Introduction As the world economies continue to face an increased demand for natural resources to support growth in the established and developing world, the western mining industry has expanded its operations and funding of mineral developments into new and relatively unexplored regions of the world. Mining companies worldwide, in order to grow in a global economy, are now actively exploring and developing mineral resources in the emerging markets of South and Central America and most recently have expanded activities throughout Asia. South East Asia Resources (S.E.A. Resources) has recognized the vast resource potential offered by countries such as China, India and Indonesia, Asia's main driving forces of economic growth and has made a commitment to be actively involved in the area. These countries rich in mineral resources, represent some of the highly prospective and underexplored regions on earth. Their vast potential has been underestimated because of political reasons and overlooked as Central and South America still continue to be the focus of exploration for many mining companies. Most of these Asian countries have faced a prolonged period of political unrest and it has not been until recently that they have begun to enjoy a relatively stable political climate which has encouraged foreign investment, growth and economic development. These countries are in need of capital to develop their infrastructure and market economies. Their wealth in resources is one of the best methods to achieve their goals. Gold is usually one of the first targets to be extracted from developing economies. Equivalent-sized gold projects tend to cost less to develop and require less supporting infrastructure than base metals. These projects are easier to finance and, most important of all, tend to give a quicker return on investment than that offered by base metals. They also provide the economy with precious foreign exchange, international investment and the technology required to build the country. Following is a graph representing the global re-allocation of the total capital investment on the twenty largest gold projects now under construction with the total for those under construction in 1990.

A series of batch flotation tests was performed on chalcopyrite-quartzite, pyrrhotite-quartzite, and on chalcopyrite-pyrrhotite-quartzite mixtures. Pulp potential measurements in the flotation tests of single sulfide minerals indicated that each sulfide mineral had its own optimum potential range for flotation. When these results were used to select the potential ranges for the separation of the two minerals from their mixture, their flotation responses changed and the selectivity of separation was adversely affected. A possible mechanism involving surface alteration through galvanic interaction is discussed. A method to improve the selectivity of flotation separation was proposed.

It is common to nine a coal seam affected by previous extraction of a coal seam below. As a result of that severe problems may occur during the extraction process. This paper presents the analysis of undermining effects based on field observations. A simplified method for the evaluation of risk in undermining operations is presented and predictions of the degree of possible damages to the undermined coal seam is given.

"Estimation of rock drillability is vital for mining and boring operations. For this purpose, many researchers have developed various models and equations to estimate rock drillability. Most of these models aim to determine the drillability of rock and the penetration rate by using the physical and mechanical properties of rocks. Although drillability primarily depends on rock properties, other parameters have an impact on drillability as well. One of these parameters is the rotation speed of the bit. This study investigates the effect of rotation speed of the bit on drilling performance. Drilling tests were performed in the laboratory using rotary core drilling and a diamond drilling machine. The relationships between the physical rock properties and the penetration rate were investigated on 15 different rock types and four different rotation speeds were applied to determine the effect of rotation speed of bit on drilling. The uniaxial compressive strength, density, and P wave velocity show strong correlations with the penetration rate. In addition, if the values of the physical and mechanical properties of the rock increase, the effect of the rotation speed on the penetration rate decreases, i.e., increasing the rotation speed of the bit slightly affects drillability on hard and solid formations. 1. Introduction Drilling is one of the most essential operations in the mining industry, beginning from the exploration phase and continuing throughout all stages of production to the end of mine life (Taheri et al. 2016). In addition, drilling is widely using in the construction industry and other engineering operations. Various drillholes (blastholes, injection holes, borehole, diamond wire holes in natural stone mines, etc.), are needed during development and production activities in underground and open-pit mines as well as in dam, tunnel, road construction and sewage systems. For effective drilling operations, it is first necessary to gather information about the formation to be drilled. Drilling should then be performed after selecting appropriate drilling equipment and drilling parameters (thrust, pressure, rotational speed, flushing). Prediction of the drillability of rocks is vital for planning and performing the drilling process. Although, drilling is affected by several factors, the most important ones are related to the geological and mechanical properties of formation (Protodyakonov 1963, Paone et al 1969, Tandanand and Unger 1975, Pathinkar and Misra 1976, Rabia 1985, Perrin et al 1977). Determining the penetration rate is vital for planning a project and calculating the operation costs. The prediction of drilling affects the selection of drilling equipment, the efficiency of drilling equipment, project costs and the process of drilling operations."

