If you missed this year?s Texas State Holmes Safety Association meeting, you missed a great one. On January 23 & 24, 2009, we held the meeting that was rescheduled when Hurricane Ike threatened Corpus Christi in September 2008. Sixty-five persons from across the state attended the meeting held at the Holiday Inn Emerald Beach. The weather was 82 degrees, and the sky was clear and perfect for a safety meeting. Evaluations submitted by the attendees gave the presentations, the networking, and even the food top marks. There were eight councils represented; Big Country, Central Texas, Costal Bend, Heart of Texas, Hill Country, North Texas and North Central. Presentations included Workplace Examinations, Emergency Preparedness, Screen Safety, Contractor Responsibilities, Powered Haulage, Supervising for Safety, and Basic Inspections of Slings and Rigging. Mr. Edward Lopez, SC MSHA District Manager, gave the State of the District Address.

The differences in starch demands that occur between ore types subjected to the anionic flotation of calcium-activated gangue and the range of residual starch contents expected to give the best metallurgical response were evaluated on a batch and pilot plant basis. A phenol-sulfuric acid procedure was used to determine the residual starch contents in the iron ore slurries. Three pilot plant campaigns on samples from a group of orebodies located on the Marquette Range, Michigan, showed that in the rougher flotation pulp, a residual carbohydrate range of 25 to 100 ppm, which is equivalent to a 0.5 lb/short ton spread, yielded optimum results. Concentrates assaying at least 65 percent Fe and less than 6.0 percent Si02 and containing more than 80 per-cent of the recoverable iron were obtained. Both batch and continuous research indicated that starch adsorption is calcium modulated and relatively unaffected by the fatty acid additions employed. Residual starch level is not a critical control factor, but the addition must be adjusted to about 25 to 50 ppm residual starch and kept in this range for most effective utilization of the added tapioca flour.

The Pittsburgh Research Laboratory of the National Institute for Occupational Safety and Health (NIOSH) conducted a study of the explosibility of various metals and other elemental dusts, with a focus on the experimental explosion temperatures. The data are useful for understanding the basics of dust cloud combustion, as well as for evaluating explosion hazards in the minerals and metals processing industries. The dusts studied included boron, carbon, magnesium, aluminum, silicon, sulfur, titanium, chromium, iron, nickel, copper, zinc, niobium, molybdenum, tin, hafnium, tantalum, tungsten, and lead. The dusts were chosen to cover a wide range of physical properties-from the more volatile materials such as magnesium, aluminum, sulfur, and zinc to the highly "refractory" elements such as carbon, niobium, molybdenum, tantalum, and tungsten. These flammability studies were conducted in a 20-L chamber, using strong pyrotechnic ignitors. A unique multiwavelength infrared pyrometer was used to measure the temperatures. For the elemental dusts studied, all ignited and burned as air-dispersed dust clouds except for nickel, copper, molybdenum, and lead. The measured maximum explosion temperatures ranged from "-1550K for tin and tungsten powders to "-2800K for aluminum, magnesium, and titanium powders. The measured temperatures are compared to the calculated, adiabatic flame temperatures.

C. 4 Hoist Assemblies (not man-rated) A large number of manufacturers supply materials handling winches. These units are predominately electric powered while a limited number of vendors supply air powered equipment. Air powered units are currently used extensively for underground materials handling purposes. Suppliers of materials handling equipment normally include a disclaimer statement in their published literature which clearly states that the equipment "is not designed or suitable for lifting or lowering persons " This category of commercially available equipment can be adequate for emergency man hoisting provided that its' capacity is suitably derated and provided also that the necessary safety features are incorporated. Section C. 5 details the equipment which could be added to a commercial materials hoist to meet these needs. Four commercially available hoist assemblies, two electric and two pneumatic are discussed in the following paragraphs. This equipment is typical of what is commercially available and three of the units are currently used extensively in mining applications. Each hoist description includes a remarks paragraph which identifies the additional equipment each hoist would require for emergency hoist use.

