INTRODUCTION On November 15, 1990, President Bush signed the Clean Air Act Amendments of 1990. These Amendments cover many aspects of air pollution control. The provisions which seek to control emissions of "air toxics" may, however, be the most far-reaching and will potentially have the greatest effect on American industry. The Administration has estimated that by the year 2005 industry will be spending $6.7 billion per year on air toxics control. Meanwhile, the Business Round Table has estimated that the price will be far higher, up to $62 billion per year, depending on how EPA and the States implement the program. BASIC REQUIREMENTS Any "major" source of emissions of 189 air toxics will be required to install "MACT." The translation of this statement requires some definitions: •MAJOR SOURCE - A facility (a contiguous property under single ownership and control) which has actual emissions of 10 tons or more per year of any single one of the air toxics or 25 tons per year of any combination of air toxics. •AIR TOXICS - Congress has provided a list of the 189 chemicals on this list. Those that may be important to the mining industry are shown on Table 1. This list can be changed by petition or by EPA. •MACT - Maximum Achievable Control Technology is to be defined by EPA for each industrial source category. EPA says there are about 400 categories. The Act defines MACT as: "the average emission limit achieved by the best performing 12% of the existing sources ... for categories with 30 sources or more" or, "the average emission limitation achieved by the best performing 5 sources in the category." Introduction Tailings disposal methods used by the mining industry include the use of on-land impoundments, surface and underground mine backfill and marine disposal. The latter method, where applicable and under certain circumstances, can be the most economical and best environmental option. The term marine disposal is used to describe deposition of tailings in the open ocean, coastal waters, fjords and inland lakes. A major element in planning and designing a marine outfall is the assessment of its potential environmental impacts. The nature of the disposed tailings, and the physical, chemical, and biological characteristics of the receiving water body must be carefully assessed prior to deciding whether marine disposal is an acceptable option for a particular project. During the last decade, the North American mining industry has demonstrated a commitment to studying potential adverse environmental impacts of marine tailings disposal and to continue monitoring of the receiving waters. Extensive monitoring programs have been undertaken by Canadian mines. Marine tailings disposal is not used in the United States today. One of the largest U.S. mines proposing to use this option is the Quartz Hill mine of U.S. Borax in Southeastern Alaska. To assure the regulatory agencies and the public of the viability and acceptability of this option, U.S. Borax undertook an extensive program of environmental studies aimed at assessing the impact of marine tailings disposal. This program was part of the feasibility and environmental permitting studies conducted by Bechtel Civil & Minerals, Inc, on behalf of U.S. Borax. Due to the unique nature of the proposed tailings disposal system, a Board of Consultants was established. The Board assisted in planning the modeling and field program and reviewed ongoing work. This paper outlines the basic elements of the marine tailings disposal study program which can be viewed as a prototype for similar studies elsewhere. Background The Quartz Hill molybdenum deposit is located on a knoll in an elevated valley in a mountainous region of southeast Alaska, about 45 miles east of Ketchikan (Figure 1).

Mining at Hudson Bay Mining & Smelting's (H. B. M. & S.) Snow Lake Division is now in the mature stage of the mines lives. These base metal copper-zinc mines have been operating for over 30 years. Stopes had small pillars called "crown pillars", left between them. These pillars range up to 100 meters long by 40 meters wide and 15 meters thick. H. B. M. & S. has been successful in removing these pillars through the use of cable slings, electric scoops, longhole mining and diesel LHD equipment. The different shapes and sizes of these pillars has meant that many innovative techniques have been tried in order to find acceptable economic mining methods. An overview of the different methods will be outlined.

The Bureau of Mines has evaluated the effectiveness of the safety elements used to prevent tunnel methane explosions. These fa1l under the general categories of better ventilation, better gas monitoring, reducing ignition sources, and improved worker training. For this evaluation, a technique called fault-tree analysis was used to analyze questionnaire responses from 27 tunneling experts. This analysis allowed us to rank the effectiveness of each safety element, and indicates where money is best spent to reduce the chance of a methane explosion. Results indicated that large decreases in the explosion hazard only take place with the simultaneous application of several elements. Most of these involve a human component - the everyday vigilance and awareness of those working underground.

The results of an experimental and theoretical research study into the spatial and temporal behavior of dust in mine airways is summarized in the paper. Experiments were performed in mine airways under both controlled and normal operating conditions. The controlled experiments included the documentation of the concentration and deposition patterns for two types of dust under three different velocities. Real-time dust concentration data were obtained using Real-time Aerosol Monitors (RAM-I) to determine the dispersion coefficient in a mine airway. On the theoretical front, a convection-diffusion model of the dust flow phenomenon in mine airways was developed considering dominant mechanisms affecting dust transport and deposition in mine airways. Mechanisms modeled include turbulent and gravitational deposition, coagulation, and dispersion.

