Through the use of good preventive maintenance procedures in which the work of both production and maintenance personnel is well-coordinated, production downtime can be drastically minimized, and costly repairs and interruptions in planned maintenance and production schedules can be eliminated. There had been some conflict in the past between production and maintenance people over the proper method of achieving maximum machine performance. The usual practice was to operate production equipment at maximum capacity for the longest possible time until breakdown occurred, and then make hurried repairs to get back into production. In most cases, these repairs involved unscheduled work and were thus performed inefficiently. Both production and maintenance have the same objective: to produce a quality product at maximum efficiency and at minimum cost. Preventive maintenance is a common tool available for both production and maintenance personnel to achieve this objective. Actually, one of the main objectives of preventive maintenance is to find any abnormal machine condition that may cause machine failure before a breakdown occurs. This makes it possible to plan and schedule maintenance work with the least amount of interruption and plan production volume with a higher rate of accuracy. Maintenance people prefer to perform this work on a scheduled basis and get away from the "crash" situation that accompanies breakdowns. They thereby increase the utilization of available manpower and machine time, prolong equipment life, and improve maintenance costs.

Since 1965 when the first mole was used on Bureau work, the Bureau of Reclamation has completed 17 tunnels of over 5,000 feet in length. The longest was 12.8 miles. Total length of the 17 tunnels was 376,207 feet, or over 71 miles. The finished diameter varied from 7 feet 0 inch to 18 feet 0 inch with 82 percent (58 miles) being less than 12 feet 0 inch in diameter when lined. All of these tunnels except one are gravity flow, water conveyance tunnels with relatively flat gradient. One is a low-head pressure tunnel. All were constructed by contracts resulting from fixed-price bids. Starting in 1964 the Bureau of Reclamation initiated the practice of giving several options in the specifications on methods of tunnel excavation. Since that time, construction work has been completed on 17 tunnels. Of this number, 11 were mole excavated and 6 were excavated by conventional drill and blast methods. In general, there has been 2 feet of mole excavation for every 1 foot of drill and blast. Cost comparisons are based on only 13 tunnels because the Bureau has 4 recently completed tunnels that have pending claims; therefore, final cost data are not available. Some definite trends show from the data available; however, the number of completed tunnels in some categories is so small the results cannot really be considered a trend. As more data become available, the indications will become more reliable. The information is presented to indicate general trends and comparisons and cannot be meaningfully used for a one-on-one comparison because of individual tunnel differences not considered.

Acid mine drainage (AMD) from both abandoned surface and underground mines is a serious problem. The flow of water and changes in quality over time from abandoned mines is important in determining remediation strategies. Acid mine drainage from surface mines is estimated to last for 10-20 years, while estimates of acid drainage from underground mines vary from 10- 100s of years. Fifteen underground mine discharges in West Virginia were studied to compare water quality changes between 1968 and 1999 to see if our data are consistent with other studies. Each of the discharges were categorized into one of three groups: undisturbed since 1968, affected by surface mining since 1968, and reclaimed. Comparing water quality between 1968 and 1999, the discharges in the undisturbed category showed a 35 to 95% improvement in acid concentration and a 40 to 99% reduction in iron concentration. The discharges affected by surface mining showed the most dramatic improvement. For acidity, iron, and aluminum, the percent improvements were all above 44%, and in most cases in the 70 to 99% range. In the reclaimed category, one of the four discharges declined in water quality. Discharge 82 showed a 76% increase in acidity, and iron and aluminum concentrations worsened by 58 and 96%. However, discharges 15 and 74 improved in water quality with a 94% acid load improvement and a 95% iron load improvement at both sites.

