This paper reviews research from the U.S. mining community to define issues relevant to an evolving national and international workforce and to relate them to the emergency response population. The authors further explore and relate the key problem of an aging workforce to the resultant changes and emerging physical and psychological needs of emergency workers. Finally, the authors cite examples from the mine emergency response community and mine rescue experiences to suggest practical recommendations that include both organizational and individual formats, with an emphasis on new approaches to training this changing workforce.

A series of mine design accidents in the late 1980s resulted in a major research program at the University of New South Wales, Australia, aimed at developing pillar and mine design guidelines. A database of both failed and unfailed Australian underground coal mine pillar case studies was compiled. A procedure was developed to enable the effective width of rectangular pillars to be taken into account. The database was analyzed statistically using the maximum likelihood method, both independently and as a combined data set with the more extensive South African database. Probabilities of failure were correlated to factors of safety. It was found that there was less than a 4% variance in pillar design extraction ratios resulting from each of these approaches. There is a remarkable consistency between the design formulas developed from back-analysis of the two separate national pillar databases containing many different coal seams and geological environments.

The Bureau of Mines is collecting and analyzing representative samples of crude petroleum from all the producing fields in the United States , and the results are being published in a series of reports that are preliminary to the issue of a bulletin covering the entire survey . The bureau has recently completed a survey of crude oils from the Kansas district . In all 27 samples were collected and analyzed , under the direction of A. W. Ambrose , chief petroleum technologist of the Bureau. Valuable assistance was received through the cooperation of oil companies operating in the State , especially the Prairie Pipe Line Co. , and the Empire Pipe Line Co. The present report issued as Serial 2322 , on the Kansas crudes , forms the fifth of the series . Of the four previous papers , the first ( No. 2202 ) deals with crudes from the Eastern fields of the United States , the second ( No. 2235 ) with crudes from the Rocky Mountain district , the third ( No. 2290) gives additional data , cn viscosities and pour tests , for the crudes from these two fields , and the fourth ( No. 2293 ) covers the fields of northern Texas , northern Louisiana , and Arkansas . The details of the methods of collecting samples , making laboratory tests and interpreting results , have been discussed in these earlier reports . It has also been pointed out that the only adequate method of interpreting analyses of crude oils is to compare the individual reports with the analysis of some crude oil that is familiar to the operator . For this reason , no comprehensive discussion of the results of the Kansas survey is attempted, although some general statements may be made .

We have gathered here in Pittsburgh, at the Nineteenth Annual Safety Congress, in order to advance the cause of safety. Although my personal inter- est in this movement alone would have been sufficient to insure my presence here, specific duties have brought me to this congress in an official capacity. My responsibilities as the head of the United States Bureau of Mines, which makes the promotion of safety in the mining and allied industries one of its major activities, necessitate my attendance. My obligations as president of the Joseph A. Holmes Safety Association, an organization closely allied to the bureau and which has for one of its objects the public recognition and reward of outstanding achievements in safety, require that I be present at this time. This morning, my job is to present the Holmes safety certificate to the Lehigh Portland Cement Co. First I will remind you of the nature of this safety association, named in honor of the first director of the Bureau of Mines. After Mr. Holmes' death, in 1915, a number of influential organizations banded together to commemorate the name of this leader in the conservation of human life. In order that you may appreciate the significance of an award by the Joseph A. Holmes Safety Association, I shall read you the list of 24 national organizations which comprise its membership:

To reduce front-end loader (FEL) collision accidents by detecting obstacles in the rear blind area. The Problem Federal regulations require an audible backup alarm to activate when an FEL is backing. Since the device is constantly being activated, the warning soon becomes a normal part of the mine environment and is less effective as a warning device. Also, when several machines are working together, it is difficult to detect by ear alone just which machine is backing. Approach The Bureau defined the location for hazard detection to include an area extending 15 to 20 ft behind the rear bumper of an FEL. Then, existing surveillance and detection technology was assembled, ruggedness, and applied to the FEL's rear blind area to form a new discriminating backup alarm system employing either infrared light, ultrasonics or radar

