The Bradshaw Section 5A Interceptor involves the construction of two miles of 108-inch, finished diameter tunnel in dry soils. Excavation is generally by Lovat TBM with ribs and lagging support. The tunnel is beneath a recreational parkway and stringent measures have been enacted to preserve the parkway and minimize disruption to the neighborhood. Apart from these constraints, the project would have been unremarkable but for the intervention of CalOSHA and the local fire department who ordered extraordinary fire protection measures. The paper discusses the cause and effect of these measures and comments on the potential repercussions for other projects.

The mining sector, which is important in terms of raw-material and energy supply, is seen as a sector with high number of fatal accidents compared to other sectors. In this century of heightened occupational health and safety awareness, it is important to review past accident statistics and analyze current deficiencies using the information in inventory. Although there are many studies assessing occupational accidents occurring in the mining sector, there are few studies using the nonparametric linear programming method. There are many input and output parameters related to occupational health and safety. Nonparametric linear programming method has been found to be useful because it provides simultaneous evaluation of these input-output parameters, does not require functional form in the analyses and provides guidance on the improvement needed by the related parameter. However, this method analyzes data using a single period of time and does not take into account any changes in efficiency over time. In the literature, there is no study in which the change of occupational accidents occurring in mining and even other sectors over time is examined and the Malmquist total factor productivity index (MPI) is used. Within the scope of the present study, the aim was to examine the change of occupational accidents occurring in Western Lignite Corp. in Turkey, where underground and surface production methods are applied, between 2005 and 2018. It is the first time MPI is used to examine the change of occupational accidents over time. The DEAP 2.1 computer program written by Coelli [1] was used in the solution of the models [2].

The fundamentals of flotation are reviewed with an objective to understand the limitations in predicting the performance of a sulfide mineral flotation system and in its scale-up from laboratory studies to plant practice. The difficulties can often be traced back to complex interactions between chemical and physical parameters and nonequilibrium effects. The physical and chemical changes that occur during the long sojourn of sulfide minerals that begins with mining, continues through crushing and grinding, and ends when they emerge from the flotation cell as a concentrate, are reviewed. The benefits of new techniques that have become available in recent years to identify and estimate the amount of surface species are discussed.

Oil from shale has been produced in foreign countries for more than a hundred years; however, except for short-lived, small operations, no commercial quantity of oil shale has yet been produced in the United States. Efforts to develop a viable oil shale process have been underway domestically for many years. At the present time, with the need for energy so urgently upon us, almost a dozen development ventures are underway or planned in Colorado and Utah. Of these several ventures, only Colony Development Operation has completed the development, testing and design of a ready-to-go 50,000 barrel per day com¬mercial project. Colony is a joint venture of the Atlantic Richfield Company, Ashland Oil Company, Shell Oil Company and The Oil Shale Corporation, more commonly known as TOSCO. TOSCO is the exclusive licensor of the TOSCO II retorting process and other oil shale technology, which includes mining, crushing and spent shale disposal techniques. This paper will deal, however, with only the materials handling aspects of the commercial oil shale operation. Oil shale handling for this infant industry is unique in that an understanding of the physical characteristics of the ore and the demands on material handling to the plant must he understood. Colony Development has completed ten years in the research and development of techniques and processes for mining, crushing and retorting raw oil shale and the disposal of spent or processed shale. A great deal has been learned about oil shale, in many cases confirming our intuitive analyses and the work of others, but more specifically we have brought it all together to a point where equipment performance and the specifications have been established and a design for the first commercial plant is now mature.

