During the last several years considerable discussion has taken place on the long term aspects of uranium tailings management. These discussions have centered around a variety of topics which in turn lead to a variety of opinions. In order to come to grips with the various differences of opinion and points of view, the Atomic Energy Control Board has decided to prepare, as an interim measure, a list of proposed close-out criteria for uranium tailings management facilities. It is important to keep in mind that the criteria set out in this paper are proposals and are intended to initiate a continuing dialogue between the uranium mining industry and the various regulatory and government agencies. It is envisaged that this dialogue would continue for a period of from six to twelve months after which some final form of these criteria would be issued and applied to the active uranium mining facilities. In attempting to understand the reasons why the Atomic Energy Control Board has decided to propose these criteria now instead of at some future point in time, it is necessary to look at a number of existing facts. One of the most important of these is that something in excess of one hundred million tonnes of tailings currently are placed in various tailings management facilities. Furthermore, the rate at which tailings are being deposited into such management facilities is on the increase and this increase is expected to continue over the next five to ten years. The management of these tailings is currently covered under the Mine Facility Operating Licences issued by the AECB. Implied within these licences and supporting documents leading to them, are requirements for the conceptual approach to be used at abandonment. There is however, no current requirement for a detailed study on the engineering or financial aspects of such abandonment procedures. This is a gap which the Board feels must be addressed. There are, at this time, various initiatives underway both in Canada and within the international community which are attempting to address the problems and concerns of the very long term management of tailings. For example, current research in Canada which is composed of two components, one by the AECB dealing with purely regulatory aspects and a second major coordinated program under the direction of the Department of Energy, Mines and Resources and in particular by CANMET is going to deal with the technical problems. 11.1 INTRODUCTION This chapter outlines some of the selection and design considerations for leach pads and liners. Leach pads and liners are generally chosen to provide the required or desired levels of low permeability and foundation conditions at minimum cost. The selection and design of a particular liner depends upon its anticipated use and performance, and what materials may be available. A leach pad is the firm base for a heap. When geomembrane liners are used, the pad is the firm, compacted foundation upon which the liner is placed. In the case of a clay liner, the clay liner is usually also the pad. It is important to consider the design of a pad or liner in terms of a system. The "leach pad system" consists of the prepared foundation, bedding layer (if used), liner (s), seepage collection or detection layer (if used), and cover layer. Foundation preparation is necessary to ensure a stable base for the rest of the leach pad system. A bedding layer is used to protect a liner from being punctured by large angular fragments in the foundation material. A seepage collection or detection layer, consisting of well-drained material and (sometimes) pipes draining to a collection sump, is included when a double liner is used. A cover layer on top of the liner can serve the following purposes (van Zyl and Strachan, 1986): • Preventing of ultraviolet light exposure to sensitive geomembranes; • Limiting evaporation from compacted clay liners and thereby eliminating cracking of such liners; • More efficient collecting of leachate; and • Protecting the liner from damage during heap construction. Economic evaluations of alternative liners for a project must include the overall system. For example, a geomembrane liner may require different foundation preparation and cover material selection and placement than a clay liner. Liners can be made of compacted clay onsite, amended soil, or geomembranes. The metallurgical response of a deposit's various ore types usually has a strong impact on the flowsheet design of most mineral processing plants. This impacts the materials handling, equipment selection, capital and operating costs, and plant availability. Because of the rapid leaching characteristics of Chimney Creek ores a variation of the conventional gold plant, carbon columns and CIP was proposed. The proposal consisted of a washing stage which was installed between the typical leaching and CIP stages. The circuit was simulated in the lab and was modelled using a computer program to evaluate the metallurgical impact and the effect on the system's mass balances. Also, actual plant data was reviewed comparing the results that were achieved with the results that were expected.

