In the constant search for ways and means of improving the quality of coke and thus making its use at the blast-fornace more satisfactory and economical, it has become increasingly evident that the present laboratory tests do not show the full picture of a coke's value as a blast-furnace fuel. This fact was recognized by Dr. A. C. Pieldner thirty-five years ago: (Ref. 1) here is perhaps no phase of fuel technicology which has aroused more discussion or regarding which there is more difference of opinion than the properties of coke which make it most suitable for blast-furnaces and other uses." Dr. Fieldner followed this assertion with a statement to the effect that men who write on this subject today (1923) have, because of conflicting experimental evidence brought forth in recent years, far less positive opinions on the matter than did writers of some years past. One is led to wonder if these statements are not just as true now as they were when first made.

The Waneta Expansion Project (WAX) is located near the existing Waneta Dam site at the confluence of the Pend d?Oreille and Columbia rivers, approximately 10 km (6.2 miles) south of Trail, BC, Canada. The WAX owners consist of a partnership between Fortis Inc., Columbia Basin Trust and the Columbia Power Corp. This design-build project was awarded to SNC-Lavalin in late 2010 and is expected to be operational in mid-2015. The WAX consists of a new 335-MW powerhouse, including two new Francis turbine units, each generating approximately 167 MW. The powerhouse is located downstream of the existing Waneta Dam, and will make use of excess water that would otherwise be spilled during the runoff season. Water will be funneled to the turbines through an intake structure and two 10.5- m (34.5-ft) diameter, concrete-lined Penstock Tunnels. A 10-km (6.2-mile) transmission line will connect the powerhouse to existing electrical grids. Redpath/FKCI Waneta Tunnelers (RFK) was subcontracted by the heavy civil contractor, the Aecon/SNC Lavalin (ASL) joint venture, to excavate the two penstock tunnels and install the cast-in-place concrete liner. RFK is a joint venture partnership between J.S. Redpath Ltd., an underground mine contractor located in North Bay, Ontario, and Frontier-Kemper Constructors ULC, a heavy civil tunneling contractor based in Nova Scotia, Canada. Since penstock tunnel excavation was planned using drill-and-blast methods with a significant grade of more than 17 percent, the combined experience of these two contractors was a perfect match.

My topic today is our Nation's interest in the minerals beneath the oceans. I will state what I think should be our objectives, the means available to attain these objectives, and the obstacles to their accomplishment. It is possible that as early as this year of 1969 our country must make policy decisions on this subject, and that these, once made, will be almost irreversible. Two factors are hastening an. early decision. First, the 1958 Convention on the Continental Shelf becomes eligible for amendment after June 10, 1969, if the Assembly of the United Nations so decides. Second, the United Nations has created a permanent committee of 42 nations, which was preceded by an ad hoc committee of 35 nations, to study the question of the peaceful uses of the seabed "beyond the limits of national jurisdiction. While these measures purport to deal with the creation of a regime to govern mineral development on the deep sea floor beyond the limits of the jurisdiction of the coastal nations, it has become clear that the urgent issue is the extent to which this future regime shall acquire jurisdiction over the mineral resources of the continental margin, and receive royalties therefrom. This brings the proposal into potential collision with the interests of the coastal nations under the 1958 Convention on the Continental Shelf, including, of course, the United States.

The North Singhbhum Mobile Belt (NSMB) lies between two crustal-scale shear zones, the South Purulia Shear Zone (SPSZ) at the north, and the Singhbhum Shear Zone (SSZ) at the south. The Babaikundi-Birgaon Axis (BBA) is an east-west trending secondary shear zone in the NSMB lying south of SPSZ, which is known for the occurrence of gold along with other sulfide minerals within the quartz reefs. The present study has been carried out at north of Ichadih village, which lies on the BBA. The present study attempts combined electrical resistivity tomography (ERT) and self-potential methods along a profile of 470-m length in the Ichadih area to map the potential mineralized zones. Initially, ERT sections generated by Wenner, Wenner- Schlumberger, dipole-dipole, and joint inversion of the combined array have been analyzed, and results are validated through the analysis of model resolution. A prominent low resistivity (10–100 Ωm) associated with quartz reef/limonitic quartz reef at a depth of approximately 30–85 m, encircled by a high resistive (more than 10,000 Ωm) formation associated with metasedimentary rock, has been delineated using joint inversion of the combined array. Further, analysis of self-potential (SP) anomaly using particle swarm optimization inversion also confirms the prominent low SP anomaly at a depth of 77.3 m, which is analogous to the low resistivity anomaly identified in the joint inversion of the combined geo-electric array. Subsequent analysis of a complex synthetic geo-electrical model analogous to the present field situation proves the efficacy of the joint inversion of combined arrays. As a whole, joint inversion of multi-array data is established as an efficient technique for better subsurface imaging in case of the complex subsurface structure. In-depth analyses confirm the possibility of sulfide mineral-rich deposit (quartz reef/limonitic quartz reef) which requires further geological drilling and lithogeochemical sample analysis, for possible future exploration.

