Sustainable development is defined as ‘development that meets the needs of the present without compromising the ability of future generations to meet their own needs.’1 There has been considerable debate of late between environmentalists and mining operators concerning the current regulation and operation of mountaintop mining. To those not familiar with the practice, it essentially applies an area mining method to a mountaintop, removing all overburden above coal seams, resulting in full recovery of the resource with the excess or swell spoil material - (rock and dirt) being deposited in engineered fills in hollows to the side (known as hollow fills or valley fills - very similar to highway fills). Because most of the dialogue has been adversarial and mining’s response is perceived to be primarily reactive instead of proactive, a rift in communication and value systems between the two sides has widened. Since 1999, the global mining community has been concerned that there is a disconnect between mining practices and the values of today’s society.3 Working through the World Business Council for Sustainable Development (WBCSD), the International Institute for Environment and Development (IIED) was created to review mining practices in a project entitled Mining, Minerals and Sustainable Development (MMSD) driven by the following four goals:

TRANSMANCHE-LINK is responsible for designing, developing and implementing the project for a fixed link under the English Channel, comprising two running tunnels of diameter 7.6 metres and a service tunnel of diameter 4.8 metres. The three tunnels will all be 50 km long, with 37 km bored through chalk marl at a depth of 40 metres under the sea bed. The tunnels will be driven from both sides of the channel from intermediate addits above the coastline on either side with a 55 m access shaft at Sangatte in France and two "descenderies" or inclined tunnels addits and a shaft at Shakespeare Cliff on the English side. A total of eleven tunnel boring machines will drive the 150 km of tunnels. The major part of the tunnel linings will be built of precast reinforced concrete segments, and two plants have been specially built to produce the necessary 725,000 segments. Seven million cubic metres will be evacuated on wagons along the tunnels and then lifted by belt conveyor on the English side, and by hydraulic mucking from the bottom on the French side. Preliminary work started early in 1987 with manufacture of the first boring machines, construction of five precasting plants, boring of the Sangatte shaft in preparation of the Shakespeare Cliff entrances. In spite of extensive research and accumulated experience from mining operations, appropriate coal strength values for pillar design remain debatable. Coal strengths determined in the laboratory on standardized samples vary widely among various coal seams with poor repeatability. Penetrometric in situ strength testing obtains multiple measurements at multiple horizons within the coal seam to provide a strength profile. Alliance Coal has used that method in many of its mines for pillar design. Pillars in these mines perform well. This paper presents a series of case studies and discussion of issues related to coal pillar design. The analysis demonstrates that the proposed default in situ strength of 900 psi is appropriate when no other data exist. However, in the case of appropriate strength measurements combined with analysis of pillar structural composition, differing values can be used successfully. In areas where the penetrometric derived in situ strength is greater than the standard 900 psi in situ strength, reserve recovery has been optimized as required by law without compromising safety.

Acid rock drainage (ARD) resulting from the natural oxidation of sulfide mineral wastes has become a major concern to the mining industry, both during the operational period and after mine closure. ARD is generally characterized by high acidity and high concentrations of dissolved metals and sulfates. If the generation of acid cannot be prevented or controlled, it must be treated to eliminate acidity and to reduce the concentration of heavy metals and suspended solids before release to the environment. Microorganisms play an important catalytic role in the generation of ARD. Several prevention, control and treatment technologies that are based on microbiological activities have been developed. The role of microorganisms and biotechnology in the generation of ARD and their role in the methods used for prevention, control and treatment are discussed in this paper. Recently developed passive and biological treatment processes that have been implemented at mine sites are emphasized in this paper. Benefits, limitations and design criteria for passive biological processes are also presented.

A large percentage of Southern Appalachian coal reserves are located in seams less than 36" thick. As thicker and currently more mineable deposits are exhausted, methods of underground thin-seam extraction must be developed. Past experience with highwall mining of thin-seam coal has indicated that recovery rates tend to be lower than in conventional operations. It is suspected that this will also apply to underground thin-seam mining, regardless of proposed technology or mining method. Backfilling is one alternative for thin-seam coal mining; although backfill has been used extensively in hard rock mining its use in coal mining has been limited. The ability of backfill to provide additional ground support may enhance coal recovery by allowing for the design of undersized pillars. Backfill is capable of providing additional ground support by restricting lateral deformation of surrounding coal pillars and roof. This additional support can result in significant increases in recovery from thin-seam coal deposits. However, the overall feasibility of backfill is dependent on the in situ behavior of the fill material, the properties of the fill, the effects of the filling method on the total mining operation, and the cost of filling per extra ton of coal recovered.

