The reduction plant and mine of the Sulphur Bank Syndicate are on the eastern shore of Clear Lake, in Lake County, Calif., 4 miles from the town of Clearlake and 125 miles north of San Francisco.

This paper, describing the milling practices at the White Bird concentrator, Picher, Okla., is one of a series on milling practices being published by the Bureau of Mines. The concentrator of the White Bird mine, Canam Metals Corporation, is located in almost the geographical center of the present Picher mining cam' in the Tri-State district, one-half mile east of the town of Picher, 1 mile south of the Kansas State line, and about 18 miles west of the Missouri State line.

In recent years over 100,000 persons have been killed annually in the United. States by accidents; about one-fifth of these have been workers in some of our industries; about one-third have been killed by motor vehicles; about another third have mot death in home accidents, chiefly falls, burns, scalds, explosions, poisons, asphyxiations, suffocations, cuts, scratches, and so forth; and the rest have been killed in public accidents, excluding those caused by vehicles but including accidents on railroads or electric cars, drowning, and deaths by firearms and. other means. Definite statistics on nonfatal accidents are not readily available, but at least 10,000,000 fairly serious accidents probably occur in the United States annually. The latest industrial-accident statistics are obtainable from 1935 National Safety Council publications, in which annual industrial fatalities are divided about as follows (in round numbers): Agriculture, 4,500; trade and service, 4,500; construction, 3,100; transportation and public utilities, 2,900; manufacturing, 2,600; mining, quarrying, petroleum, etc., 1,900.

The mmber of petroleum refineries in the United States decreased during 1949 from 375 to 367 while the total crude-oil charging capacity of refineries continued to increase. A gain in the through-put capacity of 257,305 barrels daily raised the total to a new high level 6,696,300 as of January 1, 1950. The capacity of the average refinery to process crude-oil increased during 1949 from 17,171 barrels daily to 18,246. The four coastal refinery districts accounted for 178,900 barrels or 70 percent of the total capacity increase and the Illinois-Indiana- Kentucky district 57,950 barrels, or 23 percent. Slight declines in capacity were reported in the Texas Inland and the Arkansas-Louisiana Inland districts. The capacity building on January 1, 1950, 145,600 barrels daily, was less than half the amount under construction a year earlier. Most of the new construction involved enlargement of existing refineries and was confined to the East Coast and Indiana-Illinois-Kentucky districts. Two new refineries, however, were under construction, one in Oklahoma and the other in Texas. The shut-down capacity increased for the first time since 1946, and the 473,302 barrels daily reported on January 1, 1950, was the largest recorded since January 1, 1938. The only refining district showing a decline in the shut-down capacity was the Appalachian No. 2 district. The largest increases were reported in the Texas Gulf, Indiana-Illinois- Kentucky, California, and East Coast districts. The operating ratio of the petroleum refining industry, as indicated by dividing the January 1950 runs to stills of 5,483,000 barrels daily by the total installed capacity January 1, 1950, was 81.9 percent, compared with a ratio of 87.8 percent at the beginning of 1949.

The possibility of using ultrasonic energy as a tool to improve the electrolytic deposition of copper and zinc from several electrolytes was investigated by the Federal Bureau of Mines. Sound with frequencies of 20, 26, 38, and 400 kilocycles per second and acoustical intensities of 0.25 to 1.5 watts per square centimeter was employed. Measurements of cell voltage, anode and cathode current efficiencies, and electrode potentials were made at various current densities. Effects of ultrasonics on the quality of the deposit and on anode corrosion also was noted. In the electrolytic recovery of copper from an acid copper sulfate solution at 50° C., adherent, well-consolidated deposits are normally obtained up to a current density of 30 amperes per square foot. As the current density is increased above this value, the deposits normally become progressively more spongy and less adherent. Ultrasonic irradiation resulted in adherent and well-consolidated deposits at current densities up to 300 amperes per square foot. Radiation also produced smaller grain size and preferred orientation of the copper crystals. In addition, radiation caused as much as 3-volt decreases in cell voltages at the higher current densities. These decreases were caused chiefly by depolarization of the anode, although small depolarization effects were also noted at the cathode. Radiation apparently did not greatly affect cathode-current efficiencies, but prevented excessive anode corrosion at the higher current densities and resulted in more uniform corrosion. Ultrasonic radiation at a frequency of 400 kilocycles per second was not as effective as radiation at the lower frequencies. Circulation of the electrolyte at rates up to 5 percent of the cell capacity per minute did not produce results comparable to those effected by ultrasonic radiation. Rapid rotation of the cathode up to 1,800 revolutions per minute gave results approaching those obtained with ultrasonics.

