"Rare earth elements (REEs) found in coal are in the form of minerals, ion-adsorbed onto clay surfaces or inner layers, or organically bound. Rare earth minerals such as monazite exist in coal and have grain sizes smaller than 5 µm. In this study, froth flotation was successful in concentrating rare earth minerals existing in a thickener underflow material derived from Fire Clay seam coal that contained around 431 ppm of total rare earth elements (TREE) on a dry ash basis. Conditioning with fatty acid followed by processing using multiple stages of conventional flotation produced a final concentrate containing 2,300 ppm TREE. Using a laboratory flotation column to limit hydraulic entrainment, the TREE content was further enriched to around 4,700 ppm, which equated to an enrichment ratio of 10:1.IntroductionRare earth elements (REEs) are becoming increasingly important and have been widely used as raw materials for the production of phosphor, metal catalysts, magnets and batteries (Binnemans et al., 2013; Zhang et al., 2015). REE recovery from alternative sources such as coal and coal byproducts has the potential to stabilize the economic viability of coal mining operations while providing a dependable supply of critical materials.The average REE content of the world’s coal resources is around 60 to 70 ppm (Zhang et al., 2015). There are many well-known coal beds with high contents of REEs such as those in the Far East coalfields in Russia with contents of 300 to 1,000 ppm, the Fire Clay coal seam in eastern Kentucky in the United States with contents around 500 ppm and the Sydney Basin in Nova Scotia, Canada, with contents of 72 to 483 ppm (Birk and White, 1991; Seredin, 1996; Hower, Ruppert and Eble, 1999; Blissett, Smalley and Rowson, 2014). The occurrence of REEs in coal and coal byproducts can be classified into three types: (1) rare earth minerals, such as monazite and xenotime, (2) ion-adsorbed REEs on clays and (3) REEs associated with organic matrices. The rare earth minerals in coal and coal byproducts are very small in particle size, generally on the micrometer and/or nanometer scales (Honaker et al., 2014). Froth flotation, which concentrates minerals based on surface chemistry differences, has been widely used to treat fine rare earth industrial minerals such as monazite, xenotime and bastnaesite (Abeidu, 1972; Cheng, Holtham and Tran, 1993; Pavez and Peres, 1994; Pavez, Brandao and Peres, 1996; Jordens et al., 2014). As such, flotation is a promising method for the concentration of rare earth minerals from coal and coal byproducts."

The US Bureau of Mines performed a study to determine optimal locations for longwall face methane monitoring equipment. Longwall face ignitions continue to be a concern to the US coal mining industry. Gains in ignition control technology have been somewhat negated by advances in longwall productivity. More reliable, heavy duty longwall face systems generate higher production rates and increase methane liberation rates. These rates will likely continue to rise as further coal production increases occur. Efforts will continue in the areas of methane drainage, methane containment and methane dilution. In addition, more effective face methane monitoring is needed. As technology continues toward automated longwall panels, the importance of monitoring for methane at the shearer becomes even more significant. Since the primary face ignition source is the shearer mining machine, the Bureau ran tests to determine the best location to take methane readings on the shearer. This information, in conjunction with data obtained from field studies, provides a knowledge base for selecting optimum face methane monitoring locations.

