JAMES BOYD 29.1-STAFF-AND-LINE ORGANIZATION Industrial organizations are established primarily to coordinate the activities of many individuals working toward a specific goal. In mining, the goals can vary widely, and the skills necessary to reach them likewise will vary from operation to operation. It is essential to keep in mind the principal point that an organization embodies the necessary skills which supplement each other and achieve a given objective. Those who direct such an organization are grouped together as "management" and accept the responsibilities for the regulation, administration, supervision and guidance of the enterprise. Those who comprise the "administration" and have supervisory authority are referred to as the "executives." In the early days of mining it was common for one executive to exercise virtually complete control over the entire organization, and direct its operation from a central office. However, the science of management has advanced significantly since then. Mining organization administration now allocates increased authority and flexibility to those in direct-line responsibility, and organizes competent people in specialized fields to provide supervisors with guidance where it is needed in day-to-day operations. Few mining companies today are confined to one operation. Therefore, highly developed skills can be provided in the staff which assists management. This is known as staff-and-line organization, illustrated, in general, in Fig. 29-1. Each operation requires diverse skills for the carrying out of specific functions. The acquisition and training of those with such skills is an important operation in assembling organizations. An organization normally is modified to accommodate individuals rather than being a "hard and fast" mold into which people are fitted. The modern manager is inclined to organize to minimize central direction, with delegation to line executives, providing staff whose day-to-day operations, in cooperation with line executives, coordinate a continuing drive toward the organization's objectives. The staff officers, therefore, tend to become what could be described as parts of the president's brain, dealing with specific areas requiring certain skills. They do not necessarily direct operations, but watch them to be sure that the skills which they have themselves developed can be transmitted to line operations by persuasion rather than by direct authority. The elements of management requiring staff assignments are: 1. Planning, which, at staff level, is only a coordinating activity. Planning is done at all levels in the organization. 2. Engineering. 3. Finance. 4. Control. 5. Personnel and industrial relations, which set personnel policies, including salary plans and the means of handling relations with the unions. 6. Research, which, in a modern organization, is essential to progress and needs to be overseen at the top. 7. Legal staff to see that all operations of the company are provided with sound legal advice, and that the company's policies stay within the law.

Introduction The choice of using a dump or heap leaching process or a fine grinding-agitation leaching process is based on the grade and tonnage of the ore body. Low grade ore and small tonnages are best treated by a low-cost method, such as dump or heap leaching. Permeability, however, is the critical factor in a successful leaching operation, regardless of tonnage or grade. Without permeability in the leach bed, no percolation, no dissolution, no extraction, and no success are possible. Solution delivery to the ore is also essential. Solute-to-mineral contact is a requisite. The solute must be effectively strong and not be depleted in active dissolvers, such as acid, ferric iron, cyanide, and oxygen. It must also be moving across the mineral to be dissolved. No pockets of stagnant solution can be allowed. A third factor is recovery of the now-dissolved metal in the pregnant liquor. All such liquor should be gathered at a reasonable metal concentration to make further pumping and processing worthwhile. Control and recovery of pregnant solutions are probably the most ignored factors of solution mining. This stage in recovery is historically where many operations either fail or become viable. Permeability A permeable heap is normally achieved by taking into account heap building/construction and agglomeration/pelletizing. Even though heap building is critical for good permeability, it will not be discussed here. It has been described in detail by others. Instead, this analysis will concentrate on agglomeration and pelletizing. Differences between agglomeration and pelletizing are emphasized. Agglomeration is referred to when small particles are being attached to larger particles -the ore presents a complete size distribution. On the other hand, pelletizing is a process where all particles are fine (less than 850)µm or 20 mesh), as with mill tailings. The difference is important from two points of view: • Mechanical devices used to achieve the desired attaching action; and • Binder dosages. Mechanical Devices Due to the absence of large particles that fines can become attached to, pelletizing should be done in a centrifugal-action-based device, such as an inclined rotating plate, a rotary drum, or a series of belt-transfer points. In agglomeration, large particles play a part as a natural nucleus for the attaching action of fines. Hence, a tumbling action as strong as for pelletizing is not required. Common methods to accomplish agglomeration include: • Cascade belt system with either all belts moving forward or some of them moving forward and at least one moving backward; • Combination of belt plus inclined vibrating chute; • Large concrete mixer drum; and • Belt discharging directly onto stockpiled ore. The proper agglomeration system will depend basically on the size distribution of the ore and the amount and type of clays present. In all of the agglomerating systems described, the tumbling action takes place at the transfer points either from belt to belt, or from belt to inclined chute ore belt to ore pile. Usually, two or three mixing bars at each transfer point are also included to help the mixing action. Plows to move the ore around on a moving belt are also used.