Introduction Though temporarily shutdown due to the depressed economy, the Henderson mine is a large underground molybdenite producer, using a continuous panel-caving mining system. The location of the ore body requires access from the surface through three shafts, the collars of which are located about 3.15 km (10,350 ft) above sea level. At this altitude, normal temperatures are such that heat must be added to intake-ventilation air for about half of each year. This prevents ice from building up in the intake shafts, waterlines from freezing underground, employee discomfort, and equipment-related problems such as pneumatic rock drill icing and cold starting of diesel engines. Because of topographic and environmental constraints, the Henderson mill and concentrator are located 24 km (15 miles) from the mine, on the west side of the Continental Divide. All ore from the mine is transported to the mill by an electrified rail haulage system, with 15.4 km (9.6 miles) of the trip being underground through a double-track tunnel. A shaft at the midpoint of the tunnel exhausts air drawn from the mine and from the portal that is at an elevation of 2.7 km (8,950 ft). Intake air at the portal must be heated for part of the year to prevent ice buildup. Mine Ventilation System The mine ventilation system uses three sources of fresh air and two exhausts. The primary freshair intake is No. 3 shaft. It is concrete lined to a diameter of 7 m (23 ft) for a total depth of 698 m (2,291 ft). An airflow of 755 m3/s (1.6 mil¬lion cfm) is supplied to this shaft by two vane-axial 932-kW (1,250-hp) fans on the surface. The air is distributed within the mine by means of fresh-air distribution levels connected to production and development levels by raises. A secondary source of fresh air to the mine is provided by No. 2 shaft, the primary man and material access. This shaft is concrete lined to a diameter of 8.5 m (28 ft) for a total depth of 946 m (3,105 ft). Downcast airflow is induced by a pressure differential produced by the fans in the system such that net intake and exhaust volumes are equal. The No. 2 shaft flow of 165 m3/s (350,000 cfm) enters the mine network from the production and haulage levels. Exhaust air is moved from the various working levels through connecting raises to exhaust col¬lection levels that return it to No. 1 shaft. No. 1 shaft is the primary mine exhaust. It is concrete lined to a diameter of 7 m (23 ft) for a total depth of 788 m (2,584 ft). Three vane-axial 932-kW (1,250-hp) exhaust fans are located at the collar of No. 1 shaft, producing a flow of 850 m3/s (1.8 million cfm). In addition, an airflow of 71 m3/s (150,000 cfm) from the intake distribution level is exhausted via the haulage tunnel, by means of No. 4 shaft located midway in the tunnel. The main features of the mine ventilation network are summarized in Fig. 1. The Colosseum Mine is within the Clark Mountain mining district located approximately 72 km (42 miles) southwest of Las Vegas. Nevada in San Bernardino County, California. Gold mineralization at the Colosseum Mine is hosted in two 150 m by 210 m (500 ft X 700 ft) interconnected. rhyolitic intrusive breccia pipes that intruded Precambrian crystalline basement rocks and over-lying Paleozoic marine sedimentary rocks. Sub-sequent erosion (de-roofing) of all of the Paleozoic section and a portion of the Precambrian section has exposed the pipes to the present level (probably a significant depth in the original breccia pipe system).

During the last 15 years, the North American Mining Industry has experienced increasing usage of cast high chromium white iron grinding media in wet grinding applications. First introduced into the cement industry (klinker grinding) where wear rate reductions of four or five times have been realized compared to steel balls, this same grinding media serve the iron, copper, and phosphate markets by resisting not only impacts and abrasion, but also corrosion which occurs in wet grinding. In these markets, single mills containing 250,000 kg of grinding balls are not un-common and hence the economic potential with respect to lower wear rates can be significant. Add to reduced wear rate the increased production efficiency that is possible and it is readily understood why much of the mining industry uses cast high chromium grinding media. Metallurgically, the alloys used consist of a martensitic matrix containing hard M7C3 eutectic carbides. Carbon (2.0 to 3.5%) and chromium (12 to 277.) are characteristically used to arrive at the desired properties.

