Construction of a major linear project in any environment is difficult, at best. Construction of a major linear project which includes major subway elements, both cut and cover and tunneling, in the center of an urban environment, approaches the impossible. I believe such a project would be impossible for a private company or a privately owned utility for a variety of reasons. The major two reasons are the funding necessary for such massive projects and the myriad of individual interests associated with private ownership of land. Such projects are possible in the public sector only because the need for the project... as is the case with mass transportation in Atlanta. . .overrides the profit motive. Without the profit motive, private companies, whether utilities or not, are precluded from practical interest in the development of any project. While it is safe to conclude that a profit-oriented business would have no practical interest in developing such massive projects as may include major tunnels, it would be useful, I think, to compare some of the significant differences between private profit-oriented businesses, and an agency, or Authority, such as MARTA, in building a major linear project. The City of Los Angeles will rehabilitate approximately 9 miles of its North Outfall Sewer. This sewer was constructed in the 1920s as an unreinforced concrete semi-elliptical sewer. One of the methods for rehabilitation is to approach the sewer as a pre-excavated tunnel and install pre-cast segmental liners to provide a single pass corrosion resistant, structurally self sufficient project. The estimated cost for this project is $46 million. The project has completed the pre-design study, and the design is now underway.

Neutron Activator Laboratory Analyzer used for Rapid Analysis for Ore Blending, Stripping, and Mine Control BAUXITE is a rock and not a mineral. Since it is a rock, its mineral content varies depending upon the parent material, the topographic location of the deposit and the severity of the weathering and oxidation processes which produced it. At Bauxite, Arkansas the major mineralogical constituent of the bauxite is gibbsite with ~IL- purities of silica, iron oxide, and titania minerals. Minor amounts of other minerals are found. Chemical composition varies from 45% to 60% alumina, 5% to 25% silica, 1% to 15% ferric oxide, and 1% to 3% titania. The Arkansas bauxite region is located entirely within the north- central area of the West Gulf Coastal Plain near the northwestern boundary with the Interior Highlands. The region trends northeast-southwest and is about 42 kilometers long. It is divided into two districts; one in Saline County and the other in Pulaski County. The Saline District is the most important since it has produced most of the bauxite. This district is located at Bauxite, Arkansas and the deposits are found around the flanks of the Saline Dome. It is roughly square-shaped and is about 190 square kilometers in area. The source rock for the deposits is a Late Cretaceous, grey, nepheline syenite.

Water is one of the most important ressources of our planet. Unlike many other natural resources, water cannot be substituted by anything and must therefore be handled with the utmost care. Depending on the region and the possible shortage of water, the importance of water increases even further. Water consumption is not the only factor. In the construction industry, water pollution from auxiliary and operating materials and processes as well as other contaminants and their resulting load on wastewater play an important role. The sources for wastewater on tunneling construction sites are various: Washing water, seepage water accumulating in construction pits, tunnel water, water used in the slurry circuit in fluid-assisted tunneling methods or water from concrete work and stone cutting all these waters are contaminated with a range of pollutants like solids, hydrocarbons, heavy metals, etc. These contaminants can be removed or treated/reduced with the help of specifically designed wastewater treatment plants (WTPs). After the treatment the cleaned water can be either, in best case, reused on the construction site itself or discharged into water utilities like the available sewer or river pin respecting their discharge requirements. Due to dwindling water resources globally, the continuously rising discharge limits and the ever more important aspect of sustainability the use of WTPs on tunneling construction site will be indispensable. In this paper, it will be presented how these systems are designed and work, what advantages they offer environmentally as well as financially and what to look out for when planning and implementing such a system onto jobsite.

A pilot plant study was conducted to evaluate the performance of column flotation in the recovery of gold from the gold/tellurides bearing sulphide ore of the Kensington deposit (Echo Bay Mines and Coeur d'Alene Mines), and to compare the performance of column flotation to conventional "mechanically agitated" flotation, Tests were conducted in a 150 mm diameter, 60 liter glass column with ground flotation feed split from a concurrently operating conventional pilot plant, thus permitting direct comparison between the two processes. During the test program, the effects of wash water rate, gas holdup, froth depth, residence time and flow bias were examined in detail. The bulk metallurgical ore sample had an average "as tested" feed grade of about 5 git gold and 1 % sulphur, with the gold occurring primarily as inclusions of montbrayite (Au2Te3) in pyrite, with minor amounts of native gold. Conventional flotation using 60 minutes residence time across four roughing stages recovered about 97% of the gold into concentrates grading about 50 g/t Au. A single stage of column flotation roughing using 25 minutes residence time matched the conventional circuit recovery of97%, but produced grades of +150 git Au.