The Bethlehem Mines Corp. is a captive mining subsidiary of Bethlehem Steel Corp. Its coal production is tied to the demands for and production of steel, a situation that has to balance between the following two extreme strategies: (1) either the mines are designed and operated for some optimum production level and the demand fluctuations within the steel corporation are met by supplementary corporate coal sales and purchases, or (2) the mines absorb all the demand fluctuations, regardless of the effects on mine costs. A rational definition of the best strategy between these extremes is, of course, needed but is very difficult to formulate in view of the complexity of the many factors that would have to be included in the analysis. Consequently, rather than setting profit targets for each given mining division and/or individual mine, the practice evolved to set production targets for producing specified tonnages of coking coal for shipments to the ovens located at the corporation's iron and steelmaking plants. This in turn leaves the mines with the dilemma of having to explain demand-related cost-per-ton fluctuations while essentially depriving them of the ability to control profit through tonnage optimization. In the early 1970's, the coal prices rose significantly, while other factors led to sagging productivity in underground coal mining. Thus, the role of Bethlehem's coal operations in the corporate profit picture gained in relative importance. This, in turn, sparked a closer attention to the coal mining cost structure and factors controlling productivity. At the same time, the drastic increase in the capital needed to open a new mine also increased the amount of planning required to minimize risks. All of this called for more well-defined, quantitative operating data. Bethlehem therefore launched, in the early 1970's, a number of innovative steps that, as the future may show, represented pioneering contributions to the growing sophistication of North American underground coal mine planning and management control practices. This case study describes the changes that led to the current implementation of a novel production reporting system at Bethlehem's coal mines. These changes took place in two distinctly different phases. The current system that resulted from the Phase II developments utilizes, of course, experience gained earlier and is expected to be amplified to incorporate more advanced concepts and technology as future experience dictates.

1- Importance of Shafts for the Exploration and Extraction of Coal Deposits Coal mining in the Federal Republic of Germany is carried out in a depth between 800 and 1200 m below sea level (Fig. 1). The shortest connections underground in a mine and up to the surface are vertical shafts. Such shafts assume, with ventilation, manriding and the winding of material, the most important functions for the maintenance of mining operations. In the German coal mining industry, a difference is made between the main shafts providing a direct access from the surface to the deposits, and the so-called "blindshafts" which serve as a connection between two or several haulage levels underground. Within the last year, the Nation has been shocked by two major tunneling disasters. Almost exactly a year ago 17 men died in the San Fernando Tunnel in an explosion attributed to gas. A few months later another 21 men died in an explosion laid to the same cause at Port Huron, Michigan. The analysis of the causes of these accidents is still continuing. While it appears that they differ substantially from each other in their specifics, they share the common trait that, like most industrial accidents, they might well have been prevented. Gas explosions in tunneling are neither new nor particularly unusual. Forty years ago, Assistant Director Jarrett was hired as a safety engineer on the Hetch Hetchy Aqueduct in California after an explosion that killed 12 men. Prior to 1946, in California alone, the Bureau of Mines had recorded 27 gas explosions incidental to hard rock mining and tunneling. The purpose of this paper is to review the status of the principal regulations affecting tunneling and to indicate some ways in which safer and more healthful conditions can be obtained. The Bureau of Mines was established by an Act of Congress of May 16, 1910. Since that time the Bureau has been making investigations and compiling and publishing health and safety data relating to mining and to tunneling. If any benefit is to come from an anaylsis of tunneling accidents, it must be the knowledge needed to prevent their repetition. The Bureau of Mines has also had informal discussions with the Department of Labor regarding the possibility of the Bureau's assuming that agency's responsibility for tunnel inspections.

