated. Accommodations to these planning requirements may be found in suggestions based on British mineral planning practice. Better links can be created among local land-use planners, the state's permitting authority and designation office, and mine designers. Mining companies should take more interest in local land-use plans and in resource inventories; states should consider devolving to local government responsibility for accepting mine permit applications and designation of unsuitability petitions.

The recent increase in development of refractory gold deposits has resulted in changes to the traditional treatment processes. The selection of the preferred refractory treatment process is dependent on the mineralogy of the ore. One process, which has recently gained increasing attention, utilizes dry grinding and roasting of the whole ore. This paper will discuss some of the considerations to be addressed during the design of the process fl owsheet and what the effects of the various alternatives will be on the plant capital and operating costs. The paper will be based, in part, on current experiences with dry grinding, roasting plant design and start-up.

"Microstructure stabilized crushed rock salt is a newly developed backfill material for infrastructural openings in HAW repositories. The motivation for this research is based on the fact that the microstructure stabilized crushed rock salt is considered to be superior to the currently used crushed rock salt. The avoiding of settlements with a simultaneous 100% backfilling of openings, early stabilization of the geological barrier and low permeability (< 10-14 m²) are the main improvements. With the newly developed backfill material, the gap between the crushed rock salt and the saliniferous composite backfill materials is closed. Due to the minimized amount of a binding agent, the material will still be easy to handle like a bulk material, yet guarantees close to 100 % backfill success without any settlements. This is accomplished with a long-term stable re-mineralization that is formed by the components of the binding agent. INTRODUCTION The permanent storage of high active waste in underground geological formations (HAW-repository) is the labored method in Germany as well as internationally. Experiences have been made over the last decades, e.g. in the Waste Isolation Pilot Plant (USA) and the mines Morsleben and Asse (Germany). For this purpose salt formations are preferred as host rock due to the adequate heat conductivity, creep capability, and low permeability. In order to maintain the low permeability of the host rock and to avoid any contact of the stored waste with the biosphere, the formation of flow paths has to be prevented. The cavities which have been mined for the purpose of waste storage have to be backfilled with material that is alike to the host rock. Therefore crushed rock salt is considered as an appropriate backfill material. Crushed rock salt is a bulk material that is produced by mining saliniferous formations. This material is mainly used in underground repositories as a dry backfill that is brought into the cavities by the use of mechanical (loading machine, slinger machine or scraper) or pneumatic energy (pneumatic stowing). In Germany it is intended to use dry crushed rock salt with a maximal grain diameter < 64 mm for backfill in a future repository in saliniferous formations. With this method applied, the porosity of the backfill is up to 35 % [1]."

The discovery, characterization and cost- effective manufacture of a whole new generation of highly engineered materials therefore have become essential requirements for participation in the materials marketplace of the 1990s and beyond. Meeting these challenges will require advances on a broad variety of scientific and engineering fronts, including: strengthened fundamental understanding of materials behavior; composite and laminate programs offering the compatible and synergistic combination of metals, ceramics and polymers; advanced engineering and structural design techniques; processing technologies capable of producing advanced materials efficiently; and, the development of new products taking advantage of the availability and cost-effectiveness of these highly engineered, advanced materials.

"The Station “C13” of Warsaw Underground Line II, with tunnel crown 10m below the water table, required the excavation of three connection tunnels, underpassing a six-lane in service road tunnel, working from two lateral shafts. After the collapse occurred while digging the first tunnel, the use of artificial ground freezing was chosen to ensure the excavation under safe conditions. A complex freezing pipe geometry and excavation sequencing was necessary because of the interferences of the overlying road tunnel diaphragm wall foundations, shaft internal structures and previous grouting activities. A combined freezing method was used: nitrogen for freezing the tunnel arches, brine for freezing the intermediate wall and for maintenance stages. Sandy and silty sandy layers were frozen around the crowns and sides. No treatment was necessary for the inverts, lying in clay. A monitoring system of ground temperatures and structure movements allowed for successful completion of work in 8 months. INTRODUCTION The C13 Station of the Warsaw Underground-Line II is located on the West bank of the Vistula River. It consists of two shafts and three connecting tunnels, passing under the Wislostrada (WS) Road tunnel. According to the initial geotechnical investigation, tunnels should have been excavated in high-plasticity clay, but during the first borings non cohesive soil was encountered. Additional investigations were performed on both shafts and a more detailed stratigraphy was reconstructed (Lombardi et al. 2015). Layers of fine sand, sandy silt and sandy silty clay were present along the tunnels crown arches and in the North East tunnel they extended down to the centre line (-13.735m above the Vistula River medium level). Based on the new stratigraphy, it was decided to stabilize the crown and control the groundwater inflow from the face with jet-grouting columns extending the treatment down to the clayey soil, but a collapse occurred in the North West tunnel with soil and water inflow inside the shaft."