To many who for years have scrutinized the US mineral supply picture, recent, often strident debate on present-day security of many critical mineral supplies echoes sentiments repeatedly expressed in the past decade by the minerals industry. At no time since the last world war has such a flurry of public concern been expressed for the economy's mineral sector. Where once mineral availability problems were relegated to the newspaper's business section or not reported at all, today comprehensive analyses of our international mineral posture are discussed in detail by some of the nation's most respected and widely read periodicals. In past years, disinterest was also experienced whenever the mining industry attempted to carry its message to Congress, the public, and the government's executive branch. Among minerals professionals, the past decade was a time of particular frustration clue to serious erosion ill US ability to competitively produce the vast array of raw materials vital to the economy acid national defense. Fervent calls for immediate attention were simply not answered. These professionals have understood that mining and agriculture are the primary sources of wealth, fulfilling virtually all needs and creating and sustaining jobs. Why then has it been so difficult to raise the consciousness of the American public, and even more surprisingly, of the government and national leadership? The answer to this question is perhaps endemic to how government functions, but pore important, it begs that mining professionals capitalize on the opportunity and the attention now at hand. Carefully conceived and implemented actions by both private and public sectors are needed more than ever before in the past 35 years. To this end, it is vitally important to seek out and resolve the root causes of supply problems and not dwell on superficial solutions. The following discussion attempts to establish a simple framework to view this process. It does not presume to be an exposition of cause and effect, but hopefully identifies some needed steps. Growing Awareness in the 1970s Of all events stimulating current concern, certainly the OPEC oil embargo has left the deepest impression. It was inevitable that after such a shock, man. Americans would begin asking whether the US was as vulnerable to cutoffs of minerals as it was to oil cutoffs. Then, when serious trade security questions surfaced in sonic mineral-rich nations in Africa and the Persian Gulf, the ominous term ''resource war" began to be heard. Countries such as South Africa, Zaire, Zambia, and Zimbabwe have suddenly become key areas for testing our national security resolve. As the US witnesses the influx of Marxist influence in many sub-Saharan exporting nations and the rising threat to free world access to critical materials and energy, the assurance of adequate supplies is becoming a national issue at last. The US is now learning that self-sufficiency for many vitally important mineral commodities has vanished. Of course, it did not vanish overnight; it had been leaking away for years, and the trend was noted by industry and a few in government. Within the minerals community, suspected weaknesses in America's resource posture were sought and found. As a result, the country's heavy reliance on foreign sources fur more than a score of minerals, many extremely vital to security, has been forcefully documented and the case for drastically altering the supply unbalance hits been proposed. The renewed concern for national defense is central to almost all proposals for minimizing US foreign mineral dependence. It is not surprising that many of the voices heard today on the dependency issue are active members or alumni of the militate establishment. Unfortunately, their almost total focus on the security aspects of dependency has tended to obscure important underlying issues which are not directly defense-related. Some of the proposals advanced might mitigate the deeps-dency problems, but they still fall short of curing the underlying problems that have led to a steady loss in mineral self-sufficiency. In almost all instances these problems call be traced to increasing government influence on the free market minerals economy. Some national security proponents seek to attain total self-sufficiency in minerals. Such arguments must he tempered by existing realities. It is easy to demonstrate that the US obtains substantial quantities of sonic essential minerals from potentially insecure sources abroad. That the US will continue to do so in the foreseeable future is not in doubt Uncertainty begins, however, when we try to interpret the significance of these facts. It is important to understand that mineral dependency does not irrevocably lead to vulnerability. Unlike oil, no mineral commodity combines the same degree of universal indispensibility and centralized foreign control of supplies. Moreover, although many US-required minerals are produced by fewer countries than export oil, those minerals cannot approach petroleum in economic or industrial importance. Finally, most foreign supplies come front friendly, secure nations such as Canada, 'Mexico, and Brazil. This, aid more, constitutes a vital element in US economic health as a world trading nation. The Yindaruqin Irrigation Project is designed to irrigate 57,000 ha of land in the central part of Gansu Province of People's Republic of China. Water for the Project will be diverted through an 87 Km long feeder canal which will convey 36 cubic meters per second from an intake on the Datong River. (Fig. 1) The feeder canal consists of approximately 10 Km of open channels, 75 Km of tunnels and 2 Km of siphons and aqueducts. This is the biggest self-flowing irrigation water control project in the Northwest of China and it is among the most interesting projects in China for the geological and environmental conditions. Nearly half of the investment in the Project is a World Bank Loan and contractors were chosen by means of international bidding. The Italian Company, CMC Ravenna, succeeded in answering the bidding for the construction of tunnels 30A and 38, perhaps the most difficult in the Project, submitting a TBM alternative to the conforming drill and blast contract recommendation.

Mexico has an area of about 2 million km2 (772,260 sq miles), with volcanic activity, large shores and mountainous areas reaching as high as 6000 m (19,680 ft) above sea level. These conditions are favorable for most mineral deposits, some of commercial value and others as a source of mineral samples. In addition to its vast mineral wealth, Mexico has another valuable asset in its people. Even before the discovery of America, natives were successfully mining metals. During the colonial days, the mineral deposits were mined to increase the wealth of Spain. All this experience was passed from generation to generation. It created a tradition of mining and minerals processing engineers that currently accounts for about 182,000 people supported by mining-related activities. Nonmetallic minerals in Mexico have been mined by natives since the early days. They knew the value of kaolin clays for pottery, as evidenced by archeological findings. This experience was also passed from generation to generation and has become recognized worldwide as ceramic wares of high quality. The Talavera ceramic from Puebla is an example of family traditions many generations old.