P.J. Ehret By and large, I agree with many of the precepts discussed in the Saperstein paper. I believe there is much more that can be done on the local level to involve both government and planning in the mine permit review process. Admittedly, much can be done to improve discussion between the state regulatory authority, local authorities, and mine operators. However, I strongly disagree, as suggested in the paper's conclusion, that such a system, as outlined in Saperstein's paper, could result in a reduction of review time or a lowering in the cost of permitting. The implementation of such a system by its very nature would only add a new level of bureaucracy to an already cumbersome process. This system, in my opinion, would only add to the cost of permitting and the time necessary to obtain a permit. Admittedly, it would achieve the result of adding local influence into the permitting process, but at what off-setting cost? It has been my professional first-hand experience and observation in the permitting and lands unsuitable processes to note that under the present system, local governments that do feel they have a stake in local mines and actively ad¬vocate their position (not simply comment), have had significant input into the conduct of mining and reclamation plans in their areas. Mining companies that mine in these areas are aware of local interests and attitudes, and do consider them in their plans. Simply put, local governments that want to get involved and want to play significant roles can and do. Those that do not advocate a position or have no input to offer do not. Although the present system is not as direct in effect in regard to local control as Saperstein's, it does work. It does so without the red tape that would result from developing miniature regulatory authorities in every county in which mining occurs. Although local input is important, there are many more sections of the Surface Mining Control and Reclamation Act (SMCRA) than Sections 508(a)(8) and 522(a)(3)(A) that also are important. It appears Saperstein's paper may overindulge these sections. An additional specific comment is made in regard to the statement that while local areas benefit from mining (wages, salaries, and purchases), they also endure environmental deterioration caused by mining affects. It is believed that the whole purpose for which SMCRA and its resulting regulations were enacted and developed was so mining would not be permitted if significant environmental deterioration could occur. Therefore, it could be argued that this point under current law is moot. Reply by L.W. Saperstein P.J. Ehret writes in a reasoned and rational way and makes some good points. The arguments in favor of central control of the designation process reflect all of the benefits associated with central environmental control: consistency of enforcement, efficiency of operation, ease of communication among enforcing agency, etc. Nonetheless, the decision to mine or not to mine is a landuse decision which, in substance, is similar to the decision to build a shopping mall, a new highway, or a housing subdivision. Although, state and federal governments' interests in the protection of public welfare are real and are expressed properly in mining laws and mining enforcement agencies (OSM, Illinois Department of Mines and Minerals, etc). I continue to maintain that the permitting and designation processes should originate with local government, which is in keeping with the American tradition of delegation of the land-use decision to local or regional government.

Millions of years ago, in late Cretaceous time before man existed on Earth, tremendous orogenic forces began to change the face of the western part of the North American Continent. Catastrophic events marked by huge uplifts of thousands of square miles in the Cordilleran Belt, some of which are barely discernible in the geologic record, were accompanied by long periods of batholithic intrusions and volcanic eruptions. These events produced the great Rocky Mountain systems, which were at the time even higher and more rugged than they are today. Such activity continued into Tertiary time, and during the Pliocene and Pleistocene periods millions of tons of volcanic ash were hurled skyward by explosive volcanic activity and carried by the westerly winds to the east where it settled out of the atmosphere and deposited over thousands of square miles of the high plains. Unusually heavy rains, probably caused in part by the volcanic activity itself, together with high winds, reworked and redeposited the freshly fallen ash into lakes and depressions of varying sizes and shapes. Subsequent deposits of sand, gravel and loess covered the deposits of volcanic ash, preserving them in the condition in which they are found today. In many places erosion has cut through the sand, gravel, loess, and volcanic ash so that in favorable localities on hillsides and gullies, exposures of volcanic ash can be seen interbedded with sand and gravel.