HISTORY The history of mining in the Outokumpu Co. shows continuous development of small and medium-sized mines, coupled with a permanent improvement in min¬ing methods and mechanization. Tables 1 and 2 provide a brief outline of the major events over the years of operation. Some of the mines have had relatively short lives as in the case of Nivala, Korsnas, Kylmäkoski, the surface pits of the Kotalahti, Vuonos, and Hammaslahti mines, and some very small pits. The sequence in which the mines started opera¬tions is shown in Table 1 and production increases in Table 2. GEOLOGICAL FRAMEWORK Most of the ore deposits in Finland (see Fig. 1) are situated in middle Precambrian (1500 to 2300 m.y.) formations corresponding to the Baltic shield. The ores and country rocks are generally firm, with a minimum compressive strength of 60 MPa (8700 psi). The sulfide ores, of importance to the national econ¬omy, can be divided into copper-nickel deposits, asso¬ciated with basic and ultrabasic rocks (1900 m.y.), and the sulfide ores found in well-preserved Svecokarelidic crystalline schists (1800 to 2300 m.y.) which contain varying amounts of copper, zinc, cobalt, nickel, and lead. Over 90% of the sulfide ore mined to date in Fin¬land and existing in the known ore reserves belongs to deposits situated in the main sulfide ore belt. This belt extends diagonally across the country over a breadth of Table 1. The main sulfide ore belt includes the Outokumpu copper-zinc, the Kotalahti nickel-copper, the Pyhäsalmi copper-zinc, and the Vihanti zinc ore zones. The Outokumpu ore district occurs in a mica schist area about 60 x 100 km, in association with belts of metamorphic Svecokarelidic quartzites, black schists, dolomites, skarn rocks, and serpentinites. The main ore minerals are chalcopyrite, pyrrhotite, pyrite, and sphalerite. In addition there are nickel and cobalt minerals such as cubanite and cobalt-pentlandite, which have been of economic importance. In this area, Outokumpu Oy exploits the deposits at Keretti and Vuonos. The latter was discovered as an extension of the Keretti ore field about 6 km to the northeast. The Kotalahti geological formation extends across nearly 400 km. The host rock of these mostly pipelike deposits is generally serpentinite, pyroxenite, or norite. The main ore minerals are pyrrhotite, pentlandite, and chalcopyrite. In this zone, the deposits of Kotalahti, Hitura, and Virtasalmi are at present under exploitation by Outokumpu Oy. The Vihanti geological formation is located in west¬ern Finland and is about 40 km wide and some 200 km long. The rock associations are crystalline schists including dolomites, mica schists, mica gneisses, gray¬wacke, and acidic or basic volcanic rocks, which change generally, in connection with the mineralization, into skarn and cordierite-anthophyllite rocks. The host rocks are dolomite, skarn, graywacke, and quartzitic rock and the principal minerals are sphalerite, chalcopyrite, galena, pyrite, and pyrrhotite. The accessory minerals are mainly cubanite, arsenopyrite, molybdenite, and native gold and silver. The two largest ore bodies being exploited at pres¬ent by Outokumpu Oy are the Vihanti mine, which pro¬duces zinc, lead, and copper, and Pyhäsalmi, which con¬tains copper and zinc. Diatomite or diatomaceous earth is composed of innumerable microscopic opaline skeletons of single-celled aquatic plants called diatoms. The unique properties of this material enable it to be used as an important filtration medium and filler. The Circumpacific contains several economic deposits of diatomite. The largest of these is located in Lompoc, Ca. This deposit is the world's largest, purest, and most uniform marine deposit currently being mined. The other Circumpacific deposits are of fresh water origin. These deposits and Lompoc's unique marine deposit are significant sources of the world's diatomite supply.

California's Surface Mining and Reclamation Act (SMARA) was passed in 1975 to identify and protect mineral resources in areas of high land-use conflict and ensure reclamation of mined lands. Under SMARA, aggregate resource availability is quantified and compared to forecasted demand in specific market regions. Fifteen regions studied thus far cover 20,000 square miles and contain 50 billion tons of high-quality aggregate resources which have been legally designated as ?regionally significant?, providing a measure of protection previously unavailable. SMARA reports and State testimony at local hearings have supplied objective information and helped reduce conflict in mine-permitting decisions.

The announcement of a minable reserve of 13.6 Mt (16 million tons) averaging 0.9 g/t (0.027 oz per ton) Au and 2.4 g/t (0.71 oz per ton) Ag for the open pit-heap leach reserve at Red Mountain No. 3 in Ouray County, Colorado, by Cornucopia Resources in November 1985 brings another open pit-heap leach precious metal ore body to the production stage. With about 8.2 Mt (9 million tons) of waste and metallurgical studies showing acceptable recovery rates, low reagent consumption, and good final percentage recovery, Red Mountain is a discovery that will add to the precious metal inventory of the US. Frank Baumgaruler of Denver, CO, recognized the precious metal potential in Red Mountain No. 3 and acquired all of the old claims. James Matlock conducted a field reconnaissance over Red Mountain No. 3 independently of the Baumgartner activities and recognized epithermal alteration and mineralization in the Tertiary volcanics. He recommended acquisition of the ground and was able to obtain rights and drill six core holes for Amoco in 1982. Amoco drilled a further nine core holes in 1983, but then dropped the property. Cyrano Resources examined the data and through its consulting geologist, V.F. Hollister, acquired the rights dropped by Amoco. In 1984 Cyrano began further drilling of the ore zone demonstrated by Amoco but they were then acquired by Cornucopia Resources. Cornucopia completed development of the property and commenced the permitting process in 1986. The property was recognized as a disseminated gold deposit by both Baumgartner and Matlock, and both deserve credit for properly evaluating mineralized outcrop in the Tertiary volcanics. However, Cornucopia recognized the profit potential in the heap leach exploitation of the ores and de- serves credit for completion of premine feasibility studies. The discovery is clearly a geological one, but the premine engineering studies were essential to the conversion of the prospect to a commercial mining enterprise. The deposit lies on the circular bounding fault of the Silverton caldera. Two reprints follow that help understand the geologic setting of the ore controls.

