The Multilateral Investment Guarantee Agency(MIGA) is part of the World Bank Group, and has as its mission the facilitation of foreign direct investment by providing political risk insurance (guarantees) to foreign investors and lenders. As a development institution, MIGA is required to ensure that the projects that it insures will bring development benefits to the host country. Demonstration of this includes review and analysis of the environmental and social soundness of a prospective investment. Environmental guidelines and policies developed by the World Bank Group are important components both in analyzing the environmental and social soundness of a prospective investment and in risk management. MIGA has recently formalized and adopted environmental assessment and disclosure policies. The approach taken by MIGA to environmental review of investments and implementation of these policies is described in this paper.

Tunnel boring machine (TBM) system utilization is a critical factor for predicting machine performance. The process of estimating machine performance, including rate of penetration (ROP) and machine utilization (U) must incorporate an understanding of site geology, TBM specifications and site management. The study herein presents a preliminary analysis of the different activity time and downtime components from hard rock TBMs at two project sites to evaluate their impact on machine utilization. A comparison of crew experience, first between shifts and then between projects is included to analyze its effect on utilization and downtime. This work presents the sensitivity of the utilization factor to selected activities in the projects and the impact of geology and site set-up/logistics on machine performance.

Over 800 mines have closed in Australia in the past 25 years. This paper summarizes the data obtained from those closures and includes all Australian States and Territories and all commodities, including metalliferous, coal and industrial minerals. Twenty five percent of the mines closed due to resource exhaustion or depletion; 24% due to high costs, price drops, or declining grades; 8% due to open pit resource depletion (but with underground reserves remaining) or underground reserves depleted (but plans to open cut remainder) and 7% due to receivership or voluntary administration. The environmental, social and economic impacts of these closures are also significant and include acid mine drainage and impact on mine employees. An understanding of the causes of premature mine closure will better equip mining companies and governments to better manage future mine closures, wherever in the world the mines are operating.

Despite a present, short-term economic recession, a remarkable enthusiasm exists in Hong Kong for building infrastructure including major tunnel projects. This paper provides details of current and recent bored tunnel works together with an insight into the impressive list of future underground projects planned by the MTRC,KCRC, Highways Department and Drainage Services Department for the next decade. Risks for each of these works including pipejacking, mixed face and rock tunnelling generally in Hong Kong are also identified. From this is evident that the scale and difficulty of such works continues to increase, requiring the use of more sophisticated methods of construction, the need for better methods of assessing and managing risks and for Government to utilize improved, more equitable Conditions of Contract for such major tunnelling projects.

Most mineral processes currently in use, such as flotation, spirals, gravity concentrators, etc., are only effective over a small range of sizes, hence the upstream need for technology to accurately classify fines by size. The Pansep’s design is revolutionary. Slurry is fed onto connected mesh sections that move without bending or vibration, in a circular motion. Both sides of the screen mesh are utilized, so Panseps are self-cleaning and has half the footprint of other mesh-type screens. Developed in South Africa in 1997, the Pansep has proved itself very effective as a wet fines screen to effectively classify fine mineral fractions from 50 to 2,000 micron (325 to 10 mesh).

This paper presents the results of a hypothetical case study that evaluates the potential transition of a large copper mining and extraction operation to 90% renewable energy. The case study considers three phases to accomplish such a transition; phase I considers installation of renewable power generation at the site to meet a portion of the current electric power needs, phase II considers conversion of diesel combustion mining equipment to electric equipment, and phase III considers implementation of renewable energy generation coupled with energy storage systems to provide approximately 90% of the total mine site energy requirements. The paper evaluates the results in the context of a range of purchased electric power unit costs ($0.065, $0.100, and $0.135/kWh) as well as various carbon tax scenarios ($0, $5.00, and $37.30/t CO2). While the case study is hypothetical and considers a range of assumptions, it clearly identifies a pathway to potentially economically viable transitions to a renewable energy platform for mining companies. This represents an approach that mining companies can use to help to meet emissions targets, as well as social responsibility and reporting requirements.

