Research personnel from the Bureau of Mines, a representative of the Mine Safety and Health Administration, and research contractors for the Bureau of Mines met with other Government and industry representatives at three seminar locations in December 1980 to discuss the findings and products of Bureau research on mine safety training. The research program is aimed at providing assistance to the mining community in its efforts to reduce industrial-type, human-error accidents through research establishing performance based methods and media for employee training. Research emphasis is directed toward development of baseline materials and instructional models; development of methods for structuring and evaluating health and safety, supervisory, and occupational training; and the continued investigation and application of current learning and simulation technology that could significantly enhance the effectiveness of training opportunities.

This report describes the development of training materials for the operators of underground mining equipment in the underground metal and nonmetal mining industry. The objective was to determine the effectiveness and acceptability of these training materials and to provide the validated training materials to the industry. Ten modules were developed, based on industry need according to accident frequency, accident severity and exposure to the equipment. The final modules were an average of 20 minutes in length and used slides with synchronized narration on cassette tapes. Testing materials are included for use by the mines.

"Florida, the State that supplied 82 per cent of the phosphate rock sold in the United. States in 19284, has two producing areas - the hard-rock and the land pebble districts. Production of the hard-rock field, decreasing importance in recent years, is now confined to mines near Dunnellon, in Marion and. Citrus Counties. The land-pebble district, with a production of almost 80 per coat of the nation's requirements, is located, in Polk and Hillsborough Counties. In the land-pebble area the phosphate deposits - probably Pliocene in age, derived by marine action from underlying, older, phosphate-bearing formations - consist of beds of phosphate matrix, covered by practically barren sands and clays. The overburden, ranging in thickness up to 45 feet, is removed by hydraulic methods or by drag-line excavators. The matrix, ordinarily less than 25 feet in thickness, is mined by hydraulicking and is pumped to adjacent washing plants for beneficiation. The dried product of the washing plants is the Florida pebble rock that is sold in foreign as well as domestic markets.The beneficiation of phosphate ores in the land-pebble district of Florida has been largely limited in the past to the recovery of the coarser pebbles. By washing and screening the crude matrix a separation is effected at about 20 mesh (0.033 inch). The coarser material is the phosphate-rock product of the plant and the finer material is discarded. The amenability of the washer- rejects to treatment by other processes is being investigated. Of methods that may have some application to the treatment of the low-grade phosphatic sands that comprise the greater portion of the washer-rejects, gravity concentration has received some study.Laboratory experiments to determine the amenability of phosphate sands to gravity methods of concentration were first performed in October, 1927. Later, in the winter of 1928-1929, a further series of teats was made,. In these later tests phosphatic sands were concentrated by hydraulic classification, and. also by hydraulic classification followed by tabling. In these experiments concentrates with an analysis above the minimum grade of commercial phosphate rock (66 per cent bone phosphate of lime - B.P.L.) obtained. The recovery of the phosphate varied but was promising enough to warrant further study. A more comprehensive investigation was therefore outlined. This paper presents the results obtained from an investigation, of classification and tabling of phosphatic sands recently completed by the United States Bureau of Mines Su cooperation with certain Florida phosphate companies, the Missouri School of Mines and Metallurgy, and the University of Alabama."

The Bureau of Mines study indicates that land utilized by the mining industry for mineral extraction and processing from 1930 through 1980 amounted to 5.7 million acres, or 0.25 percent of the land mass in the United States. Land reclaimed by the industry during the same period was 2.7 million acres, or 47 percent of the land utilized. Land use by the mining industry includes surface land used for excavation or mining, for waste from underground mining, and for wastes from milling or processing operations. Data on land use for disposal of overburden waste from surface coal mines and on areas affected by subsidence associated with underground mining are included for the period 1930-71 only. The 10 leading States in total land used for mining over the 51-year period were, in decreasing order, Pennsylvania, Kentucky, Ohio, Illinois, West Virginia, Florida, Indiana, California, Alabama, and Missouri. Seven mineral commodities accounting for 92 percent of land use are, in decreasing order, bituminous coal, sand and gravel, stone, phosphate rock, clay, copper, and iron ore, all predominately surface mined. Bituminous coal production was responsible for nearly half of the total area utilized. Reclamation of mined lands and waste disposal sites over the reporting period was largely on lands utilized in mining bituminous coal; 75 percent of the land used for bituminous coal production was reclaimed.