Introduction On June 20, 1986, the Occupational Safety and Health Administration (OSHA) published revised asbestos exposure standards for general industry and construction. The standards reflect OSHA's attempt to adequately control workplace exposures to minerals it considers carcinogenic - minerals capable of causing or contributing to cancer. These standards specifically identify asbestos as: chrysotile, an asbestiform serpentine mineral; and the amphibole minerals amosite, crocidolite, tremolite asbestos, actinolite asbestos, and anthophyllite asbestos. Each of these has a more common nonasbestos mineral analog that exists in nature in a crystalline, blocky shape rather than the hair-like or fibrous shape of asbestos. The mineralogical names for three of these nonasbestos minerals are unique: antigorite for chrysotile, cummingtonite-grunerite for amosite, and riebeckite for crocidolite. The other three nonasbestos analogs do not have unique mineralogical names. They are simply designated as actinolite, tremolite, and anthophyllite without the word asbestos following their names. The 1986 OSHA standards not only cover exposure to the six asbestos minerals, they also cover specifically the nonasbestos forms of actinolite, tremolite, and anthophyllite (AT&A). The new standards regulate these minerals exactly like asbestos (OSHA, 1986). The construction aggregate industry views this as a major problem because these nonasbestos minerals are common amphibole rock-forming minerals in the earth's crust. They exist in small quantities over large areas of the United States (Kuryvial et al., 1974). These minerals, unlike asbestos, are not mined for a specific commercial purpose. They are unavoidable components in much of the aggregate used for construction throughout the US. They are also common in the gangue material of metallic ores. There are areas of the US where amphibole-bearing bed¬rock is common. Not every rock mass in these areas contain amphiboles, however. It does mean, though, that amphiboles are physically compatible with many of the rocks in those areas. And given the correct geochemical conditions, they will be present primarily in the nonasbestiform variety. In addition, these amphiboles will probably exist in the natural drainage system, sand and gravel deposits, stream sediments, lake shores, valley basins, or ordinary beach sand within these areas. There has been little quantification of nonasbestiform AT&A in dusts and soils in the US. This is not surprising since these nonasbestiform minerals are not commercially valuable. However, an example of the pervasive nature of these minerals can be found in a 1981 Geological Society of America publication where about 0.7% tremolite-actinolite was found in the desert dust in and around Tempe, AZ (Pewe, 1981). Since OSHA standards treat these common nonasbestos minerals as carcinogens in the same way as asbestos, large natural areas in the US are implicitly being labeled as hazardous by OSHA. When a substance is identified as a carcinogen, another OSHA standard comes into play, the Hazard Communication standard. There are also right-to-know laws in 9 states that essentially duplicate this federal standard. These standards require that a product containing 0.1% or more of an OSHA-designated carcinogen be labeled as such (OSHA, 1983). This means that much of the stone and sand gravel products occurring naturally and mined in the US could be labeled a carcinogen when, in fact, they are not. The National Stone Association (NSA) and the domestic construction and mining industries believe that OSHA has seriously erred. The NSA has studied the health, mineralogical, technical, economic, and legal basis for OSHA's action. These studies concluded that there is no justification for the agency regulating nonasbestos minerals as if they were asbestos. Health issues The preamble to OSHA's 1986 asbestos standard states that evidence for asbestos-like health effects from exposure to nonasbestiform varieties of AT&A is inconclusive (OSHA, 1986). The fact is, not only are the data inconclusive, they are nonexistent. During 1986-1987, NSA's occupational health and epidemiology consultant, Environmental Health Associates (EHA), reviewed all available health studies related to AT&A. EHA found evidence that malignancies in both experimental animals and humans are associated with the asbestos forms of these minerals. No experimental or epidemiological evidence was found that indicated such pathogenic effects occur from exposure to nonasbestiform varieties of these minerals. There are relatively few scientific studies of the health effects of exposure to nonasbestiform varieties of AT&A. Perspective Man is a model maker. Throughout recorded history man has-used models both to provide insights into the workings of the processes which surround him and as a step towards the eventual control of those processes. These models have covered the field from extremely large systems (solar and celestial. models) to infinitesimally small systems (sub-atomic .and atomic models). Models have been developed for social systems, ecological systems, biological systems and economic systems: all fields of human endeavour contain the fruits of this restless model-making. The Role of Models Since the evidence of mans' industry in formulating models is so abundant, it is worthwhile stating some of the reasons. Based on the simple definition that "a model is a convenient and useful representation of some facet of the 'real' world", then a model provides a means for: 1. Understanding the thing being studied. 2. Communicating that understanding to others. 3. Manipulating the thing being modelled. The common denominator implicit in these reasons is that- improved control is the. objective off all modelling or simulation work. Improved control shows itself either directly by the development of devices which perform the control functions or indirectly by improvement in the decision making process itself. For example, in a process plant, a suitable model of part of the process could lead either to the use of automatic control devices such as set-point controllers or to the implementation of instructions (pre-defined decisions) which permit the operator to better control the process. Typical process control systems use both of these since fully automatic control is restricted to processes where the required information can be effectively measured.

