Rare earth elements and critical minerals have recently become of great economic interest because of their necessity for many new technologies and recent geopolitical unrest affecting the supply and import of resources. The San Juan and Raton basins in northern New Mexico are two structural coal basins that contain elevated concentrations of rare earth elements and critical minerals. These two New Mexican coal basins will be assessed geochemically and petrographically to identify vectors of the rare earth element and critical mineral enrichment. Coalbeds, coal seams, overlying, and underlying rock units will be sampled and characterized to determine any economic viability. Historic data will be compiled into a new and comprehensive coal geochemical database, which will grow with new analyses, and serve as the dataset for this project; this coal resource database will be made available to the public.

Wakrah and Wukair Drainage Tunnel, WWDT is 13 km long with a 4.5 m ID sewer water tunnel about 50 to 60 m below ground surface. Integral to the project are several adits with provisions for future connections as well as four work shafts, four intermediate access shafts, ancillary hydraulic structures, and an Odor Control Facility. The shaft depths range from 50 to 60 m. The project is constructed in aggressive ground with aggressive ground water. The construction activities require years of pumping and disposal of the ground water during tunneling operations as well as construction of permanent structures in shafts. Grouting of the corrosive rock mass in corrosive groundwater for the WWDT has been described in detail.

"Since 2008, the U.S. Mine Safety and Health Administration (MSHA) has required the installation of refuge alternatives (RAs) in underground coal mines (MSHA, 2008). MSHA requires that RAs provide an environment with breathable air for entrapped miners for a 96-hour period. Heat buildup inside an occupied RA is a serious concern. Without a means to dissipate the heat and humidity generated by the occupants and the carbon dioxide scrubbing system, the temperature and humidity inside RAs could lead to severe discomfort or heat stress depending on the mine ambient temperature before and during occupation of the RA. In its 2006 report, the West Virginia Mine Safety Technology Task Force (2006) recommended an apparent temperature limit of 35 °C (95 °F) for RAs. In Title 30 Code of Federal Regulations Part 7.504, or 30 CFR 7.504, MSHA specifies a maximum apparent temperature of 35 °C (95 °F) inside an occupied RA (MSHA, 2016). The apparent temperature is calculated using both air temperature and relative humidity (Steadman, 1979).Calculations can be used to deter-mine if the air within an occupied RA will reach the apparent temperature limit. In these calculations, the mine temperature could be assumed to re-main constant. With this assumption, the effects of the mine strata thermal mass and thermal conductivity on the heat buildup in an RA are ignored. Re-search conducted by the U.S. National Institute for Occupational Safety and Health (NIOSH) shows that the mine air and strata temperatures surrounding an RA increase when subjected to the heat of an occupied RA (Yantek, 2014). Thus, calculations performed with the assumption that the mine temperature is constant would underpredict the resulting dry-bulb temperature and apparent temperature for a given RA occupancy. The mine air temperature has been used as the basis for RA temperature calculations. However, there has been no research to confirm that the mine air temperature is the appropriate basis."

Mining of the Schefferville iron deposits began in 1954 on completion of the 574 km railway linking the mines and the St-Lawrence river port of Sept-Iles. Apart from crushing, no treatment of these ores was required before smelting. In the late 1950's, testwork began at Schefferville to develop a process for upgrading the extensive lower grade deposits containing 5l% iron with 15% silica (natural analysis). Engineering for 6.1 million tons per year Beneficiation Plant using cationic silica flotation and the A-C Grate kiln began in 1970 and the first pellets were produced in mid 1973. Production requirements and operating difficulties have restricted capacity to approximately 85% of design but ongoing improvements are being made continuously to attain design capacity.

"Duluth & Iron Range Railroad. The Duluth & Iron Range Railroad was built from Two Harbors to the Vermilion range at Tower, a distance of 67.6 miles, in 1884, and extended to Ely, twenty-one miles east of Tower, in 1888. It was built into Duluth in 1886, and branches were extended from its main line to the Mesabi mines in 1892 and 1893. The original grades on this road are very steep, going north, and in the thirteen miles from Two Harbors to Highland there is a rise of 1,150 feet. A new line between these points has been built with an increase of three miles in distance and with maximum grades of 1 per cent. Duluth, Missabe & Northern Railway. The Duluth, Mis¬sabe & Northern Railway was constructed from Stony Brook to Mountain Iron, a distance of 48.62 miles, in 1892. The Biwabik branch from Iron Junction to Biwabik, a distance of 15.54 miles, was constructed in 1892. The Superior branch from Wolf to Hibbing, a distance of 16.06 miles, was co11structed in 1893. The Alborn branch from Coleraine Junction to Coleraine, a distance of 53 miles, was constructed in 1906. The total main line mileage is 242 miles, of which 82 miles from Duluth to Hibbing is double tracked"

