The uranium industry has made a dramatic turnaround in the past three years that even the most optimistic economist was not willing to predict during the uranium downswing of the 1990s. Uranium reached a 30-year low in February 2001 of $6.50/lb. By the end of February 2006 it had soared to $38.50/pound. This nearly 600% increase in the uranium spot price within 4 years dwarfed the increase in gold price that has barely mustered a 100% increase. The initial slow rise from $6.50 in February 2001 to $10.75 in April 2003 (fig. 1) was primarily driven by the decrease in the value of the dollar. Since then several factors have contributed to the soaring price: (1) The awakening of many to the simple fact that uranium supply has not met demand for several years and that the world’s stockpiles are being drawn down, (2) How sharply this fragile supply can be impacted by disasters at the world’s major uranium production facilities, such as a) the flooding of the McArthur River Mine in the spring of 2003, b) fires at Olympic Dam, c) the potential that Rossing, with an annual capacity of 4000 tonnes uranium might close by 2007, (3) the withdrawal of Tenex from the HEU (highly enriched uranium) feed agreement, and (4) the announcement by the Chinese of their intent to build 30 new nuclear reactors.

INTRODUCTION Construction of the 3,600,000 kilowatt Third Powerplant at Grand Coulee Dam started in late summer 1967 approximately one year after authorization by Congress. The project was made possible by a treaty with Canada providing for cooperative development of the Columbia River which was signed in 1961 and ratified in 1964. Description of the Work The existing Grand Coulee power complex consisted of a dam and two powerplants with a switchyard serving each plant, one on each bank of the river. See Fig. 1. The switching facilities were connected to transformers at the powerplants by overhead 230-kilovolt and 115-kilovolt tie circuit conductors. [ ]

APELL was developed by the United Nations Environment Program, in cooperation with industry groups, governments and local communities. Since its beginnings in1988, the program has been implemented in more than30 countries. APELL is a tool for bringing people together to allow effective communication about risks and emergency response. The program provides a common-sense approach to accident prevention and response.

A complex soil profile and high water table, together with a below-grade active subway tunnel, an above-ground elevated railway line, and the heavily travelled Northern Boulevard all passing above the tunnel alignment, combined to make mining of New York?s Northern Boulevard Crossing what is widely considered to be the most challenging portion of the multi-billion-dollar East Side Access project. The Northern Boulevard Crossing is a vital link in this project which, when completed, will connect the Long Island Railroad to Grand Central Terminal in Manhattan. How the sequential excavation method (SEM) tunneling was successfully accomplished, despite the obstacles, was a textbook exercise in practical innovation coupled with close cooperation between the owner, the construction manager, Hatch Mott MacDonald, the designer, Parsons Brinckerhoff, the contractor, Schiavone-Kiewit, and spe-cialty geotechnical contractor, Moretrench.

Foskor operates a mine in the Northern Province of the Republic of South Africa exploiting the igneous complex at Phalaborwa. It produces about 3 million tons of phosphate concentrate per year by means of froth flotation from 26million tons of ore of which 16 million is mined and milled onsite. The remaining 10 million tons originate at the Palabora Mining Company and is pumped as a slurry to Foskor. Two types of ore are mined and milled namely Foskorite and Pyroxenite. (The main mineral content of this ore is Apatite, Phlogopite and Diopside.) After three stages of crushing the ore is milled using 24 rod mills and 5 verti mills. The apatite is then recovered using four stages of froth flotation. The stocks of Foskorite ore are rapidly being depleted and the PMC tailings will also fall away by the year 2002 so that the whole mining operation will then be centred around the Pyroxenite ore. This will lead to substantial increases inproduction costs. The recoveries achieved in the flotation plant are largely dependent on the successful operation of the comminution section. Parts of this plant are now 35 years old and the advantages of re-engineering, new technology and automation can only be applied to a limited extent in an effort to reduce costs. It was then decided to investigate alternative milling methods, both wet and dry.

