All pipelines used to transport liquid fuels over coal mines are potentially hazardous; however, this publication deals only with dangers in transporting gasoline. Since transporting gasoline by this method is an established practice, the hazards connected therewith should he recognized by coal-mine operators and pipeline companies so that every known precaution may be used to reduce and keep the hazards to a minimum. The purpose of this paper is to direct the attention of coal-mine operators and employees, pipeline-company officials, and other interested persons to the explosion and fire hazards that arise from seepage of gasoline into underground mines. A hazard is not only presented in an individual mine when gasoline enters underground workings; but, in cases where mines are interconnected, a hazard exists in mach such mine.

The Bureau of Mines has developed probes to be used in emergency mine rescue operations by being lowered through a borehole drilled into an underground mine. Various probes can provide two-way voice communication with trapped miners, continuous mine atmosphere monitoring, temperature indication, and television searching capability. At present, an infrared imaging probe is being developed for "seeing" through coal smoke.

Improved practice resulting from recent changes in the method of supplying compressed air and in pneumatic drilling equipment used in secondary drilling and in development work at the Morenci mine of the Phelps Dodge Corp., has resulted in improved safety conditions, as well as in a reduced cost per foot of drilling. A large stationary compressor installed outside the mining area and the compressed-air pipelines in the mine were replaced by portable compressor units. A self-propelled, self-contained drilling unit was obtained for drilling large footages where short moves were involved. Large wagon-drill units were replaced by faster and lighter drill machines and conventional bits by carbide insert bits. The safe practices employed in air drilling and in the related blasting and scaling operations have contributed to an excellent safety record at this mine. The complete sets of instructions listed in the company codes of safe practice aid materially in training employees.

A recent report evaluating silica exposure levels in the metal/nonmetal mining industry noted that bag packaging and loading are some of the occupations at the greatest risk. In addition to dust problems, the bag-stacking process is labor intensive, making lost-time injuries common due to back fatigue and strains. During the bag-stacking process, a significant amount of dust can be generated, mainly from product on the outside of the bags and from dust escaping the bag valve upon impact of the bag on the pallet. In an effort to address dust-exposure and back-fatigue issues, Malvern Minerals Co., Hot Springs, Ark., made two major improvements to its ground silica stacking facility. First, the company purchased a semi-automated bag palletizing system (Figure 1). With this system, the bag stacker does not lift the bags, but slides them across a metal table. Small jets of air exit through perforations in the table top (similar to an air hockey game), allowing workers to more easily slide each bag into the proper position. After each layer of bags is completed, the table slides open, and the entire layer of bags is loaded onto an underlying pallet. The table then closes, readying it for another layer of bags. After the entire pallet is loaded, the unit delivers the pallet to a shrink wrap and forklift pick-up area. In addition to this semi-automated palletizing unit, Malvern Minerals purchased an Overhead Air Supply Island System (OASIS) to lower the bag stacker's dust exposure. The OASIS takes outside air, directs it through MEASURING RESPIRABLE DUST The bag stacker's respirable dust exposure was monitored using a RAM-1 instantaneous dust monitor to evaluate the impact of the various changes on the palletizing process and dust-control equipment. The bag stacker wore a vest that held the 10-mm Dorr-Oliver cyclone, which classifies the respirable portion of dust. Flexible tygon tubing was used to connect the cyclone to the RAM-1 dust unit, allowing the bag stacker to perform the palletizing process with minimal interference. The RAM-1 measures respirable dust concentrations by light scattering with a sensing chamber. This device closely simulates gravimetric measurements when calibrated for a specific dust. This instrument is ideal for comparative evaluations, as was the case in this study. Since the RAM-1 is not an MSHA-approved instru¬ment for dust compliance sampling, the dust concen¬trations listed in this article should be used as a com¬parative value of respirable dust concentration and not to determine actual dust concentrations from a com¬pliance standpoint.

The Bureau of Mines investigated alloys containing mischmetal (MM), cobalt, copper, magnesium, and iron for use in permanent magnets in place of the scarce samarium-cobalt alloys. The magnetic properties of MM-Co, MM-Co-Cu, MM-Co-Cu-Mg, and MM-Co-Cu-Fe-Mg alloys were evaluated. Magnets were fabricated by powder metallurgy consisting of arc-melting the metals, crushing and grinding the resultant alloys, alining and compacting the powder, and sintering the compacts. Magnetic values of MHc = 4.7 kOe, BHc = 4.07 kOe, Br = 6.81 kG, and (BH)max = 10.0 MGOe were obtained with a MM-Co alloy containing 36±0.5 wt-pct MM. By substituting copper and magnesium for part of the cobalt, the values for MHc and BHc were increased to 29.0 kOe and 5.89 kOe, respectively. This intrinsic coercivity value exceeded that of Sm-Co alloy obtained in our laboratory. The addition of iron to MM-Co-Cu-Mg alloys resulted in an increase of Br to 6.90 kG and (BH)max to 10.3 MGOe. Copper and magnesium contents of these alloys were optimized to obtain maximum values of MHc.

