Since its introduction in 2002, the modern air jig has processed a wide array of coals throughout the world. This paper explores the reasons and justifications for the installations and provides case history performance data. Specifically highlighted are air jig plants processing metallurgical coal in Colombia, bituminous coal in the United States and India and lignite in the United States and Spain. Each installation has unique reasons to justify an air jig facility. It is important to note that not all of the justifications were based on the ?most cost effective yield?, normally a mantra for coal preparation plant designers and owners. Dry jigging of coal has long been a proven technique for upgrading coal, the modern air jig, with its improved efficiency and operating systems simply extended the range of applications. In some cases, it even allows market quality coal to be produced when no other option is possible.

Completion of the H-3 Highway Tunnel Project was a critical element in opening this award winning project. The exploratory tunnel was completed as a maintenance tunnel and included difficult shafts extending into the main tunnel cross passages. The project also involved a major addition to the traffic operations center including a deep excavation in close proximity to the tunnel portal structures. The projects also included various completions and improvements to the main tunnels, such as paving, drainage, maintenance, and a variety of critical life-safety issues, such as radio systems, telephones, etc. The highway opened in December 1997.

Introduction The use of frequency of vibration measurements to determine tension has long been accepted by industries that use electrical or stranded cables of wire ropes in their operations. In contemplating how to determine the tension in chords of a roof truss, it seems almost inevitable that a similar approach should be investigated even though there are some important dissimilarities in physical behavior between a chord of a rod-type Birmingham truss and a stretched wire rope. While the dominant feature of both types of behavior is the existence of tension, the bending resistance of the vibrating truss chord cannot be ignored. And it is common to have attached to the chord, pieces of hardware (turnbuckles, extension sleeves, wedge boxes) that represent concentrations of mass not usually found in a vibrating wire rope. Analytical solutions to the problem of vibrating wires or beams can be found in the literature on vibrations (Timoshensko, 1955; Den Hartog, 1956). But in every case, at least one of the ingredients of the vibrating truss chord is missing. The presence of axial tension, or bending resistance, of concentrated masses and of end conditions peculiar to truss chords is a combination that appears not to have been dealt with before, although the techniques for dealing with it are commonly known. The purpose of this note is to report the results of a project to measure and calibrate such frequencies. The work was conducted by the University of Pittsburgh under the sponsorship of the US Bureau of Mines. Field observations Tests were conducted on 24 different truss installations. The first 18 trusses were installed in shale roofs above Kentucky No. 9 seam and Illinois No. 6 seam. The remaining six were placed against the competent sandstone over the Pocahontas No. 3 seam in West Virginia. Chord tension was determined by two electrical resistance strain gages, in series, applied diametrically opposite to one another on the rod before tensioning. Due to the combined effects of inexact gage placement, rod bending and residual torsion in the chord due to tightening, errors in tension as high as 1780 N (400 lb) were reasonably possible. Due to faulty soldering or damage, three of the first 18 trusses and one of the final six were rendered completely unreliable. In addition to strain, the first natural frequency of vibration was observed to the nearest 0.1 Hz. Dimensions recorded included the span between contact points at the bearing blocks (Fig. 1) and the locations and amount of excess rod and rod gap at the wedge box and turnbuckle, respectively.

