Today, I would like to talk about ways to maximize the efficiency of surface coal operations. I doubt I will present any startling new ideas, but my comments may, hopefully, stimulate some conversation today and later back at your own operations. Strip mining is a very old technique used by ancient societies. Only with the coming of the machine age in the early twentieth century did we attempt to increase the magnitude of our operations. The industry, as we know it today, really only got started in the early 1900s with the advent of steam shovels. In the first portion of this presentation, I will attempt to show that we have, in many cases, not changed the basics of strip mining, only the scale. In doing so, quite often we have complicated the operations to the point of being unmanageable and unprofitable.

As with most industries, mining must now include in its plan of operation mechanisms to address a project's environmental impact. New regulations have focused attention on the potential environmental impacts of industry, particularly the handling of wastes. Modifications are currently being proposed to the Bevill Amendment. And development is ongoing of Resource Conservation and Recovery Act (RCRA) Subtitle D regulations specific to mining wastes. The result is a growing concern on the part of lenders, developers, buyers and owners regarding acquisition and ownership of mining properties. One of the most effective tools in managing the regulatory requirements is an environmental audit. An environmental audit can be a literature review to determine regulatory requirements. The Boliden Group encompasses Sweden's foremost operations related to the mining and production of copper, lead, zinc, precious metals and metallic by- products. It is also the dominant swedish producer of sulphur-based heavy inorganic chemical products and fertilizers and has an international trading organization covering, in adition to the group's basic products, industrial minerals and oil. Boliden's activities in- clude the marketing of proven Boliden technique and know-how. Boliden Metall - the mining and metallurgical company within the Boliden Group - produces about 13 million mtpy of ores at mines in northern and central Sweden. Boliden has, over the years, become a specialist in processing poly- metallic sulphide ores and its eight concentrators presently serve 15 mines. Boliden has a long history of close cooperation with Swedish and foreign manufacturers in developing new products and processes.

The exposure of miners to radon gas and its airborne daughter products is a serious health problem which has long been recognized in the uranium mining industry. The association of high exposure to alpha particle emitters with incidence of lung cancer is well established. There continues to be a pressing need to reduce and eventually eliminate the high incidence of occupational lung cancer among uranium miners through the development of new and improved measurement and control technologies. This paper highlights the current efforts of the Bureau of Mines radiation hazards research program. It is aimed at obtaining a fundamental understanding of the behavior and transport of radon and radon daughters, developing more accurate and reliable instruments and measurement methods and developing cost-effective control techniques. Also discussed are the most recent accomplishments and the future research plans of the program.

Primary normal long-chain amines are insoluble in saturated brine. Their colloidal solubility (dispersion) in concentrated electrolyte solutions is strongly affected by the presence of surfactants (frothers). This paper shows that a better usage of alcohol type surfactants, which are commonly used in potash ore flotation as frothers, can significantly improve the flotation of both coarse and fine sylvite particles. A new process of potash ore flotation is developed, which includes premixing an effective frother with an aqueous solution of amine or emulsion of extender oil containing amine. With such a combination of flotation reagents, KC1 particles up to 5 mm in size float very well in the short flotation column, and particles up to 2 mm float in a mechanical cell; when used to treat fine fraction-containing sample, this method may as well provide an improved concentrate grade.