OUTSTANDING TRENDS of the year included the following: 1. Concentration and beneficiation of iron ores to provide improved blast-furnace feed and extend ore reserves. 2. Successful development of pelletizing and sintering procedures for fine iron ores. 3. The realization that cyclone separation could replace existing classifiers in many grinding circuits. 4. The rapidly blossoming metallurgy of ultrapure silicon and improvements in zone melting. 5. The rapid increase in the use of liquid-liquid extraction and ion exchange in hydrometallurgy. 6. The industrial application of vacuum melting on the 100-ton scale. 7. The hope for developing a columbium (noibium) base alloy for high-temperature use. The technologic advancement in metallurgy that had the greatest effect on the American economy was the beneficiation of iron ores to give improved feed for blast furnaces and indirectly extend our ore reserves. This was not a sudden development but rather culmination of a decade of intensive effort.

A study was conducted by the Bureau of Mines to determine problems associated with the use of ferrous fractions from urban refuse as melting stock for steelmaking and to evaluate the resulting steel products. The study involved 50-pound ingots from laboratory melts and 50-pound ingots from 1-ton electric-arc-furnace melts. The 50 pound ingots from the laboratory melts and the arc-furnace melts were hot rolled to provide material for mechanical and corrosion testing. Results obtained in the study include the following: Most steels rolled successfully and exhibited acceptable surface and edge condition. Tensile strengths of the plain carbon steels were not significantly affected by copper up to concentrations of 0.65 pct and were not affected by tin content up to 0.16 pct. Yield strength increased with increasing copper and tin contents, and impact strength decreased with increasing tin content. Hardness increased slightly with increasing copper content. In general, properties of the steel produced were not measurably affected by charge composition (that is, melting stock), melting practice, or method of scrap preparation.

THE MILDEST recession of the postwar period ended in the first months of 1961, and the economy climbed steadily during the remainder of the year. The Federal Reserve Board (FRB) Index of Industrial Production climbed from a low point of 102 (1957=100) in February to 115 in December, a rise of 12.5 percent. But economic activity for the year as a whole was only 1.5 percent higher than the 1960 level, as measured by real gross national product (GNP). Although activity increased throughout 1961, much of it was merely regaining ground lost in the decline during the second half of 1960 and the first months of 1961. The FRB index did not re ain the July 1960 high of 110 until June of 1961. Mineral fuels did not fully share in the economic recovery. The (FRB) crude oil and natural gas index rose only 5 percent between February and December. Although the index of monthly coal production increased 11.5 percent during the year, the February level was so low that total production for the year was the lowest since 1954. Total production of energy measured in Btu's was up slightly (1 percent) during the ear. Coal production was down; production of crude oil and natural gas was up. Calculated consumption paralleled production-total up slightly, coal lower, and crude oil and natural gas higher. The most interesting product developments were in coke and residual fuel oil. Sales of coke showed a sharper drop than steel

The potential for roof fails in underground mines remains a clear and present danger for mine workers An investigation of ground conditions in nearly 50 percent of the nation’s underground stone mines fold that the slate of roof stability is primarily determined in a limited and subjective manner. These large-opening mines with roof heights typically 7 m (23 ft) or more, make physical observation difficult. Although some mines use monitoring techniques to gain additional information an roof stability, this practice is usually short term and localized to address ground conditions in a particular section or part of the mine. A roof-fall hazard-assessment techniques was development based on engineering judgment acquired from extensive underground stone mine experience and on exanimation of the related literature. This technique utilizes observational processes to determine roof fall likelihood Case-study scenarios offer a realistic picture of model implementation. Providing the mine level decision-maker with an accurate assessment tool to ascertain the level of ground fall hazards is expected to reduce mint worker injuries and fatalities Moreover; the presences of danger can be overcome with a clear picture of quantified ground conditions.

