The Jewett mine is a surface mine in central Texas, producing about 8,000,000 tons/year of lignite. The mine covers 46,000 acres of land. Approximately 430 people are employed by Northwestern Resources Company and through their efforts, the Jewett Mine is one of the most productive mining operations in the country. The Jewett Mine utilizes a unique structure of staff to convert Operations Research into plans which can be implemented at the "front line" level of the Operations Team. This planning not only makes the mine cost effective and efficient, but promotes creativity in mining, which promotes ongoing research to lower the cost of mining.

Discussion by G. Sanders The studies reported on in this paper were initiated to draw attention to the severe contamination problem in the Section 30 drilling program at Chimney Creek. The lithologic-subset sampling study reached a different conclusion from that presented in your paper, and I wish to comment on your subsequent analysis of the data and your conclusions. Request for more complete data In the section on subsampling, you mention that the subordinate lithologies were separated and sampled, yet only the dominantlithology gold value is plotted in Fig. 4. In a contamination study, the reader is interested in the assay values for the individual subsets. Please include a table of the subsample assay data in your reply. Also, please indicate which analytical methods were used to arrive at the gold values in the subsampling study. Turning barren rock into low-grade ore Figure 5 is very revealing and typical of all of the cross sections in Section 30. Note the long strings of low-grade mineralization spread out for hundreds of feet below the ore zones. There were some very high gold values found in certain contaminated fractions during the subset sampling. The conclusion, here, was that the distinctive, strongly-mineralized dolomite layer was probably loose and crumbly and continued to disintegrate during drilling. This caused salting of the unmineralized rock samples below. Missing the high-grade part of the ore body In your statistical analysis, you directly compare the reverse circulation assays to the diamond drill assays in Section 30. Two points argue against a direct comparison and suggest the differences are greater than the 3 % that you report. First, any core loss in a gold zone most likely means that the true gold values are greater. The drillers lost significant amounts of the clay-rich, Section-30 gold mineralization. Also, the initiated salt-mud system, an attempt to improve the core recovery, met with little success. Second, the practice of not sampling core geologically, but instead sampling on even 5-foot intervals, adds a deliberate dilution to the core assay values by including a portion of nonmineralized rock in the first and last samples of each high- grade intercept. The result is often a pair of low-grade assay values on either side of a high-grade gold zone. In reality, a high-grade gold zone has a very sharp assay wall that is often bounded by barren rock. This sampling method may make the diamond-drill core assays more like the reverse circulation values and may help explain the statistical similarities you found. However, it does not represent the true gold values in the high-grade parts of the deposit. You cannot deny that, by careful geological sampling of the drill core, higher and sharper assay values will be obtained. The low core recovery and the diamond-drill-core sampling method used act together to lower the diamond-core assay values. The 3% difference you found between the reverse-circulation and diamond-core assay values could be much larger when you consider what the true diamond-drill core values would be with optimum core recovery and a geologic sampling method for the core. Should statistics have been applied here? The statement "... that reverse circulation holes have overestimated the values of some ore zones and underestimated the values of others" (p. 345) is not correct. The subsampling confirmed what the cross sections hinted at in Section 30. Namely, beneath the high-grade zones, the reverse circulation holes created, by contamination, large intercepts of low-grade ore in regions of barren rock. Because the low-grade material was not there to begin with, this is not a process of overestimating low-grade mineralization. The next statement that "the average result is similar to that of the diamond drill holes" may apply to the data set numerically, but it is not true when viewed spatially on cross sections. Adjacent reverse circulation and diamond drill holes are almost impossible to correlate, high-grade zone values vary widely and many low-grade intercepts make no geologic sense. The subset sampling and cross sections presented in the first part of the paper show that the reverse circulation portion of the data set has some serious problems, as highlighted above, and should not have been dealt with statistically at all. Rather than attempting to present a summary of the many and highly varied papers that have been presented at this symposium on sampling and grade control, I will attempt to extract the general philosophy of analysis and approach, and attempt to identify the trend of future developments. First, the term "sampling" is used with its broadest