The East Side Access (ESA) Project in New York will be the largest tunneling project ever undertaken by a US railroad. The objective of the ESA project is to connect the Long Island Rail Road (LIRR) Main Line and Port Washington Line in Queens to Grand Central Terminal in Manhattan. The Project is divided into two distinctive segments: Manhattan and Queens. The Queens segment is subdivided into two major components; cut and cover tunnel construction and bored tunnels. The bored tunnels in Queens consist of five tunnels driven from a launch shaft and traverse a railway storage yard, Sunnyside Yard and terminate under the multitrack mainlines of Amtrak and LIRR at portals in the heart of Harold Interlocking where1200 trains pass every day. The soil consists of remnants of glacial till moraines and of outwash and till deposits of inter layered gravel and fines, with the occasional boulders and cobbles and with a high ground water table. It is anticipated that a Pressurized Face Machine, either slurry or Earth Pressure Balance equipped with roller disks to mine the boulders encountered as well as the mixed face, will be used to mine the tunnels. One pass reinforced concrete gasket bolted liner will be used. The cut and cover construction consists of an approximately 21.3 m (70 feet) deep excavation supported by slurry walls and jet grout columns. The slurry walls, in combination with overlapping jet grouted columns, are installed to top of rock forming a closed bathtub to control external groundwater drawdown. Maintaining the groundwater level near its original elevation is of paramount importance in order to prevent undesirable settlements and migration of groundwater that could be contaminated. Mitigation measures to prevent the migration of nearby plums are contemplated for all types of tunneling and excavation work in this site of the ESA project.

"The Mine Improvement and New Emergency Response Act of 2006 (MINER Act Public Law 109-236) was passed by Congress in response to three major underground coal mine accidents in the United States that claimed the lives of 19 miners. The Act resulted in substantial changes in the underground coal industry relative to the use of technology for mine escape, rescue, disaster response and other areas where the lack of these technologies contributed to the fatalities caused by these tragedies. This year marks the 10th anniversary of the MINER Act, which makes it an opportune time to reflect on the events that led to its passage, the changes that have been made since then, and the work that remains to be done.As discussed below, the last decade has demonstrated tremendous cooperative efforts among mining operators, technology innovators, labor, The National Institute for Occupational Safety and Health (NIOSH), the U.S. Mine Safety and Health Administration (MSHA) and state regulators, resulting in substantial improvement of the technologies used for escape and rescue and noteworthy progress toward meeting many of the goals of the MINER Act. While the MINER Act and this article pertain primarily to coal mining, many of the technologies are equally applicable to any underground mining and have already found some acceptance outside of coal.Technology gaps targeted by the MINER ActThe MINER Act addressed several technology challenges:• Problems with donning and switching between self-contained, self-rescuers (SCSRs).• Poor visibility in smoke.• No wayfinding assistance for escape from the mine.• Limited breathable air supply.• Inability to locate trapped miners.• Inability to communicate with trapped miners.• Failure of mine seals."

Previous work has shown that significant, free milling gold values exist in the Ryan Lode ore. This project used pilot scale equipment to estimate the percentage of gold recoverable by gravity methods from the circulating load of a conventional, closed-circuit, grinding mill. The pilot scale flowsheet employed three stages of gravity concentration, hydraulic classification and batch grinding to simulate a full scale milling circuit. 172 kg (379 lbs) of Ryan Lode ore were processed, having a head grade of 4.8 g/metric ton (0.14 oz/ton). Results showed that simple gravity methods are capable of recovering 45-50% of the gold values in a concentrate grading in excess of 3430 g/metric ton (100 oz/ton). Of the remaining gold values reporting to the classifier overflow solids (80% passing 70 microns, 3.1 g/metric ton (0.09 oz/ton)) 89% were recovered from 48 hour bottle roll tests.

Atlantic Cement Company's new multimillion dollar, 10,000,000 barrel per year cement plant went into full operation in February, 1962, bringing into reality a new concept in the distribution of Portland cement. The Cerro and Newmont Mining Corporations, well established in the mineral extraction and dressing industry, backed the venture. To take advantage of the, economics inherent in single production units of large capacity, it was necessary to first find a market' capable of absorbing such large quantities. Cement can be economically shipped by rail and truck about 200 miles. Beyond' that radius from the producing facility the freight costs become prohibitive. No single marker area within that radius exists which could absorb such a large volume of cement. However, water transportation provides a relatively inexpensive method of transporting bulk products many times over such a distance. Thus, it was decided to locate the producing facility near a deep water port which had ready access both to the Atlantic Ocean and, just as important, a good source of raw material. An extensive feasibility study was made and the site at Ravena, New York on the Hudson River near Albany was chosen. Here, vast quantities of limestone in the foothills of the Catskill Mountains are found within a short distance of-the deep-water Hudson River.