The Henderson Mine, a new large scale underground development, is being developed by AMAX. The mine site is located about 50 miles west of Denver, Colorado, adjacent to the east side of the Continental Divide. The mine's three access shafts are in a narrow alpine canyon at an elevation of 10,400 feet. The ore body of molybdenite is to the south of the shafts, 3,000 feet below the surface of nearby Red Mountain. The ore extends over 800 feet vertically and is about 1,700 feet by 2,200 feet horizontally. The eastern and southeastern boundaries of the deposit are still to be defined at the present time. Development mining is advancing at the mine site on a three shift, seven-day basis at the rate of about 2,000 feet per month. About twelve miles of heading have been driven at the present time, and work to sink No. 3 Shaft has started. Development mining was begun in 1967 with the sinking of No. 1 Shaft. This shaft is fully concreted, 23 feet in diameter and 2,441 feet in depth. It is the mine ventilation exhaust conduit. It is also used for development muck hoisting, stand-by mine water pumping and secondary access to the 8,035 foot level. This level is the mine exhaust ventilation level and was mined principally by conventional rail mining methods. From this one station at the 8,035 foot elevation a 5% ramp was driven to the initial production horizon at 8,100 feet with diesel rubber tired mining equipment. Subsequent mining has been entirely by mobile diesel equipment at the mine site.

The White Pine Mine is the second-largest active underground copper mine in the United States, covering an area of approximately 13 square miles in the Upper Peninsula of Michigan. The mine operator intends to initiate in-stope solution mining by circulating a solution of mine water, sulfuric acid, and ferric iron through rubblized ore and recovering copper from solution. As planned, the solution would be retired in the mined-out stopes following completion of solution mining activities. Investigations into the fate of the retired solution mining fluid indicate that the solution, through time, will change from an acidic, metal-rich solution to a near-neutral, reducing solution containing much lower concentrations of metals. Investigations include reaction path modeling (EQ3/6) and laboratory and in-mine experiments. The combination of neutralization and reduction will result in precipitation of most metals, primarily as metallic sulfates, chlorides, and sulfides.