"70-foot deep rectangular-shaped bulkheads were built with sheet piles as launching and receiving shafts for a pipe jacking operation for new underground waterlines in a densely populated section of Los Angeles, California. The Press-in Piling Method was specified to drive 95-foot long sheets (a record for the method) to form the bulkheads for the Los Angeles Department of Water and Power’s LA-29 (DWP) Connection Modification and Pipe Jacking. The piling was chosen because of its very low noise and practically vibration-free nature since the site is surrounded by houses, an apartment complex, and existing water lines. The out front areas of the bulkheads were grouted to let the TBM go through without major ground water leaks. Hydrophilic foam grout was also injected in addition to welding steel scab plates on the inside to seal them to achieve sufficient watertightness behind a few split interlocks. BACKGROUND This project was located in the Crescent Heights area of Los Angeles which is a few miles south of Beverly Hills. The project represents the completion of the last phase of the Stone Hollywood Trunk Line. This was an 8-mile long water trunk line that averaged 60 inches in diameter and was built to improve the reliability of the DWP’s major water system. This section of the project involved driving 2 deep shafts to allow for the installation of a 350-foot-long 72-inch steel casing using microtunneling construction. See Figure 1 for the shaft locations and the tunnel alignment. The challenge for the project was that this water line would have to pass beneath the Hollyhills buried box drain (15 feet high by 20 feet wide). Further complicating the construction was the soils beneath the drain. The DWP chose to drive the tunnel at a depth of approximately 65 feet to ensure that the ground conditions were uniform and suitable for the microtunneling equipment. There were two previous attempts to construct this work which failed because of poor ground conditions and very high water levels. This third attempt was critical because the DWP could not afford to have another failure due to the fallout with the residents being impacted by the project."

Endako Mines' molybdenum operation is located near the geographic center of the province of British Columbia, Canada. The property is six miles south of the Northern Transprovincial Highway and the northern main line of the Canadian National Railway. The area is broken by high hills covered with dense stands of spruce and pine with vast areas of the valley floors covered with aspen and poplar. The climate is moderate with precipitation averaging 22 inches per year. Approximately four feet of snow accumulates in the winter, and temperatures range from 900 F. in summer to -40° F. in winter. The orebody, a lowgrade porphyry type deposit, occurs in a widespread granitic intrusive which has been locally weakened at the intersection of two regional faults. In this vicinity the quartz monzonite has been further shattered to permit the entry of mineralizing solutions and local dykes. Two types of mineralization occur within the orebody. The most prom¬inent is the six inch to four foot wide continuous quartz veins with characteristic ribbons of molybdenite and frequently finely-divided grains of molybdenite within the quartz. The second type occurs as fine fractures filled with quartz molybdenite in the form of a stockwork halo radiating out from 20 to 200 feet from the quartz veins. Minor hematite, magnetite and chalcopyrite are also present. Mineralization is roughly proportional to the extent of kaolinization in the quartz monzonite, kaolinization being one of three distinct forms of hydrothermal alteration. Pyrite is commonly associated with molybdenum mineralization within the orebody and a pyrite halo is recognized on the south side of the orebody.

The known high grade mineral re- sources in the United States are fast becoming exhausted; viable new deposits are more difficult to find and more expensive to develop; operating and capital costs have increased to meet more stringent regulatory standards. By contrast, international producers enjoy a cost advantage as a result of higher mining grades, improving technological competence, and more favorable government support. The domestic base minerals industry is finding it more and more difficult to compete in world markets. It has become essentially a marginal industry today. The current philosophy of taxation in the United States has evolved over the past century. The structure of the taxing system is based on the assumption that a firm must be able to pay its tax imposts out of profits. In principle, firms incapable of supporting the tax load should be replaced by others that can do so. This philosophy applies equally well to the mining industry, so long as it remains economically healthy. However, mineral resources are finite. The situation in the domestic base mineral industry has changed fundamentally in recent times. For the reasons given above, much of the industry now cannot continue to compete profitably in the open world market; and there are no known alternative domes- tic mineral resources more capable of doing so. Under these circumstances it is important to consider the effect of taxation not only on profitability, but also on survivability.

This paper outlines the chance constrained binary integer program developed by the author in his doctoral dissertation at Columbia University, New York, 1973. The optimum planning of a mining program involves the determination of a production schedule which maximizes the net present value of the mining property. The actual mining process has an inherent stochastic and discrete nature. In particular, the demand for the mined product and the grade of the mineralized material in the ore are the two most important stochastic mining variables. The decision to mine or not to mine any block of a mining property is a binary integer variable. This paper outlines the formulation of pit production scheduling problem as a chance constrained binary integer program. The deterministic equivalents of these chance constraints are nonlinear in binary variables which have subsequently been linearized. The planned objective is to meet with a stipulated high degree of reliability, all the random demands as they materialize with a random supply of the commodity being marketed as determined by the eventuating random grade values of the exposed ore blocks and the mining system's production constraints such that the discounted total production costs over the entire planning horizon are minimized or the profits maximized. The emerging surface of the mine in each scheduling period is determined by the values taken by the binary decision variable associated with each block of material in each scheduling period.

