INTRODUCTION Proliferation and enhanced synthesis of collagen by pulmonary fibroblasts have been shown to be key steps in the development of chronic silicosis (Goldstein and Fine, 1986). The regulation of lung fibroblast proliferation by cytokines released from alveolar macrophages may be an important pathogenetic mechanism in the development of the fibrotic process (Kelley, 1990). One cytokine, platelet-derived growth factor (PDGF), promotes fibroblast proliferation by inducing the movement of quiescent (Go) cells into the C1 phase of the cell cycle (Chen and Rabinovitch, 1989). Others regulate the rate of transition of fibroblasts from Gl into the S phase (Leof et al., 1982). These two classes of cytokines have been termed, respectively, competence and progression factors. One approach used to examine the release of cytokines from macrophages is the fibroblast proliferation assay in which fibroblasts are exposed to culture supernatants from macrophages exposed to various stimuli. In most of these assays, the supernatant contains fetal calf serum which provides the competence factor(s) necessary to facilitate the proliferation of fibroblasts (Bitterman et al., 1982; Bitterman et al., 1983; Elias et al., 1988). Recently, a fibroblast proliferation assay using plateletpoor plasma (lacking competence factor(s)) as a substitute for fetal calf serum has been described (Kuman et al., 1988; Bauman et al., 1990). In this assay, the release of a competence-inducing PDGF-like growth factor from rat and human macrophages can be distinguished from other cytokines that act as progression factors. In order to obtain more consistent results and with the ultimate goal to be able to discriminate between the effects of competence factors as opposed to progression factors, we have conducted experiments to determine the appropriate concentrations of plasma and PDGF required for imparting competence in the fibroblast proliferation assay. We tested lung fibroblast cells obtained from explants of rat lung tissue and also a fetal human lung fibroblast cell line obtained from American Tissue Culture Collection (ATCC153). MATERIALS AND METHODS Fibroblasts Specific pathogen-free, male Sprague-Dawley rats were use in some studies. Animals were given a lethal intraperitoneal dose of sodium pentobarbital. Fibroblasts were isolated by chopping the lung in enzymes that digest the connective tissue but liberate lung cells for further study (Rabovsky et al., 1989). After digestion, the remaining lung tissue suspension was filtered through two layers of sterile gauze and centrifuged to recover lung fibroblasts. These were resuspended in culture medium that contained 10% fetal calf serum and distributed to culture plates for growth. In other experiments, a human fetal lung fibroblast cell line, obtained from American Type Culture Collection, Rockville, MD, 20852, was used instead of rat lung fibroblasts. In these cases, a 1 ml ampule containing human fetal fibroblasts was plated into a tissue culture flask containing medium plus 10% fetal calf serum. For both types of fibroblasts, culture medium was changed 3 times per week and cultures were incubated at 37°C until confluent. Harvested rat and human lung fibroblasts were quantified using an electronic cell counter equipped with a cell sizing attachment (Coulter Electronics, Inc., Hialeah, Florida). Tritiated Thymidine Incorporation The basic procedural outline of Kumar et al. (1988) was used with modifications to evaluate tritiated thymidine incorporation into fibroblast DNA following exposure to PDGF and plasma. Both rat and human lung fibroblasts were plated at 50,000 cells/ml at a density of 250,000 cells/25cm2 culture plate. Cells were quiesced for 4 days with 2% rat plasma. As the assay was refined, fibroblasts were quiesced in plasma-free media for 48 hrs, since the mitogenic activity of 2% plasma was variable. Test medium was applied for a period of 6 hrs, followed by a 24 hr tritiated thymidine (lµCi/ml) labelling period in plasma-free media. Medium alone was used as a negative control and media with 10 or 20% fetal calf serum was used as the positive control for rat and human fibroblasts, respectively. Cell Quantification and Measurement of Mitogenesis Twenty-four hours after the addition of tritiated thymidine, the fibroblasts were washed with 5ml of fresh serum-free media, centrifuged and resuspended in phosphate-buffered saline. The cells were dissolved in 0.5m1 of O.1N NaOH and radioactivity determined in a beta counter. Incorporation of trititaed thymidine as an index of DNA synthesis was expressed as DPM/fibroblast. IBC Advanced Technologies, Inc. has developed ligands, ?amed SuperLig®, which have specific applications in the gold mdustry. These ligands use molecular recognition technology (MRT). One ligand has been developed to selectively recover gold and silver from tailings solutions and from pregnant Merrill-Crowe solutions. Another ligand removes free cyanide, _ th10cyanate, other cyanide species, as well as copper and other base metal cyanide complexes from leached gold-ore solutions. The development of these "species selective'' SuperLig® prod­ucts allows for the more efficient operation of gold recovery processes and opens up the possibility of the economic devel­opment of high-copper gold ores. The resulting gold eluate is a high grade and a high purity stream which will simplify the need for further refming. Engineered systems based on MRT consist of a few unit operations utilizing standard equipment and mate­rials of construction. The process is simple to operate, thereby lending itself to automated modular design, which is both eco­nomic to manufacture and to operate. Test results for the gold and cyanide-copper systems are presented in order to demonstrate the high selectivity and effi­ciency of MRT technology in recovering these species from solution. . IBC Advanced Technologies, Inc. (IBC) and Fluor Daniel, Inc. formed a strategic alliance in late 1994. The goal of the alliance is to combine IBC's scientific expertise in the MRT field with Fluor Daniel's engineering capabilities in the metal­lurgical industry. Brazil is a country with continental dimensions. It hosts many different varieties of terranes and geological environments in its 8.5 million km2 (3.28 million sq miles). This mineral endowment has been important for the country's economic and social development process since the early colonial period, leaving Brazil with a legacy of almost 400 years of mining tradition. Mining in Brazil started in the early 17th century with diamond and gold discoveries. The made the country the leading producer of both for more than a century. This phase faded by the late 18th century when the alluvial deposits were depleted. It finally yielded to competing countries where technology and capital were being applied more efficiently. This period of mining dormancy lasted from the late 19th century until the first decades of the 20th century when Brazilian mining picked up. There was growing pressure on mineral resources by the affluence of the industrial society. The fast-growing demand resulting from the two world wars had brought the Brazilian mineral wealth back to the scene. This second Brazilian mineral boom made the country a leading producer of iron and manganese ore, quartz crystals and other strategic minerals. This expansion in Brazil's mining industry provided the basis for the country's industrialization process. This was led by the Brazilian steel and petroleum industries. Unfortunately, the thrust provided by this modern industrial basis was not properly used as a lever for further industrial development. The upstream industrialization process was not supported by the proper development of the raw materials supplying basis. The resulting industrial model was heavily dependent on imports of raw materials. It did not support the economic growth and faced fierce industrial competitiveness and sophistication that emerged with the postwar economic boom.