Exports of agricultural products, mostly coffee, continued to account for more than 90% of Burundi's foreign exchange revenue. The country's ban on commercial mining was lifted in 1987. Mining of peat for fuel, limestone for agriculture, and clay for insecticides continued as in previous years. At yearend, Burundi's external debt stood at almost $700 million.2 Amoco Burundi, a subsidiary of the Amoco Petroleum Co., drilled two exploration wells in northern Lake Tanganyika in 1987. No oil was found, but preliminary findings were encouraging enough that further seismic surveys and offshore and onshore drilling exploration were planned in 1988. Any oil or gas finds would have substantial impact on the Burundian economy because a major portion of the country's trade deficit was directly attributable to petroleum and gas imports. The Zaire Government agreed in June to let Amoco Burundi explore Zaire's side of Tanganyika using the same equipment and personnel being used in Burundi.

Supercritical water (sew) Is being tested for commercial use 1n several organic extraction systems but little work has been done on the extraction of metals from minerals. This lack of information prompted Bureau of Hines (BOM) research into the sew treatment of minerals. As a result, this research project is intended to serve mainly as a starting point for further experimentation. A simple flow-through reactor was built out of high pressure tubing and used to treat minerals with SCU at 400? C and 3500 to 7000 psi. The research produced four main conclusions: (1) carbonates of copper, iron, and lead convert to oxides; (2) most iron minerals showed alteration to oxides with some iron dissolution; (3) valuable trace elements including nickel, chromium, and others leached to some extent from sea minerals along with some calcium, iron, silicon, and sulfur; and (4) treatment of sulfides extracted elemental sulfur and resulted in several alteration reactions, though with the exception of cinnabar and the iron bearing minerals, the metals in sulfides were mainly insoluble. Surface alterations on many of the minerals show significant changes have occurred in the minerals even when only minor extractions were detected. These surface effects may be very important when used in conjunction with flotation processes since the sew treatment may selectively enhance or suppress a mineral's floatability.

The Bureau of Mines sampled a gold-bearing schist series 50 miles east of Nome near Bluff, a dormant mining camp on the southern shore of the Seward Peninsula, Alaska. Gold is unevenly distributed through a section of a schist series that extends from the coast northward 4,500 feet. In this section the schists dip westward 20 to 38 degrees and have an outcrop width of about 1,000 feet and a normal width of about 500 feet. An intensely fractured zone within the schists averages 0.015 to 0.017 ounce of gold and 0.03 to 0.05 ounce of silver per ton for outcrop widths of 200 to almost 500 feet. The grade of the remainder of the schist series ranges downward to scant traces. Gold eroded from these schists collected in solution channels in metalimestones to form the Daniels Creek placers, which also extend from the beach southward under the sea for an unknown distance. The lode sources of the gold placers elsewhere in the southern Seward Peninsula may be similar schists that occupy a similar position in the metasedimentary series.

