Through education, investigations, and studies and an expanded coal- mino inspection program the Bureau continued to dischargo the responsibility placed on it by Congress 39 years ago for promoting safety and health in the mineral industries. Although much still remains to be dono, definite progress was made in combating physical and psychological hazards in mines and plants. Accident-prevention cours os for coal-mine supervisory officials and special courses for coal-mine safety committeeman were inaugurated. First- aid, mine rescue, and other safety training was conducted for those engaged in all branches of the mineral industries. Assistance was given in recovery work after mine explosions and fires. Studies to reduce the danger of roof falls, the greatest single cause of fatal mine accidents, resulted in the development and adoption of new coal-mine roof-support techniques. Knowledge of the explosion and health hazards of mine and plant dusts and ways of pre-. venting them were advanced. Electrical equipment was tested for safety of operation in gassy coal mines, and emergency mine communications apparatus was developed and tested. More progress was made in the study of controlling flood waters that threaten life and property in the Pennsylvania anthracite region. More coal-mine inspections were made than in any previous year, and an impressive number of improvements resulted from the Federal inspectors' recommendations, even though many of them went unheeded. A program of con- trolling fires in inactive coal deposits on the public domain and private property was instituted during the year.

Tasks during Phase I of this contract effort were performed in four principal functional areas. These were geology, hydrology, reclamation and mining. Data were gathered from literature reviews, mine visits, survey of manufacturers, consultation with government agencies, and unpublished or private communications with contractors and consultants. The data collected were analyzed for omissions or inaccuracies, then organized into tables, graphs and flow charts to provide a concise body of technical and cost data suitable for the engineering analyses required in Phase II of this contract. Maps illustrating estimated grade and thickness of the oil shale were prepared, some of which are included as exhibits to this report. A preliminary mine layout was performed to test the completeness of the collected data.

In the examination of bentonitic clay suspensions used for oil-well drilling fluids3/ (and for other purposes, such as a core binder for foundry sand) it is important to have comparative tests for evaluating them. A satisfactory clay for these and other purposes should 'rave the property of forming what is commonly called a "gel," but the measurement of this property has been a real problem. To date the solution has not been satisfactory, and some of the difficulties are considered in, this, paper, which describes a simple form of instrument (identified as an eykometer) for measuring the yield point under hydrostatic conditions of non-Newtonian clay suspensions, including those muds that are thixotropic. An oil-well drilling mud serves several functions, many of which depend on the "gel" characteristics of the mud. Among the more important functions are: (a) To plaster the sides of the hole to prevent caving of the walls; (b) to prevent the loss of the circulating fluid out of the hole by seepage; (c) to carry sand and cuttings out of the hole to the surface as they are formed by the rotary drill; and (d) when circulation of the fluid stops for shut-down or other unavoidable cause, to hold the cuttings in suspension by the setting up of the gel, thereby avoiding the difficulties that result when these cuttings are allowed to fall through the fluid and pack at the bottom of the hole.

To predict the spontaneous combustion potential of bituminous coals using a simple expression based on an easily acquired coal property. Background Approximately 20% of underground coal mine fires in the United States since 1978 have been attributed to spontaneous combustion. Spontaneous combustion fires in underground mines are most likely to occur in gob area; and are difficult to detect and to extinguish by direct fire fighting methods. Often, sections of the mine or the entire mine must be sealed for long periods, at a great economic loss to the mine operator, mine employees, and the surrounding community. It is conservatively estimated that the cost of scaling a large mine is about $50 million.

A demonstration project investigated the feasibility and effectiveness of two management interventions, Management Training and Organization Development, for improving productivity and safety in metal/non-metal mines. The management training intervention was conducted at Texasgulf Company's trona mine, using three nearby trona mines as controls. The Organization Development intervention took place in Hecla Mining Company's Lucky Friday mine, using the highly similar Star Mine as control. The two management interventions seemed about equally effective in reducing accidents and injuries, as well as MSHA citations, and the management intervention at the Texasgulf mine also appeared to have led to substantial improvement in mine productivity.

The time and amplitude statistics necessary to adequately describe electromagnetic (FM) noise in mines are illustrated through computer software techniques. They are 1) Allan Variance Analyses (AVA), 2) Interpulse Spacing Distributions (ISD), 3) Pulse Duration Distributions (PDD), 4) Average Crossing Rates (ACR), and S) Amplitude Probability Distributions (APD). These statistics are illustrated using data taken from a rather large store of raw analog data recorded in operational mines. The curves generated for the illustrations characterize the noise environment in the mines from which the corresponding data were taken, and should aid in the design of reliable communication systems for such mines.