Differential settlement on reclaimed land presents a particular problem when the land is to be used for row crops. The poorly drained depressions caused by differential settlement restrict crop yield resulting in additional costs to alleviate the problem. Potentially more serious is the threat of failing to meet target yields due to settlement: related reductions. Because the mechanism by which the problem occurs is not well understood, a physical model study was conducted to investigate the importance of several factors. Although the importance of such factors as the relative amounts of rock and unconsolidated overburden in the undisturbed condition and the size distribution of rock fragments were considered, the analysis concentrated on the causes of settlement in the reconstructed soil layer above the rock spoil.

Amax Gold's Sleeper Mine was brought to production as an open pit mining, cyanidation milling operation in March 1986. The Sleeper deposit is unique in that it contains zones of very high grade gold ore. Despite blending of ore, mill head grades have varied over a broad range. These grade variations were anticipated during mill design and affected, in particular, the sizing and selection of equipment for the CIP circuit. When grades proved to be even higher than anticipated, design operating parameters were adjusted shortly after start-up to accommodate the higher grades. Operating results have been excellent: during the first 18 months of operations the Sleeper mill has processed 375,600 tons of ore and produced 229,000 ounces of gold.

The White Cliffs diatomite deposit occurs in a lacustrine facies of the Quiburis Formation, an Upper Miocene to Pliocene basin-fill sediment of the lower San Pedro Valley. On-going geo-logic mapping has defined an 2.5-3.0 m (8-10 ft) thick ore zone near the mill site, several marker beds, a NNW-trending high-angle normal fault, and a NW-trending syncline. The diatomite has an average loose-weight dry bulk density of 130 kg/m3 (8 lbs/ft3) and is presently marketed outside Arizona for asphalt filler. Current development is projected to yield 3500 mt (4000 st) of finished product, with an estimated 91,000 mt (100,000 st) of finished product obtain-able from several other nearby sites.

Bioleach testing and piloting was conducted on refractory gold sulphide concentrate from Austin Gold Venture in Nevada during 1988. The objective of the test programme was to determine the technical and commercial viability of bioleaching as a concentrate pretreatment step prior to gold extraction by cyanidation as an alternative to shipping concentrate to the smelter. Baseline CIL cyanidation typically resulted in < 20% gold extraction from the Austin concentrate. Bioleaching enhanced gold extraction up to 95% using conventional CIL techniques. This paper summarizes the bioleach test programme and results, including pilot plant studies onsite, and describes aspects of the commercial design for a possible retrofit of the Austin flotation tailings leach circuit to accommodate 20 tpd and 40 tpd capacity concentrate bioleach facilities.

Mining projects which contain sulfide mineralization face increasing regulatory hurdles due to environmental concerns over acid rock drainage (ARD) and the ability of long-term reclamation to protect water quality. Among regulatory agencies, much of the perception about sulfide projects has been based on conditions at historic mining sites at which little or no effort was made to control ARD. With proper design measures, ARD production can be greatly reduced or eliminated. The science of ARD prediction and control must be expanded to enable mine planners to anticipate the effect of various facility design options on ARD potential. Some common-sense examples of geochemical prediction techniques and mitigation measures for waste rock dumps, spent ore heaps, and mine pits are described.

Placer Dome's Campbell Red Lake Mine in Balmertown, Ontario produces a refractory gold flotation concentrate containing the sulphide minerals arsenopyrite, pyrite and pyrrhotite. In 1991, the existing concentrate roasters will be replaced with a pressure oxidation plant based on Sherritt Gordon technology to update the facilities and to satisfy environmental requirements. A successful continuous pressure oxidation miniplant program was conducted by Sherrill Gordon in late 1989 which formed the basis for the design of the commercial plant. The paper summarizes the Campbell operation and the environmental aspects of the project, and discusses the results of the miniplant program and the design of the commercial plant. The capital cost of the pressure oxidation plant and the process operating costs are also presented.

Widely available silver and arsenic bearing concentrates can be smelted to produce a discardable slag, a base metal speiss, and a crude silver button which is easily separated from the other phases after solidification. This paper discusses the development of a novel process as an alternative to existing nitric acid leach methods for the production of high purity silver from the raw silver button. Direct electro-refining of the raw silver anode in a sulphate medium is integrated with downstream purification and recycling modules that are customized to allow efficient recovery of silver and saleable by­products. The test results, flowsheet alternatives and process details are presented and discussed in terms of overall technical feasibility, economical viability and environmental compliance considerations.