A whole mine, computer-controlled communication and monitoring system for both normal and emergency use is installed and operating in the U.S. Steel Robena Mine complex near Uniontown, Pa. Portions of the system, including the coaxial cable and the key underground and surf ace phones, have been operating for over a year and a half. During this time the basic concept has been modified and new line amplifiers with directional switches have been developed to eliminate some problems in implementing the loopback feature. The quality of the audio and the availability of the system have been outstanding. Since early summer almost all subsystems have been completed. The experience with the telephone system itself, the pocket-pager call alert, section wireless radio, hoistphone, television, environmental monitoring, control and monitoring of equipment, voicedownlink/code uplink post disaster communications, post disaster through-the-earth monitoring, and the system center failure diagnostic routines are reviewed.

Determine safe practices for surface mine blasting near pressurized gas, oil, and water transmission pipelines. Background Surface mine blasters regularly have to address the issue of how blasting affects transmission pipelines that run near and sometimes through their permit areas. Regulatory approaches to blasting have ranged from no regulation at all to strict limits intended to prevent cosmetic cracks in plaster interior walls of homes, but they have not directly addressed the impact of blasting on nearby pipelines. Concerned with both productivity and safety, the mining industry and its regulators have requested guidance on safe practices for mining near pipelines. The Pipeline Research Group of the American Gas Association has sponsored studies of the effects of small close-in blasts because of vibration concerns related to the installation of new pipes into existing pipeline right-of-ways. By contrast, the recent study in which the U.S. Bureau of Mines (USBM) took part is the first addressing large-scale mining blasts.

A statistical analysis of silver assay data from rotary-drill-hole cut-tings and diamond-drill-hole cores from the Round Mountain prospect, Custer County, Colo., demonstrates several useful methods for estimating grades and tonnages of ore from the drilling of wide-spaced holes in disseminated deposits of precious metals. A new method of are appraisal is introduced which estimates grade and tonnage of are by calculating convex hulls (smallest convex polygons) for sample points with assay values above specified cutoff grades. Analyses of variance compare the consistency of data from rotary-and diamond-drill holes, from rotary-drill holes sampled at 2-and 4-foot intervals, from two methods of sample preparation, and from atomic-absorption and fire assaying. Evidently, data from the two types of drill holes, from holes sampled at the two intervals, and from different methods of preparation are in agreement. Atomic-absorption silver values are consistently lower than fire-assay silver values.

"The Generic Mineral Technology Center for Respirable Dust (GTCRD) was created at The Pennsylvania State University and West Virginia University by a congressional initiative in 1983 responding to recommendations in the 1980 National Academy of Sciences study on the Measurement and Control of Dust in Mines. Many of these recommendations dealt with the need to initiate focused fundamental research for further professional progress in dust control. Long-term, sustained support was emphasized to develop expertise in respirable dust research. In creating this Center, Penn State and West Virginia University were specifically recognized for their expertise in and facilities for research on coal mining and medicine. Today, the Center includes the Massachusetts Institute of Technology, the University of Minnesota, and the Michigan Technology University. The Respirable Dust Center is the only organization that coordinates and integrates the medical, scientific, and engineering aspects of respirable dust disease. The Center works with the U.S. Bureau of Mines (USBM), Mine Safety and Health Administration (MSHA), the National Institute for Occupational Safety and Health (NIOSH), the United Mine Workers of America (UMWA), and the U.S. coal industry in defining the research priorities for the programs of the Center to enhance research synergism.The Center's mission is to enhance the health, safety and productivity of miners by advancing the fundamental understanding of all aspects of respirable dust associated with mining and milling and the interaction of dust and lungs to reduce the incidence and severity of respirable dust disease.All Dust Center activities are focused to be responsive to this mission, which is shared by the several federal agencies closely associated with the GTCRD. While significant progress has made mine atmospheres cleaner and healthier, respirable dust-related disease remains the nation's most pernicious industrial hazard.The goals of the GTCRD were formulated with recognition of the diverse scientific, engineering, and medical aspects of respirable dust, in addition to a need to enhance researcher interaction, as well as education and technology transfer efforts, in the respirable dust area. These goals reflect the needs of the mining industry as determined by the National Academy of Sciences Committee on Measurement and Control of Respirable Dust study done in 1980. The report of this committee encouraged the Bureau of Mines to redirect its research efforts ""...toward obtaining fundamental understanding of the origin, transport and characteristics of respirable coal mine dust."" The GTCRD's goals, detailed in chapter three of this document, were formulated to mesh with NAS recommendations."

