There is a plethora of former industrial sites where coal mining operations have left large slurry impoundments. These contain raw washed fines, which have previously been too expensive to process to requisite grades for commercial use. New technology has been developed for fine material processing, namely the Imhoflot pneumatic flotation G-Cell. This froth flotation technique is a highly efficient means of concentrating coal and is particularly appropriate to the nature of materials encountered in tailings ponds. The high volumetric throughput resulting from the vastly reduced residence time in the cell allows for drastically reduced equipment sizes when compared to conventional flotation cells. This means the process, when combined with innovative pre treatment and filtration equipment can be developed as a mobile plant concept. This is seen as a minimum requirement when re-treating and rehabilitating fine coal ponds.

In compliance with the current Russian environmental legis­lation, possible impact of industrial activities on the environment is restricted by acceptable limiting values (maximal allowable concentrations - MAC) of individual chemical substances in the natural environment - water, atmospheric air and soils. These norms have federal status and are valid for the whole territory of Russia. Disposal of the substances, for which no MAC is estab­lished, is forbidden by the law. Many gold mining companies use cyanide in precious metal recovery. This paper overviews the Russian experience in pro­tection of natural water reservoirs from technogenic impact of cyanic technologies. Major toxic compounds, contained in liquid and solid rejects from hydrometallurgical treatment of gold ore using cyanidation, are cyanides (CN), thiocyanates (SCN) and cyanide metal com­plexes. Unlike western classification of various cyanide types, in Russia any inorganic cyanide compounds (simple and in com­plexes with metals), with the exception of iron cyanide com­plexes, are considered toxic and the acceptable limiting value is established for them. MAC is 0.05 mg/I for fish reservoirs and 0.1 mg/I for drinking water. For iron cyanide complexes MAC is 0.15 mg/I for fish reservoirs and 0.25 mg/I for drinking water. Russian norms for thiocyanates are practically as rigid - the acceptable limiting value for them in fish reservoirs is at the level of 0.07mg/l (0.15 mg/I for potassium thiocyanate) and for drinking water - O. lmg/1. Norms for metals are established on the basis of total content regardless of the form in which they are present in water - as cations or complex ions. It should be noted, that in case several toxic compounds of the same limiting value (for cyanides, thiocyanates and base metals the limiting value is toxicological) are present in water. Their allowable concentra­tion is calculated as the sum of actual concentration of each com­pound, divided by the corresponding acceptable limiting value, with the result not to exceed one (compounding effect). Differences in cyanide classification and the necessity to include thiocyanates dictate different analytical methods. This, in a number of cases, results in certain discrepancies in analytical results. Until recently chlorination was used as a basic process of detox­ification of wastewaters. Calcium hypochlorite powder or hypochlorite pulp, prepared of lime milk and chlorine shipped to the plant, were used as a reagent. Chlorination is an efficient method: it allows to completely destroy plain and complex cyanide, in addition to iron complexes, and thiocyanates. A good example of high efficiency chlorination can be found at the Mnogovershinniy mill near the Okhotsk Sea located in the salmon spawning area, for which we designed an automated chlorination plant for tailings dam. Since plant start-up ten years ago, the required concentrations of cyanides and thiocyanates have been kept at the MAC level required by environmental regulatory agen­cies and no harmful affects on ichthyofauna has been reported. One major drawback of chlorination is high cost of the major reagent, as well as secondary contamination of detoxified waters by chlorides. Secondary contamination by chlorides becomes obvious in the course of detoxification of wastewaters of com­plex composition, which require increased reagent consumption. Recent changes in economic conditions in Russia caused the necessity to direct efforts to reduce the costs of precious metals recovery, and in particular, wastewater treatment. We have con­ducted certain work in this direction and obtained positive results. We hope that our experience described below will be of interest to other specialists particularly taking into account the current low gold prices.

