The four top barite-producing countries in the world are China, India, Morocco and the United States. China is currently the largest exporter of barite followed by India. More than 95 percent of the barite mined today is used by the petroleum industry as driller’s mud. The rest is used in the industrial market and the medical field. Most of the barite mined in the United States is in Nevada. This year, mining activity has increased due to an increase in oil exploration/development. This was caused by an increase in the crude oil prices.

I. INTRODUCTION The challenge of moving the use of nuclear energy from military to civilian use was first issued by President Dwight Eisenhower in his December 8, 1953 “Atoms for Peace” speech delivered at the United Nations. Eisenhower stated: “The United States knows that if the fearful trend of atomic military build up can be reversed, this greatest of destructive forces can be developed into a great boon, for the benefit of all mankind. * * * * The more important responsibility of this Atomic Energy Agency would be to devise methods whereby this fissionable material would be allocated to serve the peaceful pursuits of mankind. Experts would be mobilized to apply atomic energy to the needs of agriculture, medicine, and other peaceful activities. A special purpose would be to provide abundant electrical energy in the power-starved areas of the world. In the 1950’s and 1960’s, the Atomic Energy Commission promoted the use of nuclear power as the answer to our nation’s energy problems. Nuclear power would provide energy too cheap to meter. The utility industry responded and numerous plants were planned with over one hundred constructed from the 1970’s to the 1990’s. Capital costs for nuclear power plants escalated due to permitting changes and public opposition, and the Three Mile Island incident caused new nuclear plant construction to cease. Today, we once again are experiencing a nuclear renaissance. Concerns over global warming and rapid projected increases in the demand for electricity have caused many nations to begin construction of new nuclear fleets. The price of uranium to fuel these reactors, which had dropped to an historical low of $7.10 in 2001, has surged to $56.00 as of October 2006. This paper will review some of the social, environmental, and government issues that are all playing a role in the resurgence of the nuclear fuel industry.

Editor’s note: This is the second part of a two-part series on longwall mining in the United States. Part one was published in the December 2005 issue of ME (pp. 21-26). It provided a history of longwall coal mining in the United States. It also discussed the technology involved in the productivity gains and operational improvements. Boyd anticipates that U.S. coal production will increase by 61 Mt (67 million st) (6 percent) from 2004 to 2010. A combination of higher surface and underground mine production will be required to meet the projected market demand. Boyd’s projections of coal production by major mining methods are shown in Table 1.

There was a time when heavy-duty apron feeders were built to last almost forever. The machines were heavy and built to maintain certain expected longevity and reliability. Increasing emphasis on return on capital leads to cost-effective designs. Costs can be increased or decreased, depending on customer specifications and the design philosophy of the feeder manufacturer. Specifiers can make important contributions to cost effectiveness. To do so, this article describes what should be known about planning with a supplier for heavy-duty apron feeders. There are several factors that should be considered, including capacity, characteristics of material carried, length, method of feeder loading, degree of lift, hopper opening, pan construction, and type of drive. Today's apron feeders are built in various sizes and with a variety of components to handle heavy, lumpy, or abrasive materials that can ruin lighter feeders. Careful feeder selection is important if it is to provide a controlled feed rate, absorb huge impacts, be used with long hopper openings, and have a relatively low power-perton capacity. Variations in systems and materials demand that each feeder be designed for its application, drawing on a wide range of components. Therefore, certain factors must be considered before final specifications are drawn. Capacity The design and application of an apron feeder is based on how material passes through a given system over the feeder into processing machinery. The processing machinery's capacity governs other equipment and productivity of the flow. From this basic information, related sizes of upstream equipment can be determined. Of these, the apron feeder acts as the "mouth and neck of the bottle." No more will pass than the mouth and neck will accommodate. Everything in the apron feeder design, from dimensions to power, is based on processing machinery. Material Considerations Are Vital Just as the nature of materials to be crushed or screened affects capacity and productivity of a crusher or a grinding mill, so does it affect capacity and performance of a feeder. Lump size must be identified closely so the pan width can be selected to accommodate the maximum lump with room to spare. The proliferations of media sources and non-profits organizations in Ghana have put the negative impacts of mining on the ?spot?; this has resulted in public outcry about mining. Although, the gold mining industry has responded by implementing several voluntary measures to ensure sustainable mineral development, these critics label such measures as ?green wash?. In this study, a content analysis of newspaper articles of the Ghana Web Database was carried out after the collection of a total of approximately 900 newspaper articles from it. The data were statistically analyzed to chronologically examine the main media view points and the changing perception of mining issues as reported by private and public media. The results showed government, mining industry (Gold), illegal miners and non-profit & community groups as the main media view points and total of twenty-eight related gold mining sustainability issues. The findings of this study could be used by the gold mining companies to improve upon the communications of their unknown sustainable mineral development measures and to design effective communications and education programs for the public.