Determine the effectiveness of remining operations in reducing contaminant load (acidity, iron, and sulfate) of discharges emanating from abandoned surface and underground coal mines. Background Until the implementation of remining initiatives, most States had regulations that held the operator remining an abandoned site responsible for preexisting acid mine drainage (AMD) discharges. For example, if a mining. company wanted to remine an area hydrologically connected to an existing AMD discharge, the company became responsible, as soon as the site was activated, for treating that discharge to meet effluent standards. If the mining operation improved the quality of the discharge, but the discharge failed to meet effluent standards, the company was held accountable for perpetual treatment. Because of this regulation, most mine operators avoided abandoned sites with minable coal reserves and AMD discharges. However, changes in remining legislation allow coal companies to be released from treatment liability as long as the post-remining pollution load does not exceed the pre-remining level. Estimates are given for the distance from a seismometer at which a miner can probably be detected. The procedure in making these estimates was to first establish the natural noise levels at the output of a surface seismometer for the 25 to 100 Hz frequency passband. The noise levels give the range of values which may be expected in areas with no man-made noise. For each noise level, we give the detection threshold which, when exceeded, indicates that a signal has been received. Based on the signals recorded by Westinghouse, curves are given which show the peak signal amplitude as a function of source- to-receiver distance (slant range). Curves are given for the Westinghouse seismic thumper, a 50-pound timber, and a sledge. For a given type of source, the receive signal strength depends more strongly on slant range than on any other factor. However, there is approximately a five-to-one scatter in the amplitudes. Thus, further study of factors affecting the signal amplitude might allow better estimates to be made for any particular geological setting. Combining the signal amplitude with the detection thresholds for the different noise conditions gives the distances at which a miner should be detected. These are given in Table l* below. [ ] The text also gives the increase in detection ranges which should occur if steps are taken to increase S/N by 10 dB. We feel that 10 dB is a conservative estimate of the improvement possible. This Bureau of Mines report describes the results of a laboratory evaluation of a mechanical dust collector (scrubber) suitable for underground coal mine applications. The scrubber was developed by the Mining Research and Development Establishment (MRDE), Burton-On-Trent, England, and tested at the Federal Bureau of Mines Pittsburgh Mining and Safety Research Center (PMSRC) as part of a technical exchange program. The 2,000-to 8,000-cfm scrubber consists of an electrically driven vane-axial fan, water sprays, a 2-inch-thick, loosely knit stainless steel wire filter panel, and a water droplet eliminator. The dust-laden airstream travels axially through the water sprays, filter panel, fan, and eliminator. Slurry water drains into a sump where a belt-driven pump recycles it back to the sprays. Fractional breakdown tests showed a maximum dust collection efficiency of 96 pct of respirable-size (less than 7 µm) coal dust at 2,000 cfm. Efficiency decreased with increasing airflow; for example, to 91 pct at 6,000 cfm. Following these tests the original wire panel was replaced with a similar but smaller panel developed at PMSRC; a marked improvement in dust collection occurred at all flow rates tested.

In 2004, there were 646 underground coal mines in the USA employing 37,445 miners. These mines reported 3556 injuries to MSHA that year - 17% were associated with bolting machines (593 injuries), 8% with continuous miners (283 injuries), and 4% each with Scoop/LHD (1 51 injuries), shuttle cars (134 injuries), and personnel transport (145 injuries). The use of the frequency of reported injuries for the prioritization of risk control strategies has limitations because of the tendency to underestimate the importance of relatively rare but high-consequence events. Injury reports also underestimate the contribution of risk factors such as whole body vibration, which have a long-term cumulative contribution to an elevated risk of injury. However, taking these limitations into consideration, the results of the injury narrative analysis suggest the following hazards as the highest priority for elimination or control: • rock falling from supported roof • inadvertent or incorrect operation of bolting controls • handling continuous miner cable • collisions while driving LHD/Scoop, shuttle cars and personnel transport • rough road while driving or traveling in LHD/Scoop, SC & PT

This chapter includes tables for 1981 that were not available in time for publication of the 1981 Minerals Yearbook, but does not include corresponding tables for 1982. The value of raw nonfuel minerals produced in the United States during 1982 was estimated at about $20 billion, a decrease of $5 billion compared with that of 1981. The decline in value is the first since 1971 and is the largest percentage drop since 1938. Although the domestic mining industry continued to be troubled by difficulties in attracting capital and by import competition from countries with lower overall production costs, the principal cause of the decline was sharply decreased demand brought on by the worldwide economic slowdown. Metal commodities were impacted most severely with only 4 of 21 metals registering production value gains and only 3 of 21 showing production quantity increases. Overall metal production value decreased 37% from that of 1981, a reflection of the domestic slowdown in the automobile and construction industries, which are major metal users, Overall production value of nonmetals decreased 12% compared with that of 1981, with only 14 out of 44 nonmetals showing increases. Nonmetal production quantities increased over 1981 for only 6 of the 44 nonmetals.

