In presenting this list of permissible explosives and blasting devices , the Bureau of Mines desires to call attention to pages 16 and 23 , outlining the conditions in use under which , and only under which , the explosive or blasting device is permissible . In view of publications recounting trade practice favoring the use of a blasting device without stemming , particular emphasis is placed upon condition 4 on page lt and condition 2 on page 23 .. An explosive or a blasting device enumerated in the permissible lists of this Bureau is not permissible in use unless it is properly confined with clay or other incombustible stemming .

Over-exposure to noise remains a widespread, serious health hazard in the U.S. mining industry despite 25 years of regulation. Most other categories of illnesses and injuries associated with mining have improved, with the exception of hearing loss. In order to reduce cases of Noise Induced Hearing Loss (NIHL) in the mining industry, retrofit acoustic treatments and controls are being developed to subdue noise at the source. The Mine Safety and Health Administration (MSHA) coal noise sample data collected from 2000 to 2005 has determined that continuous mining machines rank first among all mining equipment whose operators exceed 100% noise dosage. The continuous mining machine conveyor, used to move coal from the cutting face to the rear of the machine, has been identified as a dominant noise source. A dual sprocket conveyor chain was tested as a potential solution. Sound power level measurements conducted at the Pittsburgh Research Laboratory (PRL) accredited reverberation chamber showed a 3 dB reduction in the A-weighted sound power level when the dual sprocket chain was implemented. Underground results show an 8-hour Time Weighted Average (TWA8 hrs) reduction a 3 dB for continuous mining machine operators. Utilizing this newly developed noise control, along with previously proven controls, provides continuous mining machine operators an opportunity to be within the MSHA-Permissible Exposure Limit (MSHA-PEL).

The U.S. Bureau of Mines developed and tested a teleoperating system to control a new highwall mining system. A remote operator was provided out-of-sight sensory information and control of coal extraction and haulage equipment. Surface and production testing proved that the teleoperating system supplied the operator with sufficient sensory information to operate the mining system. Details on the teleoperating system provided in this report include (1) sensor selection, (2) a description of the electronic control system, (3) equipment selection and modifications, (4) the positive test results, and (5) recommendations for system improvements.

Coal miners, especially roof bolter and continuous miner operators, work in a hazardous underground environment where they are often exposed to poor roof conditions. Nearly 500 rock fall injuries are reported each year, and 99% of them are caused by rocks falling from between the roof bolts. These loose rocks that injure miners are usually just a few inches thick, but on average weigh 280 pounds. NIOSH has found that most rock fall injuries can be prevented by installing roof screen during the bolting cycle. Roof screen is a sheet made of steel wires in a grid pattern. When screen is bolted up against the mine roof, it provides far more coverage than any common surface control used in the mines today. Because more mine roof is covered, there is less chance that a rock will fall and injure a miner. The facts about roof screen are shown in the new NIOSH video entitled “Make It Safer With Roof Screen.” Using extensive underground footage, the 7-minute video shows how well screen keeps loose rock from falling in difficult roof conditions. Techniques for installing screen from both outside-controlled and walk-thru roof bolting machines are shown. The video also provides safe handling tips, best practices, and information about machine technology that can greatly improve material handling. Throughout the video, a coal mine safety manager and a shift foreman talk about the tremendous difference that roof screen has made at their mines. An instructional booklet supplements the video with additional information. It presents compelling data from mines that have practically eliminated rock fall injuries with a roof screening program. Other sections of the booklet discuss in greater detail roof screen installation, tips for manual screen handling, a material handling system for roof screen, and use of the personal bolter screen, which can be easily handled by one person. Screen specification and custom ordering are described, including the sizes of screen, grid sizes, reinforcing (indicator) wires, edge cut options, and screen strength. A list of additional sources of information is also provided. Nearly every mine eventually encounters poor roof. Screen is one of the most powerful control techniques available. This new video will help make mine managers aware of screen, and it can help them in developing a roof screen installation program. It also serves as an information source and teaching tool for safety managers and trainers. The video can easily be integrated into new miner training programs or annual refresher training.