The characterization of rare-earth resources in 3D is now possible using high-resolution X-ray microtomography (HRXMT) to describe ore texture and mineral phase composition. In addition, detailed texture analysis, including grain exposure and mineral association, can be described. Preliminary examination of a sample of Mountain Pass ore is reported to describe the spatial distribution of the mineral phases (calcite, barite and bastnaesite), particularly the grain size distribution of bastnaesite. The examination includes analysis of selected particle size classes to determine the appropriate size for liberation of the rare-earth mineral bastnaesite. Good liberation is expected to be achieved if the material is ground to a top size of -150 µm.

The stable domestic supply of gallium, indium, and germanium has been identified as a critical need for the USA. Electric arc furnace dusts processed to recover zinc produce a process residue that could be a potential source of these critical materials. An industrial zinc leach residue was characterized to determine the predominant mineral phases and leached with common mineral acids. Atmospheric agitated leaching using sulfuric acid and hydrochloric acid were examined to determine the extractions of gallium, indium, and germanium as a function of concentration, temperature, and time. Extractions of gallium were found to be similar to iron in all experiments. The maximum percentage of Ga, Ge, and In leached into solution were 82%, ~100%, and 89%, respectively.

Results from the first part of a two-part investigation of the stability of highwalls in open-pit coal mines in the Paleocene Fort Union Formation of the western Powder River Basin of Wyoming and Montana indicate that these highwalls are subject to time-dependent deformation. Field investigations and laboratory physical properties tests of coal and overburden rocks suggest that several factors influence highwall stability. Some of these factors are rebound of overconsolidated rocks, desiccation, water, orientation and spacing of fractures, and strength and deformation properties. Factors of safety for a typical highwall in the study area (calculated by the finite element method) may be less than 1.0 when open fractures are present and the highwall has degraded. Although it is concluded that most open-pit highwalls in the Fort Union Formation within the study area have adequate short-term stability, these highwalls do deteriorate and become progressively less stable. Because of this, postmining failures are common and stability conditions could become critical if mining were delayed and then resumed after a period of several months. The second part of the investigation will utilize field measurements of rock-mass properties and instrumentation of actively mined highwalls to obtain data for comparison with the results of the initial investigation. Because the height of highwalls will increase as the more shallow coal is exhausted, these data will also be used to predict the behavior of slopes higher than those presently found in the western Powder River Basin.

This paper covers the construction and operation of the Grate-Kiln system at the Humboldt Mine. The mine concentrator and pellet plant are located approximately 14 miles West of Ishpeming, Michigan, on the Marquette iron Range. Production of pellets began in mid-July, 1960.

In this paper, a number of novel hypotheses that provide a fresh perspective on the characterization of strata movements associated with longwall mining are developed by analyzing subsidence measurements with an influence- function-based computer program. With this influence-function technique, easily obtained surface displacements can be used to determine some of the complicated, expensive, and difficult to measure movements of the immediate roof strata in a longwall panel. The primary hypothesis developed by this analysis proposes the existence of an area of partial roof caving near the edge of a panel called the "edge effect." A second hypothesis, interrelated with the first, promotes the importance of the effect of gate-entry closure on the observed strata movements. Both the primary edge effect hypothesis and the secondary hypothesis concerning gate-entry closure are justified and quantified in an extensive analysis of surface subsidence that uses supporting information from related theories, design criteria and insitu measurements. Next, the edge effect and the gate closure hypotheses are extended further and used to provide an explanation of the complex subsidence interaction of adjacent longwall panels in what is termed a "redisturbed" effect. Finally, in the conclusions of this paper, the importance of accurately understanding these longwall strata movements for proper subsidence prediction or gate design is stressed.