A popular perception by the public and many mining claimants, is that the 1872 Mining Law provides a statutory right to mine and extract minerals from the public lands. This perception in reality, is both true and false, depending on the mining claimants' ability to meet federal and state environmental, cultural and endangered species laws. Land use decisions and proposed legislation affect exploration and development opportunities in California. It is imperative that the mining industry involve itself in the planning process to ensure that BLM decision makers are fully informed of industry's knowledge and concerns. STATUTORY RIGHTS AND ENVIRONMENTAL CONSTRAINTS "No other problem has such a sense of urgency and poses as profound consequences to the quality of life and the creation and distribution of societal wealth as how we protect the environment. Certainly, the environment is the single biggest issue facing mining and mineral activities in the new decade. David S. Brown The 1872 Mining Law was passed, ironically, the same year the nation's first National Park was established. It is a perception that the establishment of Yellowstone National Park was the beginning of the United States' earliest environmental movement; brought on, perhaps, by the rapid clearing of land for homesteading purposes and, the concern that many acres of the public domain were being disposed of through a multitude of public land laws. While there was an effort being made to designate some special and unique public lands as parks for preservation purposes, environmental concern and awareness did not lead to mandatory identification of environmental impacts and appropriate mitigation until the passage of the National Environmental Policy Act in 1970. Consequently, it is not surprising that the original United States Mining Laws of 1866, 1870 and 1872 had no mention of environmental protection. There have been numerous attempts to repeal the 1872 Mining Law over the last 50 years for a variety of reasons. Currently, there is a perception by the general public, media and even some in congress, the mining industry and BLM that a change is needed. The environmental organizations want the industry to be more accountable for reclamation and post mining uses. In Tn nEnvironmental Agenda for the Future," leaders of America's foremost environmental organizations state that the mining law "includes no protection for the environment," and therefore, should be reformed. We can all acknowledge, as stated above, that the mining law, per se, requires no "protection. However, the Bureau of Land Management (BLM) clearly has the authority and the responsibility to fully "protect" non-mineral resources while providing for the extraction and processing of mineral resources by private industry. There are about 13 major federal laws that have indirectly or directly amended the mining laws to require Environmental, Historic and Cultural Protection." There have been many mining law case decisions about the statutory and constitutional rights of miners to explore open federal lands, "stake a claimg" and extract minerals. What needs to be fully understood is how federal laws, as enumerated on Table 1, may affect these rights. What follows is a description of

At this 5th U.S. Mine Ventilation Symposium I would like to focus your attention on safety and the contribution of the ventilation engineer over the past 50 years. This conference affords us the opportunity to express, to listen, and to learn. As ventilation engineers it is indeed an exciting time--a time that not only stimulates our imagination but also pin points our aims in our quest to obtain zero fatalities by the year 2000, the goal expressed by William J. Tattersall, Assistant Secretary of Labor, Mine Safety and Health Administration. In the past, coal mine ventilation has often been unfortunately synonymous with explosions and resulting fires. Those not familiar with us do not recognize the painful evolution of the coal mining industry and particularly the evolution of mine ventilation. To put my presentation into perspective, I recently reviewed a U.S. Bureau of Mines Bulletin No. 586 - "Historical Summary of Coal-Mine Explosions in the United States 1810 - 1958 prepared by H. B. Humphrey Mining Health and Safety Engineer. This bulletin was published in 1960. Mr. Humphrey stated "In 1946, factors contributing to the explosions occurring from 1941 to 1945 were: (1) The rapid increase in the use of electrical equipment at face regions where gas and dust are most likely to be found; (2) the increased demand for coal with the desire to obtain maximum tonnage per machine at minimum cost, which in many mines has resulted in neglect of even rudimentary precautionary measures; (3) multiple-shift operation without provision of time for adequate maintenance of equipment, effective rock dusting, and testing for gas; (4) decrease in supervision owing to demands on supervisors for maximum tonnage and loss of competent supervisors to other employment; (5) lack of effective supervision, owing to numerous new conditions, some of them war-connected; (6) inability to obtain adequate equipment repair and replacement parts; (7) shortage of labor and inadequate training of coal-mine workers; and (8) failure of both miners and mining officials to show regard for safety in changing from hand-loading to mechanized methods". Most of the eight factors listed by Mr. Humphrey continue to affect our work lives as mining engineers. The increased demand for coal with the desire to obtain maximum tonnage per machine at minimum cost has never changed. The local and regionalized coal industry of the 40's is today competing against the world coal market. Our mines work or shut down based on cost. This has always been the case. During the five year time-frame Mr. Humphrey was documenting, 345 miners were killed in major explosions. A major explosion was one in which five or more miners were killed in a single accident. In addition, 105 more miners were killed in minor explosions for a total of 450. What a wanton waste of life. What fears, anxieties, miseries, and sufferings were created by these accidents. However, we must remember and keep in mind that the coal mining company officials, engineers, and foremen, the governmental agencies- federal, state, and local - were using the technical tools and knowledge available to operate the mines as safely as they could. Obviously mine ventilation engineering technology was woefully inadequate.