The Sacaton mine is a relatively new open¬pit copper mine owned by Asarco, Inc., which has been in production only a few years. The mineral deposits consist of two ore zones; a western, near-surface zone minable by open-pit methods, and a deeper eastern zone which will have to be mined underground, probably by block caving. The copper deposits are related to small quartz monzonite intrusives implaced into Precambrian granites. Both rock types act as hosts for the copper mineralization, which has been secondarily enriched sufficiently to constitute ore. In the western zone the enriched supergene chalcocite has been subjected to postenrichment oxidation processes with partial destruction of the chalcocite blanket. The deeper eastern chalcocite zone has not been as severely affected by later supergene processes. Several mineralogical populations are represented in the total copper deposit. Leached capping overlies the chalcocite enriched zone, and in the western ore body there is a very irregular interface between the leached and enriched zone, which is complicated by oxide copper minerals irregularly distributed. Primary lower-grade chalcopyrite mineralization occurs below the enriched zone. When mining commenced near the top of the enriched zone, considerable difficulty was encountered in correlating the actual grade of ore in place with the estimated grade of the mining blocks. The mineralogical complexity and fairly wide spacing of diamond drilling made reliable grade estimation of individual ore blocks a difficult procedure.

INTRODUCTION Engineers involved with rock mechanics know the importance of discontinuities within a rock mass and their effect on its behavior when subjected to loads from structures or construction excavation activities. Various geophysical tools have been developed to provide comparative information on subsurface conditions, such as electrical resistivity, assorted seismic test methods, acoustic tests, etc. While these investigative means have proved invaluable in numerous situations, especially those where site alternatives are being evaluated, they shed little light on the difficult problem of quantifying the rock strength. For that purpose, a laboratory test program of samples obtained in the field is usually undertaken, often in conjunction with a variety of in-situ tests. While standard samples provide sufficient information on the rock properties, questions on the macro-structure of joints, faults, fissures, and their infillings often go unanswered. Presently, attempts are being made to incorporate into rock sampling technology new techniques which are directed towards providing better information on the incidense and orientation of discontinuities. One such device incorporates a scribe knife within the core barrel which scores the sample lengthwise as it is cored. The orientation of the scribe is known, thereby relating the bedding, planes, fractures, etc. to a spatial framework. A second approach, called the Integral Sampling Method, is the subject of this paper. Many large (refractory) sulfide gold resources exist in Nevada and other parts of the world that are not amenable to conventional flotation concentration using air as the flotation gas medium. Over the past five years Santa Fe Pacific Gold Corporation (SFPG) has investigated flotation process options to economically treat refractory ores and resources of this type at its Lone Tree and Twin Creeks mines. Conventional flotation technology applied to the original high-grade gold resources at Lone Tree and Twin Creeks was initially unsuccessful. Review and analysis of auriferous (gold-bearing) iron sulfide mineralogical characteristics and flotation ..:hemistry provided a fundamental understanding that led to the development of a new flotation process that SFPG refers to as N2 TEC. This paper discusses the development of this technology and compares N TEC results with conventional flotation practice.

This paper is based on two recently (2002) published reports: - "Breaking New Ground". Final report on the Mining, Minerals, and Sustainable Development Project (MMSD). - "2002 Sustainability Reporting Guidelines". Published by the Global Reporting Initiative (GRI). The GRI guidelines can be applied in all kinds of industries and other organizations, whereas the MMSD project report is sector specific. However, both reports center on the three pillars of sustainability. The performance indicators as they are presented in the GRI guidelines have been assessed and compared with the sector specific arguments in the MMSD report. Based on this evaluation, the paper points at some indicators that may be useful in the start-up phase of sustainability reporting, seen from the perspective of the aggregate industry in an industrialized North European country with increasing environmental awareness and pressure on natural resources.