The U.S. Bureau of Mines investigated the use of unsupported liquid emulsion membranes (LEM's) for the extraction of copper from relatively dilute aqueous solutions (=0.3 and 2.5 g/L Cu), The performance characteristics of the three main unit operations of an LEM circuit (emulsion generation, metal extraction, and emulsion breaking) were assessed in laboratory-scale batch tests. In single-stage extraction tests using 2.5-g/L Cu feed solution, emulsion membranes extracted up to 94 pct of the copper from solutions without pH adjustment and 99.7 pct when the pH was maintained at about 2.5. Simulated two-stage crosscurrent and countercurrent circuits extracted all but 3 and 4 ppm of the original copper content, respectively. Extraction data from solutions containing mixtures of metals indicated a strong preference for Cu2+ extraction when oxime-type extractants were used in the LEM; however, some coextraction of Fe 3+ and Zn2+ was experienced. An electrostatic coalescer was used to break the copper-loaded emulsions for separation of the component phases. Up to 96 pct of the contained stripping solution (internal solution) containing the extracted copper was separated from the organic phase of the emulsion membrane. The recovered organic phase was recycled without apparent problems.

Many different types of structures and materials have been used to build mineral processing facilities over the past few decades. Although the structure type and building material were not viewed as significant factors affecting the health of employees in these facilities when they were built, the National Institute for Occupational Safety and Health performed an evaluation to determine to what extent building types could impact respirable dust and noise levels. This report discusses the evaluation of three different types of product sizing silica sand structures: a masonry design, a steel-sided design, and an open structure design. The data obtained in this study indicate that the open structure design (no walls) was superior from both a dust and noise (health) standpoint compared to the other two structures. The open structure design should also be beneficial from a cost standpoint because of lower material and construction costs. Companies and design engineers should consider this open design when building new mineral processing facilities in climates where it could be applicable. Some companies may also want to consider modifying existing structures with a more open design to further reduce dust and noise levels. As the trend continues in lowering allowable dust levels for federal health standards in the U.S. mining industry, the open structure design may be an approach for some companies to consider for their operations.

The purpose of this study was to determine if miners were at risk from exposures to chemicals used in the mining industry and determine the nature and sources of the illnesses and injuries. The U.S. Mine Safety and Health Administration?s (MSHA) employment and accident, injury and illness database was reviewed. There were 2,705 cases of chemical-related injuries and illnesses reported from 1999 through 2006, involving 66 different chemicals. The main source (cause) of chemical-related cases was acids/alkalis (about 39%). The primary nature (effect) of chemical-related cases was chemical burns (about 57%). The job classification where workers incurred the most chemical-related injuries and illnesses was cleaning plant operator/media operator/boney preparation plant operator/crusher worker (cleaning plant operators are responsible for maintenance of plants, media operators are responsible for handling reagents, boney preparation plant operators oversee removal of ?bone? from coal, and crusher workers use large crushers to break mined material). From 1999 through 2006, the rate of ?nonfatal days lost? and ?no days lost? (resulting from injuries) did not change significantly; however, the rate of illnesses decreased significantly. Chemical burns accounted for a large number of injuries; mining companies should carefully examine their personal protective equipment (PPE) requirements, training methods and safety culture to ensure that their workers are protected.

The U.S. Bureau of Mines, through an Interagency Agreement with the U.S. Army Tank-Automotive Command (TACOM), has successfully developed a steel expendable pattern casting process (EPC) for the manufacture of armorplate. The new armor is lighter and more ballistically effective than conventional rolled homogeneous armor (RHA), and costs less. An applique armor spinoff from the program was field-tested during the Gulf War. The applique armor withstood direct impacts from enemy munitions without failure.

The Bureau of Mines performed laboratory research into the effects of a barium-based fuel additive (the "postflame" type) on diesel particulate matter (DPM) emissions. The 5.6-L, six-cylinder test engine is typical of types certifiable for use in underground mines. Test parameters consisted of additive concentration and engine loads, speed, and air intake restriction. DPM emissions, including condensed volatiles, were measured gravimetrically. Also measured were gaseous emissions including carbon monoxide, nitrogen oxides, and hydrocarbons. The fuel additive was effective, reducing DPM up to 75 pct, when used at a concentration of 0.09 wt pct (one-fourth of the concentration recommended by the manufacturer). The additive was most effective at the highest fuel-air ratios, reducing DPM from 400 mg/m3 for untreated fuel to 120 mg/m3. At light loads, 25 pct of full rated, no DPM reductions were measured. Based on these results, the additive is recommended for use in diesel fuel, at a concentration of 0.09 wt pct, to power underground mining equipment as long as certain conditions are met: that a beneficial DPM reduction is verified, that the minimum required quantity of additive is used, and that potential adverse effects such as increased nitrogen oxides are checked.

