"The complexity of copper-gold ores leads to large variations in recoveries and concentrate grades in the processing plant. Detailed chemical and mineralogical studies revealed considerable variation in the ratios of chalcopyrite, chalcocite, and oxidized copper minerals in the ore types studied. The end-member ore types are chalcopyrite-dominated and chalcocite-dominated, while most of the ore types plot between these end-members. In addition, increasing amounts of copper oxide and sulphate minerals result in a decreased response to flotation. Good recoveries and concentrate grades can be achieved from the chalcopyritedominated ore type, while the more altered chalcocite-dominated ore type is more challenging to enrich. IntroductionRich Metals Group (RMG) Copper in Georgia (Figure 1) produces copper-gold concentrates from two open pit mines, Madneuli and Sakdrisi, both located in the Bolnisi mining district in South Georgia. RMG and Outotec began a cooperative project with the aim of improving the recoveries and metal grades in concentrate by gaining an increased understanding of the ore variability and developing more efficient procedures for ore blending, grinding, and flotation. This type of mineralogy-led approach has already been used for other complex ores such as iron oxide copper-gold ores (Hunt, Berry, and Bradshaw, 2011), for iron ores (Lund, Lamberg, and Lindberg, 2013), and for Kupferschiefer ore deposits (Rahfeld et al., 2018).The project started with process audits and mineralogical and chemical characterization of process samples, followed by detailed chemical and mineralogical characterization of six different ore types with simultaneous flotation test work on the same samples. Since neither the recoveries nor the concentrate grades correlate with the head grades of the ores, the modal mineralogical composition, together with the ore hardness, proved to be the most promising approach in developing the geometallurgical classification of these ore types."

Despite economic law and policy instruments with righteous intentions, the politics of resource nationalism could render these instruments unworkable. South Africa is a case in point. After the establishment of democracy, the country's outdated law and policy framework was replaced with a modern system, and in many respects an exemplary one. Converting the privately-owned mineral right system into a scheme of state custodianship allowed for several resource nationalism instruments, in addition to a resources royalty structure that first, compensates for the loss of a non-renewable resource; second, provides for optimal resource use through encouraging value addition to mineral production; and third, effectively targets economic rents. However, despite these improvements, the country went through a process of fierce debate on whether or not mines should be nationalized: the debate was fuelled by public anger with claims of political non-delivery. The result was considerable noise because of public unawareness of facts and distortion of the facts in political rhetoric. The purpose of this article is, first, to establish the status of resource nationalism in South Africa's mineral and fiscal frameworks; second, to give an opinion on the findings of the African National Congress's document on state intervention (Maximising the Developmental Impact of the People's Mineral Assets: State Intervention in the Minerals Sector (SIMS), 2012); and third, to fruitfully contribute to the fundamental discussion on how South Africans benefit from their mineral riches. The methodology is to start with explaining resource nationalism as an international issue for the extractive industries; then to offer an overview of existing resource nationalism instruments in South Africa-along with their effectiveness in attracting rents and investment. The major finding is that South Africa has resource nationalism firmly ingrained in its current suite of instruments. However, it is necessary to address the perceptions of bad governance, and above all, maintain the stability of the rules governing mineral development in South Africa.

"The most commonly used high-chromium white cast iron (HCWCI) is the hypoeutectic white cast iron that contains 2–3.5 wt.% C and 10–30% Cr. This type of material relies on hard, brittle M7C3 carbides to impart good wear resistance. Due to its good wear resistance, this material has found application in the mining industry and cement industry. However, it has low fracture strength and this challenge led to research aimed at refining the microstructure. This was done by the addition of niobium in the range between 0.1 and 0.6 wt.%. In the as-cast condition, the addition of niobium was found to increase the fracture strength due to the finer eutectic microstructure. The hardness was also found to have increased slightly compared to the reference alloy with no niobium additions. Low fracture strength after heat treatment was observed in the Nb-added HCWCI, which is believed to have been caused by the precipitation of secondary carbides and the transformation of the matrix from austenite to martensitic. IntroductionFor the past few years Mintek has been involved in a project in which a number of alloys have been identified for grinding media applications. The high-chromium white cast iron (HCWCI) alloys were among the alloys researched for this application. The knowledge acquired from the grinding ball media research has now been extended to mill liners, which have traditionally been made of manganese-, chromium- and chrome-molybdenum steels. The replacement of worn mill liners costs the mining industry a significant amount of money and this has led to a need for continuous research to prolong the life of the liners. During milling operations, liner wear has an adverse effect on the capacity of the mill, the energy efficiency and milling efficiency and finally leads to relining, to replace worn liners."

