Accurate flammability and ignitability data for chemicals form the cornerstone of procedures used to assess the hazards associated with commercial chemical production and use. Since 1967 the ASTM E27 Committee on the Hazard Potential of Chemicals has issued numerous, widely used consensus standards dealing with diverse testing and predictive procedures used to obtain relevant chemical hazard properties. The decision to issue a standard rests solely with the membership, which consists of representatives from industry, testing laboratories, consulting firms, government, academia, and instrument suppliers. Consequently, the procedures are automatically relevant, timely, and widely applicable. The purpose of this paper is to highlight some of the widely used standards, complemented with hypothetical but relevant examples describing the testing strategy, interpretation, and application of the results. A further goal of this paper is to encourage participation in the consensus standards development process. The paper is published in two parts. The first part (in the preceding issue of Process Safety Progress) dealt with the E27 standards pertaining to thermodynamics, thermal stability, and chemical compatibility. A computer based accident cost indicator model (ACIM) for estimating tangible costs of occupational injuries, illnesses, and fatalities in the U.S. mining industry is described. Studies performed to expand the scope of the ACIM to all mining sectors are presented. Validation of ACIM cost element estimation algorithms with actual costs of mining-related injuries and illnesses are presented. A study of the effect of a fatal accident on production in surface coal and metal/nonmetal mines is presented. The study is based on a sample of 15 fatalities in underground and surface mines. Evidence of significant long- term decline in postfatality production at 6 of 8 underground samples is presented. The average loss is shown to be 1.8% of annual mine production. A study of accident costs in U.S. mining from 1975 through 1981 using the ACIM is presented. The study shows that total annual costs increased from $180,000,000 in 1975 to $379,000,000 in 1981, a 15% annual increase after adjusting for inflation, with mining companies bearing 45% of the total and expected wage losses to mining families accounting for 42%. The study shows total costs of $12,400 per accident and $674,000 per fatal accident for 1981.

The U.S. Bureau of Mines is conducting research aimed at providing technology for a low-cost, high-recovery, environmentally acceptable mining system to recover the vast thin-seam coal reserves existing in the mountainous areas of the Appalachian region in the Eastern United States. As part of this research, the Bureau is evaluating new techniques to address these coal resources. This report summarizes the results of a worldwide technical search on thin-seam coal mining, the formulation of various methodologies for mining mountaintop thin seams, and the implementation and status of a physical model test program to validate and further develop the most promising concept-the "roof-fall-tolerant" mining system.

Lithium is the lightest of all metals, but as it deteriorates rapidly in air it has no structural applications. Alloys of lithium that will float upon water can be made with other light metals, but these ultralight alloys are not useful in aircraft production or elsewhere at present. Alone or alloyed with alkaline earth meals, lithium acts as reining agent on molten metals, and as a minor constituent with other metals it imparts characteristic properties to the allay. Lithium compounds have somewhat wider application in commerce than either the metal or the alloys. They are used in the glass, ceramic, chemical, and air-conditioning industries and less extensively in the optical, pharmaceutical, electrical, and textile industries. The United States is the leading producer anti consumer of lithium ores and compounds and apparently has the largest known ore reserves. The value of lithium ores and primary chemical byproducts produced is relatively small, yet the lithium chemical industry yields products worth hundreds of thousands of dollars each year, owing partly to the high degree of purity demanded by the trade for most finished products and to the low combining weight of lithium. Fortunately, the low-grade ores can now be concentrated economically, and this fact, together with our extensive reserves, assures adequate supplies to meet any reasonable increase in demand. Lithium is listed as essential by both the American and British war agencies, and its military importance may be greatly enhanced.

This Bureau of Mines report describes a chromatographic method for analyzing impurities in helium that utilizes a helium carrier gas contain-ing 25 to 30 ppm Ne. An example of the effect of trace amounts of nitrogen, methane, and moisture on the detector's response is shown. The added neon in the carrier does away with irregularities of the analysis which were experienced when the carrier contained up to 3 ppm Ne. The addition of 25 to 30 ppm Ne causes a loss of sensitivity, but the re-maining sensitivity is adequate for routine analyses. The high-neon carrier allows positive and more linear responses for eight impurities: neon, hydrogen, argon, oxygen, nitrogen, methane, carbon dioxide, and ethane. Neon concentration levels of 0.02 to 125 ppm in helium carrier gases were studied. The high-neon carrier has been in successful rou-tine use in Bureau of Mines helium facilities since October 1981.