The in-situ deformability of a highly jointed basalt rock mass was determined by two distinctly different methods: one, by the NX- borehole jack method where the displacements of opposing curved platens were related to the applied hydraulic pressures, and; two, by the modified Goodman jack method where the tangential strains on the borehole walls were related to the induced tangential stresses. The modulus obtained by the modified Goodman jack method were much higher than those obtained by the NX- borehole jack method. To explain the discrepancy, the influence of fractures and test variables such as depth, orientation, hole number and applied pressure on the calculated modulus of the rock mass were analyzed by factorial analysis and it was found that the orientations and depths of measurement has statistically significant effects. The in-situ deformability values obtained by non-linear regression analysis were also found comparable with other measurements and empirically predicted values for the basalt rock mass.

The aim of the present paper is to show how a mathematical modeling of a creeping rock and that of an yieldable lining can allow us to obtain an optimization of the lining design and generally of the whole procedure and sequence of excavation-lining application. We follow the procedure presented by Cristescu (1989) Chap. 13, and Cristescu et al.(1987); for some other approaches see the literature mentioned, for instance, by Ladanyi and Gill (1988). We have in mind to describe the creep of the rock, i.e. the tendency of the tunnel to close in time, and to take into account that the lining itself may be deforming, i.e. possesses some rheological behavior. We start from the well known fact that "intelligent" lining, which are yielding to the pressure of the rock, may be much more successful in supporting creeping rocks than excessively strong, badly designed supports which are unable to resist to pressure of the rock, though these are oversized supports (too strong, too stiff, installed too early, etc.). In order to optimize the lining to be used for a certain rock, it is absolutely necessary to study in the laboratory the main mechanical properties of that specific rock and to formulate for it a reasonably simple mathematical model. Standard triaxial test results are quite enough to determine the model for the rock, combined with some creep tests which have to reveal the long-term behavior of rock (the so-called rheological model). What concerns the lining, we consider several kinds of linings existing today, for which a mathematical model was also formulated. One shows which is the interaction between the creeping rock? and the yielding lining and how can it be formulated in mathematical terms. Once written in mathematical terms, an optimization of the lining design and that of the excavation layout and support application sequence is possible. We will try to make the exposure as simple as possible, avoiding details and having in mind to give only a sketch of the problem, while the mathematical details could be worked out quite easy.

The main industrial minerals produced are non-metallic - clay, dolomite, limestone, pumice, salt, serpentine, and silica sand. The other minerals, some with minor production, include diatomite, feldspar, magnesite, sulphur, asbestos, and perlite. Energy and metallic minerals and aggregate are excluded from this account. These industrial minerals occur in a wide range of rock types and geological ages. For example clays are known from the weathering products of Cretaceous rhyolite and leaching of Eocene coal measures; from Quaternary weathering of contemporary loess and shallow marine sediments, and of greywacke of Triassic-Jurassic age; and from the hydrothermal alteration of Late Cenozoic acidic volcanic rocks.