A group of gold deposits in southeastern Ecuador, near the town of Zamora, have become the focus of intensive mining activity, due to their extremely high gold grade (unconfirmed reports of about 50 g/t or 1.4 oz per st, or more). The deposits at Nambija and other prospects in the district are hosted by a sequence of sedimentary and volcanic rocks that are present within a large xenolith orpendant within alkalic phases of the Jurassic Zamora Batholith. The xenolith, unknown in size, is composed of various island arc lithologies (limestones, shales, sandstones, tuffs and flows). All have been altered to some degree by skarn-hornfelde alteration assemblages. Mineralized areas appear to be localized within a linear zone containing tectonic and intrusion breccias that cross-cut a complex calcic skarn assemblage developed within the xenolith. Although the nature of the host rocks appears to have exerted some control on mineralization, the high-grade ore is concentrated along north-northeast trending breccias, faults and dikes that crosscut the flat-lying stratigraphy and skarn alteration as suggested by the strong linear trend of workings in the district.

INTRODUCTION Sublevel long-hole stoping is a large tonnage stoping method that may be used when there is a fairly com¬petent straight vein and the walls will stand with little support. It is a method that lends itself to a high degree of mechanization. Two variations of the method are illustrated in Figs. 1 and 2. Fig. 1 illustrates development typical for a 3-m (10-ft) wide vein. Initial development is by a lower haulageway, which may be either track or trackless. A two-compartment raise is driven in the footwall of the vein. At about 12 m (40 ft) above the main head¬ing, a footwall scram is driven and pockets through the vein are cut on 7.6-m (25-ft) centers. Each of the sub¬level blocks selected in this example is 45.7 m (150 ft) long by 12 m (40 ft) high. Stoping starts at the slot raises at stope endlines and retreats to the timbered raise. This retreat sequence starts on the lowest sublevel and the opening cut is blasted into the slot raise. This retreating system is used in order to provide a good safe back over the miners working in any given sublevel. A crawler-mounted down-the-hole or conventional pneumatic drill puts the holes down from one sublevel to the next on any desired drill pattern. Gravity flow brings the broken ore down to the scram level. The illustration shows a large slusher mounted at the timbered raise and slushing from the pockets back to the raise chute. Development of the ore block in Fig. 2 is typical for a 5.5-m (18-ft) wide vein. Initial development is by a trackless heading driven in the footwall of the vein. Pockets are then put into and through the vein on 7.6-m (25-ft) centers. For ease in using trackless rubber tired mucking equipment, these pockets are crosscut to the vein at approximately 1.04 rad (60°) rather than per¬pendicular. A two-compartment timbered raise is driven down from one level to the next. Endline slot raises are again put through from level to level. Each of the sub¬level blocks selected in this example is 40-m (130 ft) long by 33.5 m (110 ft) high. Stoping starts at the slot raises and retreats back to the timbered raise. Long holes are drilled from one sub¬level down to the next by starting between the lowest pair of sublevels and then working up the ore block. Mucking out of the pocket drawpoints is accomplished by rubber-tired load-haul-dump (LHD) units which then dump into a centrally located orepass.

The hydrophobicity of oil shale was found to follow the sequence R-5 > Mahogany >> Eastern. Further, hydrophobicity was found to correlate with the total organic carbon (TOG) content, decreasing with increasing specific gravity of raw oil shale pieces. Differences in hydrophobicity from piece to piece indicate that gravity preconcentration would be much more effective for Western than for Eastern oil shales. Purified kerogen concentrates and low specific gravity fractions (<2.0) of raw Western oil shale samples show critical surface tension of wetting values of [y]c = ~35 mNm -1, and for a kerogen concentrate from an Eastern oil shale [y]c = ~46 mNm-l. This infers that dust from oil shale mining operations can be suppressed by surfactant solutions similar to those used to suppress coal dust.

