This paper initially was to be on the design, construction and operation of the Lucky Friday mill. However, this subject has been pretty well covered in some of the mining publications in the past few years - specifically Mining Congress Journal for April, 1961 and Mining World for March, 1962- : In order to avoid too much repetition, we decided to present in this paper a comparison of the Lucky Friday mill constructed in 1959, and the Mayflower mill built by us in 1962. During the past three years Hecla Mining Company has constructed two relatively small mills: The Lucky Friday mill at Mullan, Idaho 750 T/day; and the Mayflower mill at Heber, Utah - 450 T/day. These mills were engineered, designed and constructed by Hecla, using principally our own personnel, with very little outside (contractor) labor employed. This paper presents a comparison of some of the interesting features of these mills, and where differences occur, it discusses the reasons for the various differences. It compares such points as the testing program, physical layout of the plant, construction costs, the grinding section, the flotation section, tailings disposal, metallurgy, recovery, grades, operating costs, etc. To help illustrate, and to compare these features, we will project pairs of slides showing each of the two mills. The National Coal Resource Assessment – 2000 project was a multi-year effort by the U.S. Geological Survey to identify, characterize, and assess the coal resources that will supply a major part of the Nation’s energy needs during the 21st century. The purpose of the USGS National Coal Resource Assessment (NCRA) was to (1) digitally assess selected coal beds and zones that will be the most important in the next few decades, (2) create publically available stratigraphic, geochemical, and geographic information system (GIS) databases to answer a variety of questions of importance to government, industry and public decision makers, and (3) provide interpretive geologic and geochemical information for the primary coal resources of the Nation. Five priority regions were assessed: the Appalachian Basin, Illinois Basin, Gulf Coast, Illinois Basin, and Northern Rocky Mountains and Great Plains. The NCRA was a cooperative effort between the USGS and a number of State geological surveys in these coal-bearing regions. A study of coal resources on Federal lands was also conducted. Adequate energy supplies and the efficient use of those supplies are critical to the economic well being of a country. Affordable and reliable coal supplies are essential to the interests of our national and local policymakers. Policy makers require a range of information on the energy supply, as well as the economic and environmental issues associated with that energy source and its use. Formulation of an effective national energy policy and development of energy resources requires that we understand the geology, distribution, quality, and size of the national energy endowment.

Powered haulage continues to be a large safety concern for the mining industry, accounting for approximately 50%of the mining fatal accidents every year. Among these fatal accidents, haul-truck-related accidents are the most common, with 6 of 28 and 6 of 27 fatal accidents occurring in 2017 and 2018, respectively. To better understand why these accidents continue to occur and what can be done to prevent them, researchers reviewed the 91 haul-truck-related fatal accidents that occurred in the USA from 2005 to 2018 and performed bow-tie analyses using the final reports published by the Mine Safety and Health Administration. The analyses explore the context of the accidents with a focus on the initiating event, event outcome, hazards present, and possible preventative and mitigative controls. Overall, the vast majority of the accidents resulted in a haul truck colliding with the environment, and the majority of these events were initiated by loss of situational awareness or loss of control. The majority of the hazards were related to design and organizational controls. The results of this study suggest a need to investigate operator decision-making and organizational controls and to focus on improving design and operation controls such as mine design and operational procedures.

Groundwater control is generally an important consideration and significant source of risk during most tunneling projects. Proper baselining of groundwater conditions requires: 1) a thorough understanding of the geological environment; 2) a focused site investigation; 3) identification of construction and adjacent property damage risks associated with inflows and short and long term piezometric level changes; and 4) consideration of contractual issues including restrictions on means and methods and pay items for associated work. This paper provides an overview of groundwater baselining issues and risks based on selected design studies and construction case histories.

INTRODUCTION In June of 2004, at the North American Tunneling Conference in Atlanta, an all-day workshop was conducted to review the application of Geotechnical Baseline Reports (GBRs) for underground construction. The moderator for the program was Bart Bartholomew, former President of Fruin Colnon Construction Company. The program involved commentary by a panel of engineers, owners, contractors, and legal representatives within the North American tunneling industry, as well as an extended audience discussion. The panelists were: Peter Douglass, President, Peter Douglass, Inc. Randall Essex, Executive Vice President, Hatch Mott MacDonald Joseph Gildner, Deputy Director for Technical Services, Sound Transit Randall Hafer, Esq., Kilpatrick Stockton Robert Fitzgerald Esq., Watt, Tieder, Hoffer, & Fitzgerald Kirk Samuelson, Senior Vice President, Kiewit Construction Group DEVELOPMENT OF PROGRAM FORMAT The focus of the program was to assess the state of the practice in the preparation of GBRs, and to discuss improvements that could and should be made with regard to their preparation, interpretation, and application. The approach used to achieve this focus in the broadest possible way was unique, in that it involved the panelists’ preparation of the workshop format and materials months before the presentation of the workshop. First, each of the six panelists was selected by the moderator based on their reputation and involvement in their respective fields of expertise, taking care to maintain balance and contrast within the collective pool of talent assembled. Following selection and agreement to serve on the panel, each panelist was asked to independently submit to the moderator a list of the six most pressing issues involving GBRs that they each frequently encountered in their individual professional experience. Each was asked to rank their issues in descending order of perceived importance. This process resulting in a pool of thirty-six potential or “candidate” issues for use in the workshop program. Contrary to the moderator’s expectations, there was surprisingly little duplication among the thirty-six issues submitted.