The first Report of Investigations of the present series (No. 4562) was on the fundamental properties of lead compounds, and the manner in which they set limits to the richness of lead products treated in the usual sintering-blast furnace units. These properties of the compounds were emphasized, as&apos; it was desired, also, to learn the limitations of smelting the same compounds in present ore hearth practice; the hearth has a competitor in these "usual" units, even with the rich lead feeds best adapted for the hearths. Operating conditions that were followed in older metallurgical processes, when rich products, were treated, were outlined. The second report of the series (R. I. 4563) was on the development of the ore hearths of the types now used in the Tri-State from the viewpoint of the features, functions, and dimensions of the earlier hearths that had been most changed. Experimental data, for both well and poorly desulfurized charges being considered, were given to show the relative changes in the sizes and compositions of the charges after they were added to the ore (Scotch) hearths. A general picture was given of the charge column and of the conditions prevailing there when the operation was satisfactory. In this third paper, the composition of the gases prevailing in the charge column at various elevations will be correlated with what has been learned of the nature of the charge column in order to trace the steps of operation by which lead sulfide is converted into metallic lead. The metallurgical factors that govern operation and the lines along which improvements may be made will be noted.

The research described in this report was conducted under a cooperative research agreement between the U.S Bureau of Mines Twin Cities Research Center (TCRC), Cleveland-Cliffs Inc. (CCI), and three operations in Northern Michigan managed by CCI: the Empire and Tilden surface taconite mining operations, and the Central Shops maintenance facility. All of these operations are in or near Ishpeming, MI. The Human Factors Research Group at TCRC is responsible for designing, planning, and conducting the research, and reporting on the findings. This project was carried out in order to investigate the high prevalence of back injuries being experienced by workers employed at the three CCI Northern Michigan sites, In an analysis of Company accident records for workers employed at these sites, it was determined that back injury problems confronting the CCI sites mirror those confronting the entire mining industry.

The combined production value of natural abrasives, which consist of tripoli, special silica stone, garnet, and emery, decreased in 1986. Shipments of processed tripoli increased slightly in quantity and 20% in value. Production of garnet, a common iron- aluminum-silicate mineral, decreased 12% in quantity and value. There was a 4% increase in the quantity and an 11% increase in the value of refined garnet shipped when compared with 1985 shipments, a new record high. Production of crude special silica stone decreased 7% in quantity and slightly in value, and shipments of finished special silica stone products decreased slightly in quantity and increased 229% in value. Production of emery, an impure aluminum oxide, increased 77% in quantity and increased 269% in value of product mined and shipped. [ ]

The social economy, or public interest, and national defense require wise development and efficient use of the oil and gas resources of the United States. In this development and use, and in the prevention of economic and physical waste of oil and gas, the objectives of the petroleum and natural-gas industries, the Government (Federal, State, and local), and the public are the same. Differences of viewpoint generally have originated in the failure of one of the triad to have a clear or complete understanding of the motives behind the activities of the other component groups or full knowledge of what each is trying to accomplish. The Unites States Bureau of Mines through its petroleum and natural-gas division makes technologic and scientific investigations pertaining to recovery,3 preparation, refining, and use of oil and natural gas with the view of reducing waste, increasing safety and efficiency and aiding economic development.

The processing of sweated aluminum electronic scrap was investigated to develop methods for recovering the aluminum and concentrating the other metals, including copper, lead, gold, and silver, into a product that can be separated by known methods. Two molten-salt electrorefining processes were developed and tested. The first process utilized a three-layer refining cell with a BaCI2-NaF-AIF3 electrolyte, which operated at 750° to 850° C. The second process used an all-chloride electrolyte of NaCI-KCI-AICI3 at 750° to 800° C, with separate anode and cathode compartments. High-quality aluminum was recovered that averaged 99.8-percent pure in the three-layer cell and 99.6-percent pure in the compartment cell. Over 94 percent of the aluminum was recovered with cathode current efficiencies of approximately 90 percent in both methods. The copper, lead, tin, silver, gold, and other metals were concentrated threefold in an anode product. Separation of lead and part of the tin by liquation from this product seemed feasible. The anode product was smelted to prepare a 96-percent copper bullion that contained 690 ounces of silver and 65 ounces of gold per ton, with 98 percent recovery of these values.

