The Second Avenue Subway is a $16.8 billion project planned by the Metropolitan Transportation Authority (MTA) in New York City. It will reduce overcrowding and delays on the Lexington Avenue Line, improving travel for both city and suburban commuters, and improving access to mass transit for residents of the East Side of Manhattan. The project is a new, two-track, 13.5 km (8.5 mile) subway extending from Lexington Avenue at 125th Street in Harlem on the north end of Manhattan, to Water Street at Hanover Square in Lower Manhattan. The first phase of construction includes rock tunnels from 92nd Street to 62nd Street and connection to the existing 63rd Street station, three new stations, and track and systems from 105th Street to 63rd Street, allowing service between 96th Street and Brooklyn via an existing Broadway Line. The following describes the Project in detail, discusses the construction challenges addressed in the design, and the initial design/build contract to be awarded in 2005. A discussion of the planned mined construction of two rock caverns and a cut-and-cover station construction are also included.

The Construction of Tunnel and Edison Force Mains contract involves the installation of two new force mains to provide a redundant means for sewage conveyance from Middlesex County Utility Authority?s (MCUA) Edison Pump Station on the northern shore of the Raritan River to the Central Wastewater Treatment Plant on the southern shore. The force mains will be installed in a 1,192 m (3,910 lineal foot) long tunnel with a 4.09 m (13'-5') inside diameter, fully gasketed precast concrete segmental lining, which is to be tunneled underneath the Raritan River utilizing an Earth Pressure Balance TBM. The tunnel is anticipated to encounter flowing soils near and beneath the river. Two new 60-inch diameter Centrifugal Cast Fiberglass Reinforced Polymer Mortar force mains will be installed within the tunnel leaving an open utility corridor above the force mains for future consideration. The project also includes the design and construction of two slurry wall shafts with associated piping. The paper will provide an overview of design and provide a case history of the construction of the tunnel and highlights of the construction methods implemented to date.

Deposited millions of years ago in irregular paleokarstic channels, Jamaica’s extensive bauxite deposits provide good quality ore for alumina production and subsequent aluminum smelting. Bauxite mining operations are critical to the Jamaican economy. It accounts for a large percentage of Jamaica’s export earnings. Bauxite production in Jamaica accounts for about 10% of the world’s output each year. Bauxite deposits in Jamaica lie close to the surface. They can be extracted using standard surface mining techniques. The deposits occur in scattered pockets across the country’s rugged landscape. So it was necessary for two of the country’s major mining and refining operations to implement cost effective methods for the acquisition and management of bauxite reserves and surface ownership distribution rights.

The Spokane Research Laboratory of the National Institute for Occupational Safety and Health has demonstrated a prototype hydrogen-fueled mining vehicle as an alternative to diesel equipment in underground mines. Safety and control systems were added to allow a 70-kW rubber-tired hydrogen vehicle, originally developed by the U. S. Bureau of Mines and Hydrogen Consultants, Inc. (now Hydrogen Components, Inc., of Littleton, CO), to be tested. This work began in late 2000 and culminated with a Mine Safety and Health Administration fire safety review and field tests at the Stillwater Mine in Nye, MT, in 2004.

On Nov 1, 2007 House Resolution 2262 ? The Hardrock Mining and Reclamation Act of 2007 ? was passed by the U.S. House by a vote of 244-166. HR-2262, among other things, would impose a 4-per-cent royalty on existing mines with commercial production and an 8-percent gross royalty on all new claims. Not surprisingly, this possible new law was one of the hottest topics of discussion at the Northwest Mining Association?s conference that this year returned to Spokane, WA for its 113th annual meeting on Dec. 3-7. More than 1,800 delegates attended the conference that was held under the banner theme of ?Mining ?. For today and tomorrow.? Northwest Mining Association executive director Laura Skaer was one of many speakers during the three-day conference to respond to the threat to the industry posed by HR-2262 with a presentation titled ?Potential changes to the 1872 Mining Law.? In the presentation that she first unveiled at the Alaska Miners Association?s convention and trade show on Nov. 8, Skaer laid out a comprehensive list of problems with HR-2262. In addition to the association?s obvious concerns about the proposed royalty, Skaer noted that the bill includes a mine veto provision that would allow the Secretary of the Interior the authority to deny an operations permit to a project if the secretary determines that the operation would cause undue degradation to public lands and resources. Potential massive withdrawals from mineral entry are also included in HR-2262. Among the lands that could be off limits to miners under HR-2262 are wilderness study areas, areas of environmental concern and 23.6 hm2 (58.5 million acres) identified as Roadless Rule. States, political subdivisions and Indian Tribes would also have more authority to withdraw lands, she said. To combat the proposed changes, Skaer made 10 trips to Washington D.C. on behalf of NWMA members in 2007. In her presentation at the annual meeting, she also objected to provisions that include no life-of-mine permits and uncertain permit renewals and new and duplicative environmental standards that she said are vague, ambiguous and inconsistent with current federal and state environmental laws. Debra W. Struhsacker, an environmental permitting and government relations consultant, also spoke on the issue of HR-2262 with a presentation titled ?The House mining law bill ? Rip van Winkle is back ? and he?s meaner than ever.?