connotations. A sample consists of a representative portion of a larger mass, and must represent the mass not only in the grade of contained metals or minerals, but also in all other respects in terms of mineralogy and mineral quality (1, 5), deleterious materials, recoverability of economic components, physical behavior, geophysical response (1), and even archaeological and environmental aspects (7, 11). The sample must be taken from a locality and in such a manner and quantity that it is representative of the larger rock mass. This calls for complete and accurate geological control and an understanding of the nature and distribution of the contained chemical and physical elements and a record of the effectiveness of the different sampling methods. Second, value of a given mass of ore material is based upon its profitability - the difference between recoverable value and costs to achieve recovery, beneficiation and sale. There is a strong movement in mining geology control toward more complete analysis in determining cutoff grades and in grade control, as illustrated by the kriging of metallurgical recovery factors as well as grade at the Mercur Mine (8). To achieve a "profitability factor" as a guide for economic mining practice requires further integration of: 1) the value of contained metal or mineral, 2) percentage recovery of values, 3) dilution of ore with waste rock, 4) addition to, or loss of value as a consequence of by-product materials or deleterious components, 5) cost of producing a saleable product plus minimum profit to justify the effort (cutoff), and 6) cost of land restoration (7, 11). All these parameters vary with the rock type, rock structure, mineralogy, depth, geometry, mining and metallurgical methods, but they must be sampled and analyzed if sampling and grade control are to reflect profitability. A wide variety of deposits has been presented at this symposium; each deposit with its own problems and special solutions. Deposits containing high unit-value components, e.g. precious metals and diamonds, present special problems in the obtaining of accurate samples and generally require statistical analysis control methods or may disregard or modify occasional high or occasional low values, based upon experience (12). Grade control may be accurate for the long term but may vary for the short term. Bulk sampling is always essential. Deposits containing metals or minerals with low unit value are very sensitive to transport costs, and they are often very sensitive to small amounts of deleterious components or differences in physical or chemical behavior. Problems of sampling and grade control change with the genetic type of deposit, with the stage of deposit development and with the size of the information base. Precious metal epithermal deposits (2, 6, 8), because of rapid vertical zonation and erratic lateral distribution of values, have always been difficult to evaluate and maintain grade control and ore reserves. On the other hand, evaluation and grade control are relatively easy in bulk-lowgrade deposits (4, 13). However, these deposits generally have a low margin of profit and are sensitive to mining and beneficiaton costs, price fluctuations and political costs. Industrial mineral deposits (5) often must be evaluated on the basis of their behavior, rather than by chemical analysis. Environmental impact generally increases with the scale of the operation, but certain elements or minerals have especially high impact effects (7, 11). In the exploration phase there is no production control of sampling procedures and careful geological observations are particularly essential. The greatest number of problems is related to the oxidized outcrop where the chemical environment of the ore body has changed and the contained values may have been enriched, depleted or values left unchanged (2, 6). Present evidence suggests that gold values may be very mobile under certain conditions (2, 6) and stable under others. Everything must be sampled in detail. Principal values and by-product or deleterious elements may vary dependent upon their position within the soil profile. Such factors as geomorphic position, erosion rate, vegetation, climate, etc., may affect the interpretation (1, 3). Several shale-hosted Pb-Zn-Ag deposits have been discovered in the northwestern Brooks Range, Alaska. Best known among these are the Red Dog, Drenchwater Creek, Lik, Ferric Creek, Hot Dog Creek, and Competition Creek deposits. They occur in a tectonically disturbed sequence of of Mississippian to Triassic shales, argillites, and cherts, and most are spatially associated with volcanic rocks. The sulfides are hosted in shales as disseminations, banded layers, massive lenses, and crosscutting veins. Detailed geologic descriptions of sulfide prospects in the Brooks Range were given by Tailleur (1970), Nokleberg and Winkler (1978), and Plahuta and Robinson (1979). Lange et al. (1980) discussed the formation of the deposits, the nature of the mineralizing solutions, and the temperature of formation on the basis of sulfur isotope studies. More recently, Harrover et al. (1982) detected a correlation between sulfide mineralization and high-temperature formation of charts associated with the sulfides by oxygen Isotope and chert crystallite size determinations.