We are proud that one of our predecessor companies originated the phrase "Safety First". That phrase remains today as the guiding principle that governs our total approach to safety and well being in U. S. Steel. U. S. Steel management is totally committed to this attitude and our objective is to have every employee as deeply conscious of his safety responsibilities. Safety is a state of mind but like most things it must have a physical side - both intertwined and inseparable. You might say each promotes the other; and this gives us confidence that with hard work, cooperation from all individuals, and proper application of knowledge and experience, our ultimate objective of frequency "0" will be attained. It is in this vein of thought we present a paper today which gives you briefly our progress, mainly in the physical, or mechanical, protection of miners at work in the Southern District mining operations of U. S. Steel. The Southern District not only includes the underground mining of coal but the underground mining of zinc ore in Jefferson City, Tennessee, and the quarrying of dolomitic limestone near Bessemer, Alabama.

Ion exchange resin processes are receiving renewed attention in the mining industry for recovery;, of metals from solution. This interest has been inspired by the development of continuous countercurrent ion; exchange systems (CCIX) which are of much lower cost than the original, fixed bed contactor processes. With the countercurrent systems and new developments to process or upgrade the eluate product, ion exchange can now compete successfully with solvent extraction for treatment of uranium ores. The low concentration of U308 obtained in the CCIX strong eluate is generally upgraded by solvent extraction methods in sulfuric acid systems. Resin loadings of up to 120 grams per liter of U308, however, have been produced experimentally by recycling of eluate (HIM-IX process) and further developments may be expected in the near future. New developments in resin technology are bringing forth products of greater strength, loading capacity, selectivity and density. Densities up, to 1.35 spgr have been claimed by some suppliers. The process is not a new one and has taken years to advance to the present state of development. The earliest system to gain widespread acceptance was the resin-in-pulp system applied to uranium recovery. Ion exchange, however, later lost acceptance in favor of solvent extraction in the 1960's due to problems in resin degradation, resin contamination and resin-pulp separation, in addition to the development of improved solvent extraction reagents and techniques. The resin-in-pulp system continues to have application on high clay ores and has advanced in design. A number of other continuous ion exchange systems were also tried but never gained continued acceptance. In the current resurgence period the CCIX systems to gain acceptance were the Utah and Chem-Sep (Higgins Loop) systems. These processes are relatively simple in concept although require sophisticated controls. Fixed bed columns have also been designed into multistage systems in countercurrent operation but are not discussed in this paper. These systems remain competitive today for many applications. The most recent advancements however have been in the multistage contactors from,, which three are in current acceptance. These are the Himsley, Porter, and NIM systems. All industrial applications of these systems are relatively new, although pilot plant and in-plant development has been in progress over the last decade. Fur36ther developments should be expected in the near future.

A great potential market for the high BTU midwestern thermal coal exists if the coal is desulfurized and prepared to meet the environmental restrictions and the utility customer specifications. Because the midwestern coal is very high in pyritic sulfur, it can be adequately desulfurized by removing the pyrite with the help of such coal cleaning techniques as the froth flotation. Froth flotation cells are now commonly employed in modern coal preparation plants for recovering the fines but they are not utilized for desulfurizing the coal probably due to a lack of system operating data for such applications. A research project recently conducted at Southern Illinois University shows that the total sulfur in the midwestern coals can be successfully reduced from as high as 5.3 percent to less than 1.4 percent by single stage froth flotation. The results obtained on ten different samples of high sulfur coal obtained from different areas in the Illinois Basin are presented and discussed.

