A table that greatly simplifies determination of metastable transitions in mass spectra has been prepared. All the mathematically possible metastable transitions of any compound whose molecular weight lies between 26 and 150 can be determined from the table without calculation. The method of utilizing the table is described, using selected peaks from the spectrum of normal butane for illustration. In the mass spectrometer, ions are formed in the isatron and accelerated through a series of slits. Most of these ions reach the collector without further change, but a few dissociate in transit to form new ions. These ions appear in the mass spectrum at neither the mass--to-charge ratio (m/e) of the original ion nor that of the new ion. An investigation of hazardous surface openings of abandoned and inactive underground mines in the Black Hills area of South Dakota has revealed: (1) tracing legal ownership of mineral claims via county courthouses is confusing, complex, and oftentimes misleading, (2) in general, the selected mine openings in this investigation are to be considered relatively high in risks and hazard potential which poses a threat to the general public, (3) mine closure procedures and designs can generally be categorically implemented depending on the overall situation of the particular mine opening with subsequent unit costs estimates, (4) few preventive state or federal legal measures exist to date concerning mine closures, and (5) liability damages relating to mine opening accidents usually involve expensive and complex common law cases.

The organization of the Explosives Division is indicated by the accompanying chart (fig. 1). As this has been discussed in a previous report3/, it will not be considered further in this report. The activities of the various units are outlined below. I. INFLAMMABILITY OF GASES AND VAPORS4/ Determination of the Explosion Hazards of Combustible Gases and Vapors Found in Mines and Industries The Explosives Division maintains, at the Pittsburgh Experiment Station, a laboratory specially equipped for the determination of the explosion hazards of combustible gases and vapors. Of particular importance, is the determination of the chemical composition within which explosions may occur and beyond which there is no danger of explosion, combustion or inflammation. These limits, known as the limits of inflammability, as determined by this and other laboratories, have been compiled in Bulletin 279 of this Bureau. The last revised edition (1931) of this bulletin has been exhausted. Since it was published, the Pittsburgh laboratory has determined the limits of about 40 combustibles and has ascertained more precisely ant accurately many previously published limits.

The results of extensive field tests of a new and powerful method of hard rock excavation are presented in this report.* The method, known by the acronym REAM (Rapid Excavation and Mining), employs high velocity, smooth bore cannons to efficiently deliver energy to the rock and has been demonstrated for underground tunneling, drilling, surface benching, scaling, and secondary breakage in hard granitic rock at the Hope Valley Mine test site in California. Solid projectiles made from inexpensive materials such as concrete or steel, and weighing from 8 to 12 pounds, are launched by conventional high speed cannons and impact the rock at velocities of 5000 feet per second--an impact energy of about 4 million foot pounds (Figure 1). The energy applied at peak pressures of nearly 2 million psi over a period of tens of microseconds breaks down the rock by a complex mechanism of crushing, spalling, and initiation and propagation of fractures produced by the interaction of successive impacts and free surfaces. The Bureau of Mines studied waste disposal methods a1 a coal mine in Kentucky and another in Alabama to develop cost estimates, to provide better knowledge of current practices, and to guide consideration of alternate disposal methods. Costs of the existing waste disposal systems at each mine were estimated using present-day costs of equipment and labor. Costs of waste disposal systems using alternate equipment were also estimated. Although total disposal costs were essentially the same for both operations, reclamation costs will differ because of different reclamation practices.

This report presents a discussion of perforance parameters for electronic or active hearing protectors that will meet the needs of underground coal miners. This information is incorporated into a proposed set of specifications that can be used to judge the suitability of a particular electronic hearing protector for the coal mine application. Acoustic and electrical tests were performed on a developmental model of an electronic hearing protector built by the U. S. Bureau of Mines. This model showed only a slight reduction in speech intelligibility which was traced to poorly matched components and in particular to the transducers. Tests of alternative components showed the Knowles BL-1671 microphone to be suitable for this application because of its performance and extremely small size. The Roan-well H-143/AIC earphone was found to have a good frequency response but has the disadvantage of being rather bulky which causes a slight degradation of a low frequency attenuation of the hearing protector. A satisfactory installation of these components in a hearing protector muff was demonstrated and tested. Results of tests of several methods of controlling the sound level under the hearing protector muff showed that a simple diode clipper circuit can be used with only a negligible loss in speech intelligibility for normal-hearing listeners. A commercially available active hearing protector, the British-built ACOS A-9000/2 was examined. This hearing protector provides sound level limiting through a saturating amplifier. Preliminary tests have shown that the performance characteristics of this commercial unit meet many of the proposed specifications so further testing and evaluation should be performed to determine its suitability for use 1n underground coal mines. The recommended test of intelligibility for electronic hearing protectors and other communication systems as used in a coal mine setting is the Modified Rhyme Test (MRT) developed by House et al. in 1965. The suitability and method of administering this test are discussed.

