The Southern Powder River Basin (SPRB) now commands 30% of the US utility, coal market due to the region's low mine production costs, competitive rail rates and low sulfur content. In 1997, production exceeded 240 Mt (265 million st). This was an in¬crease of 104 Mt (115 million st) since 1989 and 4.5 Mt (5 million st) above 1996. Continued growth is expected as the second phase of the Clean Air Act Amendments (CAAA) approaches. This growth will be the greatest in the southern part of the Basin where coal quality is higher. Coal characteristics SPRB coal is classified as subbituminous due to its low heating value and high moisture content. The coal is characterized by low sulfur and ash contents, low ash fusion temperatures and high reactivities. In 1997, the average heating content was 8,593 Btu/lb, with an average sulfur and ash content of 0.79 lbs S02/million [ ] Btu and 5.13%, respectively. The distinguishing characteristic of SPRB coal is its low sulfur content. Most SPRB coal contains less than 1.2 lbs S02/million Btu. This is the approximate definition of "compliance" coal for Phase II of the CA AA. Much of the coal, particularly in the southern part of the Basin, is referred to as "super-compliance" coal due to SO2 contents of between 0.4 and 0.7 lbs SO2/million Btu. Coal mine infrastructure is rarely designed solely on the basis of ventilating the underground workings. Instead the optimization of a mining sequence, the minimization of coal quality variation, reduction of coal losses by adapting to property boundaries and geologic structure (seam inclination, roof conditions, coal thickness, etc.) or other similar considerations have formed the objective for mine plant design and layout. Infrastructure development may also reflect a desire to maximize production early in the life of the mine or to permit flexibility in mining according to market conditions. Requirements for coal mine ventilation, established by the 1969 Coal Mine Health and Safety Act, have mandated changes in the traditional concepts of mine plant design in the United States. Mines, in operation prior to the passage of the Act have experienced severe limitations when attempting to adapt the existing mine infrastructure to meet the requirements of the law. In addition the increased quantities of air required, velocity limitations on trolley haulage and belt lines, the establishment of separate intake escapeways and gob area ventilation have com- pounded the inherent complexity in planning mine ventilation systems. Past practices in mine ventilation planning and design are no longer adequate. Given the complexity of today's ventilation systems, effective planning and design approaches are required. As such, the interrelationship between the overall coal mine plant design and ventilation system design is examined. An approach to ventilation system design constrained by global considerations of mine plant design, is presented. The proposed approach is, however, applicable to the design of new mine ventilation systems as well as to the modification of existing systems.

The most economical method of reclaiming land that has been mined, whether it be in urban areas or in rural areas, is when the final configuration of the mining area is that which is required by the subsequent use. Surprisingly, there are a number of examples of this situation. In the arid southwest where water production for the expanding population is a problem, many urban sand & gravel excavation areas subsequently serve as holding basins for ground water recharge. In other areas of the county where water is not in short supply, sand and gravel excavations can be planned in such a way that subsequent land uses such as parks and homesites can be enhanced by utilizing the excavated areas as a water amenity. Reclaiming land for agriculture is another example of utilizing the excavated area for a subsequent use providing the excavated area has not been mined too deep. Other than replacing the layer of topsoil on the excavated area, the final configuration of the mining area is in many cases ready for the subsequent agricultural use.

The results obtained from hatch, flotation experiments on two coals were used to develop relationships between the recoveries of water and solids into the concentrate. When the recovery of non-ash material (RN) for any size fraction is plotted against a parameter X, defined as [x _ Amount of (W) recovered x Collector dosage (C)in the concentrate (cc)(kg/t)] a single "non-ash recovery curve" is obtained. Non-ash recovery curves thus obtained from different size fractions are used to get a unique "modified non-ash recovery curve" for a given coal, using the reduced efficiency curve concept. Similar observations have been noted in the case of recovery of ash material (RA) also. The amount of water recovered into the concentrate is plotted against a parameter "Water Recovery Factor (WRF)," defined as [WRF = T.F.(1+C)] where T is time (in sec) and F is frother dosage (in kg/t). Plotted in this form a characteristic water recovery curve, for a given coal is obtained that may be defined by the following equation: [W4=W_(1 pWRF-e] The above relationships have been verified against the experimental results obtained from three more coals and are found to give satisfactory predicted values.

