This publication presents the basic text for a 20-hour accident-prevention training course developed for supervisors by the Federal Bureau of Mines. During the past 2 years, the course has been used by the Bureau in teaching more than 300 groups of coal-mine supervisors-men whose responsibility is twofold: To manage in production and maintenance phases of coal mining and to guide their men along paths of safety. This is a handbook for teaching teachers. In this handbook will be found references to safety practices followed by companies that consistently have low accident records. These companies credit their outstanding performance to the adoption and faithful observance of accident prevention by supervisors and workers alike on a wholesome, cooperative basis. Teaching safety to workers involves both on-the-job and classroom-type instruction. If such training is to be permanently effective, it must be reinforced consistently on the job by the immediate supervisor of the worker. This publication is intended to provide such a supervisor with the motivation to provide such follow-up and shows how he can accomplish it effectively.

The limits of flammability and minimum autoignition temperature of a fuel are important elements in assessing fire and explosion hazards that may exist when using or handling the fuel. The limits of flammability define the range of compositions of the fuel gas or vapor mixed with an oxidant through which a flame, initiated by an outside energy source such as an electrical spark, can propagate. The minimum autoignition temperature (M.A.I.T.) is the lowest temperature at which the fuel vapors ignite spontaneously in a specified medium; in this case the ignition energy is supplied by the heat content of tae environment. This temperature is also referred to as S.I.T. value by some authors. Because the autoignition of a fuel also depends on the time interval during which the fuel is subjected to heat, ignition delays are significant. Ignition delay is defined here as the total time elapsed between the introduction of the liquid fuel into the oxidizing atmosphere and the appearance of a flame. This time interval includes both the physical and chemical processes leading to ignition. The ignition delay is usually maximum at the M.A.I.T, and decreases as the temperature of the system is increased. The flash point and the fire point are also useful in assessing the fire and explosion hazards of a fuel. The flash point is the lowest temperature at which saturated, flammable fuel vapor-air mixtures are formed at atmospheric pressure and, therefore, it is essentially the lower limit of flammability

This paper presents the results of a study using computer human modeling to examine machine appendage speed. The objective was to determine the impact of roof bolter machine appendage speed on the likelihood of the operator coming in contact with. A contact means two or more objects intersecting or touching each other, e.g., appendage makes contact with the operator?s hand, arm, head or leg. Incident investigation reports do not usually contain enough information to aid in studying this problem and laboratory experiments with human subjects are also not feasible because of safety and ethical issues. As an alternative, researchers developed a computer model approach as the primary means to gather data. By simulating an operator?s random behavior and machine?s appendage velocity, researchers can study potential hazards of tasks where it is not possible to perform experiments with human subjects. Analysis information is helpful to the mining industry in terms of making recommendations that reduce the likelihood that roof-bolter operators experience injury due to contact with a moving boom. Data analysis of roof bolter simulations show that the virtual-operator?s response time has little effect on the number of contacts experienced. Based on frequency and cross-tabulation, regardless of other variables, contact incidents were always greater when the boom was moving up, were always greater on the palm, and were always greater for the boom part of the machine. Also, regardless of boom speed, the 25th-percentile-sized operators experienced more contacts than did other operator sizes. Furthermore, regardless of boom speed, the 152-cm mine seam experienced more contacts than did other seam heights tested. Results of a survival analytic approach suggest that controlling the boom speed is the most important factor in determining the risk of an operator making contact. Based on the data collected, boom speed greater than 41 cm/s results in a substantial increase in risk to the roof bolter operator and should probably be avoided. At speeds less than or equal to 25 cm/s are associated with a more modest relative risk, which represents an acceptable level of risk. Also, at speeds between 25 and 41 cm/s, there could be a particular boom speed in this range at which a significant inflection point in the relative risk estimates occurs. Based on the results, this issue needs to be addressed by future research.

This report summarizes the activities performed and the results achieved during a two-phased investigation of the technical and economic feasibility of disposing of coal mine refuse underground in active mines, Three coal regions in the United States that are most severely affected by coal refuse disposal problems are identified: southwestern Pennsylvania, southern West Virginia, southwestern West Virginia and eastern Kentucky. For each region, a conceptual mine model is presented that describes the geologic conditions, mining methods, and environmental circumstances typical of that region. The model mine that was prepared for the Kanawha Region in Southwestern West Virginia and eastern Kentucky was selected as the basis for developing alternative conceptual designs of underground disposal systems in the second phase of this investigation. Procedures used in selecting the regions and in modeling typical mines are described in Part I of the report. Part II of the report describes existing methods for stowing refuse underground, presents three alternative conceptual designs of stowing system that would be appropriate for the model mine postulated in the first phase of the study, discusses technical characteristics and environmental effects relative to the various systems, and evaluates the technical and economic feasibility of the three alternative disposal system designs. Comparisons costs among systems and with costs or surface disposal are presented.

