Compacted, fine-grained soils, often referred to collectively as clays, are used as permeability barriers in many mineral engineering projects such as heap leaching, containment ponds, tailings disposal and earth dams. Source materials for these liners include a variety of sand, silt and clay admixtures. These exhibit dramatically different engineering properties when densified. Therefore, it is imperative to adequately assess and characterize any soils being considered for compacted liners. The permeability and plastic properties of fine-grained soils are reviewed with respect to the state of compaction as the water content varies. Because they are weak in tension, compacted clays are susceptible to cracking when subjected to differential flexural movements. Designs of compacted clay liners also must include an evaluation of their flexibility. That is the ability of a fine-grain soil to bend plastically without cracking. This paper will also discuss the importance of flexibility with respect to soil types, compaction effort, failure mechanism and testing evaluation to the performance of clay liners in preventing seepage of pollutants from a containment site.

The kinetics of froth flotation and the three-phase contact (TPC) parameters are studied at temperatures varying from 20°C to 40°C. The material floated consists of glass spheres and a quartz particles with various diameters. Dodecylamine hydrocloride (DDAHCI) is used as a collector. The equilibrium three-phase contact angle is measured with a microscope technique using the modified Mingins-Scheludko method. Using a Wilhelmy method, the temperature effect on the surface tension of the DDAHCI solution is determined. The formation of the thin film on a polished plate of vitreous silica and the expansion of TPC is monitored by means of a metallographic microscope and recorded on a attached camera at different temperatures. The experimental data show an intensification of the flotation kinetics at 30 and 40°C in the case of small particles. Such an intensification is not observed with the larger particles. The cause for intensification of the flotation kinetics is sought for in the dependence of the TPC rate of expansion and induction time on temperature.

Efficient separation of pyrite from other sulfides is of great importance for the metallurgical performance of flotation processes. In this work Fourier Transform Infrared Spectroscopy (FTIR) and X-ray Photoelectron Spectroscopy (XPS) were used to study the surface chemistry of pyrite in depression, activation and xanthate adsorption under conditions of controlled potential. Modifications of pyrite surfaces after treatment with depressants (lime, sulfur dioxide, sodium cyanide) and after activation with metal ions (Cu, Pb) were studied. The principal adsorption product identified on pyrite was dixanthogen whose formation started at about +0.15 V and +0.25 V (vs, SHE) in ethyl and amyl xanthate solutions, respectively. Copper xanthate was formed on copper(II) activated pyrite. Activation mechanism of pyrite by copper(II) salts is likely to be electrochemical where copper occurs as copper(I) on the surface of pyrite. Effective depression is achieved by sulfur dioxide and sodium cyanide. Depression at high pH is due to formation of iron(III) hydroxides. Calcium ions do not affect the electrochemistry but adsorb on pyrite and reduce the surface sites for dixanthogen adsorption.

The scale effect on rock properties has been discussed and studied since the introduction of the weakest-link idea by Weibull (1939). In this study, the capabilities of a dynamic lattice network model to simulate failure of rock under uniaxial tension is utilized. A number of randomly distributed microcracks that contribute to the development of uneven stressfields are introduced. In addition, each unit element in the model is assigned a random value representing its strength properties. Each application creates a randomly created specimen that is subjected to uniaxial tension. The specimens are grouped into three sets according to their size. The results of the study show that the scale effect is present in a statistical sense, i.e., the observed statistical distributions of strength for each specimen group is distinctly separate, and they follow the expected inverse relationship between strength and size. The observed probability distribution for each group of specimens give rise to the estimation of a different set of parameters. In this paper, the potential relationships among these parameters as a function of specimen size is investigated.

