Phillips Coal Company (PCC) submitted the first surface mine permit application under the Office of Surface &lining approved regulatory program of the State of Louisiana. This application for the Oxbow Lignite Surface Mine which is located approximately 64 kilometers (40 miles) southeast of Shreveport, Louisiana was submitted in March 1981. The State of Louisiana Office of Conservation, Surface Mining Division, assigned this application number LSM-1, indicating it is the first one submitted in Louisiana history. The permit area for the Oxbow Mine encompasses 6,251 hectares (15,627 acres). Of this total permit area, 5,862 hectares (14,656 acres) were classified by soil type as prime farmland by the U.S. Soil Conservation Service (SCS). Prime farmland acreage in the permit area became a major central issue in our early planning stages and throughout the permitting process of the Oxbow Mine, due to the magnitude of acreage involved.

The financial analyst's job is to make an objective appraisal of the investment opportunities which exist within the various industries under his supervision within the context of the economic model provided by his firm and the a climate of investor sentiments. Industry analysis is critical. When a major investment trend develops, usually the stock of all companies within the specific industry react in the same direction. I should emphasize here, however, that an investment trend is influenced by the economic outlook, but economics is not the only determinant - investor psychology and arbitrary political factors may be of equal or greater importance. Part of our job is to recognize trends early and determine whether they are valid. Following industry analysis, the analyst must examine the specific companies within that industry since some companies usually react more violently than others to industry trends, whether they be favorable or adverse. To simplify the process of evaluating an investment opportunity, it is convenient to isolate three types of factors which have a bearing on every sort of business although the degree of influence of each factor may vary from industry to industry. These categories are, 1) independent or external factors insofar as they are beyond the control of corporate management, 2) interdependent factors insofar as influence may be exerted by industry-wide action, and 3) dependent factors covering the area of internal decisions which are basically under the control of the individual corporate managers. Although the title of this paper, "The Corporate Use of Cash Flow," is only one segment of the third category, it may be useful to continent on the first two categories as well. The independent factors may be either economic or governmental. The economic factors include cyclicality which may be very high in the case of the basic commodity industries or relatively low as in the case of utilities. The objective of this investigation was to compare the results of counter-current flotation column versus conventional flotation cell for the cleaning of a sulphur ore and its discrete size fractions. The tests were carried out using diesel oil as a collector and alcohol as a frother. Generally, flotation column produced concentrates of higher grade. For example, the grade of a rougher concentrate for a given feed obtained with the column increased by 33% higher than that produced with the flotation cell. Such higher grade could not be obtained using conventional cell even after 3 cleaning stages. Moreover, the column gave superior results for flotation of fine and ultrafine particles.

This paper discusses briefly the evaluation of chrysotile asbestos deposits in ultramafic rocks. Such deposits are limited to serpentinized peridotite and/or dunites. The purpose of any evaluation is to determine whether a deposit contains sufficient ore mineral to justify profitable exploitation. Dimensions of a mineral zone are established by conventional methods, such as mapping, ground magnetic surveys, diamond drilling or underground exploration. The value of the contained asbestos fibre Is dependent on numerous physical properties such as fibre length, strength, flexibility, as well as the actual amount of fibre present. The determination of grade is difficult. The Quebec Standard Test (Q.S.T.) is used to grade fibre according to the proportionate lengths of fibre present. A method of visual vein counting allows calculation of an approximate percent fibre together with a simulated Q.S.T. Various drilling methods are discussed, diamond drilling is favored. Bulk sampling is required to determine fibre quality. Correlation of visual techniques and laboratory methods are often difficult. Reasons for any variance are discussed. Underground bulk sampling of most potential ore zones is strongly recommended to confirm the viability of the property. Evaluation of slip fibre deposits requires greater reliance on laboratory testing as visual methods are difficult to apply. Cross fibre has greater inherent strength.

