Vacutainers are employed by the Bureau of Mines and the Mining Enforcement and Safety Administration for sampling mine air and other atmospheres containing fixed gases, low-molecular-weight hydrocarbons, and products of combustion. Tests were conducted to study shelf life of evacuated samplers prior to sampling and also to check the stability of sampled gases prior to analysis. An unexplained phenomenon, slow accumulation of carbon monoxide in evacuated samplers, occurred after a few weeks' storage; levels were low but increased with time and could pose a problem for critical applications. Accordingly, attempts to halt CO release by additional means of treatment were made, and storage at low temperature was found to be effective.

Making sure workers within the aggregates industry go home safely each day is the goal of aggregate companies throughout the United States. At the National Institute for Occupational Safety and Health (NIOSH) researchers are contributing to NIOSH’s vision of safety and health through a fact-finding approach to reducing injuries/illnesses in various mineral sectors. Surveillance data from the Mine Safety and Health Administration (MSHA) has been the primary source for such analyses. It helps to focus research efforts on key machinery, workers, and their tasks. The crushed stone category referred to in this article is represented as crushed and broken stone in the MSHA database.

Produce an annotated bibliography to serve as a comprehensive source of published information available on the use of soil amendments in coal mine reclamation and the characterization of coal mine soils. The Problem There is a substantial amount of information available tin coal mine reclamation and revegetation, particularly on the use of soil amendments to ameliorate site conditions and aid vegetation establishment, growth development, and productivity. Additionally, site characterizations based on chemical, physical, and mineralogical properties have been thoroughly researched. This information, however, is widely disseminated throughout various professional and scientific journals, State and Federal documents, proceedings of conferences, theses, and other technical writings. A critical need exists for a comprehensive and up-to-date summary of published information concerning the uses, methodologies, and types of soil amendments that arc necessary for reclamation success.

The series summarizing the prices of the major nonferrous metals on the stock exchanges of the United States and the United Kingdom has been continued this year in tables 23 and 24. Time constraints have prohibited preparation of other price information that has appeared in this study in previous years. Users are urged to consult the 1993 USBM publication Metal Prices in the United States through 1991, which gives an analysis of historical price series and trends, or the 1993 edition of Mineral Commodity Summaries for current U.S. prices on non fuel commodities, and to utilize U.S. Department of Energy sources for information on fuel material costs.

Researchers from the Spokane Research Laboratory of the National Institute for Occupational Safety and Health installed 39instrumented, fully grouted bolts at six test sites in a trona mine retreat panel to study mine roof stability for the improvement of workplace safety. Variables at each test site included bolt spacing, bolt length, roof span, and location in the panel layout. At most test sites, two rows of instrumented bolts were installed, one in or near the intersection created during development and the other in or near the intersection created during second-pass mining. The most significant factor affecting bolt load was roof span. The highest loads were on the bolts installed in the intersections of the 6-m-wide entry. Mining-induced stress resulting from panel layout was the next most significant factor affecting bolt loading. Minor variations in bolt loading could be attributed to changes in bolt spacing and bolt length. Gas pressure release in the immediate roof contributed to some bolts showing compressional loading during gas bleed-off.

A U.S. Bureau of Mines case study of pillar recovery in high-grade ore near the Ross shaft at the Homestake Mine, Lead, SD, has demonstrated the usefulness of the finite-element method for evaluating shaft pillar mining plans and shaft stability. In this study, borehole extensometers and other instruments were installed to provide data for model verification and to monitor shaft displacement. Results of a recalibrated two-dimensional model (UTAH2)confirmed the premining stability evaluation. However, after mining began, concern developed because of cracks and other signs of ground motion that appeared at considerable distances from the area of active pillar mining. An intense three-dimensional modeling effort using the computer modeling program UTAH3 was initiated. The results again showed the observed effects were within expectations and that the shaft would remain safe. Three-dimensional analyses of alternate pillar mining scenarios indicated that more of the shaft pillar ore reserve could be recovered than previously thought on the basis of two-dimensional analyses. This report focuses on startup and implementation of the three-dimensional model, calibration of the three-dimensional model, and application of the model to shaft pillar mining.

