Track-type tractors remain one of the most cost-efficient stripping tools available to coal miners. Whether they are "sweetening up" a dragline operation with prebenching or serving as the primary tool, dozers are important in driving down mining costs. This article reviews the application zone of track-type dozers. It also provides suggestions for site setup, equipping tractors and machine operation. In recent years, the track-type tractor has become more of a production tool in mining. With the advent of bigger machines, bulldozers have become a typical component in mining operations, removing overburden down to the top seam of coal. Large tractors can also be teamed up with draglines and other systems to maximize the effectiveness of the mining system. Bulldozers remain the tool of choice for topsoil removal, spoil reclamation or any application that demands low ground pressure, or short distance. The introduction of the 523-kW (700-hp) track-type tractor to the mining industry has made the bulldozer a low-cost-per-ton means of removing overburden. The large tractors offer enough productive capability to be considered prime stripping tools. And they can lower mining costs by complementing other mining systems (dragline, cast blasting and loader/truck). Four criteria determine whether a track-type tractor is the right machine for a particular application: ? Production requirements - dozer may fit job requirements better than a second dragline. [ ] ? Product support - availability of parts, service and technical expertise. ? Labor situation - how much of the cost per ton goes to the operator. ? Resale opportunity - recover a percentage of capital cost. Mining efficiency is economically controlling the cost of any system. Most operations rate the most economical means of moving material as cast blasting, dragline and the track-type tractor. All three of these systems share one common value: They are all sensitive to distance. Regardless of the application, all mining systems have an economic range. Exceeding this distance will affect cost and productivity.

"Impact and Benefit Agreements (IBAs) are intended to be a negotiated agreement between an industrial proponent and a community, local or regional citizens’ organization. Although the elements have grown over the past two decades from a simple agreement to exceedingly complex legal frameworks, the intention remains the same: to outline the roles and responsibilities of the two stakeholders and the natural resource development on their lands beyond environmental assessment. These agreements were born out of comprehensive indigenous land claims and have become the cornerstone of community engagement today in most indigenous nations. In the case of mixed communities, those that have beneficiaries of land claims and those who are not, social acceptance remains uneven and reflective of an unequal distribution of decision-making power (political ecology). This Differential Social License can cause conflict and a breakdown of the societal fabric that binds communities of diverse populations, resulting in inequality, fictitious wealth generation and failure of infrastructure. This paper presents a case study of how the development of Differential Social License developed in the Hamlet of Cambridge Bay, Nunavut as a result of an IBA negotiated between Tahera Diamond Corp. and the Kitikmeot Inuit Organisation in 2004 for the Jericho Diamond Mine.Introduction / Background Social license (social license to operate or SLO) has become an essential part of the social governance ‘toolkit’ demanded by mining stakeholders in today’s world. Stakeholders are now insistent that companies operate more closely under the tenets of sustainable development and provide for an increased level of community participation. Social license is not simply a matter of communicating with a community, to earn its consent for or acceptance of a project. It requires that we engage with the individuals and organisations who ally themselves with communities, or who sometimes side with dissident factions of a community. SLO is a process associated with and informed by political ecology or the recognition that unequal decision-making power exists amongst stakeholders."