History The Cortez Mining District has a long history of mining activity dating back to 1862. More recently, Cortez Gold Mines had operated a cyanide leach, counter current decantation (CCD) recovery gold mill from January 1969 to February 1976. This type of plant has been standard in the US for treating higher grade, finely disseminated gold in Carlin type ores. The mill was initially operated from 1969 to 1973 at 1.5 kt/d (1650 stpd) on oxidized ore from the Cortez ore body. In 1973, the mill was operated at 2 kt/d (2200 stpd) on softer, less oxidized, high clay ore from Gold Acres, located 13 km (8 miles) west of Cortez, NV. In February 1976, the oxidized portion of the ore body at Gold Acres was depleted and the mill ceased operations. Successful heap leaching of the lower grade portion of the ores was practiced at both Cortez and Gold Acres to supplement the milling operations. Valuable experience was gained in the operation of these two heap leaching programs (Duncan and Smolik, 1977). The ore heaps at Gold Acres and Cortez were releached with a limited crew from 1976 to 1979. The surge in the price of gold in late 1979 sparked an interest to incorporate new techniques into treating lower grade and less oxidized carbonaceous ores at Cortez. In early 1980, heap leaching was started on low grade oxidized dump material left from the earlier Cortez mining operation. By June of 1980, testwork was completed on the London Extension Dump, a low grade, mildly carbonaceous dump at Gold Acres. It was decided to convert the mill at Cortez from the conventional cyanide leach CCD recovery plant to a carbon-in-leach (CIL) recovery system. In May 1983, ore processing from the Horse Canyon deposit began. The Horse Canyon ore body contains both oxide and carbonaceous ores and is located 22.5 km (14 miles) from the Cortez mill. The Cortez CIL circuit was expanded to handle a blend of oxide and carbonaceous ores from Horse Canyon. Ore selection In the last quarter 1979, gold prices were increasing to a point where restarting the Cortez mill, idled since 1976, appeared imminent. Several previously explored geologic reserves at various stages of development were available as possible sources of feed for the mill. Initial metallurgical testing of dumps and tailings from earlier operations was completed, and previously uneconomic deposits were explored. It was decided to pursue sources of ore with the least lead time to production and those with the least capital cost requirements. A master plan was developed to bring the four profitable ore resources into production. Partners In Economic Reform, Inc., established a Polish-American Mine Center in Katowice, Poland, in 1996 to improve working conditions in the minerals industry. The program was based on the experience of mining companies, government, and labor in the United States, and was executed by a Coordinating Committee headed by the Center Director and Polish leaders from industry, State, labor, and academia. The cooperation among all parties has enabled safety and health issues to become part of industry restructuring with impressive initial reductions in coal mine fatalities. Existing work practices and attitudes of labor and management were assessed in coal mines throughout the country. Promotion, Rules, and Job and Task Analysis were identified as the areas requiring the most improvement, and are part of a post-graduate Safety Management program. Demonstration projects included measuring dust levels, using safety glasses, and promoting hazard awareness. Improved labor-management relations increased cooperation allowing for effective transfer of technology. Results can also be applied to improve the working environment of the manufacturing sector also undergoing restructuring.