This paper addresses the state and federal permit- ting requirements and regulatory constraints associated with the development of new "grass roots" surface coal mines in the Western United States. Since a major portion of new coal development in the West will be on federally leased coal in Wyoming, my comments are directed towards that geographical area. This will give the reader some insight into the current regulatory framework within which western mining companies must operate-i.e., the major applicable state and federal laws and regulations, the more important state and federal regulatory agencies, and the major construction and operating permits that are required. Before discussing the impact of the regulations on our business, I would like to tell you something of my company and then briefly discuss Exxon's forecast of the long range outlook for coal. Carter Mining is an Won affiliated surface coal mining company. Exxon became interested in the coal business in the mid 1960's with the recognition of the future need for alternative fuel sources. Since that time, it has acquired coal reserves located in Wyoming, Montana, North Dakota, Arkansas, Texas, Illinois and West Virginia. Carter's first surface mine, the Rawhide Mine, located north of Gillette, Wyoming began production in August, 1977. Our second surface mine, Caballo, located just south of Gillette, began operating last October. We have a third block of federally leased coal just east of Gillette. By 1985 we anticipate Carter's western surface mines will be producing at an annual rate of 30 million tons, subject, of course, to successful market development efforts and regulatory considerations. Rawhide will ultimately have a permitted capacity of 24 MM tons per year. The coal at Rawhide is in two seams; one 80 feet in thickness and the other 20 feet (including a 6 to 10 foot parting). A large shovel is used to remove the overburden, and a similar shovel and dragline are used to mine the coal. Caballo has a 75 foot seam; otherwise it is similar in design and operation to the Rawhide Mine.

The world's largest fluidized bed steam generator located at Rivesville, West Virginia is currently undergoing initial operation. This unit is designed to generate 3708 kg/s (300,000 Ib/hr) equivalent to 30 MWe of superheated steam while firing coal in a fluidized bed of limestone. Coal was first fired in this unit in December, 1976 and start up operation is progressing.

Numerical simulations have been used to investigate roof fall in the past decades. Comparing to the continuum based methods, the discrete element method has been well recognized for its excellent performance in simulating large strain problems and fracturing processes in the rock mass. However, the discrete element method has its limitations. When simulating a large-scale problem, a large number of particles are required, which consumes significant computational resources. In the present study, a 3D numerical model coupled with the finite-difference method (FDM) and the discreteelement method (DEM) was created to simulate the laminated roof failure in an eastern coal mine in the US. In the FDM-DEM coupled model, the laminated roof of the entry is represented by an assembly of bonded particles using PFC3D. The laminated roof is simulated by adding parallel discontinuities. The discontinuities are given certain stiffness and strength in the model. The ribs, floor, and far-field surrounding rock are represented by continuum zones using FLAC3D. The strength of the discontinuities is varied sequentially and the fracturing of the laminated roof was analyzed with respect to entry advance. The results showed that the laminated roof fractures along the discontinuities while an intact roof fractures in a dome shape. Increasing the strength of discontinuity could enlarge the tensile zone inside the laminated roof and hence change the crack distribution. In addition, the crack quantity in the laminated roof behind the advancing face decreases with the increment of discontinuity strength while this trend is not occurring ahead of the advancing face. The simulation demonstrated that coupled method using PFC3D/FLAC3D can reproduce the laminated roof failure in underground coal mines.

Thiosulfate is a green gold leaching agent that shows great potential to replace the highly toxic cyanide. Ammonia is traditionally used as the copper ligand in thiosulfate solutions to reduce the reactivity of copper ions towards thiosulfate, but it is a toxic reagent. As a result, efforts to replace ammonia with another complexing agent have received increasing attention. In this study, a novel alternative to ammonia is proposed to explore the potential use of the copper-malic acid-thiosulfate system. Experimental parameters include temperature, initial pH, copper, malic acid, and thiosulfate concentration. The feasibility of the copper-malic acid-thiosulfate system was discussed using Eh–pH and species distribution diagrams. Themodynamics analysis indicates that the mechanism of gold leaching in copper-malic acid-thiosulfate solution is mainly catalyzed by the Cu2( Mal)2H-2 2−/Cu(S2O3)3 5− redox couple. The capability of gold leaching in this system for processing the refractory gold concentrate is comparable to that of cyanidation and the traditional copper-ammonia-thiosulfate leaching processes. Thiosulfate consumption is greatly reduced in the presence of malate due to its strong chelating effect on the copper ions. Moreover, the copper-malic acid-thiosulfate system demonstrates a significant enhancement in leaching kinetics, making it a viable option for processing refractory gold concentrates.