A career in the coal mining industry today offers students one of the most interesting and challenging opportunities available in the industrialized world. As reserves of other fossil fuels dwindle in face of the world's demand for energy, it has become apparent that coal, once the king of energy sources, must be relied upon again as the major fuel for powering industrial growth in developed and developing nations. Centuries of coal supplies lie beneath the earth's surface, assuring the world of a steady, plentiful supply of energy until science and technology can produce a way to harness and efficiently use renewable sources, such as solar. The need to increase our use of coal during the last two decades of the 20th century is reason enough to believe that the future growth of the coal industry is assured. A major impediment to that growth might be backward national public policies that could restrict the full utilization of our coal reserves. These policies could result from overregulation and a failure of the public to recognize that coal use, with proper techno- logical safeguards, is compatible with our society's environmental-quality objectives. Communication of this problem and its solution is a major undertaking of the coal industry in the 1980s. At the end of the 1970s, the American coal industry was producing approximately 635 Mt/a (700 million stpy) of coal. To meet the nation's projected energy needs by 1985, the annual tonnage must be doubled. A similar scenario is predicted for the rest of the world. Such growth in the modern international business world will require huge additional amounts of capital, equipment, and people who know how to wisely raise and apply the capital ; use the equipment productively; and deal with the many community, public, and governmental problems such expansion will create. Whether a student's interest is in actual mining operations, business administration, engineering, finance, law, industrial relations, marketing and sales, or public affairs, a career opportunity is available in the industry.

It wasn't until late 1976 that the U. S. Nuclear Regulatory Commission (NRC) set about to address the uranium tailings issue in earnest. It was decided that a generic environmental impact statement related to uranium milling operations would be prepared to support formal tailings regulation. We recognized, however, that this was a task that would take many years to complete and we could not take a "business as usual" approach to tailings management in the interim; the issue was too sensitive. To facilitate licensing during the interim period, the NRC developed guidelines in May 1977, for the industry in the form of the following performance objectives for tailings management: Siting and Design 1. Locate the tailings isolation area remote from people such that population exposures would be reduced to the maximum extent reasonably achievable. 2. Locate the tailings isolation area such that disruption and dispersion by natural forces is eliminated or reduced to the maximum extent reasonably achievable. 3. Design the isolation area such that seepage of toxic materials into the groundwater system would be eliminated or reduced to the maximum extent reasonably achievable. During Operations 4. Eliminate the blowing of tailings to unrestricted areas during normal operating conditions. Post Reclamation 5. Reduce direct gamma radiation from the impoundment area to essentially background. 6. Reduce the radon emanation rate from the impoundment area to about twice the emanation rate in the surrounding environs. 7. Eliminate the need for an ongoing monitoring and maintenance program following successful reclamation plan. 8. Provide surety arrangements to assure that sufficient funds are available to complete the full reclamation plan.

6.1 INTRODUCTION The three most critical factors in successful heap leaching operations are: • The methods employed to pretreat ore (i.e, crushing and agglomeration); • Placement of ore on the leach pad (heap building techniques); and • Wetting of the ore with cyanide (solution application techniques). Improper execution of any of these initial steps may result in a substantial sacrifice of total metal extraction or, in the worst case, in project failure. Ore preparation in terms of crushing and agglomeration was discussed in Chapter 5; this chapter therefore focuses on commonly employed techniques for heap construction and solution application. The main objective of heap construction is to obtain the most homogeneous heap possible. "Channeling" of leachate in heaps with preferential seepage paths leads to preferential leachate distribution and uneven/incomplete extraction. The two main contributing causes of channeling are inadequate attention to heap construction and uneven solution application. These pitfall s can best be avoided through a knowledge of the various techniques available and the applicability and success of these techniques with various ore types and site conditions. The remainder of this chapter provides a discussion on these two subjects. 6.2 HEAP BUILDING TECHNIQUES Successful heap building techniques vary with the type of ore and, since no two orebodies are exactly alike, some slight modifications are usually necessary for each specific project. However, it is possible to generalize in terms of the appropriate techniques to be used with ores having similar characteristics. This section discusses the three most commonly used methods of heap construction and provides some guidelines with regard to ore types, construction constraints, and lift height parameters for each of the three. 6.2.1 Run-of-Mine Dumping and Dozing The run-of-mine method of heap building can only be used with ore of a highly silicious nature (i.e., ore which will not generate a large amount of