This paper is a brief status summary of investigations by the authors over the past decade to develop a continuous process for recovering&apos; high purity metal powder from pregnant solutions by gaseous reduction at elevated temperatures and pressures. Although these studies included extraction of other metals such as nickel, silver, and gold, this presentation will be confined to the hydrogen reduction of acidic and ammoniacal solutions of copper. The continuous hydrogen reduction process (CHR) described herein enjoys the environmental advantages of other hydrometallurgical processes but, in addition, provides a substantial benefit in fuel economy over competing processes. As was recognized by Schaufelberger in 1956, for a given amount of fuel a continuous hydrogen reduction process has the potential for producing four to six times as much metal as an electrolysis process (1). Although hydrogen reduction of metal salt solutions has been known for more than a century, extensive development work leading to commercialization was not initiated until the 1950&apos;s. Since then, commercial applications relative to other extractive techniques have been minor and have been confined to batch or to continuous, completely-mixed autoclaves. By contrast, the process described herein utilizes a continuous, tubular reactor which is operated in modified plug flow so that only limited and localized backmixing occurs. Thus, gradients in concentration, temperature, and pressure exist over the length of the reactor, the presence of which can be utilized to advantage for achieving high conversions and product quality (2, 3).

In traditional construction contracting practice, the owner allocated almost all risks to the contractor, saying in effect, "you deal with all construction problems and all third parties, and don&apos;t bother me." In this same tradition, the architect or engineer designed a structure in its finished condition, and if he thought about the construction problems that might be involved in building it, he was careful not to express any opinions on these matters in the contract documents. This feudal attitude fostered two results: 1. Contractors added high contingencies to their bids to cover the costs of risks. 2. Litigation of construction contract claims blossomed. Broadly, the owners lost--the courts reallocated many risks the owners thought they had laid on the contractor. Thoughtful owners and engineers recognized that owners were paying for risks twice --once in bid contingencies and a second time in court. Meanwhile, contractors were not getting rich; they were losing money on delays and disputes, and just about getting even (if they were lucky) in court. And construction law was becoming an increasingly lucrative field--for lawyers. Furthermore, with the growing influx of lawyers onto the construction scene, the owner-contractor-engineer relationship became increasingly an adversary one. The emphasis came to be on culpability rather than capability--who could be held responsible for breaching some contract clause, not who might find a solution to some common problem. This game was played with equal vigor by owners and contractors.

The Lower Olentangy Tunnel (LOT) Project involves the construction of a 17,000 ft (5,200 m) long, 12 ft (3.65 m) internal diameter Combined Sewer Overflow (CSO) tunnel. The tunnel is excavated by using an Earth Pressure Balance (EPB) machine designed to cope with soft ground, weak rocks and water pressure. The project is located in the city of Columbus, Ohio and the main geotechnical hazards are related to the heterogenous soils and the low overburden in an urban environment. This paper focuses on the performance of the EPB first drive and the comparison between the design assumptions and the actual TBM performance during construction.

Several nonionic surfactants and one anionic surfactant were tested to enhance the flotation response of a low-rank coal. The nonionic surfactants included an ethoxylated octylphenol and several polypropylene-polyethylene block copolymers, and the anionic surfactant was a dioctyl sulfosuccinate. All of the surfactants improved the yield significantly, but the influence on grade was complex. To elucidate the mechanisms involved, separate studies were conducted to determine the emulsification behavior of the surfactants. For the nonionic water soluble reagents, a correlation between the emulsifying power of the surfactant and the flotation response was observed. An increase in the number of droplets produced was considered to he the main reason for increases in the yield. However, a small amount of surfactant adsorption on coal is essential to promote adhesion of oil droplets. When the surfactant was introduced into the flotation pulp prior to addition of dodecane, the benefits of the surfactant decreased significantly. The decrease was attributed to both a decrease in hydrophobicity of coal through increased surfactant adsorption and a decrease in the surfactant available for emulsification. When a surfactant dispersed in oil was used, the transfer of surfactant to the aqueous phase was minimal, and a considerable increase in yield was observed.