"Newmont Mining Corporation operates the Yanacocha mine in Perú and the gold milling section of the property includes a Sulfidization-Acidification-Recycle-Thickening (SART) plant to remove copper from pregnant leach solution. Since its commissioning in 2008, the plant has been intermittently operated as needed to remove copper upstream of a carbon adsorption circuit. However, starting in 2015 Newmont expects the plant to operate on a more continuous basis in response to higher copper ores that will be processed in the gold mill. In anticipation of this, Newmont conducted a campaign in May 2014 with stockpiled high-copper ore to evaluate performance of the SART plant with elevated levels of copper in feed solution. Results from the campaign demonstrated the SART plant is capable of efficiently treating high-copper leach solution. During the campaign, leach solution copper levels ranged from about 100 to 700 mg/L, and copper removals ranging from about 56% to +99% were achieved. The median copper removal efficiency observed during the campaign was about 94%. The primary plant modification determined necessary following the campaign was the need to improve consistency with sulfide dosing. INTRODUCTION Copper removal from cyanide leach solution can be affected through the addition of sulfide at acidic pH to precipitate copper sulfide as a solid. There has been renewed interest in the process in the past several years due to the increasingly common issue of high copper levels in cyanide leach solutions. The term Sulfidization- Acidification-Recycle-Thickening (SART) is used as an acronym for the process according to the primary unit operations utilized. At a pH of approximately 4.0 to 5.0, the addition of soluble sulfide to a copper-bearing leach solution will result in the precipitation of copper sulfide (Cu2S) solid. The overall acidification and sulfidization reaction is (assuming the use of sulfuric acid for pH adjustment): 2Cu(CN)3-2 + 3H2SO4 + S-2 ? Cu2S(s) + 6HCN(aq) + 3SO4-2 The above reaction is written relative to the copper-cyanide complex 2Cu(CN)3-2, though analogous reactions also take place with the other common copper-cyanide complexes Cu(CN)2- and Cu(CN)4-3. Sulfide in the above reaction (S-2) is normally supplied as sodium hydrosulfide (NaHS) purchased in solid or concentrated liquid form. Two characteristics of this reaction that are beneficial to a leaching operation are: 1. Copper is removed from solution as Cu2S (synthetic chalcocite) solid, which can then be sold to a smelter for its copper value. 2. Cyanide that is complexed with copper in the leach solution is released as free cyanide, thereby regenerating cyanide that can be recycled to the leaching operation for continued use."

The Afton property is located 180 air miles East-Northeast of Vancouver and nine miles West of Kamloops, a city of 60,000 people, in South Central British Columbia, Canada. The mine is adjacent to the Trans-Canada Highway at an elevation of 2,200 feet above sea level. The orebody is a porphyry, copper deposit that has undergone supergene alteration. The-major economic minerals in the supergene zone are native copper and chalcocite with chalcopyrite and bornite in the hypergene areas. The grade is one percent with an overall copper distribution: 70% native, 25% chalcocite and 5% chalcopyrite with bornite and covellite. The ore also contains important, but variable amounts of gold and silver.

With underground stone operations developing in deeper and more geologically complex conditions, accurate pillar stability analysis becomes for the evaluation of engineering design. This paper provides engineering-based recommendations for applying LaModel to evaluate multiple-level room-and-pillar stone mines in both shallow and deep cover. It provides practical guidance on model calibration using field observations, selection of input parameters, and interpretation of results to inform design and operational decisions. The analysis demonstrates LaModel’s effectiveness in simulating pillar load transfer, stress redistribution, and failure mechanisms in complex mining geometries where empirical methods may be inadequate.

An investigation was carried out to study the microscopic structure of coal in order to understand the phenomenon of methane migration. A Scanning Electron Microscope (SEH) was used to study the surface and pore structure of bituminous coal taken from an underground mine. Micrographs obtained showed the highly porous nature of coal which explains the large quantities of gases that remain within the pores in the compressed and adsorbed forms. These micrographs further showed that most of the pores within the coal matrix are the 'dead-end' type and do not contribute much towards the flow of gas. The most important finding was that solid coal has a network of cracks and fractures indicating that it is these cracks that are primarily responsible for the gas flow, rather than the pores. The size and distribution of the pores within coal influence the capacity of coal to retain methane but movement of the gas molecules is the responsibility of the microfractures. Any mathematical modeling to simulate gas flow through coal must take this into account. For purposes of modeling, the structure of coal can be considered to have dual porosity. First, the gas molecules are released from the pores and there is a gradual migration towards the fractures. Once the gas reaches the fractures, its movement is eased greatly along these fractures.