It is almost eight years to the day when we launched the original SAMREC Code in March 2000. Since that date I think the SA minerals industry has matured beyond recognition in its approach to reserve and resource reporting, and I believe we can be justifiably proud of that progress. Many of those companies that have led the way in reporting standards are listed on our sponsors list. We thank them for their sponsorship but even more for their considerable support in all aspects of the SAMCODE organization. Matt Mullins, my co-speaker here today, has been instrumental in the revision of the SAMREC Code over a long period of time and also took up the reigns with the SAMVAL Code after the retirement of Rob Croll. I would like to formally thank Matt for his immense contribution in producing the two Codes; he can take great pride in the final product and fully deserves the many accolades that we have already received from our international counterparts. He has done all this whilst still maintaining a very demanding day job at BHPBilliton. Matt will be the first to admit that he has received tremendous support from more than 100 people who participated in the various working groups, many of whom are employed by our sponsors. There are obviously too many to mention by name but they deserve a big vote of thanks for their personal contributions. "Successful development of projects or life-of-mine strategies requires an understanding of the relative sensitivity of value drivers such as grade, tonnage, energy costs, direct operational costs, and recoveries. For example, the results could vary significantly depending on the grade strategy, given a specific orebody amenable to open pitting.Pit optimization is a very powerful tool widely used in the industry to determine the pit shell with the most attractive value potential. Based on the input parameters utilized, the pit optimization process determines the stripping ratio, mineable reserves, and pit shape, and effectively calculates a cut-off grade, assumed to be the optimal cut-off grade.Once the initial pit optimization process is completed, the need may arise to align the optimization results with the company strategy by further optimizing other criteria, such as maximizing short-term cash flow. This paper describes and discusses the selection of an alternative cutoff grade as a strategic intervention. It involves changing the cut-off grade, effectively increasing the head grade to gain a strategic advantage aligned with the company strategy, with a clear understanding of the financial value impact. With this knowledge, it is clear that pitoptimization establishes the basis for future analysis and refinement.IntroductionIt is common for companies to select the optimal pit shell defining the mineral reserve without much further consideration. However, companies may consider various strategies to optimize the long-term value of the project or to optimize the short-term cash flow. Analysis of the entire life-of-mine value estimation process shows that the selection of a cut-off grade and other parameters should be based on careful analysis. Determining the optimal cut-off grade of ore at a different period during the life of mine to maximize the value is often one of the most difficult challenges for a company.A cut-off grade is the lowest grade that mining activities will target. As a result the average mining grade, which drives the value of a project, will always be higher than the cutoff grade applied.According to Bascetin and Nieto (2007) cut-off optimization is still not widely practised. Cut-off grade optimization is an effort to maximize the value of a project by understanding the capacity constraints in the mine, mill, and the market. At any point during the life of mine, any or all of the limitations on tonnage mined, tonnage milled, and product sold may be constraining the system. To ensure cut-off optimization is done correctly, the capacity constraints must be independent of the cut-off grade."

The influence of Harold Hotelling?s work in the field of mineral economics is both unusual and outstanding. In the 66 years since its development, theory surrounding the economics of exhaustible resources has only been significantly researched since the early 1970s. At that time a wave of research into the economics of exhaustible resources arose from the threat of global resource scarcity and continued into the late 1990s. Current East Asian and global demand for natural resources as well as mineral and metal commodities, has stimulated interest in the optimal and sustainable exploitation of exhaustible resources to the point that the subject is worthy of review. Hotelling?s theory and the assumptions that he made in establishing a model for the optimal exploitation of mineral resources at the industry level and at the level of the individual mine owner, are examined. He showed that the rate of increase inexhaustible resource prices should be equivalent to the market rate of interest and that in a market with rising prices the rate of extraction should be constant. In markets where demand is stable optimal exploitation requires that the rate of extraction should decline over time, while in a monopoly market he showed that the rate of extraction is retarded. In addition, the effects of cumulative production on costs and prices, the uncertainty associated with estimates of the resource stock, the impact of exploration and issues of intergenerational equity are examined. An analysis of the optimal price path, extraction costs and mineral rents at an industry level is presented as a model. An analysis of the rates of production and optimal benefits at the individual mine level including total, average and marginal costs on the optimal rate of production, is considered. Optimal extraction rates for a mine with a clearly defined concave positive cost equation vary according to the position on the marginal cost curve. The influence of discount rates and the size of the ore reserves on the rates of mineral extraction are also examined and could define the frontier of usefulness for the ?economics of exhaustible resources?.