This report covers the character, properties, origin, occurrence, and uses of the traprocks and describes briefly the methods and equipment employed in quarrying and preparing them for market. Production of traprock occupies an important place in industry. In 1960 the output in the form of crushed stone reached nearly 58 million tons valued at $87 million. Traprocks are also shaped into blocks of dimension stone for monuments, building construction and decoration, and specialized products such as surface plates.

IN a Nation-wide appraisal of coking-coal reserves and of the feasibility of expanding them by upgrading marginal coals, it is natural that the Pittsburgh region of Pennsylvania should be considered first. Here, where the American iron and steel industry started, the Pittsburgh coal bed is of paramount importance. The use of coke in iron blast furnaces is said to have begun with the discovery that good blast-furnace fuel could readily be made by a simple method of coking Pittsburgh coal. To the present time, the prosperity of the steel industry has depended largely on utilization of this great coal reserve and the cheap transportation afforded by the Monongahela River system. OBJECT AND SCOPE OF INVESTIGATION The initial project in the study of upgrading marginal coking coals was laid out in this area, which contains large reserves of Pittsburgh coal contiguous to the Monongahela and its navigable tributaries. Much of the Pittsburgh coal remaining here is known to have a high sulfur content. The problem of reducing the sulfur to meet metallurgical requirements already has received much attention, and it is considered to be one of the most difficult technologic problems in the field of coal washing.

In 1928, the Coal Carbonization Section of the Federal Bureau of Mines, in cooperation with the American Gas Association, began a survey of the carbonizing properties of American coals. A standard test method for evaluating the carbonizing properties of coals that met the following conditions was developed: To yield products similar to those obtained in commercial operations. To produce yields sufficient to permit analyses and tests of quality. To be laboratory size. To be convenient to operate. To permit reproducible control of test conditions and results. This test method has become known as the Bureau of Mines-American Gas Association (BM-AGA) test (53),3/ and more coals of greater variety have been tested in this apparatus than in any other of similar scale.

A general description of the activities and results of bauxite investigation by the Bureau of Mines at its bauxite project in Saline and Pulaski Counties, Ark., has been given in Report of Investigations 4251. The factual data obtained during the project are reported in a series of Reports of Investigations, of which this is the seventh. The data are accompanied by maps showing the location of holes drilled and the deposits developed. Each area upon which work was done is reported by half townships. Each bauxite deposit investigated was assigned a name and a number for ready reference and identification, and its location and name are shown on the appropriate half-township map. The description of each half township is followed by a description of each deposit developed in that half township. The 14 half-township maps and 77 detail maps of the bauxite deposits in , this series of reports give the locations and numbers of all the holes drilled on the project, except the deep holes drilled to test the geophysical anomalies. The locations of those holes are shown on figure 13 in volume 1. The descriptions of the deposits developed are followed by complete detailed logs of the drill holes. Many of the widely spaced exploratory holes did not discover bauxite of .1 minable thickness and grade. The pertinent information obtained from the widely spaced exploratory drill holes has been summarized and tabulated, and a table for each half township is given with the discussion covering that area.

The stone resources in certain localities and the kinds of stone available often influence manufacturing companies in their choice of plant location and in possible expansion of their activities. Limestone in particular is an important raw material for many processing industries. In planning highways and public works and placing contracts therefor, the availability of aggregates and road stone is significant. On the other hand, persons who contemplate entering the stone business or opening now quarries need information as to possible competition. To meet the growing need for regional data of this type, the Bureau of Mines has compiled from its records and presents herein the location of stone quarries by States and counties and by kinds of stone. The list covers all stationary and portable commercial quarry operations whose production statistics for 1940 were reported to the Bureau of Mines but does not include undeveloped deposits and noncommercial or Government-operated quarries.