General injury experience in the mineral fuel industries was less favorable in 1965. Of the major industry groups, the coal mining and the coke industries had higher injury-frequency and severity rates than in 1964. The oil and gas industries had an increased Tate of occurrence of injuries although the severity rate improved. However, in the relatively small peat and native asphalt industries, the injury experience was more favorable than in 1964. Overall operating activity for the mineral fuel industries, as measured by the average number of men working daily and the total worktime, was higher than in 1964. Moderate declines in employment and worktime in the coal and peat industries were more than offset by gain in the other groups. In addition to the industry classifications included in this chapter, similar injury, employment, and worktime data on the metal, nonmetal, stone and aggregate industries are presented in volume I. Corresponding data for broad classifications of mineral industry groups arc given by States in volume III of the Minerals Yearbook.

The U.S. Bureau of Mines investigated recovery of manganese from basic oxygen furnace (BOF) steelmaking slags because the slags represent a large potential resource of a metal for which there is no domestic production. BOF slags were leached using fluosilicic acid, a byproduct of the fertilizer industry. Manganese and iron were extracted as soluble manganous and ferrous fluosilicates while the calcium and magnesium remained in the tailings as insoluble fluorides. Treating the pregnant liquor with sodium chloride, precipitated sodium fluosilicate (Na2Sif6) which was recovered as a byproduct. Manganese and iron were precipitated as hydroxide-carbonate salts with the addition of sodium carbonate to the treated liquor. Recoveries for manganese and iron were 73 to 83 and 67 to 70 pet, respectively.

C. 7 Emergency Rescue Hoists There is a need, especially in mine development areas, for portable, on-call, man-rated equipment capable of lifting men through several hundred feet. Wire rope climbing equipment as shown in Figure 37 appears particularly suited to this need. It is portable, weighing approximately 100 lbs. , is currently man-rated for numerous above ground applications and can be electric or air powered. Commercial units currently have a lifting capacity of 1000 lbs. , and can be fitted with bosun' s chairs. Lifting speeds are in the 20-30 FPM range and the equipment is not depth limited. In a situation where miners are unable to climb to the top of a shaft this equipment could rapidly be anchored to the top of the shaft and lowered to them by hand. Since the self contained unit is controlled by the person travelling in the shaft he would be able to negotiate shaft obstruction himself. This would not be possible with other forms of easily deployed free-hanging equipment. Develop a cost-effective, flexible method for extinguishing underground coal mine Fires that can be readily used in fire conditions encountered in both abandoned mines and coal outcrops. In addition to the abatement of an underground coal fire, a secondary objective was to prevent subsidence by filling the voids with a material having sufficient compressive strength to minimize subsidence. Approach The Colorado School of Mines Research Institute was awarded a research contract to determine the viability of using Foaming Mud Cement for abating underground coal mine fires and preventing subsidence. The program consisted of a laboratory and pilot scale investigation and process development. An extensive, controlled test program was conducted simulating floor, rib, roof and rubble fire conditions. Field demonstrations were conducted after the pilot scale research was completed. How It Works Traditional techniques have targeted the control of burning by eliminating the air, fuel source or heat. This has been accomplished by trenching, quenching, mothering or combinations of these three methods. These techniques were not always successful, particularly in the case of fires in abandoned mines.

A portable, multichannel battery-operated mine-permissible measurement system was developed to measure the rms magnetic-field noise spectrum in the frequency range from 100 Hz to 375 kHz. During each measurement, the entire spectrum is measured simultaneously through the use of time-domain recordings which are later analyzed by Fast Fourier Transform processing. Dynamic ranges of 60 dB in a 125 Hz bandwidth are obtained for spectra covering the range from 100 Hz to 100 kHz. The method also allows a three-dimensional display of the way spectrum occupancy changes with time. Calibration and correction procedures allow absolute field strength measurement with an uncertainty of not more than 3 dB. We feel that further analysis of the system errors will allow this uncertainty to be reduced to less than 1 dB. Ambient magnetic field noise spectra covering frequencies from 100 Hz to 100 kHz are given for several underground coal mine locations. Examples are also given of magnetic field noise on the surface above the mine, noise in the mine face area, noise radiated by specific equipment, the voltage spectrum found on a 600 V dc trolley wire, and noise picked up simultaneously on loops and on roof support bolts.