"Biodegradation of sodium isopropyl xanthate using two types of bacterial strains, Paenibacillus polymyxa and Pseudomonas putida, is demonstrated. At concentrations higher than 50 mg/L, the presence of xanthate in the growth medium resulted in bacterial toxicity, retarding growth kinetics. Adaptation through serial subculturing in the presence of higher xanthate concentrations resulted in the development of xanthate-tolerant bacterial strains. Stress proteins secreted by bacterial cells grown in the presence of xanthate were isolated. Bacterial cells could utilize xanthate as a growth substrate, degrading xanthate species in the process. Acidic metabolic products generated by bacterial metabolism promoted efficient xanthate decomposition. Probable mechanisms for the biodegradation of isopropyl xanthate are illustrated.IntroductionDifferent types of alkyl xanthates (ethyl, isopropyl, amyl, etc.) have been used as flotation collectors in the concentration of sulfidic ores for several decades. Large quantities of waste water and xanthate-containing effluents are generated by ore flotation processes, posing considerable environmental challenges. Billions of cubic meters of such process waste waters are produced annually across the world, most of which are discharged to the environment, often without any treatment. Leakages and accidental release of xanthate reagents from manufacturing plants and during transportation and storage can also contaminate the environment. Residual concentrations of xanthate reagents are encountered in waste effluent, which are found to be toxic to aquatic life and unfit for human consumption (Harris, 1984; Okibe and Johnson, 2002). Further, direct recycling of such waste waters for plant operations can compromise water quality standards required for process operations. The presence of residual xanthate in recycled waters from flotation plants deleteriously influences flotation processes. Xanthate can be easily decomposed at low pH values; however, CS2, which is more toxic, will be produced by the acidification of neutral and mildly alkaline xanthate-containing solutions. Physico-chemical methods such as flocculation, chemical oxidation and decomposition and physical adsorption used to remove residual collector reagents from mill process waters are often expensive and not environment-friendly (Oliveira and Rubio, 2009; Cheng et al., 2012; Molina et al., 2013,)."