The expanding: demand for ilmenite for use in the manufacture of titanium pigments, the knowledge that much of this raw material comes from distant points and therefore has to include a heavy freight charge in the price of the delivered product, and the further knowledge that ilmenite occurs both in the crystalline rocks of northern New Jersey and also in some of the Triassic igneous rocks, were considerations which led to a search for ilmenite-bearing sands in southern New Jersey. That this search was successful is now history, and it is the senior author&apos;s privilege to state here that most of the credit belongs to his associates who did all of the heavy work of hand-augering for samples, and who made all of the heavy-mineral separations. We all are grateful to members of the Department of Geology at Rutgers and Princeton Universities for the use of equipment which enabled us to evaluate certain samples from our ilmenite exploration program. In addition, we wish to express our appreciation to many companies for their cooperation and for their permission to publish mineral and chemical analyses. In vertical airways, falling material - solids-or water - may cause undesirable disturbances in the ventilation in the airway itself and also in neig¬bouring airways unless precautions are taken to stabilize the air flow. Such cases can occur, for example, - in shaft sinking by drilling from a pilot hole, - during the filling up of shafts, and - during the introduction of water into shafts in the case of mine fires. In an airway with upward ventilation the falling material will reduce the air flow and may even re¬verse its direction. In an airway with downward ventilation the air flow can only increase, but a reversal of the direction of ventilation may result in a parallel airway. These disturbances in the normal ventilation are undesirable as it must be the aim to have ventilation that is stable in quantity and direction throughout a mine. In order to be able to prepare suitable stabilization measures one must know the pressure generated by the falling material; this pressure will henceforth be called "aeromotive" pressure. The main factors determining the influence of falling material on the ventilation are - the amount of falling material and its height of fall, - the cross sectional area of the airway, - the pressure. difference prevailing in it, - the-position of the. airway in the ventilation. network, - the air velocity, and - other parameters, e. g. the density and grain size of the falling material. To determine the aeromotive pressure-measurements have been made underground during the sinking and filling of shafts and systematic studies have been carried out during the supply of water into a staple shaft. The present paper deals first with some fundamental theoretical considerations and then describes the measuring arrangements and the results of the series of experiments that have been carried out.

Yesterday, air pollution was somebody else&apos;s problem -- today, it is everybody&apos;s problem. The coal industry with thermal coal drying, is aware of their problem and the necessity of doing an acceptable job; however, there is much to be said as to how good a job is required and what performance limits should be set up. American Air Filter Company has been one of the pioneers in the solution of the thermal coal dryer dust problems, Because of high moisture content, products of combustion and occasional temperature surges, only wet collection has been considered as the practical approach. Our first installation goes back some 12 years with a total to date of 29 Individual wet collectors, each, fabricated of suitable corrosion-resistant material, at 14 operating plants. To eliminate a potential air pollution problem, a performance requirement of not more than approximately one-quarter (1/4) grains per cubic foot in the dust collector discharge was used. In nearly all installations, operating performance surpassed requirements, but discharge stacks were not entirely free of discoloration. However, plant nuisance and air pollution complaints were eliminated. This satisfactory performance was accomplished by medium priced wet dust collectors operating at a 4-6" W.G. pressure drop with cater drain requirements of about 1 gallon of drain water per 1000 cubic feet of air exhausted.

A new generation hydraulic rock drill featuring more than 50 percent higher performance than other drills has been introduced by Atlas Copco. In conjunction with the new rock drill, control systems have developed and refined to handle the higher drilling output, and to maintain an acceptable service life of drill string components. These improved features are built into the Rocket Boomer, a new high-performance drill rig, used at the recently completed Hanging Lake project in Colorado. Experiences from this project will be reported together with results from a highway tunnel construction project in Italy.

The Sunshine Mining Co. has recently started up its new silver refinery in Kellogg, ID. The new plant recovers silver anc copper values from a high grade tetrahedrite concentrate using hydro- metallurgical processes. The plant and process are both new and have gone through the initial startup phase during the first six months of 1985. The full scale plant was developed from laboratory test work. While the metallurgy of the process worked as expected, the material handling problems were difficult to over-come. As might be expected, those parts of the plant that represented available technology started up easily, while the parts that represented new technology presented the most difficulty. Topics covered in this paper include: 1) insufficient type and amount of agitation in the leach vessels, 2) discharge of a non- homogeneous slurry from the leach vessels, and 3) problems associated with very low flow rates in slurry lines.