The U.S. Bureau of Mines conducted copper exchange capacity (CuEC) tests for six common clays under simulated in situ leaching conditions. Regression equations were obtained from the data expressing the CuEC as a function of Cu concentration, pH, and temperature. Further testing resulted in regression equations expressing CuEC's of Na and Ca montmorillonites and attapulgite as a function of Cu concentration, pH, and the concentration of metal ions which compete with Cu for exchange sites. Using these equations, an analysis was made of the impact each clay could have on overall copper recovery. The results suggest that Ca and Na montmorillonite clays could have a major impact on Cu recovery and that attapulgite and illite clays could have a smaller, but still significant, impact. Kaolinite and ripidolite clays pose little threat to loss of copper from in situ leaching solutions. Copper losses are decreased by the presence of competing ions, and A1 and Mg have the largest impact of those ions normally present in Cu leaching solutions.

The idea of automatic or remote control of the mine ventilation process generally, and methane concentration particularly, attracts the attention of mining engineers more and more. The advantages of introducing mine ventilation control systems are breaking traditional reluctance. The change of attitude is not only because of the requirements of modern exploitation technology, but it is also due to the recent progress in development and successful introduction of reliable monitoring systems and actuators in the form of controlled ventilators and doors [1]; [2], [3], [4], [5], [6]. Many 'years of theoretical and experimental studies of the dynamics of mine ventilation processes created the needed base for a proper design of an automatic control system [7],[8],[9], [10]. From these studies must, however, be drawn a fundamental conclusion, which may be regarded as the motto of this paper: An automatic control system for mine ventilation ill-conditioned or improperly designed is capable of creating hazard situations in response to random disturbances, much more, severe in consequence than a traditional ventilation system without any automatic or remote control! This statement is easy to prove if the dynamic properties of the ventilation process are taken into consideration. The ventilation process, as a matter of fact, is described by non-linear equations, and it must be expected that the process has more than one state of equilibrium. In other words, in the ventilation process may exist not only one but also more than one steady-states of flow, of which some are stable and others unstable. In certain circumstances, there may be no steady-state at all, and the process will oscillate [8], [11] , [12] . The state of flow in a network tends towards a steady-state and the actual steady-state established will depend on the initial conditions or disturbances in flow (fire,. etc.), which steady-state from the total number that will be . We frequently observe jumps from one steady-state to another. Disturbances in flow conditions which may cause such transitions are events of random character, occurring very rarely. Concluding, it must be stressed that there has to be a control system adjusted to the ventilation process in order to avoid situations mentioned above. There is only one alternative available and suitable for examination or study of the dynamics of a given mine ventilation problem: either by continuous monitoring of the real process, or numerical simulation of the process using a mathematical model. The advantages of the second method are obvious. This method allows consideration of every possible case very quickly and cheaply in relation to the first method. The aim of the paper is to show again that the simulation of the mine ventilation process and particularly a methane concentration process, separately or combined together with a control system, are real possibilities. A simulation method requires precise specification of the problem under consideration. For example, if we intend to examine a methane-concentration control system, the following items have to be specified: - expected target function of the control system. - structure of the control system. - mathematical model of control system, including sensor system, data preparation system, controllers, decision routine, regulators, etc. - structure of mine ventilation network. - mathematical model of ventilation process, including air flow and methane concentration processes. - pattern of disturbances which may occur in the controlled process as well as initial conditions on a 'start-up' of the system. Using typical computer programs for numerical solution of equations in the mathematical model of the problem involved, we are able, within the adequacy of the model, to simulate every case specified by the disturbances and initial conditions. As a result of simulation, it is expected that the following parameters could be defined: - transient flow in the network. - transient state of methane concentration in working areas. - stability of flow and methane concent¬ration. - stability