The properties of a geologic mass may be considered from a resource or an engineering viewpoint. The primary engineering applications include ground control, excavation, bulk handling, and hydrology. This study will focus upon these areas in descending order. For an adequate geologic description, data is necessary on the following components: (1) the intact rock, (2) geologic structures, (3) contained fluids, and (4) existing pressures and temperatures, see Table 1. This information, combined with the engineering specifications, provides the basis for a formal geotechnical analysis as illustrated in Figure 1. For a structural analysis it is essential to establish the mechanical properties of the material composing the structure. This material, termed the "rock mass," consists mainly of the first two geologic components, the intact rock and geologic structures (Figure 1) Consideration of fluids will be subordinated to their role as chemical agents affecting the mechanical properties. The existence of pressures and temperatures generally lies beyond the scope of this study.

Researchers at the Bureau of Mines, U.S. Department of the Interior, developed and tested equipment to measure corrosion rates on a commercial-scale mill. Bench-scale experiments were also designed for duplicating ore grinding conditions closely enough that realistic rate determinations can be made in laboratory tests. Rates measured in a laboratory system compared favorably with those measured in the field. Cast steel was found to have corrosion rates in a copper mill and laboratory test cell of 22 and 21 mpy, respectively. Corrosion was found to account for less than 5 pct of the total grinding media wear in the operations studied.

Unfavourable climatic conditions in stopes are of significant economic and social importance due to the following reasons: - Working effect is much lower leading to decreased output and work productivity disregarding implementation of mechanization. - Manpower operating capability decreases much faster under unsatisfactory climatic conditions. Under normal climatic conditions a workman would expend much less effort in line with a shorter effective time for the achievement of identical production effects since the work would be more efficacious. The objective of study of problems and climatic conditions is to make the working environment in mines suitable for normal development of operations. Lowering of mining works to increasing depths and winning of a growing number of small orebodies over a broad area makes the problem of creating suitable climatic circumstances more complex. Mining costs are growing due to bench conditions in line with decreasing metal content in the ore, so frequently the investments required for creating favourable climatic conditions represent, in addition to the selection of mining technology, a very important parameter when making decisions regarding exploitation. As known, the basic factors affecting climatic operating conditions in mines-are: temperature, humidity and speed of air flow, implying that the climatic operating conditions are closely related to mine ventilation. Usually, the concept of unfavourable climatic operating conditions includes increased mine air temperature and humidity and low air flow velocity so that heat exchange between human organism and the working environment is impeded or reduced to minimum. Metal mines in Yugoslavia are characterized by the existence of a large number of active faces - stopes and horizons and lowering of mining operations to increasing depths, so that face ventilation solutions are more and more complex. Since its foundation (1961), our Institute is engaged in investigation of factors influencing climatic circumstances improvement of calculations for air distribution and distribution control in complex ventilation networks and study of problems related to ventilation of large volume and irregular configuration faces, as well as application of gained knowledge in our mines. The paper presents the knowledge and experience gained in the case of Lead and Zinc Mine "Trepca" - Stari Trg.

The Bureau of Mines analyzed coal mine blasting accident data obtained from the Mine Safety and Health Administration (MSHA), U.S. Department of Labor. The data were examined to determine the causes, frequency, and severity of accidents in an effort to point out the most dangerous aspects of coal mine blasting. Accident data for the 14 years from 1971 through 1984 show that there has been a total of 43 fatal and 926 nonfatal blasting accident victims in surface and under- ground coal mining. This is an average of 3.1 fatal and 66.1 non- fatal injuries each year. Underground coal mining accounted for 60.5% of the fatal and 78.7% of the nonfatal accidents involving explosives and breaking agents in coal mining. In addition, since 1970 there have been 53 fatal and 20 nonfatal injuries that occurred when explosives were the ignition source for dust and/or methane explosions in underground mines. Abstracts from 297 accidents that occurred from 1978 through 1984 were also examined to determine accident causes. Most accidents occur during scheduled blasting, and failure of the blast area security system is the leading cause. Blast area security problems in surface mining are failure to clear the blast zone, failure of personnel to follow instructions, inadequate guarding, and failure to retreat to a safe location and/or take adequate cover. Other common causes in surface mining include premature blasts, excessive flyrock, and misfires. In addition to the above causes, accidents in underground coal mining can be due to rockfalls triggered by the blast, unexpected breakthroughs, fumes, and incidents associated with Airdox-type systems.

