Since 1998, environmental extremists have waged war with the central Appalachian coal industry in West Virginia and Kentucky. In particular, they have filed three lawsuits challenging the legality of excess spoil ‘valley fills’ under CWA, NEPA and SMCRA: 1) Bragg v. Robertson, 72 F.Supp. 2d 642 (S.D.W.Va. 1999), rev’d. 248 F.3d 275 (4th Cir. 2001); 2) Kentuckians for the Commonwealth v. Rivenburgh, 204 F.Supp. 2d 927 and 206 F. Sedimentary phosphate ores are known for their relatively high specific surface area and porosity, which have a positive influence on their reactivity when used as fertilizer in acidic soils or in the manufacture of wet phosphoric acid and phosphatic fertilizers. However, these physical properties could have a negative effect on the behavior of these ores if dried. This effect has been studied on several phosphate ores samples by: the determination of mineralogical and textural properties of these samples, the determination of vapor water sorption isotherms, at different temperatures, from which the sorption heat has been calculated, carrying out several drying tests using a laboratory fluidized bed reactor under constant conditions, which showed important differences in drying rates and residual moistures.

This section is addressed to the computing needs of corporate (top) management which are less specialized than the computing needs of operating or divisional management described in the previous sections. It is essential that the computer be used as a tool to serve corporate management and that information and results are presented in a succinct form. A key responsibility of the manager of computer applications is to communicate well with corporate management. A common trap for computer management is to allow the development and implementation of sophisticated and academically interesting computer applications which do not enlighten corporate management in its decision-making task. Thus it is essential to devote sufficient time and effort to designing and specifying a computer system before developing and implementing the system.

The nature of surface sites for the adsorption of gold from alkaline cyanide solutions has been investigated using samples of synthetic, highly-oriented pyrolytic graphite (HOPG). This HOPG material offers an idealized graphite structure enabling the independent study of the graphitic basal-plane sites and the edges, or defect sites, of the graphitic planes. Radiochemical and X-ray photoelectron spectroscopic experiments independently demonstrated that gold adsorption was much higher on the edges (defects) of the graphite planes than on the planes themselves. These results suggest that site-specific adsorption is prevalent in the adsorption of gold by graphitic carbons (including activated carbon, carbon black and graphite) and that most of the favored sites are at edge defects in the graphite crystal structure.

Introduction There is a misconception that mineral-project economic evaluations in the former Soviet Union are either nonexistent or very limited. This is not the case. In fact, there are at least two basic methods that can be utilized to evaluate the vast mineral resources of the Commonwealth of Independent States (CIS). Evaluation procedures are based either on a comparison to known projects, which may rely on limited available data, or on potential-profit calculations, which generally uses more extensive databases. Significant philosophical differences between these systems and those utilized in the Western world include the following: •Under the centralized-government system, the economic evaluation of a mineral project was based on artificially determined mineral prices and costs. Every ten to 12 years, prices for concentrates and metals were established by the Council of Ministers and remained unchanged until the next reconsideration of prices . •The time value of invested money was not considered to be important under these "stable" prices, and inflation was assumed to be nonexistent in the planned economy. •An overestimation of the value of social and economic factors such as keeping the local population employed and providing the country with strategic minerals biased the economic evaluations of projects. Sequence of exploration Geological exploration in the CIS countries typically includes two major phases: prospecting and exploration. Prospecting consists of the following: •Regional geological studies. •General prospecting. •Prospecting. •Prospect evaluation. Regional geological studies are conducted within large territories and utilize satellite images, deep seismic zoning and other state-of-the-art methods. Geological and geophysical maps on a scale of from 1:200000 to 1:1000000 are developed to help identify regional anomalies and mineral prospective areas. The areas of primary interest are then subjected to general prospecting, beginning with geological mapping of the area at 1:50000 (1:25000) scale. The prospecting phase determines mineral potential based on further geological mapping (mostly 1:10000 scale), surface geophysics and geochemistry. Finally, the most attractive targets are subjected to further detailed evaluation (prospect evaluation) to help identify "possible" projects by means of trenching and wide-spaced drilling. The results of the prospect evaluation are analyzed and conclusions regarding the economical potential of the project are drawn. If the initial-prospecting phase results are positive and the prospect is recognized as economical, it then moves into preliminary exploration, which is followed by detailed exploration. Preliminary exploration determines the feasibility of the project on the basis of limited data. For example, in some underground projects, the initial exploration drilling and tunneling is done at two or three times wider spacing than would be required by the assumed mining method. Detailed exploration focuses on preparing the project for mining development, such as completing drilling and tunneling, particularly in the portion of the ore body to be first mined. During the project's mining phase, further exploration is usually conducted along the flanks of the mineralized structures and deeper sections of the ore body. Finally, during exploitation, it is sometimes necessary to delineate the ore body within the mining-block limits. A comparison between the United States (US) sequence of exploration activities and the CIS system is given in the Table 1. There is no "additional" and "exploitation" exploration shown in the US system, but it is common knowledge that all mineral projects are subjected to "additional" and "exploitation" exploration while being mined. Heightened environmental consciousness has resulted in the development of various international accords dealing with natural resource management. This international awareness is now being translated into regional and local initiatives that proactively implement collaborative environmental management programs. One such program was recently initiated in northern Chile in recognition of the interconnection of Andean salars. Cooperative efforts between industry, governmental agencies and academic professionals have resulted in the implementation of simultaneous environmental monitoring of flora and fauna in the salars of northern Chile. This coordinated effort is leading to an improved understanding of the migratory patterns of South American fauna, as well as improved access to an expanded database for the multiple user groups associated with the Andean salars. The El Abra Mine is actively participating in these coordinated monitoring efforts.

