In the USA many highway tunnels were built during the 1930s through 1960s. This indicates that these tunnels have exceeded their intended design service life. Based on the initial tunnel inventory conducted jointly by the Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA), more than 526 highway tunnels have been identified in the USA. For understanding the condition of the tunnels and risks associated with deteriorating conditions, comprehensive condition assessments are necessary to mitigate risk and remediate works as required. Monitoring the condition and rate of deterioration of tunnels is vital for timely tunnel maintenance and rehabilitation to avoid sudden tunnel collapse. This session will explain the necessary steps for tunnel inspection and review some of the state of the practice information on tunnel inspection techniques.

Underground booster fan installations are currently employed in hundreds of coal mines throughout the world. Such installations, when properly designed and maintained, have proven to be safe and effective tools to provide desirable airflow volumes on sections or in areas of mines where the ventilation requirements exceed the capacity of the main fan system. In cases where an airshaft cannot be justified due to surface topography, depth of cover, or limited reserves a booster fan can serve the same purpose, be operational in a fraction of the time and at a substantially reduced cost. Booster fans are currently non-existent in U.S. coal mines. This is primarily due to lack of acceptance by the Mine Safety and Health Administration (MSHA), which has failed to acknowledge the merits of a booster fan system. Also, the absence of booster fan provisions in Part 75 of the federal regulations has led to the misconception that booster fans are legally prohibited in U.S. coal mines. In 1986, Jim Walter Resources, Inc. (JWR) developed and submitted to MSHA a plan to install and operate an underground booster fan at the No. 7 Mine. Detailed computer simulations were used to substantiate JWR1s position, that the booster fan could effectively provide the needed airflow on a developing section without adversely affecting ventilation in other areas of the mine. JWR also realized that numerous safeguards and operating procedures were essential for providing a safe system. Thus, safety features such as electrical interlocking, independent power supply, remote atmospheric monitoring, etc., were incorporated into the plan. This paper is a case-study that discusses JWR's proposed plan to install and operate an underground booster fan at No. 7 Mine. Unfortunately, MSHA's continued negative response has prevented implementation of the plan.

Trackless vehicles, as the name implies, are machines not bound to rails, guide cables, or other direction controlling devices. They include, for the most part, vehicles which are wheel or crawler (track laying) mounted. Power sources may be self contained such as diesel or battery and can be defined as non-captive machines, while connected power sources such as compressed air or electric can be defined as captive machines. Trackless vehicles are used in all phases of underground excavation, loading, hauling and dumping. Early application found most machines with digging ability used to load those with payload hauling ability. As the versatility of trackless methods became more obvious the trackless vehicle has evolved to more productive machines such as the self loading haulers commonly referred to as Load-Haul-Dump equipment. Trackless vehicles find wide use in drifting and tunneling. Ability to negotiate adverse grades is especially noteworthy. Experience drawn from highly efficient room and pillar mining operations has lead to relatively wide application in drawpoint and cut and fill mining.