The Black Hawk district in New Mexico hosts an unusual type of deposit: arsenide five-element veins. These deposits are Ag-Co-Ni-Bi-As-bearing carbonate veins with local concentrations of U, Pb, Zn, Sb, and other elements. They are high-grade silver deposits (1000s g/t Ag), but low tonnage (<1 Mt) and difficult to find. By 1881, claims were staked and a town developed. It is estimated that >$1,500,000 was produced in 1883–1893, when Ag prices dropped due to the 1893 Ag panic. Solid Silver Mining Co. produced $600,000 from the Black Hawk mine; one car load contained $28,000 worth of silver! The town of Black Hawk grew to 125 population by November 1883. By the end of 1893, the town was vacant; nothing remains. The district was idle until 1916, and the mines operated sporadically since because of lack of available capital, water issues, and difficulty in finding ore shoots. The area is a favorite for mineral collectors. Tungsten was found in the district in 1935 in quartz veins associated with pegmatites. Metal production from 1881–1960 is estimated as 3,000 lbs Cu, 1,000 oz Au, 1,286,000 oz Ag, and 4,000 lbs Pb. In addition, 10,542 short tons of 2.7–71% WO ore and 615 short tons of fluorspar ore have been produced from the district.

"Enhanced heap leaching - Part 1: Insights" (Orr, 2002), different flow and transport phenomena that could significantly reduce leaching recovery were investigated. The combination of such understanding with advanced flow and transport modeling establishes the link between cause and effect, thereby, directing operators to optimal design and construction of new heaps. Modeling of flow and transport in heaps could also point to a unique change in application method or rate that would maximize leaching enhancement of an existing heap under existing situation and leaching history. The use of such a model is cost effective in that it can simulate multiple scenarios of alternative leaching enhancement methods. By simulating a large number of irrigation scenarios, such a model can point to the optimal and/or the most promising alternatives for a particular heap. The authors&apos; simulations concentrate on the effects of changes in application rates and heap design on changes in flow paths and enhanced leaching recovery. Based on such simulations, an intelligent control agent, such as Multiple Resolution Decision-Support System (MRDS) (Meystel and Albus, 2002), could build a new representation of the complex heap-leaching system. And, by learning from historical data and current information, it could provide optimal management of heap leaching and heap decommissioning.

[There are significant quantities of anthracite silt deposits in Pennsylvania, known as &apos;liver silts" (l,2). These contain from 20 to 55 per cent of non-combustible materials, the major portion of these impurities being clay slimes. Both the anthracite coal and impurities are mostly of extremely fine particle size. The utilization of these raw silts in power-plants faces such serious problems as, handling difficulties causing plug-up in equipment, disposal of enormous ash-residue, and corrosion. These problems may be solved by upgrading the raw silt with a cleaning process, which will be capable of removing most of the clay slimes and electrolytes.]

Growing interest in pit crushing and conveying is evident from the many articles, technical papers, and new equipment development recently presented. Application of a pit crushing and conveying system is complex, as many factors such as mine design, production scheduling as well as initial and ongoing capital and operating costs must be thoroughly and realistically examined. This paper will address the fundamentals to be considered and review several approaches to developing a total system for a new and existing mine situation. The planning function will be outlined and operating and design criteria defined to interface the mining operation and the pit crushing conveying system.