Though the use of continuous mining machines consolidated the operations of cutting, drilling, blasting, and loading in one machine that would theoretically provide uninterrupted production, it was soon realized that the face haulage and roof support operations remained as major impediments to continuous production. The ability to provide not only continuous cutting and loading, but also continuous haulage and roof support (see Fig. I), was the basis for the introduction of mechanized longwall systems in this country from Europe in 1951. The early systems employed friction props for roof support, but were to become obsolete shortly after introduction of the first hydraulically powered, self-advancing supports in 1960. Since then, use of the longwall technique has grown to the point where it is currently providing more than 5% of the annual output of underground coal mines in the United States. The shortwall system had its origin in Australia, but was first introduced into this country in 1962 following the development of powered roof supports. It, too, provides for continuous cutting, loading, and roof support (see Fig. 2), but has not experienced the widespread popularity of longwall due to its inherent inability to easily provide for continuous haulage. While there are in the neighborhood of 100 longwall systems currently in operation in this country, there are only a handful of short- wall operations providing production of slightly more than 907 184.7 t/a (1,000,000 stpy) Both of these systems provide uninterrupted roof support for face operations by means of hydraulically powered steel roof supports. In each case, the coal removal consists of open-end cuts made from the narrow end of a large rectangular pillar (panel) which has been blocked out by continuous miners developing entries around its perimeter. However, this is the extent of the similarities between the two systems. It is hoped [ ] that the information presented in this chapter will enable the reader to better understand the two mechanical systems and the mining concepts involved in their employment.

According to statistics compiled by the National Safety Council, US Bureau of Mines, American Medical Association, and other agencies, accidental injuries cause more deaths than all the leading diseases. No one is immune to an accident. Probably the best way to describe an accident is to say that it is an unexpected happening. The automobile driver is not expecting a terrifying crash, the electrician does not expect to be electrocuted, nor is the coal miner expecting the roof to fall on him. All personal injuries will not result in death. There is a multitude of victims who are living proof of what accidents can mean to an individual-victims who are blind, paralytic, missing arms, legs, etc. In most instances the earning power of these individuals is gone, and they are utterly dependent upon family or welfare. For many years there seemed to be an attitude that prevailed in industrial America that accidents were inevitable, and that so many fatalities and injuries should be expected. This, of course, was utter nonsense. Since the birth of such organizations as The National Safety Council, American Society of Safety Engineers, and. the US Bureau of Mines, much progress has been made in reducing accidents. The enactment of compensation laws greatly contributed to the progress that has been made. Does this mean that all accidents can be prevented? Unfortunately, it does not. Human psychology indicates that men will work unsafely or perform unsafe acts for the following reasons : 1) Lack of knowledge or skill. 2) Conflicting motivations, such as: (a) to be more comfortable, (b) to save time or effort, (c) to be accepted by a group. 3) Physical or mental condition. Nearly everyone desires his own safety, but not all individuals are willing to do what they know to do to insure their own safety.

The 1980s saw a revolution in gold extraction technology, paralleled only by the implementation of the cyanide leaching process in the late 1800s. This revolution was led by the widespread adoption of carbon adsorption processes for gold recovery, heap leaching of low-grade ores and development of a variety of oxidation processes to treat refractory ores. In the late 1980s, gold production in almost all regions of the world increased, with the notable exception of South Africa. This geographical variety is creating a greater diversity of challenges for gold metallurgists. This is due to a wider range of ore types, new and varied environmental regulations and legislation, and a requirement to select the most appropriate technology to suit local needs. North America has led this technological revolution in the gold industry and is responsible for commercialization of most of the major innovations: carbon-in-pulp, heap leaching, whole ore pressure oxidation and whole ore roasting. Process selection trends A general trend in precious metals extraction technology has been the treatment of ores with progressively lower grades. The lowest cost treatment, dump leaching of material at run-of-mine size, has been increasingly applied. ZortmanLandusky, in Montana, is successfully leaching material above a cutoff grade of 0.2 g/t (0.006 oz/st) at an average rate of about 28 kt/d (31,000 stpd). At this scale of operation and in the absence of any cyanide-consuming species in the ore, process operating costs for a ge¬neric run-of-mine leaching operation are estimated to be between 60 and 75 cents/ t (66 and 77 cents/st). One of the largest heap leach opera¬tions treating crushed ore is the Round Mountain Mine in Nevada. It processes about 45 kt/d (49,000 stpd) at an average grade of 1.1 g/t (0.032 oz/st) at a nomi¬nal crush size of 80% -19 mm (-0.7 in.). Round Mountain also treats lower grade ore above a 0.2 g/t (0.006 oz/st) cutoff by dump leaching at run-of-mine size.