Finally, the important role of project work in the development of management is stated, and the necessity for the continual assessment of the effectiveness of the project organization is stressed.

SYNOPSIS The most economic exploitation of South African coal resources requires sustained study of the balance between known resources and the predicted rate of consumption, against the background of the development of other sources of energy in South Africa and relevant developments elsewhere in the world. A number of the major issues which would arise in such a study are discussed, including the need for a standardized South African definition for coal resources, the merits of sectoral forecasts of consumption compared with global forecasts, the encouragement of a higher recovery from reserves, and the development of an export market for South African coal.

The relationships between mill power and pebble load, bulk density of the load, and circulating load were investigated on the pebble mills in the grinding circuit at Buffelsfontein Gold Mine. This paper describes the most significant relationships among the operating and control variables on the plant, and illustrates these by reference to experimental data gathered from the plant during operation. The results were used for the development of very successful multivariable peak-seeking controllers for the pebble load and bulk density of the load on these pebble mills. The peak-seeking control algorithms are described in detail. The control system has operated successfully at Buffelsfontein for more than 18 months and is still in operation.

INTRODUCTION What I want to discuss is the future pattern of manpower in the mining industry, and I should like to begin by examining some relevant statistics. There are four areas that must be examined. Firstly, the future rate of production of different minerals must be estimated. Secondly, an assessment must be made of the balance of different mining technologies likely to be used for each mineral. Thirdly, the manpower requirements for each technology must be determined. The wear of steel pipelines used for the transportation of backfill slurries is frequently regarded as an erosion problem only. An investigation was undertaken of the likely contribution to the total 'wear rate' made by corrosion. Use was made of a pipe flow loop with catholically protected specimens and corrosion inhibitors. Laboratory electrochemical tests utilizing a rotating-cylinder electrode were also conducted. The slurries used were classified tailings from two mines at a relative density of 1,7. The velocities were between 2 and 4,9 m/s. Substantial decreases in the wear rate of up to 80 per cent for one slurry and up to 67 per cent for the other were obtained with the use of corrosion control, showing that corrosion and, more importantly, interaction between erosion and corrosion, contribute a significant portion of the overall wear in steel pipelines

Slimes-dam construction in the gold mines of the Anglo American Group by w. T. RUHMER. Pr.Eng.. B.Sc. Eng. (Met.) (Fellow) Current practices generally in accordance with the principles of design and operation of slimes dams within the Gold Mining Division of the Anglo American Corporation are described. Although many of the details given are either obvious or have been amply dealt with elsewhere, these have been included for the sake of completeness. The selection of suitable ground for the deposition of slimes, the initial design and construction of a slimes dam, and its consequent operation are presented in logical sequence. Emphasis is placed on the code of practice for the construction of slimes dams issued by the Chamber of Mines of South Africa, and draft regulations (Water Act of 1956) dealing with pollution. Operating costs are included, and possible future trends are discussed.

Formulae expressing the dependence of the mass of a grinding ball on the amount of material milled by a ball mill are derived. It is shown that, with the aid of these formulae, it is relativel rsimple for the results of a marked-ball test to be analysed and for the relative performance and cost-effectiveness 0 the various types of ball under test to be evaluated. Predictions based on theory and the results obtained in a marked-ball test in a ball mill are compared detail and shown to be in close agreement. The difficulties associated with marked-ball tests are considered, and an explanation for the decrease in the calculated consumption of the balls, which follows naturally from the theory, is presented. The marked-ball anomaly explained, and it is demonstrated that the ball consumption in a ball mill can be predicted with fair accuracy from the results of a marked-ball test.