Suggestions have been made that the appraisal of mining assets using discounted cash flow techniques should be based solely on proven and probable reserves in reliance upon the widespread international recognition of uniform resource definitions. Following a review of general accepted valuation principles, a survey of the literature and, most importantly, a review of real transactions in the open market, it is clear that valuators should not be constrained by the growing acceptance of modern mineral resource codes. On the contrary, valuation practitioners should be encouraged to examine all classes of mineralization and, after making due allowance for risk, to utilize all mineral resources as a basis for determining fair market value.

Views about the proper aim of public policy are, of course, matters of perspective and debate. Regardless of perspective, one would assume some consensus around the view that public policy ought to encourage mine operators to seek independent and critical assessments of worker safety and health at their operations through voluntary auditing. However, a review of the law on this topic shows that there is little to no manifestation of such a policy. Indeed, the balance of this paper, with a couple of exceptions, is devoted to the existing legal pitfalls that should be considered before a safety and health audit is conducted at a mine. While attorneys, particularly litigators like the author, might tend to focus on the potential problems that could arise from any given situation, the fact that most of this paper is devoted to potential legal concerns associated with auditing is a realistic reflection of the current state of the law. Specifically, this paper addresses the interplay between voluntary safety and health audits conducted at mines regulated by the Mine Safety and Health Administration (MSHA), and the administrative and civil legal issues related to such audits. The paper first provides an explanation of how and by whom an audit is conducted. The paper also addresses whether voluntary safety and health audits may be considered privileged and kept confidential in administrative and civil proceedings. Finally, selected legal issues related to such audits that could arise in administrative and civil litigation are discussed.1

Through advanced technology and innovative thinking, the mining industry has become one of the world’s leading industries in environmental protection. But it only takes one Summitville, Omai or, most recently, the Aurul gold tailings retreatment operation in Romania to provide ammunition to the industry’s critics in their attempts to sway public opinion against mining. So for the mining industry to continue operating with the public’s support, it must continue to improve its tailings waste-disposal processes and the dams that hold this waste. In January, about 120 specialists in the mine waste management field gathered together to discuss the available technologies and materials for controlling mine waste and mill tailings disposal. “Tailings and Mine Waste’00” was held at Colorado State University in Fort Collins, CO. This meeting, begun in 1978, is a continuing symposium. It provides a forum for environmental professionals to discuss the state-of-the-art in mill tailings and mine-waste disposal methods.

Blast engineers have been taking advantage of image-based rock fragmentation analysis methods for the past three decades to estimate rock size distributions. These methods utilize a range of image segmentation techniques, from manual to fully-automated, to delineate the edges of rocks in images. Rock delineation results are then converted to physical rock sizes (and percentage passing curves) by scaling the image pixels to correspond to physical measurements. The size scaling process is critical for acquiring physical measurements, but specifc to the limitations of different applications. This article starts by presenting a shovel bucket-based fragmentation analysis system, where scaling is done using the known width of the shovel bucket within the image. It will then describe methods that use pictures captured by digital cameras with scaling reference objects in the view. Finally, the article presents a method that uses three-dimensional imaging to capture images without the need for scaling reference objects.

The abstract of the paper discusses the challenge of quantifying iron content in a coal deposit in Kazakhstan. The iron dataset is limited, coming from only three drill holes and some stope samples, while a large amount of geological information is available from legacy drill hole data. The paper proposes a workflow using multiple-point geostatistics to model geological domains and two-point geostatistics to model iron content within these domains. The results show that the direct sampling (DeeSse) algorithm effectively reproduces the complex seam layers, and sequential Gaussian simulation models the iron within each domain.

The current edition of The Australasian Joint Ore Reserves Committee (JORC) Code was published in 2012 and, after a transition period, the 2012 edition came into mandatory operation on Dec. 1, 2013. There is a significant change between JORC 2004 (Clause 44) and JORC 2012 (Clause 49) for the reporting of industrial mineral resources and reserves, which should be addressed by ASX-listed players in the industrial minerals space.