The Ohio River Tunnel is the first of three combined sewer overflow tunnels to be constructed under Allegheny County Sanitary Authority's Clean Water Plan. The project consists of a total of approximately 5.5 miles of 18-ft and 14-ft finished diameter, segmentally lined deep rock tunnels and smaller diameter dewater and flow connector tunnels, as well as 8 deep flow drop and access shafts varying from 25-ft to 70-ft in finished diameter and 130-ft to 170-ft in depth. This paper describes the project components and the primary engineering challenges faced during design, including tunnel alignments and shaft site optimization with tight right-of-way constraints and multiple railroad and highway crossings. Assessment of tunneling methodology as well as tunnel and shaft designs and constructability included overcoming 5-bar hydrostatic pressure, abrasive bedrock, and the selection of the appropriate support of excavation systems in high-permeability alluvial soils adjacent to the Ohio River.

Introduction A number of processes for deriving more convenient liquid and gaseous fuels from coal are commercially available or in final stages of development. Generally, synfuels from coal processes have efficiencies ranging from 50 to 70%. Considerable engineering design and development work are necessary to bring forth commercial plants using the various technologies-but technological breakthroughs are not expected or needed. Gasification While a variety of solids handling, gas contacting, and gas quality upgrading techniques may be employed in the various gasification processes, the primary goal is the same-to convert a sulfur-containing solid to an essentially sulfur-free gaseous product. The gaseous product may be a mixture of hydrogen and carbon monoxide with nitrogen. Definitions are not rigorous, but high-Btu gas is generally over 900 Btu/scf(33 534 kJ/m3) and low-Btu gas is generally below 350 Btu/scf(13 041 kJ/m3). Medium or intermediate gas falls between these values. High-Btu production is more difficult, as it requires additional upgrading of a low- or intermediate-Btu gas stream to produce a commercially acceptable product. The carbon/ hydrogen ratio is adjusted either by rejecting a portion of the carbon, increasing the hydrogen, or a combination of both. The chemical processing steps include production processing gas containing carbon oxides and hydrogen by the reaction of carbon and steam (gasification); reaction of hydrogen and coal to form methane (a hydrogasification process); reaction of hydrogen and carbon monoxide to produce methane (methanation); and the removal of impurities. The gasification processes share a number of common techniques. The coal received at the plant site must be further cleaned and crushed or ground before it can enter the gasifier. Conventional cleaning methods are used to remove extraneous materials such as metal, rocks, etc. For some processes the coal must be finely ground so it may be fluidized or entrained in a flowing gas stream. For other processes crushing and sizing only are required. Agglomerating coals may be pretreated by heating, mild oxidation with air, or other procedures to assure smooth gasifier operation and to avoid reactor plugging. Nonagglomerating coals Such as lignite and subbituminous coal normally do not require pretreatment. Feeding a solid material such as coal to a higher pressure reactor is a difficult task. Dry feeders using a series of pressurized lock hoppers, or wet systems in which a slurry is pumped into the reactor, are used. The gasification step is the heart of the process. Here, the solid feed material is contacted with synthesis gas (carbon monoxide and hydrogen). The coal is devolatilized and a portion of the fixed carbon converted to methane. The gas-solids contacting methods used include fixed beds, fluidized beds, moving beds, entrained beds, and free-fall systems. The gasification process, overall, is endothermic and the heat required to maintain reaction rates is usually supplied by burning a portion of the coal feed. External heat sources such as electric resistance heating, molten salt or solid heat carriers, and the introduction of a hot hydrogen stream also have been tested. Following the gasification step the particulate materials and heavy hydrocarbons contained in the reactor effluent are removed by a water quench and solids separation system. If low-Btu gas or synthesis gas is the desired product, the raw gas is scrubbed to remove carbon dioxide and sulfur compounds and then is used directly. Longwall and/or room-and-pillar mining operations in multiple coal seams could not only induce subsurface and surface subsidence but also cause interactions between these mined coal seams. The interaction might destabilize mine structures and subsequently induce additional strata movements. Mechanical models to utilize the predicted subsurface deformations to assess the interactions and the consequences have been developed. The models are incorporated into a computer program, CISPM-MS, for predicting the final surface movements and deformations as well as the mining interactions associated with multi-seam coal mining operations. It predicts final surface movements and deformations caused by the individual mining operations and by the interactive effects. The program can also be used to assess mine structural stability in multi-seam mining operations. The paper presents the developed interaction models and their application in surface subsidence prediction caused by multi-seam mining operations. A case study involving mining in two coal seams, using longwall and room-and-pillar mining methods, respectively, will be used to validate the program.