Ground falls (roof and rib) have historically been responsible for about 50% of all fatalities in bituminous underground coal mines. In some recent years, the number of ground fall fatalities has approached zero, indicating that significant progress has been made. On the other hand, last year?s Crandall Canyon twin mine disasters, in which 9 miners perished in violent coal bumps, provided a stark reminder that complacency is premature. One important success has been a great reduction in the number of miners killed inby roof supports. Throughout the 1990?s these accounted for nearly half of all roof fall fatalities, but there have just been two inby incidents in the past 5 years. Progress has also been made in pillar recovery. Safer mining technologies have reduced the number of fatal incidents, but some recent failures have underlined the need for careful management of the retreat mining process. On the other hand, more than 400 miners continue to be injured each year by rock falling from between supports, and 100 more are injured by rib falls. Together, these two categories also account for a large percentage of recent ground fall fatalities. Available technologies such as roof screen, rib bolting, and inside control roof bolters could dramatically reduce injury and fatality rates if they were used more widely. Further advances in these areas will likely be the next big advance in ground control safety. Arsenic (As) removal behavior from Changgoon mine tailings was investigated using Acidithiobacillus ferrooxidans (A. ferrooxidans) in well-controlled batch reactors by varying pulp density (0.5?4%, pH=1.8, temp=30oC), reaction initial pH (1.8?2.2, pulp density=0.5%, temp=30oC), and temperature (25?35oC, pulp density=0.5%, pH=1.8). The initial concentration of As in the mine tailings used for bioleaching tests was about 30000 ppm, and the size range of tailings used in this study was 63?74 µm. The reaction speed and initial cell concentration were fixed to 150 rpm and 107 cells/mL, respectively. To complement leaching experiments, pH, oxidation/reduction potential (ORP), and amount of ferrous/ferric ions in leachate were analyzed. Scanning electron microscopy and x-ray diffraction analyses were also conducted for the samples before and after leaching to see if any morphological and compositional changes in tailings took place during leaching process. The As leaching efficiency increased with decreasing pulp density, decreasing pH, and increasing temperature in the presence of A. ferrooxidans. Specifically, no significant change in As removal rate was observed when pulp density d 2% while the removal rate dramatically decreased at pulp density of 4%. Regarding pH effect, As removal rate was much more enhanced at lower pHs (i.e., 1.8 and 2.0) compared to pH 2.2. Increasing temperature was observed to tend to enhance As removal rate, showing about 20% enhanced leaching rate under 35oC compared to 25oC and 30oC at the elapsed time of 5 days. The results for As removal behavior at different conditions (i.e., pH, temperature, pulp density) were consistent with the change in pH, ORP, and ferric ion concentration in leachate, showing greater removal rate at the condition with lower pH, and higher ORP and ferric ion concentration in leachate. Furthermore, decreasing removal efficiency was likely in part due to the extent of the formation of by-product (i.e., jarosite) of ferric ions.

We present a review of research and development for coal based clean energy systems aiming for zero emissions to the atmosphere. These systems can utilize all kinds of coal or other solid carbon sources such as tar sands as well as liquid hydrocarbons. The chemical energy of carbon is transferred to hydrogen and used in power generation, in fuel cells, or hydrogen combusting turbines. The waste products of these future power-generating systems are ash, sulfur compounds and CO2. We also summarize current and developing technologies for processing of CO2to produce mineral carbonates for permanent disposal, and associated byproducts.

The effectiveness of anaerobic in-situ biological treatment for the immobilization of selenium, molybdenum, and uranium in an alluvial aquifer was examined using long-term column tests. A series of organic substrate and nutrient combinations were tested to determine removal effectiveness, optimum supplement concentrations and ratios. Final column testing was conducted to determine the chemical stability of the treatment by-products/treatment compounds by dosing the columns continuously with elevated redox untreated alluvial groundwater.

The recent depressant research is summarized, and a new kind of depressant (SCO) has been put forward in this article. Using Na-oleate as a collector and SCO as a depressant, separation of dolomite and phosphate was studied. When SCO was added in the concentration range of 80 g/t to 2kg/t at pH 9.5 ± 0.2, dolomite was absolutely depressed, and apatite kept its floatability. Interestingly, in the mixture of phosphate and dolomite, the dolomite floated. The reasons for such a behavior are investigated through flotation and electrokinetic studies. It was found that the adsorption of dissolved species on dolomite and phosphate resulted in reverse flotation. A concentration of 31.59% P205 and 83.87% recovery of P205 was obtained from the mixture of phosphate and dolomite (2:1) with 26.6% P205 using 210 g/t SCO and Na-oleate 4.93*10-5 M at pH 9.

At mine sites, the operational and required storage volumes of solution and water storage ponds and reservoirs are usually calculated based upon a water-balance approach. Many climatological variables including precipitation, air temperature, solar radiation, pan evaporation and relative humidity along with operating parameters, are used in the water-balance model. The water-balance model often seeks to find a “critical period” of wet or dry climatological sequences which result in a “maximum” pond storage volume or water demand. The problem with this approach is that the designer usually does not know when the project will come on line in relation to the historical record. To avoid this pitfall, we use a more robust approach. In the more robust method, the water-balance calculations begin in each year of the historic climatological record. This method results in the same number of water-balance runs (or realizations) as the number of years of climatological record. Results of this type of analysis guarantee that the critical period or maximum required pond volume will be found if it is assumed that the historical climatological record repeats itself or if a synthetic time series is used. In addition, this method permits calculation of the likelihood (probability) that a given pond volume will be equaled or exceeded in any given month of the operational life of the facility. In this paper, the results of the sizing of a heap leach pad solution pond are presented along with the probabilities of a given solution pond size being equaled or exceeded based on the robust water-balance approach.

