China, a globally recognized major mining country, holds one of the largest quantities of tailings pond country in the world. The total number of mines in China has been ranked first in the world. It is a major concern for Chinese safety management to give great importance for tailings pond safety, stability and sustainable development. For the past few years, China has increased efforts to investigate and govern discrete issues of tailings and to carry out a series of special renovation and comprehensive treatment actions to improve safety management levels and to decrease the likelihood of tailings pond accidents. In the end of 2015, China successfully eliminated hazardous tailings ponds and dangerous tailings ponds. Moreover, the total number of tailings decreased from 12,273 to 8,869. However, there are still 1,425 "head-top" tailings that threaten the lower masses’ safety. This greatly signifies the Chinese tailings pond safety, stability as well as sustainable development. In turn, this may improve the Chinese tailings life cycle safety management system and help reach the goal of attaining closed-loop management in the tailings pond life cycle. Based on the summary of the tailings pond accidents in both China and other countries from 1961 to 2015, and by analyzing the types and causes of accident, this paper investigated the successful experiences and effective measurements of British Columbia (Canada) and Australia in the tailings pond life cycle safety management. This paper summed up each country’s tailings life cycle safety management requirements and analysed the characteristics and differences of tailings safety management by comparing 5 aspects: tailings life cycle safety management process, main design parameter, construction requirements, monitoring, and the tailings pond closing management. Based on these observations, this paper suggests some measurements to improve the tailings pond life cycle safety management in China, such as strengthening tailings pond safety management, improving tailings classification, increasing design parameter values, establishing mine reclamation fund, and so on.

"The Chilean minerals industry faces a shortage of 27.000 new skilled professional by 2023. Enhancing the integration of women into the workforce is a possible solution. This study analyzes the state of women in the mining workforce over the past decade. Several key indicators are presented: percent in the workforce, salaries, career profiles, presence at management level, and participation in academia are studied. The study also analyzes the strategies used by government, industry, and universities to recruit and retain women for the minerals industry. The main results show that women represent 7.4% of the mining workforce in Chile and less than 1% of senior positions with a salary gap of approximately 30%. Systematically, women prefer professional programs in geology, chemistry, and environmental areas. The Chilean statistics are compared to data from the United States mining industry. INTRODUCTION The Chilean mining industry faces a significant shortage of professionals for the next decade which compromises competitiveness and productivity. The demand for human capital in mining depends on several factors. First, the age structure of workforce, which determines future retirement needs. Second, minerals market considerations, determining the amount and size of mining projects entering production in the coming years. Third, the evolution, positive or negative, of productivity, mainly driven by technology and innovation, and negatively affected by the declining ore grades. Finally, negative trends in lead times to production of mining projects, due to social opposition, changing regulations and other project contingencies, negatively affecting the demand for human capital. Regarding the supply of human capital, the fast increase in the technology level of the minerals industry and hence, the increase of technical qualification requirements of the human capital generates a rise in the time required for trade and university education of mining professionals, which may cause imbalances in the labor market. According to (Consejo Minero, 2014) human capital gap in Chile by 2023 will be around 27.000 workers for extractive, processing and maintenance jobs, which represents 14% of the current workforce (Figure 1)."

"To ensure that trains run safely, the performance of railway civil engineering structures is checked by periodic inspections. General inspection method has merits and demerits, but none of them offers the combination of high accuracy and quick inspection. In an effort to resolve this problem, West Japan Railway Company, the Institute for Laser Technology and the Railway Technical Research Institute jointly developed a remote laser sensing system as an alternative to the impact acoustics method for detecting defective concrete elements in tunnel linings. The proposed remote laser sensing system has two lasers, one to apply an impact to the concrete surface and the other to measure the vibration of the concrete generated by the impact laser. The impact laser is a high-energy pulse laser that induces vibration in the concrete. The detection laser has a signal beam and a reference beam. The signal beam reflects on the concrete surface and goes into the dynamic hologram crystal. The reference beam diffracts in the dynamic hologram and enters the detection sensor with the signal beam. The vibration of the concrete surface can be measured to detect the movement of an interference pattern. A prototype of the remote laser sensing system was developed as shown in Figure1. A vibration and acoustic insulators are equipped to remove a noise generated from a maintenance car or electric generator in this system. The proposed laser remote sensing system and the detection algorithm were verified with the help of field test conducted in a tunnel on the Shinkansen. An impact test using hammering was applied to obtain the accurate response acceleration on the surface of the concrete before application of the proposed method. In this test, the result obtained from the proposed method has good agreement with that obtained from the impact test by hammering. Consequently, it is verified that the proposed method can be used as an alternative to the standard impact acoustics method."