ABSTRACT Lateritic bauxite deposits of economic size and grade in Sierra Leone occur on granulites of the Kasila series. The high grade trihydrate ores of Mokanji are exploited by SIEROMCO since 1964. Remaining reserves are small (2 million tons) and operation moved over to the Gondama deposits of similar grade. Port Loko bauxite reserves are estimated at 100 million tons and are of relatively lower grade. It is planned to treat this ore locally into alumina. Guinea's bauxite reserves exceed those of any other nation. They occur as hard lateritic bauxite covers on plateaus of the Pre-Cambrian sedimentary formations and on doleritic intrusions. The genesis is still controversial. The Sangaredi mine has produced high grade ore for the last 10 years. Friguia exploits a relatively lower grade ore at a rate of about 2 million tpy to be treated in their local alumina plant. Kindia ore is mined at a yearly rate of 2,5 million tons since 1974. Untouched reserves at Ayékoyé and Tougué/Dabola are estimated at 6,000 million tons.

The launch of a Tunnel Boring Machine (TBM) is one of the most challenging activity parts of the construction of a tunnel. Challenges are coming from limited space available, learning curve, concurrence of other activities and in some cases from the geological conditions. Launching a TBM is an extraordinary and complicated operation requiring a great level of planning. The Earth Pressure Balance (EPB) TBM named “Chris” was successfully launched for the Northeast Boundary Tunnel, the largest component of the Clean Rivers Project in Washington, DC. Due to space and time constraints, the 8-meter diameter TBM was launched from a single 20-meter diameter shaft, with a 30-meter-long tail tunnel by means of umbilical connections. This paper presents the steps followed during the TBM assembly and launching to complete the excavation of the initial drive of the tunnel maintaining high level of efficiency and quality despite the space constraints. Specifically, it focuses on the methods and phases used to extract the excavated material (muck) from the TBM and from the tunnel, to supply consumables, precast rings and backfill grout. The paper presents results in terms of productivity, lesson learned and possible alternatives to be considered in similar conditions.

Uranium exploration in the Powder River Basin of northeastern Wyoming has been intensive since 1966 and in 1968 produced significant discoveries of reduced uranium ore by Humble Oil & Refining Company and others. Substantial reserves have been established in the area. High-grade carnotite ore was discovered in 1951 near Pumpkin Buttes in the central part of the basin (Fig. 1). Other mineralized areas were soon established from Pumpkin Buttes south to Monument Hill and Box Creek. Total production from these shallow oxidized deposits in the lower Eocene Wasatch formation was small. The AEC reports total production of 520,000 tons of ore averaging 0.19% U3O8. The authors are indebted to many people within Humble Oil & Refining Company and Esso Production Research Company for their assistance and guidance. SUMMARY AND CONCLUSIONS The Highland ore deposit, discovered in 1968, is a large uranium occurrence located in the southern part of the Powder River Basin. Uranium mineralization consists of sooty, black uraninite and coffinite coating sand grains and is concentrated along the margins of Tertiary fluvial sandstones. Uranium was transported by oxidizing solutions roving through the buried sandstones and spreading into less permeable channel-edge sandstones to form typical rolls and tabular deposits. Unaltered sandstones are light gray to gray-buff where the sandstones have been oxidized, the colors are various shades of red, yellow, and yellowish brown. An Oligocene tuffaceous source for the uranium is proposed; however, leaching of the arkosic and tuffaceous host sediments may also have provided a source.