Introduction Coal has always been China's predominant energy resource. The country ranks among the three richest countries in coal reserves in the world, next to the US and the Soviet Union. According to China's Ministry of Coal Industry (MCI), coal accounted for about 72% of the total national energy consumption. Despite efforts to increase the output of oil and hydropower, coal is predicted to remain dominant on the energy scene by increasing its share to 77% by the turn of the century. To match the rapid growth in the agricultural and industrial sectors, MCI has targeted the coal industry to double coal output from 600 Mt/a (660 million stpy) in 1981 to 1.2 Gt/a (1.3 billion stpy) by the year 2000. How is this goal to be achieved? According to MCI, it will be accomplished by: • building new underground and surface mines with a total output of 400 Mt/a (440 million stpy); • increasing the output of existing state-controlled mines from the present 344 Mt/a (368 million stpy) to 400 Mt/a (440 million stpy); and • developing and increasing the output of small, local mines run by province, county, and production brigade from the present 276 Mt/a (304 million stpy) to 400 Mt/a (440 million stpy). Building new underground and surface mines New underground coal mines will be developed in areas where the coal industry has already made headway and infrastructures currently exist. This is to optimize hardpressed capital spending on investment. Ten existing coal production bases were selected in nine different provinces that met these requirements. The underground mines scheduled to be constructed in stages at he existing coal production bases will have a total output of 200 Mt/a (220 million stpy) by the end of the century. Regarding surface mines, four mines in the Inner Mongolia Autonomous Region and one in Shanxi province have been earmarked for construction during the same period. By the year 2000, these surface mines are expected to produce 200 Mt/a (220 million stpy). Foreign equipment, machinery, and surface mine stripping technology were all involved in different degrees in the development of the five new surface mines. Some have signed joint venture agreements. Occidental Petroleum Corp. is in a joint venture with China in developing Ping-shou's 15 Mt/a (16.5 million stpy) Antaibao No. 1 open-pit. The Shentou power station, situated nearby, is anticipated to consume 3.2 Mt/a (3.5 million stpy) of the coal it produces. Some is designated for export. Increasing output There are 554 state-controlled mines that have been in operation since before 1980. They produce 344 Mt/a (379 million stpy). To increase capacity, MCI has laid out some guidelines. • Coal prospecting near existing mines must be given top priority and intensified so that workable reserves can be increased. This would lengthen the mines' useful life. • Many mines and slopes that were constructed during the 1950s are very small and densely populated. INTRODUCTION King County, Washington operates a regions wastewater treatment system that provides treatment to 18 cities and 16 sewer districts in the greater Seattle metropolitan area. The system serves 1.4 million people and currently includes two regional treatment plants. In 1999, a long-range planning study identified the need for a third regional treatment plant, now known as Brightwater. Prior to this project, the county has almost exclusively used the traditional design-bid-build delivery process for its capital projects. However, with the adoption of the RWSP, the county began to study the potential application of innovative project delivery methods. This paper looks at the project delivery methods used for the Brightwater project, based on the specific needs of this large, complex, and multi-faceted project. THE KING COUNTY WASTEWATER TREATMENT SYSTEM In 1958, voters approved the formation of a regional agency called the Municipality of Metropolitan Seattle, or Metro, to build and operate a regional wastewater collection and treatment system. Prior to the formation of Metro, there were no regional wastewater treatment facilities and pollution of Lake Washington and Puget Sound from untreated sewage was a concern for many residents. In 1994, King County merged with Metro. The county’s 1,087 square kilometer (420 square miles) wastewater service area covers most of urban King County and extends into portions of two neighboring counties. The system includes two regional treatment plants, a local plant, 61 pump and regulator stations, and 571 kilometers (355 miles) of conveyance pipeline which convey wastewater from local districts to the treatment plants. As with other areas, the greater Seattle/King County region has seen rapid population growth. The RWSP estimates that the current system would soon reach capacity, and called for the construction of a new third regional treatment plant, called Brightwater, to be operational by 2010.