The adsorption behavior of gold in ammoniacal solutions on to activated carbon has been studied. The gold loading capacity of the activated carbon used in the system and the recovery efficiency by the adsorption were examined. The parameters affecting the adsorption of gold on to activated carbon included temperature, agitation speed, concentration of 'cation and anion as well as that of ammonia. It was found that the maximum gold loading on activated carbon used was about 10 kg of gold per ton of carbon. The recovery of gold by the adsorption from ammoniacal solutions was dependent upon the initial gold concentration in the solution. A recovery of 98% of gold was obtained on to the activated carbon under experimental conditions after 120 hour adsorption. It was also found that the initial adsorption rate was relatively fast compared to the whole period of the adsorption. The apparent activation energy for the adsorption was measured to be 15.8 kJ/mol. It was believed that the kinetics of gold adsorption on activated carbon was controlled by pore diffusion.

M.J. McPherson Having worked on the thermodynamics of air/liquid-water mixtures passing through the surface fans of deep mines, I find this paper of great interest and congratulate the authors on producing it. There are two matters, however, deserving discussion. First, the authors have described the classical theory of fog formation with fogging occurring at "supersaturation." In fact, the process of fog formation begins well below 100% humidity. The more strongly hygroscopic nuclei in the atmosphere will attract water molecules and begin to grow at a relative humidity perhaps as low as 70%. The process is a dynamic one with both condensation and evaporation taking place throughout the mixture on microscopic liquid surfaces. As saturation is approached, the rate of condensation accelerates rapidly producing the familiar reduction in visibility. Hygroscopic nuclei are present in all natural atmospheres and under the appropriate conditions of pressure and temperature, will produce clean fogs. However, if the air is polluted by particulates from combustion or other processes then the resultant coagulation with growing liquid particles may produce dense (and sometimes photochemical) smogs. It is this process that is likely to occur in underground mines when moist air is cooled below dew point. Second, the authors have summarized very well the individual measures that might alleviate the problem. In particular, I agree that neither heating nor refrigerating the air, by themselves, provides a satisfactory solution. However, there is a combination of these that provides a neat and effective control of fog formation. This involves a small, self-contained refrigeration unit within a duct but without the usual external heat rejection facility. The air is cooled below dew point and, hence, dehumidified on passing over the cold evaporator coils. The heat from the condenser is rejected back into the air downstream from the water eliminator, as shown in Fig. 1. The duct configuration can be designed to create good mixing at the outlet. I have used a climatic simulation program to illustrate the effect, assuming a 500-m (1,640 ft) long airway of cross section 60 m2 (645 sq ft), an airflow of 9 m3/s (318 cu ft per sec), inlet conditions of 19/19.25°C (66/67°F) wet bulb/dry bulb temperatures, a virgin rock temperature of 17°C (63°F) and typical rock thermal properties for a hard-rock mine. I have also assumed that 10% of the rock surface is wet. Figure 2 shows the variation in temperatures along the airway if no measures are taken. The relative humidity remains close to 100% and condensation will occur throughout the length of the airway. Before any such installation is designed, the exercise must, of course, be repeated for each location with accurate data. However, this example demonstrates the potential of the system. The idea is not new - the principle is sometimes used in air-conditioning plants for buildings. Figure 3 shows the effect of removing 30 kw of heat by evaporator coils sited 40 m (131 ft) along the airway and rejecting that heat (plus another 10 kw of compressor and fan power) into the air at 60 m (197 ft). Condensate water is produced, at a rate of 0.45 L/min (0.12 gpm). The result of this sequential cooling/dehumidification/heating process is to separate the wet and dry bulb temperatures along the length of the airway. The relative humidity increases from 80% at the duct outlet to 92% at 500 m (1,640 ft). The airway is maintained free from fog.