Introduction The geological processes that form coal can also concentrate trace elements in the coal. For example, the average concentration of arsenic in bituminous coal (20 ppm) is ten times the average concentration found in all the other rocks that make up the earth's crust (2 ppm). Similarly, other elements, such as antimony, cadmium, mercury and selenium, are more concentrated in coal than in the earth's crust. When coal is burned, trace elements can be further concentrated. Although no new constraints on trace clement emissions were placed on the power generation industry under the 1990 Clean Air Act Amendments, the act does mandate a three-year study of air toxics. Any new regulations aimed at electric utilities as a result of this Federally-mandated study will almost assuredly be very costly-an estimated $1 billion per year. Many trace elements in coal are associated with mineral matter. For example, arsenic is commonly associated with pyrite, cadmium with sphalerite, chromium with clay minerals, mercury with pyrite and cinnabar, nickel with millerite, pyrite and other sulfides, and selenium with lead selenide, pyrite and other sulfides (Finkelman, 1980). There are also cases in which some of these elements are organically bound. Just as both organic and pyritic sulfur can be found in the same coal, the same trace element may be both organically bound and present as part of a mineral in the sane coal. Physical coal cleaning techniques are effective in removing mineral matter from coal and can potentially remove at least some of the trace elements associated with specific minerals, thereby reducing the release of these elements into the atmosphere. Conventional coal cleaning to remove trace elements As part of a project funded by the Electric Power Research Institute, CQ Inc., a wholly-owned EPRI subsidiary located in western Pennsylvania, has demonstrated that large reductions in the concentration of many trace elements are possible if conventional coal cleaning techniques are properly applied. Four examples are given in Tables 1 to 4. In each example, the results shown were generated by cleaning the coal at CQ Inc.'s commercial-scale cleaning test facility. Cleaning results for Upper Freeport Seam coal from Northern Appalachia are provided in Table 1. Data are presented in the table in two ways: as a weight-based concentration (parts per million) and as a concentration per heat unit (grams per billion Btu). Grams per billion Btu is analogous to pounds per million Btu, but avoids the use of numbers with many decimal places. The heat-based concentration provides a better measure of boiler impacts, because the increased heating value obtained through coal cleaning reduces the number of tons that must be burned to produce a given thermal output. Reducing the quantity of coal burned reduces the quantity of trace elements entering the boiler. This raw coal is relatively high in several trace elements of environmental concern, including arsenic, cadmium and chromium. Cleaning provided large reductions in the quantity of arsenic, barium, cadmium, chromium, fluorine, lead, mercury, nickel, silver and zinc. The results for tests with a Powder River Basin coal, Rosebud/McKay, are presented in Table 2. Large reductions in arsenic, barium, cadmium, fluorine, mercury, nickel, selenium and zinc were observed with cleaning. The concentration of chromium increased with cleaning, while lead concentration increased in one test and decreased in another. Table 3 presents test results for Croweburg Seam coal from Oklahoma. Large reductions in arsenic, barium, cadmium, chromium and zinc were obtained with cleaning. Smaller reductions were obtained with lead and nickel, while chromium, fluorine and mercury increased in at least one of the tests. Table 4 presents cleaning test data for Kentucky No.11 Seam coal. In this case, large reductions were obtained with all elements measured. In general, these data indicate that physical coal cleaning is effective in reducing the concentration of many trace elements, especially if they are present in the coal at relatively high concentrations. The degree of reduction achieved is coal-specific, relating in part to the degree of mineral association of the specific trace element and the degree of liberation of the trace element-bearing mineral. Low cost, greater operating flexibility, and relatively simple operation are just three of the reasons for using minicomputers in the mining industry. No less than a dozen US manufacturers have sold the new generation of minicomputers to mining operations in the US and the world. Many manufacturers produce several models of minicomputers, each with excellent calculating capabilities. Prices for these "mini-giants" range from about $10,000 for a basic system to over $300,000 for a very powerful, sophisticated system with numerous peripheral devices. While the acceptance of minicomputers by the mining sector has lagged behind their penetration into other businesses, mines with minicomputer capability-especially remote mine sites-have found applications in practically all areas of operations including standard payroll processing, mineral deposit modeling and planning, surveying/mapping, production reporting, and daily production scheduling. In fact, the only limit to the further application of minicomputers in mining is the user's imagination. There are some obstacles to the accelerated use of minicomputers in the mining sector: the limited amount of software available, limited information on site-specific uses, and limited interest in the mining market by manufacturers. The latter is especially significant in light of the fact that many manufacturers queried in a recent telephone survey did not compile statistics on locations of their units in mining. The general consensus is that mining sales represent less than 1% of the total market. Many manufacturers do believe that market dynamics will increase their future research and development for the mining industry. The minicomputer was introduced in 1968, when Digital Equipment Corp. of Maynard, MA, developed a small computing device-the PDP-8 minicomputer. It is important to note that since then, it has become increasingly difficult to precisely define a minicomputer (see box, page 1582). The mini has evolved to surpass the capabilities of many of the large computers (mainframes) of 1968, and some models rival the mainframes of today.

The U.S. Department of Energy is supporting the engineering development of three advanced physical coal cleaning technologies--selective agglomeration, advanced flotation, and advanced cycloning--capable of significantly reducing the pyritic-sulfur content of U. S. coals. The objective of this activity is to provide the coal production and electric-utility industries with a cost-effective option for addressing the SO2 emission reductions required by the 1990 Clean Air Act Amendments. A secondary objective is to evaluate the potential of advanced coal cleaning for removing trace elements that are precursors to the formation of hazardous air pollutants. This paper will summarize the status of the three advanced physical coal cleaning engineering development projects.