Elemental analysis of slurry streams using X-ray fluorescence (XRF) has long been employed. However, detector technology has limited the application of XRF devices. Using detector technology employed on NASA's Mars Pathfinder to analyze soil samples, Process Control, Inc. has developed an on-line analyzer to mount on a sampling system. The prototype XRF elemental analyzer was installed at Detroit Edison's Monroe Power Plant in January, 1998 and has been employed to monitor feedstock quality. A slurry system has been developed for flotation control. This paper describes the testing of the analyzer using the new, draft ISO standard for evaluating the performance of online analyzers (ISO/DIS15239).

An amphoteric collector was tested for dolomite removal from phosphate ore. The effects of some operating parameters and their significance on the flotation of dolomite were studied using statistically designed experiments. The parameters studied were impeller speed, pH and collector dosage. Analysis of the results showed that pH is the most significant parameter. Moreover, a concentrate containing 0.53% MgO and ~31.1% P2O5 with a recovery of ~ 90% can be achieved at optimum values of studied parameters, i.e., a pH of 12, an impeller speed of 1,000 rpm and a collector dosage of 2.5 kg/t.

Introduction Mineral exploration interest, principally for gold, in the south-western Pacific has surged to new proportions. This is primarily due to the application of epithermal exploration concepts in the Australian-Oceana region. Other factors that have contributed to the high level of exploration interest include governmental policies supportive of mineral exploration, along with relative ease of tenure access and a relatively short bureaucratic process. This paper highlights exploration and development activities in the North Island of New Zealand, Fiji, Vanuatu, the Solomon Islands, and Papua New Guinea (Fig. 1). It provides a framework to understand the overall recent enthusiasm that has been brought to the south Pacific by explorationists. Through these recent developments, it is clear that the south Pacific region will become a significant gold producing area and thereby worthy of attention and study. Papua New Guinea alone is the free world's seventh largest producer (Table 1). And, with the addition of production from deposits presently being developed, this status is likely to be raised. History Gold was first noted on various Pacific islands in the late 1500s by Spanish explorers. They thought they had reached the legendary King Solomon mines. Since then, the history of prospecting in the southwest Pacific has coincided with the colonization of the region. Settlers in New Zealand extensively mined alluvial and lode gold deposits starting in the 1850s. The spread of European colonization to the more remote Pacific islands from 1880-1940 was accompanied by varying degrees of prospecting activity by planters, traders, and settlers. Some were successful, others may have been successful, but never returned due to hostile indigenous peoples or disease. In general, records of such prospecting activity are meager and exploration leads are, in some cases, gained through local village folk memory. Most early discoveries were alluvial finds. These led to placer operations, particularly in New Zealand, the Solomon Islands, and Papua New Guinea. Continued prospecting located lode deposits such as the Morobe Gold-field of Papua New Guinea, the Coromandel Peninsula of New Zealand, and the Emperor of Fiji. Some areas were prospected thoroughly. Yet others, such as Vanuatu, remained relatively unexplored until the present exploration surge began. During World War II, interest in minerals was diverted. It was renewed significantly until the middle 1960s and early 1970s when regional porphyry copper exploration was conducted.

The Allen Park Sanitary Sewer Overflow (SSO) Tunnel and relief sewer project, located in the city of Allen Park, MI, is a long-term corrective action designed to bring Sanitary District One?s sanitary system into compliance with its 2005 consent order and service contract with the Detroit Water and Sewerage Department (DWSD). The $20 million project is intended to reduce Allen Park?s wet weather discharges to DWSD, reduce bypass pumping to the Ecorse Creek and limit the future risk of basement flooding by providing storage during wet weather events and eliminating hydraulic bottlenecks in the sanitary sewer system.

The Wharf Resources mine, located in the Bald Mountain Mining District approximately 6.4 km (4miles) west of Lead, South Dakota, has operated a surface gold and silver mine and heap leaching processing facility since 1983. Wharf Resources intends to mine and process gold and silver ore from the Wharf Expansion area which is located on the eastern flank of the currently permitted Foley Ridge Mine. The Trojan Pit for the Wharf Expansion area was initially designed with an overall highwall slope angle of 45o. During mine permit presubmission meetings with personnel from the SD Department of Environment and Natural Resources (SD DENR), the question arose as to whether a detailed slope stability analysis of the proposed Trojan Pit highwalls was completed to justify the 45o slope. Wharf’s response was that the highwall design was based, in part, upon studies completed in1987 on the Annie Creek and Foley Ridge Mines; and, in part, upon subsequent slope stability analyses conducted by Wharf mine personnel through 1996. It was suggested by the SD DENR that the stability study be updated to reflect structural geological conditions in the Wharf Expansion area.