The Kings Mountain area of North Carolina is the lithium pegmatite center of the U.S., if not of the whole world. We have two spodumene and by-product mineral producing companies, Lithium Corp. of America, and Foote Mineral Company. We also have Kings Mountain Mica and Kings Mountain Silica Companies producing mica. feldspar, quartz and clay from weathered pegmatites in that area. Figure 1 gives the location of the spodumene pegmatite area in North Carolina. The two spodumene producers mine typical pegmatite ore in open pits after removing amphibolite or mica schist overburden which is sold to aggregate producers. The ore reserves are discussed elsewhere in this session. They are in the order of plus 50 million tons but not unlimited. 1.2 The major minerals found and concentrated from the North Carolina spodumene pegmatite ores are tabulated on Table 1.

Investigations have been conducted at Chino Mines Company into the effect that SAG mill recycle material (critical size) exerts on SAG mill throughput and specific energy requirements. Tests were conducted on the laboratory, pilot, and plant scales, to evaluate the merits of alternative treatment options. Removing critical size material from the SAG mill circuit has been shown to improve new feed rates by 34% with a reduction in specific energy (kWh/ton) of 33%. Test results obtained to date are presented.

Mineral process wastes, such as metallurgical slags nowadays, are of significant metals and materials resources in the circular economy. The usability of iron-making slag is well established; however, steel slag still needs to be utilized due to various physicochemical constraints. In this context, we have reviewed the global steel slag generation, processing, characteristics, and potential application with suggestions for futuristic possibilities to address the technical, economic, and environmental aspects of steel slag recycling. The steel slags inherit characteristics from ore chemistry and their processing routes, which may be Blast Furnace-Basic Oxygen Furnace (BF-BOF) or Direct Reduced Iron-Electric Arc Furnace (DRI-EAF) steel-making routes with/without treatment in a Ladle Furnace (LF). The average generation of slags in BOF, EAF, and LF processes accounts for 110 kg, 70 kg, and 40 kg per tonne of steel, respectively. Considering global steel production of 1878 million tonnes in 2020, the associated slag by-products possess a significant resource of major components like FeO, CaO, SiO2, Al2O3, etc. Selecting a recycling technique depends on the slag's end use, logistics, and physicochemical characteristics. BOF and EAF slag are used ~ 48% in road construction applications and ~ 10% for industrial specific metallurgical use. EAF slag is preferred as cementitious material as compared to BOF. Hot-stage modification of BOF slag has emerged as a preferred method to achieve desired chemical and subsequent mechanical properties for end use. BOF slag has high carbon dioxide sequestration potential for in-plant remediation among steel slags.

Adaptive management can be described as a structured, iterative process of robust decision making in the face of uncertainty, with a goal of reducing uncertainty over time through system monitoring. Adaptive management is a tool which can be applied to not only change a system, but learn about the system (Holling, 1978). Adaptive management has been used in ecosystem management for years and guidance is provided in a variety of handbooks and publications. Adaptive management can be applied to industrial facilities and mines through the use of an adaptive environmental management plan (AEMP) and associated practices. The goal of this paper is to provide an explanation of how the plans and practices support regulatory agency approvals and permitting, span the life-cycle of mines, manage uncertainty, and assist in addressing mining impact and legacy issues. AEMPs and associated practices are useful tools to address the uncertainties in identifying, evaluating, and managing impacts of proposed new and modified mining facilities undergoing environmental review. Once a proposed project is approved, the AEMP continues as a living document, being informed, revised, and adapted by the operations. The AEMP can serve as an ongoing management tool for describing and evaluating environmental impacts, continuing in operations into post reclamation. If initiated during planning and environmental review of a project (and in some locations such as the United States [U.S.], the preparation of an Environmental Impact Statement (EIS)), the AEMP becomes a basis to identify, monitor, and manage potential project environmental impacts. Development of an AEMP for an operating mine is also beneficial since there are generally developing and ongoing environmental issues at those facilities as well. Over time, the AEMP is adapted to changing requirements and conditions including those anticipated and unanticipated. Ever increasing scrutiny of mining projects and the complexities of the EIS process highlight the uncertainties inherent in impact predictions. In making the momentous decision of initial project approval, these uncertainties can discourage the regulatory agencies? actions and create stakeholder anxiety and controversy about a project. A well-designed AEMP can support the decision to approve an EIS and enable a project to move forward. Additionally, an AEMP can inform financial assurance estimates and revisions over the life of a mine providing all parties including the citizens of the surrounding communities with greater confidence that potential environmental impacts and risks will be well managed.