The shape of particles has a significant effect on the shear strength and deformational characteristics of granular materials. Weathering can change the grain shapes. For example, more weathered sands tend to be rounder regardless of particle size. Particle shape analysis was performed on samples collected from the Questa mine rock piles, a debris flow and the pit alteration scar. In order to increase the validity of the particle shape analysis, 4 persons including 2 geologists and 2 mining engineers were involved in describing the particle shapes. The results of this analysis indicate that rock fragments in the collected samples are mainly subangular, subdiscoidal and subprismoidal. The sphericity and angularity of the rock fragments of the older analogs are similar to those of the rock piles. This suggests that short-term weathering (<100 years) has not noticeably changed the particle shapes at the test locations. Rock piles made of more angular particles are more stable compared to rock piles with rounded particles.

The U.S. Bureau of Mines is investigating a novel technique to control methane in underground mines by using methane oxidizing microorganisms termed methanotrophs. Coalbed methane has been responsible for many mine disasters and will continue to be a safety obstacle to mining deeper coal seams. Deeper seams of coal contain more methane gas, and better strategies for removing the methane will need to be developed. Methanotrophic microorganisms offer a novel alternative since they physically remove the methane, are commonly found in soils, and already have been found to exist in many foreign coal mines. Proposed applications of this concept include the inertization of buffer zones separating active mining areas from sealed gobs, reducing ventilation from ventilated gobs and reducing methane content from longwall gobs. Current work includes an assessment of the abundance of naturally occurring methanotrophs in U.S. mines, testing the amount of methane that various types of microorganisms can consume, studying the effects or use of the byproduct gases, and finally developing practical appl ications of this biotechnology to coal mining. This paper reports on the initial laboratory testing that measured the quantity of methane consumed by two types of methanotrophic microorganisms. Average rates of methane consumption were between 1 and 4 ml/hour in column flow tests. A possible gob application may require that 750 cfm of methane be consumed during periods of maximum outgassing. It is premature at this time to accurately scale from laboratory to mine application.

The adsorption of copper and lead und their subsequent xanthate uptake were compared at pH 3.0, 6.0 and 9.2 on both fresh and oxidized sphalerite. The extent of adsorption and the rate of adsorption were strongly dependent on pH, with the highest adsorption of Cu and Pb being at pH 9.2. In the presence of both Cu and Pb, Cu adsorption was enhanced and Pb adsorption was suppressed. The adsorption kinetics of Cu and Pb were characterized by two- and three-stage adsorption processes, respectively. The exchange ratio of Cu to Zn was about one and that of Ph to Zn was greater than one and varied with pH. The uptake of xarlthate on "activated" sphalerite was dependent on pH. The rnaximum uptake was found to be at pH 6.0 for Cu-activated sphalerite artd at pH 9.2 for Pb-activated sphalerite. A measure of "activation strength" based on inetal ion adsorption and xanthate uptake was introduced. The activation strength of Cu to Pb was about one at acidic pH, but it was higher at neutral (pH -6) and alkaline (pH -3) conditions. The oxidation of sphalerite decreased Pb and, especially, Cu adsorption and decreased xanthate uptake.

Factors such as rock cover, rock type and rock quality can exert a dominate influence on the behavior of a concrete tunnel lining. This paper will present and discuss the investigation, evaluation and use of such factors at the Rocky Mountain Pumped Storage Project in the design of the 10.67m (35 foot) diameter concrete tunnel lining. A plane strain, finite element analysis was performed on the concrete/rock system. The finite element model consisted of a concrete lining zone and three (3) rock zones; a highly destressed rock zone, a transitional rock zone and an intact rock zone. Zones were differentiated from one another by varying the modulus for each zone. Results of this study yielded a concrete lining strain from radial expansion which was used in the crack control calculations for the concrete tunnel lining. After the tunnel excavation was performed, plate jacking tests and additional seismic surveys were run on the tunnel walls. This testing served to confirm the rock modulus values used in the preliminary analysis. However, results were observed which indicated that a two zone rock model would more accurately represent in-situ rock conditions than the three-zone rock model used in the preliminary analysis. This revision to the concrete/rock model was made and a final concrete tunnel lining analysis was performed.

