The Northwest experiment station of the Federal Bureau of Mines , at Seattle , Wash . , was established in December , 1916 , and is one of 13 mining experiment stations maintained by Act of Congress , under the direction of the bureau , in the various sections of the country . Under the terms of the organic Act (March 3 , 1915 ) , the province and duty of these experiment stations is to cake investigations and disseminate information with a view to decreasing waste and improving the efficiency in the production , treatment , and utilization of mineral substances . The investigations carried on at the Northwest experiment station attempt to cover the needs of the mineral industry of the States of the Pacific Northwest and of the coastal regions of Alaska . The most in ortant needs of this district are for work on coal washing , electrometallurgy , and ceramics . The electrometallurgical investigations are not necessarily limited to the Problems of the Northwest , but may be of general application . Problems other than those specified above are referred to other stations of the Bureau that specialize on the particular type of investigation required . The Northwest station closely cooperates with the State of Washington through the University of Washington and with the State of Oregon through the Oregon Bureau of Mines and Geology . The University of Washington at Seattle has donated the use of an entire building , which houses the station's administrative offices and chemical laboratory , and parts of two other buildings which are usea in conducting the experimental avestigations . Twenty-five thousand dollars is expended annually by the Federal Government , while the State of Washington each biennium appropriates $ 20,000 , and the State of Oregon from time to time appropriates various amounts for the conduct of work along cooperative lines . Also , the station cooperates with private organizations tht have problems similar to those in which the station is interested . For example , the Washington Electrochemical Co. is cooperating in the electrometallurgical research, and furnishes part of the supplies and technical assistance required .

The rather sudden increase in the use of methanol as an antifreeze for automobile radiators has caused considerable comment , with some anxiety to persons interested in industrial and public health , regarding the possible health hazard in dispensing and using the product . In view of this , the chemical industry interested in the manufacture and marketing of methanol requested the Bureau of Mines to make an impartial and extensive investigation of the hazard involved . With the assistance of the industry this investigation is now in progress and will extend throughout the present winter . When these observations are finished a complete report will be made . At present , however , the acute interest in the problem and the many inquiries that have been received from manufacturers of methanol , garage owners , the automotive industry , public health officials , and private persons demands a brief statement relative to the reasons for the recent availability of methanol for antifreeze purposes , the plan of the bureau's investigation , and the trend of the results of the investigation obtained to date .

The smoke problem means different things in different places . In the neighborhood of industrial plants , especially smelting plants and cement plants , the term " smoke " is applied to material discharged from these plants , consisting of a mixture of solid particles ( dust ) , fume which has condensed from vapors , and gases of various kinds that are produced in the operations . In the ordinary use of the word , however , " smoke" refers to the visible material which escapes from the burning of coal . White smoke usually owes its color to small drops of water which have condensed from the water vapor that it formed in the burning of coal . When smoke is black, the color is due to unconsumed particles of carbon and usually when the smoke problem is spoken of , it is this black smoke produced in the burning of coal that is referred to , Many inquiries in regard to smoke are addressed to the Bureau of Mines , and the following brief summary has been prepared as covering the usual questions . For references to the smoke problem in England , I am indebted to a recent interesting paper on this topic by David Brownlie .

The operations were conducted in north-central Pennsylvania; an average of 600 linear feet of highwall were backfilled in each trial. This Bureau of Mines report presents a mathematical model for heterogeneously catalyzed chemical reactors operating under turbulent conditions. The model includes reaction kinetics on the catalyst surface as well as diffusion of the reacting components within the reactor. Three applications of the model to tube-wall methanation reactors are discussed. The first application is a computation of catalyst activity from measured reactor data. This result is then used in a reactor sizing problem and a problem of reactor simulation with recycle. In addition to the reactor model, a novel approach to solving the recycled reactor problem is given.