Introduction Alumina (aluminum oxide) is the material from which all the world's aluminum is produced. In the Western World, all the alumina is made from bauxite by the Bayer process. In the nearly 150 years since aluminum was first isolated by Oersted, the metal has grown from a laboratory curiosity to a position of major importance in the world's commerce. In terms of annual production rates aluminum is first among nonferrous metals. Oersted's discovery-reduction of aluminum chloride with potas¬sium amalgam-was improved on by Ste. Claire Deville, whose so¬dium amalgam reduction of aluminum chloride led to the commercial production of aluminum in France in 1855. Ste. Claire Deville's method prevailed until 1886 when Charles Martin Hall and Paul T. Heroult each invented a process for the production of aluminum by the electrolysis of alumina dissolved in molten cryolite. The inven¬tion by Karl Josef Bayer in 1888 of an economical process for making very pure aluminum oxide (alumina) from bauxite established the necessary link between known ores and the Hall-Heroult reduction process. Bayer's work completed the scientific base-the ore bauxite refined to alumina by the Bayer process (U.S. Patent No. 515,895), the alumina reduced to aluminum in the Hall-Heroult cell (U.S. Patent No. 400,766--upon which today's aluminum industry is founded. Small-scale production of aluminum in the U.S. began in 1888 utilizing the Hall cell. By 1903, bauxite properties and a Bayer process refining step had been incorporated into the production activities. On this base the aluminum industry in the U.S. has grown at an annual compounded rate of 15%. Since 1946 the annual growth rate has been 10%.1 The rapid growth of the industry is the result of many factors among which are the existence of widespread bauxite ore deposits; a sound and economic production technology; and the properties of the metal-lightness, strength, ductility, good electrical and heat con¬ductivity, and pleasing appearance, which lead to ever greater de¬mands for aluminum in an industrializing society. At the inception of the industry, the only market that could be found for aluminum was in the production of cooking utensils. How¬ ever, the rapidly accelerating industrial and technological development of the Western World soon created new needs for aluminum, and today aluminum is marketed in a broad range of industrial, commer¬cial, and consumer applications. The principal uses for aluminum are:' building and construction, 22%; transportation, 18%; electrical, 13%; packaging, 11%; consumer durables, 10%; machinery and equipment, 7%; other, 19%. The 1974 production of primary alumi¬num in the world was 14.5 million short tons, which at an approximate ingot price of 40¢ per lb puts a value of $11.6 billion on the industry product prior to fabrication. While aluminum is widely distributed in the earth's crust and is a major constituent of many rocks and soils, to date no method of extraction of aluminum from such nonbauxite material has been brought to commercial practice in the Western World. In the USSR alumina is produced by the complex processing of nepheline syenite, but elsewhere all commercial production of alumina is from bauxite. A brief discussion of recent developments and other processes for alumina is included in the subsection "Other Processes for Alumina," page 19-15. In early 1973, a major U.S. aluminum producer announced the successful development of processes for the production of aluminum from aluminum chloride. This achievement promises to exert a major influence on the future of the aluminum industry. In the initial com¬mercial application of this new technology, Bayer alumina will be chlorinated, and the aluminum chloride then reduced by electrolysis. Important claims for the new processes are lower energy requirements (one-third less than obtainable in Hall cells) and reduced labor costs. Capital costs are said to be no greater than for conventional plants. While the announced intention is to produce the aluminum chlo¬ride from Bayer process alumina, the new chloride reduction process will eliminate the other raw materials, carbon and fluorides, required by the conventional Hall cells. The electrodes in the chloride cell will not be consumed on the reduction process and the electrolyte will have, as the name indicates, a chloride rather than a fluoride base. 2. Bauxite Definition and Origin. Bauxite is a naturally occurring raw material composed principally of a mixture of one or more of the hy¬drated aluminum oxide minerals gibbsite (Al2O2 3H2O), boehmite (Al2O3 H2O), and diaspore (Al2O, - H2O), and impurities of silica, iron oxide, titania, and other various elements in trace amounts. It is an end or near-end product of chemical weathering. Depending on the amount of iron impurities, the color of bauxite varies from dark red and brown to pink to white. Some bauxite is finely divided, free digging earthy material, while other forms are dense and rocky, requiring explosives in mining. Many gradational forms exist. It is one of the most variable of mineral raw materials in chemical composition and physical appearance. It is generally believed that bauxite deposits resulted from intense chemical weathering of aluminum-bearing rocks or formations under tropical or subtropical conditions with alternating wet and dry sea¬sons. Topographic conditions were favorable for drainage and the in-situ accumulation of aluminum, iron, and titanium oxides. There was low to moderate topographic relief with a minimum of erosion during long quiet periods in earth history.2 The occurrence of bauxite is widespread and it has been found on all continents except Antarctica. Production was reported from 27 countries in 1974, at which time total world production was over 79 million metric tons. Of this production 76% was from seven coun¬tries-Australia, Jamaica, Surinam, Guinea, USSR, Guyana, and Greece-which ranked in that order of production. Los Pelambres, 200 km north of Santiago, Chile, is the latest in a series of mega-projects developed in this part of the world. While most of its predecessors are spread over open desert, the Los Pelambres mine is nestled inside a narrow alpine valley high in the Andean Mountains. To handle the daunting task of transporting the mined copper ore more than 12 km and 1,400 vertical meters downhill to the concentrator plant, a gigantic belt conveyor system (capacity of 8700 mtph, 1800 mm wide ST 7800 steel cord belt, 2.5m diameter pulleys, an elaborate braking system including a mechanical failsafe and large reducers with a total installed drive power of 25,000 kW) has been employed. Many of these components have pushed the limits of conventional belt conveyor design.

The scheelite concentrate was leached with a mixture of sulfuric and oxalic acids. Chemical compositions, mineral phases, and morphology were characterized by XRF, XRD, and SEM–EDS. Based on the results of the single-factor experiments, the response surface methodology (RSM) was chosen to optimize the leaching parameters: temperature, time, and concentrations of sulfuric and oxalic acids. The RSM results indicate that the optimum values for those parameters are as follows: temperature 72 ℃, sulfuric acid concentration 1.48 mol/L, oxalic acid concentration 0.96 mol/L, and reaction time 2 h. Under the optimal leaching conditions, the model predicts a maximum leaching yield of 99.5%, compared to the value of 99.1% obtained experimentally, that is, a discrepancy of only 0.04%. This good correlation shows that the quadratic polynomial equation obtained by the RSM optimization is reliable. The importance on leaching parameters of scheelite is, in decreasing order, temperature, time, sulfuric acid concentration, and oxalic acid concentration.