This publication combines a critical review of the literature on the microbiology of coal with an introduction to those areas of microbiology related to studies of coal as a biological material. The attack on coal by microorganisms as yet remains doubtful. Only the low-rank coals contain an indigenous microbial flora, and even these organisms are not peculiar to coal, but are common soil and water forms. No experimental data have as yet been presented, either in the literature or in the present work, which unequivocally demonstrate the oxidation of coal by microorganisms. Reasons for the resistance of coal to such attack, including insolubility, physicochemical structure, steric hindrance of enzyme action, and the presence of antibiotic materials in coal are discussed. Microorganisms do attack large aromatic molecules and the mode of oxidation of aromatic ring systems by bacteria is presented. Well-defined pathways are known for the oxidation of polycyclic compounds with one to three rings, and these paths with their key intermediates are described and related to the possible oxidation of coal.

This two volume report addresses slope stability of surface mine spoils within the Interior Coal Province. Sixteen (16) mines were visited, pertinent data and samples collected, and reported spoil instabilities back-analyzed. Laboratory test results are compared to back-analyzed material properties. Available methods of slope stability analysis are reviewed and evaluated with respect to application to mine spoil stability evaluation and prediction. Correlation and tentative relationships among spoil material properties, highwall conditions, mining equipment and procedures and empirical observations are presented. Slope stability sensitivity plots illustrate the relative significance of various input parameters on stability. Slope stability input parameters are correlated with site and mining conditions to identify the primary factors controlling spoil stability. Investigative methods, spoil stability enhancement techniques, spoil stability prediction procedures and future study areas are discussed. Appendices include a glossary of terms, annotated bibliography, details of mine visits, and detailed laboratory test procedures and results.

This paper presents the results of a study using computer human modeling to examine machine appendage speed. The objective was to determine the impact of roof bolter machine appendage speed on the likelihood of the operator coming in contact with. A contact means two or more objects intersecting or touching each other, e.g., appendage makes contact with the operator?s hand, arm, head or leg. Incident investigation reports do not usually contain enough information to aid in studying this problem and laboratory experiments with human subjects are also not feasible because of safety and ethical issues. As an alternative, researchers developed a computer model approach as the primary means to gather data. By simulating an operator?s random behavior and machine?s appendage velocity, researchers can study potential hazards of tasks where it is not possible to perform experiments with human subjects. Analysis information is helpful to the mining industry in terms of making recommendations that reduce the likelihood that roof-bolter operators experience injury due to contact with a moving boom. Data analysis of roof bolter simulations show that the virtual-operator?s response time has little effect on the number of contacts experienced. Based on frequency and cross-tabulation, regardless of other variables, contact incidents were always greater when the boom was moving up, were always greater on the palm, and were always greater for the boom part of the machine. Also, regardless of boom speed, the 25th-percentile-sized operators experienced more contacts than did other operator sizes. Furthermore, regardless of boom speed, the 152-cm mine seam experienced more contacts than did other seam heights tested. Results of a survival analytic approach suggest that controlling the boom speed is the most important factor in determining the risk of an operator making contact. Based on the data collected, boom speed greater than 41 cm/s results in a substantial increase in risk to the roof bolter operator and should probably be avoided. At speeds less than or equal to 25 cm/s are associated with a more modest relative risk, which represents an acceptable level of risk. Also, at speeds between 25 and 41 cm/s, there could be a particular boom speed in this range at which a significant inflection point in the relative risk estimates occurs. Based on the results, this issue needs to be addressed by future research.

CESIUM-137 ISOTOPE began to displace cobalt-60 III the treatment of cancer during 1956. Production and Consumption.-Consumption of cesium and rubidium was approximately the same as in 1955. Production, however, decreased, as several companies shipped from stocks produced in previous years. South Africa was the source of most cesium and rubidium minerals used in the United States in 1956. Cesium and rubidium metals and compounds were produced from ore by: DeRewal International Rare Metals Co., Philadelphia, Pa.; Fairmont Chemical Co., Inc., Newark, N. J.; Foote Mineral Co., Philadelphia, Pa.; and Rocky Mountain Research, Inc., Denver, Colo. Most sales were to domestic consumers, but small quantities were exported to Australia, England, Germany, and Sweden. New production facilities were under construction in. 1956 by San Antonio Chemicals to produce mixed potassium, rubidium, and cesium carbonates. A plant capable of separating and packaging 200,000 curies of cesium-137 annually was under construction at Oak Ridge National Laboratory.6

