The mining industry is very capital intensive. Competition for shareholder investment has never been greater. Among our challenges is the need to meet shareholder expectations (return on investment), and one area of focus lies in our ability to deliver value on our capital investments. Our ability to meet project expectations affects not only the economics associated with the immediate project but also directly influences our ability to finance future projects. Moreover, our ability as individual companies to attract investor capital is influenced by how we have done overall as an industry, and our industry track record has not been that stellar. With safety, scope, cost, schedule, and quality as guiding principles, our project managers today must address high expectations on every project. This paper examines some items that should be on today's project management checklist. PROJECT ENGINEERING Herbert Hoover, himself a mining engineer, said Engineering is a great profession. There is the fascination of watching a figment of the imagination emerge through the aid of science to a plan on paper. Then it moves to realization in stone or metal or energy. Then it brings jobs and homes to men. Then it elevates the standards of living and adds to the comforts of life. That is the engineer's high privilege.

INTRODUCTION When Palmer King asked me to prepare a paper for this conference, it seemed quite appropriate, since I am Chairman of Subcommittee No. 4 of the U. S. National Committee on Tunneling Technology and we are presently making a detailed study of contracting practices. Before the end of this year, we expect to publish our report containing guidelines aimed at improving our contracting practices and minimizing the problems which develop therefrom. The American construction and mining industries today are glowing examples of the ingenuity of man pitting his wits against the unknown. Without the promise of rewards commensurate with the perils faced and the effort expended, it is doubtful that these industries could have reached their present state of advancement. Nevertheless, these industries are still primitive compared to many others such as aerospace and electronics. That our present contracting practices leave something to be desired is evidenced by the fact that many of our underground projects wind up with tremendous increases in estimated cost, financial disaster, and costly dispute and litigation. The situation is aggravated by the current economic uncertainty, energy crisis, and shortage of materials. At the same time, if our industries are to develop their maximum technologic potential, we must employ contracting practices which will encourage that development. Most of the contractual problems related to underground construction are associated with risk and its management. Unless all of the ramifications of this subject are understood, it will be difficult

Now that the former Soviet Union has divided into 15 countries, it is necessary to analyze separately the industrial mineral position of each of these countries. Industrial mineral data The former USSR was one of the world's largest producers of industrial minerals and had some of the world's largest reserves. Production and reserve figures, however, must be qualified. Even when these figures were reported by the Soviets, it was not clear that the production figures were for products that would be equally marketable in a competitive market economy. The reserve figures are based on the Soviet system of reserve classification, which is not directly equatable with the US Geological Survey and US Bureau of Mines classifications of economic reserves in market economy countries. The Soviets reserve classification system, in terms of which reserve figures will be given, is based on the reliability of the quantity of the material in place. The Soviet system assigns each occurrence to one of seven categories A, B, C1 and C2 are considered reserves; P1, P2, and P3 are considered resources. Mining in the former Soviet Union was authorized on the basis of the reserves in place in categories A, B and C, which had to be in prescribed ratios. However, the categories A, B and C do not necessarily correspond to Western concepts of material economically exploitable under present market prices with existing technologies.

Spherical oxide particles can be used as mineral fillers, paint pigments, polishing materials and catalysts. They can be prepared using various techniques involving precipitation and spray drying. Melting of particles in a high-temperature flame is a simple technique which produces particles with a high degree of sphericity and high smoothness from non-spherical feed material. In current research the preparation of alumina particles by melting the feed material in a hydrogen- oxygen flame is described. The spherical particles obtained were characterized using scanning electron microscopy, atomic force microscopy, energy dispersive spectroscopy, X-ray difiaction, Fourier transform infrared spectroscopy and electrokinetic measurements. The particles pre- pared exhibit a high degree of sphericity and a low level of roughness. The chemical composition of the material after preparation is unchanged, however the crystallographic structure is different. It is suggested that alumina changes from pure a-alumina to a mixture of different transitional forms. Changes in the electrokinetic behavior were also observed for alumina which can be attributed to the strong dehydration of the oxide surface and/or change in the crystallographic structure. Also, the possible accommodation of trace amount of impurities in the surface zone during melting cannot be ignored.