In recent years, there has been an increasing use of two-pass tunnel lining system consisting of segmental unbolted expandable precast concrete initial lining and cast-in¬place concrete final lining in the United States. Used so far in soft ground tunneling performed under free air, it often includes a waterproofing or gasproofing membrane placed between the initial and final linings. This paper describes the utilization of this two-pass system for an extension of the Baltimore Metro, constructed in part under compressed air. It offers a description of the extension project, known as Section C; addresses the tunnel lining selection process and the design of the lining elements; examines the effect of the adopted lining system and tunneling technique on the design of the project's major structural components; and describes design modification instructions in order to accommodate constantly changing field conditions.

The standard test methods used to determine the pyrite content of coal and mineral wastes, and their propensity to release acidic drainage, are critically reviewed. In addition to analysis of total sulfur by combustion, test methods using selective oxidation of pyrite by HNO3 and H2O2 are available. The oxidation kinetics of pyrite vary appreciably from sample to sample, and it is difficult to ascertain whether complete dissolution has occurred in heterogeneous materials. The reliability, reproducibility and suitability of different standard test methods were studied, using well characterized ore and coal pyrite samples. The kinetics of pyrite dissolution were also investigated. The results are discussed in terms of the fundamental chemical and physical characteristics of each sample, and the implications for waste characterization are considered.

The hydrochemical method, which is based on the separation of aluminium oxide and silicon oxide by the hydrothermal decomposition of aluminosilicates by alkaline solutions in the presence of calcium oxide, can be effectively used for the complex processing of high-silicon aluminium ores. In this case, the silica is bound to a slightly soluble compound: Na20.2Ca0.2Si02•H20 (under the conditions: [&k]= 9, CaO/SiO2 = 1.05, alkali concentration in the solution: over 300 g/l Na20, T = 240...300 °C). If alkaline solutions of 100...150 g/l Na20 concentration are used, Ca0•SiO2•H20 or 2Ca0•Si02.0.5H20 compounds, depending on calcium oxide dosage, are formed at 280...320 °C. New methods for the crystallization of Na20.Al203.2.5H2O from concentrated alkaline solutions rand low-concentration solutions are proposed to isolate aluminium from solutions. The hydrochemical method, which involves no sintering process allows one to decrease the expenditure of heat by a factor of two, to reduce the investment and to exclude the pollution of the ambient air by dust-laden gases. With the trend in the coal mining industry pushing towards improved productivity and greater production, the number and size of longwall panels is increasing rapidly. The development and mining of large longwall panels causes unique problems in the provision of adequate ventilation at the working faces. Because of the transient nature of the longwall panel, and the difficult field conditions for ventilation measurements, detailed pressure and volume surveys are often not conducted around the longwall circuit. This is unforlunate because the highest resistance airway in longwall mines is typically the longwall tailgate, which frequently represents the only unregulated split in the ventilation network. This paper examines data collected from ventilation studies of longwall panels at nine mines. The variation in airway resistance, ventilating pressure and airflow is examined and compared with specific factors such as airway dimensions, ground conditions and support type used.

"The Bankei-Kitanosawa tunnel that is located in Sapporo, Hokkaido, Japan includes a 450m long section near the arrival point where mudstone which can liquate out natural hazardous materials such as arsenic and selenium exceeding the tolerance stipulated by country as well as weathered mudstone and unconsolidated sedimentary rocks with small overburden and the competence factor less than 1.0 are present. The mucks containing hazardous materials were disposed into the waterproof branch tunnels created from the inside of the main tunnel. The full face early ring closure method was employed to ensure the stability of the tunnel in the low strength rock masses having no stand-up time. As a result, the waterproof tunnels branching off the main tunnel can manage water tightness so as to ensure safety and relief against environmental risks of the hazardous materials. It is also demonstrated that the full face early ring closure method enable construction of the tunnel with a small overburden in the low strength rock masses. In order to overcome the restrictions, the hazardous materials were designed to be disposed into large cross section waterproof tunnels which were newly designed and constructed in high strength and hazardous material free Andesite. The lining for the tunnels was composed of with shotcrete. In addition, full face early ring closure (Sato et al., 2013) was employed to stabilize the tunnel so as to enable safe tunnel excavation in low strength rock masses where a ground arch is deemed unachievable. This paper presents the safe disposal method of mucks which are likely to liquate out natural hazardous materials as well as the full face early ring closure method and its mechanical characteristics."

