"Coal and coal byproducts produced annually contain a sufficient amount of rare earth elements (REEs) to meet current U.S. demand. The REEs exist in the form of minerals, ion-adsorbed elements associated with clays, and chemically bonded elements within the organic coal matrix or host mineral. Researchers at three universities collaborated to evaluate the effectiveness of existing physical and chemical concentration processes for the recovery of the REEs. The efforts found that physical separation processes can increase the total REE content in the thickener underflow material collected from a Central Appalachian coal cleaning facility from around 300 ppm to values greater than 17,500 ppm on an ash basis. Leaching followed by solvent extraction was found to be the most effective to recover the REEs from coarse middlings materials collected from multiple coal basins, as indicated by recovery values exceeding 80 percent. Based on material characterization data and process evaluations conducted for several potential feed coal sources, economic recovery of the REEs will require byproduct production of both clean coal and REE concentrate using a process flowsheet that is unique for each source. IntroductionRecent studies initiated by the National Energy Technology Laboratory showed that U.S. coals contain significant amounts of rare earth elements (REEs), suggesting that rare earth minerals (REMs) and/or REEs can be produced as byproducts (Ekmann, 2012). According to the report, the richest source of REEs is the Central Appalachian coal. At present, there are 208 coal preparation plants located in the region consisting of areas within the states of West Virginia, Kentucky, Pennsylvania, Virginia, Alabama and Tennessee, with a total capacity of 166,495 t/h, or more than 1 Gt/y (Fiscor, 2014). If only a portion of these plants are retrofitted with advanced separation processes, the U.S. coal industry would become a significant producer of REE concentrates as byproducts. An inherent advantage of becoming a byproduct producer of REEs is that no mining cost needs to be part of the production cost."

"The principal role of the geologist is to recognize the existence of phenomena before trying to explain them" - B.M. Keilau, 1825; A. Holmes, 1965 Some important groups of mineral deposits in the layered rocks of orogenic belts or greenstone belts occur in horizons characterized by the presence of exceptional amounts of silica, iron and carbon, with more or less significant amounts of manganese. Generally, the rocks involved are well banded. In practice, these five physical features - four compositional and one geometric - are found with many lithological guises. Iron formation, in the full, modern sense of the term (James, 1954), quartzite, ferruginous quartzite, chert, jasper, "tetsusekiei" (Horikoshi, 1969), tuffaceous jasper ("purple porphyry" - Anderson and Creasey, 1958, p. 36), ferruginous or graphitic shale, argillite, slate or schist, and hematitic tuff are but a few of the more familiar of the names that have been assigned to these rocks. Widely acknowledged and well-documented examples of metallic deposits found in such sediments include concentrations of iron and manganese and stratabound, polymetallic, massive pyritic sulfides. Less familiar examples include occurrences of asbestos (Miles, 1953; and Coetzee, et al., 1976), antimony (Coetzee, 1976), and perhaps stratabound deposits of Au-Cu-U-W-etc., such as Aitik in Sweden (Mining Magazine, 1975; and Nilsson, 1979) and Olympic Dam in South Australia (Roberts and Hudson, 1983). The case of gold is intriguing. An association between gold and iron formation has been identified at several famous deposits and districts, such as Yellowknife, N.W.T. (Morton, 1979), Homestake, S. Dak. (Sawkins and Rye, 1974), Vubachikwe, Zimbabwe (Fripp, 1976) and the Barberton district, R.S.A. (Hammerbeck, 1976). Yet a critical reading reveals the existence of many other hitherto unsuspected examples. The purpose of this note is to draw attention to that omission and the apparent explanation for it. It is not hard to detect the two most probable reasons for the discrepancy between reality and the record.Most occurrences of gold are associated, not with the familiar banded iron formation or interbedded magnetite and chert (technically, the magnetite-banded variety of the oxide facies), but with the enigmatic carbonate, sulfide and silicate facies of iron formation and/or with rocks evidently related to iron formation. All too commonly, the unfamiliar facies of iron formation have been identified by field and mine geologists and not a few researchers as products of regional metamorphism and hydrothermal alteration, as mafic igneous rocks, or as conventional sediments, ie., without regard to their intrinsically ferruginous nature. The justification for these two complementary assertions is largely to be found in the recognition of a characteristic suite of metals and minerals in gold deposits known to be associated with iron formations. Although, from a geological standpoint, a lithological association is more important than a mineralogical assemblage, the latter is the more likely of the two to be diagnostic. This arises from the different natures of mineral and rock classifications, The identification of a mineral or an element is a matter of fact. Owing to the genetic component inseparable from petrographic nomenclature, viz., "igneous": a rock (believed to have been) derived from a melt, the identification of rocks depends on inferences or conclusions about their mode of formation - conclusions that are commonly debatable and, all too often, involve subjective judgements. This is especially prone to be true, if - as at many of the gold occurrences in question - the host rocks have been metamorphosed and/or "altered". In the notes that follow greater weight has accordingly been assigned to elemental and mineralogical than to host rock composition. In other words, if, in a given gold occurrence, the suite of metals and minerals present conforms to the standards of the subject class, whereas the names assigned to host rocks do not, the latter will be viewed as suspect.