Invented by Pierre Boutin in the early 1960s the column was a complete break from the conventional flotation cell. 1. When used as a rougher-scavenger, the column is excellent. 2. When used as a cleaner, the results can be spectacular. The very first column tests were carried out using it as a rougher-scavenger in a reverse float where silica was floated from iron. It produced a concentrate underflow as good or better than that produced from roughing and scavenging stages in cells, The froth tailing overflow was better than that produced by several stages of cell cleaning. Column scaleup progressed rapidly from the two inch diameter unit to a semi automated 12 inch diameter column on material from the Iron Ore Company of Canada. A change in operating philosophy within IOCC brought all flotation development, column or conventional, to a halt. At that time, IOCC had an exclusive right to the use of the column in Canada in the field of iron ore. We moved into the field of sulphides. A Canadian copper producer sent ore for testing and the results led to their purchase of the first commercial size of column - a 36 inch diameter machine. It was a mechanical disaster. It took several years to raise sufficient funds to return to that mill with our basic 18 inch square unit. It was to be tested and modified in order to learn how to properly design a large column. Originally used as a rougher- scavenger, it had to produce tails equal to the final tailings from this well run plant. It did, and did so while producing a rougher-scavenger concentrate almost equal to the plant final concentrate. It was finally used as a cleaner and produced concentrate 5% higher in copper than the plant final concentrate with equal cleaner tails. This phase of the column development was carried out under very difficult circumstances. The mill superintendent had realized that if he took the froth removal system from our original mechanical disaster and applied it to a conditioner while injecting air, he would have a flotation cell. He had personally applied for patents on this Maxwell Cell. Our development work was done in his mill and as our results became better and better, our difficulties became worse and worse. We finally had to terminate this work. The 18 inch column installed at Mines Gaspé 14 years later was identical to the one removed from Opemiska. The 18 inch column was tried on various ores over the following years and always produced excellent results. However, it was not really a production size unit. We had always aimed for the 72 inch column (72" x 72" x 44' 9"). Prior to this huge machine, we needed the intermediate 36 inch column. The failure of the original 36 inch diameter unit at Opemiska had raised the possibility of short circuiting inside the column as the cross section increased. The first 36 inch square unit was tested in parallel with the proven 18 inch column. If the underflow of the 36 incher was not as good as that of the 18 incher, short circuiting was a possibility in the larger unit. It had been designed for insertion of drop in partitions, four feed points had been provided and the 36 inch column would have become a modular unit of four 18 inch columns. Testing showed the underflows of both columns to be identical. There was no short circuiting in the 36 inch column. Once we had the 36 incher, we had no fear of the 72 inch column. It is permanently partitioned into four 36 inch columns but uses only one set of instrumentation. All the component parts of the 72 inch column come from the 36 inch unit. In spite of our results, the mining community did not believe the column could work. Finally, in 1980, Mines Gasp6 ordered an 18 and 36 inch column for their byproduct molybdenum