INTRODUCTION Ever since miners were faced with the task of moving ore, some form of scraper has been in use. At first, men and beasts of burden supplied the power to move the scraper, and later, machines were developed for this purpose. In the early 1900s, a few mining properties used small pneumatic single-drum winches to pull loaded scrapers to a raise or ore pocket, and the empty scraper then was dragged back to the muck pile by a miner, as shown in Fig. 1. Just prior to 1920, an improvement was introduced, using two single-drum hoists. As illustrated by Fig. 2, the second hoist was used to return the empty scraper to the muck pile. However, this arrangement still re¬quired two men, one operating each hoist. The next developmental step was to eliminate the second man by locating the hoists side-by-side and using one man to control both hoists. As illustrated by Fig. 3, this involved the use of a tail rope over a sheave to pull the scraper back. The greatest progress in development and the great¬est increase in the use of slusher haulers occurred between 1920 and 1930. In 1921, the Sullivan Machinery Co. designed and built the first two-drum scraper oper¬ating on the principle illustrated by Fig. 4. It was powered by a 4.5-kW (6-hp) Turbinair(r) motor and would pull a 450-kg (1000-1b) load at 0.61 m/s (120 fpm). In 1922, this unit was shipped to the Verona Mining Co. of Caspian, MI, and it experienced immediate success in the Lake Superior iron ore district. Since the two-drum slusher was much less expensive and more efficient than hand mucking, the Lake Superior mines were saved from financial disaster when iron-ore prices fell 25% between 1923 and 1925. Immediately there¬after, a demand developed for slushers that would oper¬ate with electric power, which was considerably cheaper than compressed-air power. In 1923, the Sullivan Machinery Co. responded with the first electric-powered double-drum hoist. During subsequent years, design improvements in¬cluded separate tail-drum gearing to increase the tail¬drum speed, as welt as a number of safety features such as rope guides. One result of these improvements and their utilization by the Michigan iron mines was an in¬crease of 100% in the tons of ore per miner per day in those mines between 1924 and 1929. Since the two-drum slusher was capable only of straight-line mucking, it was not a practical machine for use in open stopes. In 1929, the Sullivan Machinery Co. introduced the first three-drum slusher. As illustrated by Fig. 5, two tail drums and one hauling drum were provided. A tail sheave could be placed at each side of the stope, and the ore then could be loaded and hauled to a central point from the entire width of the stope. During the 1930s, progressively larger slushers were demanded. By 1940, two- and three-drum units were available with motor power as high as 45 kW (60 hp), and slusher power continued to increase after 1940. Be¬tween 1951 and 1952, Joy Manufacturing Co. designed a 112-kW (150-hp) two-drum Blusher for the Climax Molydenum Co. Although there has been no demand for a slusher more powerful than this, 150- to 225-kW (200- to 300-hp) slushers are quite feasible at the pres¬ent time. During the last 30 years, many slusher improvements have been made to the operating life, operational safety, and ease of operation and maintenance. Increased tail-drum speeds have decreased overall scraping times. Rope guards, totally enclosed drums, and operator shields have reduced the hazards of injury due to wire¬rope breakage. Improvements in lubrication have made the slushers relatively maintenance-free, with long operating lives. The introduction of spring-actuated drag brakes prevented uncontrolled unreeling of dis¬engaged drums, allowing the development of practical remote-control slusher operation. Remote control now is available in a choice of all-air, all-electric, or air¬electric slushers. Productivity improvements reduced the number of continuous miner sections from seven to three while maintaining full productive capacity. So a decision was made to test an advancing tailgate ventilation system on the shortwall mining section. Having the shortwall mine its own return air system has freed the third mining section for more productive, less costly mining. The advancing tailgate has provided effective ventilation across the face and gob with acceptable pressure losses. The low-productivity, tailgate-development, continuous-miner section has been transformed into to a high-productivity, development-retreat section that is also available for long-term mine development duties, increasing mine planning flexibility.

The issues involved in mine closure are usually complex, and the risks are significant. Although environmental risks are paramount, other issues such as safety, community, legal, fiscal and technical factors need to he taken into account. This paper describes a simple empirical model based on the concept of the closure risk factor, which will enable decision-makers to analyze the mine closure risks at any site, regardless of the complexity of the issues and the scale, scope and location of the operation. The model enables all the issues to be captured and their individual and collective risk quantified. A number of case studies in Australia and the Pacific that illustrate the usefillness of the model are presented.

A study was made to determine those petrographic parameters that are correlative with carbonate-aggregate quality as indicated by the Los Angeles abrasion and absorption tests. Samples collected at 28 sites in northern and eastern Indiana were analyzed petrographically, chiefly for void content, grain size, grain-size variation, grain shape, and grain interlock. Most of the sampled sites are in the belt of Silurian rocks of east-central and north- western Indiana. Though a few sites lie outside this belt, most of these have only a thin Devonian section above the Silurian. Three sites are non-Silurian and are included for comparison. Most of the samples studied are from Middle and Upper Silurian units. Both biohermal and nonbiohermal facies are included. The biohermal rocks are typically dense but vugular, finely crystalline granular dolomite. Nonbiohermal facies are porous, medium to coarsely crystalline, granular dolomite with dolomite rhombs The Los Angeles abrasion losses ranged from 20 to 46 per cent, the rocks in the eastern part of the state showing the higher values. Absorption tests indicate the same general quality trend. Comparison of petrographic studies with Los Angeles abrasion- and absorption-test results indicate the following correlations. (1) As per, cent of voids increases, quality decreases. (2) As average grain size increases, quality decreases. (3) Variations from mean grain size appear to have no effect on the quality. (4) As angularity and roughness of the grains increase, quality increases. (5) As grain-to-grain interlock increases, quality increases. Variations in the calcium-magnesium ratio have no apparent effect on aggregate quality, except as they affect the texture.