Stope width was controlled around 3.5 feet for the narrow high grade vein system at Hollister Gold Mine. Without top access, backfill material was pumped from bottom access up into stope through a series of pipes after ore had been slushed out in each mining cycle. Backfill material was changed from one layer of low strength concrete plus one layer of high strength concrete cap to one layer of low strength cellular concrete plus one layer of high strength concrete cap. Backfill cost was cut down to 30 percent during this process. To reduce the steel concrete pipe set up and tear down time which was about 2 to 3 shifts in each mining cycle, steel pipes were left in man-way between mining cycles. Cellular concrete was firstly introduced into backfilling stopes at Hollister mine in Nevada Mining. This process including concrete pump selection, pumping pipe selection, material mixing, material mechanics and quality control were fully covered in this paper. CUT AND FILL MINING CYCLE The most flexible mining method, cut and fill (Figure 1), was used to mine the high grade, narrow steep vein system on this Northern Nevada property which is located eighty miles north east of Winnemucca. Without top access, stopes were accessed through two man-ways on each end, in which people travel ladders and material transport slides were set up (Figure 2). Each mining cycle was called a cut, from 6 to 8 feet high. Overhand sequence was used. Mining cycle started with drill and blast the middle portion of the stope, then expanded towards both ends. Broken ore was slushed into mill hole located at middle of the stope and then mucked out through bottom access into main haulage. Stope length was about 300 feet, which was restricted by slushing distance. Timber man-ways and mill hole would be raised and established for backfill and ready for the next mining cycle.

The next 13 years gave me an education that anyone, then or now, would well envy. W.T. Reid had founded Belmont School along the lines of Groton and, as at Groton, he sent many graduates to Harvard. He obtained excellent teachers and maintained as strict a discipline as the independent nature of the western students would stand. With a beautiful location in an unspoiled little valley in the foot- hills of the Coast Range there was every chance for walks and expeditions. The years at Belmont were good ones. My closest friends were Harold Jordan and Lewis Hackett. Lewis was son of the military director at the school. With half a dozen other very young inmates we early won the sobriquet of "The Dirty Dozen." Sliding down a steep muddy hill on barrel staves helped us earn the name. An inherited shyness exaggerated my sensitivity at being a "teacher's boy" and this prevented a close association with the wilder western boys who made up most of the schoolmates. Trapping wildcats and coyotes in the brush-covered hills and taking long walks gave me plenty to do. I had grown too fast and when I went to college was 6 ft 3 in. tall and weighed only 145 lb-hardly a respectable bean pole. I was only two months past 16 when I left for Harvard. The long summer vacations were happy ones. Most of them were spent in the high mountains, and even when I was ten years old I could keep up with anyone on long steep climbs. I learned to handle a rowboat during our stays at Lakeside, a rustic resort at the south- east corner of Lake Tahoe that could then be reached only by the steamer that made a dally trip around the Lake. The West Side CSO Tunnel, Pump Station & Pipeline Project is currently beginning construction along the downtown waterfront of Portland, Oregon. This4.3 meter diameter, 5,500 meter-long soft ground tunnel will be driven along the westbank of the Willamette River adjacent to buildings and utilities and several major pile-supported bridges. High groundwater pressure, extended lengths of gravel to cobble-size alluvium, and the need to control ground loss and surface settlements were key considerations in the selection of slurry tunnel boring machines for the project This paper presents an overview of the numerical modeling that was performed during design to estimate the strains and additional loads in the pile-supported structures and to assess the efficiency of proposed mitigation measures.