"INTRODUCTION This paper is the seventh of a series of yearly reviews started in 1921 and pre¬sents information gathered in a cooperative investigation undertaken by the United States Bureau of Mines and the University of Utah. It is the purpose of this report to make available flotation—reagent consumption data and other milling information in such a manner as to be of value to the milling industry and to the manufacturer of flotation reagents.These data have been compiled from a survey of about 300 concentration plants in the United States. Much additional information has been obtained from the various offices of the United States Bureau of Mines. Many of the plants covered in the survey made complete reports of their operations, but others were apparently unable to supply this information in sufficient detail to meet the requirements of this report. As a result, some sections of the report are more complete than others. In general, however, the mill reports were much more complete than in previous years, and for the first time it has been possible to calculate average mill recoveries in the treatment of certain classes of ores. As in the past, every effort has been made to conceal individual plant operations.ACKNOWLEDGMENTSIt is realized that the publication of this information is possible only through the assistance of the mill operators, and the authors wish to express their appreciation of this cooperation. Subsurface disposal of oil-field brines was practiced in Oklahoma on a limited scale as early as 1925. The technique of subsurface injection has been improved immensely and has been applied with varying success in many oil-producing areas in Oklahoma, and elsewhere. This method of disposal, however, is only one of several methods available to operators of oil-producing properties, but, in contrast with usual methods of handling brines on the surface it eliminates the damaging effect of mineralized water on fresh-water supplies, vegetation, and aquatic and other animal life. Other methods of brine disposal approved by regulatory agencies in some States include (1) impounding in impervious ponds and solar evaporation, (2) controlled diversion into surface waters, and (3) recovery of the mineral salts of the brine. In most, States where oil is produced regulatory bodies authorize the use of one or more of these methods of brine disposal. In Oklahoma, for example, the Oklahoma Planning and Resources Board of the Conservation Commission has been authorized to adopt whatever methods or means may be necessary to prevent contamination by mineralization of all potable waters within the State.

In This Chapter [Drill dust control: wet and dry Enclosed cabs on drills and mobile equipment Haul road dust control] Overburden drilling generates most of the respirable dust that affects workers at surface mines. Both wet and dry methods are available to reduce this drill dust. Overburden removal by mobile excavation equipment such as bulldozers, front-end loaders, and haulage trucks can be dusty, particularly under dry and windy conditions. Tightly enclosed cabs with dust filtration systems can substantially lower the dust exposure of both drill and mobile equipment operators. Haul road dust control can be achieved by water application or chemical application. DRILL DUST CONTROL [Drill dust is controlled with wet or dry systems. Wet systems can be more efficient, but may freeze in the winter. Dry systems require careful maintenance of the drill deck shroud. An improved deck shroud is shown.] Wet Suppression. Wet drilling systems pump water into the bailing air from a water tank mounted on the drill. The water droplets in the bailing air trap dust particles as they travel up the annular space of the drilled hole, thus controlling dust as the air bails the cuttings from the hole [Page 1991]. In wet drilling systems, typical water flow rates are 0.1 to 2.0 gpm depending on the size and type of drill and the moisture level of the overburden. The drill operator controls the flow using a control valve located in the cab. Some drills are equipped with a flow meter to give the opera-tor a visual sign of the flow rate. Raising the water flow will improve dust capture, but too much water causes operational problems. Because of this, the drill operator must exercise care in find-ing the best water flow rate.

Under the first phase of this contract as reported in the Phase I report it was determined that certain types of commercially available molded case breakers are capable of interrupting mine dc power supplies of nominally 300 volts or 600 volts rating. These circuit breakers incorporate conventional overcurrent trip units but also can be operated by means of low power signals fed to a shunt trip coil. Further development in the Phase I program produced a means whereby a discriminating circuit breaker detector unit could sense the presence of illegitimate loads on the dc electrical system and cause the circuit breaker to trip. The detector unit operated by detecting the presence of 3000 Hz currents which were generated in the illegitimate loads by means of a 12 volt, 3000 Hz signal applied to the dc system. Further development of the program has continued in Phase II with the aim of verifying the practicability of the complete discriminating circuit breaker concept and developing other types of equipments required to implement a system. These other equipments include electronic means for raising the apparent impedance of high power legitimate loads and static filters for smaller loads. The results of laboratory work and limited underground tests have been successful. This report describes the system and the tests that have been conducted on the various equipments that comprise the complete Discriminating Circuit Breaker Concept.