Interstate 70 running into the mountains west of Denver, CO is the main access to the state?s numerous ski areas and other tourist attractions. As such, the highway is a vital part of Colorado?s economy. Due to the mountainous terrain in which it winds, I-70 is limited to two lanes in either direction. And, during the past few decades, the volume of traffic has increased to the point where motorists encounter major delays, particularly on Friday evenings and Saturday mornings heading west from Denver, and then again on Sunday evenings heading east. In the past, those delays occurred mostly during the ski season. However, many of the mountain towns have been successful in turning their resorts into year-round vacation destinations. A good move economically, but the pressure added to I-70 has caused even greater traffic delays, sometimes to the point where some Front Range residents avoid trips to the mountains.

"The Industrial Comminution Efficiency (ICE) working group, part of the Global Mining Standards and Guidelines Group (GMSG) has engaged a large number of industry professionals representing mining companies, equipment vendors, consultants and metallurgical laboratories with interests and capabilities in the comminution field. These participants have collaborated to develop three guidelines for the assessment of the efficiency of mineral comminution circuits. Two of these guidelines deal specifically with power based modelling techniques to quantify energy efficiency using widely practiced techniques, those developed by Bond (1961), Rowland and McIvor (2009), and Morrell (2009). The third guideline deals with the sampling and surveying of grinding circuits as is required to provide the necessary information, at appropriate quality, to furnish the efficiency analysis promoted by the first two guidelines. This preprint will focus on the Guideline on Methods to Survey and Sample Grinding Circuits, which is currently in the final stages of peer review and finalization by the GMSG. INTRODUCTION It is important to make a clear distinction on the scope of work of the GMSG guideline for sampling grinding circuits. Many mineral processing practitioners are familiar with the sampling and surveying of comminution circuits, in particular grinding circuits, for performance diagnosis and the identification of optimization potential. These surveys often provide information for population balance modelling of individual comminution and classification unit processes, and as a result require a large amount of information to calibrate and validate the unit models. As a result these surveys are labour intensive, somewhat expensive depending on internal capabilities of the mine site or company, and have a long time span from initial planning to final reporting. They also require a high level of expertise to process the survey data, simulate the circuit and make sensible recommendations on follow up actions. As a result of these factors full grinding circuit surveys are not a common occurrence at a large number of facilities, and several years may pass before follow up surveys are conducted. In the ensuing gap between surveys, the efficiency of the grinding circuit must often be taken on faith, and this is considered an unacceptable lapse in an environment of strained natural resources and low commodity prices. To support the rapid and productive energy efficiency analysis being promoted by the ICE working group, a much simplified survey and analysis process is required. The process reflected in the GMSG guideline is indeed more conducive to frequent analysis, at a skill level that is well within the capabilities of the average plant metallurgist. As a result it becomes feasible to conduct mini-surveys of plant performance, which can be used to quickly and precisely diagnose the high level impact of process changes. It can also be manipulated by experienced practitioner to provide sufficient information for modelling of the circuit to estimate the impact of process changes, supporting an initial rate and rank exercise to focus plant optimization efforts."