of the control system. - range of control. - efficiency of control, etc. It is obvious that simulation methods readily allow for modifications to existing systems such that desired results will be obtained. The Spa1lation Process Because of the low thermal conductivity of many hard rocks, rapid heating of these rocks produces a thin surface layer in which the temperatures attain high values. Thermal expansion of this surface layer is constrained by the reminder of the still cool rock, and when stresses within the surface rock become high enough, the surface rock breaks away from the cooler rock behind it and flies or falls off as a thin flake called a spall. Then the next, newly exposed surface is heated, and the process continues. This process is the basis of spallation drilling. The hot gases from a jet burner provide the heat for spallation to occur, and their high velocity provides a scouring action that transfers heat to the rock and removes the spalls as rapidly as they form. Spallation is a process which works in very hard rock. It is dependent upon the thermal expansion coefficient and the thermal diffusivity of the rock but is also affected by any discontinuities in the rock. To date the efforts which have been made to evaluate the various rock according to their spallability has been minimal. As the success of this process is dependent upon the characteristics of rock it is expected that the study of rock mechanics will prove to be of greater value to this program than to the other mechanism for drilling and excavating rock. Commercial Uses of SPALLATION In the 19408s, the Linde Air Products Division of Union Carbide (UC 1 began developing spallation for use in mining taconite ore, which is presently the chief source of iron in the United States. In this work UC developed a jet-piercing tool that burned fuel oil with oxygen to produce spallation and contained mechanical cutters to remove rock that was not amenable to spallation. The UC jet-piercing machines have since produced about 40 million feet of shallow blast holes used for emplacing explosives in the taconite mines. During this work it was found that hole diameters could be increased by merely reducing the advance rate of the burners and that existing holes could be enlarged by making another pass through the hole with the same burner. The Browning Engineering Go. of Hanover, N.H., has developed a hand-held spallation burner to cut slots in granite. It has been used for a quarter of a century and is now standard equipment for quarrying granite throughout the world. This burner, which resembles a small jet engine oriented with its exhaust pointed downward, is the forerunner of a flame jet burner used to spall experimental holes in granite at maximum rates in excess of 100 ft/hr when operating in hard, competent granite. It uses No. 2 fuel oil, which is burned with compressed air. The system uses water to cool the burner and the exhaust gases. These gases, along with the steam produced from the cooling water, blow the spalls from the hole. Experimental Work Theoretical and experimental work has been accomplished by the Massachusetts Institute of Technology and the Los Alamos National Laboratory. This work is reported in Refs. (3) and (4). To verify the experimental results of this work laboratory scaled down field tests were conducted using two we1 1 characterized granites from quarries in Barre, VT and Westerby, RI, under defined heating conditions. In the laboratory tests a propane - oxygen heating torch was used to direct a flame at the granite surface and the spal 1 ing process was examined at various heating rates with a high-speed video taping system operated at 200 frame per second. This produced a time-lapse sequence where the onset of the spallation process was easily distinguished. Also the heat flux from the torch to a flat surface at various stand off distances and flows was measured. The Environmental Protection Agency (EPA) is in the early stages of developing a national mining waste program. Our goal is to develop a mining waste program that will be state implemented, multimedia in nature, flexible, utilize and enhance existing state programs, and protect the environment. The Agency appreciates the cooperation the mining industry is providing through its participation in the Policy Dialogue committee on Mining and by providing the Agency with technical data. The following is a discussion of what led to the development of a national mining waste program, the agenda initiative to evaluate Toxic Substances Control Act authority in phosphate manufacturing, and the important steps being taken through the Policy Dialogue process to frame and discuss issues. EXTRACTION AND BENEFICIATION OF ORES The Resource Conservation and Recovery Act of 1976 (RCRA) and subsequent amendments created a framework for the regulation of hazardous wastes under Subtitle C and nonhazardous waste under Subtitle D. In 1978, initial regulations were proposed for hazardous waste management units under RCRA. These identified a universe of special wastes that were large volume, low hazard and less amenable to