Uranium Recovery Corporation was incorporated in the State of Florida in 1968 for the sole purpose of developing a method to economically recover uranium from Florida phosphoric acid. The preliminary laboratory work culminated in the demonstration of the process to United Nuclear Corporation in the spring of 1971. This was quickly followed by a pilot plant program to identify any unusual problems such as those arising from the day-to-day variation which occurs in a fertilizer phosphoric acid plant production system. After two years of pilot plant operation, United Nuclear Corporation purchased controlling interest in Uranium Recovery Corporation and committed several million dollars to the design and construction of the first commercial plant for this purpose in the State of Florida, or anywhere else in the United States, for that matter. After many start-up problems were resolved at the production plant located at the W. R. Grace fertilizer complex near Bartow, sustained production began March, 1971, and has continued to date. We still have some problems to solve but are currently producing sufficient uranium to make shipments to the UF6 converters for preparation of Florida uranium for use in nuclear power plant fuel materials.

This paper deals with the effect of various bit geometric parameters on failure characteristics of rock material. Improvement of rock cutting efficiency of continuous mining machines has been an interesting research topic for the last few decades. In the current study, an automated rotary rock cutting simulator, duplicating a continuous miner, was utilized to study these parameters in the laboratory. Improvement of bit performance in terms of its life, cutting efficiency, dust production and energy consumption has drawn wide spread attention over the years. Research shows that optimizing bit parameters can result in efficient fragmentation of rock. Indiana limestone rock material was utilized in this study while bit tip angle, bit tip size, bit spacing, depth of cut and cutting velocity of rotary drum were varied to investigate the failure characteristics. The cutting pressure, penetrating pressure and the depth of cut were monitored on the simulator during the cutting process. Air borne dust and settled dust were measured for each experiment. Then, the specific airborne dust and specific energy were determined for the each type of bit. Triaxial tests were carried out to correlate the failure angle of the rock in static case to dynamic cutting process failure. The physical and mechanical properties of the rock were also determined in order to assess their influence on the wear characteristics of each bit.

Numerous terms are used for rocks containing calcium carbonate so that confusion frequently occurs in the common language. Chalk and marble are two extremes among a wide variety of carbonate rocks including limestones, marls, travertine and other calcareous materials. We will deal mainly with the purest types of natural calcium carbonates which are widely used today in many industrial applications.

This paper discusses the process utilized by the City of Portland Oregon’s Bureau of Environmental Services (BES) to procure and compensate Impregilo-SA Healy (I/H)for the West Side Willamette River Combined Sewer Over?ow (CSO) Project. The contract method is a three-phase process consisting of qualifications based contractor procurement, pre-construction phase design assistance/construction planning, and facility construction where the contractor is compensated on a cost reimbursable-fixed fee basis. The paper focuses on pre-construction phase lessons learned from the development of the contract general conditions, establishment of a construction budget and cost control program, incorporation of contractor recommended design changes, and development of a subcontractor procurement program for construction.

A two level risk analysis procedure which is specially designed for use in river environments, is presented. The first level risk assessment (Level I) is often adequate for purposes of most projects, and entails hazard assessment, exposure identification, consequence estimation, and risk characterization. Two unique features of the method are the Composite Hazard Rating system, which is used in hazard assessment, and a formalized decision model for risk characterization. The risk characterization procedure provides information on the acceptability of risks, can be used to distinguish between the relative severity of risks, and to evaluate whether more advanced risk assessment would be required.

After accepting the invitation to make this appearance today, it occurred to me that the subject matter which had been assigned to me, namely, the purpose and role of an advisor, was, contrary to what; some people might think, a controversial subject. In my brief lifetime, I have discovered that the world is full of advisors; that is to say, there are many people who undertake to render advice concerning subject matters upon which they may, or may not be qualified to speak. It shall be my purpose today to set forth what now appears to be the function of the members of the Advisory Council to the U. S. Public Land Law Review Commission; and, in so doing, I hope that I do not offend the Commission or any other-member of the Advisory Council with whom I serve. It has always been my personal conception of the role of an advisor that he should tender advice when it is requested, and then only if he has prepared himself concerning the matter upon which the advice is being given. I am sure it was the Congressional intent at the time the Public Land Law Review Commission was established indeed it was the hope. of Congress--that those of us who were to become members of the Advisory Council were informed upon certain particular subjects and then at the proper time express our opinions upon these subjects-and, by the same token, not attempt to enter opinions upon problems with which we have no experience in theory or in actuality. Some wag once said that if Columbus had had an advisory council, he would still be waiting at the dock in Spain, and there is more truth than fiction in that statement. With this problem in mind, let us examine the purpose of the Advisory Council itself.