[In the course of the investigation the Bureau of Mines is carrying on to determine the causes, behavior, and control of mine fires, the detection of incipient heating underground in the mines and above ground in refuse banks has received consideration. A report has been puplished5/ describing apparatus and tests made on anthracite to determining the amount and composition of the oxidation products when normal dry air was passed through it at temperatures varying from 100° to 350° C. These tests showed that the amount of evolved gases and their relative prorortions varied with the temperature. From: these results, graphs were prepared by which `he temperature at which the coal was oxidized could 'be estimated, thus giving a possible means of detecting incipient heating.]

The fiscal year which ended June 30, 1932, although one of acute financial de ression was, nevertheless, one of distinct encouragement to those who have long struggled against the much too prevalent occurrence of accidents in coal mines, especially of coal mine fire and explosion dis- asters, both of which are now known to be readily preventable. Table 1 summarizes some important information about explosions in the United States coalies for the fiscal year which ended June 30, 1932, insofar as such information is available to the safety division of the United States Bureau of Mines, the personnel of which are under instruction to get in touch with and report on all mine explosions in their respective districts, including not only those occurrences with loss of life but also those in which for- tunately no lives, are affected. Table 1 gives data on 33 ignitions in 10 States with a total of 87 deaths for the year; the number of ignitions (33) is considerably groater than the number (26) for the previous fiscal year, and is exactly the aver- age number for the past four fiscal years; the mumber killed in the 33 ignitions (57) is materially lower than that (217) for the preceding fiscal year or the average (150) for the past four fiscal years. The States with the greatest number of deaths from explosions in the fiscal year ending June 30, 1932, were Virginia; 54; West Virginia, 11; Pennsylvania, 7 (6 being in anthracite mines); Alabama and Colorado, 4 each; Illinois and Kentucky, 3 each; and Maryland, 1. The greatest number of ignitions listod wes that for West Virginia, 7; then came Pennsylvania with 6 (2 being in anthracite mines); Alabama with 5; Colorado, Illinois, Tennessee and Virginia, 3 each; and California, Kentucky, and Maryland, 1 each. MOST OF THE key items in the bituminous-coal and Lignite industry declined in 1954 compared with 1953. Production, consumption, exports, average value per ton, men working, and days worked all declined; however, in the field of mechanization, the percentages mechanically loaded, mechanically cleaned, mined by auger, and mined by stripping all increased, as did production per men per day. Production.-The output of soft coal in 1954-391.7 million tons- was 14 percent less than the 457.3 million tons produced in 1953. The lower production in 1954 was due largely to a sharp reduction in consumption in the United States and to a drop in exports.

A PRELIMINARY PROGRAM, dated April 25, 1974, was prepared for Development Engineering, Incorporated (DEI) on research and development laboratory, field and other engineering studies for the disposal of retorted oil-shale materials. This PRELIMINARY PROGRAM included a discussion on the peculiarities of the retorted shale materials to be investigated and a discussion of the various laboratory and field tests which would need to be conducted to define their physical and chemical properties. The PRELIMINARY PROGRAM was divided into eight work phases as follows: I -- Program Development II -- Exploratory laboratory tests on old USBM retorted shale III -- Laboratory tests on pilot plant retorted shale. IV -- Laboratory tests on retorted shale from the semi-works plant and field test plots and ponds. V -- Field compaction tests. VI -- Infiltration pond tests VII -- Bureau of Mines special tests.