Subtitle C control techniques. EPA noted that waste materials from the "extraction, beneficiation and processing of ores and minerals m fit these criteria. In October 1980, Section 3001 of RCRA was amended. This Bevill amendment excluded solid waste from the extraction, beneficiation and processing of ores and minerals from regulatory control under RCRA's hazardous waste Subtitle C. This was done pending a report to Congress and a regulatory determination regarding the Subtitle C status of these wastes. Thus in November 1980, EPA published an interim final amendment to the RCRA Subtitle C regulations to reflect the Bevill amendment. RCRA requires EPA to perform studies and make reports to Congress regarding the management methods and potential hazards of managing waste. RCRA also calls for a regulatory determination regarding whether Subtitle C (hazardous) or D (non- hazardous) controls are warranted for these wastes. In December 1985, EPA submitted a report to congress entitled, “Wastes from the Extraction and Beneficiation of Metallic Ores, Phosphate Rock, Asbestos, Overburden from Uranium Mining and Oil Shale." In that report, EPA found that some mining wastes exhibit hazardous characteristics, that the range of risk from mining waste is broad, and that waste management practices have caused environmental damage. In July 1986, EPA published a regulatory determination based on information gathered in the 1985 report to Congress and comments from interested parties. In the report, EPA concluded that RCRA Subtitle C regulation of extraction and beneficiation wastes was unwarranted because mining wastes tend to be disposed of in arid climates, waste volumes are high, and facilities and wastes are located in sparsely

Microtunneling has successfully completed both horizontal and vertical curves. This paper covers the historical development of curved microtunneling and a description of one microtunneling project. The completed microtunnel is used for electrical transmission in Japan. The crossing had several concerns including right of way, social disruption, obstructions, the cost of intermediate shafts, and political restrains. In order for this drive to meet all of the imposed restrictions, four horizontal curves and one vertical curve were planned and executed in accordance with the design. Iseki Poly-Tech of Tokyo, Japan designed and built the microtunneling machine to meet the project requirements. Curved microtunneling has been successfully used on fourteen projects in Japan. The reason for a curve has been that the project could not be rerouted, short straight drives could not be used to negotiate the curve, or the project’s social and environmental conditions required a curved tunnel. The following table (Table 1) includes summary information on 14 curved microtunnling projects that have been successfully completed in Japan. The first column is a reference number. Columns two through four include basic project information. The fifth column is the total project distance completed by microtunneling. The sixth column is the project’s microtunneling duration. The seventh column is the machine type and size. All of the machines listed are manufactured by Iseki Poly-Tech of Tokyo, Japan. The size is the internal concrete pipe diameter; all of the projects listed were completed with Japanese standard concrete pipe. The eighth column contains a general description of the soil. The soil type and blow counts are approximately equal to ASTM D 2487 standards. The ninth column lists the radius of the curve and the span distance or the distance microtunneled that included the curve. The radius of a vertical curve is denoted with a “VR”, a span with both a left and right hand curve is denoted with a “S”. Other significant first events are also noted in this column. The first curved microtunneling project was completed in 1982 using a conventional microtunneling machine with standard Japanese concrete pipe and a very long radius curve while maintaining grade for the gravity sewer. The second curved microtunneling project included multiple radii curves, all in the same direction, on a single drive. In 1989, on the fifth curved microtunneling project, a “S” curve was successfully negotiated. On the seventh curved microtunneling project, completed in1995, a tight radius curve was negotiated. In 1996, the eighth project included a vertical curve. The thirteenth curved microtunneling project, completed in 1997, was the first project to utilize a microtunneling machine specifically designed to negotiate curves. Georgius Agricola in 1556 wrote De Re Metallica, one of the first and probably the most famous of mining reference works. In Book 1 he reflects rather elegantly on mining and miners. "Many persons hold the opinion that the metal industries are fortuitous and that the occupation is one of sordid toil, and altogether a kind of business requiring not so much skill as labour. But as for myself, when I reflect carefully upon its special points one by one, it appears to be far otherwise. For a miner must have the greatest skill in his work, that he may know first of all what