The nonlinear network optimization algorithm developed in this paper solves the following mine ventilation design problem: find the location and size of all fans and regulators which minimize the overall system power consumption while satisfying all physical, legal, and operational constraints. This work includes the formulation of the problem within the framework of mathematical optimization, the development of the computational theory, and the creation of an efficient solution methodology. The algorithm has been implemented on a microcomputer, and a small but representative example is included. The algorithm presented in this paper has four limitations. First, the optimization process is for a single point in time: the dynamic nature of a mine ventilation system in an evolving mine is not directly addressed. Second, the topology of the ventilation network is required input information. The mathematical algorithm does not optimize the size or location of the mine ventilation airways; however, the post optimality analysis techniques can be used to aid in topological decisions. Third, the problem is formulated using volumetric flow; thus, heat and moisture transfer are ignored. Fourth, the capital cost of ventilation equipment is not included in the formulation.

Incidents associated with secondary dust ignitions in the mining of massive sulphide ore deposits are of major concern in Canadian underground metal mines. During stope or development blasting, a highly concentrated cloud of sulfide dust is created and may be ignited, resulting a secondary explosion which releases a considerable volume of sulphur dioxide and possibly other sulphur gases. The consequent pressure, heat and toxic gases can result in loss of life, significant damage to equipment and loss of production. These losses are expensive and should be prevented. Explosions of this type have occurred at the H-W mine of Westmin Resources mainly in the development headings and cut and fill stapes. This paper presents the results of a study conducted at the H-W mine to compare dust sampling methods for explosivity tests. The associated benefits and pitfalls of each sampling technique are examined. The investigative work conducted to develop and test preventive and control methods against sulphide dust ignitions is also discussed. The techniques which will minimize the risk of sulphide dust ignition in metalliferous mines are outlined. A review of current preventive and control measures practised at the H-W mine is also presented.

The Mine Safety and Health Administration (MSHA) has developed a Mine Ventilation Bleeder and Gob Training Course. This three day course is designed to increase the knowledge and understanding of bleeder ventilation systems. It discusses concepts, designs, plan approval, inspection and evaluation of bleeder systems. This paper will introduce some of the material contained in that course, focusing on the inspection, examination, and evaluation of bleeder systems. The regulations addressing the use of bleeder systems are found in Title 30 Code of Federal Regulations (30 CFR) Section 75.334. The examination requirements are found in 30 CFR Section 75.364. Section 75.364 de- scribes specific locations where examinations are to be made and specific information to be gathered at those locations. The required locations and information will be discussed in some detail with examples and illustrations. These weekly examinations for bleeder systems are designed to monitor the parameters of the bleeder system and to evaluate its effectiveness. Over time, conditions can develop in the bleeder system that affect the ventilation and lead to hazards such as methane accumulations. The hazards of methane accumulations need to be understood as such accumulations can contribute to mine explosions. The importance of additional information gathered by the mine examiner that can assist in evaluating the performance of the system will also be discussed.

Taking into account the possibilities of condensation of water vapour contained in air during its flow through a series of spot coolers as well as formation of eventual fog, a mathematical model of dynamic temperature, specific humidity and degree of fogging of cooled air in underground mining galleries with direct ventilation is developed. In the gallery, there situated various heat and moisture sources both of distributive and of concentrated types. The model is represented by three partial differential equations of first order. The cases of cooling with full as well as with partial air stream flowing through the gallery are distinguished. Owing to the fact that in practical designing, more important is the knowledge of the variation process of temperature, specific humidity and fogging of cooled mine air at steady state conditions, the model is modified to a set of three nonlinear ordinary differential equations. Based on the presented algorithm, the obtained set of ordinary differential equations is numerically solved which enables to: • specify the distribution of temperature, specific humidity, relative humidity and degree of fogging of cooled air in mining galleries; • determine the cooling powers of air coolers for their known locations; • indicate the locations of the coolers of known cooling powers. Exemplary calculations of temperature and relative humidity of cooled air are presented graphically in a number of diagrams.