In situ or pre-mining horizontal stresses are arguably the least well understood of the principal inputs into underground coal mining geotechnical engineering design, whether analytical, empirical, or numerical. This is a direct result of both the cost and difficulty of obtaining meaningful stress measurements, the various limitations of the measurement method in terms of sourcing strata types that approximate the assumed conditions of the post-measurement mathematics to convert measured strains into stresses, and a common practice by some geotechnical professionals to preferentially utilise generic values rather than interrogate the available measurement data for cause and effect relationships between horizontal stress magnitudes, directions and a range of associated controls. That numerical modelling simulations attempt to mimic reality but often rely on simplified generic horizontal stress input assumptions is a particular cause for further consideratio The paper attempts to further explore the nature of in situ horizontal stresses using a range of stress measurement results from the Australian coal sector supplemented by several international studies addressing the same basic issue, the result being a number of credible and highly relevant “cause and effect" inter-relationships between the three principal in situ stresses in addition to the influence of rock properties (e. Young's Modulus and Poisson's Ratio), cover depth and the larger-scale structural geological environment. In particular, the paper demonstrates that despite being commonly overlooked as a primary rock/coal material property, Poisson's Ratio and the associated K Effect are intrinsic to understanding 3D in situ stress measurement results and therefore, predicting in situ stress magni- tudes more generally for geotechnical analyses purposes. As a fundamental question, the paper addresses whether it is necessary and of engineering value to characterise in situ horizontal stresses: according to distinct "domains," in the same way that more easily identifiable geotechnical properties such as rock mass ratings, coal seam thickness, ply splits, and cover depth are often treated.

"Controlled recirculation may be considered as a beneficial means in mines of cold climate, where heating of air is required, and in deep or extensive mines, where cooling of air is required. Controlled recirculation can be designed by proper sizing of the booster fans with respect to main fan. Intuitively, it seems that the buildup of methane at the face will cease when a steady state condition is attained, and also that, at that same time, the maximum concentration at the face will remain same as in the return air. This supposition is proved by mathematical analysis that considers uniform mixing of methane in air in successive cycles of recirculation. This study includes two scenarios to show the effect of controlled recirculation on methane concentration in a sample network. Firstly, when recirculation crosscut exists near the working face; secondly, when recirculation crosscut exists away from the working face. The later scenario shows lesser buildup of methane concentration than the former one. INTRODUCTION The controlled recirculation is designed purposefully to allow a partial fraction of used air that increases the air velocity due to increased quantity of air and consequently allows effective dilution of contaminants to improve local ventilation condition at the working face. It can be designed by proper sizing of booster fan with respect to main fan in a ventilation network. Controlled recirculation may be categorized as crosscut, in-line or combined system based upon the configuration of the booster fan locations in a district ventilation network. Research on controlled recirculation has shown numerous benefits of controlled recirculation especially in deep or extensive underground mines, where further heating or cooling is required (Calizaya 1990; McPherson 1993 and Jones, 1987). However, fear of buildup of concentration has misled the mining communities to view the controlled recirculation as a hazard and deprived the mining industry to derive benefits from recirculation. A simple robust rock bolt load gage was tested in the laboratory to define its characteristic behavior and to obtain a measure of its performance. The gage uses three vibrating wire sensors crimped 120 degrees apart into the outer surface of a hollow cylindrical steel tube. The resonant frequencies of the wires change as the gage is loaded. This change is read with a Creare meter developed for the Bureau on a previous contract to read borehole stress gage results. A statistical analysis of data obtained defines the variables influencing results. A U. S. patent (3,914,992) assigned by the author to the Department of the Interior was granted October 28, 1975.