The stability of pillars is analysed on the assumption that pillars shed load in a stable manner if the slope the strata load-deformation relation is steeper than that of pillars in the post-peak regime. Concepts of local stiffness, mine structural stiffness, and critical stiffness are discussed. Procedures are described for the determination of strata stiffness for various pillar layouts by use of the available boundary-element computer programs. The postpeak stiffness of pillars is assessed from the available data relating to the post-peak load-deformation relationship and width-to-height ratio. Stability analyses are carried out by the contrasting of strata stiffness with post-peak pillar stiffness. It is shown that the strata stiffness becomes unacceptably small for a stable yield-pillar layout when the span exceeds about 5 times the depth. The strata stiffness is found to increase, thereby increasing the stability, as the span-to-depth ratio, number of pillars, and percentage extraction are decreased. It is also found that the stability in a yield pillar becomes difficult to achieve when al the pillars in a layout are in the descending part their post-peak load-deformation curve

This paper summarizes the characteristics of Southern African coals, presents a fundamental approach to the combustion performance of coal, and reviews some of the recent developments in the fields of technological evaluation and boiler design for coals typical of this region. This includes a summary of the petrographic constituents of coa~ highlighting the differences between the Palaeozoic coals of the northern and southern hemispheres (Laurasia and Gondwana respectively), and the effects of these properties on the combustion performance of coal as seen in terms of laboratory, pilot-scale, and full-scale operating conditions. Recent developments in boiler design linked to advanced characterization studies and commercial experience have led to unprecedented use, with maximum effect, of the low-grade, high-ash, high-inertinite coals typical of some parts of this region. In the light of this success, more adequate understanding and better methods of assessment of the coals typical of the Gondwana region are called for, particularly in the light of the price premium for high-grade coal and the more cost-effective lower grade coals on the international steam markets.

Mining is important to the economies of both Tanzania and Namibia. Recently, both nations revised their national mineral policies to ensure future economic benefit. The main difference in the mineral policy-formulation processes followed by the two countries is identified as the degree and timing of stakeholder involvement during the articulation process. In the case of Namibia, the stakeholders were involved from the start in identifying issues and in suggesting policy solutions. In contrast, the Tanzanian process involved stakeholders after a framework had been developed by a task team. The Tanzanian emphasis was on attracting foreign investment into a traditionally state enterprise system of mineral investment and development. One can argue that the policies developed met the initial requirements, and both are, therefore successful, despite the different processes of policy formulation that were used. However, several fundamental questions arise as a result of the two approaches. This paper attempts to answer these questions by providing a comparison of the processes used for developing and formulating the mineral policies of Tanzania and Namibia. It concludes that the Namibian consultative process is perhaps more sustainable in the long-term because of its wider public support. Time will tell which of these policy-formulation processes provides a basis for sustainable economic growth for developing mineral economies.

Handling materials in underground mines continues to be a major safety problem. To help reduce materials-handling injuries, the National Institute for Occupational Safety and Health (NIOSH) at the Spokane Research Laboratory is developing, modifying, and testing equipment to replace the necessity of doing lifting tasks manually. To reduce single-event lift injuries, equipment having mechanical automatic weight sensing and balancing control was investigated. The Coleman manipulator was selected for testing. Modifications to the Coleman manipulator to make it more suitable for underground mine use included mobilization, self-containment, all-purpose gripper attachment, and support jacks. To reduce or eliminate the need to clean off manually the materials that commonly plug grizzly openings (timbers, wire mesh, roof bolts, and other debris), a track-guided pincher arm device was developed. The TGPA attaches to an impact hammer head, and the pincher arms are controlled by the operator of the hammer. Oversized rock can be broken with the pincher arms in the up position; the arms can then be lowered to grab and remove debris. Sweeping action to remove cohesive fines bridging grizzly openings is also greatly improved. This device is especially useful in recessed grizzlies. An industrial gun was tested to evaluate its effectiveness in breaking oversized rock. Boulders up to 76 cm in diameter were successfully broken to minus 33 cm. Although methods to control flyrock need to be developed, an industrial gun may be a safe and inexpensive alternative to breaking oversized rock in certain underground mining situations.