Discussion by M.R. Yalamanchili and J.D. Miller The authors, M. S. Celik et al., should be recognized for their efforts to describe the flotation behavior of boron minerals. In the case of borax and other soluble salt minerals, analysis of the flotation chemistry has been difficult because of the high ionic strengths associated with these soluble salt systems. However, considerable progress has been made in this area, and recently a surface charge/collector colloid adsorption model was proposed by Miller and his coworkers to explain the collector adsorption phenomena observed in soluble salt flotation systems (Milleret al, 1992; Yalamanchili et al., 1993; Miller and Yalamanchili, 1994; Yalamanchili and Miller, 1994a: Yalamanchili and Miller, 1994b). In this work, the sign of the surface charge of alkali halides in their saturated brines was established on the basis of nonequilibrium electrophoretic mobility measurements by laser-Doppler electrophoresis (Miller et al., 1992). Generally, these results are what would be expected from the simplified lattice-ionhydration theory. This electrokinetic information coupled with the stability and prevalence of collector colloids in such soluble salt flotation systems indicates that the selective flotation of alkali halides is due to the adsorption of oppositely charged collector colloids by heterocoagulation. Experimental flotation/bubble attachment results for 21 different alkali halides (Yalamanchili et al., 1993; Yalamanchili and Miller, I994b) confirmed that the flotation response of soluble salt minerals with weak electrolyte collectors can best be explained by the adsorption of oppositely charged collector colloids rather than by the adsorption collector ions and/or neutral molecular dipoles as originally suggested by many researchers (Fuerstenau and Fuerstenau, 1957; Schubert, 1967; Roman et al., 1968). In addition, the flotation of certain alkali oxyanions (Pizarro et al., 1993) and double salts such as schoenite and kainite can be explained by the same collector colloid adsorption mechanism (Miller and Yalamanchili, 1994). The borax flotation results reported by Celik et al. need to be examined in terms of the above mentioned surface charge/ collector colloid adsorption model. Unfortunately, the authors seem to be unaware of this recent work that nicely describes soluble salt flotation with weak electrolyte type collectors such as amines and carboxylates. In view of our past work, the flotation characteristics of borax were of particular interest, and, in this regard, the results of dodecyl amine flotation of borax reported by Celik et al. have been examined in further detail in the light of experimental results from our laboratory. In our research, a vacuum flotation technique was used to study the flotation response of borax (Na2B407.10H20), which has a solubility of 39 g/L at 25 °C) with dodecyl amine hydrochloride as collector. These chemicals were purchased from Eastman Kodak and used as received. Saturated solutions of borax at desired pH values were prepared by continuously stirring the salt solutions over a period of about 10 hrs. It should be mentioned that the conditioning time to achieve equilibrium is an important variable and can significantly change the flotation response of some soluble salts (Yalamanchili et al., 1993). Collector was added to the saturated borax solutions containing about one gram of 100x 150 mesh borax particles, and conditioning was done for about 20 minutes prior to flotation. The borax flotation recoveries from saturated brine are presented in Fig. 1 as a function of collector addition at the natural pH of 9.3, as reported both by Celik et al. and as measured in our laboratory. In addition, the region of precipitation for the dodecyl amine hydroborate is included in Fig. 1. It can be seen in Fig. 1 that the flotation response curves are separated by about one order of magnitude in R12NH3CI collector addition. The flotation results of Celik et al. show that the maximum borax recoveries can be obtained below the solubility limit of the dodecyl amine hydroborate collector. However, in our experiments borax flotation seems to occur only after the precipitation of the dodecyl amine hydroborate collector as might be expected from the collector colloid adsorption model (Yalamanchili et al., 1993) if borax were negatively charged. Further analysis by nonequilibrium and equilibrium electrophoretic mobility measurements for borax indicates that borax is negatively charged at the natural pH of 9.3, as discussed below. The reliability of the nonequilibrium electrophoretic measurements has been demonstrated previously for alkali halides and alkali oxyanions (Miller et al., 1992; Miller and Yalamanchili, 1994). The equilibrium and nonequlibrium electrophoretic measurements for borax were found to be consistent and are presented in Table 1. These results provide clear evidence that borax carries a negative surface charge in its saturated brine (pH 9.3), and the sign of the surface charge of borax reverses and becomes positive if the pH is reduced to 8.6. Evaluating and selecting the appropriate excavation method is a key to the success of any tunnelling project. The benefits and risks of different methods should be well understood by the designer and communicated to the project owner to enable selection of a preferred method from a technical, social and environmental impact, cost and constructability perspective. For tunnels that have an internal diameter around 3 m, depending on the tunnel purpose and ground conditions, both microtunnelling with pipe jacking and tunnel boring machine excavation with a one- or two-pass lining may be feasible construction methods. Using the Ferry Road and Riverbend Combined Sewer Relief Project located in Winnipeg, MB as a case study, this paper will discuss the benefits and drawbacks of each method, including technical design, social, environmental, cost, schedule, and risk considerations.