Since 1993 Inco Ltd. has been using wet shotcrete at Stobie Mine. Through an evolving process the mine has reduced the thickness and fiber content of its steel fiber reinforced (sfr) shotcrete. However, the shotcrete support is used without any other type of ground support. A process referred to as bolt less shotcrete. Boltless shotcrete is used as the primary ground support method in development headings when the sub level caving front passes through the development drifts which now serve as migrating ore draw points. Although there are references of drifts and tunnels supported by shortcrete only, written accounts are rare. The empirical nature of most underground support designs makes them of limited value in a boltless environment. Considerable amounts of material testing and insitu trials have been completed in order to estimate material property strengths. Material testing, for adhesion, flexural strengths and compressive strength along with observational insitu data have been used to evaluate the performance of shotcrete. Punch tests on panels have also been undertaken in order to gain insights on the limitations of the two dimensional testing common to the laboratory. All these design aspects have been successfully utilized to design an efficient ground support process.

Marine black shales of Paleozoic age in the Western United States that exceed 10 weight percent organic carbon contain as much as 5,000 ppm vanadium, 1,000 ppm molybdenum, 1,300 ppm nickel, 600 ppm cobalt, 16 ppm silver, 7,000 ppm chromium, 18,000 ppm zinc, 280 ppm cadmium, and 350 ppm selenium. Depositional settings include: (1) continental-rise and marginal-ocean basins, (2) continental-shelf and foreland basins, and (3) cratonic-platform embayments. Most of these metalliferous organic-rich shales have not been examined for resources because of rapid weathering and poor exposures which preclude easy sampling of unoxidized rock necessary to determine actual concentration and residence of indigenous metals. Generally, the marine black shales of Paleozoic age in the Western United States are richer in metals than marine Paleozoic black shales in the Eastern United States.