Approximately half of all the fuel energy used in the United states is now pro-vided by oil and natural gas. A persistent and rapid growth in energy demand during the last 3 decades has been absorbed largely by the liquid and gaseous rather than solid fuels. In 1948 the energy provided by coal was substantially the same as in 1920. Meanwhile, the use of oil and natural gas each had increased fivefold. On a per capita basis, the change is more significant. Coal consumption has dropped from about 6 tons per person to 4-1/2 tons, while oil has increased from 4-1/3 barrels to 14-1/3, and natural gas from 7,500 cubic feet to about 35,000. These facts would have only academic interest if the United States had unlimited supplies of all fuels. However, while the Nation's reserves of coal are adequate to meet our needs for centuries, those of oil and natural gas appear limited. It is obvious, therefore, that the security of our liquid-fuel position would be greatly enhanced if the supply could be based in an increasing degree on solid fuels, such as coal and oil shale, which make up more than 95 percent of our fuel reserves, instead of natural oil and gas. In addition, this would create new employment and help to stabilize the market for coal, which may be facing comparatively bleak prospects in the near future unless its position with respect to other fuels is improved.

High-volume, low-pressure water jets have been employed for erosion of loosely consolidated rocks for centuries. This excavation method finds application in specialized circumstances even today. The use of high-pressure, low-volume water jets for rock cutting is more recent and was made possible by the development of high-pressure water pumps. Despite the benefits often claimed for these systems, high-pressure water jets still have not found widespread application. In this report, the U.S. Bureau of Mines has reviewed the various methods that have been employed using water jets to break rock and has focused on one method, termed "jet-assisted cutting," which was determined to be the closest to commercial development. The current state of knowledge based on laboratory and field experiences using this cutting method is reviewed, and possible future developments for this approach to excavation are assessed.

The value of brine analyses in the study of petroleum-engineering problems was recognized early in the history of petroleum. The Bureau of Mines before 1928 had indicated in several reports.3/ ways in which analyses might be used. Because of the confusion resulting from attempts to correlate the work of different chemists using greatly varying methods of analysis and systems of computation and expression of results, a paper presenting the methods used by the Bureau of Mines was prepared and published in 1928. This system of determining the characteristic constituents of oil-field waters and of calculating and reporting results has been widely adopted by the petroleum industry. The earliest and most obvious use of water analyses is determination of the source of water infiltrating into petroleum and natural-gas wells. For this purpose it is necessary that an analysis of the connate water of the formation from which the oil is produced be available and that an analysis of the contaminated water be made. By comparing these analyses with those of connate waters from formations higher in the structure, the formation from which the infiltrating water comes may be identified.

Recent developments in portable communication equipment for use in emergency recovery work following mine fires and explosions have wade possible a convenient and dependable means of directing rescue teams working under hazardous conditions. INTRODUCTION Mine rescue and recovery operations following; fires and explosions are frequently conducted under adverse conditions that require the use of oxygen breathing apparatus by members of a 5- or 6-man team. Conventional apparatus used for this purpose for many years was equipped with an oxygen supply adequate for at least 2 hours. The design of the apparatus is such that the nose passages are closed with a clamp, and breathing is accomplished through a mouthpiece connected to the apparatus by tubes and arranged to prevent inhaling air or gases from outside sources. The use of the mouthpiece has presented difficulties in the development of telephone communication because of the wearer's inability to speak while wearing the mouthpiece. The method of conducting operations of rescue teams requires a person to direct operations at a fresh-air base as close to the rescue team as possible. At least one standby rescue team and 2 or 3 other persons assigned to various tasks are stationed at the fresh-air base. An efficient and reliable means of communication between the director of operations and the rescue team is necessary for reasonably safe and efficient work in hazardous areas.