Introduction Heavy media separation (HMS), also called dense media or float¬sink separation, is one of the newer forms of gravity concentration. Though the concept can be traced to the last century, the process has enjoyed its major growth since 1940. Heavy liquid separation is a mutation. The heavy media process is used extensively to clean coal and for the concentration of a wide variety of ores such as those of iron, lead-zinc, chrome, manganese, tin, tungsten, fluorspar, magnesite, sylvite, garnet, diamonds, gravel, etc. It may be used where ever a significant density difference occurs between two minerals, and commercial separations are typically made in the range of 1.3 to 3.8 sp gr. The particle size treated ranges downward from 6-8 in. top size. Particles greater than about 1/16-in. (10 mesh) may be treated in a "static" bath, though for reasons of separation efficiency, + 1/2 -in- feed is usually preferred. For particles less than this size, separation in a heavy media cyclone is generally used. The flowsheet of a typical heavy media process, in this case one using a ferrous medium, is shown in Fig. I. In essence, the process consists of: (1) preparation of the feed usually by wet screening to remove undesired fines, (2) heavy medium separation, and (3) removal and recovery of the medium from the separated products. Many muta¬tions of the basic scheme are possible and numerous options are possi¬ble. HMS offers the following potential advantages:12 1) Ability to make sharp separations. 2) Ability to change the specific gravity of separation quickly to meet changing conditions. 3) Ability to remove products continuously. 4) Ability to treat a broad size range of products. 5) Ease of start-up and shutdown without loss of separating efficiency. 6) Relatively low medium cost and low media losses. 7) Low operating and maintenance costs. 8) High capacity with the use of relatively little floor space. 9) Relatively low capital investment per ton of capacity. The process may be used to produce a finished concentrate, two finished concentrates, or a concentrate and a middling of differing quality, or a preconcentrate by rejection of unwanted gangue. It is an ideal method for the reprocessing of coarse waste dumps. The greatest use for the process lies in coal cleaning and in the preconcentration of ores. The relatively inexpensive heavy media process may be used advantageously to reject large quantities of coarsely crushed gangue. When used in this way, the process will allow: (1) the use of lower cost but less selective mining methods with the "overbreak" material being removed at the front end of the concentrator or preparation plant; (2) a substantial reduction in the quantity of ore that must be finely ground for subsequent mineral liberation and separa¬tion. Since comminution is often the single most expensive step in beneficiation, it is desirable to eliminate as many essentially barren pieces of rock as possible before the grinding step, (3) a decrease in overall plant capital cost per ton of concentrate since the size of the plant from the dense medium step onward will be smaller. Several general references are available,12-18 though much of the technical data on the process is widely scattered in the general litera¬ture. Heavy Liquid Separation Organic Liquids Given sufficient settling time, it is possible to make a perfect separa¬tion between two particles of differing density by placing them in a liquid whose density is intermediate between the two. This means of achieving a perfect separation has proven to be elusive because of problems in feed preparation, particle settling rates, operational considerations, and economic constraints. There are a wide variety of heavy liquids that could be used, most of them halogenated hydrocarbons, and a few typical examples are given in Table 4. These liquids are most commonly used in ore dressing for the laboratory fractionation of ore particles on the basis of specific gravity. Laboratory Separations. Using liquids typified by those given in Table 4, separations are made to develop either the standard washability curves used to estimate the response of a given sample to gravity concentration or to prepare a partition curve to evaluate the effective¬ness of a given gravity separation process or piece of equipment. A typical washability curve is given in Fig. 2.19 Such curves are generated for raw coal, e.g., by treating either the whole or various size fractions of the sample in a series of heavy liquids and analyzing the various specific gravity fractions so produced. The procedure is relatively simple for coal samples because of the ready availability of a wide variety of relatively low cost heavy liquids in the density range 1.2¬-2.0. For ores the problem is much more complicated, because only a few high density liquids, all of rather high cost, are available. Parti¬tion curves are generated in the same manner by treating the separated products in the same liquids. Greater details on the procedures to be used in heavy liquid separa¬tions are to be found in the literature (for coal, Refs. 13, 14 and 19 and for ore, Refs. 20 and 21). For testing coal, calcium and zinc chloride solutions have been used extensively in the past, though today halogenated hydrocarbons (available under the trade name Certigrav) are the preferred media. Urban sprawl, and all its attendant problems, is upon us. In Florida, and much of the rest of the world, this has been intensified by a special problem - the coastal zone - a land of high-intensity urbanization localized where the sea and our citizens interact. Florida is blessed by a long coastline of beautiful beaches, indented by estuaries, lagoons and spring fed rivers. Rocky and sand covered islands invite habitation. A large and varied fauna and flora make recreation an avocation and work a pleasure. Accompanying these people are all the sustaining, and satellite industries that find the climate, labor, and commodity markets, cheap water transportation, and natural resources to be attractive. It is estimated that by the year 2008 a megalopolis will stretch down the Atlantic Seaboard from Georgia to encompass the Keys and extend along the Gulf to Alabama. This city will be fenced by the sea on one side and by the water management works, necessary to provide the water supply for this complex, on the other. What can we do about increasing the amount of water available for this population and decreasing the resultant wastes??? Rarely has there been tendered a more favorable opportunity for a coordinated planning and development project that will provide public access to beaches and multiple use of the coastal lands. Florida, as a peninsula swept by ocean breezes, having a largely indigenous water supply and only the beginning of the pollution of estuarine and coastal waters can cope with air, water and coastal dissipation and pollution, if we have a beginning at providing a constant water supply and at limiting pollution. This answer would appear to lie underground, where the porous limestones are interbedded with impervious fine-grained sediments and ground-water that circulates through these aquifers empty to the ocean and Gulf along the continental slopes.