In this report, recommendations are made for programs to develop workable techniques to stop or prevent acid mine drainage formation in those underground coal mines where acid production could take place. These recommendations include development of mine closure technology, development of surface water infiltration control procedures, study of the effect of roof collapse on mine water characteristics, evaluation of the long-term effects of flooding underground mines above drainage, investigation of the effectiveness of section sealing in active mines, development of a simple model for predicting mine water quality and quantity, preparation of a manual on mine drainage abatement procedures, and development of a program to disseminate information on mine drainage abatement to the coal industry. These recommendations are based on an in-depth evaluation of information acquired over years of research on acid mine drainage formation, on numerous laboratory and field studies of methods of preventing or minimizing acid mine drainage formation, and on review of the geological, hydrological, and mineralogical factors involved. The development and use of minerals and mineral fuels are essential to national security and to the maintenance of an expanding economy. As a Nation, we often met these needs but failed to recognize and assess the impact that mining and mineral processing activities have on other natural resources. Currently, the growing demand for energy and minerals is accompanied by an increasing awareness that the provision of these resources must not conflict with society's demand for a clean and habit-able environment. Although present mining and mineral processing activities incorporate, or have under development, technology capable of minimizing environ-mental impacts on land, air, and water, many older operations, particularly in the first half of this century, lacked the technological, social, and environmental insights that exist today. Consequently, a substantial backlog of damaging and potentially damaging conditions remains from such problems as mine subsidence, acid water generation, burning and nonburning waste banks, abandoned surface-mined lands, abandoned underground mine fires, and abandoned mine shafts and oil and gas wells.

RAILROAD GRANT-CLASSIFICATION, If any evidence of minerals is found upon lands within a railroad grant and the showing is sufficient in the opinion of prudent and qualified persons to warrant further exploration and expenditure, with reasonable prospects of success, then the land can not be classified as nonmineral and is not subject to the grant to a railroad company. But where there is no present indication of minerals nor any geological evidence upon which to base a mineral finding, land should not be classified as mineral, or held for further classification and reserved from the railroad's grant, upon the surmise that future prospects might disclose evidences of minerals. INDEMNITY SELECTION BY RAILWAY COMPANY, Under section 3 of the act of July 2, 1864 (13 Stat., 365), and the joint resolution of May 31, 1870 (16 Stat., 378), the Northern Pacific Railway Company could take coal and iron land within its primary or grant limits. It could not base an indemnity selection upon the claim that certain land was coal or iron in ;;haracter, as such land was not lost to it as part of the grant. But the company was authorized to select other lands in lieu of those lost because of their mineral character, but the word "mineral" did not include iron or coal, and, accordingly, the railroad company was entitled to take coal lands under its indemnity selection.

This investigation was undertaken to obtain basic information necessary for the design and operation of a plant for recovering metallic values from nickeliferous laterite and serpentine of the Philippine Islands. It was divided into three parts: (1) Mineralogical studies and preliminary mineral dressing tests; (2) electric smelting of the ores, upgrading of ferronickel by blowing with oxygen, smelting laterite slag to produce crude iron, and the production of mild steel; and (3) nickel and cobalt recovery from upgraded ferronickel. Results of the investigation indicate that it should be feasible to recover nickel, iron, and possibly cobalt products from the laterite and ferro-nickel from the serpentine. Mineralogical studies were made on representative fractions of the laterite and serpentine tonnage samples and on five selected samples; mineral dressing tests were made only on laterite. The nickel occurs principally associated with hydrous iron oxides and chemically combined with serpentine; garnierite was the only discrete nickel mineral identified, and it was found in a highly decomposed serpentine. The bulk of the cobalt was found in wadlike manganese oxide material. Approximately twice as much chromite was found in the laterite as in the serpentine, By mineral dressing techniques, laterite was separated into two fractions: one fraction contained over 90 percent of the nickel and cobalt, and 83 percent of the iron; the other fraction contained 74 percent of the chromium. A cobalt concentrate (1.1 percent Co) was produced by a scrubbing and sizing procedure.