Before the various States began to enact workman's compensation laws accidents were considered inherent in many industries, and little or no effort was made to prevent or reduce them. The hazard was accepted by the employee with the job, and the avoidance of accidents by mental alertness or physical agility was largely his responsibility. After the employee had given evidence of enough skill inn performing his allotted task efficiently the responsibility of the employer apparently ceased with respect to the personal safety of the employee. However, following the enactment of workmen's compensation laws, at least two facts that had not before been fully appreciated soon became apparent: (1) The majority of accidents can be prevented if the management firmly determines to prevent them; (2) frog a monetary point of view alone accidents are decidedly expensive, both to employer and to employee. It is now evident that savings effected by conscientious safety effort add substantially to net profits of operation.

As one phase of a general program of enthracite mine-fire research initiated by the Bureau of Mines in September 1935, a study of the records of past fires was considered a necessary approach to a proper understanding of present and future fires because only limited information could be obtained directly from existing active fires on account of their inaccessibility. Through the courtesy of interested operators, all available records of fires that had occurred in a large group of steep-pitch anthracite mines in the Western Middle and Southern fields of the Pennsylvania anthracite district were examined and analyzed for data on the causes, costs, behavior, and control of fires, and this report is primarily a discussion of these factors based on a close study of these particular records. Mining Conditions The records pertain to a group of mines that have contributed about 12 percent of the total Pennsylvania anthracite production and constitute a large proportion of, and well represent, steep-pitch operations in this district. Throughout the area represented, the coal occurs as a series of up to 20 parallel seams in folded slate and sandstone strata and almost entirely on pitches of 400 to 80°, with vein thicknesses of 5 to 60 feet. Practically all are old mines with histories dating back to 1850, or thereabouts, and present operations are either under or adjacent to mined-out areas extending to surface or to the saddles of anticlines. All operations are at relatively shallow depths, that is, within 1,000 feet, vertically, of the surface. Mining methods are largely a heritage of the past and embrace typical breast and pillar operations with practically no mechanized mining and with the coal shot ?off the solid.? Most of the mines are rated as gassy and are operated now on a closed-light basis. Permissible explosives are now used entirely for breaking coal, and dynamites for rock work and chute-starting blasting.

Southeast Alaska's mining industry has come to life after nearly 50 years of relative dormancy. Commencement of operations of the Greens Creek Mine in 1989 marked a turning point in the industry as the first large scale mining operation in the region since closure of the Alaska-Juneau Mine in 1944. The Greens Creek Mine is now the nation's largest silver producer. Other large scale mining projects are now on the drawing board, including development of the Kensington Mine and reopening the Alaska-Juneau Mine, which could become North America's largest underground gold mine. The region's mining industry includes more than these large scale projects, however. For example, a significant level of mineral exploration occurs each summer in Southeast Alaska. In addition, mining operations in British Columbia and Yukon Territory are generating jobs and income in Southeast Alaska.

Bureau of Mines exploration at the property of the Tulare County Tungsten Mines was by core drilling from the surface from May 16, 1950, to July 13, 1950. The property is in the western foothills of the Sierra Nevada Range, 18 miles northeast of Lindsay, Calif. It has been in almost continuous production since 1942 and has produced 40,831 units of tungsten trioxide (W03) with a grade of approximately 67 percent. The work performed comprised a study of the geology, mapping the area, sampling the outcrops, and diamond drilling the area adjacent to the mine workings. Ten holes were drilled for a total of 1,824 feet. Ore reserves were found to be confined to tactite zones in a surface area approximately 250 by 400 feet and extending downward about 350 feet.