Barrick Gold’s Bullfrog underground mine, near Beatty, NV, was established as an after-thought to the main open pit. As open pit ore dwindles, the underground mining became increasingly more important as an ore source, and to the overall economics of the project. This situation is similar to many other mines. Today, there is a move towards underground mining in the United States. There are inherent problems in starting and operating underground mines in the shadow of any open-pit operation. Several attempts were made at the Bullfrog Mine for productive increases. Some were successful, while others were not.

Talk some about your background. Mining, particularly coal, runs in the family. I come from a mining family, one generation re-moved. Both of my grandfathers worked in the coal mines. My mother?s father had worked as a coal miner in the South Hills area of Pittsburgh after coming to America from Croatia. My father?s father (who died of black lung long before I was born) had been born in America and worked as a mine foreman and superintendent in mines just outside the Pittsburgh area. My father often talked about when, as a child, he accompanied his father underground on Sundays to check the mine pumps. While I never expected to go into mining, I often read some of my grandfather?s books on mining technology that my father had kept. I started college at Penn State and drifted into mining engineering as my third declared major. I was finally realizing the importance of a career choice. I?ve never regretted that decision. One of my children, Mark, has followed me into mining engineering, much to my surprise and pride. Evidently, he had been listening to the many conversations I had with friends and colleagues in the industry and never considered any other career path. He has since married another mining engineer, Kray Davis Luxbacher, so we truly have a mining family and can talk mining when we get together. My other children are in more mundane lines of work and rapidly tire of the mining discussions. I?ve worked for operating companies: Pittsburgh Coal Co. (then a division of Consolidation Coal Co., and a company I believe both of my grandfathers had worked for), Island Creek Coal Co., and a research organization: Occidental Research Corp. I am now with Glenn Springs Holdings Inc., dealing with legacy issues (primarily environmental) related to Occidental?s previous mining operations (coal and minerals). As such, I have a broad view of the industry and the critical changes that are shaping our industry.

The algorithms for the mathematical modeling to predict productivity of underground room-and-pillar mining systems are well known and documented. These algorithms consider the time-varying relationships between mining equipment for a given geometry of operations as well as other constraints. This paper presents WebConSim, a newly developed, Web-based, user-friendly computer simulation tool for the Windows environment. The simulator is easily customized for use by field engineers, planning engineers, and management and will help mine operators plan the optimum mining sequence for different mine geometries and equipment layouts. Program output includes production data and equipment utilization indices, as well as time driven event chains that can be used for virtual reality presentations.

Our industry has developed to the skilled, experienced and productive industry that we now enjoy as a result of the visions of great engineers throughout history, but, in particular for their visions in the last 1 centuries. Unfortunately for our forefathers, the technology lagged so far behind that these exceptional visions could not be realized for decades, sometimes for a century. All that has changed in recent time and many bold and visionary projects can now be constructed and operated because of dramatic advances in technology. Before, say, 1950, tunnel technology developed very slowly. However, technology is now developing at such a fast rate that planners and decision makers are challenged to stay ahead. Moreover, new technology will develop during the lifetime of any project that can dramatically improve under-ground space projects. One of the best examples of this technological advancement is that of closed-face TBMs which now make tunneling feasible in previously impossible ground conditions. Since it usually takes a decade or more to plan, overcome environmental and political issues, construct, and put into service major projects, planners and designers are challenged by the changes in technology that occurs during the long time span of planning and construction. This is particularly true of large infrastructure projects such as transportation, water and wastewater systems and other major underground schemes. Also, since the serviceable life of many of these tunnels is often over one century, planners must consider not only lessons learned from the past but also what new concepts and innovations may develop over an extremely long time. These and other issues create a great challenge to planners and illustrate the great importance of careful but creative vision and flexibility during planning of long-term tunnel and underground space projects.