With passage of the Federal coal&apos; Mine Health and Safety Act of 1969, many challenges have been directed to the industry&apos;s mining and safety engineers. The most critical challenge is that of ventilation. The language concerning ventilation in many sections of the Act could very well deprive or limit the mining engineer in planning the ventilation for new mines, since the Act requires federal approval of all ventilation plans. Dependent upon approval and of course application of the law, this could, due to economics, prohibit the opening of new mines in some cases. Petitions for modification of some mandatory standards relating to ventilation have already been filed under Section 301(c). It is quite possible that many of these standards may be modified.

The Magenta underground station was constructed in the heart of Paris in saturated soft soil and at shallow depth. To investigate the surface settlement and the deformation of the concrete liner, innovative techniques combined with a vast campaign of monitoring were applied. The monitoring data and a simple three-dimensional ?nite element analysis were used to assess the accuracy of the two-dimensional ?nite element model originally utilized in the design of the station. The deformation of the concrete liner was monitored using vibrating wire extensometers. Their performance was validated by the data obtained from monitoring and also by a simpli?ed ?nite element analysis.

Disposal of smelter slag may be subjected to regulatory leach tests to deter- mine whether they produce a leachate containing contaminants in excess of stated limits. Contaminants that are most often of concern for smelter slags are As, Cd, Cr, Cu, Ni, Pb, and Zn. The present regulatory tests are based on the assumption of storage in a municipal landfill dump, where wastes are in contact with organic acids. Since slags are not normally stored in such an environment, these tests do not adequately assess the true leachability potential of the slags. Ten slags from six major Canadian nonferrous sulfide smelters were studied. Leaching was done following regulatory and modified tests, including leaching in columns with synthetic acid rain for a 25-week period. The slags were characterized by mineralogical analysis before and after leaching with synthetic rain. The synthetic mineral equivalents (hereafter referred simply as phases) in the slow cooled slags consist of fayalite grains and dendrites, amorphous glass, some spinel and small quantities of complex sulfidic prills and metallics. The phases in the quenched slags consist of amorphous glass, some spinel and small quantities of complex sulfidic prills and metallics. Some metal dissolution took place during leaching. However, for all leaching tests, the concentrations were always below the regulated limits. In general, the content of the potentially leachable elements remains unchanged in the fayalite, in the amorphous glass and in the spinel, whereas the quantity of sulfidic prill and metallics decreases after leaching. Therefore, most of the deleterious element dissolution comes from the sulfidic prills and metallic phases. Metal dissolution increases by crushing the slag, probably due to an increased exposure of the sulfidic prills to the leaching solutions.

The successful exploration for Austin Taylor and Gen. McRae from 1931 to 1940 obscured the fact that I was reaching a period of transition. This was true both in personal and business life. It was probably fortunate that I did not realize how great a change must come after I passed the age of 50. In the personal life of our family the change came when both our children left home to go to school or college. This made home a different place and, because of the absence of the children, Dorothy could devote much of her time and attention to the art she loved so well. She could spend long periods in New York, the center of the nation&apos;s art life. Vacations at Tahoe and long pleasure trips made the separation from the children less disturbing but it could never again be the same as it had been in the first 20 years of our marriage. The change In my business life was just as complete, though a little more gradual. While work for Bralorne and General McRae made the "bite" of the Great Depression less painful for us than it was for most consultants and their families, the fact that I was getting older made a new sort of work inevitable. I was 50 years old and the total grew rapidly. Planes and automobiles that made travel easier even in the wilds of Alaska and northern Canada still made it possible for me to look at new prospects, but increasingly often I was exhausted at the end of a day&apos;s climb and, if the nature of my work did not change there would soon be no more work. Fortunately work of a new sort came a little at a time. As I became a director of Bralorne and president of its American subsidiaries I had to take on more administrative work, and success of these operations made others want to employ me to help direct policy and value mines.