In early 1970, General Mills Chemicals, Inc. announced the availability of en improved liquid ion exchange reagent, LIX® 64N, for the recovery of copper from various solutions, such as dump leach liquors. LIX 64N has been shown to be a considerable advance over LIX 64, and is presently in use in three commercial plants. Results have been very gratifying. For example, one of the plants was designed for operational production of 40,000 pounds copper per day, and in fact reached this output within the third week following startup of the plant. In addition to the operating plants, another is scheduled to come on stream this month with L D( 64N being used to extract and recover both copper and nickel. The chemical properties and operating characteristics of this reagent have been fully described in a previous paper. 1 LIX 64N is quite an effective and selective extractint for copper, even with copper contents as high as 15 g/l, but the reagent is somewhat limited in pH range, and loses some of its extraction efficiency as the pH drops below 0.8. Liquors derived from vat leaching, electrolytic tankhouae bleed streams, or some of the new leach schemes derived to solubilize copper from sulfide concentrates are examples of the liquors that present major problems when treated via liquid ion exchange. LIX 64N could extract some of the copper from such streams, but recovery was limited to about 75 percent. Also, in some parts of the world there are streams which are relatively low in copper (-5 g/l) but which are very high in acid (25-50 g/1 H2SO4). Again, LIX 64N can attain only about 75 percent recovery from such streams. The authors previously developed a methodology that combines injury and citation measures into an overall mine safety performance evaluation tool, called the safe performance index (SPI). It can be easily adopted by mine operators to monitor trends in their injury and citation experiences as a risk assessment method. In this paper, six normalized safety measures and the SPI are used to evaluate the health and safety risk that existed at mines in the two years preceding the occurrence of a fatality. The percentage of mines is given for which the risk was high or where trends of some of the safety measures indicated moderate risk. In 50% of the mines, this mine safety performance tracking method could have been helpful to the companies, state agency or the U.S. Mine Safety and Health Administration (MSHA) in recognizing and addressing emerging problems with actions that may have been able to predict high-risk conditions, the fatality and/or other serious injuries. The approach would have given extra scrutiny to the risk for mines that encompassed 74% of the fatalities during 2007-2010.

The three-dimensional (3D) fractal dimension is an important parameter to analyze the 3D structure and flocculation effect of the hematite flocs. In this work, the 3D fractal dimension of hematite flocs was predicted by establishing the particle swarm optimization (PSO) algorithm optimized with the back propagation (BP) neural network (PSO-BP). The proposed model considers four factors, namely, the flocculant quantity, flocculation time, stirring speed, and temperature, as the input parameters. We normalize the input data during the preprocessing stage. The BP neural network was optimized by using the PSO algorithm for realizing the 3D fractal dimension. The prediction accuracy and effectiveness of the model were evaluated. The experimental results showed that the predictions performed by the proposed PSO-BP neural network were better than that of BP neural network. In addition, the root mean square error (RMSE), mean squared relative error (MSRE), mean absolute error (MAE), and mean absolute relative error (MARE) of the proposed model are lower, compared with the errors of the BP network. Similarly, the measurement coefficient R2 of the proposed model is higher, compared with the BP network. The maximum absolute error of the model is 0.0772, the maximum relative error is 0.02405, and the regression coefficient r is 0.98592. These results showed that the proposed model has a good performance and high prediction accuracy. When verifying the practicability and the effectiveness of the proposed PSO-BP model, the prediction results of 10 groups of hematite flocculation experimental data under different conditions showed that the prediction value of the proposed PSO-BP model was closer to the ground truth as compared to the BP model. Therefore, the proposed model is suitable for predicting the 3D fractal dimension of hematite flocculation.

The velocity of detonation (VOD) is a significant property considered when rating an explosive. It may be quantified as a confined or unconfined velocity. The confined velocity is the rate at which the detonation wave propagates through an explosive within a blast hole or any restrained space. The unconfined velocity emanates when an explosive is detonated in the open. However, the confined velocity is more significant as explosives are usually employed under a definite degree of confinement. This paper evaluates the increment of air deck volume and its effect on the VOD. The air gap (air deck) volume is increased stepwise from 10 to 30% of the total blast hole volume by reducing the stemming height in the collar zone. Thereafter, the VOD estimation in the 172-mm-diameter explosive column is conducted using the Dáutriche technique. It is observed that the VOD reduced with the increasing air deck volume and detonation failure is high when 30% of the blast hole volume is replaced with air deck. It is deduced that the increment of the air deck volume has an effect on the attenuation of the steady-state VOD.