One aspect of a program to improve the chances of survival following coal mine disasters is the development of a communications system which will allow surviving miners to make their circumstances known to rescue teams. At present, it appears that an electromagnetic system may be most practical. The development and design of an effective electromagnetic communications link for signalling between mine workings and the surface requires knowledge of pertinent physical properties of the rocks overlying the mine workings and the characteristics of the ambient noise against which a communications signal must be recognized. Knowledge of the overburden electrical transmission properties is useful not only for determining a practical operating transmitter frequency at a given mine, but also for ensuring the best possible electromagnetic coupling for routine or emergency communication purposes. Field studies of the electrical transmission properties of the overburden of coal mines in Colorado, Illinois, and Pennsylvania generally show that a rela- tively uniform and unimodal electrical conductivity distribution exists provided that the region has not been subject to considerable structural or metamorphic deformation such as that observed in the Gary District of West Virginia. Measurements of ambient surface electromagnetic noise levels at several mines in Colorado, Illinois, and West Virginia were taken and analyzed and are presented in the form of amplitude histogram plots both as a function of frequency and time of day. These amplitude histograms may be used in conjunction with overburden resistivity data in implementing an uplink communications beacon system which will yield a specified signal-to-noise ratio at the surface. Numerous C.W. field transmission tests were made in various coal mining environments with use made of either a buried vertical-axis transmitting loop or a short insulated grounded current line. These transmission tests were made from 20 Hz to 20,000 Hz in frequency and at several geographic surface receiving sites. The results of these field measurements show, in general, good agreement with theoretically calculated results. Since the produced surface magnetic field from a buried vertical-axis loop source or the produced surface horizontal electric field from a buried horizontal current line show better agreement with theoretical results, they could be used for beacon location system. One criterion would be in detecting the equatorial and polar null lines of the horizontal electric field component which is normal to the direction of emplacement of a buried transmitting line current source. A second criterion would be in the surface mapping of the maximum in the vertical magnetic field directly over a vertical-axis loop transmitter and the associated null in the vertical magnetic field at a horizontal offset distance which is about 1.4 times the depth of burial of the transmitter. Finally, a third criterion would lie in the surface mapping of the null in the horizontal magnetic field directly over the vertical-axis beacon and the associated maximum in the horizontal magnetic field at an offset distance from the transmitter axis of half the depth of burial of the loop transmitter. In mapping the vertical magnetic field over a buried vertical-axis loop transmitter, the size effect of the transmitter loop must be taken into account when the separation distances between the transmitter and receiving sensor are less than ten times the effective radius of the source loop; increasing the size of the transmitting source relative to the source-receiver separation distance shifts the null in the vertical magnetic field to greater offsets. In mapping either the vertical or horizontal magnetic field over a buried vertical-axis loop transmitter, care should be exercised in ascertaining that measured nulls and maxima are along radials through the axis of the buried source loop. For the main part, coupling experiments show that ambient electromagnetic noise in coal mining districts is less of a problem above 1000 Hertz. But secondary and perhaps undesirable maxima and null phenomena (as well as penetration problems) would occur in many coal mine provinces in the behavior of the surface horizontal magnetic field (over a buried vertical-axis loop transmitter) if transmission frequencies as high as 10 kHertz were used.

The objective of this investigation by the Bureau of Mines was to determine the response to sulfatization of diverse low-grade manganiferous materials in the iron formation of the Cuyuna district. In line with this objective a bench-scale sulfatizing procedure was developed that was less expensive and more rapid than pilot-plant methods. Samples from the central and south- western parts of the North range were tested. Results of evaluating a total of 46 pelletized samples, originating in areas with an estimated potential resource of 94 million long tons with a manganese content of 7 percent, indicates that approximately 87 percent of the manganese may be recovered as a synthetic manganese ore. This is equivalent to more than 12 million long tons of a metallurgical-grade ore, containing 46 percent manganese. It is anticipated that a premium product, containing over 50 percent manganese, may be obtained by sulfatizing procedures. Literature was searched and cases of alleged water well damage were investigated. Occurrence of ground water in Appalachia is primarily in low yield, fractured, water table aquifers. Four test sites were chosen based on geographic and geologic diversity. Test wells were drilled at each site and base line data on water quality, static water level, and drawdown characteristics were obtained before surface mining commenced. Blast induced ground vibrations were measured at the surface by the wells at levels up to 5.44 inches per second maximum resultant particle velocity. Measurements made at the bottom wells indicated that vibrations were considerably attenuated at depths of 140 to 160 feet. No direct evidence of change in water quality or well performance was produced by blast vibrations, but removal of downslope support by excavation does cause lateral stress relief which permits the water-bearing fractures to become more open. This additional storage capacity causes the static water level to drop and for well-bore permeability to improve. Static water level recovers if sufficient recharge is available and well performance is improved.