Chromite is used both as a metallic and nonmetallic mineral. Chromite ore is used as the source of chromium by the metals industry and is used, without chemical alteration, in the refractory and foundry industries. Chromite ore is also the source of chromium for the chemical industry. On average worldwide far more chromite ore is used by the metallurgical industry than by any other industry. Thus, although the primary purpose of this chapter is to describe the nonmetallic uses of chromite, the metallurgical uses must also be discussed in order to provide a complete description of this commodity.

At Fermilab, a 4000-ft long underground complex has recently been constructed for a high-energy physics experiment. The complex is sited up to 350 ft, below grade principally in bedrock. The rock excavations were mined by TBM and drill and blast methods and supported by a combination of rock bolts, dowels and shotcrete. Water control was achieved using a combination of pre- and post-excavation grouting, drainage systems, drip shielding and air desiccation measures.

INTRODUCTION The development of nuclear industry in Taiwan requires an increasing supply of uranium. Uranium recovery from phosphate ores, becomes an important item of the R & D programs. Many countries have already started such a program. USA has set up an industrial-scale production plant; South Africa, Israel, Morocco and other countries have also engaged in the development of extraction technology of uranium from phosphate ores and started setting up the production plant. In Taiwan, a feasibility study of establishing the production plant was started in 1977. A pilot plant was completed, tested, and operated in 1979. The main source material. - phosphate ores is obtained from China Phosphate Company. The annual yield of the pilot plant has been planned to be one ton of ammonium diuranate (ADU). The Health Physics Division of Institute of Nuclear Energy Research (INER), Atomic Energy Council of Republic of China (ROC AEC), is responsible for the radiation safety control of the plant. The purpose of the radiation safety control is to collect radiation safety information of the plant of this type, to evaluate possible radiation hazards to the personnel, and to analyze the radiation safety of the immediate environment adjacent to the plant. Furthermore, the information and experience obtained are used as the basis for applying radiation safety control to the production plant. The main emphases of the radiation safety control are therefore the arrangement of radiation safety control areas and the collection and evaluation of the health physics data. This report includes the past one and half years' experiences of the radiation safety control of the pilot plant, the planning of the production plant with an annual yield of 10 ton ADU, and considerations given in improving the radiation safety control of the production plant. PILOT PLANT AND ITS OPERATION PROCESS The pilot plant occupies an area of 350 m2 and is a two-story rectangular building. Exits are provided by a front and a rear door. An additional small door at the central right side of the building is connected to the maintenance area located outside the main building. The interior of the building is divided into interconnected offices, laboratories and process area (Figs. 1 and 2). A stairway to the process area of the second floor is located in the central part of the first floor. The second floor offices are accessible by the additional front and rear stairways. The main process area of the first floor is furnished with plastic floor, and the second floor with poriferous iron-grid floor. The building is not furnished with centralized air-conditioning system. Individual air conditioners are, however, available to some laboratories. Because the back door of the building is frequently open, the product storage room is provided with a blower to maintain good ventilation. Natural uranium contents of phosphoric acid solution vary in the range from 0.07 to 0.11 kg/m3. The process consists mainly of the uranium concentration cycle and the purification cycle. A flow diagram of the process is shown in Fig. 3. CONSIDERATIONS GIVEN FOR RADIATION SAFETY CONTROL AND THE ESTABLISHMENT OF RADIATION CONTROLLED AREAS The radiation safety control of the pilot plant is carried out on the basis of the considerations listed below:1,2 1) Since the wet process is adopted, and the flow of the radioactive material is confined to closed pipes and containers, air contamination is therefore not too much of concern. 2) The concentrations of radioactive material of the whole process are mostly less than 10 ppm. An exception is the final ADU product after precipitation and centrifugal separation, which contains up to 50% natural uranium. This project evaluated the performance of nine passive treatment methods by studying 137 treatment units in eight eastern states. Performance was normalized according to construction cost, projected service life and tons of acid load treated. Results were dimensioned as $/tons of acid load treated/year. These costs were then compared to those of chemical treatment. Sites that achieved acid load reductions at costs below those of chemical treatment were considered successful. In addition to evaluating the performance of the treatment methods, this paper describes the various passive treatment systems, their applications and performance data for individual treatment units.