Treatment of refractory gold ores containing arsenic have always presented a major problem in their processing to recover the contained precious metal values. The major difficulties are concerned with lower recoveries, production of hazardous fumes, effluents and residues. Because of'these arsenic related problems, many otherwise economically attractive precious metal deposits and dumps all over the world are not exploited. In recent years, treatment processee for refractory gold ores and concentrates have been explored and a few commercial operations employing roasting or pressure leaching have resulted. Roasting has limitations due to environmental constraints related to off gases. Pressure leaching involving high temperatures (180% to 200%) and pressures (400 psi) is accompanied by high capital and operating costs. An alternate route to roasting for treating pyrite and arsenopyrite ores and concentrates ia the "lime-oxygen hydromet" process carried out at a moderate temperature (100%) and pressure (100 psi). A simplified process for treating such arsenic containing ores and concentrates utilizing low temperature and pressure oxidation is presented. This low cost treatment with compressed air and lime renders arsenic as an inert component in the residue, meeting all the requirements of the EPA Toxicity Test. The precious metal values are then extracted from the autoclaved residue by standard cyanidation. This paper discusses this new development.

INTRODUCTION During the nineteenth century, the federal mining law was enacted with the objective of promoting the development of the western United States by providing unrestricted access to vast areas of federal land for mineral exploration. Prior to the advent of comprehensive federal, state and local land use plans, there was little, if any, regulation or restriction of mineral exploration activities. Today, the laissez-faire policies of the past that encouraged mineral exploration have gradually given way to the public's legitimate concerns regarding environmental protection, multiple use and planned land development. As a result, the contemporary prospector confronts a maze of statutes, ordinances and regulations with which he must comply to obtain the requisite approvals and permits before commencing mineral exploration on federal, state or private lands. This presentation will provide a broad overview of the exploration permitting process. The first section of this paper recommends certain general management practices to follow when attempting to obtain exploration permits. The second section presents two hypothetical cases, one involving a drilling program on private property in California and the other involving a drilling program and the removal of a bulk sample for metallurgical tests from federal land in Nevada. The cases are used to discuss jurisdictional issues and application of certain federal, state and county laws and regulations that pertain to mineral exploration. The final section contains a brief analysis of three important recent United States Supreme Court decisions. These decisions address the scope of the federal pre-emption doctrine as it applies to activities conducted on unpatented mining claims and the constitutional limits of permissible state and local land use and zoning regulations. PERMITTING PRACTICES The environmental impacts associated with mineral exploration generally result from the construction of drill sites, roads or trenches. Precious metals are commonly believed to be recovered along with sulfide minerals in flotation, but a few neutron activation analyses showed that the recoveries of gold and silver were unexpectedly low. Recoveries of platinum group metals remained unresolved due to interferences in the analyses. Electron micro-probe, scanning electron microscope and scanning auger microprobe analyses have identified nickel arsenide minerals in the ore and confirmed a close association of platinum group metals with the arsenide minerals as minute inclusions. These results indicated a need for re-evaluation of flotation procedures which have so far ignored special problems related to arsenide minerals. The electrochemical and flotation behaviors of nickel arsenide and their implications to the flotation recovery of arsenide minerals from copper-nickel bearing Duluth gabbro are presented.

One concern of the Mine Safety and Health Administration is the structural integrity of steel wire ropes used on mine personnel hoists and elevators. Failure of such ropes has resulted in loss of life and property. Although thorough and regular visual examinations are performed, hoist ropes may still fail from undetected internal wear, corrosion, and broken wires. To complement visual examinations, nondestructive rope inspection techniques have been developed to determine deterioration and removal criteria. The techniques use electromagnetic and permanent-magnet test instruments designed by a Canadian firm. This paper describes the operating principles, field and laboratory testing of these nondestructive testing instruments, and discusses the feasibility of using this type of testing as a supplement to visual examination and destructive tests.