"INTRODUCTION Conventional steel bar reinforcement is used in many tunnel linings to provide high flexural and tensile load resistance. These Reinforced Concrete (RC) tunnel linings may suffer flexural cracking during service or, in the case of precast concrete segments, during production, handling, or installation. Cracks can lead to corrosion of steel reinforcement, so limits are placed on maximum acceptable crack widths to reduce the likelihood of corrosion during the intended design life (AFTES, 2013; MC2010, 2012). However, the relatively light level of reinforcement used in many applications can result in quite wide in-service crack widths, so either additional steel bar reinforcement is required to limit maximum crack widths, or fibers can be included to control crack widths. Numerous investigations have been undertaken into the efficacy of including steel fibers to reduce crack widths in conventionally reinforced members (Stang and Aarre, 1992; Abrishami and Mitchell, 1997; Bischoff, 2003; Dupont and Vandevalle, 2003; and Jansson et al, 2010), but steel fibers suffer the problem that they are at least as sensitive to corrosion at cracks as steel bars and therefore have similarly tight limits placed on acceptable crack widths (AFTES, 2013). An alternative means of maintaining narrow crack limits in RC members has therefore been sought. The current investigation was instigated following an observation that theories promoted as an explanation for the ability of steel fibers to reduce crack widths in reinforced concrete flexural members (Deluce et al, 2014) do not depend on the material composition of the fibers used but instead depend primarily on the tensile stress generated by the fibers across cracks. Since it is known that macro-synthetic fibers are capable of equaling the post-crack tensile capacity of steel fibers, it has been hypothesized that macro-synthetic fibers are also capable of reducing crack widths in reinforced concrete flexural members but with the added advantage that macro-synthetic fibers are completely immune to the effects of corrosion. Use of macro-synthetic fibers to reduce maximum crack widths in reinforced concrete flexural members subject to aggressive environmental exposure is more rational than use of steel fibers because steel fibers are very sensitive to the corrosive effects of environmental exposure at cracks. The current investigation was therefore undertaken to explore the potential use of macro-synthetic fibers to reduce maximum crack widths in reinforced concrete members subject to flexure. Barchip BC54 fibers were selected as they are one of the most widely used and competitive high performance macro-synthetic fibers currently available."

US mine operators frequently fail to investigate more cost effective and productive bulk material handling systems because surface mines seem to lend themselves to truck ore haulage. In this country, as a result, use of conveyors to move heavy loads from mine to process facilities has been minimized, if not actually neglected. In contrast, there are more than 50 conveyorized surface mines in successful operation around the world. These mine operators have learned that properly applied conveyorized systems can offer major savings in capital and operating costs, which contribute to improved profits when combined with other proven mining technologies. Growing acceptance and application of conveyorized bulk material handling in surface mines also points up how unique each mine is and how careful planning contributes to maximum mine effectiveness. Because of these differences, mining executives and technical and operating staffs need to develop an understanding of three factors in applying conveyorized bulk material handling in surface mines: • Why each mine will benefit from the type of automation permitted by conveyorized operation, •What kind of equipment is available, and • What applications most effectively demonstrate the first two factors in action - hauling either ore or waste. The conveyorized systems considered in this presentation have production rates from 0.5-2.7 kt/h (500-3,000 stph). Worldwide, these systems have been operating since the early 1960s. Advantages of Conveyors Why do you want conveyorized bulk material handling? First, it almost always provides lower operating and maintenance costs. Second, it frequently requires lower initial capital costs and almost always requires lower capital costs over the life of the surface mine. Third, it provides comparable operating availability, and finally, it frequently gives comparable operating flexibility - depending on the mine plan. Cost avoidance can be accomplished with modern production methods. These, in turn, permit increased productivity and reduced operating costs such as those for energy, maintenance, and manpower. It has been demonstrated in European surface mines and elsewhere, that conveyor systems frequently require lower initial costs than does truck haulage. Almost always such operations require lower capital costs over the mine life. Those costs include the continual addition of haulage trucks to both accommodate the increasingly difficult haulage routes and fulfill replacement requirements when trucks wear out. Conveyor systems handling ore in numerous large crushing and port facilities, which have operated since the early 1950s, have clearly demonstrated a useful conveyor life of more than 25 years. In contrast, off-highway trucks have life spans of six to eight years. The following examples illustrate comparative capital costs to purchase conveyor systems and comparable truck haulage units. Example 1 The ore haulage route from point A to point B is level and 610m (2,000 ft) long. The material weighs 1.8 t/m3 (110 lbs per cu ft) and must be transported at a rate of 1.8 kt/h (2,000 stph). The installed capital costs to provide a properly designed conveyor that will transport the described material from point A to B is about $450,000. The capital cost to purchase three 77-t (85-st) off-highway trucks and one spare truck - which would provide equivalent capacity - would be about $1.2 million. The truck cost estimate is based on a 6 min. or 771 kt/h (850 stph) truck cycle time. Truck efficiency is estimated at 0.8. Each 77-t (85-st) truck would have an actual haulage rate of 617 kt/h (680 stph). Therefore, three trucks would be necessary to transport the designated tonnage of 1.8 kt/h (2,000 stph). A movable crushing plant would be located at point A for the conveyors and a permanent crushing plant at point B for the truck haulage system. Capital costs for these primary crushing plants were not included in the calculations for either system because the capital costs are frequently comparable. Example 2 The transport route from point A to point B is 610 m (2,000 ft) horizontally and 122 m (400 ft) vertically - on a 20% grade (Fig. 1). The material weighs 1.8 t/m3 (110 lbs per cu ft) and must be moved at a rate of 1.8 kt/h (2,000 stph).