For the desulfurization of weak SO2 gas streams, Degussa developed a process using dilute H2SO4 solution containing H2O2 instead of conventional gas scrubbing with all solid absorbent medium (limestone, MgO). The process is based on fast reaction of H2O2 with SO2 yielding H2SO4 up to 70% strength, depending on off-gas tem­perature. Compared to the conventional systems with typically < 95% efficiency, independent on the raw gas SO2 concentra­tion, residual SO2 concentrations of less than 20 mg!Nm3 can be easily achieved, corresponding to nearly 100% removal. These features render the H2O2 process a very attractive, low capital cost technology to retrofit existing conventional desulfurization plants.

GeoBiotics has developed a biooxidation technology (patents pending) which involves coating refractory precious metal sulfide concentrates onto a support material and biooxidizing the sulfides in a heap configuration. The concentrates are produced from low or high grade sulfidic refractory ores or existing mine tailings. The process has been found to achieve high gold recoveries asso­ciated with stirred tank biooxidation, but at the low operating and capital costs associated with whole ore heap biooxidation. Improved gold recoveries of up to 98% after biooxidation are reported for 4 representative mines or deposits. The sulfide flotation concentrates were studied using 3 and 6 in. diameter columns or 3 in. drained vats. The refractory sulfide concen­trates biooxidize rapidly in 3 to 12 weeks with substantial increases in subsequent gold recovery.

The concept of global-market access through transportation efficiency is a concept whose time has come. The basis of this approach is customer satisfaction—the higher the better. But beyond what seems almost too logical is the question of how to achieve this market access. All industrial mineral exporters face stiff competition. Factors include proximity of competitive industrial minerals and substitutes, pricing pressure, political and cultural differences, currency fluctuations, communication problems, trade finance restrictions, and transportation imbalances. The following discussion will focus on transportation activities in global competitiveness, but the producer with the larger offering of services will often make the sale, not necessarily the low-cost producer (Cook, 2002). Some key concepts for global-market access are “the market concept,” just-in-time delivery, quality retention, and global customer service.

INTRODUCTION The increased activity in the Aus­tralian gold industry over the last decade has resulted in a concomitant increase in the use of sodium cyanide, with a projected consumption of 80,000 tonnes in 1991. Growing environmental awareness by government, industry and the public has generated increased interest in the fate of cyanide near gold mine tailings dams and has highlighted the lack of basic knowledge in the area, particularly for Australian conditions. In 1989 the Chemistry Centre (W.A,) commenced a' project, under the auspices of the Australian Mineral Industries Research Association entitled "Fate of cyanide in the Enviroment Near Mine Tailings" to investigate some of the issues arising from the management of tailings containing cyanide, The project, which has been supported by thirteen companies has three broad aims:

Since 1991, the Porgera Joint Venture has processed refractory sulphide flotation concentrate by pressure oxidation with subse­quent gold recovery from the washed residue, by a conventional leach/carbon-in-pulp (CIP) circuit. The capacity of the plant has been progressively increased in five stages of development. In December 1995, a third oxygen plant was commissioned, raising the total oxygen production to 750 t/d and thus allowing for an increase in the oxidation capacity of the four autoclaves. The daily sulphur oxidation rate in 1995 was 192 t/d with 99.5% oxidation, as compared to 293 t/d in 1996 with 99.0% oxidation. This paper details the performance of the pressure oxidation circuit through 1995 and 1996, and compares measured plant parameters with the original Sherritt (now Dynatec) process design criteria.

The Australian gold industry currently contributes some $4bpa to the national economy [l]. Some 40% of the total gold is produced in the region centred on Kalgoorlie known as the Eastern Goldfields of Western Australia. This region is the largest single centre of production with an output of some 100 tpa of gold [2]. In the Eastern Goldfields, refractory arseno­pyritic gold ore is an increasingly significant source of gold, feeding several operations utilizing bio-oxidation as the pre­carbon in pulp/leach (CIP/L) treatment process [1]. This paper desribes an alternative pre-CIP/L treatment option for use in the Eastern Goldfields based on the chlorination of arsenopyrite by chlor-alkali technology [3] using the salt resources available from saline water present in abundance in the region.

Underground water, whether it is a mine seep, in situ leach solu­tion, or a pollution plume, is difficult to track and monitor. Monitoring wells are costly to drill and may be placed in the wrong spot. This report describes a test of an electromagnetic technique to track acid water draining from the Midnite Mine near Spokane WA. The tests successfully mapped the path of acid mine drainage being collected at the mine from two seeps. Several small side branches flowing to smaller seeps and a mix­ing zone where relatively clean water mixed with the acidic water, were also mapped. The study has changed previous opin­ions on the flow of water through the site and will be used as a basis for future site remediation planning.