Supply and Demand After a dismal first half, the industry saw a marked improvement in its markets during the final six months of 1983. Domestic consumption was 17.6% higher in the second half of the year, primarily due to a surge in electric power requirements. The sharp increase in demand for electric power during the third and fourth quarters afforded utilities the opportunity to lower stocks that had accumulated to record levels during 1982. Consumer stocks were reduced from 179 Mt (197 million st) at the end of June to 153 Mt (169 million st) by the end of the year. That is the largest inventory drawdown on record during a six-month period without a major coal strike. Despite the huge depletion in inventories, coal production in the second half of 1983 rose 1.3% above output in the second half of 1982. However, because of the disappointing first half, production in 1983 totaled only 712 Mt (785 million st), 6.4% less than the 760 Mt (838 million st) produced in 1982. Demand The extent to which the economic recovery affected coal markets in 1983 varied: • total domestic coal consumption increased 4.2%; • electric utility coal consumption increased 5.3%; • exports declined by about one-fourth; • coal consumption at coke plants declined 9.5%; and • coal consumption in the other industrial sectors increased 2.9%. Domestic coal consumption totaled 667 Mt (737 million st) it 1983, 27 Mt (30 million st) more than 1982. Electric utility consumption increased from 539 M1 (594 million st) in 1982 to 567 M1 (625 million st) in 1983. Coal consumption at coke plants declined from 37 Mt (41 million st) to 34 M1 (37 million st). Residential and commercial use increased 181 kt (200,000 st) - from 7.4 to 7.6 Mt (8.2 to 8.4 million st). Electric Utilities: Electric power generation increased 3.1% in 1983. Demand for electric power increased in all major consumer categories. Residential and commercial use rose 2.7% and 3.3%, respectively. The most striking increase, however, and indicative of the economy's strong upturn, was the increase in industrial electric power use. Industrial power requirements, which declined 9.8% in 1982, rose 4.1% in 1983. Amax Coal Industries Inc.'s Delta Mine is a medium-sized. high-sulfur coal producer that has lived up to the challenges posed by nearly six decades of a highly competitive domestic coal market. The mine now faces one of its biggest challenges - the same one staring at the dozens of other high-sulfur producers in the Midwest - the Clean Air Act Amendments of 1990. "Hard rock mines move large volumes of material, which can cause the conveyors that are essential to this movement to suffer lots of problems, including carryback, spillage, dust and belt wander. Many of these issues are created at the transfer points where the belts are loaded.This article provides an overview of the latest transfer point systems that incorporate safety and serviceability by design as well as a report on recent projects. One project is the Conveyor B Transfer at the Coeur Rochester silver mine near Lovelock, NV. Here, performance was improved with the installation of belt support cradles, engineered chute walls with external wear liner, and a compact dust collector. A second project is the improvement of belt support idlers and skirtboard sealing in a long loading zone of a conveyor under the concentrator at an Arizona copper mine.The importance of transfer pointsConveyors are essential in mine material handling. Their performance will often make the difference in mine productivity and profitability. A key to conveyor performance is the transfer points where the conveyor belt is loaded and discharges. At these transfer points, many of the problems encountered with the conveyor system are created.The problems that arise at the transfer stations include off-center and segregated loading, mistracking, blockages and plugging. And there are a variety of problems originating with fugitive material — cargo released in the form of carryback, spillage or airborne dust — that are created or exacerbated in the transfer points. These fugitive materials turn into other conveyor-related problems, including shortened component life, unplanned outages for conveyor maintenance, unexpectedly high labor costs for maintenance and cleanup, worker health and safety problems and issues with community relations. Fluorspar was not mined in the United States during 2004, although a small amount of usable synthetic fluorspar (CaF2) was produced from industrial waste streams. The majority of fluorspar consumed in the United States came from imports or stockpiled material purchased from the National Defense Stockpile (NDS). In addition, consumption is supplemented by use of by-product fluorosilicic acid produced at phosphoric acid plants. The energy and climate protection policy of European Union (EU), and its Member States adopted in 2007 bridges security of supply, environmental protection and competitiveness. The objectives of the EU energy and environmental strategy cover the foreseeable period till 2020. It assumes all sources of energy will be needed. The objectives for renewable and improved efficiency are ambitious; it must be established if they are also realistic. Coal can continue to make valuable contribution to the security of supply and low price of electricity, only with technologies allowing for drastic reduction of the CO2 emitted of its combustion. The aimed at -20% reduction of green-house gases (GHG) of EU-27 by 2020 is an objective limited in time and content. Europe produces less than 15% of global CO2 and this will be reduced to 10% in 2030. Emissions Trading (ET) is to remain the central instrument for CO2 management, especially in the power sector. ET scheme (ETS) or other mechanisms need designing to create an incentive for investment in higher efficiency and technologies and to Carbon Capture & Storage (CCS). The ETS as the climate protection instrument of the EU can become a heavy burden (high fuel and electricity prices, less security of supply) or it can create a climate for modernization of fossil fuel power plants. The suggestion in this paper of fuel-specific benchmark system for CO2 allocation after 2012 can combine the emission levels to be reached with a strong drive to invest, the necessary investment security, transparency and the principle of proportionality. A Benchmark System as recommended by coal industry could adapt to the different circumstances in the long term and comply with EU energy and environmental policy objectives.

Banks frequently manage large privately owned mineral land trust accounts for estate heirs. The bank has a fiduciary obligation to follow the “Prudent Man Rule”, which requires that trust properties be managed at least as well as a prudent and knowledgeable owner could. However, banks may not have internal staff proficient at mineral property values, lease contracts, royalties, mining practices, etc. This is an opportunity for experienced geologic consultants and certified minerals appraisers to provide needed help. Items valuable to Trust managers may include: 1. Marketing privately owned mineral trust lands to mining or oil & gas firms, assuring competitive offering prices and terms; 2. Negotiating favorable new mineral lease and purchase-option contracts; 3. Monitoring progress of mining, royalty payments, land reclamation, and environmental clean-up work; 4. Balancing future mining income with later industrial, commercial or housing development, timber harvest, etc.; 5. Assuring that Depletion Allowance tax advantage is taken for actual mine royalty payments, but not for annual non-mining lease (rental) income; 6. Appraising in-ground mineral value for bank audits, estate tax valuations, and equitable property division between heirs; and 7. Serving as expert witness, representing the legal interests of the bank, trusts, and the mineral heirs in litigation. Banks do welcome reliable advice which assists them in achieving the “Prudent Man Rule” and improving mineral income to their land Trust accounts.