Laboratory tests were conducted with a closed, recycling system to evaluate the effectiveness of solid-in-gas suspensions as heat transport mediums. Micronized graphite in helium or nitrogen was circulated by a centrifugal compressor to determine the feasibility of the method and heat transfer capabilities of the mediums. Suspensions were circulated without plugging or eroding the compressor or piping. At low flowrates and light (0.1 to 0.2 volume-percent) graphite loadings, slightly less power was required to transport a given amount of heat with suspensions than with helium alone. Graphite deposition on the heat exchange surfaces of the cooler decreased the heat transfer effectiveness at higher solids concentration. Efforts to eliminate deposition are described.

Problem: The National Institute for Occupational Safety and Health's [NIOSH] National Occupational Research Agenda (DHHS Publication No. 96 115) reports that approximately 50% of miners will experience hearing loss by age 50, compared to only 9% of the general population. The present investigation examines three antecedents believed to be associated with miner's use of hearing protection. Method: A posttest delayed posttest control group field research design was employed to assess antecedents toward wearing hearing protection. Results: Following the initial posttest, miners' attitudes and subjective norms were antecedents to intentions to wear hearing protection devices. Also, intentions toward wearing hearing protection predicted hearing protection behaviors. Approximately six weeks later, miners' attitudes and perceived behavioral control were each significant predictors of intentions to wear hearing protection and again, intentions were positively associated with hearing protection behaviors. Impact on Industry: Our results indicate that appeals to normative influences may be the most effective antecedent to employ when persuading coal miners to wear hearing protection. However, messages designed to impact attitudes and perceived behavioral control were also effective.

"An active list of permissible explosives was published in September 1935 as part of United States Bureau of Mines Report of Investigations 32S6, under the title ""Active List of Permissible Explosives and. Blasting Devices Approved. Prior to July 31, 1935."" This list included 154 brand names,Changes in the list that have been authorized subsequently placed 24 addi¬tional brands of permissible explosives on the active permissible list as a re¬sult of tests, changes in brand names, or transfer from the inactive list. "There is considerable evidence that all mine dusts do not present the same health hazard. Rank of coal and composition, especially silica content of the mine dust, shape, and surface charge are risk factors that affect the incidence and severity of CWP. Current efforts of Center researchers involve characterization of:•,size/shape/composition•,surface and functional groups•,particle interactions.Work is underway to prepare and characterize respirable coal dust samples, and to develop and evaluate techniques and procedures for the characterization of respirable dust. A suite of standard samples including anthracite, medium volatile and high volatile bituminous coals, quartz, clay, and rock dust have been prepared and thoroughly characterized with respect to the distributions of particle size and compositions. A comparison of the morphology of the standard dust particles with similar particles collected in an underground coal mine is given in Figure 43. Samples of these characterized (Standard) dusts have been distributed among various research groups associated with the Center.The aerodynamic diameter of a particle is a particularly important characteristic since this parameter determines the point of deposition in the human respiratory tract. A 3-dimensional numerical model for theoretically determining the equivalent aerodynamic diameter of irregular shaped particles has been developed and used to analyze coal dust particles and a particle shadowing technique has been developed for .experimental 3-dimensional shape analysis (Figure 44). In the theoretical technique, the equivalent aerodynamic diameter of the particle is numerically determined from computation of the fluid drag on the particle. This allows the aerodynamic diameter of any regular or irregular shaped particle to be determined as a function of the particle's orientation or as an average over all particle orientations. The technique is quite accurate in that the aerodynamic diameter of several coal dust particles have been numerically determined to be within 5% of experimentally measured values."