The first section of this U.S. Bureau of Mines report includes a discussion of the navigational tasks performed by operators of mobile mining equipment, with the focus on the navigational information and guidance techniques required by continuous mining machine operators. Some previous research and attempts in remote and autonomous navigation of continuous mining machines are mentioned. Issues of research in autonomous navigation of various other mobile robots are presented, with attention focused on their applicability to a continuous mining machine navigating in the mining environment. Conclusions are stated on methods of automating the navigational tasks of a continuous mining machine, and a decision to concentrate initial attempts on the tasks of autonomous face navigation is defended. The second section of this report includes a presentation of the Bureau's proposed solution for autonomous face navigation of a continuous mining machine, which includes the employment of a mobile roof support as a reference for guidance in the face area, and a navigational guidance system for the continuous mining machine.

The objective of this handbook is to provide the inspector with guidance for recognizing hazards from inhalation contaminants in above ground work areas of underground and surface coal mining and processing facilities and evaluating these hazards by collecting samples or making field determinations and interpreting the analytical results. There are several portions of the handbook which should prove most useful to the inspectors. The applicability of borehole assaying techniques, both conventional and advanced, to orebody evaluation in the mining industry is reviewed and assessed, and the research, development, and demonstration programs necessary to apply the various logging techniques to mining are outlined. At present, the principal method of orebody evaluation in the mining industry is coring. However, coring is costly and time-consuming, and potentially great savings can be realized if all or part of d coring program is replaced by a borehole logging suite specialized to the needs of the particular mining industry. Using a set of 12 minerals, most of which are essential to the U. S. economy, an algorithm is presented for calculating the priority of developing suitable borehole assaying technology to replace all or part of the coring in each mineral industry, The priority is expressed in terms of dollars currently spent for that portion of present orebody evaluation techniques which may eventually be replaceable by in-situ assay techniques. The orebody assay requirements (grades, accuracies, etc.) of the 12 selected mineral industries, as determined from mining industry interviews and published literature, are compiled and represent performance criteria for borehole assaying instruments for the particular industry. Current logging techniques, applied chiefly in the petroleum industry, and advanced assay techniques which are or may be packageable for borehole use are evaluated to determine their performance characteristics. The performance characteristics of the various conventional and advanced techniques are then compared with the performance criteria in each of the 12 mineral industries in order to determine the potential benefit derivable from each technique. Finally, the benefit available from each technique, averaged over the 12 mineral industries, is compared with the cost of development of the technique, to determine the overall priority for investment in research to develop the technique for use in mining. The technology assessment and cost-benefit analysis shows neutron activation analysis in its various forms to have the highest priority for research and development as a borehole logging technique. Other techniques found to be promising include x-ray fluorescence, x-ray diffraction, photoluminescence (optical fluorescence), and infrared spectroscopy. Of the 12 industries considered in the study, those where the need for advanced borehole logging technology is greatest are uranium, copper, gold, and iron.

This report is one of a series published by the Federal Bureau of Mines, describing mining methods and performance at individual mining operations throughout the United States. The objective of these papers is to promote development and conservation of our mineral resources by disseminating reliable technological information on mining methods, practices, and performance. Limestone deposits in Iowa are extensive and reserves are large. Most of the past production came from the eastern third of the state, although over half of the counties in the state have produced, or are now producing limestone. The stone is used as aggregate, road metal, agricultural lime, riprap, fluxing stone, railroad ballast, and in the manufacture of cement and lime.

In the summer of 1979 the University of Minnesota Mobile Laboratory (UMML), designed for the analysis of airborne particles and gases was used to study fugitive dust from an open pit coal mine. The analysis consisted of determining the particle size distribution and concentration of dust from various mining operations, such as blasting, draglines, loading, roadways and bottom scrapers. For some operations the particles size distribution and concentrations were determined at varying distrances. Details of the dust concentration within the plumes as the plume passed the UMML were measured with an optical particle counter. For line sources, such as roadways this enabled the calculation of the particle flux at the sampling location. In addition to the standard instruments associated with the UMML, the applicability of some new instruments were investigated. These included a uniform deposit cascade impactor and a flux meter. Finally, a technique in identifying plume origins which utilized elemental X-ray flourescence analysis of filter samples was shown to be effective.