In Peru, the third destination in worldwide exploration based on expenditure, mining conflicts have spread dramatically over the last decade. Mining companies need to create new initiatives to avoid social conflicts and strengthen the social capital needed to keep mining in a country with proven mineralogical riches. This document provides information about a research project that explored the opinions and experiences of a resource many times overlooked by companies: the human resource. Over 30 surveys were conducted among professionals working at mines in the Peruvian mining industry, in different departments and from different organizational levels. Mining employees acknowledged that they play an important role in the development of company-community relationships and gave their impressions about initiatives implemented by international mining companies in Peru. Mining employees also provided their recommendations to succeed in a location where cultural differences have not been properly considered.

Cement production involves the processing of raw materials that contain - Si02, A1203, Fe203, CaO, MgO, LOI (loss of ignition), S03, K20, Na2O, Ti02, P2055 and Cl- to produce the synthetic mineral mixture called "clinker". The use of other additives - sandstone, flyash, iron ore, and clay - is also mandatory in order to achieve the optimum blending requirements of cement. However, the use of these additives needs to be minimized due to their significantly higher costs ($/Ton). This paper presents a mixed integer programming (MIP)-based optimum quarry scheduling algorithm, which is used to generate quarry plans, satisfying geometric and production capacity constraints while providing minimum cost/optimum blend of raw materials mix to a cement plant. The benefits of this new methodology are demonstrated on a case study.

This paper presents-:a new multivariate mineral resource estimation model, referred to as the Related. Information (RI). Instead of relating a mineral resource descriptor directly to a set of geological variables, the RI model relates the mineral resource descriptor to a synthesized information measure RI, which is created from a set of geological variables. All of the variables are transformed into binary characteristics. This model comprises two stages of estimation: estimation of a synthesized information measure and estimation of mineral resources. The information carried by a variable is classified into three types: mineralized-barren information, mineral resource variation information, and variable-controlling information. The synthesized information measure is defined as the product of the three types of information and the responses of binary geologic characteristics. The RI model is demonstrated on the pegmatitic Nb+Ta deposits in China.