In order to monitor/control airflow rate distribution in a complicated ventilation network installed many regulators, an integrated system composed of expert system, exerting programs for simulation to get macroscopic characteristics and drawing diagram, monitoring system and so on is introduced in this study. This system is made up of airflow velocity sensors and computers linked to an local area network. The main results of this study are as follows; 1) Combinations of two branches to monitor aerodynamic resistance change in a branch p in a network can be selected by comparing factor's value in a branch relation table. 2) When the combination of sensor branches for a branch p does not exist in the network at present condition, the system changes aero- dynamic resistances of appropriate branch q placed a regulator by referring branch relation table. And then the system asks other computer to get macroscopic characteristics under altered value of aerodynamic resistance of the branch q. 3) Dot pattern diagram shows airflow rate relation between an active branch and a passive branch. Three relations such as a) a straight line, b) a monotonous curve and c) extremums are displayed in different patterns for all the sets between an active branch and a passive branch at a time. 4) The ranges of airflow rate in coal faces by changing aerodynamic resistance of any one branch placed a regulator are shown in the Pareto diagram using values in the branch relation table. 5) Ventilation transfer diagram with two parameter, one shows airflow rate in a coal face and the other shows energy provided by main fans to overcome aerodynamic resistance in a net- work, is utilized to decide countermeasures for decreasing energy consumption in the network on increasing of airflow rate in the specified branch.