Accelerometers and pressure transducers, mounted in suspension components, can be used to monitor the ride of haulage trucks. Presently, it is difficult to tell what caused a jolt to the truck using either pressure or acceleration data alone. When information from a global positioning system (GPS) is recorded at the same time as shock pressures or acceleration data, the exact location of an event can be determined. Mine management can then determine what caused the jolt to the truck. This research is part of a National Institute for Occupational Safety and Health (NIOSH) project called "Engineering controls for reduction of jolting/jarring injuries in surface mines." NIOSH is investigating how the work environment of haulage truck drivers can be improved. The US Mine Safety and Health Administration (MSHA) notes that, between 1986 and 1995, 60% of the back injuries were to haulage truck drivers in metal/nonmetal surface mining. Personnel from Phelps Dodge suggested that combining acceleration data with information obtained from a GPS could generate results with a variety of uses. Therefore, researchers at the Spokane Research Laboratory (SRL) began investigating how to tie acceleration and GPS data together. It was originally thought that this tool would be used primarily for road and truck maintenance. However, as research progressed, it became apparent that it would also be useful in providing feedback about equipment operations and identifying unusual causes of jolting. Experimental approach Available components that function well by themselves were linked for the purpose of proof of concept. Using a Modular Mining Systems (MMS) product called Vital Signs, SRL researchers took an Aero-Marine Products (AMP) acceleration recorder and hardwired it to MMS Dispatch equipment already installed on a truck. AMP is one of several manufacturers of acceleration recorders frequently used to monitor freight during shipping. MMS Dispatch is used for production accounting and truck dispatching and uses GPS tracking. Through Vital Signs, an analog or digital alarm signal can be recorded. Steve Rhoades, of MMS, wrote unique code that links the Vitals Signs data and GPS location and stores this data in an ASCII log file. SRL researchers installed the equipment in a Caterpillar 793 haul truck. The result was a working prototype. Figures 1 and 2 show the instrument installation in the truck. Systematic leakage surveys of natural-gas transmission lines not only aid in the conservation of gas, but can be made to show direct financial returns of large magnitude. 1. Such surveys reveal the actual leakage from the lines, and indicate repairs to be made in order, to eliminate unnecessary waste. 2. Tests on lines, after repairs are made, show the actual saving that has been accomplished. 3. Tests on newly constructed lines reveal the presence of leakage that should be eliminated before the lines are put into service.

The International Ground Control Conference in Mining has always provided an open forum for the publication, presentation, discussion, and often heated debate on roof bolting systems mostly with attention to how, when, and why they work. During the last 24 Conferences at least 170 papers have been presented by International Experts on these “simple” devices that range in length from 30-inches to 20 ft and from 5/8 to 2 inches in diameter. Roof bolts are primarily mechanically anchored, glued, cemented, or driven. Bolts are placed vertically, angled, or tied together with special fixtures (trusses and slings). They have been termed active, passive, stick-slip, and several other descriptive acronyms or mining slang expressions. This retrospective paper will present the changes in bolt types and usage, point out some of the biggest myths and hail the most significant advances (according to the authors’ opinions of course).

U.S. Bureau of Mines personnel examined mines, prospects, and mineralized areas to determine mineral resources and resource potential in and adjacent to the North fork Smith RARE II study area. Most mineral resources identified in this area are in laterites, highly-weathered residual soil zones. In the RARE II area, resources of nickel, cobalt, chromium, and magnesium were identified at 15 laterite properties and chromium resources at one chromite mine. Other commodities include copper, gold, silver, and mercury (fig. 1). Approximately 1,100 lode and 1,200 placer claims have been located in or adjacent to the area. Most placer claims are for literites. There are no patented claims or mineral leases. Forty laterite deposits on 15 ,properties within the RARE II area (fig. 2) contain about 16 million tons of identified marginal reserves and subeconomic resources containing nickel, cobalt, chromium, an magnesium (table 1). Most deposits have keen explored and are currently claimed. California Nickel Corporation is developing laterites on Gasguet Mountain, within and adjacent to the southeastern and western parts of the study area. If this project proceeds to production, a laterite processing plant on Gasquet Mountain would enhance the minability of other deposits in the study area. The Climax, PFM, DF, and Stone Corral properties (fig. 1, nos. 1, 6, 9, and 23) have deposits of sufficient tonnage and grade to attract mining interest; resources at these properties are in and adjacent to the RARE II area.