The investment involved in any communication system represents a considerable sum. Even though it is desirable that the system work properly each and every time it is called into use, some failures are bound to occur. Most failures, however, and especially those that occur most frequently, are due to poor installation techniques. An extra hour spent at an installation site can save many maintenance trips and many frustrating hours of system troubleshooting. Typical faults likely to cause communication outrage are Pager phone systems Poor splices aggravated by corrosion. Strain relief not provided. Drip loop not provided. Incorrect branch connections. Overloading the circuit. Poor battery connections. Improper wire size or type. Lightning strikes. Improper placement of wire runs. Carrier phones Mounting transceiver near load resistors or other sources of heat. Tracks not electrically bonded. Cable abrasion due to poor mounting location. Disconnected battery. Poor mechanical installation. Each installation should be well planned. After an installation is completed, the technician should ask the question, "What can go wrong with this unit or line?" Remember the adage, "Whatever can go wrong, will." Preventive measures taken during installation will pay off in the long run. 6.2 Pager Phone Installation The pager phones used in many underground coal mines are battery-operated, party-line telephones with provisions for loudspeaker paging. The system is usually two-wire, nonpolarized, and operated by self-contained batteries. Many of the individual units are certified as permissible. 6.2.1 Mounting Pager phones are designed to be mounted on an upright support at the desired location. For convenience, the phone should be mounted 5 feet above the floor where there is no obstruction to using the handset or removing the cabinet front cover for servicing or battery replacement. In low-coal situations, a suitable height for installation should be selected convenient to the normal operator's position at the site selected. About 12 inches of free space on each side of the phone should be provided for cabinet access. The phone should be protected against direct exposure to dripping water and should not be allowed to rest in a puddle of water. The mounting location should be convenient to a work location and have a safe, unobstructed area for a worker to stand and use the phone. The phone must be in a location where the worker will not be in the path of moving vehicles or falling debris. Each telephone is normally well insulated, but it is still good practice to provide an insulating mat or dry planking for the user to stand on.

A 5-hole pattern was drilled from the surface at a site near Oak Grove, Jefferson County, Ala., to degasify the gassy Mary Lee coalbed in advance of mining. Gas and water production was monitored for 1 year, 4 months to allow gas flow to stabilize fully. A thickened water stimulation treatment was designed and applied in one hole of the pattern to evaluate this degasification technique for the Mary Lee coalbed. A gas production rate of 70,000 ft3 /day after stimulation treatment indicates that the use of vertical boreholes coupled with hydraulic fracturing in advance of mining the Mary Lee coalbed would provide for more rapid degasification and could provide a possible source of natural gas.

The Bureau of Mines conducted research to devise technology for increasing the Nation's mineral supply by recovering valuable constituents from currently discarded waste materials. Municipal solid waste (MSW), presently a major disposal problem, represents a significant source of metals, glass, and a combustible fraction that can be used to supplement coal in generating heat and electricity. As part of the total metallurgical system to treat MSW, this study evaluates the combustible fraction of MSW to characterize the various combustible components and to identify the principal sources of elements that eventually may be objectionable from corrosive or environmental considerations. Several possible sources for cadmium, chromium, cobalt, copper, lead, nickel, and zinc have been tentatively identified. These sources are pigments, inks, paper stock, and additives to plastics. A correlation between industry consumption values and measured concentrations in MSW was found for several elements.

Crude petroleum, the only commercially exploited mineral resource in Cameroon, continued to dominate developments in the mineral industry sector. International mining concerns have expressed interest in developing Cameroon's bauxite and iron and steel potentials. Domestically, the mineral industry focused on production of fertilisers for agricultural development, infrastructure construction, and hydrocarbon development, through the nearly self-sufficient production of fertilizer materials, cement, and crude oil. The mineral sector contributed 5.6% to the estimated 1981 gross domestic product (GDP) of $6.5 billion.2 Petroleum exports accounted for approximately 4.5% of the 1981 GDP and exceeded coffee and cocoa exports for the second consecutive year. The trade gap widened during the fiscal year ending on July 80, 1981, owing to a 21% increase in exports and a 25% increase in imports. Offsetting these balance-of-payments difficulties, typical of developing countries' early economic stages, were increases in foreign exchange reserves to $71 trillion by May 1983.