Researchers examined datasets from two separate studies that measured common demographic variables but different safety performance outcome variables. Of specific interest was how types of experience might relate to workers’ preparedness to effectively mitigate or respond to both routine and nonroutine risk in the mining industry. The results suggest that individual factors such as length of job, industry, and mine experience are predictive of routine safety performance — as measured by self-reported proactive and compliant safety behaviors — and/or nonroutine safety performance — as measured by perceived competence in self-escape knowledge, skills and abilities (KSAs) — in significant and sometimes unexpected ways.

The Supervisory Computer System at Cities Service copper mine and concentrator at Miami, Arizona was installed at Pinto Valley in the spring of 1975. Design and specification [l] of the digital system was initiated jointly by key plant personnel at Pinto Valley and staff of Cities Service Research and Development Company. The Pinto Valley digital system [2] may be classified as a supervisory control system of hierarchical design. There are three fully independent satellite computers which retrieve and reduce the raw plant data from each of the three main operating areas - the primary crushing plant, the fine crushing plant, and the grinding and flotation plant. While the three satellite computers are core resident systems, the master computer is a disc-based operating system which also interfaces with a computer controlled on-stream x-ray analyzer system. Figure 1 illustrates the basic system configuration [3]. The software systems required to support a large system are quite diverse and vary greatly in function. The philosophy followed in dividing the software into three categories was designed to: 1) fully utilize existing process knowledge of technical staff; 2) delegate certain software tasks to outside sources already skilled and trained in software development; and 3) maintain final control over the design and operation of each system.

Differential flotation of bulk sulfide concentrates from Duluth gabbro into copper and nickel concentrates could be implemented by first destroying the hydrophobic coating with ozone and then by recovering the copper concentrate with a copper-selective collector. A number of parameters involved in the use of ozone; such as the sequence and the conditioning time of ozone treatment, the pulp pH, and the level of xanthate addition, were investigated.

A large portion of the energy consumed in copper concentrators is used to reduce the particle size of the feed by crushing and grinding. The cost of metal production could be reduced if low-grade particles of cm size were removed prior to further processing. Two copper sulfide ore samples (3 × 1 cm) from Arizona were analyzed by micro X-ray computed tomography (Micro-XCT) to determine the grade of copper sulfide in each particle. For copper ore sample A, a significant number of particles contained very low amounts of copper, while some particles had copper sulfide grains of mm size. Based on Micro-XCT, it was expected that 85% of the copper for sample A could be recovered at 65% of mass rejection during preconcentration by sorting. However, in sample B (a different copper ore), distribution of copper sulfide was dispersed primarily in each ore particle, so for the particle size class of 3 × 1 cm, liberation of copper sulfide and gangue minerals was not significant. In view of the XCT results, dual energy (DE) X-ray radiography was used as a basis for sorting. Previous DE X-ray radiography of a drill core sample demonstrated that this rapid detection method can be used to identify rich or poor Cu-bearing coarse particles. Pilot scale X-ray sorting of sample A (10 × 1 cm) showed 31% rejection of a 0.08% Cu gangue product with a corresponding recovery of 90% copper.