INTRODUCTION "Most people would probably agree that some degree of government control and regulation is essential in modern society, and it will likely continue as an important part of our social organization for the foreseeable future. But most of us tend to be ambivalent about it. In one situation or another we are likely to see government commitment to social benefit programs or regulatory devices either as an expanding encroachment on the freedom of the individual or as an undue interference with private enterprise or with the rules of the market place. But even where there is agreement as to the desirability of government initiatives, either in general or in a particular context, it by no means follows that there will be approval of the mechanisms or procedures used or the means of carrying them out." The above statement is taken from a 1980 Working Paper of the Law Reform Commission of Canada prepared in connection with its study of the exercise of administrative law in Canada and the practices and procedures of administrative tribunals. The Atomic Energy Control Board (AECB) is one such administrative tribunal, and as the federal nuclear regulatory authority, it is responsible for licensing the production, possession and use of nuclear materials, equipment and facilities and enforcing compliance with licence conditions governing the health, safety, security and environmental aspects of the activities involved. Although the AECB was established 35 years ago with the passage in August 1946 of the Atomic Energy Control Act, like many administrative tribunals its role and functions and the regulatory process which it applies have evolved significantly during this period. The changes which have taken place over the years reflect not only the vast scientific and technological developments which have occurred but also the marked differences between contemporary society and the social milieu of the mid-1940s. However, the basic philosophy of nuclear regulation in Canada and the underlying principles of the regulatory process have changed very little. Certainly, the process is far more open in terms of the general public, it has become appreciably more comprehensive and systematic in terms of the depth and extent of both the pre- and post-licensing technical evaluations which are conducted and the ensuing compliance program. Furthermore, it now applies to the whole of the nuclear fuel cycle as well as the industrial, agricultural and medical applications of radionuclides. Nevertheless the following fundamental principles remain unchanged: a. primary responsibility for achieving high standards of nuclear safety and environmental protection in the design, construction, commissioning and operation of nuclear facilities resides with the licensee; b. the credibility of the nuclear regulatory process depends not only upon its technical correctness and practicability, but also upon acceptance by the public-at-large of its perceived effectiveness and efficiency; c. regulatory criteria and principles should be concise, clearly stated and understandable; d. regulatory decision-making should be based upon stated criteria and principles taking into account pertinent scientific and technical facts only; e. fairness and impartiality must characterize all regulatory decision-making; f. the regulatory process should be subject to a comprehensive periodic review and evaluation to ensure that it continues to produce the desired results at justified costs. EXPLANATORY NOTES The mere statement of a set of principles is a relatively simple task. Far more difficult is the explanation of what these principles mean in practical terms. To stipulate that a licensee bears the primary responsibility for achieving and maintaining high standards of nuclear safety and environmental protection may be regarded by some as an attempt by the regulatory agency to evade the responsibilities assigned to it. However, this is not the case. It is unrealistic for anyone to claim that a licensee only complies with accepted norms of public and occupational health and safety and of environmental protection because of the fear of prosecution. In early March 2011, a 6.2 m (20.3 ft) diameter Rob-bins Double Shield tunnel boring machine (TBM) crossed the finish line in Sochi, Russia. The machine completed a 4.5-km- (2.8-mile-) long section of tunnel that will ultimately become part of the transportation infrastructure for the 2014 Winter Olympic Games. The TBM advanced through difficult ground at aver-age rates of 100 to 120 m/week (330 to 390 ftpw) for contractor OJSC Bamtonnelstroy, a division of the SK Most Company. The section of tunnel will ultimately become a service tunnel for Complex #3 - a section of Sochi?s transportation infrastructure under construction, which includes road and rail tunnels. A second, 10 m (32.8 ft) diameter Robbins Double Shield TBM is currently excavating the parallel 4.6-km- (2.9-mile-) long main railway tunnel using a continuous conveyor system for efficient muck removal. A 13.2 m (43.3 ft) diameter highway tunnel is also under construction. The 6.2 m (20.3 ft) Robbins TBM achieved high rates despite difficult conditions. The tunnels run through mixed ground including massive to completely fractured limestone with clay seams. Some sedimentary rock including sandstone and siltstone is present, along with fault zones consisting of breccias and conglomerates. In May 2010, the machine was stopped after encountering a significant fault zone consisting of broken rock and running soft ground. Field service personnel and crew successfully freed the machine by excavating a bypass tunnel around the TBM, freeing the cutterhead. Following the restart, a combination of continuous probe drilling and ground treatment with cement silicate and foam kept the machine moving forward.