Karst hosted lignite deposits are characterized by variable thickness of lignite that was deposited in depressions in the karst topography and by the variable extent and shape of the lignite pods. Since the lignite to be mined will feed a mine mouth generating plant, an extremely important criteria in the mine plan is to assure continuous feed to the plant. The variability in both the extent of the pods and the thickness of the lignite within the pods must be taken into account in any mine design in order to quantify the risk that an area being developed will have enough lignite to feed the plant for the specified period. Indicator kriging was used to create a model of lignite thickness of the deposit. Pod boundaries were determined from the indicator kriging model by two methods. First, contour maps showing the probability that the lignite is above a minimum mining thickness were prepared. Using these maps the mine planning engineer can determine either conservative or optimistic boundaries. The second method recognized that the most costly error that can be made in the mine plan is to run out of lignite. Thus, a loss function was determined from the costs of overestimation and underestimation. Using this function, the probability that minimizes the risks of overestimation versus underestimation was calculated.

The copper segregation process is designed to concentrate oxidized copper ores or mixed sulfide-oxide copper ores which are refractory to normal and cheaper mineral dressing or leaching processes. Such ores contain copper silicates or highly disseminated copper minerals in a gangue not entirely free from limestone or dolomite. Concentra¬tion by flotation is, under these circumstances, not possible and the acid-consuming constituents do not permit acid leaching. A high temperature treatment at 700-800°C, in the presence of a small amount of sodium chloride and of finely divided carbon, concentrates the copper into easily floated metal by a kind of reducing chloridizing roast. The sulfides, if present, are either oxidized in the heating stage and react like oxides or float with the metallic copper in the flotation step. The ores which have the aforementioned characteristics and which are high grade enough to pay for the treatment are scarce, so that the process has only a limited application. Theory of Copper Segregation Sodium chloride, reacting with water vapor and the acid gangue constituents, produces hydrogen chloride which reacts with the copper minerals. The author attempted to concurrently apply the US Uniform Standards of Professional Appraisal Practice (USPAP) and the Australian VALMIN Code to a complex mineral property appraisal assignment and previously to some modest assignments. This led the author into many severe difficulties. These difficulties included the high standards needed in the work of others and information and statements required from the client under the VALMIN Code. The exercises highlighted many positive features of both sets of standards. However, the author concluded that, without modification, VALMIN is incompatible with USPAP and the US regulatory environ¬ment. The author found that VALMIN violates US legal decisions regarding real property appraisal due to its requirement to include many items of business value. The US Securities and Exchange Commission's prohibition on reporting quantitative resource estimates proved to be a severe problem under VALMIN. Some VALMIN requirements could not be met due to the extent and quality of documents specified. Implications and thoughts regarding the development of a set of US minerals appraisal standards are discussed. Management considerations for complex mineral-property appraisal assignments are also presented.

Hectorite is a rare magnesium-lithium clay mineral that occurs at many places in the McDermitt caldera of Nevada-Oregon. Commercial development of several high purity deposits began in 1986. The hectorite that was precipitated in a lake environment formed after the collapse of the McDermitt caldera. Hectorite beds and lenses are associated with volcanic sediments, limestones, dolomites, zeolites and locally sandy bentonites. The high purity deposits appear to be associated with hydrothermal areas. The hectorite consists of extremely small, flake-shaped crystals. Calcium (Ca) is the predominant exchangeable ion. Its color ranges from white to light green. Commercial uses include high-brightness, magnesium-aluminum-silicate (MAS) products, organophilic clays, pulp retention and ceramics. The MAS is used as a suspending agent, binder, stabilizer and thixotrope in aqueous solutions for cosmetics, household cleaners, pharmaceuticals and miscellaneous industrial applications. Hectorite-based organophilic clays are used in printing inks and paints. The McDermitt caldera complex is located astride the Nevada-Oregon boundary west of the town of McDermitt, NV (Fig. 1). The structural complex is elliptical in shape, extending about 43 km (27 miles) north-south and 34 km (21 miles) east-west. This area was the site of extensive volcanism during the Miocene (24 to 18 million years). The complex consists of five overlapping calderas with the oldest at the south end of the complex (Rytuba et al., 1979). Each of the vent areas collapsed and is marked by a ring fracture zone. The ring fractures around the outer boundary of the caldera complex are shown in [Fig.1].