In the days of increasing environmental and safety awareness many efforts have been made to prevent losses of both an evident economic nature and also less obvious losses. These losses could be associated with damages due to negative impact on the environment and also people coming into contact in a broader sense with any toxic chemical. This paper deals with how cyanide can be applied in a responsible manner at a modern gold mine. Responsible application is achieved by minimizing losses of reagent and avoiding negative impact on the environment as well as adopting a Responsible Care philosophy to the application of cyanide. It becomes evident that this is quite a complex system with a greater commitment than avoiding reagent losses for economic purposes.

An adaptive process control system was installed in Cortez Gold Mines Mill #2 Grinding Plant in Nevada. The installation, commissioning, and testing of the system took approximately 80 manweeks, but final test results show that the system paid for itself through increased throughput within two weeks of commissioning. Both crisp and fuzzy rules are used in the expert rule base which is also integrated with continually adapting neural network models. The expert rules and models are used by predictors, and optimizers to allow the control system to provide optimum process performance under continually varying feed conditions. The selection, installation, rule and predictor configuration, and statistically verifiable testing of the control system in the Cortez Gold Mines Mill #2 Grinding Plant is described in the paper.

The Randfontein Estates Gold Mining Company (Witwatersrand) Limited (REGM) operates three metallurgical complexes for the recovery of gold from the Witwatersrand Gold Reefs at the town of Randfontein, 40 kilometers west of Johannesburg. Mining operations in the. area commenced in March 1889 and ceased temporarily in 1965 when the viable ore reserves had been depleted. Exploratory drilling in the 1960's indicated viable deposits of gold in the Elsburg reefs, south of the Witpoortjie Horst Block, _which formed the Southern limit of the previously exploited areas. Three shaft complexes have been established to exploit this area, known as the Cooke secti'on. In 1983 the Doornkop shaft was sunk to the north of the Cooke section to mine Kimberley reef and the South reef.

The decision to hold parallel conferences dealing with hazardous waste and mining waste grew out of the conviction that there were advantages to having personnel serving the two groups talk to each other, as both groups develop cost-effective and environmentally-protective solutions to present and future waste-disposal problems. There has been a certain amount of "reinventing the wheel" which could have been avoided by a better dialog between the two groups. The intent of holding the two parallel conferences is to allow for networking, to minimize future needless redundant effort. The opening session panel speakers represent expertise from both industries; I feel honored to speak as one with a history of serving both groups as a specialist in the subsurface behavior of heavy metals.

Treatment of refractory gold ores containing arsenic has always presented a major problem in their processing to recover the contained precious metal values. The major difficulties are concerned with lower recoveries and production of hazardous fumes, effluents and residues. Due to these arsenic related problems, many otherwise economically attractive precious metal deposits and dumps all over the world are not exploited. In recent years, treatment processes for refractory gold ores and concentrates have been explored. A few commercial operations employing roasting or pressure leaching have resulted. Roasting has limitations due to environmental constraints related to off gases. Pressure leaching involving high temperatures (180° to 200° C or 356° to 392° F) and pressures (2.75 MPa or 400 psi) is accompanied by high capital and operating costs.

In this paper, a semi-qualitative methodology is presented and then applied to an aluminium extrusion industrial facility in order to perform an initial environmental assessment. The results of the assessment enable an improved understanding of the environmental performance of the facility and more importantly identify the areas of significant environmental concern. Following, the application of case-specific sustainability indicators related with the areas of significant environmental concern, leads to a more comprehensive sustainability assessment. The applied two-step approach offers a quick and reliable environmental assessment and help focusing on the most environmentally problematic areas. Moreover, the follow-up of the specific indicators seems to be appropriate for the improvement of the environmental performance of the examined industrial facility.

Barometric pressure changes have been an important consideration in the sealing of mines, especially in the case of mine fires. These changes are caused by storm fronts and regularly, on a daily basis, by atmospheric heating and cooling. In many cases, anticipation of these fluctuations in a mine sealing operation or recovery can be an important consideration when scheduling activities. The barometric pressure changes create pressure differentials across sealed areas, inducing airflows which may create explosive mixtures of mine gasses, cause intensification of fires, and create irrespirable atmospheres outby seals. These effects of barometric pressure fluctuations on mine fire sealing and recovery operations are discussed. Data available from the National Weather Service is also discussed as a tool for predicting barometric pressure changes.

The Nuggety Gully prospect is located 170 km (106 miles) south- east of Port Hedland and 40 km (25 miles) northeast of Marble Bar in the Pilbara Region, Western Australia. The area is held under title by Esso Exploration and Production Australia, Inc. The prospect covers a significant, but currently uneconomic body of molybdenum and copper mineralization of porphyry style, associated with Archean high level acid intrusives intruding sediments and volcanics of a narrow east-west Archean greenstone belt. The Nuggety Gully intrusive rocks have been dated at 3.2 b.y. ± 117 (de Later, oral communication). The current resource estimate for the deposit is 102 Mt (1 12 million st) of 0.1 1 % Mo and 0.15% Cu.