Investment in the ferrous sector between 1981 and 1985 will total about $9 billion, or 7.6% of the state budget for capital assets. The money will primarily go to complete the first stage of the Baoshan Iron and Steel complex and to increase steel production by 3 Mt* (3.3 million st) and seamless tubing by 0.5 Mt (551,000 st). Investment in 1983 will be about $3.5 billion, a 28% increase over 1981. Although data on nonferrous investment is less specific, the Chinese announced early this spring that the country's investment would be 2.6 times greater than the average spent during the previous five year plans. Geological surveying will also be stepped up. The Ministry of Geology and Minerals recently announced it will incorporate a search for metal and mineral resources into its second round of oil and gas surveys. The Sixth Five-Year Plan desig¬nates some actual production targets. Steel is to increase to more than 72 Mt (79.4 million st). The country's production of 10 priority nonferrous metals - aluminum (and bauxite), copper, lead, zinc, nickel, tin, antimony, mercury, magnesium, and titanium - is to increase 12.7%. Top priority is to develop aluminum production. Renewed efforts are to be made to develop gold and silver production and to increase rare earth and rare metal production. By April 1983 when the China Nonferrous Metal Industry Corp. was established, some five months after publication of the Five-Year Plan, the goals for nonferrous development had already been upgraded and changed to include: • development priority status equal to that of coal's; • an increase of more than 150% in the 1985 projected production level for the 10 top nonferrous metals (a move from the Sixth Five-year Plan's production increase of 12.7% to one of 34%); and • modification of the top 10 nonferrous metals list to include tungsten, molybdenum, and rare earths. Aluminum, copper, lead, and zinc maintained primary importance, while mercury, magnesium, and titanium were deleted. It is likely that the modification will be taken one step further and titanium will be substituted for antimony. China has already indicated its intentions to stabilize rather than expand its antimony industry, while press reports play up the titanium industry's importance to the country's development. In addition, the China Nonferrous Metal Industry Corp. announced that it expects to register a progressive annual increase of 4% in foreign currency earnings through export. China's nonferrous development efforts, therefore, appear two-pronged. First, the country's efforts will be directed toward self-sufficiency in its four major process and primary metals - aluminum, copper, zinc, and lead - and a number of other nonferrous metals that are in increasing demand by its light industry sector. At present, 96% of China's non¬ferrous consumption is composed of aluminum, copper, lead, and zinc. Substantial portions of that must be imported to meet rising demand. Second, efforts will concentrate on those metals that can be developed the fastest and are in "urgent demand" on the international market. Metals such as tungsten, tin, molybdenum, titanium, nickel, and rare earths will be given freer use of foreign capital and technology to increase production levels and raise quality. Examples of some projects in the area include upgrading the country's carbide industry and developing new high speed and tool steels to meet international standards. Charleston Water System?s Daniel Island Extension Tunnel, initially thought to be the simplest of the four replacement tunnels to design and build, became the most challenging after the discovery of an unexpected 30-ft thick lens of sand in the normally consistent Cooper Marl while sinking a shaft on Daniel Island. This paper will explore the challenges involved with determining the extent of the unforeseen lens of sand, the accelerated boring program, and the redesign of the vertical alignment?keeping the alignment between the sand layer and the bottom of the Cooper River. It will describe how the challenges were overcome, and how the Owner, Engineer, and Contractor were able to team together to achieve the desired results.

Throughout the years, research studies have reached a consensus in acknowledging the relevancy of surface chemistry phenomena on minerals separation and metals extraction. Many techniques, and notably, scanning electron microscope-based technologies have revolutionised the entire mineral processing industry. Nevertheless, the comprehensive understanding on how surface chemistry properties influence the performance of many processes involving ores is still a challenge, a matter of controversy. The latter is mainly due to the fact that all interfacial processes do not necessarily require stoichiometric and well defined atomic structures. This is particularly true in the case of sulphide minerals which are well known to be superficially unstable in aerated media. When trying to measure any variable related to mineral-mineral or mineral-aqueous solution interfaces, there are too many unknowns regarding how sensitive the interface is when facing sampling protocols and sample handling. The aim of this research work is to make a case for improving future concentrators? survey protocols. It suggests a methodology to study effectively chemical changes at the outmost mineral surface layer at different stages of a mineral processing operation. The sampling protocol and sample handling is presented in details and it is applied to the regrinding stage of an industrial plant.