The Thunderbird plant was erected in Sullivan County in Indiana during 1958-1959. It was first put in operation in March of 1959. At the present time the source of the raw coal is from the Indiana No. 6 seam. The underground operation at present consists of two continuous mining units and two conventional units. The underground is all belt haulage and the first unit with which this paper is concerned is the slope belt. It is a 48-inch-wide inclined belt with 980-foot centers and a lift of 275 feet. The belt is powered with a 350 H, P, motor and has a rated capacity of 600 Tons per Hour. The belt is equipped with a Merrick Scale Company Weightometer, The raw coal moves from the belt to a 6'x12' extra heavy Allis-Chalmers Ripl-Flo equipped with 6" round-hole screens. The over product of the screen is fed into a 10'x20' long McNally- Pittsburg rotary breaker equipped with 4-l/2" round-hole screens. The oversize rock is discharged into a bin that is emptied with a refuse truck. The through-product of the breaker, along with the through-product of the Ripl-Flo, passes either directly to the McNally Giant washbox or to a 36" belt that transports it to a 1000-ton storage bin,' The change from either to the washbox or to the storage bin is made by use of a motorized gate controlled by the plant operator,

During the ongoing research into the possible applications of Virtual Reality in underground operations, the AIMS Research Unit has developed a user-interface driven program which enables a user to input the geometry of underground mines, and add equipment and working processes in order to produce an accurate simulation of their operation. This paper describes the main features of this system (VR-MINE). Virtual Reality is a field which has grown out of three dimensional computer graphics techniques, and allows a user to move freely around a model held within the computer's memory. Movement around this model is carried out by the use of intuitive peripherals such as joysticks, with the user's view from their position within the model being produced in real time on a computer monitor or other device (such as a headset). This enables a user to interact with any three dimensional model and see the results of their actions immediately. VR-MINE is broken into two separate programs, both running under Microsoft Windows 3.1 or above. The first, the editor, allows the user to develop the mine layout and add equipment and personnel. The mine geometry is considered to be made up of various types of objects, for example a straight roadway segment which can be inclined, a junction roadway segment, and a turning segment. The geometry can then saved into a file to be loaded in by the second program of VR-MINE, the viewer. This generates a real- istic representation of the mine, with undulating floors and walls. It also has the ability to display multiple windows on the mine at the same time, which are arranged interactively. The simulation occurs within this program, with the user traversing the model in real time to examine possible areas of improvement in operations. This paper gives a number of examples of how the AIMS Re- search Unit has applied this technology to a range of underground mining scenarios to improve the safety of workers in the under- ground environment. The application discussed include computer graphics and Virtual Reality systems to training, risk analysis, visualisation, simulation, accident investigation and major hazard planning.

In 1996, lack of confidence in assaying methods and sample handling affected companies as diverse as Bre-X and Timbuktu. Both share prices and the ability to raise financing are impacted when the quality of assay data is suspect. Overseas projects are subject to enhanced scrutiny when local facilities are used that are unfamiliar to brokers, financing agencies and banks. Quality control systems can be -implemented but there are associated costs. These costs should reflect the risk to the mining company, investors and financiers and the size of the proposed investment. In this regard, assay control call is considered a form of insurance to enhance the value of an exploration or mining project.

Industrial minerals can have similar financing requirements to those needs of metaliferrous and coal mining projects. Although, one may see many similarities in the fundamentals of the various risks that must be evaluated in lending to any specific project, one of the outstanding differences is the understanding of the many different markets that these industrial minerals represent. There are in excess of 30 principal industrial minerals ranging in terms of annual production from the largest quantity such as sand and gravel, to possibly the smallest quantity of production of a legitimate industrial mineral which may be defined as industrial and rough gem diamond. If we assume that it is necessary to finance independent projects of ore bodies of industrial minerals for development, the financing techniques are similar to the fundamentals that we would use for financing coal projects or metaliferrous deposits. Therefore, let's begin by redefining project financing in the traditional banking or private sector area, and then in the later development of this paper, we will apply these techniques to industrial minerals in general and cite it with several specific examples.