Maintenance costs in the mining industry often account for as much as 18-20% of total operating costs and with the cost of labor and materials rising, they threaten to become an even larger percentage of the total. Yet, without an effective maintenance program costs can soar beyond what they would be without a program. In other words, when production equipment is down, there is no production and no product to sell in the marketplace. This cost of downtime in lost product far exceeds the actual cost of maintenance, which is defined here as labor and materials. Thus, mine management must have an effective maintenance program to avoid downtime and meet production targets. Attaining an Effective Maintenance Program Many mine management and operations supervisors believe that an effective program is a function of how hard they push maintenance. Yet, when vital production equipment is inoperable and production is lagging, no amount of pushing helps. In actuality, maintenance has little control over its own destiny and needs support from other departments to deliver good service. Success of the maintenance program depends on gaining control of those factors that directly influence maintenance. Consider the following. Organization-The maintenance organization must be structured for maximum responsiveness to production needs. Unfortunately, some needs are immediate and many are unknown in advance. The maintenance department has little control over them. These outside influences limit the department manager's ability to control his own organizational structure. Preventive maintenance procedures-Routine lubrication, equipment inspection, minor adjustments and the like are controlled mostly by maintenance. Yet, scheduling preventive maintenance depends also on the availability of equipment controlled by other departments. Planning-The purpose of planning maintenance jobs is to ensure that the best use is made of maintenance resources. If the production department creates an environment of running repairs and emergencies, there can be little planning. Even well-planned jobs will suffer if there is less than full cooperation in carrying them out. As a consequence, the maintenance department is not blocked from planning, but the value of its planning is reduced. Scheduling-Maintenance scheduling should be a joint effort. Although maintenance does the planning, production must agree to the scheduled maintenance of its equipment. Workload-As a service organization, the maintenance department has limited control over its workload because it must consistently respond to other department's demands. At best, maintenance controls only the fixed portion of its workload-utility work, janitorial service, maintenance shop work, and assigned repetitive and preventive maintenance duties. Unscheduled and emergency work are initiated by operations. Major maintenance actions require full cooperation. Labor productivity-The effective use of labor is tied to other key functions of maintenance. These include organization, preventive maintenance, planning, scheduling, and emergency work. An area type organization, for example, can often respond more quickly to immediate needs than a centrally controlled maintenance group. Yet, area maintenance can result in lower labor productivity unless tight control is exercised. One of the advantages of a good "detection-oriented" preventive maintenance program is early discovery of problems and better opportunity to schedule corrective work in advance. Under planned work conditions, use of labor can be more productive. Complete planning and scheduling can minimize time spent on each job, increase effectiveness of supervision, and improve labor productivity. Finally, if emergency work is minimized, there are fewer delays, less lost time, better coordination, and more productive use of labor. While labor productivity is an important factor in carrying out maintenance, it also is influenced by outside factors. However, few realize the impact of being able to improve maintenance productivity. The Sacramento Regional County Sanitation District has implemented a billion-dollar interceptor system master plan, including the 31 km (19 mile) long Lower Northwest Interceptor (LNWI). For the two LNWI Sacramento River crossings, pipe-jack/micro tunnel drives in excess of 300 meters (1,000 ft) from 30 meter (100 ft) deep shafts in mixed soil conditions below the water table were considered, as were600 meter (2,000 ft) tunnel drives utilizing pressurized-face tunnel boring machines. Operation and maintenance concerns, predicted flood scour, and levee concerns are discussed. A risk assessment process was used to select both profile and construction method. Construction will begin in mid 2004.