In the context of this session on "Practical Placer Mining," a projection of the present into the future first assumes that there is a future for Placers. The second assumption is that there is the combination of adequate reserves and a willing, mining investment source to finance placers. This paper will point out the opportunities on both assumptions, illustrating my positive position on the future of gold placers. In order to focus this paper more effectively, I have chosen GOLD as the subject mineral. However, it is recognized that much of the technology for exploring and mining gold placers has been applied to other alluvial deposits; including platinum, diamond, tin, and various industrial minerals (which are often referred to as "placers" though this contradicts historical definitions). Over the past 10 years I have presented several papers on the general subject of placers, most of which are listed under References. These have included topics such as exploration, evaluation, small-scale gold placer mining and decision-making, mining and processing equipment designs, and dredge-mining operations. In an attempt to identify the more promising, undeveloped placer potentials in the world I have usually mentioned the USSR and China but qualified them as being either inaccessible, or, politically difficult to obtain. However, with recent developments in the USSR, the obstacles appear to be somewhat diminished.

The utilization of high-sulfur Illinois coal by utility plants has been decreasing since the enactment of the 1990 Clean Coal Air Act Amendment. Illinois coal producers can make their coal more attractive by offering the choice of taking the coal combustion and flue-gas desu furization products from the utility plants and placing them in the abandoned sections of their mines To be competitive, however, coal producers need to select an environmentally acceptable transportation-handling-placement system through which the cost-per-ton of product disposed of can be minimized In this paper, several such systems are presented The favorable operating conditions of each system are determined in terms of distance and tonnage ranges. For a 90 kt/year (100 thousand stpy) operation, it is found that, up to a distance of 150 km (93 miles), transporting products by truck would be less expensive than using rail cars and intermodal containers. Also, a case study is given in which a cost analysis is conducted for an underground coal mine receiving products from two Illinois utility plants. At 90 kt/year (100 thousand stpy) and a distance of 40 km (25 miles) between the power plant and the mine, it is found that truck transportation and under ground placement would cost $0.090/tkm ($0.131/st-mile) and $2.98/t ($2.70/ st), respectively.

In an effort to lower production costs and improve profitability, mining companies have adopted a variety of management practices emphasizing productivity and cost containment. One set of practices that has been used successfully in the manufacturing and electronics industries is "world-class manufacturing" (WCM). It is applicable to mining as well. World-class manufacturing is based on the twin concepts of "just-in-time" inventory practices and total quality control. A few mining companies have implemented quality control programs that are similar to WCM in some ways and substantially different in others. This article considers the use of WCM in the processing environment, although the techniques are applicable throughout a mining operation. The article is also mindful of the variety of customers to whom mineral products are sold. Industrial minerals producers may sell brand-name products to specific customers with exacting requirements, while metals producers often sell their fungible output on a faceless commodity market. Customer requirements are emphasized in WCM, and so the range of these requirements must be recognized. World-class manufacturing In any milling process, specific goals are set for product and process characteristics - concentrate grades, minimum daily throughput, moisture content, etc. WCM has two overriding objectives: the reduction of deviation from these standards, and the reduction of variability in all aspects of the process and product. By definition, reduction of deviation also includes minimizing plant downtime for repairs or process changes. WCM plants use just-in-time inventory practices and total quality control. WCM plants use these techniques to simultaneously improve productivity and reduce costs.