This is a description of the efforts of a research project intended to demonstrate methods of alleviating pollution from coal mine refuse piles and slurry lagoons. These are mainly derelict barren sites. Some are burning and some are vulnerable to wind erosion which causes air pollution. Some occupy valuable land near metropolitan areas. They are an integral part of the landscape of the Appalachian and Midwestern Coal Fields. They are important in the light of growing civic awareness of the great general problem of waste disposal and environmental improvement. In the V-shaped valleys of the Pocahontas Region, they continue to be piled higher and higher. In flatter topography, they tend to form broad, flat ridges. Some contain more metal forms than others and some have a minimum of metal, but weather to a fine talc, which chokes streams with a fine particle suspension. Most are burning or have burned, but burning or weathering, most all are sources of pollution to the atmosphere and to adjacent waterways. This demonstration project is being carried out at an abandoned mine near the town of Du Quoin in southern Illinois. It is jointly sponsored by the Truax-Traer Division of Consolidation Coal Company and by the Federal Water Pollution Control Administration of the Department of the Interior. The site area is a refuse pile and slurry lagoon, each of fifty acres. It is hoped that basic data from this study will be generally applicable to other sites and will provide a basis for rational and efficient engineering design of future reclamation projects. Most refuse piles have extremely long term capabilities to produce highly potent acidogenic oxidation products typifying the more serious aspects of acid mine drainage contamination. Numerous sites remain where the abandoned mine no longer discharges acid waters, but its associated refuse pile continues to generate significant quantities of acid and other oxidation products even after many years.

"This paper characterizes quarterly LME copper price fundamentals from 1995 to 2011 by analyzing the transformation of the market mechanism based on structural change perspective. Using chow test for structural change based on the least square multiple regression, we divide the price fluctuation into: Stable price period (1995Q3-1999Q2), Low stable price period (1999Q3 – 2003Q3) and Price fluctuation period (2003Q4 – 2011Q2). The results show the existence of structural breaks disproves the investigation of the full sample period as a whole. In different structural breakpoints the main drivers of copper prices changes and their impact are significantly different. Moreover, the paper examines the role of speculation in copper price fluctuations.Introduction The rise in commodities price volatility and financial and economic crisis have led to questions over the organisation of futures and physical commodities markets. Spikes in commodity prices and volatility have coincided with a surge in financial speculators in the commodity markets inspiring a polarised and hotly debate among academics and practitioners about the role of investors in the development of physical markets. In his seminal work Kaldor (1939) focused primarily on whether speculative activity in the futures markets reduces the variance of commodity spot prices. Yet, part of the literature finds that the introduction of futures contracts destabilizes the spot market. IMF (2006) studied commodities boom and its causes concluding that there is little support for the hypothesis that speculative activity affects either price levels over the long run or price swings in the short-run. The impact of speculative activity on commodity prices remains a highly contentious topic. Other market analysts take the view that the supply and demand for physical commodities remain the major determinants of market trends (Krugman 2008). It is the aim of this study to contribute to the literature by examining the drivers of copper price changes from a structural change perspective. In this context we are attempting to answer to: What are the main drivers leading to copper price fluctuations? Are these factors having the same effect in different periods or not? It is meaningful to understand drivers of copper prices and thereby, their fluctuations because it will help developing countries depending on copper export to anticipate market situation and avoid bad economic development challenges that can result from price fluctuations. Moreover, this can ensure sustainable mineral supply."

The response of 174 domestic water supplies to longwall mining of the Pittsburgh coal seam was compared to various physical parameters. Sixty-four percent of domestic water supplies returned to service without the need for intervention, while thirty six percent required intervention to reestablish a suitable water supply. Domestic well response is strongly correlated with the topographic setting. Valley wells showed the least effect while hilltop wells showed the greatest effect. Well response was also found to be correlated to the location of the well above the mining with greater effects observed in zones of surface tension and compression, and fewer effects in zones which are stress neutral. Ground water supplies remained unaffected or were re¬established at 149 of 150 sites, indicating that ground water resources remain available to domestic wells after mining. Results of this study support the stress-relief model of ground water flow in the Northern Appalachian Basin. Longwall mining's effect on this system is to locally increase fracture connectivity in the near surface zone. This may shift the zones of saturated fractures to greater depths beneath hilltops and hillsides, and increase recharge and storage in valleys. General trends in well response are predict¬able utilizing the stress relief conceptual model, the topographic setting of the water sources, and their location over the mine.