Introduction Soda ash is known chemically as sodium carbonate, an important inorganic chemical. It has been produced for several centuries by processing certain vegetation and minerals. The US soda ash industry has evolved from several small sodium carbonate mining operations in the West. Now, a nucleus of six companies produce about one-fourth of the world's annual soda ash output US producers currently dominate the world market. But certain international events are occurring that will reshape the domestic soda ash industry in the next decade. Historical perspective Soda ash is used mainly in the manufacture of glass, soap, dyes and pigments, textiles, and other chemical preparations. All of these are the first basic consumer products produced by developing societies. About 3500 BC, the Egyptians became the first society to use crude soda ash. The soda ash was used to make glass containers. It was most likely obtained from dried mineral incrustations around alkaline lakes. Soda deposits were virtually nonexistent in western Europe. So people resorted to burning seaweed to obtain the ashes. The ashes were then leached with hot water and the solute was recovered after evaporating the solution to dryness. The solute, a crude "soda ash" was impure. But, it could be used to make glass and soap. These two products and industries were important to the population and economic growth of the region. About 11.5 t (13 st) of seaweed ash was required to produce about 0.9 t (1 st) of soda ash. Along the coasts of England, France, and Spain, seaweeds with varying alkali contents became important items of commerce and sources of soda ash before the 18th century. The LeBlanc process used salt, sulfuric acid, coal, and limestone. It became the major method of production from about 1823 to 1885. In the early 1860s, Ernest and Alfred Solvay, two Belgian brothers, successfully commercialized an ammonia-soda process to synthesize soda ash. It used salt, coke, limestone, and ammonia. The Solvay process produced a better quality product than the LeBlanc method. In 1879, Oswald J. Heinrich presented to the Baltimore meeting of AIME, a paper entitled "The manufacture of soda by the ammonia process." The paper compared the two processes and foretold the demise of the LeBlanc technique. World production of soda ash in 1880 was 680 kt (750,000 st). Of that, 544 kt (600,000 st) was produced by the LeBlanc process. Of the 2.8 Mt (3.1 million st) of soda ash produced worldwide in 1913, only about 50 kt (55,000 st) was by the LeBlanc method. The LeBlanc process was never used successfully in the US, except for a brief period from July 1884 to January 1885 in Laramie, WY. Previously, soda ash had been produced by burning certain plants, as exemplified by the early Jamestown colonists, or by recovering small quantities of natural sodium carbonate found in alkaline lakes, such as those found near Fallon, NV, and Independence Rock, WY. Before the 1884 startup of the first synthetic soda ash plant in the US at Syracuse, NY, most of the domestic soda ash demand in the East was met by imports, primarily from England. Large-scale commercial production of natural soda ash began in California in 1887 from surface crystalline material at Owens Lake. Production from sodium carbonate-bearing brines at Searles Lake began in 1927 (Fig. 1). In 1938, during exploration for oil and gas in southwestern Wyoming, a massive buried trona deposit, presumably the world's largest, was accidentally discovered. Recent mineral resource evaluation by the US Geological Survey and the US Bureau of Mines indicates that the Wyoming trona deposit contains 86 Gt (93 billion st) of identified trona resource in beds 1.2 m (4 ft) thick or greater. Additionally, there is about 61 Gt (67 billion st) of reserve base trona. Of this 36 Gt (40 billion st) is in halite-free trona beds and 24 Gt (27 billion st) is in mixed trona and halite beds. In 1953, the Food Machinery and Chemical Corp. (later shortened to FMC Corp.) became the first company to mine trona in Wyoming. Soda ash demand increased.

Populations of Bacillus cereus spores are elevated in soils over four subsurface gold deposits in the western United States. Large deposit-to-background ratios of B. cereus populations were obtained in soil traverses over the Minnesota vein deposit, Empire District, Colorado (maximum 50:1); the Shasta (maximum 3,500:1), and Evening Star maximum 18,000:1) vein deposits, Shasta County, California; and the Hog Ranch disseminated gold deposit (maximum 40,000:1) in Washoe County, Nevada. Small increases in the concentration of toxic metals in the soil may be responsible for the elevated spore populations. The observed elevation of B. cereus spore populations near these gold deposits indicates that the method should be further investigated as a potential exploration tool.

High costs--and high risks--are normal in coal exploration and mine development. But risks and ultimate costs are minimized by foreknowledge of prospective coal seams and adjacent formations. Extensive drill hole programs are often used to obtain needed information. Cores and cuttings from these holes are used to determine coal location, thickness, and quality; they are also used to study physical and geological characteristics of surrounding beds. Valuable as these core and cuttings studies are, their effectiveness is often diminished by loss of recovery or by incomplete analysis. Needed is an effective and economical method for augmenting these studies. Well logs provide information of the type needed for efficient cool prospecting. Furthermore, obtaining these logs in drill holes, and evaluating the data they provide, is both fast and economical. To investigate the usefulness of well logging methods in coal explorations, the authors worked with Mr. Jon Jenkins of Truax Truer Coal Company. Logs were run in a number of drill holes in various areas of the Illinois Basin; these areas provided variety both in coal quality and geologic conditions. The data were studied extensively using computer methods similar to those now used in the evaluation of oil and gas wells. (2, 3) This study was used to produce a computer-generated analysis designed especially for mining problems.