Since the interpolation of exploratory data 1 can be no better than sampling procedures, a series of field experiments were conducted in an effort to determine whether hand-cut channel or core washability determinations best represent continuous miner produced run of mine coal. By obtaining a core drilled to within a few feet of channels taken from an underground face and then overmining both locations; core, channels and run-of-mine coal allocations were obtained from a common sample and all allocations were subjected to identical washability determinations. In order to compare results, basic rules2,3 previously anticipated and later published by the writer were employed. The first rule states that "For any full seam washability determination, the sulfur versus ash function for increasing cumulative specific gravity float coal fractions is linear". The second rule states that "For any full seam washability determination, the recovery versus ash function for increasing cumulative specific gravity float coal fractions is logarithmic".

CARBAD is a recently developed Australian process for the recovery of gold and platinum group metals (PGM). The process relies on the selective agglomeration phenomena of the gold and PGM to capture the mineral in a carbon-hydrocarbon media. The precious minerals are then extracted from the loaded media by a solvent gold room process producing a relatively pure concentrate. The media is then reformed and recycled. The process development from batch test work to a 5 t/h commercial scale CARBAD plant is discussed. The operation and results of processing a variety of ore types at several alluvial and hardrock gold mines is examined. The operating and capital costs for the CARBAD process shows that it is significantly less than that the conventional CIP/CIL. The environmental safety of the process is a major feature where precious metal deposits are located within urban environments or within wilderness areas.

Production of highly-cleaned coal for advanced utilization schemes requires close control of the coal ash content at very low levels. For this purpose, a sensitive, low-cost, robust on-stream ash analyzer is needed. The development of such an instrument based on x-ray backscatter and fluorescence is described, including features to improve its sensitivity at low ash levels. The performance of the resulting device in testing a real coal sample is discussed.

The heap leach process used for recovering gold from oxide and sulfide ores is operated as a closed circuit system in which the cyanide process solutions are continuously recy­cled. In a well-designed operation there is little or no dis­charge of cyanide to the environment. Spent leached ore residues are water washed to remove most of the trace cyan­ides and precious metals remaining after completion of cyan­ide leaching. After the washing step, small amounts of cyanide, metal-cyanide complexes and nitrates remain in the residue. Most of the cyanide and nitrate residue constituents exist in the pore water of the spent ore rather than in the solid mineral fraction. More than 90% of the complexed cyanides in a freshly washed ore residue are present as free cyanide or weakly complexed metal-cyanides. Natural volatilization and decom­position rapidly remove most of these easily dissociable cyanides from the spent ore. Only the stable, strongly com­plexed metal-cyanides, such as gold, cobalt or the ferrocyan­ides and other constituents such as nitrates have a long term persistence in the spent ore residue (Towill et al). Despite washing and natural removal mechanisms, spent ore has the potential to act as a point source of com­plexed cyanides and nitrates for soil and groundwater con­tamination if inadequately contained (Huiatt et al). The groundwater contamination is caused by the leaching of the soluble cyanide compounds and nitrates from the pore water of the residue.

A column reactor was applied for leaching with simultaneous flotation a complex sulfide ore in ferric sulfate-solution under oxygen pressure. Elemental sulfur and the flotable, nonreacted sulfides were collected in the froth and separated from the insoluble, nonflotable gangue minerals and solid particles formed during pressure leaching. The two-stage laboratory unit, built from Corning-glass elements is described. Results of the continuous leaching/flotation experiments conducted under 20-40 psig of oxygen pressure are presented, as are supplementary batch leaching experiments with iron precipitation under 150 psig oxygen pressure. High zinc extraction to solution and near total accumulation of lead sulfate in the nonflotable fraction are easily attainable. Relatively poor flotation of pyrite is probably caused by the partial oxidation of its sulfidic sulfur to sulfate.

INTRODUCTION Previous papers and discussions at this conference have already covered the subjects of identification and nature of risks, allocation of risks and contractual arrangements. In this portion of the conference, in the light of topics already covered, we will consider how to minimize risks and how to mitigate losses. Webster defines mitigate as "to make less severe or painful", an apt definition for our purpose! RISK MANAGEMENT POLICY The first thing that must be said about risks, especially in construction, is that they exist and that they don't necessarily fall alike on the just and the unjust. Some risks, i.e., some kinds of risks, must be recognized as inevitable in engineering and construction and therefore must philosophically and realistically be accepted as part of situations to be dealt with. Dealing with means minimizing, covering, and sharing of risks and doesn't mean merely passing off the risks to someone else. While some risks can be avoided, for example, whether the structure will fall down or the excavation will cave in, risks management primarily deals with: A. minimizing risks---whomever risk it may be B. equitable sharing of those risks among the participants.