IT APPEARS that the phenomenon of ion exchange by which saline water was converted to sweet was known to Moses and Aristotle. However, the credit for the recognition of this process is generally attributed to Thompson (1850) and Way (1850), who reported that when a soil was treated with either ammonium sulfate or ammonium carbonate solution, most of the ammonia was adsorbed and calcium was released. It was later proved by Eichorn (1858) that the adsorption of ions from ground waters by clay constituents was a reversible process. The first attempts to utilize ion exchange phenomena was in the field of water softening around 1906, using natural and synthetic silicates. In 1935 Adams and Holmes in England observed that crushed phonograph records (phenol-formaldehyde and amine-formaldehyde resins) were capable of exchanging ions.

INTRODUCTION In the past decade, the international coal trade has been undergoing a period of gradual change. This change will continue through the remainder of this century until by the year 2000 the international coal industry will look very different from the industry which existed in the early 1970's. The industry which will emerge from the thirty year period of change (1970-2000) will be different in many ways. -The volumes of coal transported will be much larger. - The primary type of coal traded will be steam coal rather than metallurgical coal. - A much broader group of countries will be participating in the trade both as suppliers and as consumers. - The trade will be dominated by a relatively small number of large producing and trading companies. - The coal mined for international shipment will be primarily surface- mined. – The United States will play a decreasingly important role in international coal trade. In the course of this paper I propose to address three questions which are crucial to the formulation of an understanding of the changes outlined above : (1) Which supplier nations will be most successful in the international metallurgical and steam coal trade in the next decade and a half? (2) What emerging trends will shape the international coal trade in the 1980's and 19901s? (3) Where are U.S. producers likely to fit in this scheme of things? As a background to my remarks, I should note that what follows is based on five years of work in a consulting capacity on coal supply and demand issues worldwide. Although in the course of this work I have had occasion to develop mining and transportation cost figures for all of the countries discussed below--both my own and those obtained from coal producers--it is apparent that success in the marketplace can be determined in some instances by considerations other than costs. Nevertheless, my comments today about international competitiveness will be dominated by cost considerations; there are, after all, not many markets that reward the high-cost producer with success. Let us begin by establishing some criteria for success in the international coal market and then compare some of the producer nations to some of these criteria. The criteria are: - Low delivered cost, - Good quality coal, - The producer's partnership in a joint mining venture with an importer or a consumer of coal, - The producer's international business orientation and commitment to penetrating the market, - The producer's reliability as a supplier, and - Political pressure exerted by the producing country on consumers.

This paper presents case histories of the construction of four large diameter circular shafts using reinforced concrete ring beams as the primary internal support system. The case histories pertain to concrete ring beam systems which have been successfully used in shafts up to 130 feet in diameter and 75 feet deep. Soldier pile and lagging, and driven steel piling earth retaining systems using ring beams, are discussed together with the cost savings associated with using concrete ring beams. Soil conditions encountered at the case history sites are discussed together with the development of design criteria for each shaft. Instrumentation data obtained at one site are also presented.