INTRODUCTION Volcanic tuffs on and adjacent to the Nevada Test Site (NTS) are being considered by the Department of Energy (DOE) for the possible geo- logic disposal of high-level radioactive wastes. The Nevada Nuclear Waste Storage Investigations (NNWSI) project was established in 1977 to evaluate such disposal. Sandia National Laboratories (SNL), one of the participants in the NNWSI project, has as one of its responsibilities the development of a rock mechanics program for the Nevada site. SNL conducted three small-diameter heater experiments in welded and nonwelded tuffs in G-Tunnel on the NTS, to investigate the thermal (heat transfer) and hydrothermal (thermal- induced water migration) behavior as part of the rock mechanics program. These two aspects were investigated to increase knowledge about the behavior of tuff so that predictive capabilities are available for use by repository designers, waste-package designers, and performance analysts. Also, knowledge of the behavior of the tuff is invaluable for planning and designing future in situ experiments at Yucca Mountain, the candidate site for the repository. The evaluations of these three experiments is the subject of this paper. Designers, analysts, and experimenters are seeking a better understanding of the behavior of tuffs under the influence of thermal loads expected from radioactive-waste storage, because of two physical features peculiar to tuffs. First, tuffs are inherently porous because of the manner in which they are deposited (Smith, 1960). Tuffs utilized in G-Tunnel testing have porosities ranging from 15 to 46%, which cover the ranges of expected porosities in the target horizon at Yucca Mountain. It has been established that the G-Tunnel tuffs have similar bulk, thermal, and mechanical material properties to those at Yucca Mountain (Zimmerman et al., 1984), thus, G-Tunnel testing can be used to evaluate the effects of porosity on the thermal and mechanical behavior. The second feature is that tuffs above the water table contain pore water that influences the thermal properties of the rock; displacement of the water must be accounted for in repository designs and analyses. For example, G-Tunnel tuffs, located some 600 m above the static water level, have saturations in excess of 60%. Similar percentages are expected at the target horizon in Yucca Mountain (Zimmerman et al., 1984). The presence of and the removal of the pore water affects the thermal behavior of the tuffs, and these three experiments were designed first to determine the phenomenological behavior and then assess influences on predictive capabilities. The focus in this paper is to present the results and evaluations of the experiments as they apply to improving predictive capabilities. The thermal aspects are emphasized by comparing the measured temperatures (in and around heater emplacement holes) with calculations of predicted temperatures using numerical models, so that the effects of significant parameters can be evaluated and integrated into future predictive models. Observation of the hydrothermal aspects is needed to assess the effects of loss of pore water and subsequent migrations on the temperature fields during the heating, and also to define the expected environment in the vicinity of the outer metallic surface around the waste. The metallic boundary can be either the outer shell of the waste package system, which is the main engineered barrier for waste containment, or the borehole liner. A final decision has not been made as yet about the necessity for lining boreholes; thus, the emphasis is on predicting the characteristics of the environment around the outer metallic surface. Gravity based coal/mineral preparation plants must be operated to yield products of a quality satisfactory to existing markets; but, because of historic control problems, recovery is frequently sacrificed to achieve quality resulting in losses of valuable product. Plant control has ranged from intuitive in-plant spot quality judgments made by various operators to gross methods involving such devices as density gauges, floats, grab-sample on-the-spot sink-float tests, etc. Millions of tons of quality coal/minerals are lost to refuse each year, because of the historic lack of a continuous and dependable control system. The result is both serious economic as well as environmental losses. While the economic losses are obvious, less obvious environmental losses, in the case of coal, result from the misplacement of more ignitable quality fuel to refuse banks. A control system capable of supplying a market-grade coal/mineral product, while continuously minimizing product losses to refuse, has until recently escaped technology.

A computer-assisted resources and sedimentological study of the Andersonville, Georgia kaolin-bauxite district was begun in 1975 under a grant from the Office of Mineral Resources of the U.S. Geological Survey (Grant # 14-08-1110-G-173). A preliminary report on the kaolin and bauxite resources of the district has been placed on open file at the U.S.G.S. in Reston, Virginia; the Georgia-Geological Survey in Atlanta, Georgia; and Georgia Southwestern College in Americus, Georgia. In addition to a resources estimate, the objectives include the determination of the mineralogical variation, sedimentological parameters, and paleogeographic patterns of the deposition of the high alumina materials and their associated sediments. In the process of compiling data for the resources estimate, isopach maps were developed that provide information as to the shape, size, and distribution of the kaolin deposits and the kaolinitic sediments that contain them. These or similar maps developed for other districts can be useful exploration tools.

The Fosfago phosphate rock concentrator is located in the state of Goias, Brazil, 300 km south of Brasilia. The ore is from an enriched carbonatite, which was discovered in 1971 during exploration for pyrochlore niobium ore. The flowsheet was developed in Brazil by personnel from Agrico Chemical Company and Consolidated South America. Engineering was provided by Codemin, a subsidiary of Consolidated, Engineering and construction management was pro- vided by both Agrico and Consolidated personnel who formed the Fosfago team. The concentrator was designed for 500,000 tpy of 37-38% P2Oj dried product. The facilities consist of open pit mining, crushing, stockpiling, and concentration. The product is pipelined seven km to a filtering, flash drying, and railroad loadout station. The plant was successfully started in May 1979.

Problems related to strip and auger coal mining have grown with the development of the industry and the economy. New technology has produced equipment that has made mining by surface methods not only highly productive, but potentially highly destructive of water resources and natural environments. On the other hand, growth of the economy has produced an increased demand for clean water, and created new demands for amenity values that natural environments provide. Thus, opposing forces have created conflicts in resource use. And these conflicts have made surface mining highly controversial. Resolving the controversy will require the solving of complex economic and social problems. The essence of the economic problem created by surface mining is that, in the absence of proper regulation, substantial costs resulting from the process are borne by the public rather than the mine operator.