Paste tailings disposal was successfully implemented at the New Jersey mill in Kellogg, ID with two different types of ore feed, a gold ore and a silver ore. The purpose of this paper is to describe the production of paste tailings, including operational problems during commissioning, and also highlight the environmental and economic benefits that were realized versus conventional tailings disposal such as the recycling of process water, increased shear strength and reduced permeability of the tailings mass, and reduced environmental permitting.

In the U.S.S.R. three of the world's major-known phosphate deposits are located. These have an estimated reserve of 2,600 million short tons of contained phosphorus. The best known lies in the "Khibiny Massif', an alkalaic rock formation some 600 square miles in area with mountain peaks rising to an altitude of 3300 ft above the surrounding terrain. Location and Climate The Khibiny Massif lies north of the Arctic Circle in the Kola Penin-sula, 100 miles south southeast of Murmansk, at a latitude of 67° 30' north and a longitude of 35° 30' east. It is serviced by rail from Murmansk and Leningrad (900 rail miles south). Figure 1. The phosphate operations are centered about the two cities of Apatity and Kirovsk. The former has a population of 35,000 and is on the Leningrad¬Murmansk railway. Kirovsk, 15 miles to the east, is now a city of 85,000. The region is at the limit of the tree line with most of the ground cover typical tundra. The mean annual temperature is -4°C and, in a normal year, precipitation occurs on 240 days. Because the temperature does not exceed freezing for 300 days each year, virtually all of the precipitation is snow. The two towns are nestled between mountains and, because of the weather, extensive avalanche control systems incorporating major engineering construction have been introduced to divert snow slides away from the populated areas. General Kirovsk was first settled in 1923 and the apatite occurrences were recognized shortly after. In 1933, the first concentrator for the recovery of the mineral was completed, producing in its first year of operation 170,000 tons of concentrate. With the growth and demand for phosphate in the U.S.S.R., a second concentrator was erected at Apatity. It calve on stream in 1963. Because of the severe climate, in the early days mining was limited to 85 days per year. With the introduction of new techniques and improved mining methods, the season has been extended to 115 days.

In recent years drivage advance rates in the UK have in- creased from 35m per week in the 1980's to 100/150m per week possible today. These extended rates of advance have resulted in an increase in the potential methane, dust and heat generation at the drivage face. In order to disperse this additional pollutant load requires an increase of fresh air at the face. Although advance rates have changed, current auxiliary ventilation practice has not. UK mining law requires that the fresh air must be delivered to within 5m of the face. This has lead to the wide spread use of overlap auxiliary systems, since a pure forcing system set at this distance would lead to excessive airborne dust. UK mining law does not at present consider on-board mounted exhaust scrubber fans to constitute an effective overlap fan within mechanised drivages. In an attempt to determine whether working conditions could be safely and economically improved within mechanised drivages, a series of preliminary full scale gallery trials were con- ducted. A summary of the principal findings of these trials are presented together with an outline of a series of representative CFD simulations, scale model experiments.