INTRODUCTION Shabanie mine, situated some 180 km east of Bula¬wayo, has been a producer of chrysotile asbestos for more than 50 years. The ore bodies occur in serpentinized dunite, which overlies talc-carbonate schist. A zone of relatively competent rock of varying thickness occurs between the schist and the ore bodies, which are gen¬erally less competent. The hanging wall of the ore bodies is economic, and the hanging-wall serpentine carries a variable subeconomic amount of fiber. It is important to note that, in general, the ore body competence is less than that of the foot and hanging-wall formations. Historical After surface operations ceased, cut-and-fill stoping was used to win ore from underground; this was success¬ful until the increasingly stoped-out area caused insta¬bility in the stope pillars and back. Consequently, dur¬ing the early 1950s, a gradual change to cave-mining methods was made, the ore being won by hand lashing in drawpoints, situated in the basement of the stope blocks, and passed through orepasses under gravity to the haulage level some 13 m below. About this time, interest was focused on the sub¬level caving method in use in Swedish iron ore mines: it was felt that it might be applied economically to the Shabanie ore bodies. Accordingly, in 1958, an experi¬mental stope block was laid out in which sublevel inter¬vals and extraction tunnel spacing were 9 m. The tun¬nels (ring drilling drives) were oriented on strike-in contrast to the Swedish system, in which crosscuts that retreat from hanging to footwall are used. The advantages of the method were quickly appre¬ciated by the operating personnel and, despite the in¬evitable teething troubles pertaining to the introduction of any new mining method, it was not long before sub¬level caving was providing a high proportion of the mill feed. The disadvantages also became apparent at an early stage, however, and, from that time to the present, continuing modifications have been made to mining lay¬outs in an effort to improve ore recovery. GENERAL DESCRIPTION OF METHOD The mine is served by a vertical hoisting shaft, in which two skips, a man cage and a service cage, provide adequate capacity for production requirements. The rock hoist is a Ward Leonard control hoist, in which two electric motors drive a common gearbox. The man winder is driven by an a-c motor. Several auxiliary shafts provide secondary egress and intake and return ventilation. Main haulage levels are above (Fig. I a and b). Blasthole fan patterns are drilled by drifters of 100 mm bore, drilling 41-mm holes; when a sufficient strike length has been drilled, a slot is cut in the upper¬most sublevel and the rings are broken into the slot. Initially, a limited tonnage is drawn, since it is essential to ensure that the hanging wall caves behind the retreat¬ing stope face. Once this has been established, maxi¬mum tonnage can be drawn, as described later in this chapter, under the heading "Draw Control." The broken rock is loaded by 0.14 and 0.20-m3 load¬ers into cocopans (rocker-dumping type of tipping truck), which are hand trammed to orepasses, discharg¬ing on the haulage where 11-t electric trolley locomo¬tives haul 3.95-m3 Granby cars to the main shaft bins. As is evident from Fig. 1, the layout is simple, the block is brought rapidly into production, there is a high degree of selectivity and flexibility, and the result is a low-cost high-productivity mining method. DEVELOPMENT Main haulages are developed at 3.2 x 3.2 m, and once the service winze connections have been completed the development of the sublevels is undertaken. The footwall drives are cut first, to obtain access to the block. These ends are of the standard section, 2.4 x 2.8 m, and from them crosscuts at intervals of 70 m are driven through the ore body to the hanging wall. These crosscuts are used to supplement the geo¬logical information previously obtained from diamond core drilling, and they provide additional and more de¬tailed data on fiber percentages and lengths, structural features, and other relevant criteria which are used to build up the geological assessment of the area and to classify it in terms of the geomechanics rock classification (Laubscher and Taylor, 1977). The crosscuts also allow the necessary orepasses to be sited conveniently so that tramming distances from the loading points are not excessive. Development Drilling Once the skeleton development has been completed, the extraction headings are developed at 2.4 x 2.4 m as shown in Fig. 1. Standard development practice is to use crews of a machine operator and his helper, equipped with air-leg mounted jackhammers, to drill rounds of 1.8 m with integral tungsten carbide tipped drill steel. A method and equipment have been developed Tor measuring the impact strength of grains of brittle materials. It is shown that brittle materials develop a characteristic particle size distribution when fractured by impact. A simple mathematical model has been found to describe this distribution, and one of the parameters of the model has been designated the r value. The r value is directly proportional .to impact energy and, for fixed impact energy, it becomes a useful criterion of grain strength. Data are presented on the variation of the r value as a function of sample history, initial size, energy input and number of impacts, The results are interpreted in terms of the flaw theory of brittle fracture.

Kaolin is an important industrial mineral because it exhibits desirable properties in many applications and because of its relatively low cost, Approximately 2,000,000 tons of kaolin from Georgia and South Carolina are processed and used commercially in the United States each year. Strictly defined, the name kaolin is applied to a group of hydrous aluminum silicates of which the mineral kaolinite is the most common. Kaolinite has such desirable properties as natural whiteness, chernical stability, non- abrasiveness, and very fine particle size. Kaolinite particles are characteristically thin, flat, and hexagonal in outline. The particles range in size from submicron to as much as 40 microns (equivalent spherical diameter). In addition to the general properties mentioned in the first paragraph, it is soft, has low viscosity at high solids content in many systems, is readily wet and dispersed in water and some organic systems, and can be produced with a controlled particle size distribution. Some of the important physical constants of kaolin are: specific gravity, 2.60; index of refraction, 1.56; hardness (Mohs scale), 2; fusion temperature, 1850°C; dry brightness, 78-92 percent.1