The new MSHA diesel rules have stone mine operators looking hard at pos¬sible upgrades to their ventilation systems. There are existing methods to reduce diesel engine emissions (MSHA, 2001)(Head, 2001b),but many operators will decide that a ventilation upgrade is necessary is well. NIOSH hay several stone mine ventilation projects underway, but in the meantime a good information resource is the work done by the U.S. Bureau of Mines in the 70's and 80's on ventilation for oil shale mines. The Bureau conducted this research because oil shale mines were projected to be gassy and would, therefore, require a lot of ventilation air. The focus of this oil shale work was on the use of jet tans for lace area ventilation, and on stoppings that would he low Lost and leak-tight. The work also considered changes in mine design to reduce the number and size of stoppings. The findings are still applica¬ble to stone mines.

Belize remained relatively insulated from the social and political turmoil that affected some of its Central American neighbors. This stability encouraged new foreign investments that assisted the economy, especially in tourism and agriculture. The mineral sector remained limited to construction-oriented materials. The extrapolation of results from reconstructed laboratory soil columns to field conditions is difficult because of the limitations of laboratory experiments. Permeability and elution tests performed in the laboratory differed from the natural state in that the soil was sieved through 1/4 inch screen to remove large stones and roots, its density was controlled by tamping the soil into two-inch I.D. tubes instead of normal weathering, and water and latex were applied with a constant head of liquid. Tube wall effects are important in interpreting data. Conversely, interpretation of field results were confounded by non-homogeneities within the sample tested, a soil profile with gradation of permeability and density with depth, and uncontrolled weather conditions and seasonal changes that affected the results. Nevertheless, both laboratory and field tests showed that a specific latex did perform as a soil sealant. In view of these facts a soil box experiment was designed to overcome some of the disadvantages associated with the small laboratory soil columns and the field experiments. Two wood soil boxes 5 ft x 5 ft x 5 ft were built in the greenhouse at the Uniroyal Research Center. They were lined with plastic PVC sheeting provided with tubes every six inches of depth on one side of each box to measure water removal rates under saturated conditions. Tensiometer gauges were placed at depths of 6, 12, 18, 24, 36 and 48 inches and Bouyoucos blocs and resistance thermometers were positioned at 6, 24 and 48 inch depths. Each box was filled with a uniform sub-soil obtained from Ogdensburg, N. J. The texture of this soil was determined to be a sandy loam by the ASTM Hydrometer method, as shown below: [ ] The boxes were thoroughly wetted by sprinkling to abet settling and allowed to dry by draining to check seepage ports and functioning of tensiometers.