This paper discusses some of the problems involved in predicting the productivity of a shovel and truck fleet in a new set of operating conditions. More specifically, it concentrates on the problems of predicting the travel times on the haul and return portions of the truck cycle under new profile conditions and the prediction of the interaction effect between the shovel and trucks at the loading point. The ability to calculate the travel times for a new road profile is not new. Additional corrections of these calculated times for expected actual operation can be made. In considering the interaction between the loader and the hauler, there are two approaches that can be taken. Probably the most accurate method of predicting the shovel-truck interaction is a simulation of the step-by-step operation considering the variation in cycle times of the shovel and trucks. This is usually called a stochastic simulation and requires input describing how these cycle times vary. However, by understanding the causes of this shovel-truck interaction it is possible to make sufficiently accurate predictions with much simpler methods. For the purpose of this discussion let us assume that the problem involves trying to predict the productivity of a single shovel-truck fleet at some future time in an existing operation. Let us also assume for simplification that the new operation to be simulated has the same loading and pit conditions and the same dumping conditions as did the existing operation. Therefore, the only difference would be the difference in the hauling profile for the new operation. The problem then becomes one of predicting the change in the travel times on the haul and return portions of the cycle, and in determining the change in interaction between the shovel and trucks with the new truck cycle times.

In 1993 Ispat Inland Mining Company began mining its Laurentian ore reserve, which has six distinct ore types that are extremely variable. Initially batch processing was necessary to optimize mining equipment utilization. The variability as found in the ground was compensated for in plant operation, which proved ineffective. When the last of the six ore types was introduced in 1997, production, quality, and cost were seriously impacted. In-pit blending was the solution developed by the process management team to provide the plant feed required to economically process all six ore types in the Laurentian reserve.

"For urban tunneling projects it is essential to predict and prevent building damage. Although various case studies and experiments have shown that buildings considerably modify greenfield soil movements, widely accepted damage assessment methods neglect this soil-structure interaction and simplify structures as linear elastic beams. This paper summarizes an experimental investigation of the response of more realistic structures to tunneling-induced deformations. Small scale structural models with façade openings and brittle material properties were 3D printed and tested in a geotechnical centrifuge. Soil and structure displacement data were obtained by image-based measurement. Results demonstrate that structures notably mitigate differential greenfield ground displacements. It is also shown that maximum soil settlements, horizontal soil displacements beneath the structure and structural damage in the form of cracking significantly depend on the position of the structure in the settlement profile. The results provide a basis from which to predict building settlement response with greater certainty. INTRODUCTION With continuing population growth and increasing urbanization expected in the next decades, there is an urgent need for a next generation of infrastructure. It is likely that a large part of this infrastructure will be underground. Such creation of urban underground space frequently involves the excavation of shallow tunnels in close proximity to existing structures and utilities. For example, along the Crossrail project in London more than 1,200 structures are located within a possible influence area of the tunnel construction (Torp-Petersen and Black 2001). The assessment of building damage plays a vital role throughout the planning, design and construction stage of urban tunneling projects. However, while predictions of tunneling-induced deformations in the greenfield can generally be made with some confidence, much uncertainty exists about how structures interact with ground movements arising from tunnel construction."

Beginning in late 1985 and continuing through 1987, Bureau of Mines personnel investigated longwall chain pillar and entry design in two-and three-entry gate-road systems at a deep underground coal mine located in central Utah. To evaluate their respective stability characteristics, four chain pillars and two longwall panels within the two separate entry systems were instrumented with Bureau of Mines hydraulic borehole pressure cells to continuously monitor vertical and horizontal pillar and panel stresses through adjacent panel retreat. In addition, supplemental entry closure information was obtained from sites located in the vicinity of the instrumented pillars. The findings presented in this report demonstrate the practicality of evaluating mine pillar stability using in situ methods and support three significant conclusions regarding ground control aspects of the investigated two-entry system: (1) Total areal entry loading was considerably less for the two-entry system, as opposed to the three-entry system, (2) a smaller percentage of opened ground in the two-entry system contributed to a marked reduction in roof falls, and (3) lower areal loading in the two-entry system suggests improved ground conditions when mining the underlying seam.