Modern coal cleaning technologies have allowed coal preparation facilities to become quite efficient at removing sulfur compounds, waste rock and low grade coals from run of mine coal. Up to 50% of the raw mined coal stream may end up as refuse, particularly when the coal originates from longwall mining operations, or is high in partings, rock and impurities. The refuse materials vary from coarse materials removed by physical screening to very fine materials removed by floatation and density separation processes. Coal refuse piles are also known by a variety of other names including "waste dumps", "gob piles" and "slate dumps". The potential hazards of improperly reclaimed refuse include contamination of surface and groundwaters by acidic leachates and runoff, erosion and sedimentation into nearby watersheds, spontaneous combustion, disturbance of topsoil borrow areas, and damage from landslides should large slope failures occur. Many of these problems have been particularly acute for abandoned refuse piles, and modern regulations attempt to minimize the environmental impact of coal refuse disposal operations.

A couple of years ago, one of the major television networks produced a series on the environment. One episode in the series dealt with the nation's solid waste problem and some of the research being done to solve it. It was interesting to listen to one researcher who was attempting to develop a glass that when broken would dissolve in water. It was said that using this glass would eliminate over 100 million tons of solid wastes each year. At first glance, it would appear that this research-effort would make a significant contribution to environmental pollution control; however, if one pauses to consider the water, he can see that this solution to the solid waste problem may well contribute to a water pollution problem. The dissolved material must either end up in our surface streams or be removed in waste treatment systems. Either alternative may have a more adverse effect on the environment than the original problem. With today's emphasis on the environment, it is important that the effects of our activities be studied in depth. Then, by properly planning the activity, the adverse effects can be minimized. The coal mining industry 100 years ago was in the same boat, as our glass maker, is today. Unfortunately, it too failed to consider all the effects of its activities and as a result, in Pennsylvania, there are over 5000 miles of streams adversely affected by coal mine drainage. The situation is improving, however, because mine operators are beginning to recognize and accept the methods for controlling coal mine drainage. The purpose of this paper is to discuss the measures for the control of coal mine drainage and to set forth the factors that affect these controls.

The National Institute for Occupational Safety and Health (NIOSH) is conducting research to develop safe practices for the use of shotcrete as ground support in underground mines, particularly mines operating in weak host rock. As part of this research, tests were conducted with a commercial poly-fiber reinforced shotcrete mix to develop a practical means of measuring shotcrete adhesion strength. Full-scale tests were conducted in a test frame equipped with concrete panels having three distinct surface roughness profiles. Adhesion test fixtures either embedded or epoxied in the shotcrete were overcored into the underlying concrete, and direct tensile tests were conducted to determine the bond strength of the shotcrete cores to the substrate after a selected shotcrete curing interval (1, 3, 7, 14, 28, or 90 days). Measured adhesion strengths typically ranged from 0.5 to 2.0 MPa depending on the curing age of the shotcrete samples. This paper presents the results of these tests, describes the portable test system components, and addresses some of the design issues encountered in the development of a rugged and reliable method for determining shotcrete adhesion strength in underground mines.