This paper presents an analysis of respirabie dust generation due to the action of a continuous miner. Underground coal cutting by a drum-type continuous miner was simulated in the laboratory using a specially designed unique automated rotary coal cutting simulator (ARCCS). An analysis of -400 mesh particles was done on gravity collected material. Samples of entrained dust were collected through the use of cascade impactors. Both samples were analyzed for size distribution and particle shape. Using the simulated coal cutter permitted variation of operating and in-situ parameters to provide information on the effects on generation of -400 mesh particles. In these tests coal blocks with an approximate dimension of 18 in. x 15 in. x 6 in. (45.7 cm x 38.1 cm x 15.2 cm) were first subjected to confining pressures, equivalent to in-situ conditions. Such blocks were then cut by the cutting head of the ARCCS, thus simulating the action of the continuous miner in underground coal mining. During the tests under a particular set of in-situ and operating parameters a number of other parameters such as 1) penetration of bit into coal, 2) penetration resistance (thrust and cutting pressures), 3) rotating velocity of cutting head, and 4) acoustic emission activity in the coal block were monitored. After each cutting cycle the fractured surfaces were photographed and a velocity survey was conducted by using a sonic technique. At the end of each experiment the cutting paths of the bits in coal were photographed using an optical microscope with an attached camera.

IIT Research Institute has initiated several multi-sponsored research programs. In this paper the methods for developing four of these programs are discussed. In general, a broad area of investigation must be proposed to interest a spectrum of different industries. The work must not touch upon proprietary data and will probably involve a number of scientific disciplines. Thus, the problem to be solved will attract sponsors who need to know more about the area under study but do not wish, as a single company, to commit the resources required to obtain the necessary know-how for their needs. The paper draws on the background of four IITRI multi-sponsored projects: Size Reduction, a study of grinding of material to reduce their particle size; Melt-Formed Ceramics Research, a method of producing dense, polycrystalline ceramics using glass forming methods; Binders in Ceramic Processing, which addresses the problems associated with the use of organic aids for ceramic processing; and a Study in Air Pollution Technology, a program to review and assess pollution control equipment for current and future applications.

On the Corramandel Peninsula of New Zealand, the Waihi Gold Mine has undergone a major redevelopment. The upgrade included the construction of two very large overland belt conveyors, both rated for a capacity of 6000tph. The first of these conveyors (CVR2) traverses a total of 1600m over undulating terrain, including a significant section running through tunnels. A large hill is climbed, just after the mid-section of the conveyor run, before dropping back down prior the discharge point. The second of these conveyors (CVR8) traverses 1100m along an alignment with a horizontal curve, a number of vertical curves and a significant lift before the discharge point. The CVR8 conveyor also included a shuttling head pulley arrangement. The mine they service is inside the town of Waihi. The conveyor alignment runs through the town and out to the metallurgical process site on the outskirts of the municipal area. This paper documents the engineering process that took place in the design of these conveyors. The Martha Hill mine in Waihi, New Zealand is unique. The mine is placed in the township. Consequently there are quite stringent environmental limitations on the mine&apos;s operation. In [Figure 1] the proximity of the mine to the town is shown. In the top-centre of the photograph the alignment of the existing smaller overland conveyor can be seen leading from the mine to a tunnel through the hill in the background.

The development of larger size flotation machines, which started in the 1950&apos;s and 1960&apos;s, is still proceeding. The largest mechanical flotation machines avail-able today have unit volumes in the range of 38.2 to 43.9 M3 (1,350 to 1,550 cft). Designs for mechanical flotation cells of unit volumes as large as 70.8 m3 (2500 cft) are available. The development of these "giant" flotation machines has been and continues to be motivated by the increasingly critical forces of higher energy and capital costs, decreasing ore grades, and lower (real) prices for the products. As an expansion of a previous publication, this paper reports the further development of an improved mechanism for these large flotation machines. The starting point in the develop¬ment of a new mechanism was the identification of design and performance features of existing machines where improvements were desirable. The result of this work was a mechanism which s is an improvement over existing designs. This new design is characterized by an efficient overhung stator and a vortex profile rotor. The overhung design of the stator removes unnecessary and undesirable baffling in the lowest parts of the tank, while maintaining a quiescent froth layer. This results in lower power consumption and better pulp circulation and solids suspension. The vortex profile rotor acts as an efficient pump, with higher pulp recirculation rates as evidenced by the increased air dispersion capabilities, good solids suspension, and low power consumption.