This Information Circular from the National Institute for Occupational Safety and Health (NIOSH) documents and supplements the information presented in a series of workshops held during 2002 and 2003. The primary intended audience consists of all who are involved in developing and conducting miners' training. According to the Mine Safety and Health Administration (MSHA), mine operators reported 240,000 full-time equivalent workers and independent contractors reported 42,000 full-time equivalent workers working on mine property during the year 2000. Unfortunately, these workers have a relatively high risk of suffering serious work-related injuries and illnesses. The mining industry has the highest rate of occupational fatalities among all U.S. industries. The fatality rate is 30 deaths per 100,000 workers compared to 4.6 for all private industry (Morbidity and Mortality Week Report, 2001; NIOSH, 2002). Compared to workers in other industries, miners also have a relatively high rate of nonfatal lost-time injuries, and their injuries tend to be more severe (Bureau of Labor Statistics, 1999). Many miners are also exposed to significant health hazards, including coal and silica dust, diesel exhaust, and noise. More than 1000 U.S. miners die of lung disease each year (NIOSH, 1999). Mine safety and health professionals have long recognized training as a critical element of an effective safety and health program. Federal regulations (30 CFR, Parts 46 and 48) require mine operators to provide initial safety and health training to all new miners, as well as a minimum of 8 hours of refresher training each year. The time and money being spent to train U.S. miners is substantial, and so there is a strong and steady demand for new and better mine training materials and methods. A growing concern among mine safety professionals regards the training of new workers. A major change in the mining workforce is anticipated within the next decade. In major segments of mining, especially coal, relatively few workers have been hired since the 1970's. Thus, as an entire cohort of miners in the current workforce nears retirement, the replacement of these employees will require an influx of new workers. New miners may be young people who lack the ability to recognize and respond to mining hazards in an appropriate manner. They may also have had different educational experiences than their older counterparts. Many safety professionals believe that these two cohorts require different approaches to training. The papers in this report should help prepare mine trainers for the changes about to occur in the workforce and acquaint them with strategies they can use to enhance the effectiveness of their training. The first three papers present basic principles for teaching adults. The five remaining papers are intended to illustrate how these principles can be applied to the development and imple¬mentation of effective training for miners. Below is an overview of these papers. 1. Kowalski and Vaught review the process and principles of adult learning. The learning model they present includes a discussion of goals, content, delivery, assessment, and remediation. Adults are viewed as active learners, experienced-based, expert in their own right in specific areas, independent, real-life centered, task-centered, problem-centered, solution-driven, skill-seeking, self-directing, and internally and externally motivated. Basic aspects of curriculum development are briefly reviewed. For further information about adult learning, see Camm and Cullen's paper. 2. Mallett and Reinke's first paper discusses issues related to training new miners who have recently or will soon be entering the mining workforce. These new generations of miners have different learning style preferences and training needs than Baby Boomers and other older miners. Even trainers who have been highly effective in the past should reassess their training styles and their classroom materials to determine if they are prepared to meet the needs of these young new workers. This paper provides information that will help mine trainers communicate across the generation gap. 3. Mallett and Reinke's second paper provide an overview of training evaluation. Trainers and decision-makers are given a framework for planning and assessing training evaluation strategies. The authors present Kirkpatrick's (2001) model of evaluation categories and discuss how to start an evaluation plan and various ways to collect data. They do not provide detailed instruction in evaluation methodologies, but give trainers a review of the things they need to consider when developing an evaluation plan. A good evaluation plan can inform revisions to a training course, assess trainee learning, and/or answer managers' questions about program effectiveness. 4. Brnich, Derick, Mallett, and Vaught discuss a technique for incorporating worker participation into fire prevention and safe equipment operation training. This technique involves development of short (5 to 7 minutes) videotapes coupled with toolbox talks that ground the content of the videos within the context of a miner's workplace. An example of one of these training modules is presented, along with the results of an evaluation performed on its effectiveness at improving miners' understanding of what types of information they should be sure to communicate during a mine emergency. 5. Wiehagen, Conrad, Friend, and Rethi discuss on-the-job training (OJT) as a method for teaching miners safety and production skills. Much of the training is done by experienced workers. This paper describes how small investments can help improve the effectiveness of on-the-job training. Effective on-the-job training involves some structure and planning in the transfer of responsibility for task performance from the trainer to the novice. Assisting the trainer could involve helping develop up-to-date job analyses and offering strategies for teaching and evaluating job skills. Municipal solid waste (MSW) contains about 8 pct ferrous metallics which are typically recovered by magnetic separators at municipal resource recovery facilities. At present, only about 182,500 ton/yr of MSW magnetics are being processed for remelting out of the -11 MMton/yr discarded. The Sn in MSW magnetics makes this material difficult to recycle to the steel industry. An electrolytic method using stannous fluoborate-fluoboric acid for removing Sn was evaluated. Optimum concentrations of Sn in the electrolyte and the effects of impurities such as Al, Cu, Fe, and Pb on Sn recovery from the electrolyte were evaluated. Operating parameters were 60 to 65 g/L fluoboric acid and 20 to 30 g/L Sn using stainless steel electrodes at a current density of 60 A/ft2. Tests were run with postconsumer scrap4 and MSW magnetics. Good results were obtained with MSW magnetics, after pretreatment by reshredding, magnetic separation, and air classification. The final Sn content of the MSW magnetics scrap was reduced from 0.18 to 0.017 wt pct. Heat and solvent treatments of MSW magnetics to remove coatings did not significantly improve Sn removal beyond that obtained with material that had only been mechanically pretreated.