Over the past twenty years people throughout the world, but particularly in the United States, have been taking an increasing interest in the environment, sources and causes of pollution, and pollution abatement. Air quality in the United States has been and continues to be an area of primary emphasis. In 1970, the US Congress passed the Clean Air Act and subsequently revised and strengthened it in 1977 with the issuance of the New Source Performance Standards. The Act has been further strengthened with the passage of the 1990 Amendments. By far the largest single source of sulfur dioxide (SO,) pollutants are coal fued electric generating power stations. Hence, a substantial portion of the flue gas desulfurization (FGD) research and equipment installation has been geared to the utility industry. Several competing FGD technologies were touted during the period 1970 to 1990 with varying degrees of success. Subsequently, the more successful technologies have been accepted, revised, and improved to the point that by 1991 third and fourth generation technology is available. A second area of emphasis for FGD has been coal fired industrial boilers. While individually they are much smaller than any electric utility generating station, they do represent a significant source of sulfur pollution. However, due to the size of industrial boilers and their location within industrial and educational complexes, the wet scrubber technology being employed by the utilities is not appropriate for these applications. Hence, fluidized bed combustion (FBC) technology has been developed for the industrial boilers. Since the installation of the first full scale test unit at Georgetown University, several equipment vendors have come forward with an increasing array of more sophisticated FBC units. Currently, FBC technology has matured to the point that the Tennessee Valley Authority (TVA), in cooperation with the Electric Power Research Institute (EPRI), has installed an FBC system on a 250 MW test unit at the Shawnee Power Station in Kentucky.

Mine seismicity is influenced by the mechanical properties of both near-seam strata and overburden/underburden and the prudent selection of mining methods and mine layout designs, utilizing sitespecific structural setting of the mines. The importance of adequate data collection, monitoring, and prudent structural designs has long been recognized and utilized in many U.S. operations with adequate engineering resources. In this paper, two case studies of historic seismic events and contributing factors, in deep coal and trona mines with overburden thickness exceeding 1,500 ft, are reviewed using observations and analysis. By back analyzing the overburden response in a historic room-and-pillar coal mine, the overburden collapse mechanism associated with a 3.3 magnitude seismic event is reviewed as well as the need for improvements in designs including panel and barrier pillar widths. Similar high-order seismic events were also experienced in trona mines of the Green River Basin during 1990s, interrupting room-and-pillar mining and creating ground control concerns. Efforts to improve structural mine designs are described in this paper leading to stable and productive operations for decades following the high-order seismic events in both coal and trona case studies. These efforts included improving room-and-pillar extraction layouts and utilizing properly designed longwall mining techniques that were verified using long-term geotechnical instrumentation. The study mines are located on the Wasatch Plateau (WP), Utah and in the Green River Basin (GRB), Wyoming. More recently, in Utah’s East Mountain alone, Energy West Mining Company (EWMC) has extracted some 165 million tons of coal without any significant incidents. Overall, favorable geologic conditions and prudent mine layout designs are key elements to this successful experience in both single- and two-seam layouts. Utilization of conservatively designed longwall mining technique in the GRB has been geotechnically stable, using reported experience in 15 panels and monitoring results in the Northwest (NW) District with measurable longwallinduced seismicity being rare. These studies demonstrate a considerable amount of progress that has been made within the last four decades in the application of longwall mining technique, integrated monitoring, and analyses for the verification of structural designs in mines in the United States.