China abounds with phosphate resources, but most of them are of old geological age, have high dolomite and other impurities, and are fine grained. Prior to beneficiation, fine grinding is usually required for liberating impurity minerals from phosphate. These deposits are perhaps the most difficult to treat phosphate ores in the world. In its 30-year campaign for efficient utilization of indigenous phosphate resources in China, the Lianyungang Design and Research Institute (CLDRI) has developed fine-particle flotation technology for beneficiation of such low-quality phosphate ores. The processes of direct flotation using L or S series depressants and carbonate flotation have been successfully applied on industrial scale with very satisfactory results. This paper introduces three phosphate beneficiation practices in China: the Jinping plant of Jiangsu province, the Dayukou plant of Hubei, and the Wengfu plant of Guizhou.

Cutter roof failure is one of the most common ground control problems affecting the safety and economy of an underground coal mine operation. Several attempts were made in the past to understand the processes responsible for cutter development and to devise mitigating measures. Yet, many cutter failures still happen and their advance prediction remains as elusive as before. One of the reasons for the impasse in predicting cutters lies in the limitations of the current numerical modeling technologies. The development and propagation of cutters is a progressive phenomenon and continuum models can only approximate this process. Since the discontinuum modeling is severely restricted by the lack of reliable input data, alternatives must be sought to better understand cutter failures using the continuum models. This paper proposes one approach using strain-softening material model to simulate the cutter initiation and propagation process. An attempt has also been made to provide some insights into the reasons for the change in cutter location at different parts of a development layout.

This paper concern the specific adsorption of sulfate anions on nonmetallic minerals and its role in flotation. The specific surface affinity of sulfate ions in various systems has been observed in the results of electrokinetic measurements that show conditions under which sodium sulfate can reverse the sign of the zeta potential. The electrical double layer model provides a means for interpreting the results and for estimating the free energy of adsorption of sulfate ions. Because of their surface activity, sulfate ions not only can function as a depressant in the flotation of oxide minerals with physisorbed anionic collectors but also can function as an activator for flotation with physisorbed cationic collectors. Their role in depressing or enhancing the flotation of the sparingly-soluble mineral barite is also explained in terms of the double layer model.

INTRODUCTION The Bureau of Reclamation is conducting a research program to investigate, develop, and test polymer-impregnated concrete tunnel support and lining systems for gravity flow, circular cross-section water conveyance tunnels. This system consists of segmented precast rings, backfilled with concrete. Polymer-impregnated concrete is conventional precast concrete which has been impregnated with a liquid monomer. The liquid monomer is subsequently converted to a polymer by thermal-catalytic or radiation methods. The polymer is a solid plastic which fills voids and microfractures within the concrete, resulting in greatly improved strength and modulus of elasticity and reduced permeability, which in turn increases the durability of the concrete. The immediate goals of the program are to develop techniques for the fabrication of precast concrete segments, test single segments to determine physical and mechanical properties, assemble the segments into a support and lining system, load and test the full-scale system, evaluate specific applications, and develop design criteria and construction procedures. Laboratory tests were conducted to evaluate the silica collection efficiency of flooded-bed scrubbers using six different filter panel designs at two operating velocities. Test results indicated that reductions in filter density negatively impacted respirable dust collection. Silica collection efficiency for the least-dense filter was as much as 33 % lower than the collection efficiency of the most-dense filter. At the low operating velocity, the least-dense filter allowed more than 40% of the respirable silica dust in the scrubber intake air to pass through the unit and back into the mine environment. Operation of the scrubber at the higher test air velocity increased silica collection efficiency regardless of the filter panel tested The density of the filter panels also impacted the quantity of air moved through the scrubber, with higher-density filters reducing scrubber airflow. For each filter, the relationship between dust-collection efficiency and air-moving capacity must be considered to determine the overall effectiveness for each mine application.

At Henderson Operations the 24-kilometer conveyor system consists of three main conveyors with lengths of 1.2 km, 16.7 km and 6 km. Upon commissioning of the conveyor system, the Henderson maintenance department was challenged with the inspection and monitoring of over 50,000 idlers. To take a proactive approach to idler maintenance, an idler tracking database system was developed. Using the idler tracking program, the Henderson Crush & Convey department now has the ability to provide data for engineering solutions to idler problems and to manage thousands of idlers for priority replacement work and warranty purposes. Recognizing the potential for injury to Henderson employees in the process of idler handling, Henderson approached idler replacement as a material handling process. Material handling solutions have resulted in failed idlers being replaced and discarded from the underground environment without ever touching a human hand. This paper will detail how Henderson tracks idlers in all primary conveyor belts and how an innovative idler handling system can result in reduced risks to conveyor maintenance employees.