"193 United Nations members are signatories of the 17 Sustainable Development Goals (SDGs). Even though it does not make it legally binding to the country members, the SDGs establishment incites national and managerial frameworks to achieve the SDGs. The mining industry inserts itself in this context by its global presence and frequent location within ecologically sensitive and less developed areas. This paper aims to consolidate the state of academic research on mining, sustainability and sustainable development, by organizing the results of previous studies within a systematic review on the SDGs set. To do so, the ISI Web of ScienceTM Core Collection database was chosen as a database of record, as it is one of the most widespread databases of academic journals. We have used all years available in the ISI database, from 1945 to 2016 (for complete years). The systematic review process comprised of five steps: (i) to search terms [(“sustainability” or “sustainable development”) and mining] on the database and to apply filters of criteria; (ii) organizing papers; (iii) metrics and relations between papers and authors; (iv) classification of the results through content analysis techniques; and (v) synthesis. The results were divided in two groups: the highly cited and the most recent papers, to include papers that have academic impact and those which show the newest contributions to the field. The results showed that, in spite of a growing amount of publications in the past years that relates to mining and sustainability, the main focus of these publications are still on the environmental dimensions of the UN goals. This suggests that more practical and academic work in the mining sector are required to fill in the blank spaces regarding the other set of goals that compose the SDGs framework.Introduction A total of 193 United Nations members are signatories of the 17 Sustainable Development Goals (SDGs). A forward-looking approach like the SDGs would be able to attach the sustainable development framework with profitable activities taken by the mining companies (Starke 2016). This paper aims to consolidate the state of academic research on mining, sustainability and sustainable development, by organizing the results of high impact previous studies and recent publications, within a systematic review, on the SDGs set. By doing so, the results can portray the actual concern and the lacks that the academic field had on this subject in comparison to the UN contemporary agenda."

With the current trends towards the concentration of extraction to fewer but higher production units in deeper seams, often of higher coal rank, the role of methane drainage ranges has become critical. As mines exploit seams at greater depth and more remote locations there has been a need to extend the lengths of methane drainage ranges and to increase the capacity of the surface pumps. This trend has highlighted the need to effectively simulate the operation of a methane drainage range in order to produce the optimum design and operation of a safe and economic system. This paper describes the development of such an analytical tool. The application of this computer model is illustrated by the analysis of the operation of the drainage system of an extensive mine. The paper concludes by considering the development of a [Knowlege Based or Decision Support System] which will assist the ventilation engineer in assessing the current performance of an existing drainage range and will suggest possible remedial modifications or design strategies which may improve the system performance. INTRODUCTION In order to maintain the general body methane levels to below predetermined statutory threshold limit values (TLV's) on major longwall production units there are, for a given production rate, two major complementary control devices which may be employed by the ventilation engineer. These are the combined design and application of a competent mine ventilation and methane drainage system. The methane drainage system should be designed so as to maximise the capture of the methane (firedamp) from the seam being mined and the strata gas liberated in the vicinity of the extraction zone from gas bearing seams or other reservoirs of gas situated at above or below the mining horizon. The design fresh air quantity entering the face should ensure that under normal operating conditions the methane entering in the vicinity of the face is rapidly dispersed and dilute to well below statutory TLV's. The drainage system must therefore be designed to maximise the capture of the methane gas liberated to minimise the amount of gas which enters the ventilation airstream. GAS DRAINAGE The inherent dangers of methane emissions in mine workings have been a problem of concern to mining engineers for many years. To alleviate the risk, methane drainage has been employed for some years to capture the gas before it becomes a hazard to the operation of the mine. The method of drainage employed will be dependent on a number of factors which include the longwall mining method and production cycle employed, the characteristics of the coal seam being extracted and those of the adjacent gas bearing strata. Vegetative stabilization can help meet the esthetic objections and pollution problems posed by mine wastes. However, mine wastes are often unfavorable growth media and special treatments and techniques are needed for plant establishment and continued growth. The establishment of vegetation on mine wastes was the subject of many papers presented at the International Symposium on Ecology and Revegetation of Drastically Disturbed Areas held at Pennsylvania State University on August 3-16, 1969. This paper is a summary of those papers presented at the symposium that dealt with the nutritional and physical aspects of plant establishment on a variety of mine wastes. The synopsis presented is a combination of excerpts from the abstracts, notes on the oral presentations, and rough drafts of some of the papers. The papers will eventually be published in the symposium proceedings.