By the USB of X-ray diffraction methods, scientists have learned how the atoms in a diamond crystal are arranged and how the atoms are tied together by chemical bonds. They have found that, even though the bonds between all atoms of the diamond have equal strength, they are so distributed that there are more bonds in certain layers or directions through the crystals than in others. The unequal distribution of the bonds in certain directions creates planes, within the diamond, of unequal strength and resistance to abrasion. The location and disposition of the directions that are relatively harder than the others were determined by Slawson and Kohn 3/ in 1950. By plotting these directions on stereographic projections they delineated the hard regions on the surface of the diamond, but only those trained in the methods of crystallography can readily interpret their diagrams. The principal purpose of this report is to present information that will help individuals without previous training in crystallography to learn to recognize the special features of the surfaces of diamond crystals that are definite guides to the location of the various hard directions of the stones. A crystallographer trained in using various precise laboratory instruments might consider such rudimentary criteria as rather unscientific, but these simple characteristics of diamond crystals are practical clues which anyone equipped with a magnifying lens can find and recognize. The use of the special faces, points, edges, and growth lines as a gui.de in orienting a diamond will allow it to be placed in a position reasonably close to the optimum. Preliminary results of experimental work conducted by the Bureau of Mines indicate that this is all that is necessary in setting diamond-bit crowns. This experimental work demonstrated that setting bits with the hard vectors of the diamond as cutting points greatly reduces the diamond loss and increases the efficiency of the bit.

Mining companies are usually held responsible for accidents occurring to the public around their operations . Safeguards are provided by progressive mining companies to prevent the public from getting into danger from wandering unattended about the properties . At abandoned operations , where little or no supervision can be maintained , persons are often injured through the negligence of the operator in leaving the property in unsafe condition . After a mine is abandoned or a lease is given up by a mining company , the responsibility for the safety of the property rests sometimes with the State to which the property ownership reverts or with the owner of the land ; either is usually quite unwilling to spend any money to remedy unsafe conditions due to the carelessness of the mining company . The land owner or the State , or both , should see that the work of leaving safe conditions behind is done by the operator before he abandons the mine or gives up the lease . Some of the worst hazards to the public at abandoned mines are from old test pits , abandoned shafts or tunnels , open pits , caved ground , and bodies of water in abandoned open pits . Hazards exist from some of these sources during the active operation of a mining property as well . In the early stages of mining operations test shafts are often sunk from 50 to 100 feet deep through the more or less loose material overlying bed rock . When these shafts are left unprotected , they are a serious danger for many years to come . In the course of time they become largely concealed by brush and grass , and thus are a deadfall to anyone who might happen to step into them . This condition will hold true for any part of the country, but to a much less degree where it is not necessary to sink through a great amount of cover . Many progressive operating companies have adopted the practice of filling in test pits after securing the information desired . Some nonresident landowners and exploration companies , however , have left such pits open , and it is extremely difficult for the mine inspector to get into communication with the owner . The Bureau of Mines has used colloidal solutions of magnetite in a magnetic field to segregate nonmagnetic materials such as nonferrous scrap metals and to concentrate precious minerals. Conventional magnetic separation relies on the inherent magnetic susceptibility of the material to be separated and may be designated as magnetic separation of the first kind the medium of separation rather than the separated particles are made magnetizable, a new system of gravity separation results. In this new magnetic separation of the second kind, a magnetic fluid rather than air or water acts as the separation medium. The same force that attracts magnetic objects in separations of the first kind also attracts the entire separation medium in separations of the second kind, thereby creating a reactionary force of equal magnitude in the opposite direction. This force, sometimes called the levitation force, can be made to segregate nonmagnetic particles in a flowing stream according to their specific gravity. The technique has been applied to segregate nonferrous metals from automobile and appliance shredders and mixed scraps. The system has also been used to upgrade diamondiferous jig concentrates from certain river gravels in order to facilitate the sorting and recovery of their diamond content.