I appreciate very much the invitation to speak with you and the opportunity of bringing you messages from both the Secretary of the Department of Health and Human Services and the Assistant Secretary for Health/Acting Surgeon General of the U.S. Public Health Service. I would like to take this opportunity to congratulate you (the organizers of this Conference) on identifying the critical issues in the field and assembling such a broad array of experts to address them. I would like to present a brief view of the emerging framework for health that puts into perspective some of the aspirations of the Administration and to highlight several points with regard to prevention and occupational health. The goals are: 1. To improve the overall health status of our people. (This has been and will remain the National policy regarding health.); 2. To engage the Nation in the important effort of enhancing public health. (This is not reserved exclusively for the activity of the Federal Government or for State Governments. Public health has to be a cooperative effort that brings together all of the people engaged in the process of serving the people.); and 3. To pledge that health care will not be priced out of anyone's reach because of inflation. (It is clear that there are major tasks of bringing about economic recovery in our country. One aspect of this effort is to guard against the cost of health care not being allowed to rise beyond the reach of persons who need that care.) "How will these goals be achieved and what must change in the delivery of health and medical care in our society?" There are a number of real issues as well as perceptions that adversely affect the attainment of these goals: First, The cost of medical care is soaring and the public, industry unions and other elements of our society are becoming concerned. (They recognize the problem and are demanding a solution.); Second, There is a growing concern about the priorities that have been set. (For example, the evidence that preventive interventions are the most effective approach is overwhelming, yet medicine has not yet given that a high priority.); and Third, There is the perception that physicians do too much to too many people at too great a cost and that too much and too costly technologies are used. In view of the perceptions, we all must accept some changes and the challenges that needed changes will bring. A month before the new budget went to Congress, President Reagan went on nationwide television and told the American people that, "It is time to recognize that we have come to a turning point and we are threatened with an economic calamity of tremendous proportion and the [old business as usual treatment can't save us. Together we must chart a new course]." Now eight months down the road from this and a long Spring and Summer of discussion both within the Executive Branch and in the Congress, many plans and programs and concepts have emerged. The new course has been charted and the turning point has been made. Business as usual has been put aside and the Administration's leadership has been stretched and tested in putting forth a better approach with the reality that money is tight and that old habits of delivering care are difficult to change. The Congress has now given us a look at a new health budget that takes into account some of the harsh economic realities and that does make allowances for the persistence of familiar behavior. Against this background, it is now possible to begin addressing ways to provide health services to people at a price the Nation can afford to pay. There are without question difficult decisions involved but the Administration is committed to supporting and improving health care in America. It has been the President's contention that one of the principal causes of the inflationary spiral in the country was the steady and indefensible growth of the Federal budget. The problem stems from the fact that we have been living well, but beyond our means for nearly 30 years. Now we are discovering that there is a bottom to the barrel after all. It is possible for our society to run out of things like energy (oil), water or money. The health bills must be paid -- by Government, by insurance, by parents or by someone. Specialty silica materials, as defined in this chapter, are rocks that consist predominantly of silica (SiO2) and are produced as chunks, round pebbles, and sawed or trimmed blocks and other shapes for nonconstruction applications. The rock types include quartzite, sandstone, novaculite, flint, chert, and vein quartz. Other terms used commercially include jasper, silex, lascas, and rock crystal. In its publication, Minerals Yearbook, the US Bureau of Mines (USBM) reports the production and consumption of some specialty silica materials under several headings. Quartzite, sandstone, and novaculite used in abrasive applications are addressed by the USBM under Abrasive Materials. Lascas, a type of vein quartz used in growing synthetic quartz crystals and in fusing applications, is discussed under Quartz Crystal. "SJVN Limited successfully commissioned its Rampur HEP (412 MW) in 2014. The project has been planned to operate in tandem by directly utilizing the Tail Water of SJVN’s prestigious Nathpa Jhakri Hydro Power Station 1500 MW located upstream. The initial filling of voluminous water conductor system of RHEP with 10.50 m diameter, 15 Kilometer long Head Race Tunnel, involved more than 1.5 million m3 of water. The filling operation of such a large diameter tunnel constructed in young folded Himalayas which always offer less ideal sites for tunnelling and their subsequent operations under pressurized conditions is worth sharing with tunnelling fraternity. The paper covers meticulous planning, execution, precautions taken, and performance monitoring during filling process keeping in view the fragile geology, low rock cover zones, shear zones in close vicinity of thickly inhabited areas, squeezing zones, hot water zones encountered during excavation.1.0 RAMPUR HYDRO POWER STATION IN BRIEFRampur Hydroelectric Project (412 MW), is located in Himachal Pradesh (India). This project is a downstream development of Nathpa Jhakri Hydro Power Station (1500 MW) constructed on river Satluj and commissioned during 2003. Both the projects today are now successfully working in tandem. The upstream NJHPS has been constructed on the left bank of the river while the downstream Rampur HPS is located on right bank of the river (Figure-1).The major length of HRT of Rampur project lies on right bank of river before it crosses under the river in its initial reach (Figure-2). The main features of the project are as below:• 10.50 m diameter 15 km long HRT ending in a 155.75 m deep, 38.00 m diameter surge shaft.• 3 steel lined pressure shafts, 5.4 m dia, 211-220m long.• Surface valve house 69 m long x 10.50 m wide x 23 m high housing 3 No. butterfly valves• 3 No. surface penstocks 5.4m dia 368-382m long, bifurcating into six penstocks, each of 3.80 mdia. to feed six generating units of surface power house 158 m long x 24.50 m wide x 48 m high, with Francis turbines each of 68.67 MW capacity."