Introduction The vibration energy that travels beyond the zone of rock breakage is wasted - all it does is cause damage and annoyance. Under favorable geologic conditions, this energy may travel many kilometers before it finally drops bellow the background noise level. This has forced the introduction of more restrictive limits to the allowable vibration levels. To maintain the profitability of a mine or quarry and to comply with environmental protection legislation, blasting needs to be performed in a more predictable way that will ensure that the final results are optimal in both mining and environmental terms. Minimization of ground and induced structural vibration is, therefore, a matter of good blasting practice -not just an attempt to avoid complaints from neighbors. A new approach to blast vibration minimization is presented. The method utilizes the existence of the local minimums in the frequency spectrum of single-hole blast vibration. The results are presented as a delay map showing maximum ground or structural vibration velocity for many combinations of interhole and interrow delays. A blast engineer can use this map to select an optimal combination of delays that will produce a low vibration velocity at a selected location and, at the same time, will be acceptable from the point of view fragmentation or muck pile shape. Response of structures A typical single-story building has two distinctive forms of vibration. The first form is a translatory vibration of the building superstructure (frame), and the second form is a flexural-bending vibration of the structural elements such as walls and floors (Siskind et al., 1980). Walls and floors will have several modes of oscillation. The most important is the fundamental mode of the vibration, as this mode will have the lowest frequency, the largest amplitude and will cause the largest deformations. The vibration of walls and floors is also a source of secondary vibration within a building, due to the movement of loose objects, e.g., furniture and wall fittings (Dowding, 1985). The subjective estimate of the amplitude of a vibration by the occupants of a house will be unrealistically high due to the effect of the secondary vibrations. It is now well recognized that human perception of ground vibration begins at levels that are far below those that will produce minor damage to the most fragile structures. In mining and quarrying operations, complaints regarding vibration levels tend to be determined more by human perception or annoyance rather than by observations of damage. Ground vibrations on the order of 0.08 mm/s (0.0032 ips) (Walter and Walter, 1979; Murray, 1987) can be felt, and they are often subjectively estimated to be about 100 times greater. Amplification of ground vibration in the structure depends on the amount of energy in the ground vibration spectrum that is in the vicinity of the structure's resonant frequencies together with the damping ratio of the structure at these particular frequencies. One way to avoid significant vibration amplification in a structure is to shift the dominant part of the ground vibration away from the resonant frequency range of the structure. The presented method allows for the selection of the optimum blast timing (interhole and interrow delay times) to minimize the resultant ground vibration amplitudes in a given frequency range. It also allows the selection of suboptimal, but still acceptable, blast delay times, which may be preferable from the point of view of overall blast performance. Determining frequency ranges of importance in structures In attempting to avoid amplification of vibrations in the structure, ground vibration amplitude of frequencies close to the resonant frequencies of the building needs to be minimized. The width of the frequency-minimization region is determined by the value of damping in the building. If the damping ratio is low, then the frequency-minimization region around the resonant frequency will be relatively broad. By shifting the dominant part of the ground-vibration energy into the frequency region much higher than the resonant frequency of the building (1.5 to 2 times), it is possible to achieve efficient vibration isolation of the building. In such cases, the structural dynamic amplification of ground vibration will be less than unity. The first step in this minimization process is the determination of the structural resonant frequency. One of the most difficult tasks a project manager will have in pre-mine planning is dealing with the mine site's hydrologic regime. Numerous federal statutes passed by Congress in the last decade have made the coal mining industry more responsive to the environmental impact during all phases of the mining process. Permitting these mines has dictated a cradle to grave approach in dealing with water related issues. This paper will attempt to explore the application of these technology- based laws and their direct application to the unique environment found in Alaska's interior regions.