2, Survey of Representative Group of Metal and Non-mental Mines Before proceeding to develop and analyze Emergency Escape System Guidelines, it was necessary to obtain a broad range of information, including both fact and opinion. Although there were many areas to consider, the surveys had three primary goals 1. To determine the current state of underground escapeway planning and execution in American, metal and non-metal mines. 2. To determine, for a wide range of mining conditions, what difficulties can be encountered in complying with present and proposed escapeway regulatory standards. 3. To determine what improvements could be made and what equipment and technology was available to aid in implementing these improvements. To accomplish these goals, three major surveys were undertaken¬ 1. Survey of MESA and State Mining officials, discussed in Section 2. 1. 2. Survey of representative U S metal and non-metal mines, discussed in Section 2. 2. 3. Survey of manufacturers supplying equipment, primarily hoisting, suitable for use in escape systems, the product information which was obtained is discussed in Section 7.

Supplemental water sprays were placed along the sides of a continuous mining machine to improve suppression and confinement of the dust cloud under the cutting boom to re- duce downwind dust levels. Using a full-scale mock up of a continuous mining machine, preliminary work showed that these side sprays improved suppression of the dust cloud and redistributed this cloud under the cutting head. This led to reductions in dust levels around the machine and in down- wind airways for some positions of the mining machine. This testing also showed that side spray effectiveness was influenced by the distance from the fresh air ventilation device to the cutting surface, termed the ventilation setback distance. These sprays produced larger reductions in machine and re- turn dust levels at smaller setback distances than at larger setback distances. These side sprays then were installed in similar locations on a mining machine at an underground coal mine operation to evaluate their effectiveness for im- proving suppression and capture of dust by the flooded-bed dust scrubber. Although sampling could not be conducted successfully in the return, sampling around the mining ma- chine and at the machine operator showed that dust levels decreased with use of these sprays. Further analysis showed that these sprays were most effective at the smaller setback distances, a result confirmed by full-scale laboratory testing. "Transportation of explosives in mines is extremely hazardous, and where electric haulage is employed the danger is intensified. Insulated mine-car couplings have been adopted by at least five companies in Alabama and Pennsylvania - and undoubtedly in other States - to prevent an electric current passing from a mine locomotive to a car or between care joined by this coupling. The need for such protection is recognized in the report of an explosion.""Four hundred kegs of black blasting powder had been loaded into four mine cars at the railroad, to be hauled to the magazine, upgrade, by a trolley locomotive. On starting, the motorman put sand on the rail and a grounded circuit passed through the hitchings and so exploded the powder. No insulation was used between the locomotive and cars."" When used on man trips the insulated coupling further serves the purpose of guarding the men against shock. Four couplings are described so that a clearer understanding may be obtained of the details of construction.ConstructionThe general principles of construction are similar in all insulated couplings. The piece containing the hole for the coupling pin is made of steel and the steel parts are separated by an insulating material, such as fiber or wood. The coupling is either rigid or semirigid to prevent the bumpers of the mine cars from coming in contact and to keep the cars insulated from one another at all times."

The Mine Safety and Health Administration. Department of Labor, requires coal mine operators to measure compliance with federal re¬spirable dust exposure standards periodically using approved gravi¬metric samplers. However, the gravimetric approach, with its inher¬ent delays, cannot provide dust concentration data quickly enough to allow on-site correction of inadequate dust control strategies or re¬moval of personnel from harmful environments. Furthermore, alleged tampering with dust samples collected to determine compliance with standards prompted the Secretary of Labor to appoint a special Respirable Dust Task Group to study options to improve monitoring and control of respirable coal mine dust. The Mine Safety and Health Administration's Task Group recommended that the U.S. Bureau of Mines develop a fixed-site monitor that would provide continuous information to the mine worker and mine operator regarding dust levels and the status of compliance with the applicable respirable dust standard. In response to the Mine Safety and Health Administration's request, the U.S. Bureau of Mines is investigating several sensor tech¬nologies for continuously monitoring respirable coal mine dust. One of these technologies is the Rupprecht and Patashnick Co. tapered element, oscillating microbalance. The bureau is in the process of investigating the suitability of using this sensor in the high humidity and vibration environment of underground coal mines. A laboratory study was conducted by the Bureau of Mines to investigate the technical feasibility of decomposing hydrous magnesium chlorides by using a steam pyrohydrolysis technique. This procedure consisted of injecting steam into the atmosphere of a decomposition furnace containing samples of hydrous magnesium chloride and determining the rate of hydrolysis by measuring the rate of chloride evolution. The variables investigated were temperature, amount of water vapor in the decomposition atmosphere, and hydration stage of magnesium chloride. The application of steam was shown to accelerate both the rate and completeness of magnesium chloride decomposition reactions. For example, when magnesium chloride hexahydrate is exposed to a furnace temperature of 600' C in an air atmosphere for 20 minutes, the decomposition is 37 percent. Under identical conditions in a steam atmosphere, the decomposition is in excess of 70 percent. The magnesium oxide produced by the steam pyrohydrolysis of magnesium chloride dihydrate at 800° C contained 98 percent magnesium oxide. Based on magnesium oxide composition, this is equivalent to that of burned magnesite produced at temperatures in excess of 1,300° C. To demonstrate the quality of the product on a practical basis, metal reduction tests have shown it to be equivalent to reagent-grade magnesium oxide as a carbothermic reduction feed material.