Hanna Mining Company's Groveland Mine is located in the Upper Peninsula of Michigan. The low grade iron ore deposit consists of a mixture of magnetite and hematite with chert, jasper, quartz and various iron silicates (1). The ore is beneficiated by magnetic separation and anionic flotation of the iron minerals with chemical depression of the silica. The magnetic concentrate makes up about 75% of the concentrate. The concentrate is pelletized at the rate of 2.0 million LTPY of pellet production. The concentrator facilities were started up in 1959 and the concentrate was marketed as sinter feed until 1963 when the concentrator was expanded and the pelletizing plant was added. The pellet plant now consists of regrinding, elutriation, filtering, balling and induration. The pellet machine is a straight grate which employs updraft drying and cooling and downdraft drying, preheat and firing. It is necessary to regrind the concentrate before pelletizing. The con-centrate is 60% passing 325 mesh, with a surface area of ±lOOO cm2/Gm, and must be ground to about 83% passing 325 mesh, 1600 cm2/Gm blaine surface area, for pelletizing. The energy for regrind has been reduced from 12.5 KW per LT to 8.80 KW ate of 2.0 million per LT. This was the result of changes made in the concentrator where originally a coarse spiral concentrate, instead of the magnetic concentrate which is screened on fine screens to reduce the coarse fraction and prevent overgrinding before flotation, was produced. Also in 1968 an additional concentrating line was added to the concentrator which employs more grinding power than the other three lines. The demand for a high iron grade and lower silica pellet resulted in the investigation of different schemes of upgrading the reground concentrate which had more iron values liberated during grinding for surface area. The reagentized material presented many problems, mainly in selectivity trying to flot the iron and with high reagent consumption having to dereagentize the concentrate for amine silica flotation, in the various flotation systems tried. Improvements in the control of coal mine dust have occurred over the past 25 years. Simultaneously, dramatic improvements in coal mine production technology have occurred, particularly at mines where longwall systems are in use. Production rates of longwall systems have quadrupled since 1978, and dust generation on these systems has significantly increased. However, technology to address control of the resulting increased levels of respirable dust has not kept pace, and many high-production longwall sections continue to experience problems with respirable dust control. This paper seeks to enlist the entire mining community in the effort to resolve the health problems presented by excessive levels of respirable coal mine dust, particularly on longwall systems. These systems are expected to increase in number and length, and to generate increasingly higher levels of dust as production rates of these systems continue to rise.

Gold Fields Mining Corporation is presently evaluating gold mineralization beneath thick, wet alluvium at the Chimney Creek Project, Nevada. Contamination of reverse circulation samples has been visually apparent since drilling began in the area. Tests have shown that, while contamination can affect assays, reverse circulation holes appear to define mineralized zones almost as well as the diamond drill holes. To improve reverse circulation sample integrity several techniques were tried including a stiff-mud injection system but with limited success. Diamond core drilling continues to be used in conjunction with reverse circulation drilling to further delineate the mineralization.

In order to develop the pulsating high gradient magnetic separation technology, a type of laboratory pulsating high gradient magnetic separator (PHGMS) has been manufactured. Experiments of its separating performance were carried out. They show that PHGMS can significantly increase the grade of the magnetic product and avoid the matrix to be blocked. The characteristic curve of the pulsating fluid was measured and a formula for estimating the grade of the magnetic product was established in PHGMS.

A thorough geological engineering investigation is required before surface lands overlying abandoned underground mines can be safely recommended as building sites. The major problems confronting the geological engineer are assembling accurate geologic and mining information and developing an accurate rock mechanics model of the situation. A successful investigation requires a combination of technical expertise in rock mechanics and engineering geology tempered with practical engineering judgment. The results of a good study are not always favorable to the prospective builder.