RADON EXPOSURE AND CARCINOGENIC CELL TRANSFORMATION The highest radiation burden to miners is due to inhalation of radon and its short-lived decay products. The quantification of the risk associated with this radiation burden is complicated by modeldependent lung dosimetry, insufficient accuracy of past human exposure data as well as lacking knowledge about potential synergism of various carcinogens. Nevertheless, it is evident from epidemiological studies of miners that inhalation of elevated levels of radon daughters is correlated with increased lung cancer incidence (UNSCEAR, 1977). The situation is further complicated by the lack of reliable data on the biological variability of the latency period for the development of lung tumor under varying exposure conditions. At present information on variation with age is scarce, however, it is indicated that the excess lung cancer rate for workers exposed to high radon levels is considerably higher, if exposure occurs at ages over 40 years as compared to under 30 years of age (Sevc, Kunz, Placek, 1976). Furthermore, latency period is shorter by 6 - 7 years for smokers exposed to elevated radon levels than for non-smokers (Fry, 1976). Analysis of US- and CSR-uranium miner data revealed that the mean latency period is in the order of about 15 years (Jacobi, 1973). These uncertainties, together with medical diagnostic shortcomings, lead to the dissatisfying situation that at present the detection of radon induced injury of mining personal is primarily the assessment of the endpoint, i.e. radiation induced cancerous transformation of lung cells with typically less than 10% chance for recovery. Therefore it would be advantageous to develop practically applicable diagnostic aids to indicate already early precancerogenic changes of cell characteristics. This would permit the identification of specific population groups at increased risk for the development of lung cancer, thereby increasing the chances of more successful medical treatment. Despite continuous improvements in the reliability of test methods for the diagnosis of cancer cells there is still need for techniques, which enable the detection of transformed cells before the onset of invasion of the host organism. It is generally recognized that the transformation of a cell into a malignant state leads to a change of the cell surface, indicating a correlation between membrane-specific immunological properties and loss of growth control. Surface alterations on cells appear to be responsible in part for the malignant state and are not simply secondary effects of the transformation (Schnebli and Burger, 1973). Furthermore, membranes of cancer cells differ significantly from those of normal cells, particularly, in permeability properties (Rastogi, 1976). In dying cells, proteins, glycoproteins, peptides, aminoacids and their breakdown products are released, which block the permeation of the membrane itself. A mammalian cell can be considered as a 3-phase system (interior, boundary, environment) with the membrane forming a heterogeneous barrier between two subsystems. Under normal circumstances a difference of chemical potential is maintained on both sides of the membrane, causing an ion gradient across and fixed surface charges on the membrane. This results in a membrane resting potential (MRP) between cytoplasm and the bulk medium. It has been shown that MRP is a highly sensitive indicator for cellular reactions due to physical, chemical and biological agents, particularly whenever phenomena of transport and ion gradients as well as permeability are involved (Redmann, 1980). The primary interaction of the agent "ionizing radiation" with any form of living matter occurs at the cellular level. The component with the highest hit probability is the cell membrane. In the study presented MRP-changes of human cells were investigated with simultaneous measurements during irradiation and post-irradiation intervals up to six days. Furthermore, the suitability of MRP-measurements of human cells was tested as an indicator for early changes of cellular properties prior to the histological confirmation of carcinogenic transformation. EXPERIMENTAL METHODS Lung cells The biological specimen used were cultured human lung cells and human lung biopsy samples. Monolayers of lung fibroblasts (W138) were grown in petridishes using conventional culture techniques. In addition, transformed lung cells (W138SV13, subline 2RA) were used applying similar culture methods. All petridishes were incubated at 37°C and only cells in logarithmic growth phase were used. Freshly excised lung biopsy samples were obtained from randomly selected male and female patients (20 cases), where suspected or unclear malignancies were indicated by clinical or X-ray observations. At the time of sampling 80 % of the patients were or had been smokers in the past. The samples were taken by means of a stiff bronchoscope introduced into the trachea under local anasthesia with 1 % Novesinsolution (preparation with Atropin and Pantopen). This permitted the observation of both main bronchi down to the segmental bronchials. From each patient two tissue samples were excised from the mucusepithelial layer under visual control with fiber optics and transferred immediately into 1 % NaClsolution. This paper discusses the effect of grinding media composition, mineral type and slurry environment on the wear rate of various grinding media (balls). Sufficient wear data have been obtained and correlated with the modes of wear determined from examination of the ball surfaces using scanning electron microscopy. Five modes of wear have been identified to be operative under certain slurry conditions for the various ball compositions studied.