Calculation of the sensible heat transfer between the rock surface and the flowing air in an underground airway is still fraught with problems. There are only a few results available in the literature for the calculation of the convection in tunnels with naturally rough surfaces. Some of them are purely empirical, while others use a theoretical approach, based on the analogy between heat and momentum transfer, expressing the heat transfer coefficient as a function of the friction factor. A review and evaluation of these results are presented. The heat transfer equations obtained using the different assumptions, vary over a wide range, so that experimental results are needed to determine the formulae and constants applicable to mine airways. In situ measurements of the "physical" and "technical" heat transfer coefficient carried out in deep mines are described. The statistical distribution of the convective heat transfer coefficient on rough surfaces, as well as the regression between the Nusselt and Reynolds numbers in the turbulent flow region, are presented. Radiative heat transfer between the surface and the moist air flowing in a duct of relatively large hydraulic diameter has been taken into account during evaluation. The results will be a definite refinement of those calculations presently used in mine climate simulation models.

[show of hands, far fewer, general audience laughter] You have all at least heard the word "gainsharing." Some of you undoubtedly aren't quite sure what gainsharing is, while others obviously have gainsharing plans in place and are looking for ways to improve them. In the short time I have now I'll be able to give you a precursory look at gainsharing and some brief ideas on where to look to improve your current plans. Mineral resources comprise of metallic, non-metallic, and fossil fuels. Our civilization, and the associated economic and industrial developments are inherently dependent on the availability and use of minerals. This is evident from historical development and identification of civilization eras throughout human history: the stone age, the iron age, the bronze age, and the current computer age. This paper deals with the depletable fossil fuel sector of minerals; this is represented by crude oil, natural gas, and coal. Fossil fuels provide approximately 80% of total global primary energy supply; the rest being provided by renewables (wind, hydrothermal, solar), nuclear, and biomass. Economic, industrial, and population growth will, inevitably, lead to an increase in demand for energy. In general, per capita energy consumption is correlated with per capita income, with the US showing the highest energy use per capita, and South Asia having the lowest. This paper examines the underlying interrelated issues (factors) of energy reserves, production, scarcity, depletion, economic, and technological factors and impact on long term availability and thus sustainability. Is it possible to extend the time to economic depletion of these resources? This will have an impact, direct or otherwise on total energy availability, and the inter-temporal allocation of the resource. Specific economic and physical parameters relevant to mineral supply and their respective impact on depletion, and inter-temporal welfare are investigated. These variables include own price, substitute price, population, income, technical innovation-both on supply as well demand, and resource substitution.

This paper presents detailed information on the genesis, formation, and industrial utilization of Yaylacik magnesites. Tectonically, the study area is located within the Tavsanli Zone, immediately south of the Izmir-Ankara suture in western Turkey. The geologic setting mainly comprises ophiolitic melangks basics, and ultrabasics associated with very rich magnesite deposits and lacustrine sediments. The ophiolitic unit tectonically overlies the schists and carbonate rocks. The presence of glaucophane and lawsonite indicates a low-temperature/high-pressure metamorphism. The ultra- basic rocks, which exhibit cumulate composition, have been mostly serpentinised and represent the oceanic floor of the Yaylacik ophiolite. Basic intrusives consist of dolerite and diabase, and they show the characteristics of within-plate dolerites. The magnesite occurrences are commonly observed in block, stockwork, lens, and vein forms and were deposited within the serpentinites. In most magnesite samples, secondary quartz/chalcedony formations are observed as fracture fillings due to the highly effective tectonic movements. Field surveys and microscope studies reveal that magnesites had been formed by the metasomatic alteration of serpentinites. Chemical analyses show that, although MgO content of the magnesites varies from 43.41% to 50.48%, Fe203 and CaO are lower than 1%. Silica contents are as high as 5.52% in a few samples. Although Yaylacik magnesites are not suitable for making basic refractory bricks, they are widely used as caustic-calcined magnesite in a variety of applications, including animal food, artificial fertilizer, chemical (acid neutralizer), medical and pharmaceutical, and water treatment.