Relatively few longwall mines in the U.S. operate under multiple seam conditions where the two seams are less than 200 ft apart. This paper describes the experience of six that do. These operations are located in PA, WV and UT, and include examples of both undermining and overmining. Some operate above or beneath their own workings, others are in historic mining districts and must contend with abandoned mines that are decades old. The lessons that these mines have learned cover a broad range of topics, including: • Whether to stack gateroads or place them under old gob areas; • How to size pillars and select artificial support to cross longwall stop lines; • How to use yield pillars to minimize multiple seam stresses and coal bump potential, and; • When to anticipate the creation of pathways for gas, water, or oxygen between current and abandoned gobs.

Research by the National Institute for Occupational Safety and Health (NIOSH) on multiple-seam mining has resulted in two new ground control products. Information Circular (IC) 9495 In some U.S. coalfields, particularly in central Appalachia and the West, most mines are operating above and/or beneath previously mined seams. The effects of multiple-seam interactions can include roof falls, rib spalling, and floor heave. These can seriously threaten the safety of miners and disrupt mining operations. Information Circular (IC) 9495 is a proceedings document containing a variety of papers that summarize recent knowledge about multiple-seam mining. A NIOSH study that analyzed case histories collected from 44 U.S. coal mines is described in detail. The study confirmed that overmining is much more difficult than undermining, and isolated remnant pillars cause more problems than gob-solid boundaries. The study&apos;s results were the basis for the Analysis of Multiple-Seam Stability (AMSS) software package. The proceedings also contain two papers describing the LaModel family of software. The original three-dimensional version of LaModel is essential for detailed analyses of complex multiple-seam scenarios. LaM2D implements a simplified, two-dimensional model suitable for quick approximations of the multiple-seam stresses and strains. Three papers in the proceedings focus on case histories. One describes the extensive multiple-seam experience at the Harris No. 1 Mine in West Virginia, a second contains examples of "extreme" multiple-seam mining from the central Appalachian coalfields, and a third describes interactions with regard to longwall mine experiences in Pennsylvania, West Virginia, and Utah. The final paper reports on a numerical modeling study that provided some insight into the mechanics of multiple-seam mining. [ ] AMSS Software Package NIOSH has developed a simple, user-friendly computer program called Analysis of Multiple-Seam Stability (AMSS). AMSS can help mine planners to evaluate each potential multiple-seam interaction and take steps to reduce the risk of ground control failure. AMSS begins by evaluating the pillar design. "Refiners are generally considered solely as fuel producers, but actually they also comprise a group one of the largest consumers of fuel. For example, during the year 1929 the refineries-burned 51,544,000 barrels of oil as fuel, or the equivalent of over 5 per cent of the crude oil processed in that year. In addition enough other fuels - coal, natural gas, refinery or still gas, and petroleum coke - were utilized to raise the total fuel consumption based on B. t. u. equivalent to more than 10 per cent of the heat value in the total crude oil run to stills. Refineries utilize fuel chiefly as the heat-forming element distillation, but also under-boilers in the formation of steam used in refining, for the heating of buildings, and in the generation of electricity.In the early days of refining, the problem of fuel utilization and fuel economy was of scant importance to the refiners. Margins of profit were comparatively high and the major portion of the operatros1 attention was directed toward increasing their throughput. However, the keen competition that has prevailed in the refining industry over the past five years or more has taught the refiners that their expenses, one of the largest items of which is the cost of fuel, must be curtailed. Thus in 1925 the refiners used an average of 829,000 B. t. u. to refine a barrel of crude oil, wheras by 1929 this average had been reduced to 639,000 B. t. u., a decline of 23 per cent (see fig. 1)Since 1925 oil has ranked first as a refinery fuel (see fig. 2). The use of natural gas increased during 1926 and 1927 but declined in 1928 and 1929. On the other hand, the use of refinery gas has grown rapidly in importance. Coal has shown a steady decline in use at refineries since 1925. Petroleum coke has never supplied more than a very small fraction of the total fuel requirements, although there has been a steady increase in its use."

The introduction of mechanized mining in coal mines, which has speeded loading, has emphasized the importance of efficient underground transportation systems. The purpose of this investigation is to study and analyze various systems now in use, and to derive conclusions therefrom. This report may be helpful to operators who are planning new systems of transportation or who are revising present systems to increase their efficiency. This paper is the first of a series on this subject and describes some systems of transportation utilizing rail haulage. ACKNOWLEDGMENT The information used in preparing this report was obtained through the courtesy and cooperation of the officials of the companies whose mines were studied. The descriptions of the transportation systems at the mines included herein have been checked for accuracy, and publication of the data has been approved by the executives of the several operating companies.