Roof falls continue to affect productivity and safety in U.S. coal mines in spite of significant increases in support utilization in recent decades. To minimize roof stability problems while controlling support effectiveness, the U.S. Bureau of Mines is conducting research on support and ground monitoring techniques. Practical implementation of this research is presented in this paper. Instruments to monitor rock mass deformation, support loads, and microseismic emissions have traditionally been used to assess roof stability. Controlled-source seismic surveys are being used as well. In this paper, measurement techniques are reviewed, and the effectiveness of deformation measurements is demonstrated. This is achieved by an analysis of deformation history from four case studies in room-and-pillar retreat mines. In spite of differences in geologic, geometric, and support conditions in these mines, roof behavior is shown to have been similar prior to failure. The rate of roof movement is suggested as a reliable indicator of roof stability.

This chrysotile asbestos orebody is located near the northern tip of the Province of Quebec, Canada. It is some 1818 km (1130 mi) north of Montreal; 480 km (300 mi) north of the tree line and is situated within the zone of continuous permafrost. The open pit ore zone is approximately 0.4 km (1/4 mi) in length some 61 m (200 ft) in width and plunges at 25-30 below surface to a vertical depth of at least 610 m (2000 ft). The orebody was originally evaluated by programs of surface mapping, diamond drilling and bulk sampling. The fibre is semi-crude, possesses excellent strength, and good fibre length distribution.

Significant resources grading less than about 1 % nickel occur in magmatic sulfide deposits of two types. In the Mt. Keith type, extensive zones of disseminated nickel sulfides occur in the central portions of certain synvolcanic dunite-peridotite sills of komatiitic affinity in Archean greens tone terranes. In the Duluth type, disseminated copper-nickel sulfides occur near the basal margins of intrusions of flood basaltic affinity associated with intracontinental rifting. In both types, the parent magmas became saturated with sulfide following the onset of fractional crystallization and the separation of the immiscible sulfide melt was accompanied by the precipitation of a relatively large proportion of silicates. The abundant silicate crystals impeded the coalescense and accumulation of the sulfide droplets with the resulting formation of large but low grade deposits.

"The 13.2 m external diameter double deck Istanbul Strait Road Tube Crossing is one of the most challenging underwater tunnel projects in the world. Subjected to 11 bars of hydrostatic pressure, variable geology, and being in a very active seismic area, the execution of the project required innovative solutions, sophisticated construction techniques, and prudent risk management approach. The 5 km tunnel consists of 3.4 km TBM bored tunnel, 1 km twin NATM tunnels, and cut and cover sections. The project is being delivered in a Build-Operate-Transfer (BOT) contract in a public-private partnership. The technical challenges, coupled with financial and commercial risks required the implementation of sophisticated risk management tactics including the provision of Independent Design Verification. Presently, the project is in its advanced stages of construction with a recent successful TBM breakthrough on August 22nd 2015. The paper presents the technical challenges of the project from the design, construction, and risk management aspects and provides the status of the construction. PROJECT BACKGROUND The $1.245 billion Istanbul Strait Road Tunnel Crossing project, dubbed the Eurasia Tunnel, is one of several major infrastructure projects being implemented in the Republic of Turkey in a public-private partnership approach. The project provides a direct and easy connection between the Anatolian (Asian) side of Istanbul and the heart of its historical district on the European side across the Bosphorus Strait which connects the Black Sea with the Sea of Marmara. Upon its completion in 2017, the project will improve connections to a wide network of motorways on both sides, increase capacity across the Bosphorus by 100,000 vehicles a day, reduce congestion and save motorists an average of 45 minutes of commuting time in each direction, and bringing significant economic benefits to the city and the region; it will ease traffic across the strait, reduce congestion, decrease pollutants and emission while maintaining the historical silhouette of the city. Figure 1 provides a general view of the project location and alignment. The overall project consists of three parts totaling 14.6km. Parts 1 and 3 consist mainly of widening existing motorways, providing connections to existing roads, reconstructing local bridges and underpasses on the European and Anatolian sides respectively. Part 2 is the tunnel crossing across the Bosphorus; it is the most complex part of the project with the greatest challenges and risks. Part 2 is 5.4 km long consisting of 3.4 km of 13.2m external diameter TBM bored tunnel under the Bosphorus Strait, 1-km of twin NATM tunnels on the Asian side, cut and cover transition boxes in the Asian and the European sides and depressed approaches on both sides. In addition, this segment includes the toll plazas, ventilation buildings, and the tunnel control and maintenance facilities."