The electrochemical nature of mineral-collector interactions and their relationship to flotation have been investigated to develop a better understanding of the factors controlling sulfide mineral beneficiation. Spectrophotometric and electrochemical techniques have been used to examine the reactions occurring on electrodes composed of a bed of bornite particles in the presence and absence of potassium ethylxanthate (KEtX) at a pH of 9.2. The combined techniques showed that KEtX sequentially reacts with bornite by (1) a chemisorption reaction forming ca hydrophobic species between --0.4 and -0.2 V (SCE), (2) an electrochemical oxidation reaction forming cuprous xanthate between -- 0.2 V and the xanthate/ dixanthogen redox potential, and (3) oxidation to dixanthogen when the potential exceeds the reversible value for the xanthate/dixanthogen couple. The flotation response of bornite closely parallels spectrophotometric and electrochemical evidence for adsorption of KEtX by the reactions listed above. The degree of surface oxidation resulting from the formation of iron oxides on the surface dictates the flotation response as evidenced by the fact that oxidized bornite floats at more anodic potentials than unoxidized bornite. The strong correlations between the flotation response, degree of oxidation, and potential indicate that chemisorbed xanthate produces a hydrophobic layer sufficient to float unoxidized bornite, but cuprous xanthate and dixanthogen arc required to float oxidized bornite.

DEFINITION OF BAUXITE The term "bauxite" (1) dates back to 1821, when it was assigned to a deposit of red earthy material outcropping near the village of Les Baux in Southern France. Chemical analysis indicated the presence of aluminium oxide, iron oxide and water. Deposits of bauxite are widespread throughout the world although the major developments occur within 30 degrees of the Equator. Essentially bauxite is the product of weathering and leaching of a variety of sediments or rocks, generally in a high-rainfall tropical or sub-tropical climate, resulting in the enrichment of the aluminium oxide content. It is characterised by the presence of one or more of the minerals, gibbsite, boehmite, and diaspore. The other constituents are usually clay, (typically kaolin), hematite and/or goethite (iron-oxides), anatase (titanium oxide), and possibly silica as quartz. A variety of minor elements may be present, such as calcium, magnesium, phosphorus, vanadium, gallium, manganese, and many others in very small quantities. Organic compounds are normally present from development in association with a soil horizon where vegetation may be encouraged by the high rainfall necessary for bauxitisition. The physical form depends upon the geological history of the deposit and correlation also exists with the mineralogy. Older deposits which have been subject to burial are invariably hard and compact with the alumina predominantly occurring as boehmite or diaspore, while the more recent, surface deposits are frequently less compacted and gibbsite is the dominant alumina mineral. In these later deposits, the physical form can vary from the fine red soil (terra rosa) of Jamaica to the Weipa pisolites to the cemented Arkansas type. The presence of concretionary structures is an important aid in identification in the field.

Almost all modern cutting bits use a cemented tungsten carbide tip to provide adequate hit life against wear. Laboratory tests by the US Bureau of Mines have indicated that the number of strikes for ignition increased by a factor of three with a new non-rotating bit impacting a sandstone block when the clearance angle was increased by 10°, and that carbide-tipped bits allowed more strikes before ignition than steel-tipped bits by a factor of 7 to 10. Recent field tests in an operating coal mine indicate a dramatic reduction in the frequency of frictional ignitions and improvement in hit life by using a mushroom-shaped hit cap and a larger initial clearance angle. The latter was achieved by increasing the hit attack angle. Improved hit performance through selection of the grade of tungsten-carbide is a com¬promise between fracture resistance and wear resistance. A large clearance angle should he maintained by various techniques, such as a variable attack angle holder, or a reusable hit that can he reground.