Formulation and commercial utilization of solid-waste incinerator slag by-product is the focus of this paper. Particular attention is given to iron aluminosilicate melts having compositions similar to that of nature's basalt The earth?s crust can be viewed as an environmental laboratory for predicting stability of various silicates; small-scale laboratory experiments are necessary to confirm findings there from. An ideal slag consumes flux additives at acceptable cost, is compatible with furnace refractory, flows readily from the furnace, and has physical properties suitable for its commercial utilization -all within the critical constraint that the slag is environmentally stable. Examples of successful solid waste slagging practice, including tonnage, utilization and pricing, are provided from metallurgical and waste treatment operations of North America. The objective of this work is to provide a detailed review and a list of references in chronological order, comprising 80 recent technical papers, on the use of discrete-event simulation (DES) modeling in mining engineering. In this article, the review papers of published mine simulation projects through 2007 are summarized, and then a comprehensive review of individual articles published from 2008 to 2015 is presented. This survey work also includes analyses of the simulation tools used in the published projects, mining types and applications in order to assess these key features and evaluate the recent state of research in mine DES simulation. In addition, an interactive map visualization for the locations of the simulated projects is made available on a website to benefit current and prospective scholars in the field. The results of this investigation revealed that the most common application of DES in mining had been mining equipment selection and analysis, while ore processing and risk management projects were less frequently reported. The results also showed that modeling surface mines were in the majority, but the trend of publications for underground mine simulations had also increased. According to the results, ARENA was the most popular simulation software package, but several simulation tools that were only used once or twice in the mining projects are also included in this review.

INTRODUCTION Section 209(b) of the Federal Land Policy And Management Act of 1976 (FLPMA-43 U.S.C. 1719 b) authorizes the Secretary of the Interior to convey mineral interests owned by the United States where the surface is or will be in non-Federal ownership. The objective is to allow consolidation of surface and subsurface (mineral) ownership. Certain major conditions must prevail for a conveyance to occur. These are: 1) There are no known mineral values (KMV) or 2) Where the mineral reservation interferes with or precludes appropriate non-mineral surface development and that non-mineral development is a more beneficial use of the land than the mineral development. Remember that allegation, hypothesis or speculation that the conditions could or may exist in the future will not be a sufficient basis for conveyance. Convincing factual evidence for an applicant’s case for mineral conveyance must be made in order to achieve that conveyance. See 43 CFR 2720 0-1 to 0-3, and 0-6. CONCEPT OF KNOWN MINERAL VALUES Known mineral values means mineral rights in lands containing geologic formations that are valuable in the monetary sense for exploring, developing, or producing natural mineral deposits. The presence of such mineral deposits with potential for mineral development may be known because of previous exploration, or may be inferred based on geologic information (43-CFR 2720.0-5(b).

The 1989 mining industry compensation survey done annually by the Denver-based Mountain States Employers Council shows the "average" or "typical" employee in the mining industry is projected to receive an increase of 3.9% to base pay in 1990, compared to a projection of 4.1 % for 1989. According to MSEC, the actual percentage increase to base pay has continued to decline since 1980. A review of pay increases since 1980 shows the highest average increase was 11%, granted in 1981. Since 1981, there has been a steady deceleration through the decade. While 1989 final figures are not available, 1988 numbers might indicate a reversal of this trend. In 1988, the average employee actual increase was 3.8%. That was 0.7% higher than the 3.1% projection. This may be significant as actual increases have been lower than projections since 1982. Chart A shows the pattern of projected vs. actual percent increases in pay since 1980.