The reverse cationic flotation is the most widely utilized flotation method for concentrating iron ore. In such a process quartz is often floated with ether amines (R?O(CH2)3?NH2) partially neutralized with acetic acid. However, it is well known that the cationic flotation of hematite does not work well if a certain amount of slime is present in ore slurry. To improve flotation performance, starch is often added to the flotation feed to selectively flocculate and depress the iron minerals and sodium silicate is used to disperse the silica gangue. The present study was conducted to improve the flotation efficiency of iron ore flotation by use of a new type of depressant for clay and iron minerals, i.e., GP clay binder. It is postulated that the GP clay binder minimizes slime adsorption on quartz and hematite particles by agglomerating clay particles to reduce their surface area. It is further theorized that the clay binder helps depress hematite flotation due to its unique chelating ability to iron ion. The results from this study clearly show that the GP clay binder is an effective depressant in iron ore flotation. When it was used as a substitute for corn starch, it increased concentrate grade from 60.78% to 67.67% and increased iron recovery from 71.96% to 72.90%. The combined use of GP clay binder with corn starch produced even better flotation performance, increasing concentrate grade to 67.08% and iron recovery to 78.15% simultaneously. What decision making tools and methods are available to a project owner when there is no clear differentiator between construction alternatives? A team led by a joint venture of Parsons Brinckerhoff and PGH Wong Engineering (PB/Wong) has been providing preliminary engineering services to the San Francisco Municipal Transportation Agency (SFMTA). The SFMTA and PB/Wong team developed several alternative construction methods for the tunnels and stations of the San Francisco Central Subway Project, none of which could be judged clearly better than another using traditional approaches and metrics. The team employed a risk assessment and analysis frame-works as a means of comparative analysis, drawing upon the knowledge of industry experts in the geotechnical, tunneling and construction fields to assist in the effort. This paper presents the approach and results of a cost and schedule risk analysis for two such analyses designed to answer two different questions regarding the advisability of different construction approaches. These assessments paved the way for key decision making in the preliminary engineering phase of the project and formed the foundation for continuing risk management efforts on the project. The focus of this paper is primarily the first two stages of risk management?identification and assessment?and some of the organizational dynamic issues that arise in such efforts.

The evaluation of raw materials in terms of quality profile, mineralogical character and mechanical properties is of great importance to the cement industry. The variability of their chemistry and structure is among the decisive design parameters in the choice of any mining, handling and preblending systems. Furthermore, clinker and cement production require sound estimates of the above parameters, to help produce some appropriate and realistic raw mix configurations and achieve minimum standard deviation of the major components. This paper addresses this subject from the perspective of a cement producer and presents the principles of a methodology aimed at optimizing mine planning and process design. Finally, results from case studies on actual sedimentary deposits currently in operation are discussed.

No major changes took place in the salt industry during 2004. No new uses of salt appeared and only localized supply disruptions occurred. Many salt producers reported slightly increased salt sales and profits for the year. In the United States, about half of the salt supply is produced as brine, by solution mining, and is used by the chemicals industry. One-third of U.S. salt is produced as rock salt by 14 underground mines. The remaining two production techniques, each with less than 10 percent of the total tonnage, are vacuum-pan-evaporation for refined, food-grade salt, and solar pond crystallized salt.

The development of mechanical flotation cells has resulted in larger and better cells. This has led to flotation banks with only a few units, even in large-scale operations. This equipment development makes the old operational considerations ineffective. The flotation cell must be considered as a single reactor unit capable of handling specific tasks and getting excellent metallurgical performance. The result of the unit reactor concept development was the new large TankCell that comes in sizes up to 113 m3 (4,000 cu ft). The TankCell construction includes new modified rotor-stator designs, new tank geometries and a froth-handling capability independent from subprocesses taking place in the pulp (i.e., air addition). The conventional idea of a single flotation cell type for fine, intermediate and coarse materials does not give optimal results. Optimal flotation of coarse and fine particles needs different mechanism designs, impeller tip speeds and different froth control objectives.

Long-term closure alternative selection for heap leach pad effluent is a daunting task. Passive water treatment, if designed with enough long-term capacity, can minimize long term O&M while meeting water quality objectives. Leach pad effluent from a 30-acre leach pad at Basin Creek Mine, Basin, Montana was targeted for long-term water treatment using a passive water treatment system. The objectives and results of design and construction are: 1. Design a long-term passive system utilizing existing infrastructure. 2. Construct a field scale pilot test at the mine site.