Strategic Data Planning (SDP) is an emerging technique for the analysis and design of information systems. This paper describes the use of strategic data planning in the formulation of a complete integrated set of mining technical systems for the Koolan Island iron ore mine. Applications covered include hydrogeology, geology, mine planning, surveying, quality control, laboratory and mine production recording. Koolan Island is 13 kilometres long and 5.5 kilometres wide at its widest point. Its sole industry is an open pit iron ore mine of 3 million tonnes annual capacity, owned and operated by BHP Minerals. Some of the production is used by BHP Steel International, but most is exported. The orebody is steeply dipping and is mined bench by bench. Outturn grades for run-of-mine product are iron 66.5%, silica 3.0%, alumina 1.0%. Computer systems are run on Data General equipment, currently an MV10000. Computer applications, which are shared across mine sites, are developed and maintained by BHP Information Systems in BHP's Melbourne Office.

The price of copper has gone into the tank. So has gold. Environmental regulations are more restrictive. Global warming has world leaders and environmental groups seeking international regulations to keep the planet from heating up - mostly by restricting the use of fossil fuels. And the US Secretary of the Interior wants to make it more costly -prohibitively so for smaller companies - to mine hard rock metals in the United States. By rights, miners should be carrying around a pessimistic attitude about their industry. But miners are an optimistic lot, always believing that things will improve. That optimism was in evidence in Tucson, AZ in early December, when about 620 miners met at the Double- tree Hotel for the Annual Meeting of the Arizona Conference, put on by SME. Attendees listened as a United States congressman commented on the recent tax cut bill, mining regulations and the continuing need for the mining industry to improve its image in the eyes of the general public. Session speakers discussed how improved technology has made their processing operations at Sierrita and Morenci more efficient and cost-effective.

Since startup of the Syncrude Canada Ltd. (SCL) oil sands facility in northern Alberta 15 years ago, numerous improvements have been made in the ore conveying system and equipment. The unique nature of the material conveyed coupled with the wide range of environmental conditions encountered results in a number of unparalleled challenges. Most of the improvements have been brought about through the use of detailed field evaluation. Numerous publications are available that detail the various aspects of conveyor technology, and a significant list of papers are presented each year adding to the knowledge in this field. In the area of power formulae in the mid- 1970s, there were two major sources for use in the design of the SCL conveyors: the Conveyor Equipment Manufactures Association Handbook, 1988, and DIN Specifications 22101: Belt Conveyors for Bulk Materials, 1982. These sources were supplemented by the knowledge of the belt and conveyor equipment vendors and from the general literature. The SCL design was based on the CEMA formula. This paper consists of a review of the development and application of spherical charge blasting at Inco Metals Company. Topics will include the Livingston Strain Equation, the field data required for its use in full scale operation, the type of ground in which mining has been carried out, explosives in use and their characteristics and finally, an overview of actual production applications. These applications include Primary Stope Mining, Secondary Mining Against Fill, Mining a Faulted Ore Zone and Drop Raise Blasting. INTRODUCTION Crater blasting in itself has been in use for over twenty years, but only recently has the technique been combined with a spherical size charge to form the Vertical Retreat Mining Method. This article endeavours to put the Livingston Strain Equation in a practical light, to describe several actual hard rock applications, and the results achieved in each case. THE LIVINGSTON STRAIN ENERGY EQUATION C.W. Livingston put forward the following equation as a standard means of determining the optimum burden required for full crater production blasting. The constant "E" is included in an attempt to recognize secondary breakage caused by strain waves.

Tunnelling with hydraulic drills has been a success in Norway. In the fall of 1976 excavation of tunnels for the development of the Aabjoera scheme was started. Two and a half years later a total of 25 kilometers of tunnels are completed. During the most busy period 5 rigs with hydraulic drills were in operation. GENERAL INFORMATION. Aabjoera Hydro Electric Plant is located in the central part of Norway (Fig. 1). The scheme covers a mountaineous area between the Tosen Fiord and the valley of Namdalen. Water from the area of precipitation is transferred through 5 tunnels to the main reservoir. From here the water is conducted via a 10 km long, unlined supply tunnel down to the Kolsvik power station. The power station is situated underground with a short tailrace tunnel out in the fiord. Average head of water is 507 m. The Aabjoera plant is jointly owned by Helgeland Kraftlag A/S, 8650 Mosjøen and Nord-Trøndelag Elektrisitetsverk, 7700 Steinkjer. The Civil Engineering Division of the latter company has acted as Consulting Engineers for the scheme. General contractors for the whole scheme has been Ing. F. Selmer A/S, Box 6035, Etterstad, Oslo 6.