During the year of 1972 ASARCO's Silver Bell embarked upon a project that would test a modified grinding circuit using direct digital compute against the performance of its other five grinding lines, implementation and subsequent outcome of that project has been previously reported in a paper by Pitts, et al. The main purpose of the present paper will be to describe major problems incurred during the implementation of this control strategy on the remaining five primary grinding lines and their solutions. Also included will be a discussion of changes made in operating philosophy and methods used since that report was written. Description The Silver Bell concentrator is a 10,436 tonne/day copper sulfide plant supplied by ore from two separate open pits approximately 4 km. apart. As well as receiving ore from these two main pits, ore is received from several exten¬sions of both pits. The ore bodies are variable in rock type and the extensions have increased this variability. Grinding is carried out by six primary, single-stage, 3.20M x 3.66M Allis Chalmers grate discharge ball mills in closed circuit with four Krebs D20B cyclones (Fig. 1). Each of these grinding circuits is controlled by four independent but interactive control elements. These control elements are the fresh ore feed, the water added to the feed end of the mill, the water added to the ball mill discharge sump, and the cyclone feed pump speed. At the present time, instrumentation for measuring primary process variables consists of Merrick weightometers for fresh ore feed, orifice plates coupled with differential pressure transmitters (dp's) for incoming water measurements, back-pressure diaphragm coupled with a dp for estimating ball mill discharge sump level, a magnetic flowmeter for determining cyclone feed velocity and a nuclear density gauge for measuring cyclone feed density. All measuring instruments develop electrical signals that are measured as 2-10 V DC "inputs o the computer interface.

One of the highest costs associated with insitu leaching of copper is electric power. The ReGeneration Project addressed this cost issue with a research and development project for BHP Copper. The project involved the installation of a reverse pump/turbine for the removal of excessive fluid pressure and the production of useful electric power. The motivation for the project was that a reverse pump/turbine unit could not only remove the excess hydraulic pressure, but when connected to an induction .generator, would produce electric power, which could be easily connected to the local power gird, thus reducing operating costs. The project was successful in removing excess fluid pressure and producing electricity. The unit is operating today, producing useful 2,300 volt power at a rate of approximately 128 kilowatts.

This paper describes the scientific data acquisition, data interpretation, and sophisticated 3-dimensional modeling processes of an ongoing gas well stability research program by the National Institute for Occupational Safety and Health (NIOSH). Results from the NIOSH field instrumentation programs and the parallel 3-dimensional numerical modeling programs indicate that overburden depth, overburden geology, surface topographic relief, strata dip of the coal measure rocks, and casing cementing alternatives are the dominant factors affecting longwall-induced subsurface deformations and gas well casing stresses. Topographic relief could produce localized longwall-induced deformations if weak-to-strong rock interfaces are present near the bottom of stream valleys. Strata dip has significant impact on longwall-induced subsurface deformations. Cementing alternatives are found to have significant impacts on longwall-induced deformations and gas well casing stresses.

The Robbins Company has developed a boring machine, with a rubber packer serving as the gripper system, for blind boring of raises without using drill pipe. This machine is the BorPak and has many applications for use in the mining industry which will improve productivity. In addition to the cost savings, the boring method will lead to increased safety in constructing blind raises. The advantages of using the BorPak in a mining environment will be discussed together with possible applications.

Loki Gold Corporation of Vancouver, B.C. is developing the Brewery Creek Mine, an open pit heap leach gold mine, 55 km East of Dawson City in Yukon, Canada. Mineable reserves are 17.1 million tonnes of ore grading 1.45 grams/tonne, containing 24.8 tonnes (797 000 oz) of gold. Ore processing will employ a cyanide heap leach using run of mine ore. Permitting this mine has drawn significant attention because the heap leach technology, while proven in other jurisdictions, has not been used in Yukon. Engineering design of the heap leach was similar to that for heaps in more temperate climates, with the added issues of permafrost and cold weather operations. Solution balance with seasonal placement of ore and year -round leaching requires very large pond capacity for spring thaw conditions.

Consistent increase has been the mark of North American potassium (K) consumption. In 23 of the last 25 years there was upward progress The pace of usage has quickened in the past three or four years This, together with a predicted accelerated future demand, has created unprecedented interest -and activity in the potash industry. Potassium enjoyed a ninefold increase in consumption from 1940 to the present time in North America (Figure 1). Since 1950, it increased from just over a million tons of potash (K20) annually to nearly three million tons in 1964. World-wide usage exclusive of mainland China is now about 10 million metric tons. Some predictions call for another doubling in consumption in the next 10 to 15 years, About 20 percent of the four million tons of K20 produced in North America is now exported overseas and this percentage is likely to increase in the years ahead. Ten years ago, exports represented only 3-1/2 percent of total K2O production from this continent.