In many papers concerned with fundamentals of the froth flotation process, authors have considered the contents of a flotation cell to be comprised of two immiscible phases, the froth and the pulp. I (Of course, each of these phases is in turn made up of several solid phases plus air and water.) This generalized concept of the flotation system can be extended by considering the cell contents to include two phases: an extracting phase, the air bubbles plus the collector, which removes a selected mineral component from the second phase, the ore pulp. Thus, there is an analogy between a flotation system on the one hand, and chemical extracting systems, such a solvent extraction system or a leaching system, on the other hand. Such extracting systems may be operated in cocurrent or countercurrent fashion. This paper includes first a brief discussion on the general nature of cocurrent and countercurrent operation as applied to froth flotation, and then presents the experimental results of flotation of a specular hematite ore by each method, using a tall oil fatty acid as collector. Cocurrent Flotation A conventional flotation circuit involving roughing, scavenging, and cleaning flotation is illustrated schematically in Figure 1. In such a circuit the col¬lector, or extractant, and new feed ore enter together at the head of the rougher circuit, and flow cocurrently to the scavenger circuit where more collector is added. According to this practice, sufficient collector is added to the head of the rougher (and scavenger) so that the final tailings are of low enough grade to be discarded. Since the flow of collector and ore is cocurrent, the process consists of single stage contact between the extracting phase and the ore pulp. If the scavenger concentrate is recycled to the head of rougher, the overall circuit has some of the characteristics of countercurrent flow. Introduction On the banks of the Columbia River, about halfway between Seattle and Spokane, sits Wenatchee, WA. It calls itself "the apple capital of the world." And it has a gold mining history that dates back to the 1880s. It was just outside Wenatchee - three blocks outside, to be exact-that Asamera recently dedicated its $60 million Cannon underground gold mine. At full production, it is estimated the Cannon mine will yield between 5 and 5.6 t/a (160,000 and 180,000 oz per year) of gold. That would make Cannon the largest North American underground gold mine to be brought into production this year. Cannon should also be among the top 10 of all North American gold producers. Asamera officials project Cannon's operating costs at about $4.8019 ($150 per oz). At that rate, the mine should also be one of the lower cost and most profitable gold mining operations in North America. One reason for low operating costs is low electric power costs. The Cannon operation will be paying about 2.5 cents per kWh for hydroelectric power supplied by the Bonneville Power Authority. Proven and probable ore reserves at Cannon are in excess of 4.7 Mt (5.2 million st). Reserve grades average 7.29 g/t (0.21 oz per st) of gold in three ore zones, in order of discovery - B, B West, and B North. The ore bodies could have been mined by open-pit methods. But underground mining was chosen for environmental reasons. In addition, the rich B North ore body extends beneath a nearby horse stable and arena. The Cannon mine area comprises some 20 km2 (5000 acres) in Chelan County. The mine site is located at the 305 m (1000 ft) elevation in Dry Gulch at the base of the Cascade Mountains. The initial estimate of mine life for the Cannon operation is eight years, depending on gold prices. But Asamera officials believe the Wenatchee area has excellent potential for future gold discoveries. Asamera, Inc. of Calgary, Alberta, owns 51% of the Cannon property, through its wholly-owned Asamera Minerals (US). Breakwater Resources Ltd. of Vancouver, British Columbia owns 49% of the operation. The Cannon mine is named in honor of longtime Asamera, Inc. executive and current company director, geologist Donald G. Can¬non. It was he who first brought the Wenatchee property to Asamera's attention and urged the company to pursue it. Asamera is a major explorer and producer of oil and gas. Its Cannon operation is the largest and most significant to date in its mining division, according to Rob¬ert G. Welty. He is Asamera's chairman and chief executive officer. It should be noted there was an element of serendipity involved in Cannon's development. The development program be¬gan when geologist Cannon visited the Wenatchee area. He was visit¬ing old mining districts. He liked what he saw. The Cannon property was eventually optioned for ex¬ploration, including a modest drilling program.