INTRODUCTION Iron is the world's most widely used metal and constitutes about 5% of the earth's crust. Iron ores are found widely distributed throughout the world. Because of its wide occurrence and relatively low value, an iron ore to be merchantable must contain a relatively high percentage of the metal to be considered as a source of iron. Few ores containing less than 25% iron would be considered as ore unless they existed in large amounts and could be concentrated very cheaply. The grade of the ore, the ease of concentration, and the transportation cost to market are fundamental considerations deter- mining its worth. Iron never occurs as a natural metal except in meteorites. Most iron ores occur as oxides, and to a lesser degree as carbonates. A small amount is recovered as a byproduct from iron sulfides. Iron ore must be reduced (oxygen removed) to metal for use. Iron is marketed in many forms and combinations, such as pig iron and a great variety of steels. 30.1-THE SCOPE OF SYSTEMS ENGINEERING JAN M. MUTMANSKY JAN M. MUTMANSKY 30.1.1-DEFINITIONS The terms "systems engineering," "systems analysis," and "operations research," common in today's technical literature, often are interchanged because of their similar meanings. However, some differences exist which need explanation. The most convenient way to achieve an understanding of the differences is to start with the definition of a system, namely, a collection of components which interact in a specific manner to accomplish a common objective. Accordingly, a haulage truck, a computer, a missile, a mining company or a nation each may be considered a system. Systems engineering generally can be defined as the conception, planning, design and engineering of any system of interacting elements so that the objective of the system is automatically optimized. Thus, systems engineering normally is con¬cerned with systems not yet activated.',' Systems analysis may be described as a scientific method of making decisions based on a quantitative or other objective evaluation of all action alternatives. It is very similar to systems engineering but usually is not considered to be restricted to problems of design prior to use. While the previous two disciplines are somewhat vague and can encompass a great variety of engineering functions, operations research can be more specifically defined as the application of mathematical models to the problem of optimizing the objective of any predefined system. Systems analysis and systems engineering are closely aligned sciences but opera¬tions research differs in the following ways. First, it generally is associated specifically¬with optimization and mathematical models while the other two often are not. In addition, it, is used predominantly on well-defined problems which can be ex¬pressed in mathematical terms. However, systems engineering or systems analysis may deal with highly complex social or governmental systems which may be ill¬defined and unsolvable by the classical methods of operations research. Finally, systems analysis and engineering always strive to look at the entire system to avoid the problem of suboptimization often necessary in operations research because of the necessity for a mathematical model. Because of his more extensive system, however, the systems engineer often is less able to find the optimal system. In summary, operations research, systems analysis and systems engineering are very similar in purpose but one, operations research, is more mathematical in nature and forms an important part of the other two activities. Other definitions which may be helpful are provided by Griffiths 3 Wilson,4 Falkic 5 Hall,2 Quade and Boucher, 6 and Flagle et al. 1 30.1.2-METHOD AND TECHNIQUES The systems or operations research approach makes use of scientific problem solving. The basic procedure comprises the following general steps: 1. Definition of the problem. 2. Construction of a model of the system. 3. Testing of the model under known conditions.

INTRODUCTION Urban tunneling in soil poses a unique set of problems to planners, designers and contractors. One of the important concerns is the impact of tunneling on the environment: not only the effects of noise, vibrations, construction traffic and surface traffic diversions, but also the effects of ground movements and dewatering on existing structures and facilities. Underpinning or other protection of structures often consume more than 10% of the total construction cost of an urban rapid transit tunnel, and another unknown percentage is expended on construction procedures designed to minimize these environmental effects. Ideally, many basic planning and design decisions should be based on reliable predictions of ground movements due to tunneling. Some of these decisions are: the choice of tunnel alignment and depth to minimize risks and effects of ground movements; selection of schemes to protect existing structures through soil improvement or underpinning, or outright acquisition and possible' demolition; relocation of utilities; selection of procedures for construction monitoring and project control; and the choice of construction and lining methods. To make rational decisions of this nature, the owner and his designers must perform analyses that will balance risks and costs of a variety of alternatives; but to make meaningful risk analyses, they must employ rational methods of predicting ground movements and their effects and must know the reliability of these predictions. Of course, the risk analyses also must consider politics, public relations, insurance and liabilities.