The results are then used to formulate diverse safety, health and environment functional requirements. In an evidence-based approach, the evidence is combined with the professional experiences and the actual economic and technological situations, availability and affordability of a mine. This approach is helpful to establish scientific, reasonable, acceptable and effective solutions for identifying and mitigating hazards and improving the level of mine safety, health and environment integrity of mining operations.Introduction / Background In recent years, economic reforms have opened China's economy so that Chinese society has rapidly modernized. Along with this advancement, the exploitation and utilization of mineral resources continues to be active and the scale of mining production continues to increase, which has created a deterioration in resource reserves and as well as the general condition of mining technology. There are many hazards and safety problems in mine production and occupational health as well as in the community environment in China’s mining industry. These problems threaten the security of China's mines and present serious obstacles and challenges to the industry and the government. According to the statistics from the State Administration of Work Safety Supervision, there were 50,500 mine safety incidents in China between 2001 and 2013, which consisted of 31,439 coal mine safety accidents and 19,061 non-coal mine safety accidents, resulting in 30 deaths (Qin 2014). At the same time, mineral dust and radioactive material from mine production processes have increased the morbidity rate of silicosis and cancer in mining workers."

This paper summarizes some preliminary results of the Illinois State Geological Surveys current investigation into surface subsidence resulting from coal mining in Illinois. The purpose of the study is to characterize-the vertical movements that may result from various types of underground coal mining. In general there is relatively little published information about subsidence from room-and-pillar mining as compared with longwall mining. The findings of this study, based on mining operations in a variety of geologic settings, delineate the magnitude, shape, and position of the subsidence profile. Comparisons of case histories of subsidence are based primarily on the extraction ratio and the general geometry of the mine (depth, panel width, and mining height).

istorical records suggest that the gathering of geologic information in China began more than 2,000 years ago. Modern-day geological work in the nation started in the early part of this century but it progressed rather slowly. Before the founding of the People's Republic of China (PRC), there were only 800 people engaged in geological work and only 200 trained geologists among them. According to Minerals and Mining in China, many accomplishments were achieved within China's mining industry during the period of years between 1949, the founding of modern China, and 1997. These include: ? The number of types of minerals with verified reserves increased from 18 (pre-Liberation) to 162 (today). ? Mineral deposit localities grew from 5,123 (pre-Liberation) to nearly 200,000 (today). Of these 200,000 localities, more than three-quarters have verified mineral reserves. ? Minerals extraction and processing contribute to 31 % of the total industrial output value of China (today). ? Regional geological maps at a scale of 1:1,000,000 covering the entire country have been completed, while regional geological and hydrogeological maps at a scale of 1:200,000 covering two-thirds of the country have also been finished (today). ? Before 1949, China was regarded as an oil-poor country. Since the 1950s, China has developed an extensive petrochemical industry. It is largely government-owned except for a limited number of joint ventures. The central government maintains active control over China's most productive fields, including the Daqing field in the Songliao Basin of northeastern China and the Shengli and Liaohe fields in the Bohai Basin of northeastern China. ? Employment in the minerals industry engaged in geological exploration increased from 800 (pre-Liberation) to 1 million (early this decade). The new report provides an overview of the current political and economic situation in China and discusses how this affects the minerals industry. China is in transition between a socialist planned economy and a market economy. This makes it difficult for non-Chinese to keep track of developments. Minerals and Mining in China is divided into 14 chapters that contain detailed statistics, including data on the geographical location and extent of known mineral reserves, production rates, local technical personnel, imports and exports. The report reveals which companies are already active in the area by profiling 50 major investment projects in China's metals and minerals industry. According to its author, China possesses one of the world's largest mining industries, ranking among the leading producers of several metallic and nonmetallic resources. The Chinese mining industry is extraordinarily complex. It has evolved into an overwhelmingly large bureaucracy that was, until the 1980s, shrouded from and misunderstood by the international community. To date, more than 160 types of minerals have been discovered in China. But a significant portion of the minerals and energy base remains largely unidentified and evaluated. And despite China's large reserves of mineral resources, with a population of more than 1.2 billion people, the country ranks among the lowest in the world in terms of proven reserves per capita.