? A roof bolter reaches for a lever while guiding the drill with his other hand. Since he's watching the drill and many of the controls look and feel alike, he hits the wrong control and crushes his hand. ? Six hours into the night shift, an ore truck driver dozes off. The truck plows over the berm and down into the pit. ? Fleeing a afire, a face crew sees smoke in the intake entry. Assuming the fire is ahead, they cross over to another entry, but soon encounter even worse smoke. These very different accidents have at least one factor in common: the human factor. The actions, decisions, thoughts, or perceptions of one or more humans contributed to the accident. These are just a few examples of safety problems researched by the Human Factors Group of the Pittsburgh Research Center, U.S. Department of Energy.

Lower the respirable dust exposure of longwall shearer operators by use of a modified head to tail cutting sequence. Approach Modify the cutting sequence of double-drum shearer operations cutting unidirectionally head to tail, so that the tailgate drum is used to mine the entire coal face except when cutting out at the head. This approach would place the primary dust generating source, the cutting action of the drum, on the return air side of both shearer operators. How It Works Currently, 75% of the double-drum shearers in operation employ a unidirectional cutting sequence. On half of these operations, the primary cut is taken as the shearer travels from the headgate to tailgate ends of the face, with roof support to be advanced on the intake air side of the shearer. Typically, the leading (tailgate) drum is taking a full cut during the head to tail pass and the trailing (headgate) drum is cutting bottom coal. In this mode of operation, the dust generated by the trailing (headgate) drum can spread out into the walkway, and increase the respirable dust exposure of both head and taildrum operators. As an alternative, if the trailing drum is "free wheeling" or cutting minimal coal during the head to tail cut, and bottom coal taken by the tailgate drum during the tail to head clean-up pass, both operators are able to work on the intake air side of the primary dust generating source (drum) except when cutting out at the head. This modified cutting sequence would save wear on the conveyor and help to eliminate overloads, as well as reduce the respirable dust exposure of both shearer operators. This modifcation is only applicable to long-wail operations currently cutting unidirectional head to tail, and to those operations where this unidirectional cut would not produce operating constraints.

Increase the safety of operators of front-end loaders by providing a means of monitoring the machine's stability. Approach Through a research contract, the Bureau of Mines developed a front-end loader stability indicator which provides the machine operator with a reliable, easily interpreted display assessing the stability of the machine. How It Works Statistics show that front-end loader accidents are the largest single category of machinery-related accidents in the surface mining industry. Many of the fatalities resulting from these accidents occur when front-end loaders rollover and either crush the operator who is trapped within the cab or strike the operator who is trying to jump to safety. Although rollover protective structures (ROPS) are required by law on front-end loaders to protect operators in the case of a rollover, these do not prevent the actual rollover from occurring. In fact, the operator has no way of evaluating the stability of the machine except by using personal judgment. The Bureau of Mines responded to this problem by developing a front-end loader stability indicator whose primary function is to Indicate to the operator when the machine is approaching an unstable situation which may trigger a rollover. The device bases Its interpretation on measurement of the normal loads on the machine's wheels. Strain gage instrumentation located on the machine is used to monitor the magnitude and change of forces acting normal to the front-end loader's wheels. These forces are direct indicators of the machine's center of gravity relative to its position on the ground. The strain gages are connected to electronic circuitry which amplifies and processes the signals. Stability or instability of the loader is relayed to the operator through a display of green, amber and red lights.