A method of monitoring production information (raw tonnage and machine state) from each working section has been developed. The method is based on the sensing of electrical parameters in each section load center, and the reporting of this information through the existing mine-wide monitoring system. A decision-theoretic type of pattern classification technique has been used to define the machine states. The basis of the method is presented in this paper, along with a proposed hardware and software implementation scheme. Information issues central to the development and use of the proposed production monitoring system are also discussed.

The cities of St. Paul and Minneapolis are located side by side on a double loop in the Mississippi River near the eastern boundary of Minnesota. Both cities lie on both sides 'of the Mississippi River, which in this region describes an S-shaped curve. The two cities together have a population of over 600,000 people, gathered in an area which has grown to be a single urban district inasmuch as the two cities have expanded until they occupy all the territory formerly between them, though the business centers are ten miles apart. St. Paul is located at the head of navigation on the Mississippi River and Minneapolis, farther upstream, at the Falls of St. Anthony. A recent water¬power development below the Falls of St. Anthony, constructed by the Federal Government, has at the same time made possible navigation to the foot of St. Anthony Falls through a lock around the dam which replaces the former rapids. Minneapolis, in 1920, had a population of 380,000 people, and St. Paul, 235,000. The two cities occupy land at an elevation of 700 to 900 feet above sea level. The average elevation is slightly less at St. Paul. Minneapolis has nearly 4,000 acres of parks and park¬ways, while St. Paul has nearly 2,000.

Thank you, Don Gentry, for your generous introduction. It is not adequate simply to say that I appreciate very much the vote of the Award Committee putting forth my name as the winner of the 1992 Daniel C. Jackling Award. To look at the list of previous Jackling Award winners is a humbling experience. The Society for Mining, Metallurgy, and Exploration has been blessed with some exceptional members over the years, and I feel privileged indeed to be included among the Jackling Award winners. During the years of my education at Penn State, my field of specialization was mining engineering, with particular emphasis in my master's and Ph.D. work on rock mechanics. But my career has not been quite so tightly focused as that. I have been involved with coal mining in all its variety - its technical aspects, both theory and practice; and its business side, dealing with management and labor, accountants and lawyers, politicians and environmentalists. And I have also been involved with related fields - construction; exploration; barges, railroads, ships and docks; supply houses; the coke business; you name it. Coming from that practical background, I believe it is most appropriate that I talk with you today about some practical matters. But I will not advise you today how to mine coal or protect roof in a hard-rock mine. You fellows know how to do that. The practical matters that I have in mind relate to policy - national policy. I will acknowledge immediately that national policy is often much less than practical, but bear with me as we explore the subject together. I am reminded of a supervisor I had early in my career. He very strongly advised me, back in 1961, to "get involved in the political process," for without objectivity injected into our national policy making, we will become a second-rate economic power. I have selected as the subject of my remarks today, "Coal and the de facto National Energy Policy." There is an energy policy relating to coal, a de facto one, and it's the one we see as a result of regulation, attitudes and culture from our nation's capital. This de facto policy is the one we in the coal business live with every business day. My thesis is very simple - Coal is, in fact, a vital part of our national energy policy and will remain so, as a practical matter, no matter what politicians may do to us, or not do to us. Coal will prevail - that will be the happy ending to my story in which, of course, we are the good guys in the black hard hats. But first, I must flesh out the plot with some other characters and with some threatening activities. There are five main characters in my story: in order of appearance - Perpetual Politics, Rampant Regulation, Selective Science, Electrification and Confident Coal. The time: the present. Perpetual Politics is always a threat to coal. When you cross the Capital Beltway into Washington, D.C., check your wallet and your gold fillings, because you're not likely to run into any friends. This paper presents an assessment of modeling techniques in predicting subsidence over longwall areas. Extensive instrumentation has been made, both at the surface and subsurface, at three longwall mines in northern West Virginia. Ground movements were monitored during a three- year period until subsidence ceased in these areas. A comparative analysis of empirical subsidence prediction techniques including graphical (NCB), profile function, influence functions (USBM, Bals', Knothe's, and zone area) will he presented. A brief geologic and topographic description of each site, along with the instrumentation and monitoring program, will also he presented.