India is targeting to boost its electrical capacity from 100 GW to 200 GW within the next 10 years. The National Hydroelectric Power Corporation (NHPC) has decided in2001 to take execution of the 800 MW Stage-II of the prestigious 2,051 MW Parbatihydrol electric project in Kulu district of the northern province Himachal Pradesh. Two parallel 30° inclined underground pressure shafts of 1.542m in length each will be excavated in different geological formations and lined with hexagonal concrete segments by a hard rock double shield TBM. That kind of heading will be a novelty to India and an innovative method for inclined pressure shafts. The 4.88m Mitsubishi DSTBM will be assembled underground on a swivelling steel platform especially designed for the launching as well as for the acceptance of the TBM in the upper cavern of each shaft. The hexagonal segmental lining system causes a significant higher job safety than an open TBM with conventional support. Each ring consists of four honeycomb segments with 20 cm thickness. After finalisation of the excavation a steel liner will be installed and concreted. The Joint Venture Jäger-Seli will perform the two pressure shafts as a sub-contractor for the Indian company Gammon India Ltd.

Over the next several years, the storage capacity of the Metropolitan Water Reclamation District of Greater Chicago?s Tunnel and Reservoir Plan will be increased by 14.8 billion gallons through the addition of two large off-line reservoirs: the McCook and Thornton Reservoirs. The Thornton Reservoir will be constructed at the terminus of Calumet TARP System. The constructed TARP system will be connected to the Thornton Reservoir via connecting tunnels and gates systems. The connecting tunnels will comprise of: an upgradient transition tunnel, steel lined bifurcated tunnel for conveyance and control of flow, downdradient transition tunnel, and energy diffuser at tunnel portal. A large, approximately 250-foot-long, 69-foot-wide, and 40-foot-high, rock cavern will be excavated at an average depth of 320 feet to house the bifurcated tunnel system and associated six large control gates, each 12.5-ft by 28-ft wheel gate. Presented in this article are discussions about the TARP system, the Connecting Tunnels and gates Project, regional rock conditions, evaluation of reservoir?s wall stability for evaluation of tunnel penetration, and design challenges facing during design of the: rock cavern hosting the bifurcated tunnel system and gates and associated tunnels and shaft.

Over the last 30 years Wayss & Freytag Ingenieurbau AG has gained a lot of experience in mechanized tunnelling on various major projects. During this period most important developments concerning the machine technology for EPB- and Slurry-Shields have taken place. Since the first application of a hydro shield for the Wilhelmsburg Collector project in Hamburg in the early seventies, several stages of development have led to the current state-of-the-art in mechanized tunnelling. The continuous improvement of TBM techniques allows the execution of high quality tunnelling, particularly with regard to maximum safety and efficiency. The practical experience of the construction companies is of essential importance in order to continue further development and improvement.

The U.S. Geological Survey recently completed a digital coal resource assessment model of the Upper Pennsylvanian Pittsburgh coal bed which indicates that of the original 34 billion short tons [31 billion tonnes] of coal, 16 billion short tons [14 billion tonnes] remain after subtracting mined-out coal. When technical, environmental, and social restrictions are applied to the remaining Pittsburgh coal model, only12 billion short tons [11 billion tonnes] are available for mining. Our assessment models estimate that up to 0.61 billion short tons [0.55 billion tonnes], 2.7billion short tons [2.4 billion tonnes], and 8.5 billion short tons [7.7 billion tonnes] could be available for surface mining, continuous mining, and longwall mining, respectively. This analysis is an example of a second-generation regional coal availability study designed to model recoverability characteristics for all the major coal beds in the U.S.

GE Industrial Systems has received a multimillion dollar contract from Bucyrus International to supply complete electrical systems for three new draglines. These machines will be installed at Coal India’s Northern Coalfields’ Dudhichua and Nigahi open cast mines. The Dudhichua and Nigahi mines are located south of Varanasi. They produce Type C and Type E coal for use in the region’s super-thermal power stations. The GE systems will power and control the drag, hoist and swing motions of one Bucyrus W2000 walking dragline at Dudhichua and two a Nigahi.