Mine development has evolved in the past 15 years from a human-paced system using hand-held drills and track-bound equipment to a mechanized system using specialized equipment for each component of the development cycle. In most Canadian hard-rock mines, face advance is achieved by the following sequential activities: drilling, explosive loading, mucking and ground support. The state-of-the-art for each work element is reviewed and methods for performance estimates proposed. The entire development system and its production capabilities are considered based on equipment reliabilities, spare units, haulage distances, and muck bay spacing. Increased emphasis has been placed on recycling consumer and industrial waste products. This trend has created a new industry that is focused on recovery/ separation of byproducts from waste material. As a result, interest has increased in the development of separation systems designed for the recycling industry. Much work has been done in this area. However, existing techniques developed for minerals beneficiation are often ignored. An example of is the foundry industry. There are currently more than 3,000 foundries in operation throughout the United States. Each consumes between 9 and 900 t/d (10 and 1,000 stpd) of sand for mold production. Either silica, chromite or zircon is, used in various combinations with chemical or clay binders. After casting, the sands are typically discarded into a landfill. This practice has become an environmental concern, especially the disposal of chromite and zircon. Silica sand is not environmentally sensitive. But it is used in greater abundance (6 to 7 Mt/a or 6.6 to 7.7 million stpy)and thus has prohibitive haulage and landfill costs. Current technology for sand reclamation involves thermal treatment to remove residual binders followed by dry mechanical attritioning (Leidel, 1993; Klein, 1994). This approach results in high losses due to fines generation and high costs associated with thermal treatment. As a result, this approach has shown only limited success. Stringent regulations are also affecting the disposal of secondary materials, such as plastics and metals. This is particularly true for the ferrous and nonferrous scrap metal industry. It plays a major role in industrial recycling of steel, aluminum and copper. Applications such as wire recycling present challenging problems since a hazardous byproduct (plastic insulation) is generated by the recycling.

The impact of fatigue is seen not only in its effect on the job performance of haul truck operators but also on the health of the operator and the productivity at the mine site. Its impact can even extend outside of the mine site to the health and well-being of the surrounding community (Fourie et al., 2010). In this paper, a case study of a small, surface mining organization is presented. The goal is to highlight the fatigue risk management system implemented at the studied mine site. Mine safety personnel who were interviewed discuss the changes made to the infrastructure of the mine, to administrative areas such as the number of shifts and the use of vacation time, as well as the implementation of new technology into haulage vehicles. This paper reviews how these changes are supported in the research literature.

The planning, installation and commissioning of the first scheme of controlled recirculation of air flow in a section of coal mine in Great Britain is described, together with the proposals for a second installation. The work updates a previous paper (Robinson and Harrison, l986) on the subject. The special problems of ventilating the increasingly distant faces of the undersea mines in the North East Area of the British Coal Corporation are discussed and the alternative solutions stated. The advantages of using a system of controlled recirculation of air are proposed together with the safety features considered necessary. Design and installation details of the recirculation fans and a new booster fan are described.

"The impact of mine closure is perceived through a veil of compliance to human laws and regulations rather than the laws and equilibrium of nature. This perception motivates present research. Understanding the causes and effects of mine closure defines levels of responsibility. This understanding evolves from mine closure's legacy. Mine closure is characterized in perpetuity by three aspects: Future liabilities; level of technologies for extraction and, usage of mineral resources. These aspects must be updated to a rationally appropriate level. This paper will address the following questions: Will the minerals remaining in the process of mine closure ever be recovered? Will the mine closure inhibit the availability of minerals for the next generation? How many mines are designed to perform a successful mine closure? Do we close the mines or do we close nature? Is it responsible to continue mine closures as we do them today? Is mine closure a complement of mine operations or a contradiction of mining? Do we need to perform mine closures, yet? This paper reviews mine closure practices and principles with the level of responsibility to nature and for the next generation.PREFACE The planet has irreversible issues to deal with regarding the depletion of mineral resources and contamination occurring from human activities. The population increased exponentially to more than seven billion, this high population with its lifestyles, demands a higher supply of minerals. In spite of these conditions, mining is a vital industry to keep ""civilization"" in society. This is evidenced by what we see around us, in that everything ""made"" in society is directly or indirectly due to mining. Hence, mining cannot be avoided or ignored. Society misunderstands the importance of mining in relation to other activities. At this time, mining is fragmented and economically oriented to supply cheap minerals to a market with peculiar characteristics regarding products that could be designed for recycling and stimulate nature’s equilibrium. These issues add important “variable factors” to the equation, when they are considered as parameters for the next generation. It also raises many questions regarding principles and attitudes about morals and ethics exercised in all anthropogenic activities. The industry's practices have many flourishing paradigms which are subject to a variety of criticisms and observations. Some of these observations will be described in this paper. It is important to clarify in advance a ""normal disclaimer"" about the ""apparent contradiction"" that could take place in the writer's comprehension when we abruptly ""jump to conclusions"". We must remember that we are profiling the future in an arena that demands a better understanding of solutions to problems created by actual mining."