Increasing transportation costs, clean air regulations and the decreasing availability of landfill space are factors in the increased interest in the utilization of low cost disposal sites for coal combustion residues (CCR). Inactive surface and underground coal mines can satisfy the conditions for stable CCR disposal sites, and subsurface CCR injection can be beneficial in reducing the amount of acid mine drainage (AMD) often produced at such sites. The material is expected to add alkalinity to the subsurface environment and to decrease the permeability and porosity of the buried spoil. Both mechanisms can reduce the amount of acid normally generated at a mine site. The Bureau of Mines is cooperating with an independent coal company in a test of subsurface injection of a mixture of fly ash, from conventional power plants or from fluidized bed combustion (FBC) , with AMD sludge into a reclaimed surface mine. Changes in water quality parameters and the concentration of heavy metals in water samples from wells and seeps are being used to assess the effect of CCR injection. The preliminary results discussed here indicate that improvement in subsurface water quality was related to fly ash injection and that components of the fly ash were stable in the acid environment.

A mathematical model based on the finite element method of stress analysis has been used to describe the behavior of the western wall of the Kimbley Pit as its slope was steepened from 45 degrees to 57 degrees. Theoretical stress changes because of slope modification are slight except at the toe of the modified slope. Magnitudes of stress created are small when compared with the strength of a competent rock. Resulting displacement patterns point out the need for determining the in situ state of stress at a site prior to excavation or modification. A comparison of model results with field measurements shows that, in general, the model has described the measured behavior of the west wall of the Kimbley Pit remarkably well.

Numerous mineral deposits of somewhat limited extent and grade are associated with most of the Tertiary granitic intrusions in the Cascade Mountains of Washington. The Silver Star area in southwestern Washington is typical of many of these small, and at the present time, economically marginal mineralized areas. Small but fairly high grade deposits of copper, lead, and zinc sulfides are found within the borders of a small granodiorite stock, and in surrounding Tertiary volcanics. This paper will discuss these deposits and their genetic relationships with the intrusion.

Most tailings storage facility (TSF) failures occur in active, upstream-type TSFs, often due to extreme and unexpected weather conditions—specifically, heavy rainfall and strong winds. This case study of a TSF in southern Arizona examines the use of the optimum safe beach distance (Doptimal, the optimum distance between the crest and decant pond) as a tool for monitoring geotechnical stability and reducing catastrophic failures. A digital model of the TSF was used to determine the critical beach distance (Dcritical) under normal weather conditions, and Doptimal was then determined by adding incremental distances to account for the effects of heavy rainfall (Drainfall) and strong winds (Dwind). To overcome accessibility issues, a drone was used to map the TSF geometry and create a digital model. This model served as the basis for conducting a coupled stress-seepage, finite-element (FEM) analysis with a safety factor of 2.0 to assess geotechnical stability (Dcritical). The safe beach distance increments were determined using the PMP (probable maximum precipitation) and possible maximum wind speed. Based on this analysis, the optimal safe beach distance at the study site was identified as 202.2 m. Since the current beach distance (371 m) exceeds this value, the TSF was considered to be stable and satisfied the design safety factor of 2.0. However, this distance should be reassessed periodically to account for changes in the TSF geometry and other conditions. Furthermore, it applies only TSFs that are well-managed and feature a smooth, non-undulating beach surface with a consistent slope.

Within the national and international strategy of the German based construction company HOCHTIEF, the majority of its business units is equipped with the comprehensive software package ARISTOTELES. This software is a powerful business information system for all accounting and controlling related processes in medium-sized and large construction and other related companies. Due to the complexity of the software, time constraints, and limited financial resources an implementation of this software package requires thorough project management. In this paper the relevant elements of project management are outlined based on practical experiences gained during this international IT - implementation project. Special emphasis is directed to the identification and management of potential risks. In this case particular acknowledgement was given to the multinational nature of the project and modernization of the business. This includes thorough reorganization of the company, significant changes of job requirements, and substantial trainings for its employees. At the same time key success factors like knowledge transfer, adoption of Czech legal requirements, commitment of management, networked thinking, and integrated project planning come into play. The costs for implementation had to be carefully evaluated because the software was implemented in a country with a considerably low cost I price level. All these impacts to the business had to be managed within the scope of transformation of business and political environment from socialist to market driven economy.