I wish to submit this discussion item on an article published in the August issue of MINING ENGINEERING by Wala and Altman on the use of canonical diagrams for mine ventilation networks. The advent of computer graphics and plotting has enabled complex underground mine layouts to be displayed and plotted in a variety of three-dimensional formats that very closely represent the actual mine layout. This enables the ventilation engineer, who is familiar with the mine, to display the network pressures, quantities, resistances, and fan locations in a way that can be understood by everyone working at the mine. This is important if the ventilation engineer needs to discuss changes in ventilation with production personnel, or escapeway procedures with union personnel. While I can see some of the potential advantages in the canonical ventilation network diagram described by Dr. Wala, it appears to me that the fact that the diagram has no visual equivalence with the actual mine layout means that most mine personnel will find such a diagram almost incomprehensible. The authors have alluded to certain advantages with the canonical diagram. However, I find it difficult to see that these outweigh the fact that almost everything listed can be duplicated in isometric diagrams, and in a manner that is easily understandable to everyone in the mine from the miner to the mine manager. Perhaps the authors could show a clear example comparing an isometric with a canonical portrayal of a mine network showing the information that is immediately available from the canonical network that is not obvious in the isometric diagram. There is in this country a severe problem with the need for ventilation engineering and expertise to be used and accepted by mine management as a necessary part of mine planning. It seems to me that to introduce the requirement for further explanation so that management can understand a canonical network display will hinder more than help the recognition that ventilation engineering needs at so many mines in this country. However, I can see that the canonical approach does have its place in assisting the practicing mine ventilation engineer, wherever he or she exists in the organization chart for a typical mine. In this case, could the authors please indicate the availability of the computer program to compute and plot the canonical diagram for a mine ventilation network.

During 1992 a number of papers were published on aspects of respiratory disease in US underground coal miners. These included reports on trends in prevalence of coal workers' pneumoconiosis, the risks of developing coal workers' pneumoconiosis in relation to dust exposure, and the relationship between lung disease other than pneumoconiosis and dust exposure. The intent of this paper is to provide a summary of the essential findings from these investigations. PREVALENCE AND INCIDENCE OF COAL WORKERS' PNEUMOCONIOSIS Coal workers' pneumoconiosis (CWP) is usually detected in living miners through use of the chest x-ray. Deposits of dust in the lung, and the fibrotic tissue reactions to the dust, are manifested on the x-ray as small and large opacities. These abnormalities are quantified into degrees of severity using a standardized classification scheme (the International Classification of Radiographs of the Pneumoconioses of the International Labour Office). For small opacities, the scheme provides for a four-point scale of abnormality (0, 1, 2, 3), reflecting increasing profusion of the opacities on the x-ray. In this report, category 1 or greater small rounded opacities (CWP 1+) represents the earlier radiographic stages of pneumoconiosis. Large opacities, indicate the later and often disabling stage of pneumoconiosis, usually referred to as progressive massive fibrosis (PMF). Information collected in a national surveillance program for underground coal miners (the Coalworkers' X-ray Surveillance Program (CWXSP)) and a large epidemiologic study (National Study of Coalworkers' Pneumoconiosis (NSCWP)) provide a means to assess trends in CWP prevalence over the years following the reduction in dust levels mandated by the 1969 Federal Coal Mine Health and Safety Act (FCMHSA). These programs are operated by the National Institute for Occupational Safety and Health (NIOSH), and are described in detail in Attfield and Althouse (1992) and Attfield and Castellan (1992). Both studies were divided administratively into distinct time periods, and the results shown here reflect that division. Figure 1 shows the prevalence of CWP 1+ as determined from data from the CWXSP, plotted by time period and years in mining. There is evidence of a temporal reduction in prevalence. (The lack of an obvious decline in the early 1970s may be an artifact arising from use of different versions of the standard classification.) Microwave power, used in conjunction with properly designed applicators, is an efficient and practical energy source for pre treating a wide range of mineral ores and concentrates. Novel processes which take advantage of the unique properties of rapid microwave excitation present many distinct advantages over other pretreatment methods. These include dramatically reduced costs and elimination of all or most of the toxic by-products. A capital and operating cost analysis is presented of EMR's microwave process for treatment of refractory gold ores and con­centrates based on the company's experience using both small and large scale pilot plants. Comparisons are presented between the microwave process and roasters, autoclaves and bio-oxidation.

We will introduce the Small Business Liability Relief and Brownfields Revitalization Act, which is an amendment to CERCLA and the types of sites it includes and excludes, especially as related to mine-scarred land. We will also describe the types of available funds, whether they are competitive or not, what entities are eligible to receive them, and how to access them. We will introduce the legislation’s liability provisions; for example, the recently issued interim guidance clarifying some of the conditions that contiguous property owners, bona fide prospective purchasers, or innocent landowners must meet to qualify for the liability limitations provided in the Brownfields Law.