This Bureau of Mines report summarizes the performance characteristics of a 30-day around-the-clock gasification-pelletizing test conducted in October and November of 1980 with North Dakota Indianhead lignite. Gasification was conducted in a commercial-size, 6.5-it-diam, Single-stage, fixed-bed, atmospheric pressure producer with a rated capacity of about 30 million Btu/hr. Iron oxide pellets made from a commercial hematite concentrate were fired with the low-Btu gas in a 2.8-ft-diam by 35-ft-long pilot plant rotary kiln at a rate of 900 lb of pellets per hour. Gasifier operations at fuel feed rates up to 3 tons of lignite per hour and hematite pellet induration with raw 160-Btu/std ft3 lignite gas are described.

One area of study in the Coal Mine Injury Analysis project was to illustrate and enhance the ability of mine safety management personnel to apply analytical techniques to injury experience data and to justify requests for funds for safety enhancement actions on a cost/benefit and other quantitative basis. Four volumes of this final project report detail (1) the objectives and scope of the mine safety management research, (2) the results of literature review, and case studies, and (3) models developed for mine safety management. The four volumes are titled as Volume III: Mine Safety Management, Volume IV: Analytical Techniques for Mine Safety Management; Volume V: Mine Safety Management Case Studies and Volume IX: Training Cost Model. This volume deals with the development of a microcomputer based training cost model (TCM) which can be used to analyze training cost implications of various types of training. The model has been developed using Aston Tate&apos;s dBASE III plus language. The computer program and a test run of the model are presented in this report.

The Territory of Afars and Issas is to receive its independence from France on June 27, 1977. The Territory&apos;s economic income was based on entrepôt trade through the port of Djibouti and trans-shipment of goods on the Chemin de Fer Franco-Ethiopian (CFE) railroad. The Territorial budget was scheduled to in- crease from $32.6 million3 in 1976 to $36 million in 1977, despite severe shortfalls in 1976 stemming from inflation and a persistent balance-of-trade deficit. Subsidies from France continued to sustain the economy, and the French pledged to provide approximately $140 million in aid annually after independence. In 1976, financial agreements were concluded with a number of Arab oil-producing countries, including Saudi Arabia which granted $10 million toward development projects. The new Republic of Djibouti is scheduled to become the 49th member State of the Organization of African Unity (OAU) and the 21st member of the Arab League, and to receive aid from their financial institutions. During 1991 through 1993, the U.S. Bureau of Mines (Bureau) -Alaska Field Operations Center (AFOC) in cooperation with the Bureau of Land Management (BLM) -Arctic District Office and the State of Alaska, Division of Geological and Geophysical Surveys (ADGGS), conducted exploration, geological, geochemical, geophysical, mineral resource, and mineral potential investigations in the 6.7 million hectare Colville Mining District (CMD) study area. This mining district study area, located in northern Alaska, includes the Colville River drainage basin as well as 0.35 million hectares of the southern part of the National Petroleum Reserve in Alaska (NPRA). This investigation was conducted as part of the Bureau&apos;s continuing Mineral Land Assessment (MLA) mining district program. The Bureau&apos;s MLA mining district program is designed to provide reliable and comprehensive mineral resource information that supports mineral resource policy and land use decisions made by Congress and Federal land management agencies.

The charter of this investigation was to identify and promote the application of noise control technology to future longwall mining machinery. Intensive noise and vibration data were acquired on a typical longwall shearing machine, and the highest noise levels were shown to radiate from the cutter drums. Shearing machine cutter drum noise control techniques that take advantage of the nature of the dynamic forces generated during coal cutting were developed. These include both structural redesign and force isolation techniques. A reduced noise cutter drum was developed that achieved a 5 to 6 dBA system noise reduction at the operator&apos;s position. Its operational performance was verified by a six-month long in-mine test. It was evident from the data that additional noise reduction could be achieved by treatment of the shearing machine hydraulics. Noise control of secondary sources was also investigated. A method of reducing full or empty stage conveyor noise (and continuous miner conveyor noise) by 5 to 10 dBA was demonstrated through isolation techniques. Underground mine durability testing, however, is yet to be demonstrated.