Underground copper mining at Magma Copper Company&apos;s San Manuel Mine has been un going since 1955. The block caving mine has been producing copper ore at the rate of over 16 million tons per year. Depressed market conditions during the 1980&apos;s forced Magma to look at new technology. Late in 1984, Magma began testing new equipment and mining methods at the underground mine at San Manuel, Arizona. The tests resulted in a move towards mechanized production using new procedures and equipment. The goal was to increase efficiency and cut costs through mechanization.

Introduction Based upon the 1980 Bevill Amendment to the Resource Conservation and Recovery Act (RCRA), a 1986 Regulatory Determination decision, and subsequent rulemakings, the Environmental Protection Agency (EPA) exempted all extraction and beneficiation wastes and twenty mineral processing wastes from regulation under RCRA Subtitle C (hazardous waste) regulations. These twenty mineral processing waste streams were studied in a 1990 Mineral Processing Report to Congress. For purposes of regulatory classification, EPA made special distinctions between extraction/beneficiation and mineral processing. Wastes determined by EPA to be from the extraction/beneficiation of ores and minerals retain the exemption, while wastes found to be mineral processing, except for the “special" twenty mineral processing wastes, fall within RCRA Subtitle C jurisdiction. For those wastes that are subject to RCRA Subtitle C, § 3004(m) of RCRA requires EPA to set levels or methods of treatment, of any, which would substantially diminish the toxicity of the waste or substantially reduce the likelihood of migration of hazardous constituents from the waste so that short- term and long-term threats to human health and the environment are minimized. These treatment standards are developed by EPA under the Land Disposal Restrictions (LDR) program. Under § 3004(g) (4) of RCRA, EPA is required to promulgate treatment standards for any waste that is newly identified or listed as hazardous. As part of the settlement agreement in Environmental Defense Fund (EDF) v. Reilly and Chemical Waste Management, Inc. v. EPA (1992), EPA has agreed to propose a rule by June 30, 1995 and promulgate a final rule by June 30, 1996. This rule is commonly referred to as the "Phase IV" LDR rule and will address newly identified mineral processing wastes. Other wastes that will be addressed in this rule include newly listed dyes and pigments and wood preserving wastes. Therefore, in the Phase IV rule EPA will develop treatment standards for all mineral processing wastes that have lost their Bevill exclusion. EPA is currently collecting information on the waste characterization, treatment alternatives, and disposal capacity data currently available on these wastes. All of the major raw materials (silica, soda ash, limestone, and feldspar) needed to manufacture most grades of glass are found in Wyoming. Additional advantages for the manufacture of glass include the state&apos;s geographic location, a well-developed transportation network, a favorable tax structure (no corporate or personal-income tax), and low energy costs. Inadequate local markets and prohibitive transportation costs to other markets have been the major obstacles to developing a glass industry in Wyoming, the least- populated state in the nation. The Rocky Mountain region only recently became a major market for glass, especially for the Colorado Front Range and Utah&apos;s Wasatch Front. Currently, changing costs of the production of glass, an increased market for con- tainer glass in the Colorado Front Range, and innovative production and transportation ideas (e.g., production of selected types of glass and bulk shipments of specification-glass pellets) favor developing a glass plant in Wyoming. Thus, the Wyoming State Geological Survey (WSGS) and other state agencies have been conducting studies and contacting investors in an effort to attract a glass-manufacturing plant to the state. Between 1987 and 1993, three locations of silica-sand and -rock deposits were studied in Wyoming (Cassa, Plumbago Creek, and John Blue). Funding was provided by the WSGS operating budget and local and state Department of Commerce economic- development grants. The reports on these areas were released between 1988 and 1993. In 1988-89, a California-based company conducted additional drilling and feasibility studies and prepared to construct a glass plant in Cheyenne, using the Cassa silica source. However, due to losses incurred by some of their other investments, the company did not proceed. In 1997, the Wyoming Science, Technology, and Energy Administration (STEA) contracted a market study for glass manufactured in Wyoming, using information provided by the WSGS. The STEA contacted several major glass producers, and a major glass-producing company began feasibility studies in January 1998, for the construction of a glass plant. In June 1998, bids to supply brown beer bottles to the Budweiser brewery northeast of Fort Collins, Colorado, were submitted by at least two companies that were considering glass-plant sites in Wyoming.