The objectives for closure of a hard rock mine include minimizing long term environmental liability, attaining regulatory compliance, and maintaining geotechnical stability, while closing as cost-effectively as possible. Proper planning for closure should come during the feasibility study, design and permitting phases, and during operations as updates. The lack of a proper or updated closure plan can result in severe environmental and economic consequences. Effective mine closure is the result of a combination of innovative concepts, long-term commitments, and multi-party cooperation. The purpose of this paper is to discuss concepts, commitments, and cooperation as they relate to an effective closure plan.

Introduction Gasification of coal has been practiced for many decades for the production of gas, fuels, chemicals and power. However it has only more recently started to get significant attention in the USA. In this review of the basics the features of gasification as compared with combustion is covered and the potential of increasing the conversion of coal via gasification is indicated. After dealing with the fundamentals of gasification a review of gasification technologies will be presented with an indication of the widespread international and more limited US use of this technology. In conclusion the attention will be directed at the future prospects of gasification.

Since the Surface Mining Control and Reclamation Act (SMCRA) was passed in 1977, coal mine reclamation has been restricted from utilizing bluff-1ike features in permanent reclamation. This restriction is based on those provisions of SMCRA which require the elimination of all highwalls. In 1987, the Wyoming Mi ni ng Association began an effort to acquire the ability for coal mines to utilize bluffs in permanent reclamation for the purpose of enhancing the post-mining land use. The regulatory reform approach being uti1ized includes formation of a work group with members from industry, government, agriculture, and environmental organizations to prepare a proposal. Advantages of this approach are discussed.

The paper presents a study on the reclamation of two mined-out bauxite open pits in the area of Kefali, Itea, Greece. The mining area has been reclaimed partially in the past, but its proximity to the town of Itea and a national road with tourist traffic, rose the interest to examine various scenarios for improving the landscape and the aesthetics of the site and introducing alternative land-use for recreational activities. Geospatial data were modelled using a Geographical Information System (GIS) that made it possible to study alternative proposals in terms of final landscape profiles, volumes required to be moved and the associated costs.

Production dozing of cast material is a cost effective method of improving dragline or mobile equipment overburden removal. Yet dozer productivity is reduced during the part of the process that requires the dozers to cut material away from the highwall. One solution is to use a hydraulic excavator to remove this material and throw it into a windrow for the dozers. By freeing up the dozers for more productive work the overall system productivity increases 25% and cost per yard is reduced by up to 10%. Dozer fleet sizing can be determined to match a specific production schedule or can be sized to balance with an excavator’s production.

Prior to 1974, bauxite-producing countries were poorly informed about important aspects of the bauxite/alumina/aluminium industry. This placed them at a disadvantage in negotiations over the development of the industry with interested parties. Since the formation of IBA, its member governments have acquired a fuller awareness of the structure and operation of the industry. The role of IBA is to enlarge the relevant information base of member governments, to act as a forum for the exchange of information on the industry and to form a focal point for multilateral discussions on problems in the industry with corporate interests and with governments of consuming countries.

The U.S. Bureau of Mines' Salt Lake City Research Center has developed porous polymeric beads containing immobilized non-living biological materials for extracting metal contaminants from waste waters. Immobilized biological materials include peat moss, algae, biological polymers, and other materials that demonstrate high affinities for heavy metals. The beads, designated as BIO-FIX beads, have distinct advantages over traditional methods of utilizing biological materials in that they have excellent handling characteristics and can be used in conventional processing equipment or low-maintenance systems. Toxic metals such as copper, cadmium, zinc, lead, and mercury are several of the many heavy metals effectively removed from mine waste waters using BIO-FIX beads, Continuous cyclic testing indicated that the beads continued to produce treated effluents which met National Drinking Water Standards (NOWS) after 150 loading-elution cycles. Adsorbed metals were removed from the beads using dilute mineral acids. In many cases, the extracted metals were further concentrated to enable processors to reclaim the metals, thus minimizing the generation of a hazardous sludge, Tests indicated that use of the beads in a low­maintenance system was particularly effective for treating remote acid mine drainage waters and small toxic seeps from hard-rock mining districts.