In the course of the grinding experiments conducted at Climax over the past twenty years one interesting phenomenon was discovered. This was that balls made of certain types of steel grind more ore than some others. The most significant variation was found in the results secured with a hard alloyed forged bail compared with the forged carbon ball supplied by most ball manufacturers These findings were confirmed in many repeated controlled tests. The value of these tests depends on the methods used, the facilities available and the care with which the investigations were conducted. These are described in the following. This testing has largely been done in eight 91 x 81 low discharge ball mills in closed circuit with 7811 duplex screw classifiers. The mills run at 20 RPM on a feed approximately minus 3/8 inch. The ore is ground through 28 - 35 mesh in one stage. Each mill and auxiliary classifier is in a separate, parallel grinding and flotation section The, ore to each: section is the same in every particular and is fed to each mill bin from a common conveyor tripper. The ore from the bin to the ball mill is weighed on a conveyor scale. The power input to each mill motor is determined with a watt hour meter which measures the power to the mill motor only. Both the scales and meters are checked periodically by standard methods and have been found to give consistent readings. Automatic samplers are employed on each section to obtain accurate measurement of the size reduction. A size analysis of the classifier overflow is made each shift and a composite size analysis is obtained from a weighted average of the various shift analyses. The mills are driven by 450 horsepower synchronous motors so that there is no speed variation and shell liner age is kept as nearly the same as possible in mills under test. The same set of operators is assigned to a mill under test as to the control mill. In all other particulars such as ball load, mill density, liner design, etc., the mills are operated in precisely the same manner. This is an ideal arrangement for plant testing. From observations of ball mill performance over the past twenty years, it is the opinion of the operating staff that variations of as little as one to two percent in mill capacities may be determined if sufficient operating hours are devoted, to a test. Relations between mill capacities, fineness of grinds and power consumptions have been established with a high degree of accuracy. In Table I are given the figures for one test. These show that while the grind with the hard ball was slightly coarser, the tons ground per hour was 5.4 percent greater with the soft ball, and 6.1 percent greater on the basis of minus 100 mesh produced. The power consumed per ton with the hard ball was 4.4 percent greater on a tons per hour basis. The soft ball was inferior in wearing qualities and steel consumption per ton of ore was 24 percent greater with it. In this test the mills were charged with the two different balls for a period of three months to allow the ball loads to come to equilibrium. In Table II are given the specifications of the two balls. The difference in grinding rates may be accounted for by the nature of the ball surfaces. The surfaces of the soft balls after being worn a while are rougher to the touch. Enlarged photographs of the worn-in surfaces of hard and soft balls are shown in Figure I. These show the presence of scratches or skid marks on the hard ball surface which indicates less nipping effect. The Climax ore pulp has a pH of 6.0 and is in a dispersed state. The viscosity is low compared with most ores especially those that are conditioned with lime. This would lower the tendency of the pulp to adhere to the balls with a lower grinding efficiency as a result. It was also thought that the relative rates of wear from surface to center might affect the make-up of an equilibrium ball charge. This probably has little effect on capacity as shown by the size analyses of the two ball charges in Table III. This hypothesis was subsequently investigated by the use of rationed charges. There are certain site-specific geological and physical features of a rock mass which control its behavior under the dynamic stresses induced by the action of explosives. It is essential that blasting technology be adapted specifically to those features. There does not exist a single, simple "right" way for each type of blasting operation, but rather each operation must be custom-designed for each site. When this is done, it is often possible to produce unusual but highly desirable end resglts, such as undisturbed narrow rock walls, monoliths and square benches. Although the techniques illustrated here were developed specifically for "sculpture blasting", the geomechanics principles would apply to other types of blasting control, both large-scale and small-scale. Because the techniques are designed more for the purpose of modifying the site responses which would ordinarily be expected than they are to developing new "blasting formulae?, the name "Modified Site Response Blasting" will be used.