The Florida Department of Transportation District 6 (FDOT D6) began a study in 1987 for a master plan to improve the traffic circulation and congestions between the Port of Miami (POM) and downtown Miami, FL. This study included a tunnel connection between two man-made islands, the Watson and the Dodge islands. Though a finding of no significant impact (FONSI) was completed in 1992, the project remained on hold for about 10 years. In 2002, Florida Turnpike took over this project, re-evaluated its benefits to the lo-cal communities, determined its feasibility (specifically the tunnel options) and established a probable cost. In 2005, the FDOT D6 regained its charge over the project and concluded that a bored tunnel under Biscayne Bay is feasible. Its primary components are: ? Widening of the MacArthur Causeway Bridge, to accommodate truck traffic to the Port of Miami. ? A tunnel connection between Watson Island and Dodge Island, where the POM is located. ? Connections to the POM roadway system, either for the traffic from the city of Miami or for the truck traffic from I-395 to the POM. The project will improve access to and from the POM and provide a dedicated roadway connector linking the POM with the MacArthur Causeway (State Route 41/1) and I-395, specifically for the trucks in and out of the POM without going through downtown Miami. As identified in the project information memorandum (PIM), its primary objectives are to: ? Improve access to the POM, helping to keep it competitive and ensuring its ability to handle projected growth in its cruise and cargo operations. [ ] ? Improve traffic safety in downtown Miami by removing POM traffic, trucks and buses from the congested downtown street network and, in doing so, facilitate ongoing and future development plans in and around downtown Miami.

SAG mill liner development draws primarily on practical experience from SAG milling operations supported by computer-based modeling of charge motion in SAG mills and on established good design practice. Liner design needs to respond to the process aspects of mill liner action that are critical to good SAG mill performance, i.e., the impact of shell liners on the grinding action and of grates and pulp lifters on pulp discharge. In recent years, the trend in large SAG mills has been to use wide-spaced shell lifters with large lifter face angles, primarily to reduce packing and ball/liner damage, and to use larger, hence fewer, mill liner parts to reduce downtime at liner change-outs.

INTRODUCTION The level of analysis for the selection of extraction practices and equipment for surface mining differs significantly from that found in underground mining. In underground mines, manufacturers establish the operating ranges of the equipment, such as continuous miners, loaders, and boring machines, based upon required clearances. Even in conventional mining, the drilling and blasting operation is usually based upon experience. The selection of extraction methods and equipment for surface mining is more complex. Since the equipment is not as confined as in deep mining, and the topography tends to be highly variable over the limits of the mining property, primary extraction equipment must be sized according to reach and capacity. Further, due to the depositional characteristics of the over- burden, drilling and blasting patterns must be well- designed to provide proper fragmentation. The following sections provide a general outline for the selection of surface excavation practices and equipment. The topics covered include drilling and blasting and the selection of both primary extraction equipment (draglines and stripping shovels) and secondary extraction equipment (bulldozers, scrapers, and front-end loaders). EXCAVATION FUNDAMENTALS Before discussing surface excavation, a few concepts need to be defined. A bank cubic yard of material is equal to one cubic yard as it lies in its natural or undisturbed state. A loose cubic yard is that portion of a bank yard that after being disturbed has expanded to measure one cubic yard. Swell is the volume increase of a material when it is removed from the natural state. Finally, load factor is the percentage decrease in the density of a material from its natural state to a loose state. Table 1 summarizes these concepts for various materials. When the amount of overburden to be removed to meet a predetermined production rate is established, a suitable bucket size for the primary stripping equipment must be calculated. The following equation can be used: NBSIZE = TBC/[(OF) (BF)] (1) where NBSIZE is the actual bucket capacity after considering the swell percentage, the bucket fill factor, and the operating efficiency; TBC is the theoretical bucket capacity (TBC = COB/NTCPM); OF is the operating efficiency; BF is the bucket fill factor; COB is the cubic yards of overburden to be removed; NTCPM is the number of theoretical cycles per month [NTCPM = (SMH) (3600)/(CT)]; SMH is the scheduled monthly hours; and CT is the cycle time in seconds. FRAGMENTATION PROCEDURES Drilling Where the strength of overburden material is such that blasting is required prior to excavation, drilling is conducted before using explosives. Two methods of drilling are found in mining-percussion and rotary. Penetration of overburden by percussion drilling is carried out by successive impacts of the bit into the rock. Emphasis in this section will be placed on rotary drilling, because for surface mining it is the most versatile form of overburden penetration. Rotary drilling is conducted by rotating a rigid string of tubular rods to which a rock-cutting bit is attached. The drilling energy is supplied by rotation as well as thrust and the cutting action consists of abrasion, scraping, spalling, or chipping. The size range for rotary-drilled blastholes is from 4 in. to 15 in., with 9 in. and 12 in. being common sizes. There are two types of bits used for rotary drilling-drag and rolling cutter. Drag bits are applicable in soft to medium-soft shales or their equivalents. Since their effectiveness is dependent upon a successful scraping action, drilling thrust is lower for drag bits than for rolling cutter bits; the opposite is true for torque requirements. The bits are usually fitted with replace- able tungsten-carbide cutters. Rolling cutter bits, though available in a two-cone configuration, are usually of the three-cone style (Table 2). The rolling cones have either large steel teeth for drilling through soft formations or small tungsten-car- bide inserts for drilling through hard formations. Table 3 relates bit size and weight to the strength of the rock. The major advantage of rotary drilling is its rapid drilling rate. This is due to the fact that, unlike percussion drilling, rock penetration is uniform with depth. For the first half of the 21st century, the United States will rely on the same mix of fuels it has for the past 50 years. Petroleum for the United States will cost more and availability will decline as developing nations modernize. Increased use of natural gas for electric power generation will result in stress on the gas supply. Coal will be the fuel of last resort. More than half the petroleum used is imported, about the same amount as used for transportation. Only coal can provide relief by fueling railroads through electrification while encouraging “piggy-back” trailer haulage, co-generation for manufacturing and expanded passenger service.