INTRODUCTION The National Park Service is entering the seventh year of monitoring caves for the presence of radon and radon daughter products. The purpose of this paper is to summarize the radiation monitoring program at Mammoth Cave National Park, and to present some of the results of this program. Mammoth Cave National Park completed five years of collecting data on May 1, 1981: although Mammoth Cave encompasses approximately 361 km of underground passageways, this paper will concentrate on only a 2.2 km section of the cave known as the Historic Tour. Included in this paper is a discussion of the methods the Nations Park Service uses to protect employees from exposure to alpha radiation. MONITORING METHODS The National Park Service monitors cave atmospheres utilizing the procedures provided by the Mine Safety and Health Administration in their Radiation Monitoring Training Manual (Anon., 1976). This procedure is described as the Kusnetz Method (Kusnetz, 1956) of radon daughter monitoring. Due to the length of the tours at Mammoth Cave, it has been determined to be the most practical procedure. The Historic Tour is a 2.2 km (1.4 mile) loop through passageways ranging in size from 18 m high by 12 m wide, to 0.9 m high by 0.6 m wide. Seven five minute walking samples were taken for this cave tour by drawing at least 10 1 of air through a 25 mm fiberglass filter utilizing a Monitaire Sampler Pump. The radon daughter concentration levels were determined using an alpha scintillation counter to measure the alpha activity on the filter paper. The Monitaire Sampler Pump was calibrated each day prior to monitoring the cave tour and the scintillation counter was calibrated by procedures described by the Mine Safety and Health Administration (Beckman, 1975) at six month intervals. Guidelines established by the National Park Service and approved by the Mine Safety and Health Administration require weekly sampling when the average working level exceeds 0.30 (NPS-14, 1980). A working level is an atmospheric concentration of radon (Rn-222) daughters which will deliver 1.3 x 10 5 MeV of alpha energy per liter of air in decaying through Ra C' (Po-214). The Historic Tour has continually exceeded the 0.30 working level average and has been monitored weekly. Generally, only radon daughter working level data has been collected on the Historic Tour due to limited personnel. However, other special measurements of the uncombined fractions of radon daughters with wire screens, tsivoglou method for radon daughter sampling (Thomas modification, 1970), and thoron daughter monitoring. These special measurements have not been routine due to time limitations involved in radon daughter sampling of other occupied portions of the cave. SUMMARY OF DATA The Historic Tour has been the most consistantly monitored tour since elevated levels of alpha radiation were found to exist at Mammoth. Cave. It is also the only natural entrance to the main sections of the cave and provided an opportunity to study man made actions upon the natural entrance. For these reasons the Historic Tour was isolated for study. Beginning October 10, 1977, and ending November 20, 1977, a pilot project was undertaken involving the Historic Tour and the practice of covering the natural entrance to this tour with sheet metal in the winter months. The purpose was to study radiation levels on the Historice Tour while the covers were on and off the natural entrance. In this pilot project, comparisons were made with incast air with covers on and off the entrance, and outcast air with covers on and off the entrance. TABLE 1 Incast air Mean W.L. Decreased 5% Covers off. . . . 1.40 W.L. when covers on The natural entrance was artificially covered in the winter months (Yarborough, 1978) to protect the visitor from the extremely cold incast air, in the first four years of monitoring. The data in Table 1, illustrated in Figures 1 and 2, shows that this action increased the radon daughter working levels on the Historic Tour by 54% when the covers were on the entrance and the airflow was incast. While the air flow was outcast at the natural entrance, it made little difference as to whether the entrance was closed or open. Some interesting findings were observed when