Because of variation in rock type and site conditions, it is important to create site-specific prediction models for peak particle velocity (PPV) and understand instrumentation mounting locations to better interpret the readings provided following blasting operations. The Atlanta Airport is expanding the section of underground tunnels for its Plane Train people mover, and drill and blast operations were determined to be the suitable method of excavation for the project. Extensive work was done to begin creating prediction models and determining levels of concern based on readings from various types of instrumentation. This paper analyzes the effect of close quarters construction blast vibrations and observed frequency spectrum on existing structures with data from 22 different seismographs mounted in various locations and ground conditions.

Microscopic evaluation of trace quantities of metalliferous phases in flotation products requires counting large numbers of particles. Particle counts of many thousands may be required for precision, but not obtained practically by conventional microscopic techniques. A less tedious microscopic method for evaluating trace sulfides in mill tailings was developed for the O'okiep Mining Company in South Africa. Hundreds of thousands of particles were evaluated by this method called "gross-counting." Gross-counting consists of counting microscopic fields rather than point-counting individual particles. Total counts are calculated by multiplying the average number of particles per field by the total number of fields examined over the entire mount. Total gross-counts range from about 20,000 particles for +200 to 100,000 or more for -400 mesh size material in lucite mounts. Sulfides and metallic particles in each field are identified and tallied along with field counts. Totals for each type of metallic particle are divided by the total gross-count to give volume percent which is corrected to weight percent by specific gravity factors.

"In this review, the sintering process is first described and analyzed to identify the key factors affecting the structure and quality of iron ore sinter. Under fixed sintering conditions, the granulation efficiency, nucleus stability and primary sinter melt volume and properties of the iron ore are considered to have significant influence on the sinter structure and quality. Discussion is then focused on the effects of the chemical, physical and mineralogical characteristics of the iron ore on these key factors, and the consequences for sinter quality.IntroductionSintering is the most economic and widely used agglomeration process to prepare iron ore fines for blastfurnace use. In modern blast furnaces, particularly in East Asia, iron ore sinter typically constitutes more than 70% of blast-furnace ferrous feed. High sinter quality and efficient sinter production are thus required both to withstand extreme operating conditions and maintain the productivity of modern blast furnaces. At the same time, due to the increasing depletion of high-grade iron ore resources from large deposits, iron ore producers are moving toward developing an increasing number of deposits of much smaller sizes to maintain current production levels. It is therefore imperative for iron ore producers to develop long-term strategies to maintain the quality and consistency of the iron ore fines they are producing while exploiting these smaller, complex deposits. The iron grade, gangue minerals present, overall mineralogy as well as physical characteristics of iron ore fines being mined from these different deposits vary considerably. Overall, ores now have highly complex mineralogy, are becoming more porous and friable, and contain increasing amounts of gangue minerals, which will have important implications for the sintering process and sinter quality.Blending is one of the most effective options being explored by iron ore producers to deal with multiple small complex deposits. This allows the iron ore producers to reduce the number of products and take full advantage of the unique characteristics of each individual deposit to achieve long-term product consistency while increasing production. Blending is also a common practice in sinter plants as it is almost impossible to produce from one single ore a high-performance sinter mixture with the required processing characteristics. A typical sinter mixture used in Japanese steel mills (Nakano and Okazaki, 2007; Matsumura et al., 2013) often contains five or more ores to achieve balanced sinter quality and productivity with relatively low cost of raw materials."

Sixty years ago, underground coal mining was the most hazardous job in the United States. Roof falls killed about 100 miners every year, more than all other causes put together. Fast forward half a century to 2016, and the first year ever with zero roof fall fatalities. Just three miners were killed by roof falls during the following six years. To understand how this historic goal was achieved, this study analyzed hundreds of roof fall fatality reports covering five decades. It found that the immediate effect of the Federal Coal Mine Health and Safety Act of 1969 (Coal Act) was to reduce the riskiest activities, like needlessly going under unsupported roof. Other hazards, like large roof falls, required technological developments before they were brought under control. Roof control plans, which the U.S. Bureau of Mines had been advocating since the 1920s, fostered the necessary improvements in both the safety culture and the mining technology.