A new comprehensive insitu instrumentation technique named this RCC Method has been developed for rapid assessment and improvement of the structural stability of underground openings. When applied to tunnel construction, the degree of present and prospective safety of underground openings can be determined in quantitative terms within 10 to 20 minutes of microcreep observation. When applied to mining, roofs and floors can be stabilized by controlling the stress conditions. This stress control method has eliminated the need for intensive roof bolting and extensive floor renewal in all cases where it was applied. Use of this technique is illustrated by field examples from the Seikan Undersea Tunnel of Japan and deep potash mining in Canada. NEW INSTRUMENTATION TECHNIQUE: THE RCC METHOD Failure problems in underground excavation usually arise in weak non-elastic grounds where conventional rock mechanics theories of elasticity are not only useless but also misleading. Presently, discontinuity planes in the ground are being considered a factor in assessing these failure problems, and while this development is interesting academically, it is not of much use in actual excavation work, where it is nearly impossible to identify and quantize all existing planes of discontinuity. Even if such an extraordinary task could be accomplished at an underground excavation site, effective use of the data would be difficult and impractical for rapid excavation work, with the possible exception of rare cases of ideally elastic ground.

LOCATION AND HISTORY The Lakeshore Copper property is located on the Papago Indian Reservation approximately 30 miles South of Casa Grande, Arizona. This major porphyry type deposit was discovered by El Paso Natural Gas Company in 1966. Following an extensive diamond drilling program, El Paso invited several mining companies, including Hecla, to examine the property with a view towards participation. Hecla's examination, and the attendant feasibility studies, led to agreements, which were finalized in September 1969, whereby Hecla would acquire a 50% interest in the property, and would act as operator. The Lakeshore deposit covers an area approximately 3,000 feet in width by 6,000 feet in length. It consists of an upper zone of disseminated copper oxides, averaging approximately 100' in thickness overlying a zone of disseminated copper sulfides up to 1,000 feet thick. Near the base of the disseminated ore is a blanket like zone of high grade copper sulfides, referred to as the tactite ore body. The mine is being developed to produce approximately 6,500 tons per day of oxide ore and 9,000 tons per day of sulfide ore. This represents a total daily production rate of 15,500 tons per day, which will be achieved by underground mining methods using rubbertired dieselpowered mining equipment. DEVELOPMENT LAYOUT The mine is being developed by two parallel 15° decline tunnels. The declines were collared 5,000 feet southeast of the ore body, and are being driven in a northwestery direction, to pass beneath the tactite ore zone. The Brightwater regional wastewater treatment facility, under construction in King County, WA, includes an extensive conveyance system that will feature deep, soft-ground tunnels and shafts. Excavation of the Ballinger Way Receiving Portal to 65.8 m (216 ft) below grade through challenging geology was accomplished by means of artificial ground freezing. This paper discusses freeze design development, system installation and monitoring, and the contractual and construction challenges that were overcome, including work sequencing and excavation means and methods, together with lessons learned.

In England, the provision of aggregate is determined by the historical relationship between construction and aggregate consumption. This approach does not necessarily lead to sustainable decision-making and can be seen as being driven by political expediency, rather than reasonable environmental consideration. The introduction of the statutory requirement for Strategic Environmental Assessment (SEA) in the UK has provided the opportunity to examine this issue on a more rational basis. This paper provides a practical application of a SEA based approach, to the provision of aggregates at a regional level. The process, underpinned by relevant information on resources and environmental assets, suggests that alternative supply scenarios for aggregate provision are tested in a transparent, consistent manner with increased genuine stakeholder consultation. It supports a move away from "predict and provide" approaches to one where aggregates are sourced with the best balance of environmental costs and benefits.