Current Techniques - Fire Assay Fire assay of gold has been used for several thousand years and is a well known technique to the traditional assayer. Very few assayers wish to use the method but to date there has been no viable alternative. Fire assay is expensive in labour, time, capital and running costs. Workers can be exposed to hazards and uncomfortable working conditions such as lead fumes, heat stress, dust and eye strain. The high capital cost of putting up the building and equipping it, together with running costs which increase annually at a prohibitive rate makes the technique less attractive each year. The main requirement in most assay laboratories is to maximise throughput economically. This is difficult with fire assay as it is impossible to automate. Each sample for analysis is handled by at least 12 people and each person represents a potential source of error. Record keeping and report generation has to be done manually which is both slow and prone to errors. Replacement of staff requires a considerable training period and with a large turnover of personnel this presents yet another problem. The presence of silver and dross in the gold sample affects the accuracy at low gold values. X-ray fluorescent analysis Two methods of XRF instrumentation have been used with limited success. For the past few years, the Cyprus Bagdad Copper Company began experiencing a significant "ore-dilution" problem from its low grade open- pit copper mine located at Bagdad, Arizona. To pinpoint the causes of this dilution, a study was initiated to investigate as well as to improve in-pit ore-waste selection-procedures using conditionally simulated ore-bodies. Prior to the actual use of conditional simulation; a comparison of different estimation methods for a mined-out area in the pit was performed. Specifically, kriging estimates were compared against the original estimates of the company which were based on the polygonal approach. The results of this comparison clearly identified part of the so- called "ore-dilution" problem, which was the initial over-estimation of average ore grades from blast rounds, using the polygonal approach. The results from the use of conditionally simulated orebodies demonstrated that the "ore-dilution" problem can be reduced by more than half if in-pit ore- waste selection is based on the kriged estimates rather than the polygonal estimates. This simulation study also showed that the current use of the polygonal approach has the effect of shipping a larger tonnage of lower grade material to the mill.

Computer techniques for open-pit limit analysis were introduced into Kennecott Copper Corp. (KCC) during the early 1960&apos;s. The first computerized approach used block matrix mineral and economic models, and a removal increment mining simulator. A detailed description of the approach was published in the May issue of Mining Engineering (Carlson, et al., 1966) and also in Chapter 30.3 of the SME Mining Engineering Handbook (Pana and Davey, 1973). Since then, many refinements have been made to improve the system and the resulting pit limit design. The fundamentals, however, generally remain unchanged. Computerized open-pit limit analysis is presently used by Kennecott&apos;s open-pit copper properties and by the Quebec Iron and Titanium Corp. The system and the fundamental evaluation techniques it represents are cornerstones of all open-pit mine planning activities within KCC. This case study describes a typical example of open-pit limit analysis within KCC. The case involves a copper sulfide porphyry deposit with additional minor amounts of molybdenum, gold, and silver. The ore-grade mineralization within the pit design will be mill feed for a sulfide ore concentrator, and subore grade mineralization will be classed as waste and placed on dumps. The contributions to production and profits from dump leaching are insignificant, having minimal effect on the pit economics and design, because the material responds poorly to leaching solutions.

The never-ending quest for gold-bearing ore deposits is a primary industry in Canada, employing people of widely differing expertise. The exploration models for gold deposits are generally geologically complex and the targets have relatively small cross-sectional areas. These problems are compounded in Canada by the minimal outcrop exposure in most mineral provinces and the high percentage of water-covered areas. Naturally the chances of successfully delineating an economic gold deposit are very much greater if all parties involved can act as a team of explorationists constantly confemng amongst themselves particularly as the applicable disciplines generally overlap and complement each other. Three case histories (see Figure 1) are presented to illustrate this philosophy with emphasis placed on the role of the geophysicist in translating the exploration model as defined by the geologist into physically measurable parameters and identifying target areas with similar characteristics. The Conwest-Miminiska property in Ontario is a grassroots exploration play. Additional ore reserves needed to be delineated on the Salmita property in the Northwest Territories. At Laura Lake, near Chapais, Quebec geophysical methods were employed to trace thin high-grade mineral intersections under deep overburden and severe cultural interference.