mountain or hill, what valley or plain, can be prospected most profitably, or what he should leave alone; moreover, he must understand the veins, stringers, and seams in the rocks. Then he must be thoroughly familiar with the many and varied species of earths, juices, gems, stones, marbles, rocks, metals, and compounds. He must also have a complete knowledge of the method of making all underground works. Lastly, there are the various systems of assaying substances and of preparing them for smelting; and here again there are many altogether diverse methods. ... "Furthermore, there are many arts and sciences of which a miner should not be ignorant. First there is Philosophy, that he may discern the origin, cause, and nature of subterranean things; for then he will be able to dig out the veins easily and advantageously, and to obtain more abundant results from his mining. Secondly, there is Medicine, that he may be able to look after his diggers and other workmen, that they do not meet with those diseases to which they are more liable than work- men in other occupations, or if they do meet with them, that he himself may be able to heal them or may see that the doctors do so. Thirdly follows Astronomy, that he may know the divisions of the heavens and from them judge the direction of the veins. Fourthly, there is the science of Surveying that he may be able to estimate how deep a shaft should be sunk to reach the tunnel which is being driven to it, and to determine the limits and boundaries in these workings, especially in depth. Fifthly, his knowledge of Arithmetical Science should be such that he may calculate the cost to be incurred in the machinery and the working of the mine. Sixthly, his learning must comprise Architecture, that he himself may construct the various machines and timber work required underground, or that he may be able to explain the method of the construction to others. Pit and underground mine operators typically use a lot of big equipment tires. Just as typically, they spend a lot of money they shouldn't on these tires. That's because tire use and maintenance are not given enough attention. That often occurs because mine management and personnel do not know the basic facts of tire use and care. If a piece of large equipment is damaged or ruined, a good explanation better he forthcoming. A ruined tire is often just a shoulder shrug. But that sort of fatalistic acceptance can cost tens or hundreds of thousands of dollars a year extra for big equipment tires. That does not have to be. There are some basic tire considerations that, if followed, will extend tire life and lower tire costs. Most companies have the inevitable conflict between the production department, which resists any restrictions that may reduce productivity, and the maintenance department. Production success is based on meeting a schedule of yards moved, while maintenance success is based on availability and equipment cost. When production falls behind schedule and equipment speeds are increased, maintenance may soon find its tire costs rapidly increasing, unless everyone understands the tires' vulnerability to damage. Unless the production department understands the problem, or restraint is applied by top management, costs may become exorbitant. At one job site, tire costs alone exceeded $250,000, to move 55 dam3 (72 000 yd3) of dirt on an 11-km cycle. The operation temporarily caught up with its schedule, but tire costs and attendant downtime soon made this a not-for-profit exercise. Because an operator must always attempt to move payload at the lowest cost, there are cases when higher than normal tire costs must be accepted. For example, in pioneering work with tandem engine scrapers, steep grades shorten tire life to less than normal. But the steep grades make shorter haul cycles possible, yielding more trips per hour than alternative earth-moving methods.

The Coal Mining Section of the National Safety Council has selected hand and finger injuries of coal miners as a major topic for safety policy analysis [Tinney, 19851. So that facts about hand and finger injuries can be used to guide the Committee's work and the work of policy-makers, we present in this paper detailed analyses of the following factors related to hand and finger injuries received by coal miners between 1975 and 1983: occupations of the injured miners; activities of the miners when injured; machines involved; objects, substances, exposures, or bodily motions that produced or inflicted the injuries; principal physical characteristics of injuries; and events directly resulting in the injuries. We analyze hand injuries for underground and surface mines separately because of the remarkably different production methods and hazards evident in these two operating environments. We do not, however, provide information about hand and finger injuries that occurred in surface operations at underground sites (such as yards, shops, or tipples), auger mining operations, culm banks, dredging operations, mill or preparation plants, offices, or laboratories. The most comprehensive information about the safety of coal mining in