The El Soldado copper deposit occurs in volcanic rocks of alkaline affinity of Lower Cretaceous age. The orebodies are discordant and show strong structural and lithological control. The mineralizing event was accompanied by hydro- thermal alteration expressed as carbonatization, silicification, and chloritization. Individual orebodies contain bornite-chalcopyrite cores which are surrounded by haloes dominated by chalcopyrite and pyrite respectively. The sulfur isotope composition of copper sulfides strongly suggests the sulfur is of magmatic origin. Fluid inclusion studies show the mineralizing fluid to be a highly saline NaC1-CaC12, brine. No evidence of boiling was found. The deposit is most likely of epigenetic origin. Hydrothermal fluids were produced during crystallization of a sodium rich trachytic magma during the waning stages of an episode of alkaline magmatic activity. Similar copper deposits along the Chilean Coastal Range may also be associated with alkaline host rocks.

"The 34th International Conference on Ground Control in Mining (ICGCM) was held July 28–30 at the Lakeview Golf Resort and Spa in Morgantown, WV. Ground control experts have gathered at this location since 1981 to share ideas and successes for improving designs and technologies to enhance the stability of surface and underground mining operations. Ground control is important to all mining operations but is particularly crucial to underground mining to ensure miner safety and operational viability.The year’s event had 240 registered attendees with 20 pecent of that attendance being from the mining industry. A remarkable number of industry representatives attended given the challenges currently faced by the mining industry. Water and wind erosion of toxic zinc and lead smelter waste is one of the most urgent environmental problems to be solved in the Silesia region of Poland. Over 87 x 106 Mg of various mining wastes were disposed of in uncontrolled piles leading to soil, water, and air pollution in highly populated areas. Welz and Doerschel process Pb/Zn smelter wastes were stabilized in the summer of 1994 by application of heavy loads of CaCO3 (30 Mg/ha), CaO (1.5 -15 Mg/ha), and municipal biosolids (150 -300 Mg/ha), followed by seeding with a mixture of acid-and salt-tolerant grass species selected in a pot experiment. Vegetation was successfully established on 85% of the Welz material demonstration plot area (0.5 ha), even though it was initially high in water-soluble Zn, Pb, and Cd ranging from 0.4 to 1311,0.1 to 5.8, and 0.05 to 55 mg/kg, respectively. Standing biomass averaged 3.3 Mg/ha on the stabilized Welz waste zone by the end of the third growing season (1997). The revegetation of much of the Doerschel material area failed initially because of extremely high salinity (16 dS m-1), high content of water soluble metals (Cd in particular), and heavy compaction. The area was capped (15 cm) with waste lime and retreated with bio-solids (300 Mg/ha) in 1995, and standing biomass averaged 2.9 Mg/ha in the fall of 1997. The observed plant response to bio-solids and lime indicates this approach to be an environmentally beneficial technology as compared to the traditional methods utilizing topsoil covers.

In the Fort Union formation of western North Dakota, eastern Montana and northeastern Wyoming there are immense tonnages of lignite and subbituminous coal that have not yet been evaluated in terms of present economic conditions. Continued expansion of United States energy requirements has focused ever increasing attention on this tremendous resource, particularly as efficiency in mining and transporting of coal, as well as in electrical energy generation and transmission have improved and as hydrogenation and gasification of coal approach economic feasibility. This "total energy" concept for coal includes all of the energy uses that coal offers and has resulted in mergers of oil and coal companies and acquisition of coal re- serves by oil companies, as well as by coal companies and others. There is no doubt that these coals are entering an exciting new era of exploration and development that will result in greatly increased production. As a matter of fact, increased consumption for energy generation is well under way and recognition of the economic feasibility of high-Btu pipeline gas and synthetic petroleum products from coal is imminent. As coal is gradually displaced in steam electric generation by the more exotic fuels and processes, it will be increasingly used as raw material for the synthetic petro-chemical industry and the organic chemical industry.