The Climax Molybdenum Mine, located near Leadville, Colorado, is the site of a lengthy mining history spanning more than 80 years. In the 1960’s, extraction of molybdenum from oxide ore located adjacent to the massive molybdenite sulfide deposit resulted in the construction of an earthen core dam to impound fine-grained oxide tailing in the Eagle River Valley. Through recognized value of water storage and reclamation opportunities, a tailing removal project was initiated in 1993 to convert the impoundment facilities to a post-mining beneficial land use of developed water resources. An evaluation of the effect residual materials and lake dynamics would have on in-stream water quality was performed. Eagle Park Reservoir stands as a model for future reclamation efforts that involve water delivery to highly sensitive receiving waters. This paper provides a case study on project development, the evolution of water quality assessment, and the regulatory framework that contributed to this project’s success.

This is the seventh annual tabulation of royalty information. It is also the first year in which some data have been deleted to make room for new data. The concept of royalties evolved from a time when the government owned all of the land, including mines, to the situation where free miners won the right to claim minerals but paid a portion of their production to the royal treasury. Today, a mineral royalty is a payment to the owner of the mineral rights for the privilege of producing the mineral commodity. However, some people incorrectly believe that the selling price and the royalty are the same thing. The contract between the owner (lessor) and the mining company (lessee) is the mineral lease. Some clauses that are common to mineral leases include: identification of property, granting clause, reservations, definitions, royalty rate, taxes and title, indemnity, termination, inspection, assignability, successors, and reclamation. There often are variations in royalty rates for a given commodity that reflect differences in location, quality, market conditions or public versus private ownership. History In the time of ancient Rome, the government owned the mining properties by virtue of conquest. It would lease the mines to favored citizens who would pay rent to the State. Various conditions of sovereign ownership of both land and mineral rights continued in Europe until the Renaissance. As the laws evolved for land ownership by private citizens, the concept that minerals belonged to the State (King, Crown, sovereign) continued until about the 15th century. Free miners challenged the notion of sovereign ownership and won the right to discover and claim minerals. But a portion of their production had to be paid to the sovereign - a royalty. So, the original concept of a mineral royalty was a tax on production that was due to the Crown or Church. The term mineral royalty, as it is known today, is a payment to the owner of the mineral rights (formerly the royal owner) for the privilege of mining and producing the mineral commodity. The owner of the mineral rights, the lessor, and the mine operator, the lessee, enter into an agreement to mine the property. The agreement is the lease. While this concept is common, there are some who do not understand that the royalty is a portion of production paid to the owner as agreed on in the lease document. This author has seen reports where the selling price of a commodity has been quoted as the royalty. ("They get 70 cents a ton royalty at their pit and the guy down the road only has a 65 cent royalty.") These reports have been authored by people not familiar with the mining industry. Lease clauses In addition to the amount to be paid the lessor, there are several other items to be addressed in the lease agreement. The following list may not be all inclusive, but briefly describes most of the common clauses any good mining lease should contain. Identification: This opening clause names the owner (lessor) and the operator (lessee), the address of each, and gives the legal description of the property. Granting clause: This part of the lease gives the time period or duration of the agreement and information about renewal periods. It also has language about the exclusive right of the lessee to mine the property. Reservations: If the owner wants to exclude any portion of the property or set some specific conditions about the operation, there needs to be a clause that describes these reservations. Definitions: This section should address some of the technical terms that the lessor may find confusing - short tons versus cubic yards, dollars versus percentage of average selling price, any escalator indices such as consumer price index or producer price index, and material mined versus material sold. Royalty: This section spells out what the royalty rate will be, how often it will be paid, if there is an annual minimum, the pay dates, and how the records will be kept. This section also describes the conditions under which the lessee is exempt from the annual minimum - natural disasters, strikes, governmental actions, or other causes referred to as force majeure. Taxes and title: The lease needs to identify who is responsible for the property taxes, severance taxes (if applicable), and other taxes that relate to the mining activity - taxes on equipment, improvements, or stockpiles. This is a good place in the lease for the owner to certify his ownership of the property and its mineral rights and also certify that no other leases are in effect. The lessees may want language that allows them to pay mortgages or other debts on the property to keep their lease in effect. Indemnity: This portion of the lease identifies that the lessee assumes the risks for lessee's mining operation. Lessor should expect indemnification by the lessee through standard insur¬ance policies - workers compensation, liability and property damage. Termination: Both the lessor and lessee want language that will allow them to terminate the lease.