The molecular form of aliphatic amines precipitates in alkaline solutions when the amine solubility limit is exceeded and forms a typical colloidal system. The zones of mines precipitation and micellization are defined and it is shown that the appearance of a colloidal system in a certain pH range is a unique feature that makes weak electrolyte type surfactants differ from strong electrolytes. The formation of iono-molecular complexes reported in the literature is shown to be a pre-precipitation phenomenon. The zeta potential - pH curves for minerals and bubbles in the presence of amines in the pH range where the amine forms a colloidal precipitate are entirely determined by the precipitate. The pH dependence of the flotation of certain minerals using amines is discussed in the light of these findings.

Reduction in the recovery time required and improvements in safety during a longwall face move have compelled coal mine operators to examine and use pre-driven longwall recovery rooms. The recovery entry is developed at the longwall stop position and supported ahead of time so that the required combinations of standing and internal sup-ports can be installed before the longwall face approaches. A calibrated three-dimensional finite element model, developed in conjunction with an underground test area, provided the critical components and design principals for a comprehensive parametric study. The study indicates that vertical, horizontal, and shear stresses concentrated on the outby abutment pillar corner of the recovery room resulting in deformations in the immediate roof above the primary roof support anchorage level. The results of the numerical model and field site observations indicated that the combination of the internal bolting system and the standing concrete supports are critical for the successful and safe extraction of the longwall equipment. Cable supports installed at and angle over the pillars can help stabilize the disturbed zone above the adjacent fender and outby pillars, however; standing supports are required in most sedimentary roof conditions to increase stability and assure a safe longwall extraction.

Before the first shovelful of dirt is removed from a developing mining property, a wide range of data must be collected, organized and analyzed. Among the key steps in this process are: • Visualization of the deposit from drill hole data and geologic interpretation, using all available information, including surface geology, geochemistry and geophysics. • Drawing of vertical and horizontal sections. • Construction of a 3D solid model of the deposit. • Contouring of deposit outlines and geological structure until the model represents best estimate of reality. • Estimation of grade and quality distribution. • Calculation of reserves. • Examination of possible mining methods. • Determination of economic feasibility. Many techniques are available to aid in this process of mine project feasibility analysis, from quick pencil calculations to sophisticated computer methods. However, time races faster in the complex modem business world than it did 50 years ago. Tried and true pencil methods take too much time. Opportunity may pass a mine developer by while a property is still in the first stages of analysis. In the days of hand techniques, initial analysis of the economic feasibility of a mining project usually stopped with reserve calculations and broad mine planning. Further planning was not done or was done only for the short term. Manual techniques require too much time and manpower to evaluate a longterm mining program. Mining-industry recognition of computer utility has increased. Most companies now use computers in technical applications and could not conceive of working without them. Building initial computer models of a deposit may take nearly as long as hand techniques. But the payback comes when changes are needed and a variety of mine plans are quickly tested.

The National Institute for Occupational Safety and Health (NIOSH) has conducted research to improve the ventilation of large-opening mines. The research has demonstrated that the ventilation of large-opening mines improves significantly by including ventilation requirements in the mine planning process and implementing some practical techniques during mining. Planning the location of long pillars to reduce the number of crosscuts between intake airways and return airways, positioning auxiliary fans in their proper locations, and establishing ventilation stoppings with minimal leakage all significantly improve the ventilation of large-opening mines. Mine operators that adopt these techniques in the mine ventilation plan will reduce mineworkers? exposure to airborne contaminants.