Research objectives included 1) determine relationships if any between spectral response of soil and soil textural groups, Unified Soil Classification subgroups and selected landforms and 2) develop computer assisted techniques for engineering soils mapping of remotely sensed data. The sire in northeastern Kansas, 1.6 Km by 43 Km (1.0 mi by 27 mi), contained glacial and alluvial soils. Multispectral scanner data (0.40 to 1.80 pm) collected at 915 meters altitude (3,000 feet) were analyzed using two distinct computer techniques: the nonsupervised approach involving delineation of soil training areas directly by computer and the supervised approach entailing training area selection manually by the researcher. Computer classification of surface materials follows both methods. Non supervised analysis results failed to show a consistant relation- ship between landform type and soil spectral class. Landforms correlating well displayed either unusually bright or unusually dark spectral signatures. Supervised analysis results showed a strong relationship between soil texture and soil spectral class. A moderately strong tie was shown between engineering soils groups (ML, CL, CH and OH) and their respective spectral classes, and a weak association between landform type and soil spectral class. An analysis procedure for engineering soils mapping by computer of remotely sensed data was developed. 1. Locate cultural features by visual examination of imagery. 2. Produce generalized bare soil-vegetation- water map using nonsupervised technique. 3. Outline significant soil fields for computer training using supervised approach. 4. Computer-classify entire area based on these soil fields.

The Kennecott Utah Copper Modernization Project, initiated in 1986, was directed to provide an expansion and modernization of mining and process facilities at the property's Bingham Canyon Mine and ore concentrators. Major components in the project included installation of an in-pit ore crusher, transfer conveying system, and construction of a new copper ore concentrator with a design capacity basis of 70,000 tonnes/day. The Copperton Concentrator was commissioned in February 1988. A principal feature of the plant is the grinding circuit, comprised of three identical lines, each consisting of a 10.37 m (diameter) by 4.57 m (length) Semi-Autogenous Grinding (SAG) mill and two 5.54 m (diameter) by 8.62 m (length) ball mills. The SAG mills are driven by two variable-speed 9,000 kW DC motors coupled through a clutch-pinion gear-ring gear assembly. The ball mills are driven by 4,125 kW synchronous motors coupled through a typical clutch-pinion gear-ring gear system. The expansion and particularly the Copperton Concentrator performance was so successful that by early 1989, management began examining options to further expand production capacity. With regards to the concentrator, numerous alternatives were considered, ranging from installation of a grinding line similar to one of the existing lines, to a "super" line consisting of a 12.8 meter (diameter) SAG mill and a 20,000 kW motor with a capacity of 50,000 tonnes per day. The technical and economic analysis of the various scenarios indicated that one "large" 11.0 meter (diameter) by 4.88 meter (length) SAG mill with a production capacity of 32,000 tonnes per day and a 12,000 kW drive would be optimum. The key question to be answered in the project was whether to continue with the pinion-ring gear combination, or install a gearless drive. The following paper outlines many of the items that were evaluated in the mill selection process followed by actual plant performance, and a discussion of ongoing plant continuous improvement projects.

There are close to two million tons of Industrial Minerals processed and sold in North America wherein the processor/marketer has no affiliation with the source mine. The largest quantity, about 800,000 tons, is barium sulfate, which is sourced in lump ore form mainly from China and India. The Alumina Trihydrate Industry sources several hundred thousand tons from various alumina refineries. Substantial quantities of bauxite, zircon, magnesite, and fluorspar arrive in North American ports each month. There are also rapidly growing quantities of offshore talcs and calcium carbonate ores being processed in U.S. plants. These feedstocks are usually quite pure, have unique properties, and enjoy bulk rail or waterborne freight economies that allow successful competition with locally sourced raw materials. With increasing restrictions on mining activities, and the increasing need for sophisticated functional minerals, the importation of minerals will continue to grow.

The construction mineral aggregates industry--the largest industry on a tonnage basis--is threatened with large shortages in the near future. Ironically, these common minerals which include sand, gravel, and stone are among the most plentiful in the earth's crust. However, as these minerals are low in value and used in large volumes, they are extremely sensitive to transport cost, e.g., a haul of 20 miles doubled the delivered cost of mineral aggregates. Consequently, these minerals must be located close to points of demand to have economic usefulness. But the development of new deposits is virtually impossible near many urban areas for legal, sociological and economic reasons. The spector of unfinished urban transport systems, curtailed residential construction, and a general deterioration of the physical urban plant, looms as a direct consequent of future mineral aggregate shortages in the U. S. metropolitan areas. The shortages of mineral aggregates in the Greater New York Metropolitan Area (G.N.Y.M.A.) are prototypical of the shortages faced by the U. S. Metropolitan areas. This paper presents an economic analysis of the consequences of not considering the broad aspects of conservation economics as a major component of resource management. The needless annual cost for the G.N.Y.M.A. is shown to be $30 million.