The National Institute for Occupational Safety and Health (NIOSH) has continued the research role of the former US Bureau of Mines (USBM) to engineer techniques that will reduce the hazards in the mining workplace associated with coal bumps. Recent research focused on a longwall coal mine in Utah with overburden greater than 750 m (2,500 ft) containing several massive sandstone units. The primary field instrumentation at the site was three-dimensional, full waveform, autonomous microseismic arrays placed underground and on the surface in order to surround the active multi-panel longwall district. The purpose of these arrays was to help investigate the strata mechanics associated with the redistribution of stress and the associated gob formation of the longwall. Specifically, the seismic arrays were used to determine the timing and location of the failure in the strata surrounding the active mining. Overall 13,000 seismic events were detected and located with on-site processing during the five months the panel was being mined, including a magnitude (ML) 4.2 event. Of these, a smaller subset of 5,000 well-located events was selected during post-processing to form a consistent data set for analysis in this paper. From this data set, it was observed that the seismic events generally occurred in advance of the longwall face, both above and below the panel, consistent with failure of the strata in the forward stress abutment zone. Also, the occurrence of the ML 4.2 seismic event within 150-180 m (500-600 ft) of a deep cover longwall face with no associated bump caused a re-evaluation of the nature of the connection between seismic activity and coal bumps.

The Bureau of Mines investigated the technical problems involved in recovering commercial-grade vanadium products from alkaline solutions of low vanadium content. Conditions were defined for precipitating calcium vanadates from sodium vanadate solutions with calcium chloride and calcium hydroxide and for dissolving the precipitates with acid, sodium carbonate, and sodium bicarbonate to obtain vanadium-enriched solutions from which either red cake or ammonium metavanadate was recovered. Calcium vanadates with CaO:V205 mole ratios of 2, 3, and 4 were produced with recoveries of 93 to 100 percent. Optimum recovery of the low-lime variety of calcium vanadate was obtained by employing excess calcium chloride and adjusting the pH to a range of 8.0 to 8.5. High vanadium extractions were obtained in concentrated solutions by dissolving the calcium vanadate precipitates with any of the reagents tested. The resulting extracts contained 25 to 125 grams V205 per liter. Conventional procedures used to precipitate either red cake or ammonium metavanadate from the enriched solutions gave excellent vanadium recoveries.

Since 1988, there have been 17 documented incidents in the United States and Canada in which carbon monoxide (CO) is suspected to have migrated through ground strata into occupied enclosed spaces as a result of proximate trench blasting or surface mine blasting. These incidents resulted in 39 suspected or medically verified carbon monoxide poisonings and one fatality. To better understand the factors contributing to this hazard, the National Institute for Occupational Safety and Health (NIOSH) carried out studies in a 12-foot diameter sphere to identify key factors that may enhance the levels of CO associated with the detonation of several commercial trenching explosives. The gaseous detonation products from emulsions, a watergel, and ANFO blasting agents as well as gelatin dynamite, TNT, and Pentolite boosters were measured in an argon atmosphere and compared with those for the same explosives detonated in air. Test variables included explosive formulation, wrapper, aluminum addition, oxygen balance, and density. Major contributing factors to CO production, under these laboratory test conditions, are presented. The main finding is the high CO production associated with the lack of afterburning in an oxygen poor atmosphere. Fumes measurements are compared with the manufacturer’s reported IME fume class and with the Federal Relative Toxicity Standard 30 CFR Part 15 in order to gain an understanding of the relative toxicity of some explosives used in trench blasting.