"The ways of the world be many and most of the ways be tried, you follow in the footsteps of others till you come to the great divide". These words, written by Robert Service a long time ago, come to mind when I think of our original attitude upon entering into a contract with the International Nickel Company to sink the deepest shaft in the world outside of the Union of South Africa. This shaft was to be sunk to a depth of 7,137 feet from surface, and while it was recognized by all concerned to be a somewhat unusual undertaking in our part of the world, the fact that quite a few shafts had already been sunk to this depth in South Africa probably gave us the feeling that we were following in the footsteps of others. In retrospect, because this shaft was being sunk under entirely different conditions than those existing in South Africa, we were in fact venturing into an entirely new area of endeavour without properly recognizing this fact. It has occurred to me that others considering a similar type of job could benefit from our experience, especially in an assessment of the risks involved and how they compare to those encountered in an ordinary shaft. For comparison purposes, I would define an ordinary shaft as being sunk to a depth of 5,000 ft or less, and a deep shaft as one being sunk to a depth of between 5,000 ft and 8,000 ft. PROJECT The Walgautunnel is the heart of a new hydro scheme in Western Austria, which is supposed to go into operation in 1984. With it's length of 21,4 km, a bored diameter of 6,25 m and an internal operating pressure of 13,5 bar it will be the largest water conducting tunnel in Austria. Even compared with some of the country's world-famous highway tunnels like 'Tauern' or 'Arlberg' it has to be regarded as a major tunneling project. Owner is the Vorarlberger Illwerke AG, a power corpo¬ration founded in 1924. In the course of the past 6o years this company developed the 'Werksgruppe Obere Ill - Lünersee', consisting of 6 major power plants and 4 large reservoirs. The installed capacity is 1.114 MW in the generating and 529 MW in the pumping mode. The total power output amounts to 1.916 GWh. The water for power generation comes from the glaciers of the Silvrettagroup, as this corner of the Austrian Alps between Vorarlberg , Tyrol and Switzerland is called. The Walgauwerk utilises all the water accumulated by the existing schemes as well as the so far unused run-off water, passing by in the river Ill. The intake to the Walgau-Tunnel is situated right beside the lower reservoir of the recently completed pump-storage plant 'Rodund II' at an elevation of 64o m above sea level. Though the head is a mere 162 m, 1 billion m3 of water will generate 356 GWh per annum. The power-output of the two Francis turbines is 86 MW.

This paper presents the results of an application of the PSU/USBM Open Pit Materials Handling Simulator (1) to a large stripping mine in the Southwestern Coalfield. The specific objective of the study was to demonstrate the application of the simulator to a complex multi-pit operation, with emphasis on simulating short term and long term production plans recommended for the mine by Theodore Barry Associates (2). Mine Description The mine is located in the Southwestern Coalfield, which encompasses parts of the states of Utah, Arizona and New Mexico. The lease area presently covers 121500 x 103 m2 (30000 acres) in a strip 37.007 x 103 m (23 miles) from north to south and up to 1609 m (1 mile) in width, located at an elevation above 1525 m (5000 ft). Three gently dipping coal seams are present, of which the upper seam (#3) averages 0-5.5 m (0-18 ft); the intermediate seam (#2) averages 0-1.2 m (0-4 ft); and the lower seam (#1) averages 0-2.4 m (0-8 ft). Overburden is mixed sand, gravel, calcareous clay, caliche and sandstone, with calcareous shale and sandstone burden between seams. Where the seams are covered by less than 6.1 m (20 ft) of overburden, they are generally weathered and oxidized and are not extracted. Stripping ratios have ranged from 3.5 to 6.0 with an average of 5.4. All future plans were based on a stripping ratio of 5.3.

Ninety percent of manganese is used as an alloying element in steel. Smaller amounts are used in dry-cell batteries, in aluminum and bronze alloys, and many other uses. The element has several oxidation states, and oxidation-reduction reactions control its chemical behavior. Manganese, in primary minerals such as rhodochrosite, rhodonite, and braunite, is in a divalent oxidation state, and manganese in secondary minerals, such as pyrolusite and cryptomelane, is in a quadrivalent state. Virtually all manganese ore production comes from three types of sedimentary manganese deposits. First, lenticular beds of manganese carbonate or carbonate-silicate rock in Early Precambrian volcano-sedimentary complexes in South America and Africa have been major sources of manganese ore. Second, laterally extensive beds of mangano-silicate and manganiferous carbonate minerals in certain banded iron formations are major sources of commercial ore and constitute the largest resource of manganese. Finally, manganese accumulations deposited in marginal to epicontinental basins are the largest source of current manganese ore production. Residual deposits resulting from the destructive weathering of rocks with a low manganese content have been, but are no longer, important sources of manganese ore. Most deposits have been altered to some extent by super- gene oxidative processes, and are economic because of that alteration. Outcrops of manganese ores are invariably oxidized and can be very deceiving as to the character of the underlying material. Nearshore facies of epicontinental basins, and nearshore age-equivalents of metalliferous black shales are among the targets for new manganese exploration. Very high-grade manganese occurs in sedimentary deposits altered by metamorphic and metasomatic processes.