the United States is assembled by the Health and Safety Analysis Center (HSAC) of the Mine Safety and Health Administration of the United States Department of Labor. Mine operators in the United States report to HSAC all injuries as required under Part 50, Title 30, of the Code of Federal Regulations (mandated by Section 103 the Federal Mine Safety and Health Amendments Act of 1977, Public Law 95-164). These regulations stipulate that injuries must be reported within ten days of their occurrence on a United States government data collection form, Mine Accident, Illness and Injury Report (MSHA Form 7000-1). HSAC maintains these data primarily to produce federally-mandated reports. Most of the siliceous rocks of the Arkansas Novaculite are novaculite, but they also include some chert, siliceous shale and, rarely, sandstone. Novaculite is defined as a homogeneous mostly white or light-colored rock, translucent on thin edges, with a dull to waxy Juster, and comprised almost entirely of microcrystalline quartz. The most plausible theory of origin for novaculite is that primary silica from submarine volcanism was picked up by organisms and deposited as amorphous silica, which was subsequently converted to microcrystalline quartz (novaculite) through diagenesis. The Arkansas Novaculite crops out over an east-west distance of 200 miles in the Ouachita Mountains of Arkansas and Oklahoma. Three divisions of the formation have been defined: a Lower Division, almost entirely massive light-colored novaculite; a Middle Division of interbedded dark chert and shale; and an Upper Division of massive calcareous novaculite. The Lower Division and most of the Middle Division are Devonian in age, and the remainder of the Middle Division and all of the Upper Division are Mississippian. The massive novaculites of the Upper and Lower Division attain their maximum development along the southern and central outcrop belts of the formation in Arkansas, and it is these rocks that are the source of current silica production. The calcareous novaculite of the Upper Division weathers readily to a light-colored, porous, less brittle rock, and in places to tripoli deposits. Currently tripoli is mined from a single deposit near. Hot Springs, Arkansas, and the rock is processed for highly specialized filler and abrasive applications. In the vicinity of Hot Springs, Arkansas, certain novaculite layers from the Lower Division with unique textural characteristics are quarried and processed into whetstones. Several small quarries produce this rock for two local and one out-of-state whetstone-fabricating plants. Chemical analyses of composite samples of novaculite from both the Upper and Lower Divisions taken at widely separated localities average 99 percent SiOz indicating a substantial resource of high-silica rock.

As of the end of October, 1990, there have been eight spontaneous combustion heatings reported to the Mine Safety and Health Administration (MSHA) at the No. 5 Mine. A reportable heating is defined as one with elevated surface temperatures of the strata greater than ll°C (20°F) above the ambient. The first heatings occurred in November, 1986. The last three heatings were located near the start line of "K" Longwall Panel in the southwest where mining had begun on May 21, 1990. All of the heated areas had been at the time of detection, or were sometime areas of high ventilation pressure differentials or high air velocities. All of the heated areas are in an expanded seam with associated, extensive floor heave which is characteristic of all of the expanded seam thus far exposed by development mining in the No. 5 Mine. Jim Walter Resources, Inc. submitted a plan to MSHA which would reduce the potential for spontaneous combustion at the No. 5 Mine by reducing high air velocities and high pressure differentials in the gob. These two parameters are the dynamics which feed oxygen to the pyrite, thus initiating the oxidation process which can lead to spontaneous combustion. No. 5 Nine operated under this plan for 29 shifts before mining on the longwall was stopped by MSHA and the Spontaneous Combustion Control Plan revoked. This paper briefly details the geology of the expanded seam and history of the heatings. It also gives a retrospective view of the operation under the Spontaneous Combustion Control Plan and reasons why it was revoked by MSHA. Currently, knowledge of the reaction process of the footwall coal seams at No. 5 Mine and other potential spontaneous combustion seams in the United States is limited. There are techniques used in the United States and other countries to minimize the potential for heatings in spontaneous combustion prone areas. The No. 5 Mine has attempted to utilize this current technology. However, in deep, gassy mines the problem is complex.

FMC Gold's Paradise Peak Mine, located 13 km (8 miles) south of Gabbs, Nevada, became operational in April of 1986. Shortly thereafter heap leach testwork began on sub mill grade ore. Presently, testwork continues in combination with production size heaps that account for approximately 6% of total gold production at Paradise Peak.