Most pyrometallurgical processes take place at high temperature with rapid chemical reactions when the elements and compounds are usually liquid or gaseous. Smelting. The classical method of obtaining a metal from its ore or concentrate is to smelt it in a furnace. The initial letter "s" of this word implies that, in addition to the physical process of melting, a chemical change also occurs. This is usually the reduction of metal oxide to metal by carbon or through a series of processes involving oxidation and reduction. Since solid-solid contact would not be sufficient to give a high rate of reaction, most smelting reactions occur by medium of two reactions involving solid-gaseous contact: where M represents a metal. The commonly preferred unit for carrying out these reactions is the blast furnace,1 which is a vertical shaft of refractory brick or water-cooled steel in which lumps of metal oxide and coke are fed at the top, and an air-blast is injected through tuyeres (water-cooled pipes) in the bottom. The cooling water system for the Seabrook Nuclear Station involves 10.25 Km (33,623 ft.) of 6.7 m (22 ft.) OD hard rock tunnels, over one third of which is under and terminating over 1.6 Km (a mile) out in the Atlantic Ocean. The major excavation is accomplished by two TBM's concurrently driving the intake and discharge tunnels which by mid-January, 1981, completed 92% of the excavation. This paper presents the case history of the excavation work and describes a computer program developed to evaluate major activities of TBM excavation on a shift-by-shift basis. Details and summaries of the production efforts are computer plotted in different forms to facilitate the evaluation of production performance, trouble spots and trends.

The White River Shale Oil Corporation (WRSOC) is developing a prototype oil shale facility on Federal Lease Tracts Ua and Ub located in northeastern Utah. This paper covers the successful driving of 1,525 m (5,000 ft) of dogleg downgrade decline with a 70-ton Paurat Roadheader mining machine and a conveyor muck-handling system. Ground support is with rock bolt and shotcrete; welded wire mesh is optional. The Upper Decline of 3.89 m by 8.69 m (12.75 ft by 28.5 ft) was mined through the Uinta Formation sandstones and shales in 210 days. The sandstones have a compressive strength in the 48 MPa (7,000 psi) range with a few bands of shale up to 137.8 MPa (20,000 psi). Green River Formation dolomitic marlstone with some sandstone lenses was mined in the Lower Decline 3.89 m by 5.64 m (12.75 ft by 18.5 ft) in 175 days. The Green River marlstones are tough massive formations ranging up to 206.8 MPa (30,000 psi). Roadheaders for use on steep slopes must be modified to accommodate the particular problems associated with mining downdip. The paper concentrates on the application of Roadheaders to steep slopes and the problems of mining tough materials such as marlstone. The paper also shows the advantage of using the method of excavation on long drives.

INTRODUCTION Designers of major public works projects in the past have displayed varying degrees of environmental consciousness, and tunnel designers in particular have always had to deal with certain environmental considerations - ventilation, lighting, aesthetics - as matters of primary design. Today, however, with a widening sector of the public becoming environmentally aware, tunnels are treated as elements of whole transportation systems, and are subject to increasing environmental scrutiny. The Route H-3 tunnels in Hawaii are examples of the time, care, and detail involved in a major rock tunnel project. Project Description The Route. Interstate Route H-3 is a proposed 10-mile highway crossing the Koolau Mountain Range on the island of Oahu, Hawaii, providing a direct connection between the Pearl Harbor area and the windward part of the island in the vicinity of Kaneohe. It is designed as a dual highway with provision to accommodate mass transit. As shown on Figure 1, the project includes two sets of twin bore tunnels (through the Main Koolau Range and through Red Hill), three highway sections of which two are through largely undeveloped mountain valleys (South Halawa and Moanalua), a viaduct, and three interchanges. From the Halawa Interchange to the Kaneohe Interchange, the proposed highway consists of two 3-lane roadways separated by a median where the highway is at grade.