In 1984, at the request of the Bureau of Land Management, the Bureau of Mines studied 29,020 acres of the 43,165-acre Terry Badlands Wilderness Study Area (MT-024-684) in order to evaluate its mineral resources. Within this report, these 29,020 acres are referred to as the study area. Located in Custer and Prairie Counties, MT, the study area is about 2 miles northwest of Terry. The study area is underlain by essentially flat-lying units of the Fort Union Formation of Paleocene age with some Quaternary alluvial deposits in stream valleys. No mines or prospects were found in the study area. Bentonitic clays and lignite coal units were examined and sampled; however, no clay resources or coal reserves were identified. Estimates of coal resources will be reported by the U.S. Geological Survey in a joint U.S. Geological Survey-U.S. Bureau of Mines publication. Gravel along the Yellowstone River, a source of agate for private collectors, could also be used as sand and gravel aggregate although material on the south bank of the river is closer to population centers and road systems. Clinker found in the study area could be a source of road metal, but is not well situated in relationship to areas of use. No geothermal resources have been identified although water suitable for direct heat applications may underlie the study area. All the area is leased for oil and gas exploration.

The Bureau of Mines has prepared, as circumstances have dictated, a series of Schedules setting forth the minimum requirements that various types of equipment should meet to be considered safe and satisfactory for use in certain hazardous or unhealthful conditions. These Schedules cover a wide variety of devices ranging from explosives to electrically operated mine locomotives. This paper deals with those Bureau of Mines Schedules under which respiratory protective devices are tested and approved, and its purpose is to explain the function and operation of these Schedules. Provisions have been made for testing and approval of the following types of respiratory protective devices: Self-contained breathing apparatus,2/ supplied-air respirators,3/ gas masks,4/ dispersoid respirators,5/ and chemical cartridge respirators.6 These devices are tested at the Central Experiment Station of the Bureau of Mines in Pittsburgh, Pa. Self-contained breathing apparatus is tested by the Safety Branch, and the other types of respirators are tested by the Health Branch.

Three types of communication systems have become popular in solving communication requirements underground: Loud-speaking pager phones, carrier current phones, and magneto ringing phones. Basically, all three are simply single-channel party line systems. Although these systems are quite reliable, the single channel creates a variety of problems. For example- 1. Since no call is confidential, messages are sometimes purposely made vague, especially if accidents or safety topics are being discussed. 2. A potential user must literally "wait in line" until the channel becomes clear for his use; thus, when foremen have to wait to call in reports or supply requests, this single chan-nel creates a serious productivity bottleneck. 3. In many large mines, there are independent branch lines that must be tied together by a dispatcher, adding further delays to the system. To solve these problems, some mines have installed other phone systems-mostly commercial dial phones in industrial enclosures that offer extra channel capacity and private line features. Others have installed a system that combines both dial- and page-phone features in a single unit. Although these do represent improvements, they do not truly solve the overall problems that face modern mines. Besides extra channels, a communication system should have the following features to enhance productivity and safety: 1. A means of paging a roving miner to alert him that he is wanted on the phone. 2. Wireless-to-wired system interconnects by which a miner can talk on the wired phone system by using a remote portable radio. 3. Remote monitors that alert personnel when there is a toxic or explosive gas buildup. 4. Control interfaces that allow remote control of fans, pumps, or other devices. 5. Transmitters and receivers that can serve as emergency links. 6. Loopback that allows an alternate path of communications if the main path is cut. This chapter focuses on equipment and methods to meet the special communication needs of individuals in various places of the underground mine. The communication requirements can be broken down into four categories: 1. The mine entrance (shaft communication). 2. Permanent and semipermanent locations (shop areas, lunchroom, crusher stations, etc.). 3. Mining areas (the room-and-pillar sections, longwall faces, block caving areas, etc.). 4. Haulageways (tracked trolley haulage, diesel, belt haulage). Methods of implementing systems to meet the communication needs of these areas are described in sections 3.2 through 3.5. Section 3.6 discusses methods of satisfying special communication requirements that exist. Major topics in this category include communications with roving personnel, the isolated miner, and motorman-to-snapper communications.