The Bureau of Mines measured respirable dust in coal mines by means of multiple dust samplers worn by persons moving about the mines. The measurements were made primarily to evaluate the effectiveness of certain dust-control techniques; however, for this report, the data have been analyzed to determine the precision of the personal dust-sampling measurements. A total of 68 sets of measurements were available from multiple personal samplers. The measured dust masses were less than 1.0 mg because the sampling times were short. The coefficient of variation calculated from these data was 18.5 pct, compared with coefficients of variation ranging from about 10 to 30 pct, which were calculated from the most precise and extensive data available for fixed-point dust measurements made in coal mines. From this comparison, it is concluded that dust samplers worn by personnel are as precise as fixed-point samplers in measuring respirabe coal dust; the wearing of the samplers by someone moving about a mine does not contribute significantly to the variation in measurements made with these instruments.

The Bureau of Mines has been active in promoting the purchase of coal for Government use under specifications that define the requirements in terms of heating value of the coal, expressed in British thermal units, and the composition as shown by proximate analyses. To these, when required, are added the ash-softening temperature, the free-swelling index, and the Hardgrove grindability index. Under most of these specification contracts the bidders guarantee the quality of the coal, and that guaranteed by the successful bidder becomes the standard of his contract. The deliveries are sampled in accordance with instructions 5/ issued by the Bureau of Mines; the samples are analyzed in the Bureau laboratory to determine whether the coal is of the quality guaranteed by the contractor and, if it is not, a price adjustment is made. Analyses of the delivered coal and tipple samples (samples collected at mine tipples as coal is being loaded into railroad cars or trucks) provide valuable data for use in evaluating future bids. In addition, the continuous sampling of coal as delivered is a check on the practical results obtained in burning the coal.

This study consists of four descriptive Sections covering respectively: a state-of-the-art literature survey on ungrounded and grounded power systems, a report on literature pertaining to human threshold limits of electric shock, an analysis of the performance requirements of isolated systems and a section on design and performance specifications for an isolated system the final section includes copies, and translations where applicable, of the most important articles on foreign mining practice as well as some technical publications which could be difficult to obtain elsewhere. Section 2 - Literature Survey In analyzing the available literature on ungrounded systems it became apparent that too strict an interpretation of Section 1.1 of the Contract would limit the survey in both period of time analyzed and in available literature which discussed several types of power systems. Therefore, the survey was expanded to cover approximately the past twenty-year period and to cover literature which addressed itself to both ungrounded and grounded power system operation. Section 2 gives a brief summary of this literature survey and lists the important papers and books which were examined.

Severe whipping of shuttle car trailing cables occurs when the car stops suddenly or reverses direction. This causes cable damage, and can seriously injure personnel near the cable. FMC has contracted with the U.S. Bureau of Mines to design, build and demonstrate a reel control system that will significantly reduce or eliminate whipping. II. CONCLUSIONS Results of engineering effort show that the following conditions are primarily responsible for the whipping problem. Causes may exist individually, or in combination.

To develop a rugged catalyst capable of withstanding hydraulic attrition resulting from the oil-circulation process for synthesizing liquid fuels, use of an iron catalyst containing an active coating surrounding an inert solid core of metal was investigated. This massive-iron catalyst in the form of steel shot and lathe turnings was activated by partial oxidation with steam at 600° C, impregnated with alkali, and reduced with hydrogen at 450° 6. The massive-iron catalysts were resistant to oxidation and spalling, and a 6-month catalyst life was attained. Higher operating temperatures could be employed than with fused iron oxide catalysts, resulting in greater gasoline yields. Because the lathe turnings pack with void volumes of 70 to 90 percent, it has become possible to employ a fixed bed without the danger of cementation that occurs with fused iron oxides.

Reclamation of surface-mined landscapes is commonly defined only in terms of biological productivity. Other critical concerns associated with surface mining include the long-term quality of groundwater and stability of the postmining landscape. Meaningful reclamation design must address all these concerns. Reconnaissance of postmining landscapes indicates that three types of instability occur in these settings. These include: area-wide settling, localized collapse, and piping. Area-wide settling is most pronounced during the first year after contouring but appears in precontouring valley areas where frozen materials are contoured with a dozer. Although severe in some settings, development typically ends within one year. Piping appears to be a severe and long-term problem in some settings. Piping usually begins soon after contouring ceases and may continue for several years. In some postmining landscapes, piping has only started to develop after as many as five years of apparent stability. Piping is controlled by a combination of physical and chemical conditions in the spoil. A key factor is the presence of highly dispersive materials in the near surface. The design of a stable postmining landscape requires the integration of severe critical factors. These include: 1) detailed knowledge of the distribution of overburden materials with emphasis upon the delineation of highly sodic sediments; 2) proper equipment selection; and 3) a consideration of climatic factors. For reclamation to be successful, it must consider the entire landscape, not merely the soil zone. Any approach short of this will lead, at best, to temporary solutions.