There is a saying, the greater the gratitude, the shorter the speech. That puts me in a quandary, because while I am grateful for the honor you do me today, I also want to talk about a subject very important to all of us. A few months ago, when I was asked to submit a title for my talk, I chose "Quality where it counts." I did so because perhaps the most important thing we at Amax did in our restructuring was to commit to quality in all our businesses - quality people, assets, and operations. Together, they create quality performance, which produces quality growth and increased shareholder value - our prime corporate mission. We are dedicated to quality. At Amax, quality means everything. Today, I want to discuss quality in another context - the need for it in American education and what we have to do to achieve it. If we ignore this need, we will all suffer the consequences. And they will be upon us far sooner than the next century, barely a decade away. I think almost everyone in this room works for an organization that had to restructure in the 1980s. Mining companies that did not, just didn't make it. Well, we did. As an industry, we are seeing improved profits, positive cash flow, and a more competitive position in the world marketplace. But all the restructuring we have done, all the hard work, and all the pain that was part of it, will be in vain if, down the road, we do not have the educated people we need as workers. We need them to design, manufacture, and market the products that use the basic materials produced by the mining industry. Simply put, we are at a crisis point in education today. That is no new revelation. Nearly six years ago, the National Committee on Excellence in Education published its report, "A Nation At Risk." Since then, things have not gotten better. The Wall Street Journal, Business Week, US News & World Report, and Fortune have all recently published stories about the sorry state of education in the United States. The subject has become the topic of TV talk shows as well as national commissions, and for good reason. The pool of young people entering the US labor force is dwindling. In the next decade, 10 million fewer will enter the job market compared to the 1970s. But fewer of them will be qualified to do the jobs available to them. Here's why: • 20% of today's high school students drop out before they are 18 and another 20% graduate functionally illiterate; 40% of today's fourth graders think the world is flat; • 20% of today's sixth graders cannot locate the United States on a world map; • one of every three ninth graders cannot figure the change for a two-item meal - and I'm talking about a Big Mac and fries. These are not just problems of minority kids in big city ghettos. Fully 40% of all young working Americans cannot add up their lunch bill. Three out of every five college freshmen need some kind of remedial work. These statistics are frightening. Particularly so because, while the work force is becoming less qualified and our public education system is getting worse, our products and technologies are becoming more complex. We are approaching a time when we will have machines that recognize handwriting but people who cannot write. We will have technology to take voice commands, but people who do not know what they are talking about. The accelerating pace of technology is changing the nature of the job market. The fastest growing jobs now, and in the years ahead, are in professional, technical, and sales positions requiring the highest education and skill levels. Most of these jobs will require the use of a computer. Yet, 95% of today's graduating high school students have never laid a finger on a computer keyboard. This is the 10th annual tabulation of US mineral royalties published in MINING ENGINEERING. The first year, 1982, the author solicited information about royalties and the cost of reserves. That column contained only a few royalties - not enough to tabulate. Since then, the response has been sporadic but the entries have grown to more than 300. Some have been deleted. Some of the older information has been deleted to make room for new entries. All indications suggest that the readers enjoy and use the information. But more information is needed. Russian practice In 1989, this column gave a brief history of mineral leasing and royalty payments as the concept applies to mining in the United States. This year's narrative deals with information about the mineral ownership in Russia. That country is in political and economic turmoil, including administrative systems and methods. And many laws are likely to change. What follows describes the Russian system of mineral ownership as of early 1992, according to Kirill Kavun. He begins "All the subsurface space of the Russian Federation with minerals contained belongs exclusively to the state. This forms the Common State Mineral Fund. Land parcels may be state, municipal, public or private property. They may be let to be owned and used by individuals, juridical persons, national/territorial or administrative/ territorial formations." This seems to apply to surface rights, as known in the US.

Drilling was not entirely satisfactory in the search for native copper in the Osceola amygdaloid footwall as mining showed oreshoots to be more continuous than drilling indicated. The Geophysics Department of Michigan Technological University developed a portable induced polarization drill hole probe with a 3 electrode configuration and a sampling radius of 5'± A 20 ma current of alternately reversed polarity is pulsed at 3.5 sec. intervals and readings are taken every two feet. Potential is read during the "on" cycle for resistivity determinations. During the "off" cycle, after 10 ms delay, the I.P. potential is sampled for 10 ms and recorded. Resistivity (ohm-feet) and "S" values (mv/v) are plotted on semi-log paper. A lithologic log is plotted based on resistivity and anomalous "S" values noted. The low resistivity amygdaloid contains sills of high resistivity basaltic trap. Verified by core logs, amygdaloid-trap contacts could be picked to ±.5' from resistivity alone. Lithologic logs of long steel holes, based' on resistivity, now replaced sludge logging. An "S" value of 30 mv/v was established as the lower limit of diagnostic I.P. effects in mineralized amygdaloid and 50 mv/v as a threshold value for ore. Of 914 footwall zones drilled, 315 were probed yielding 203 anomalies. Success increased from 34% for drilling to 72% for drilling and probing. As checked by mining, 46 probe results were 78% correct. Failures were due to the instrument not detecting copper or to the misinterpretation of an anomaly. No false anomalies were found.

The Kamyr countercurrent tower leach process consists of a true countercurrent leach ?with a flocculated ore and fibre mixture entering the top of the tower and a cyanide solution or alternative lixiviant as well as a barren wash solution entering the bottom of the tower. It offers the possibility of including the entire leaching, solid-liquid separation and clarification processes into one unit or tower as opposed to the multiple leach tanks, filtration and clarification sections required in a conventional leach and precipitation plant. The tower process has been demonstrated in the laboratory and found to be effective for leaching gold, silver and other amenable ores. Based on laboratory results, Gencor and Kamyr have jointly constructed a 200 ton per day pilot plant in order to prove the process on a larger semi-production plant scale.