Although salmonid fishes (including Pacific salmon and trout) have only intermediate sensitivity to copper (Cu) for traditional toxicity endpoints (survival, growth, and reproduction) and thus do not ?drive? the freshwater Cu criteria (e.g., see species-sensitivity ranking in US EPA 2007), Cu concentrations as low as 1 to 2 µg/L have been reported to impair olfaction (the sense of smell) in salmonids in laboratory experiments using dilute fresh water (see references in Meyer and Adams 2010 and DeForest et al. 2011). Olfaction is crucial to predator avoidance, recognition of kin, and reproductive synchronization (Baldwin et al. 2003); and Cu is of general ecotoxicological concern because it can be present in acid/mine rock drainage, industrial and municipal effluents, agricultural runoff, and urban stormwater runoff (Meyer et al. 2007). Therefore, there is public concern that the current regulation of Cu in surface waters is not stringent enough to protect salmonid fishes against olfactory impairment (e.g., OSU 2007; Pearson 2007). Because the toxicity of metals to aquatic organisms is a function of water chemistry [e.g., acute toxicity of Cu generally decreases as pH, water hardness (Ca2+ + Mg2+), alkalinity, and dissolved organic carbon (DOC) concentrations increase; Meyer et al. 2007], hardness-based freshwater criteria for metals are lower at lower water hardness. The recently-developed biotic ligand model (BLM) explicitly takes into account all four of those water chemistry parameters and the concentrations of other major inorganic cations (Na+, K+) and anions (Cl-, SO42-) to predict the acute toxicity of cationic metals (e.g., Ag, Cd, Cu, Ni, Pb, Zn) to aquatic organisms; and the BLM has been adopted by the U.S. Environmental Protection Agency (US EPA) to calculate acute and chronic national freshwater criteria for Cu (US EPA 2007). Consistent with observations of Cu toxicity to aquatic organisms, BLM-based Cu criteria generally are lower at lower pH, water hardness, alkalinity, and DOC concentrations. Therefore, although threshold concentrations for olfactory impairment by Cu can be low in dilute fresh waters, the corresponding hardness-based and BLM-based Cu criteria for the same waters also tend to be low. This leads to a logical question: Are Cu criteria already protective against impairment of olfaction in salmonid fishes, thus obviating the need to decrease those criteria even lower to protect against adverse effects to this physiological/ecotoxicological endpoint? Herein, we demonstrate that in all studies conducted to date, the US EPA?s BLM-based freshwater Cu criteria would have been protective against olfactory impairment in salmonid fishes, but the US EPA?s hardness-based criteria would not always have been protective. This distinction is important because all 50 States in the USA still use hardness-based Cu criteria in their water quality standards, and only some of the States allow use of the BLM to calculate site-specific Cu criteria. Additionally, in the absence of empirical results for calibration of a saltwater Cu-olfactory model, we demonstrate that a proposed unified freshwater-saltwater Cu-olfactory BLM predicts the US EPA?s current saltwater Cu criteria would be protective against olfactory impairment caused by Cu in sea water.

The Golden Grove Project area is located 220 km (137 miles) east of Geraldton in Western Australia (Fig. 1). The project is a joint venture involving Amax Exploration (Australia) Inc. (Amax), Electrolytic Zinc Co. of Australasia Ltd. (EZ), and Esso Exploration & Production Australia Inc. (Esso), each with 31 116% interest, and Aztec Exploration Pty., Ltd. (Aztec), with a 3 1/2% carried and a 3% contributing interest. The venture covers two significant volcanogenic massive sulfide deposits and some 40 km (25 miles) of highly prospective Archean volcanics. During the course of the past 12 years (to 1983), all four companies were responsible for operating the project at one time or another and all influenced the discoveries. The Gossan Hill and Scuddles deposits are typical examples of volcanogenic massive sulfide deposits associated with Archean explosive submarine acid to intermediate volcanic complexes. They are located in the northwesterly trending Yalgoo greenstone belt of the West Australian Archean Shield. Gossan Hill, located in 1972, is essentially a copper deposit with minor zinc lenses; to date, 97 diamond holes have delineated a geological resource* estimated to contain 13 Mt (14.3 million st) of of 3.4% Cu and 13 g/t (0.38 oz per ton) Ag in the main lenses with minor lenses totaling 2 Mt (2.2 million st) of 3.7% Cu and 17 g/t (0.49 oz per ton) Ag and 1.7 Mt (1.9 million st) grading 1.5% Pb, 14% Zn, and 87 g/t (2.8 oz per ton) Ag. Scuddles is a zinc-copper deposit with gold and silver credits. It *Resource estimate provided by Esso for inclusion in Aztec Exploration Pty. Ltd. 1982 Annual Report was discovered in 1979 and, to the end of 198 1, had been delineated with 42 diamond holes. On the basis of this drilling, a geological resource* of 26 Mt (28.7 million st) has been estimated in three coalescing lenses. The lenses comprise 7.5 Mt (8.3 million st) of 2.1 % Cu, 12 g/t (0.35 oz per ton) Ag, and 0.3 g/t (0.009 oz per ton) Au; 7.6 Mt (8.4 million st) of 0.4% Cu, 9.9% Zn, 73 g/t (2.3 oz per ton) Ag, and 0.7 g/t (0.02 oz per ton) Au; and 1 1.0 Mt (1 2.1 mil lion st) of 1.1 % Cu, 9.3% Zn, 8 1 g/t (2.6 oz per ton) Ag, and 1.5 g/t (0.044 oz per ton) Au. Lime, soda ash and similar precipitants have been the industry standard for treatment of acid rock drainage (ARD) because of their proven ability and low per-gallon operational cost. However, these methods carry serious environmental drawbacks and high life-cycle costs. KEECO’s Silica Micro Encapsulation (SME) technology has all the positive characteristics of conventional ARD-treatment systems but none of the drawbacks. SME achieves highly effective treatment in a single step, provides options for ARD prevention and recovery of metals, requires lower capital expenditures, generates smaller volumes of higher-density sludge, consistently passes leach tests, and eliminates long-term liabilities associated with potential metal remobilization and hazardous waste landfilling.