In its investigation of deposits of strategic minerals, the Bureau of Mines lid some development drilling at the Milan deposit in an endeavor to find an additional source of supply of copper. The deposit, which is in Coos County, northern New Hampshire, is about 8 miles northwest of Berlin. It was discovered in the seventies and was worked steadily until 1886, yielding a monthly production of 2,600 tons of ore. Lessees opened the mine again in 1695 and mined 1,500 tons. The Milan Mining & Milling Co. acquired the property in 1907 and made regular shipments of ore and concentrates until 1910. From 1911 until 1938, the tract was held by a local resident for timber land, Ventures, Limited, a mining concern with headquarters at 25 King Street, West, Toronto, Canada, acquired the property in 1938. No production has been recorded since 1910. To cut the vein below the old mine workings and to search for extensions to the northeast and southwest, the Bureau of Mines diamond-drilled eight holes for an aggregate of 3,596.2 feet.

Cylindrical plastic scintillators were investigated for efficiency in detecting neutron-induced prompt gamma rays. Scintillator performance was compared on the basis of half-resolution and peak-to-trough ratios for gamma spectra obtained from Co-60 (1.17 and 1.33 MeV), Th-228 (2.62 MeV), and PuBe (4.43 MeV). Various sizes of Pilot Chemical scintillators (types B, F, M, and Y) were tested. The best half-resolution, 7.7 percent for PuBe, was achieved with a 5-by 5-inch Pilot Y?scintillator and dual photomultipliers. Comparison with sodium iodide (NaI) scintillators and the use of plastic scintillators for on-stream analysis of sulfur in coal is discussed. Plastics were found to be unsuitable for on-stream analysis of materials having complex prompt gamma ray spectra; however, they could conceivably be used for those yielding Simpler spectra.

This report describes the results of a Bureau of Mines investigation in which an elastic inclusion, orebody, or mining system is replaced for purposes of analysis with an imaginary effective inclusion of rectangular shape that encloses the region. This effective inclusion has averaged physical properties that are directly related to the average inclusion stresses. The results were in excellent agreement with those predicted by Donnell's theory (2)2 for an isotropic elliptical inclusion in a state of plane strain for all height-to-width ratios and for all degrees of inclusion hardness from very soft to very hard. The results are exact for an isotropic circular inclusion and provide an easy method of evaluating the stresses obtained by cylindrical inclusions in boreholes when the Poisson's ratio for both host and inclusion equals 0.25 for plane strain or 0.333 for plane stress. The theory was also used to predict the average stresses in 48 finite-element models of single transversely isotropic inclusions of ovaloid and rectangular shape. An interesting and useful observation from this work was that the forces on elliptical inclusions in the x and y directions, produced by applied uniaxial stresses in the y and x directions, respectively, were equal in magnitude but opposite in sign when the applied stresses were equal. This occurred when the plane strain condition was used with a Poisson's ratio of 0.25. The practical usefulness of the method is given by treating a variety of mining problems: (1) The average stresses in an orebody of irregular shape; (2) the average stresses in single-level room-and-pillar mining systems; (3) the average stresses in multiple-level room-and-pillar mining systems; (4) the effect of mining sequence on the average stresses produced during mining; (5) the stresses in cylindrical borehole plug related to host rock stresses as a function of plug hardness; and (6) methods for simplifying finite-element analysis of complex structures.

An evaluation is made of a lime-soda sinter process for extracting alumina from anorthosite. In this process, alumina is extracted by sintering anorthosite with soda ash and limestone, and then leaching the sinter with a dilute sodium carbonate solution. The sodium aluminate solution formed during leaching is separated from the residue and treated with lime in autoclaves to remove dissolved silica before alumina trihydrate is precipitated with carbon dioxide. The trihydrate is then calcined to a-alumina. Two options, dry grinding and wet grinding, are used in the sintering step. For plants producing 1,000 tons of alumina per day for the dry grinding and wet grinding options respectively, the estimated operating costs are $75.40 and $74.36 per ton of alumina when charging $2.50 per ton for anorthosite and $1.00 per ton for limestone. The fixed capital costs based on a Marshall and Stevens chemical equipment index of 240.0 are $76 million and $70 million respectively. This process, when treating anorthosite, using either option, is not competitive under current economic conditions with the Bayer process treating bauxite to produce alumina.