The great demand for metallic aluminum for the prosecution of World War II caused the consumption of bauxite, the common ore of aluminum, to increase greatly. Prior to the war, the domestic deposits 'of bauxite, which occur chiefly in Arkansas and less extensively in Georgia, Alabama, and Mississippi, supplied only: about 30 ,percent of the ore required for aluminum-metal production and approximately 40 percent of alumina for all purposes. Enemy activities during the war seriously interfered with shipment of bauxite from the normal peacetime source in Surinam, Netherlands Guiana, South America, and focused attention on the necessity for increasing production from known domestic deposits. Even in peacetime, the production of aluminum ore in the United States could not satisfy requirements. Field drilling and exploration by Bureau of Mines engineers resulted in the discovery of important tonnages of high-grade bauxite suitable for treatment by the conventional Bayer process, Although an ore containing approximately 55 percent Al2O3 and only 2 to 4 percent SiO2 is preferable, it was necessary to use ores containing up to 8 or 10 percent SiO2. Because of the lower recoveries of aluminum with increased silica content, the Reconstruction Finance Corporation, through the Metals Reserve Company, established a base price of $4 for a 50-percent Al2O3 ore, containing 13-percent silica, with a premium or penalty of 14 cents for each percent of Al2O3 over or under 50; each percent of SiO2 under 13 was awarded a 20-cent premium, and each percent over 13 suffered a penalty of 43 cents; all prices were on the basis of 1 long ton of ore, dry basis.

Because of leakage through and around permanent stoppings in underground mines, more air must be forced into a mine than would otherwise be required for ventilation. As power costs increase, costs resulting from air leakage add increasingly to the operating costs of mining. The Bureau of Mines evaluated four different stopping construction techniques based on the ideas that (1) airtightness could be enhanced by brushing rather than troweling on mortar sealant and that (2) modified mortars (mortars containing glass fibers and other additives for increased strength and adhesion) would improve sealing performance. Air leakage tests comparing conventional to modified stoppings were done when the stoppings were built, after 6 months, after 1 yr, and following simple maintenance. It was found that stoppings can be built and maintained better if-- The area where a stopping is to be built is properly prepared. Stoppings are constructed using the techniques devised by the Bureau. Stoppings are periodically examined for leaks. Stoppings found to be leaking, especially at the perimeters, are resealed.

In the course of its investigations on the properties of coal and in rendering fuel-inspection service to other agencies of the Government, the Bureau of Mines has accumulated a comprehensive file of coal analyses that includes data on virtually every coal field of commercial importance in the United States. As knowledge of the composition of coal is potentially valuable to every user of coal, the Bureau publishes its analytical records. Before 1921 such publications contained analyses of coal from all parts of the United States; individual analyses or average analyses of a series of shipments of coal were given with the name and location of the mine producing the coal. Beginning in 1921 the analyses were published by separate States because the quantity of data had become so great. The separate papers published to date, with Bureau of Mines Technical Paper numbers, are as follows: Alabama, 347; Arkansas, 416; Colorado, 574; Illinois, 634 and 641; Indiana, 417; Iowa, 269; Kansas, 455; Kentucky, 30S; Maryland, 465; Missouri, 366; Montana, 529; New Mexico, 569; Ohio, 344; Oklahoma, 411 ; Pennsylvania (bituminous), 590; Tennessee, 356; Utah, 345; Virginia, 365; Washington, 491 and 618 (618, published in 1941, supplements 491); West Virginia, 405 and 626; and Wyoming, 484. From time to time the various papers will be revised to include later analyses and other data. The Bureau of Mines annually receives many inquiries as to the composition of coals obtained from specific localities or, conversely, as to the localities from which a given kind of coal may be obtained. This paper presents a summary, in tabular form, of the composition of commercial coal resources of the country. Specimen analyses are given exemplifying the analysis of coal mined in each coal-producing county, or, where it was feasible, coal from each bed in each county; also, ranges of analyses, within which the composition of most of the coal represented will fall, are given where there were enough analyses to permit satisfactory determination of the ranges. In addition, the degree of metamorphism from lignite toward anthracite of much of the coal is indicated by the classification by rank. This classification reveals to more experienced users of coal some of the general properties of coal, that is, whether the flame will be long or short, whether the coal will cake in the fire, and how it is likely to behave on exposure and in storage.