I.H. 635 (LBJ Freeway) was constructed as a loop freeway around the city of Dallas in the late 1960s and early 1970s with a design capacity of 160,000 vehicles per day (vpd). Today’s facility is carrying over 270,000 vpd. To help mitigate community concerns with regard to right-of-way issues, noise, safety, and traffic disruption, the Texas Department of Transportation (TxDOT) is planning a number of significant improvements. The West Section improvements include the construction of managed HOV/Toll lanes. Within this 8-mile section, TxDOT is planning two mined tunnels(1.5 and 1.9 miles long) beneath the LBJ Freeway. The mined tunnels will connect to cut-and-cover box sections in both the east and west directions. This paper presents an overview of the project development from the design schematic, through the geotechnical investigations, into the current design stage. The project is being planned for implementation by use of a Comprehensive Development Agreement.

The Sandvik DE710 diamond core drill has become one of the most popular exploration drills available. It is operated on exploration and mining projects in locations around the world. And the DE710 is available in a shack-mounted configuration for cold weather applications, ensuring a protected working environment for the drill crew. The DE710 is powered by a 6.7-liter engine that produces 141 kW (190 hp) at 2,200 rpm to power the rig hydraulic system. The engine complies with the Tier 3 emissions standards that are being introduced in many countries. The hydraulic system design for the Sandvik DE710 is based on the company?s philosophy of selecting the best available products to suit the application. The main hydraulic pumps and motors are the variable displacement design. This allows for greater fl exibility and precise control of critical drilling functions. The cooling system has also been designed for operation in ambient temperatures up to 50° C (122° F) to cope with varying global operational demands.

Although once fairly common as a method of coal preparation in the United States, dry cleaning has virtually disappeared. Low-rank coals used for power generation in the western U.S. are suited for dry cleaning because water has limited availability in the American west. Surface moisture added through wet cleaning offsets energy improvement achieved from mineral matter reduction. Information will be presented on the commercial application of dry cleaning in North America, the historic development and current status of the technology, and the introduction of modern processing theory and control technology to the design of dry cleaning equipment and plants.

It is indeed a rarity for a non-engineer, let alone a lawyer, to even be considered for a mining-related award, especially where that award is for significant contributions to technical progress in the mining and exploration sectors. So, when I was notified that I had received this award, I struggled for a topic that would meld the legal world that I operate in with the engineering driven world of exploration and extraction. The most exciting part of my job has always been the opportunity to absorb the technical details of the cases I work on and, in effect, translate them for a lay audience. Too often, I have found, lawyers, judges, legislators and yes, even regulators who lack a technical background simply give up trying to understand the details of the very conditions or processes that they are trying to describe and simply repeat phrases told to them by their client or by a retained expert.

The Colorado School of Mines Research Institute (CSMRI) was founded in 1949 to fill mining industry and government needs for minerals research and development. The operations of scores of mines, mills, and plants around the world are based on the results of work done by the Research Institute. Among other things, the Research Institute conducts studies in geology, mine planning, mineralogy, size reduction, minerals processing, and hydrometallurgical techniques in extractive metallurgy. Many CSMRI projects also involve energy and environmental considerations. What follows is a summary of some of the studies in which the Research Institute has been and is currently involved, as well as some comments on trends and developments in the industry.

The Disputes Potential Index (DPI) is a computer program designed to help team mem¬bers assess the likelihood of contract disputes on a construction project. The program's predictions are based on data from 159 construction projects that encompass a variety of public and private projects. The impact of three categories of project characteristics are included in the DPI program, specifically, people, process and project characteristics. Ultimately, DPI returns an overall project score that indicates the likelihood of exces¬sive contract disputes. The output of a DPI analysis can be used as part of a contract readiness review or to define the need for extraordinary dispute avoidance procedures. This paper examines the development of DPI and presents the results of DPI analyses on several tunneling projects.