Traditionally, production volume has been considered the major determinant of cost. As volume increases, total cost increases but unit cost decreases. This concept has been so widespread in industry that many of the tools used to analyze costs are based on production volume as the sole measure of activity and driver of unit cost-fixed and variable costs, cost-volume-price and breakeven analysis, contribution margin, flexible budgets, and others. Clearly, volume is a driver of cost. It is important in both a tactical sense (to the manager at an operating mine) and a strategic sense (as one determinant to the firm&apos;s overall cost position). However, many other factors influence costs as well, even though they have not been studied to the same extent. For example, production managers know that their costs will be reduced if the workforce does not have accidents. Safety costs are to a large extent independent of volume. Other cost components increase as volume increases, such as some environmental charges. Some costs may or may not reflect volume changes. Maintenance, for example, may appear as either a fixed or variable cost, as can operating labor in facilities that are highly automated. In the strategic sense, where the firm is selecting a strategy to pursue competitive advantage and increased profitability, all costs are variable. This reflects both the strategic intent and the long-term time frame associated with strategic positioning. Tactically, on a month-by-month basis, some costs are essentially fixed. Cost driver analysis must therefore consider the relevant time frame.

Extensive gravel deposits exist within a six-county area in the mountains surrounding the Salt Lake Valley, and in the mountain ranges to the west. The six-county area includes Davis, Salt Lake, Summit, Tooele, Utah, and Wasatch Counties. The majority of these are beach deposits from prehistoric Lake Bonneville. However, real estate development associated with a projected population increase of 54 percent over the next 20 years is expected to remove most gravel deposits in Salt Lake County from consideration for mining, forcing gravel operations to relocate from eastern Salt Lake Valley to the Oquirrh and Stansbury Mountains farther west. The gravels in these ranges are of lower quality and require additional processing to manufacture asphalt and concrete. Replacing gravel resources along the Wasatch Front with resources in the Oquirrh and Stansbury Mountains over the next 20 years has the potential to increase construction costs by nearly $1 billion. The majority of this cost (82 percent) is the result of increased transportation costs due to longer distances to market. The remainder of the cost is attributable to lower quality gravels that will require additional processing in the manufacture of asphalt and concrete. The following analysis and discussion does not take into consideration the amount of crushed stone that is currently being used in the construction industry in northern Utah, its use as a substitute for lower quality gravels, or as a factor in the base case projection.

By international standards, Indian coal seams are not very gassy. In some of the major coalfields such as Singareni, Wardha, Pench, Chirimiri, Rewa and Talcher Coalfields practically no methane is emitted from the coal seams. Even in the coalfields of Ranigang, Jharia, Bokaro and Karanpura, all of which are situated in the basin of the Damodar river, only a few mines are faced with excessive gas emission problems. But the number of such mines is increasing as deeper reserves are being worked and already the exploitation of some of the best quality coal reserves in the country is held up pending measures for control of methane emission in these mines. Even in mines having no previous history of gas emission, methane has been met near dykes and faults. This was dramatically revealed by an explosion in Dhori colliery in 1965 wherein 268 persons got killed. Until that time, Dhori colliery was considered as a non-gassy mine but on that fateful day gas came to the workings through a freshly exposed fault plane. Similar incidences of ignition of firedamp in so-called non-gassy mines have also occured in the past, for example, in Chapui Khas and Samla Dalurband collieries, but the casualty figures were not as high. After the Dhori explosion, all Indian coal seams have been declared to be gassy, whether presence of methane is detected in the workings or not.

The Egyptian marine phosphorite of Sebaiya West, the Nile Valley, consisting of both non-oxidized hard siliceous and oxidized leached friable ore types, is subjected to a roughing-cleaning silica flotation circuit for production of wet-process phosphoric acid concentrate. Operating at its maximum capacity of 268 t/hr, the following were the main problems encountered during the early stages of running the plant: 1. The tremendous amount of slimes generated by scrubbing the crushed ore causing turbidity in the plant thickener after a short time of operation, regardless of the added flocculant. 2. Rod mill choking leading to inefficient performance of all other equipment and poor flotation results. 3. The drastic increase in imported oleic acid price. Pulp density and slurry flowrate measurements at different points of the plant as well as ore microscopy, size distribution analysis, chemical analysis and x-ray diffraction analysis of representative ore samples coupled with Work Index measurements of feed samples showed that the wide variation in the ore&apos;s hardness was responsible for such problems. Application of the locally produced non-edible rice bran oil as a substitute to imported oleic acid in flotation resulted in total saving of U.S.$2 million in 1990. The total unsaturated fatty acid content of the oil is high, ranging from 75.2 to 81.5 mole % of which the C18-unsaturated fatty acid content ranges from 72 to 79 mole %.