Geometallurgical modeling of the production benches is an attempt to estimate the geometallurgical variables of the different ore domains, which leads to a better understanding of the ore and its properties. Having geometallurgical variables results in a more accurate prediction of ore characteristics, an improved drilling and blasting operation, and better efficiency of the processing plant. In this research, the geometallurgical variables required for the geometallurgical modeling of the extraction benches are discussed. Then, the relations between Bond work index (BWi), as one of the most important geometallurgical variables and the primary grindability index, and rock geomechanical properties are investigated based on the previously published studies. The BWi is the main parameter for measuring the resistance to the grinding of ore minerals. It represents the energy required for processing (e.g., crushing, grinding) ore rocks in the beneficiation plant. As a real case study, BWi of a production bench in Sungun Copper Mine, located in East Azarbaijan province, Iran, was estimated. The rock’s geomechanical properties were measured using laboratory tests, including uniaxial compressive strength, Brazilian tensile strength, point load strength, and hardness. Then, BWi was estimated using the proposed formulas in the literature and the results of the rock’s geomechanical properties. The selected bench consists of three ore zones and two dyke domains. The laboratory tests revealed that the first ore zone has a slightly higher compressive strength than the other two zones, while the compressive strength of the waste rocks is larger than the ore domains. Using the proposed equations in the literature, the predicted values of the BWi for the samples in ore zones are in the range of 6.36 – 14.44 (kWh/t), and therefore this wide range must be considered when the short-term production schedule is planned. In addition, variations are observed in the samples within a specific zone and between the ore zones, demonstrating heterogeneity in the selected bench. Finally, wide-open results obtained by different equations show a necessity to perform a geometallurgical program specifically for the Sungun mine.

In Part I of the work, gold and silver were shown to be efficiently extracted from Kupol samples using lead nitrate in a cyanide leach system. In Part II, a comparison of the technical and economic merits of a new technology called CELP (CANMET Enhanced Leaching Process) was made with the cyanidation/AVR(Acidification-Volatilization-Recycling) process using 8 metallurgical variability samples as well as a large composite sample which represented initial two years of Kupol mill feed. The composite sample had 33.4 g/t Au and 289 g/t Ag. The metallurgical demonstrated that the CELP produced very similar gold and silver leach extractions compared to the standard Cyanidation /AVR leach conditions at 1/2 the cyanide concentration (1000 ppm NaCN in CELP vs. 2000 ppm for cyanidation/AVR leach conditions). It was estimated that the total cost per ton, were approximately the same for the two technologies (total cost of the CELP with the use of Merrill-Crowe at $46.48/ton, with cyanidation/AVR at $46.13/ton). However, the implementation of the CELP would eliminate a capital expenditure of approximately $5 million. Eight variability samples used to confirm the previous results showed that on average the gold and silver leach extractions with the CELP and the feasibility leach conditions were very similar for gold extractions, but 4.6% higher for silver extractions compared to the conventional cyanidation. The decision was made to remove AVR cyanide recovery from the Kupol flowsheet and implement the CELP at Kupol. The ability to use conventional leach equipment with the CELP and simplify the flowsheet was also a factor, given the remote location of the Kupol Mine.