Over the last years, the importance of the assessment of environmental and social aspects as well as of issues of good governance has increased significantly in mining finance. For this, international standards as well as internal guidelines of the banks and other involved institutions have been established and continuously improved. Considering these standards and regulations, the banks can influence the sustainability of mining projects - and they have done so in the past -, mainly by implementing certain provisions and covenants in the loan documentation, binding the financing to the mining company’s adherence to the agreed sustainability standards. However, there are limits to the banks’ influence due to the competitive environment with other available means of financing. Nevertheless, the experience of the last years has shown that the standards and regulations bound to the financing by the banks help to lead the mining industry towards more sustainable projects.

INTRODUCTION Content of this Report The 1300m long twin-bore 8.1m diameter Airside Road Tunnels (ART) were excavated beneath the busy taxiways and stands of Heathrow Airport between 2002and 2003. The tunnels were fully completed and handed over to the client for use early in 2005. This paper will describe the purpose of the tunnels, and the measures put in place to minimize the impact of construction on the daily activities involved in running an international airport. Terminal 5 Construction Heathrow Airport is the busiest international airport in the World, with a current capacity of circa 67 million passengers per year, based on existing infrastructure of4 passenger terminals, 1 cargo terminal, 2 runways and 170 aircraft stands. Terminal 5(T5) is being built to increase Heathrow’s passenger capacity by providing the following: 12 additional aircraft stands through redevelopment of the south apron area, in the autumn of 2004 A main terminal building (T5A) and a first satellite (T5B), and 43 additional stands by the spring of 2008, most of which will be able to receive the new generation large aircraft (Airbus A380) A second optional satellite (T5C) by year 2010 A third optional satellite (T5D) by year 2015 The total value of the project is approximately 4.2 billion pounds for the main phase of the works spanning from 2000 to 2007. Purpose of the Airside Road Tunnel The ART has been constructed to support the internal road traffic of the airport between terminals, aircraft stands, runways and taxiways, for passenger buses, service and technical vehicles. The majority of the traffic will be buses transporting passengers between the terminals and their aircraft.

This paper defines the elements of a basic economic model for decision-making when considering a methane drainage system for an underground coal mine. A drainage system will require significant capital and operating expenses; hence the decision to utilize drainage must be made carefully. The model outlines the basic structure of decision-making and considers the costs and benefits when the methane is marketed and when the methane is vented to the atmosphere. The effects on mine safety and the dust levels in the mine are also considered, both in a general format and as economic variables. Sources of information for executing this decision-making are provided for an actual mine decision.

Fibrous minerals are common in nature but asbestiform minerals are rare. The unique mineralogical characteristic common to all the asbestos minerals is their morphologic form (or habit of crystallization) as polyfilamentous fiber bundles. The individual fibrils within the bundles have a tendency to be very long with a narrow range of diameters and grow with their long fiber axis in parallel orientation to the bundle length. The asbestiform habit imparts to the asbestos minerals sufficient flexibility and tensile strength so that most can be woven into cloth. In the past application has focused on their ability to insulate against the transfer of heat. Amid some of the worst economic conditions that the mining industry has been faced with in more than a decade, the mood among the large crowd at the 114th Annual Northwest Mining Association?s annual meeting was surprisingly upbeat. More than 2,200 attendees showed up at John Asuaga?s Golden Nugget Casino in Reno, NV for the conference held Dec. 1-5. And more than 200 companies exhibited in 240 spaces, including SME and the Minerals Information Institute. The number of attendees and exhibitors were the most for the conference in more than 10 years. The conference was held in Reno/Sparks for just the second time in its illustrious history but began under the cloud of global financial turmoil. Prior to, and during the conference, the industry news headlines were grim, to say the least. An alarming number of mine plans and expansions had been put on hold; hundreds of miners across the United States had been or were in the process of being laid off; commodity prices were falling and some of the biggest mergers in the industry fell through while miners around the world put the brakes on to take a wait-and-see approach. It was a painful time for many, but the downsizing actions taken by many mining companies was exactly what needed to happen, according to Industry Outlook Luncheon featured speaker Frederick Sturm. He is the executive vice president and chief investment strategist and member of Mackenzie?s Investment team. He has earned a reputation as one of Canada?s leading investors in natural-based companies and he also manages the Ivy Global Natural Resource Fund in the United States Sturm said that the mining industry has fallen hard and that he expects it to bounce back quickly, before falling hard again. In these tough times, he said, the companies that have pulled back on production early are doing the right thing in the long run.