Discussion by G.E. Agar In the April issue of Mining Engineering there is a technical note "New size laboratory ball mill for Bond Work Index determination" written by M. Nematollahi which is very confusing. My recollection is that a description of an experimental procedure should be such that someone skilled in the art should be able to reproduce the results. Applying this test to this particular article would according to me cause a failure to be registered. There are apparently three batch laboratory test procedures referred to in the article. One of these is the traditional Bond test with all its limitations such as dry grinding followed by exclusively dry screening, two attributes which fail to simulate conventional industrial grinding. There is a second procedure (NSBM) which the author is advocating as an improvement of the Bond procedure but from the description I doubt that anyone would be able to repeat the procedure. For instance, is the grinding to be done wet or dry, if wet at what pulp density, and how is the screening to he done, wet or dry or a combination? On top of that uncertainty the author refers to a simplified "Anaconda" test. No reference is provided for this procedure and in the text the results of the technique are referred to "Denver wet ball mill" results and say nothing of Anaconda results. Reply by H. Nematollahi I think that the method proposed to determine the Bond Work Index in this paper is clearly described in the paper as follows: •The method of grinding is dry (Ref. paragraph I, subject Method description); •The size of ball mill, the quantity and size of balls are noted (Ref. paragraph 1, subject Test equipment); and The test procedure is described in detail (Ref. paragraphs 1, 2 and 3, subject Test procedure). As it is noted in the paper, the test has been worked out under the same condition as Standard Bond Test with ball mill, so dry (screening should be dry also), but using a smaller ball mill and a smaller quantity of sample. Considering the above mentioned points, I believe that the method has been fully and clearly described and it ought to be repeatable as well. The Anaconda test is a method for determination of Work Index and could be done by any types of laboratory wet ball mill (Yan, R.F., et al., cf. References). I applied this method using a laboratory Denver ball mill (Ref. paragraph I subject Determining the Bond Work Index). So the results referred to Denver wet ball mill can be equated the same as Anaconda method.

The extensive heterogeneity of coal is a fact long recognized by scientists and engineers. However, until recent years the practical implications of such heterogeneity have more often been realized from an undesirable experience than from knowledge or forethought. Variations in the properties of coal, even within the same seam, eventually lead to procedural modifications in mining, handling, preparation and utilization. The concepts considered here propose an enhanced application of information, detailing these properties, realizing the uniqueness of any given coal seam but the practicality of a common approach. Coal preparation practice has been designed primarily for the control of ash and sulfur content to meet market specifications which are similarly specified, Other physical characteristics of size and friability are also commonly employed and, to a lesser extent, properties which are implications of rank. The consideration of petrographic data as indicators of origin, thus total physical and chemical properties, has generally been overlooked as a realistic tool in-the exploitation of coal as a resource. The evolution of descriptive techniques, whether petrographic, physical, or chemical, capable of universal application with any rank of coal, is still beset with problems.

When the oxidized surface gold deposits are mined out, the underlying refractory gold ores become the challenge of treat­ment systems. The size and value ofrefractory gold ore reserves are a function of recovery efficiency and operating cost. The start-up of LURGI's gold roasters at NEWMONT's Carlin site has established whole ore gold roasters as a key to high gold recoveries. The ores from several deposits of the Carlin trend are roast­ed utilizing LURGI / NEWMONT technology, which has achieved gold recoveries approaching 95%. This is in dramatic contrast to the traditional perception that roasting is limited to gold recoveries in the mid 80's. Extensive investigation in pilot scale is required to achieve stable high gold recoveries for most variables in the ore body. The key question for all pilot tests is the classic question of (ROM) run of mine ore roasting or concentrate roasting. All variables are dominated by the leaching/ recovery char­acteristics of the natural ores. The degree ofrecovery improve­ment by roasting / calcining establishes the frame of the eco­nomical conditions. The full range of flexibility is required for the design of the plant to allow for ore variations in heat values, combustible con­tents, agglomeration behavior and off-gas composition. The variables in the ore body influence, therefore, the price of the plant proportionally to its flexibility. Concentrates are usually fairly stable in composition, com­bustion behavior, heat values and particle size since they are a product of the very selective flotation process. Flotation is not the successful process step when the tailings remain high in refractory gold contents.

This paper presents two aspects of gold leaching research and development. The first section of the paper covers the development of innovative gold leaching processes. The research in this area has concentrated on the development of new thiosulfate leaching systems which use Fe(III) stabilized by ligands as the oxidant in place of copper(II)+ammonia. The second section will cover the development of innovative techniques such as surface enhanced Raman scattering (SERS) to study the leaching of gold in cyanide solutions. It will be shown that the use of in-situ SERS yields information which cannot be obtained using other methodologies.

This paper summarizes the results of an experimental program conducted to characterize the moment-rotation behavior of skewed flat radial joints from large diameter (45 ft) tunnel lining. Both positive and negative joint moment-rotation behaviors were measured experimentally using two-segment joint combination assemblies. The results are compared to closed form methodologies used by designers, e.g., the Janssen method. The differences in observed and model behavior are discussed within the context of design practice.