This chapter details the perspective from which collected data have been examined. The first part, intended primarily for lay readers, discusses several topics related to mining as an enterprise. Initially, the organizational functioning of atypical large mine will be described. It is the formal structure above a miner that decides the conditions of his or her work. A second point of concern is the technology itself An underground coal mine is a sociotechnical system, with workers and machines organized in particular ways during production. Third, general conditions and dangers underground will be described in detail. The physical environment of an operation is a powerful factor in the work life of miners. Fourth, a discussion of the process of formal training is given. During this training, a new worker is taught what the organization expects of him or her in the role of safe, productive, coal miner. Next, there are outside organizations that act as significant forces in the workplace. Examples include the Mine Safety and Health Administration (MSHA), State agencies, and the United Mine Workers of America (UMWA). The roles of these entities will also be examined. The second part of this chapter will depict each study site as a concrete setting, so that findings can be interpreted in their proper context. The Organizational and Technical Nature of Mining A coal mine is a complex system. It is defined as all parts of a mining plant's property (both underground and surface) that contribute, under one management, to the extraction or handling of coal [American Geological Institute 1997]. As suggested, many functions that must be carried out at an operation are only indirectly related to coal mining and processing. Even the jobs that are di¬rectly related tend to be numerous and varied [Wallwork 1981]. According to Palowitch [1982], the chief reason for this sophistication is that "after more than two centuries of exploiting our coal resources, today's coal industry finds itself saddled with a horrendous legacy of human impairments and environmental damages which society demands be corrected." Now, the effects of government regulation are evident in every aspect of the mining industry. Any operation, if it is to survive, must be administered with an eye for social efficiency and accountability. Long-range planning is needed to ensure that the mine produces coal in a cost-effective manner. One of the first things that must be considered is location and method of access. To extract coal from an underground mine, a coalbed (or "seam") must be reached from the surface. The term "portal" is generally given to any entrance that provides access to a coal mine. Each year at least one and in some years several explosions are reported as having resulted from firing of mudcapped shots in coal mines; undoubtedly a number of small or local explosions occur that are not reported; in addition there are numerous accidents, some of them fatal, attributable to this reprehensible blasting practice. It is surprising that so few explosions and other accidents from this cause occur since the practice of firing mudcapped, Even in gassy "adobe," "dobe," "sand blast," or "bulldozed" shots is widespread. mines where general blasting is safeguarded by being done with permissible explo- sives, rocks or bowlders frequently are blasted with mudcapped shots of dynamite; even if permissible explosives are used, this type of shooting is dangerous. The usual method of preparing a mudcapped shot is to place the explosive, either in loose or cartridge form, with the detonator or "cap" on top of a piece of rock or coal and cover it with several handfuls of moist clay, loam, sand, or When the shot is road dust; in many cases there is no covering of any kind. fired a dense cloud of dust, together with an intensively hot fleme, are thrown into suspension, and if the dust is explosive or ignitable an explosion or igni- tion is likely to result practically simultaneously. The presence of gas greatly increases the explosibility of the dust, as well as the probability of an ignition. Every shot, of any known explosive, fired in a coal mine without having the charge properly confined in a drill hole and tamped with incombustible stemming to the collar of the hole, is capable of initiating an explosion that may cause the death of every man in the mine. Approach The present design of the dust helmet prevents use of the miner's cap lamp when the front shield is raised, When the shield is raised I the cap lamp is directed at the mine roof or back, making the lamp useless in the event the miner needs to wear his self-rescuer. A flip bracket was designed by the Bureau of Mines to correct this situation. How It Works The safety hat is modified by the addition of lamp clips, a bracket and a hinge on the cap lamp and face shield. Two clips hold the lamp cord firmly to the helmet. Accidents occur when least expected, from sources that we rarely anticipate and with outcomes that can vary greatly. Anyone who has ever been involved in an automobile accident knows, the transition from driving comfortably and safely down a highway to being involved in a potentially life-threatening situation can occur in a heartbeat. Accidents on the job are no different. The mining industry has a relatively small number of electrical injuries, compared to industries such as construction or agriculture, due to the small total employment in mining. Mining does, however, have one of the highest occupational electrocution rates of any U.S. industry, at 2.8 for every 100,000 workers per year. This is approximately four times the average for all industries. Data from the Mine Safety and Health Administration (MSHA) shows that 75 electrical fatalities occurred in the mining industry between 1990 and 1999. Of these, at least 17% involved high-reaching mobile equipment that contacted overhead power lines.