During 2001-2002, the Granny Smith Mine of Western Australia undertook the development of a planned circular failure. Excavation took place in an interim pit wall that intersected the transported sediments, lake clays, and palaeo channel sands that overlay the deposit. The purpose of the study was to refine feasibility level slope parameters used for the initial design of the Wallaby pit, with the intent of increasing the overall slope when excavating the ultimate pit limits. During excavation, the geological and hydrogeological characteristics were studied in detail and data was collected using area-specific instrumentation and monitoring. Failure occurred in mid February 2002, at which time a detailed survey of the excavated slope using laser technology was conducted to provide geometric information suitable for back analysis of the material shear strength. The slope failure and associated information was analysed by geotechnical consultants. The revised shear strength and hydrogeological parameters were then applied to design the final pit walls. The slope redesign provided a cost saving of approximately seven hundred thousand US dollars. Design, slope formation, back analysis, the geology of the clay units, the hydrological environment, planned infrastructure, management and safety issues, and the on-going slope performance of the final slope are discussed.

Peat has unique physical, chemical and biological properties. These include high porosity and water retention, high absorption and adsorption properties, and high buffering capacity. In addition, peat is a rich medium for microorganism activity. Peat has traditionally been used for horticultural purposes. However, in recent years, peat is increasingly being used for waste- treatment purposes. This paper reviews North American literature on the use of peat for waste-treatment applications. The literature indicated that peat has potential for use in the treatment of municipal and on-site effluents, for the removal of low concentrations of heavy metals and for the adsorption of liquid and gaseous hydrocarbon pollutants.

This paper describes the techniques implemented at Randfontein Estates to develop twin-haulages at 'high speed'. An operation which culminated in the world record advance for twin-end multiblast cyclic development in hard abrasive quartzites. A major expansion project was planned for the mine, with the sinking of a third twin-shaft system (to be known as Cooke No. 3), to raise the level of ore production from 3 500 000 to 5 000 000 tonnes per alumm. Subsequent redesign of the proposed shaft system as a single 9 m brattice wall shaft took place, reducing the planned shaft sinking period by 12 months and saving an estimated R 250 000 (U.S. $ 330 000) in sinking costs. The advancement of the Cooke No. 3 Shaft sinking and development programme necessitated a rapid excavation schedule for two interconnecting twin-haulages from the existing Cooke No. 2 twin shaft complex to provide a second means of egress. An early holing between the two shafts would provide significant financial and technical benefits. Pre-development and equipping of shaft pillar excavations would enable a rapid shaft production build up and blocking out of at least one year's ore-reserves.

Voluminous deposits of commercial-grade phosphate occur in sedimentary strata in a 350,000 km2 (135,000 mi2) area of the middle Rocky Mountains of North America known as the Western Phosphate Field. The Permian marine strata that host the phosphate were deposited on the western margin of the North American craton and subsequently deformed, first by folding and thrust faulting of the Laramide orogeny, and then by Cenozoic Basin and Range block faulting. Carbonate fluorapatite is the primary phosphorus-bearing mineral. Organic matter is abundant in some strata, and both biogenic and non-biogenic pyrite are also present. Certain strata are enriched in several trace elements, especially in arsenic (As), cadmium (Cd), chromium (Cr), copper (Cu), molybdenum (Mo), selenium (Se), vanadium (V), uranium (U), and zinc (Zn). Phosphate has been mined from the Western Phosphate Field for nearly 100 years. Phosphate mining and processing constitutes the largest mineral industry of Idaho, producing more than $600 million in processed mineral value in 1997. Resource management agencies, phosphate producers, and others are concerned about the release of Se from phosphate mine wastes, especially at Maybe Canyon, and the potential effects that Se and other trace elements may have on the environment and on human health. U.S. Geological Survey (USGS) Mineral Resources Team scientists initiated a multidisciplinary study of the Permian Phosphoria Formation and related rocks in the south- eastern Idaho sector of the Western Phosphate Field in response to a request by the U.S. Bureau of Land Management (BLM). Studies to date reveal that Se is present in several phases, including native Se, and in an as yet unidentified form, possibly an organo-Se compound. Selenium is also present in pyrite and sphalerite. Selenium concentrations range from 1.2 to greater than 1,000 parts per million (ppm) in samples collected from exposures of the Meade Peak Phosphatic Shale Member of the Phosphoria Formation (Meade Peake) at Enoch Valley. The results suggest that Se concentrations vary spatially across strata and with depth, perhaps comparable to spatial variations of phosphate and organic carbon concentrations throughout the Western Phosphate Field demonstrated in previous studies. Some Se-enriched strata may be of adequate dimension to allow selective extraction during mining. Such units could be handled separately from the main ore process or waste streams and isolated in order to reduce the potential for release of Se to the environment