While most of these issues relate to the author’s specialty of mineral appraisal some are more general in nature and could be of interest to those who may be involved in current or future court testimony. Separation Technologies Inc.’s (STI) electrostatic separation technology is a dry, continuous process for the separation of discrete particles. This high-volume process does not require any additives nor is any additional waste produced. In December 1993, STI, in cooperation with New England Power(NEP), installed an 18-t/h (20-stph) prototype electrostatic separator at NEP’s Salem Harbor plant. The plan was to convert waste streams of type F fly ash into commercially valuable products. In July 1995, a second separator was installed at NEP’s Brayton Pointplant. Fly ash feed, ranging from 6% to 25% carbon (loss-of-ignition fly ash or LOI), is separated into <3% LOI “clean” ash and sold as a portland cement substitute in the New England concrete markets.

Surface subsidence is becoming an increasingly important factor in the economics of mining Louisiana salt domes due to, amongst others, excessive shaft deformations and land loss to encroaching sea water. The vast majority of subsidence studies have been undertaken on bedded, tabular deposits. It is important to understand the causes of subsidence due to mining domal salt and how it can be minimized. The paper will review the major differences between subsidence caused by domal and tabular evaporite mines, the problems encountered in predicting subsidence, the factors that influence subsidence and, finally, possible alternative mining methods.

South Bulga is a new longwall operation located in the Hunter Valley coal-mining region in Southeastern Australia. The mine’s objective is to achieve productivity levels significantly higher than the current industry average. From the day longwall production began, South Bulga’s output was below both budget and industry expectations, primarily because of the poor performance of the conveyor system. In the past, conveyor systems have been seen as an adjunct to the mine plan, not as an integral part. At past production levels, this approach may have been acceptable. In today’s mining operations, the conveyor system must be treated as integral and vital to the mining operation. The conveyor system is analogous to the vascular or circulatory system of the human body. Of itself, the system does not do anything, but if it is not functioning satisfactorily, the mine cannot operate.

By 1980, the U.S. mining community had reached a broad consensus regarding coal pillar design. The pillar load could be estimated from tributary area theory, and the pillar strength from empirical formulas and laboratory coal strength testing. Then the growth of longwall mining required new thinking. Recently, powerful design methods have emerged from analysis of large data bases of real-world pillar successes and failures. These include the Analysis of Retreat Mining Pillar Stability (ARMPS), the Analysis of Longwall Pillar Stability (ALPS), the Mark-Bieniawski rectangular pillar strength formula, and guidelines for preventing massive pillar collapses. Sophisticated numerical models have also helped transform the pillar design landscape. In the process, our understanding of pillar mechanics has been greatly enriched. The mining industry is constantly in a state of flux -boom or bust; mine openings and closings. Part of the reason is the nature of ore deposits -they are there or they are not. Once they are mined, they are reclaimed and the move is on to the next deposit. Risks are usually high, and payoffs can be great or not so great. Many factors go into making a property payoff, and mining companies are continually searching for ways to remain profitable as long as possible. Computers and the people who can make them work are one of the ways available to improve productivity and ensure this happens. Computers have been used in the mining industry for the last 30 years (and more in a few cases). During the past 10 years, the explosion of micro-computing has changed how many mining companies do their work.

Precast concrete segmental linings for tunnels have traditionally been designed with conventional steel bar reinforcement. In many cases, this has been satisfactory in service, but in others, major problems have occurred with the durability of the linings. Commonly this has resulted from corrosion of the reinforcement, mainly from chloridesin ground water, causing spalling of the concrete and leading to very expensive and disruptive repair programs. This paper discusses the relative merits of designing tunnel linings with steel fiber reinforcement to provide long-term durability, improved impact resistance and toughness for greater load capacity across joints, enhanced robustness during transportation and erection, plus improved fire resistance with the addition of polypropylene fibers. Guidance is also given in the selection of the correct fiber type, mix design and testing methods to establish the optimum dosage required and production techniques to ensure even distribution and compaction.

Roadheaders are commonly used in coal mines for roadway excavations. The prediction of roadheader performance is necessary for the planning of roadway projects and the estimation of costs. Recently, a new rock mass cuttability classification (RMCC) system has been introduced for roadheaders used in coal mines. In this study, the validity of the RMCC system was investigated for different types of roadheaders and different coal mines. Four different coal mines were visited, and the performance measurements of different axial and transverse roadheaders were carried out during the excavation of roadways. Uniaxial compressive strength, volumetric joint count, the strike and dip of joints, joint aperture, the Cerchar abrasivity index, and water ingress were determined in field and laboratory studies to calculate the RMCC index. The analysis of the data demonstrated that the correlation coefficients between the net cutting rates and the RMCC indices were higher than 0.94, suggesting that the RMCC system was valid. It was concluded that the RMCC system could be reliably used for the evaluation of roadheader performance in coal mines.