My "outside exploration" began in November 1908, only 16 months after I had come to Bisbee as a raw engineer. The well publicized reputations of eminent engineers up to that time, including John Hayes Hammond, Herbert Hoover, James Douglas, D.C. Jack- ling, J. Park Channing, and a few others had been due to new mines they had found or brought to successful operation. And here was I, a mere youngster, given a chance to join the group. I knew there would be disappointments but I had no idea how many of them. In spite of the many prospects that turned out to be worthless I never looked at a new one without the feeling that this one might turn out to be the big success. This confidence, blind as it was, gave every arduous examination a zest and it made me climb every mountain on which the owner said there was something worth seeing, or on which T could see a distant staining that might mean ore. If I looked at every showing the owner suggested he at least would think I was honest and would bring other properties to our attention. This reputation of never refusing to go to see an outcrop, no matter how hot the desert sun or how rough the terrain, was probably one of my best assets. High as my hopes were at the start, they proved not to be exaggerated and if I were given a chance to do it again I would not hesitate, in spite of the jaundice, rheumatic fever, and other maladies that beset some of the expeditions. On the whole the results have equaled all my hopes. Toward the end of my years of active exploration I totaled up the score. Out of the prospects submitted to us about two out of three were eliminated after questioning the owner or prospector, without an examination. This left about a 1000 mines or prospects that seemed worth at least a preliminary look. One out of seven of these was worth a little development and a seventh of this seventh turned out to be a modest success or better. And nine or ten in all, or one out of 1000

The heightened concern over the environment which has developed in recent years has caused activities on National Forest lands to come under more intense public scrutiny. This has been especially true for activities oriented toward the production of commodities. Cattle grazing, mining, timber harvesting, and oil and gas leasing and drilling have all been increasingly subject to appeal and litigation. As a result, environmental analyses being conducted by the Forest Service have become more comprehensive, and measures to reduce or eliminate adverse impacts on resources have been given more attention. The costs of such environmental mitigation measures can be significant even when viewed in the context of the millions of dollars a company may spend, for example, to develop a mine. Using the Montanore Project in northwestern Montana as a case study, this paper examines the costs of alleviating some of the detrimental effects which may occur as a result of a mining operation. Although many of the general issues that have been raised about Montanore are common to other mineral projects, the scale of the project, as well as the fact that the ore body is within a wilderness area, the site is in grizzly bear habitat, and the surface waters are considered to be pristine, all combine to make Montanore particularly challenging from an environ- mental standpoint. Much of the information which follows is contained in the most recent version of the Draft Environmental Impact Statement (DEIS) which is scheduled to be published in several weeks. Based on agency and public comments, some of the information presented in the paper will change before the Final Environmental Impact Statement is issued in 1991.

INTRODUCTION In exploration for rock tunnels, the geology should not only be described, but its effect on excavation and support assessed. It is not an easy task to correlate exploration results with support and excavation requirements, even when the exploration program is detailed and geologic conditions are relatively well known. Many of the significant geologic features are subtle and their effect is difficult to interpret from exploration results. However, in similar geologic settings, there are specific geologic features which will cause recurring support problems. Such features should be actively sought out when exploring in a given geologic setting. In blocky and seamy rock, the primary features controlling performance are the joints, shears, and shear zones. This paper describes the effect of such features on the formation and movement of rock wedges in tunnels driven in foliated metamorphic rocks in Washington, D. C. and New York City. In both areas the foliation commonly forms a N-S striking plane of weakness along which major shear zones, shears, and joints have formed. In addition, the structural history of the two areas has been similar, so that there are similarities in the orientation and character of the other major joint sets and shear zones in the rock mass. The observations were made in tunnels ranging from 10 to 70 ft in width and excavated at depths ranging from 80 to 800 ft. Most of the tunnels described were deep enough to be located in unweathered rock, or in rock only slightly weathered along joints and shears. Mining companies have been very interested in the presence of a number of small but high-grade ore bodies of base metals in northern Wisconsin and the west/central section of the Upper Peninsula (UP) of Michigan. The region is rural with outdoor recreation/tourism and lumbering being the key industries. The economy of the region is based on the use of its natural resources, and mining is not a new activity to the region, especially the UP. The western UP was historically a key mining district for copper and iron, and today the central UP has a significant iron-mining district. However, all efforts to develop the base metal ore bodies have been met with a storm of controversy involving the local community, regional activists, Native Americans, and the state government, and only one mine has gone into operation. There is concern by some stakeholders about the sustainability of mining in communities that depend on the environment for tourism, recreation, and other commercial activities. There have been four attempts to get the necessary approvals to mine in this region: the successful Flambeau Mine effort (Wisconsin), the failed Crandon project (Wisconsin) and Lynne project (Wisconsin) efforts, and the continuing effort to get the Eagle Project (UP of Michigan) approved. The cases are presented to illustrate the project situation, the history of the permitting effort, and the opposing parties and their concerns. The case of the Eagle Project is looked at in detail by using the method of discourse communities and discourse analysis. Results of the analysis provide insight into the communication efforts to address community concerns about sustainability and what more can be done to improve this dialogue.