The mining law of the Belgian Congo does not cover the Province of Katanga nor the District of Kivu (in Eastern Province). Regulations of the Comité Spécial du K tanga are in force in Katanga and those of the Comité National du Kivu in Kivu. The three laws differ only in detail, and grants made by the Comité Spécial du Katanga or by the Comité National du Kivu must be approved by the Ministry of Colonies. The following résumé is designed to coordinate the three sets of regulations.

This analysis was conducted in response to concerns raised by the Chairman of the Energy and Commerce Committee of the House of Representatives regarding the potential impacts on automobile production, GNP and employment resulting from embargoing south African supplies of the platinum-group metals, platinum and rhodium. This analysis should be considered an addendum to the recently released study in which the direct economic costs I of a U.S. embargo on selected South African strategic and critical materials are estimated. The estimated GNP and employment impacts result when a mineral shortage reduces domestic industrial production and are in addition to the direct costs estimated in the earlier study. The direct cost to this nation resulting from a decision to embargo six south African strategic and critical minerals was estimated at $1.85 billion per year during the 1988-1992 time frame of the study. The estimated direct costs include the costs to U.S. consumers resulting from higher strategic mineral prices, lower mineral consumption, and the cost of developing higher cost domestic mineral resources. A large proportion of the costs result from the shortage of the two metals: platinum and rhodium. The average direct annual cost of embargoing is estimated at about $1.4 billion for platinum and $384 million for rhodium.2

A-weighted sound levels around vibrating screens in coal preparation plants often exceed 90 dB(A). The National Institute for Occupational Safety and Health (NIOSH) is actively developing noise controls to reduce noise generated by horizontal vibrating screens. A 121-microphone, 3.5-meter-diameter array was used to perform beamforming to determine locations of significant noise radiation on the screen. Below about 1 kHz, the screen body was found to be the most significant noise source. The beamforming contour maps showed several key locations on the sides of the screen and the feedbox are the most significant contributors. Operating deflection shape (ODS) analysis was used to examine the screen behavior under actual operating conditions. This information is helpful in determining how to modify the screen body to reduce the noise radiated by the screen below 1 kHz. The analysis showed modal vibration patterns on the sides and feed box were the main contributors to noise. The results show several areas on the screen sides and feedbox that can be modified to reduce noise.

Provide ear protection which allows normal, unaltered hearing at low noise levels, yet protects the wearer from excessive noise. The Approach: A commercial earmuff with integral speakers has been adapted with a special amplifier so that low sound levels are not affected, but higher noise levels automatically reduced. How It Works: The discriminating earmuff developed by the Bureau of Mines has two modes of operation. In the first mode, where input sound levels are less than or equal to 83 decibels, the wearer will perceive noise at its actual level. For inputs in excess of 83 decibels, the second mode of operation begins and the sound perceived by the wearer is progressively attenuated, or reduced, as the input level is increased. A recognizable difference still exists between two adjacent sound levels enabling the wearer to differentiate between them.

As the use of electricity becomes more and more general in mining opera- tions, interest in regulations governing its application becomes greater. During the past year the electrical section of the Bureau of Mines has made a study of State regulations now in force relating to the use of electricity in coal mines. Technical Paper 271, entitled "State Mining Laws on the Use of Electricity in and about Coal Mines", has been published as a result of this study. The present paper represents a compilation of all laws relating to accident prevention with respect to electrical circuits. This group of regulations is perhaps the most important of any that relate to safety in coal mines. Its importance is shown by reference to accident statistics in Bulletin 115, (Fay, A.H., Coal-Mine Fatalities in United States, 1870-1914, Bureau of Mines, 1916), which show that about 77 per cent of the fatalities due to electricity in and about coal mines were caused by direct or indirect contact with trolley or other power circuits. In actual number this means that of 710 men killed by electricity, 546 were killed by contact with electric wires. Undoubtedly, a large percentage of these accidents might have been prevented had the wires been properly guarded. The compilation follows:

The ever-increasing need to guard against stream pollution has intensified interest in the problems of handling and disposing of flotation tailing. Therefore, the Bureau of Mines investigated the possibility of using crushed washery refuse to adsorb the free water in thickened flotation tailings on a bench scale and then in a pilot plant because the conventional methods of disposing of coal flotation tailings--impounding them or filtering them so they are dry enough to be conveyed to the refuse dump--are sometimes either impractical because of space limitations or costly because of low filter capacity. Most of the refuse samples tested were of similar mineralogical composition and exhibited similar water retention capability. The amount of crushed refuse required to adsorb the water in a particular tailing was influenced greatly by the fineness of the solids in the tailing and hence the percentage of solids to which it could be thickened. The ratio of crushed refuse to tailing solids required to provide a mixture dry enough to be carried on an inclined conveyor belt varied from 2.4 to 6.4. Several chemical agents that were tested were very effective in turning the free water in tailings into a stable gel. Fly ash also was very effective in adsorbing water.

"A new record in fuel efficiency at petroleum refineries was achieved in 1935, when an average of only 615,000 B. t. u. was needed to refine a barrel of crude oil, compared with an average of 638,000 B. t. u. in 1934 and 829,000 B. t. u. In 1925. (See fig. 1.)Refiners have made almost uninterrupted progress in firing efficiency during the last decade although much of this gain was brought about by improved technique and greater use of heat exchangers and pipe stills, the determining factor was the trend in crude runs to stills. Most plants can increase their crude throughput materially with but small increase in fuel consumption. Consequently, in years in which crude runs have increased substantially, average requirements have declined; but in years in which crude runs have decreased, the average has tended upward. This conclusion is confirmed by figure 1, which shows that there has been but one minor exception to this rule in the last 10 years.Technical progress in fuel efficiency may be illustrated by comparing crude runs and total B. t, u. consumed. Between 1925 and 1935 crude runs to stills increased 31 percent, but the total quantity of heat required did not increase; in fact, it declined slightly.The trend of modern still construction is from shell stills, in which a large body of oil is heated, to tube stills, in which the heat comes into much closer contact with the oil. In 1935 the total capacity of operating pipe stills increased about 4 percent; this increase, though small, probably was related to the gain in average efficiency.The Increased use of heat exchangers and their role as fuel savers have been discussed in previous reports of this series. It is sufficient to say that refiners with insufficient exchange capacity added as much in 1935 as their budgets would permit."

"The prevalence of accidents in the coal-mining industry has prompted a study of the workmen's compensation laws of the various States and the statistics of accident costs, for the purpose of explaining to operators how the compensation laws are regulated and to show the cost of accidents.The subject of compensation laws and accident costs is by no means new, but the prevalence of coal-mine accidents would indicate that the mine operator in general is not thoroughly conversant with their importance. Unquestionably, compensation laws are a large factor in promoting accident prevention, and it is believed that a greater measure of success would be accomplished in preventing accidents if all mine operators were fully aware of their important bearing on the cost of production.Many operators seem to be indifferent to accident occurrence; possibly they do not real¬ize the seriousness of the accident hazards that exist in their mines, even after the hazards are brought to their attention. There is no question that material financial advantages are to be gained by the prevention of accidents and it would appear that when these advantages are thoroughly understood, operators would be anxious to eliminate, insofar as is feasible, conditions likely to cause accidents.The unsettled state of the mineral industry and the irregular operation of mines during the past several years has probably been an important factor in influencing the apparently indifferent attitude of the operator. The chaotic conditions in the mining industry and especially in coal mining are unquestionably a factor that tends to increase accidents, just as mine idleness increases roof hazards and results in deterioration in mechanical, electrical, and haulage equipment, and promotes disorganization of the personnel. During such times greater efforts should be exerted toward the prevention of accidents because of these increased hazards and of the financial advantages brought about by the various savings to be effected when mine accidents are held to a minimum.This report on accidents in the coal mines of Pennsylvania was made possible largely through the cooperation of William J.