The recent study by R. M. Hays(l) prompted the study summarized in this paper. In his Interesting paper, Mr. Hays shows fine results to be attainable by a relatively complex flowsheet on a semi-taconite, a manifestly difficult ore to treat. We obtained a semi -taconite from Minnesota, and treated this sample by wet magnetic separation alone. The device in which the separation was accomplished is the standard pilot-plant, laboratory separator in use at Magnetic Engineering Associates' laboratory (MEA) in Cambridge, Massachusetts. It consists of a cylindrical space which can be magnetized by turning on the magnet of the separator. In this cylindrical space, there is a canister which provides the special configuration of the magnetic field and magnetic field gradients that MEA considers to be required. The ore pulp is made to flow through the canister while the current is on. A portion of the pulp is retained in the canister, and the rest is evolved as a non-magnetic fraction. The laboratory device is cyclic, but it accurately predicts the results obtainable by an Industrial unit of either cyclic or continuous type (moving matrix). The ore tested was 99.5°%o -325 mesh, and approximately 75% -500 mesh. The concentrate from this ore was, therefore, eminently suitable for pelletizing. In passing the ore through the magnet, we had the choice of repeatedly passing the concentrate from the first step through the operation, or of repeatedly passing the non-magnetics. In our experiments, the first method was clearly superior from the stand¬point of the cleanliness of concentrate. Of the many tests which we have made, we think that we have to retain two which

This paper discusses techniques for consistent material balance generation, from hand calculation, through spreadsheets to specialised computer programs and general purpose simulations. In response to a request from the Mine Safety and Health Administration, the Bureau of Mines has recently completed a respirable dust survey of 18 U.S. coal preparation plants. Of these, three were essentially free of dust problems. Respirable dust exposure of workers in the remaining plants depended on the time spent in the dusty areas. In five of the plants surveyed, Bureau tests showed that in some areas worker exposures could exceed Federal dust limits in less than 2 hours.

Empresa Minera de Mantos Blancos S.A. operates two copper mines in Chile: Mantos Blancos and Mantoverde. Oxide ore is processed by acid leaching followed by SX-EW to produce copper cathodes. In order to define the leach process adequately for each ore, an extensive metallurgical testwork program was carried out during the feasibility study for each of these projects. A combination of heap and dump leaching was selected for Mantoverde, while a modification to the existing vat leach operation was selected for Mantos Blancos.

The highly competitive nature of the international iron ore market has forced producers to improve the quality of their pellets. The demand for low-acid pellets suitable for direct reduction has resulted in an increase in the number of plants utilizing reverse froth flotation for silica reduction. Column flotation is being favored for this service because of low capital and operating costs and improved metallurgical performance compared to conventional flotation cells. This paper describes the benefits of column flotation and discusses some important aspects of circuit design.

Systematic and quantitative tests were carried out to check the performance of devices commonly used for measuring borehole deformations within different types of discontinuous rock conditions. Test results provide a reliable basis for considering the influence of discontinuities on in situ stress measurement and for choosing the best measuring device for a given rock type and condition.

This paper presents a review of halogen solvents used in the processing of precious metals. Reagents of widely varying chemical structures, such as chlorine gas, calcium and sodium hypochlorite, chlorine dioxide, iodine and bromine have been used for precious metal extraction. None of these chemicals are a replacement for cyanide: however, each of these chemicals present an opportunity for use in processing a specific type of ore. The ore and chemical must be matched to each other for success. Recovery of metal from the leach solutions also offers challenges.