Bentonite is a common name applied to a variety of clays that develope swelling properties when associated with water. Useful bentonite deposits occur in many Western and Southern states. Their origins may consist of the alteration of volcanic sediments or the decomposition of shallow lake deposits. The specific type of bentonite that will be discussed in this review will be only the Western or high swelling sodium type bentonite that is mined primarily in Wyoming. Wyoming bentonite first entered the market in the late 1880's when it was used as an oil absorbing cosmetic. In the 1920's it was discovered that superior binding properties were present which created new opportunities in pharmaceutical, animal feed, and steel foundries. The swelling properties that were exhibited by the high swelling Wyoming bentonites soon led to its use in oil exploration when the rotary drilling process developed a need for multipurpose fluids. Bentonites in general and Wyoming bentonite in particular have fascinated chemists and process development specialists since the 1920's. There exists a long list of industrial uses that has led to hundreds of patents and extensive literature reviews. The binding and swelling properties are developed as a result of large surface areas and high cation exchange properties. Water, being a di polar molecule, attaches to the ionic vacancies and forms a network of tightly held water particles which in turn produces an impermeable seal or a binding characteristic in unconsolidated powder. Newer uses for Wyoming bentonite that once again utilized the binding and swelling properties include the pelletizing of iron ore and a vast array of civil engineering applications including slurry trenching, lagoon sealing, and garbage landfill sealing.

Unlike previous gold mining booms in Nevada's Great Basin, the current boom includes a serious commitment to mine reclamation. Many of the smaller mines began reclaiming in the late 1980s but met with limited success due in part to poor soil characteristics. Public land managers and the mining industry began looking for ways to improve reclamation success. One promising technique is suggested by an ongoing research project using sludge biosolids, the solid residue of municipal waste water treatment. During the 1980s, limited space in landfills led municipal governments to search for alternate ways to dispose of their biosolids. The cities of Reno and Sparks, NR and the US Bureau of Land Management (BLM) searched for ways to combine these needs to everyone's mutual benefit. Yet barriers remained. The federal government had major concerns about potential bioaccumulation of metals and contamination of drinking water from the land application of municipal biosolids. The barriers were lifted late in 1991 when an interagency task force led by the Environmental Protection Agency (EPA) issued a new federal policy on the use of biosolids on federal land. The policy encouraged biosolids as a soil amendment to reclaim degraded minelands and invited federal agencies to develop biosolid pilot projects. In response, BLM enlisted the help of American Resources Corp. (ARC) and the University of Nevada, Las Vegas for a pilot study at ARC'S' Butcher Boy Mine near Wadsworth, NR. Although biosolids have been used in mine land reclamation in the eastern United States for 20 years, before this pilot study, none had been used on public lands in the arid Great Basin. Land application of biosolids improves soil conditions by improving nutrient uptake, increasing water retention, permitting easier root penetration and enhancing soil fertility. Biosolids increase ecosystem productivity and can lead to significant improvements in the structure and diversity of plant and animal communities. Thus, land application of biosolids promotes biodiversity.

The paper presents a description of the procedures that were used to generate a ventilation criterion based on measurements of ambient mine air exhaust pollutant gases and ventilation airflow quantities. Today's economics dictate that a ventilation requirement be based on actual operating conditions. This will assure optimum economics and a safe working environment at the same time. The paper presents a methodology by which a ventilation requirement is based on the average maximum expected concentrations of nitric oxide (NO), nitrogen dioxide (NO2), carbon monoxide (CO), and carbon dioxide (CO2) that equipment operators in one of our Southeast Missouri mines will be subjected to. A graph has been generated whereby the expected maximum levels of NO, NO2, CO and CO2 are plotted against the ventilation quantity of a mine stope.

Fractures of sedimentary rocks in the vicinity of the outcrop are commonly encountered around the world. Mine highwalls and numerous highway cuts give excellent views for detailed study of surface fractures. This paper gives an explanation of the origin of fractures as well as characterization of the distribution and extent of joint system with reference to lithologic composition of the rocks. Practical implications of the joint system affecting mine operations are described. Among the subjects discussed are: discontinuous deformation as an effect of surface subsidence, stability of mine portals and near outcrop underground operations, and stability of highwalls, when using highwall miners and strip operations. Some design procedures are recommended that can minimize the problems encountered in mining areas with intense joint systems.