The Metropolitan Water District of Southern California has undertaken the Lake Mathews Outlet Facilities project to replace the existing outlet facilities. In the late1990s, consulting engineers for the District determined that the Lake Mathews Outlet Facilities were susceptible to a catastrophic failure during a seismic event. To ensure a reliable supply of water to Metropolitan’s customers in the Los Angeles area, the District decided to construct new outlet facilities. This Project consists of excavating a large diameter junction shaft, a 6.10 m (20 ft.) horseshoe tunnel, three short 4.88 m(16 ft.) horseshoe bypass tunnels, and a large excavation within a cofferdam that were all driven in difficult rock conditions. Additionally, a new concrete outlet tower was constructed and connected to the existing tunnel by the new bypass tunnels and through the junction shaft. The J.F. Shea Co., Inc. of Walnut, California, is currently finishing the construction of the Lake Mathews Outlet Facilities Project for Metropolitan. The large diameter junction shaft is 50.60 m (166 ft.) deep, excavated 16.15 m (52 ft.) in diameter and lined with a61 cm (2´-0?) thick steel reinforced concrete lining to a finished diameter of 14.63 m (48ft.). The shaft was excavated full face with one stationary shaft three-boom jumbo, modified for the large diameter. The shaft also consists of four sets of gate guides extruding from the shaft wall towards the center of the shaft that provide the ability to operate up to four mechanical gates at any time, to open or close each tunnel. This paper will present the junction shaft excavation and concrete construction techniques, including the innovative slip form method utilized to construct the junction shaft.

Ventilation and refrigeration strategies for the 3000/3500 orebodies, Mount Isa Mines, Australia were reviewed. The orebodies lie between 1,200 and 1,800 m below surface and are characterised by steep geothermal gradients, intensively mechanised stoping methods and high ambient air temperatures in summer. Providing acceptable working conditions under these situations is difficult and costly. The ventilation air quantity required in the 3000/3500 orebodies exceeds 550 m3/s when the production rate is greater than 2.5 million tonnes per year. The maximum quantity that can be supplied and exhausted using the existing intake and return ventilation system is estimated at about 630 m3/s. For production rates greater than 3 million tonnes per year, either new intake and return airways will need to be developed or innovative approaches such as controlled partial recirculation used. A description is given of technical and economic investigations conducted at Mount Isa into controlled partial recirculation. During these investigations, a major field trial of a controlled partial recirculation system was undertaken with results indicating that an acceptable working environment can be achieved practically and economically utilising this approach. The cost involved in controlled partial recirculation for supplying the required ventilation quantity when the production of 3000/3500 orebodies exceeds 3 million tonnes per year is examined. A cost comparison between recirculation and other conventional alternatives such as new surface shaft or underground booster fans is included. The results indicate that the option of a new surface shaft will incur a high initial capital cost and moderate annual operating costs. The alternative of underground booster fans will necessitate a moderate capital cost and very high operating costs. Controlled partial recirculation, in this case, offers both the lowest capital and operating costs of the three options evaluated.

INTRODUCTION On April 14, 1994, the joint venture of Kiewit Construction Company and Kenny Construction Company was awarded a 76 million dollar contract for the construction of the New Hampshire Avenue Tunnels in Washington D.C. The Notice to Proceed was given on May16, 1994 and scheduled completion is September 1997. This project is one of five contracts for the Mid-City E Line as part of the Washington Metropolitan Area Transit Authority (WMATA)Greenbelt Route. Once completed, the Mid-City E Line subway tunnels will connect service between the U Street-Cardozo and Fort Totten stations (See Figure 1). The New Hampshire Avenue Tunnels project consists of approximately 6800 feet of twin single track subway tunnels, three vertical shafts, associated utility work and comprehensive restoration work. Section E4b involved two methods of tunneling along the project alignment. The first method consisted of the well known soft ground open face shield driven tunnel and the second method consisted of tunnels driven using the New Austrian Tunneling Method (NATM) . The NATM section of twin tunnels begins at the Buchanan Vent Shaft and proceeds approximately 2630 feet under Rock Creek Cemetery, including the Farragut Emergency Access Shaft and connects approximately 390 feet beyond to the existing Fort Totten running tunnels (See Figure 2). Special considerations had to be given to the portion of the tunnel alignment which passed beneath Rock Creek Cemetery. The analyses and subsequent selection of the tunnel support system were based on anticipated geological conditions and the sensitive tunnel alignment. The New Hampshire Avenue Tunnels project was the second soft ground NATM project in Washington D.C. The first, by no coincidence, was completed at the adjacent Fort Totten Station and Running Tunnels Project by Mergentime/Hochtief, AJV. Currently, on a nearby WMATA jobsite, the J.F. Shea Construction Company has started a third NATM soft ground tunnel.