Introduction The role of marketing in the minerals and mining industry takes on different degrees of importance depending on the commodity, but nowhere are sales and marketing more important than in industrial minerals. This article compares industrial minerals marketing with the marketing of other mining and mineral products. Marketing in Mining Some broad generalizations on the marketing of industrial minerals in relation to other mineral products can be made without getting bogged down with exceptions to generalizations. Two totally different areas of mineral production are crude oil and natural gas, and metals, including ores and concentrates. Although these commodities are the basis for two completely different industries, they share two things in common from a marketing standpoint: • Their value per unit volume is usually high enough so that they can be transported great distances. • Their specifications are readily definable and, therefore, the quality of a standard product from a production run can be communicated by stating certain chemical and physical features. This permits sales to be consummated by telephone, telex, and letter, without the need to pretest the products under use conditions. In regard to the first item, industrial minerals, as opposed to oil, gas, and metals, are in most instances site specific. Location of the point of production in relation to the point of use is of paramount importance based on a generally lower unit to volume value. This means that transportation is a major factor, with the cost of getting the mineral to market commonly exceeding its f.o.b. value. The Bureau of Mines evaluated the integrity of escapeways in a three entry underground coal mine. A center conveyor belt entry (secondary escapeway), was flanked by an intake (primary escapeway) and a return entry. Diesel equipment was used throughout the mine for material and personnel haulage. A carbon monoxide monitoring system, tied to a data recording computer on the surface, was deployed throughout the belt entry and at selected sites in the intake and return entries. Previously, the company had a fire of unknown origin in another mine, which prompted an interest in the performance of their escapeways. An initial, qua1itative evaluation was performed by burning approximately 14 kg of coal at the mouth of the intake entry. The first test was followed by a similar burn at the mouth of the belt entry. These initial trials showed a high quantity of leakage between entries. In several follow-up evaluations, simulated fires, using a tracer gas, were set in the intake and belt entries. Tracer gas concentrations were obtained in all entries at four different underground locations. The results of these tests showed that permanent stoppings could not guarantee isolated, contaminant-free escapeways.

The present work emphasizes the selection in the separation of the apatite/calcite by the direct anionic flotation versus the double flotation, with a reverse second stage of the Jacupiranga phosphate ore. The double flotation would allow the obtaining of two concentrated solutions: one of them mainly constituted by a calcium carbonate material (CaCO3) and the other one, phosphatic (apatite). The calcium carbonate concentrated solution is used for the production of cement. The presence of phosphatic material in the calcium solution is not desirable, phosphor being a harmful element to cement. On the other hand, smaller quantities of calcite in the phosphate concentrate would represent a substantial economy in the processes of production of phosphated fertilizers. These processes make use of sulfuric acid to the solubilization of the apatite and the presence of calcium material consumes acid. Also that, when carbonates are solubilized, unwanted products are formed resulting in losses in the process and diminishing the quality of the fertilizer produced. These characteristics are discussed in the paper and are compared to another Brazilian phosphate ore, the reverse route of which can be considered more adequate. The results are discussed according to recent discoveries, and special emphasis is given to the use of corn starch and its crucial role in promoting the selection in the direct flotation process.

Because of its pronounced tendency to undergo visco-plastic flow, coal ground in the energy- efficient high-pressure roll mill invariably comes out as a briquetted product which must be disintegrated in a conventional type of grinding device such as the ball mill. The aggregates comprise comminuted coal particles that are apparently extensively cracked and weakened during passage of the coal through the high-pressure rolls. Their deaggregation in a ball mill in the second stage is accompanied by further grinding of the coal with a relatively small expenditure of energy. Thus in spite of energy dissipation in briquetting in the roll mill and in disintegrating the briquettes in the ball mill, significant energy savings are possible in the fine grinding of coal in a two-stage serial grinding mode, as compared to ball mill grinding alone. It has been determined that for the best results the energy invested in the two grinding stages must be apportioned in an optimal manner, the energy consumption in the ball milling step is comparable to, even in excess of, the energy spent in the high- pressure roll mill; and 20 to 50 percent energy savings might be possible in grinding coal to minus 200-mesh size by this two-step process, as compared to conventional milling.