One function of Mine Safety and Health Administration (MSHA), Pittsburgh Health Technology Center&apos;s Ventilation Division is to provide assistance to MSHA enforcement and industry personnel for maintaining adequate fresh air to all areas of an underground mine. In fulfilling this objective, total mine venti1ation pressure-air quantity distribution on investigations are conducted to measure the air pressures and quantities necessary to describe and analyze the existing ventilation systems. Various ventilation parameters are calculated from these measured pressures and quantities. Some of these parameters are: pressure drop in intake and return airways, air leakage, percentages of air reaching active sections, average regulator drops, and fan pressures. The purpose of this paper is to present and compare values of ventilation parameters calculated from investigations at twenty underground coal mines.

In a study using butyl diglyme as an organic extractant, essen­tially complete extraction of gold from chloride leach solution was achieved. The extraction kinetics are so fast that the process could be completed in 30 seconds. Except for iron, co-extraction of other ionic species was insignificant. Co-extracted iron species were successfully scrubbed from the loaded organic using 10% HCl solution. High grade, >99.9%, gold was recov­ered from the loaded organic using 5% oxalic acid solution as the stripping agent at a temperature of 70°C to 80°C. Over 99% of the organic-loaded gold was stripped from the organic phase. The butyl diglyme extractant is being tested on a variety of gold-bearing feedstocks. Presented here are results obtained from two gravity concentrates.

Coarse silica flotation from intermediate pebble (IP) product has been carried out a pilot plant Dual Extraction Column (DEC) at an operational phosphate mine in Central Florida. The solids feed rate ranged from 4.16 – 5.3 TPH while the amine dosages ranged from 0.32 – 0.93 lb/T. The optimum amine dosage when using recycled process water was deter-mined to be 0.6 lb/T. With a feed containing 40-45 BPL and 38-45% insol, the results show that the IP can be upgraded to 56-61 BPL and insol of 16-22% at 85-90% BPL recovery. The results show that the DEC is an effective device for flotation of coarse silica from the IP. The advantages of upgrading the IP prior blending with the pebble are presented and discussed.

Santa Fe Pacific Gold&apos;s Lone Tree mine is located in Humboldt County, NV, 45 km (28 miles) east of Winnemucca. The mine currently operates a 1.74-Mt/a (1.92-million stpy) run-of-mine heap-leach operation and a 2.27-kt/d (2500 stpd) refractory gold¬ore-processing plant. Most of the mill-grade ore reserves are refractory, mainly due to pyrite and arsenopyrite encapsulation of the gold. The autoclave pressure-oxidation circuit was commissioned in February 1994 to process the refractory ore. Mineralogy unique to the Lone Tree deposit allowed for the design of a partial-oxidation process. It takes advantage of the heterogeneous nature of the pyrite morphology. Partial oxidation has resulted in an autoclave plant that is able to achieve low operating-unit costs (Figs. 1 and 2).

Epithermal gold exploration in the last decade has developed useful models for exploring previously overlooked ore districts in Oregon. In eastern Oregon, disseminated gold occurs in epithermal deposits that have been pervasively silicified and brecciated. Many gold prospects staked since 1980 are in fluvial and lacustrine sandstone and conglomerate deposits. Clay alteration products and disseminated pyrite may be present. Vein filling calcite and thin to thick quartz veins are common. Late stage quartz forms pseudomorphs after calcite in many prospects. Arsenic, mercury, and gold are geochemically anomalous but silver is usually not. The epithermal deposits are located in part of the Deer Butte formation or equivalent units. Exploration criteria include the presence -of Deer Butte formation or equivalent units and northwest structures cut by north-south basin and range structures.

Since the hypothesis of coal and methane outburst mechanism based on elastic mechanics gives no consideration to time, it can not give a satisfactory explanation to the outburst occurrence and its development. A creep mathematical model of coal containing gas has been set up through creep tests and analysis under the condition of tri-axial compression. And the model can explain the phenomena of coal and methane outburst successfully. The tests proved that there is no essential difference between the rheological properties of prone outburst coal and non-prone outburst coal. Outburst can take place in any kind of coal if the rheological conditions of coal containing gas are met. The creep mathematical model provides a basis for establishing a comprehensive index of coal and methane outburst possibility.

Capital resource budgeting is the way managers of publicly held companies fulfill their fiduciary responsibility to maximize the wealth of stockholders. Managers maximize shareholder wealth by allocating investment capital to the most productive of competing alternative projects. Managers do this in a manner that maximizes the net present value of the firm&apos;s future cash flow. The techniques of cash flow analysis are the primary tools available for selecting a corporate portfolio of projects that meets or exceeds the rate of return expected by shareholders. The reliability of cash flow analysis hinges on the ability of managers to forecast the future values of individual components of cash flow. The accuracy and reliabil¬ity of forecasting determine the soundness of capital investment decisions and, ultimately, determine the value of the firm.