"INTRODUCTION The expansion of the Suez Canal, which runs between the Mediterranean and Red Sea, is at the top of Egypt’s economic agenda. The £8 billion development plan includes a new channel alongside the existing one which will double the number of ships able to pass each day and several tunnels to connect the Sinai peninsula to the main part of Egypt. The Egyptian government ordered three new tunnels under the Suez Canal in the area of Port Said as part of the Canal Region Development Plan. The three tunnels will contribute to the North Sinai expansion, helping to create a vast industrial zone and completing the coastal road extension from Rafah to Nuewiba. Two of these three tunnels will be allocated for roads and the third for railway traffic. A further part of the Suez Canal development mega project are an additional six tunnels in the area of Ismailia and Suez. The focus of this paper is on the two road tunnels in Port Said and will give an overview of the project and the challenges encountered regarding the technical complexity and tight time schedule both in its design and execution. PROJECT OVERVIEW The tunnels will be built in the area of Port Said (see Figure 1) which is the most northern part of the Suez Canal.The road alignment connects the Port Fuad Road in the east bank of the Suez Canal to the Port Said-Ismailia highway in the west bank with a dual carriageway section. Each of the carriageways has two lanes. The bored diameter of the 2.8 km long road tunnels is 13.050 m and will be driven with two Mix-Shield TBMs. The distance between the two tunnel axes is planned with 42.5 m (discussion about a reduction are ongoing). The width of the Suez Canal is around 340 m at upper level and around 170 m at the bottom. During the TBM drive, three main geological layers are expected. Below a depth of around 40 m in a very soft clay layer, a dense to silty sand layer is predicted. Within the sand layer another silty hard clay is expected in different depths with variable thickness. After finishing the excavation of the road tunnels, the same TBM will be used for the railway tunnel. The lowest points of the road tunnels will be located 59 m below the surface (tunnel invert to surface) and only 18 m of ground cover exists between the tunnel crown and the Suez Canal invert. Minimum ground cover over the tunnel crown is approximately nine meters at the tunnel portals."

A methodology was developed wherein. the increase in compressive strength, mineralogical changes and pore water composition were all studied simultaneously as a function, of moisturized spent shale curing time. From these results the relationship between the nature of cementation process and the composition of pore water was established. Heavy metals were entrapped in the cementing constituents and the pore water became mainly a solution of alkaline sulfates. While the specific data are applicable only to the material studied, the methodology and general conclusions are useful for evaluating the environmental factors in spent shale disposal and expected leachates composition.

"Current and future operational processes in the mining and underground construction sector are under the influence of the prevalent competition and the acute necessity of optimization approaches concerning corporate and project processes. Besides general construction procedures, especially underground construction procedures and procedures in the field of deep shaft construction are high-profile. Those processes describe high technical challenges as well as increased requirements to occupational safety and health. Therefor an occupational safety management, which should be adjustable to the company itself and adaptable to all kinds of projects, shall be created. The creation of such an occupational safety management would lead to an economically optimized and safe (within the scope of OSH law) implementation of internal activities for the performance of construction services underground and in the field of deep shaft construction. With this approach the satisfaction of the high safety request as well as the demand for process optimization, as part of keeping the own competitiveness, will be satisfied successfully at once. PROJECT BACKGROUND Introduction The health and safety protection as well as occupational safety look back on a long historical development, which had brought more important sectors and developments during the last years, not only in Germany but also on the European and international level. The accident insurance protected by law has already been reported in 1884, which is astonishing early. The launch time point is strongly connected with the on-going economic development in the end of the 18th century, but above all this increased in the 19th century. The progress of occupational safety and especially the interest in the integration and the concentrated consideration of occupational safety and the health and safety protection in the company process is strongly visible during the 19th century and directly connected to the industrial revolution. [9] The industrial revolution and with that the development of work places lead to changing demands in the field occupational safety and health and safety protection. Insufficient security precautions caused problems in the industrial revolution, such as personnel and material losses as well as serious injuries and their consequences. These and the fundamental economic endeavours of the entrepreneurs lead therefore to the important step to develop an occupational safety system. [9] The prevailing basic ideas seize the insufficient security precaution of work places as well as the economical and profitable ideas of the entrepreneurs and bring them together. From this the necessary entrepreneur’s task comes into being and that is bringing the work conditions to the way that life and health of employees are not in danger. [9]"

A mixed-integer formulation of the mine scheduling problem is discussed and applied for the purpose of optimizing both the mine production sequencing and the mill blending and processing problems simultaneously. Previous attempts at solving these problems separately, although successful, fail to take into account the interrelationships between these problems. Project structure serves as the outline of this paper, which is directed towards a mining engineering audience. Generalized in its organization, this concept is useful for long, intermediate and short range scheduling. Actual applications are mentioned which show that the concept is also applicable to mining a variety of ores.