"The tests described in this paper were conducted under the sponsorship of Subcommittee VII on Pulverizing Characteristics of Coal, a subcommittee of Committee D-5 on Coal and Coke, American Society for Testing Materials, with a view to evaluating various laboratory procedures for testing grindability of coal in connection with commercial pulverization of coal for use as powdered fuel. The subcommittee, at a meeting in New York City on February 21, 1934, selected for test four methods that had been developed during the past few years for testing grindabilitay of coal and were being used by coal-testing laboratories in the United States and Canada. These methods are:Bureau of Mines method, Cross method, Fuel Research Laboratory method, and Hardgrove method. Subcommittee VII agreed that the grindability tests should be made on five coals selected to cover a wide range of hardness. The Pittsburgh Experiment Station, Bureau of Mines, was asked to direct the investigation and to prepare representative samples of the coals. Laboratories of the fol. lowing institutions and companies agreed to cooperate by making grindability tests: Babcock & Wilcox Co., Foster Wheeler Corporation, Fuel Engineering Co., of New York, Fuel Research Laboratory of the Canada Department of Mines, and Northwest Experiment Station of the Bureau of Mines.ACKNOWLEDGMENTSHelpful suggestions in planning the investigation were made by A. Rapid, sensitive, and precise methods of determing major, minor and trace constituents of oilfield brines are needed. Several methods have been developed or adapted by the Federal Bureau of Mines at the Petroleum Research Center, Bartlesville, Okla. The following methods are described in this report: Spectrophotometric and volumetric for iodides and bromides; potentiometric for pH, alkalinity, acidity, borate boron, total boron, and organic boron; gravimetric for potassium; disodium ethylenediaminetetraacetate (EDTA) volumetric for total hardness, calcium, and magnesium; spectrophotometric for fluorides; and color comparison .for arsenic. Adequate sensitivity, precision, and accuracy were obtained for each method. The Bureau of Mines pioneered in research on the analysis of oilfield waters (2, 46, 47).6 However, several of these early procedures were quite time consuming. Also, they did not include methods for determining trace and minor constituents of brines.

Graphite is a raw .material of considerable importance in both waxy and peace. Two types of graphite, classified according to particle size as flake and fines, are used, but the former is in much greater demand. The principal wartime use of graphite is in the manufacture of crucibles for melting brass and special alloys of copper and steel. Other uses in both peace and war are as lubricants, for foundry facings, and in paints, electrodes, batteries, motor and generator brushes, and a variety of other commodities. . This paper describes the operations of the Southwestern Graphite Co. of Los Angeles, Calif., which produces both flake and fine graphite from a property in Burnet County, Tex.

Ventilation-pressure surveys are required to determine the rates of pressure losses in various parts of mine-airway systems. These may be determined directly by differential pressure measurements or deduced from absolute pressure measurements, Despite the confusion caused by its inverted nonlinear scale, the altimeter has special application to pressure surveys in mines in which only small differences in elevation are involved, as is true for most of our large bituminous-coal mines in these, the judicious use of information obtained by pressure surveying can result in greatly improved working conditions as regards health and safety and, in many instances, can yield large financial returns. The main purposes of this report are to discuss methods of using altimeters for pressure surveys and to present the particular methods of making surveys and calculating the results of surveys used by the Mine Ventilation Section of the Bureau of Mines.

The purpose of this investigation is to determine the reserves of columbium (niobium) minerals in Arkansas and to develop metallurgical methods for concentrating the minerals and extracting the metal. The columbium resources of central Arkansas were explored by drilling and trenching, and a number of samples were taken. On the basis of this exploration the known reserves of the metal were estimated to be over 78,000,000 pounds. The reserves could possibly be extended by additional exploration to 150,000,000 pounds.

The performance of the U.S. economy in 1977 was similar to that in 1976 which, in turn, had been a considerable improvement over 1974-75. In 1977 real gross national product (GNP) showed a similar, but some-what slower, growth pattern compared with 1976. Real GNP increased sharply in the first quarter of the year followed by smaller increases for the remaining three quarters. With only two exceptions, the monthly unemployment rate declined or remained steady throughout 1977, falling to a low for the year in December. The inflation rate in 1977 was slightly higher than in 1976, but the rate still remained far below that of 1974-75. Total U.S. output as measured by GNP in current dollars rose 10.8% in 1977. Real GNP in constant 1972 dollars increased 4.9%, and inflation, as measured by the implicit price deflator, rose 5.6%. In real terms, gross private domestic investment for residential structures increased 19.3% in 1977, only slightly below the 22.9% rise in 1976; State and local government expenditures increased 1.1 % in 1977; and personal consumption expenditures for services rose 4.5%.