With the current renewed interest in advancing the technology for producing alumina from domestic raw materials, revisions of previous cost estimates to provide planning data are urgently needed. Completely new cost estimates on a 1973 basis are included for four alumina-from-clay processes and one alumina-from-anorthosite process. These estimates are based on new or previously calculated material balances, recalculated heat requirements, and new equipment designs. The use of larger and more modern equipment has permitted a significant reduction in labor requirements as well as equipment costs. Chemical prices, labor rates, and utility rates typical of late 1973 are used in these cost estimates. In addition to the revised cost estimates, all 21 previously published alumina evaluations compiled by the Bureau of Mines were updated to show the effect of inflation using an inflation index and late 1973 chemical prices, labor rates, and utility rates.

The Hopper-Feeder-Bolter (HFB) is a prototype multifunctional machine designed to improve productivity by minimizing continuous miner place changes. It is designed primarily to work beside a two-pass continuous miner, bolting on one side and then place changing to bolt the other side while simultaneously providing a surge car and lump breaker located directly behind the continuous miner. Surface testing was conducted at the Bureau of Mines Mine Equipment Test Facility (METF) to evaluate overall system performance and reliability. Tests were conducted to evaluate place changing, tramming, lump breaking, roof bolting, drawbar pull, conveying, temporary roof-support (TRS) capacity, lighting, and noise. Surface test results indicate the HFB is ready to be tested and evaluated underground in a production mode.

Studies in grinding efficiencies carried out at the Midvale plant of the U. S. Smelting, Refining & Mining Co. and at the Tooele plant of the International Smelting Co. Were made possible by the cooperation of these two companies with the U. S. Bureau of Mines. Mr. Alan Probert of the U. S. Smelting, Refining & Mining Co. and Mr. E. C. Peterson of the International Smelting Co., devoted their entire time to the work during the respective tests, and their services are hereby gratefully acknowledged. It is a pleasure to acknowledge also the assistance and kindness of the staffs of both companies in making it possible, at considerable trouble and expense, to sample the entire mill circuits and in furnishing the necessary supplies and special apparatus required in the work.

The Bureau of Mines conducted laboratory investigations with the objective of developing an alternative process for recovering cobalt and copper from complex sulfide concentrates. Processes currently used depend largely upon precipitation techniques to remove impurities and recover cobalt from sulfate liquors prepared by oxidative pressure leaching of the sulfide concentrates. The Bureau conducted bench-scale research on a process for treating cobaltite concentrates, comprising (1) oxidative pressure leaching, (2) jarosite precipitation followed by H202 oxidation and pH control to remove iron and arsenic, (3) copper solvent extraction with a mixed hydroxyoxime-amine extractant, (4) copper electrowinning from recirculating acidic strip liquor, (5) selective cobalt extraction from copper solvent extraction raffinate with a phosphinic acid extractant, and (6) electrowinning of cobalt from a recirculating weak acid strip liquor. Overall cobalt and copper recoveries were 91.7 and 84.1 pct, respectively. Electrowon products assayed 99.8 pct Co and 99.89 pct Cu.

This report is a compilation of all information obtained in accordance with the requirements of contracts SO122076 and H0232056. A series of eight coal mines were visited to determine their communications usage and requirements. Presently available equipment was surveyed and evaluated to determine its applicability to the needs of the mines. Great Britain has never had a basic raining law such as is in force in most foreign countries. This lack may be due to the fact that, with the exception of gold and silver, all metals or minerals belong to the owner of the surface land. Even with respect to the precious metals, gold and silver, which are not abundant in Great Britain, the right of the Crown, though still technically acknowledged, is not always insisted unon. All other metals and minerals are vested in the ground landlord, who may sell, lease, or other¬ wise convey them. The State has little to do with the mining industry except in. regulatory and judicial matters. The Government must settle controversies and provide for easements, rights of way for railroads, roads, and canals, or, in general, effect the same control that it exercises over other industries. As mining was carried on in very early times in England, of necessity a certain legal procedure came into existence, which in effect was little more than a private contract between the owner of the mineral (whether an individual or the State) and the miner. The nature of such contracts, of course, has changed radically with the changed relations between classes, as England lias developed from the feudal into the modern State. From the medley of ancient procedure and custom, a concession system of mining in^its simplest form lias evolved. Of the earlier conditions. Van Wagenen says