Stage open stope mining (SOSM) maintains the stability of excavation openings by leaving a large number of rib pillars. Affected by the strong unloading due to stage mining and the low width-to-height (w/h) ratio of the pillars remaining, large-scale destabilization disasters of rib pillars or excavation openings easily occur when the distribution of ground stress or the size of rib pillars is unreasonable. In view of these problems, a physical SOSM model test was carried out based on an underground metal mine in the city of Chifeng in China, revealing the deformation and failure characteristics of the SOSM pillar group by overloading.

[Many factors impact the selection of one mining method over another for deep seated, thick seam coat deposits. Generally if an operating mine is recovering coal at high volumes from thick seams then a truck/shovel fleet is required for coal loading. The next consideration is how to remove the associated burden. If an operation has relatively small amounts of burden associated with the coal then a truck/shovel fleet may be employed for burden removal simply to standardized the entire mine equipment concept. On the other hand large amounts of burden associated with the coal can justify employment of draglines for burden removal. Specific economic, productive, and physical factors contribute to the final decision.]

Such influences can overrule the "logical" decision-making process. The aim of this book is to explore some of the nontechnical issues, which most engineers don't learn about in school, that can have a major impact in the mining industry. Bio-treatment of uranium contaminated soils from Fernald using the bacterium Thiobacillus ferrooxidans was investigated. The experimental results showed that extraction of uranium upto 99 percent from soils were obtained with 10 percent pulp density suspension and with addition of iron (3000 mg/l) after bio-remediation time of seven days. Application of the results to industrial practices is discussed.

This paper demonstrates the importance of including a discount rate in the determination of the optimum final' depth of an open pit. Without a proper discount rate, a pit will probably end up too deep. Another consideration is future underground mining. If underground mining is profitable, the pit may need to be shallower. Of all of the investments needed, only mining equipment and the underground mine should be included, and amortization and depreciation should not he included in the study.

Mini-projects studying the flotation chemistry of paper de-inking were incorporated to an educational program at Michigan Technological University with support from the paper recycling industry. Interfacial activity of frothing agents, surfactants and polymers in de-inking flotation systems has been studied through flotation, atomic force microscopy, zeta potential, contact angle, surface tension, and froth stability measurements. These fundamental studies were developed to understand microscopic and molecular effects occurring in flotation of ink particles that may lead to improved designs in de-¬inking flotation processes. Fundamental studies indicate that ethoxylated alcohols are efficient frothing agents in flotation and can be used to clean the recovered paper from hydrophobic ink particles. Next, it was further supported in this research that the fatty acids activated by calcium ions act as collectors in flotation of ink particles. Finally, improvements in de-inking flotation are reported in laboratory tests involving aqueous solutions of polymeric flocculants.

This paper presents design considerations for the major underground elements of the pending BCRUA Phase 2 Raw Water Delivery System Project. These elements include two Lake Taps; an 8,800 LF, minimum 10-ft OD intake tunnel; a suction chamber with 6 Pump Shafts; a 30-ft diameter, 300-ft deep Main Shaft; a 2,600 LF Transmission Tunnel with 78-inch steel liner; and a 130-ft deep shaft on the Transmission Tunnel. The tunnels and shafts will be excavated through the Glen Rose limestone. The design development included consideration for technical requirements, easements, third party commitments, previous local project experience, and constructability based on contractor outreach.