THIS IS a progress report on a study of the application of statistical practice to mine and mineral sampling undertaken by the Federal Bureau of Mines to provide sound theoretical and practical data for use of the mineral engineering professions. One of the problems in mine sampling is determining the reliability of the results. For certain types of sampling data (random data) the reliability of the results can be stated mathematically. For other types of data there is no known means of quantitatively expressing reliability. In applying measures of reliability to a set of random data, some knowledge or assumption of the characteristics of the particular data is necessary. In many fields these characteristics are well known. However, in mining, where the data are in assays, these characteristics are not well known.

"INTRODUCTION The technical studies conducted by the Explosives Division of the Bureau of Mines have been summarized in a series of publications issued annually for the past 10 years. 3/ The following account covers studies undertaken from July 1, 1944 to June 30, 1945. The work is set forth under a number of main headings to correspond to the organizational structure of the division, the various activities being under the immediate direction of unit chiefs, who report to the author. Specific credit it due to the unit leader and his assistants.Determination of Ignition TemperaturesThe ignition temperature of mixtures of isobutane and air were determined by the static method using a 131-cc. quartz bull. 5/ The results obtained follow: Prevention of Benzene-Air Explosions by Addition of Nitrogen and Carbon Dioxide The elimination or mitigation of the explosion hazards of combustible gases is a part of the work undertaken by the Bureau of Mines in promoting safety. Explosions can be prevented by the maintenance of concentrations that lie outside the inflammable limits. A procedure has been developed whereby the inflammable limits of many complex gaseous mixtures may be calculated in a rather simple manner without requiring toilsome laboratory experiments. This procedure has been outlined in a number of previous publications. 6./ During the fiscal year under review, essential data required for the calculations of complex combustible gas mixtures containing varying percentages of benzene were obtained. Benzene vapor is a normal constituent of many manufactured gases and is widely used in the solvent industry and in the manufacture of high explosives."

This paper covers briefly the particular field of dolomite and magnesium limestone; certain uses of high-calcium limestone are mentioned only to show more clearly the limita¬ tions of the magnesian rocks. Such a comparison is helpful because magnesium carbonate is essential for some uses; for others it is immaterial; and for many its presence in an appreciable amount is objectionable. Magnesium carbonate, occurring as a rock resembling limestone or dolomite, is described in United States Bureau of Mines Information Circular 6437, Magnesite. Other com¬ pounds of magnesium are described in United States Bureau of Mines Information Circular 6406, Magnesium Compounds (Other Than Magnesite). Limestone, geologically, is a rock composed essentially of calcium carbonate; commercially, however, the term may include dolomite and magnesium limestone.

The White Rock area of the Boiling Springs manganese-iron deposits comprises about 3,200 acres of land in Monroe Township, Cumberland County, Pa. (See fig. 1.) This property was brought to the: attention of the Bureau of Mines by Pennsylvania Geological Survey Bulletin 128, entitled "Manganese Ores of Pennsylvania" by R. M. Foose. It was examined by an engineer of the Bureau of Mines in August 1942 and was further investigated by the Bureau by churn drilling and underground development during the period December 1942 to February 1944. Beneficiation tests were made on samples of the ore. This report describes the work done during the investigation and presents the results obtained.

The production and processing of crude petroleum and natural gas are the dominant economic sectors of the Middle East. The 15 countries that constitute the region accounted for 28% of world crude petroleum output, 17.2% of world natural gas plant liquid production, and 5.3% of world dry natural gas production. Only Cyprus and Lebanon were not crude petroleum producers. About 66% of total world crude petroleum reserves and 31 % of total world natural gas reserves are in the Middle East. Transportation and port facilities in the region are geared to expediting efficient and rapid shipment of these materials. Export sales of these fuels provide funding for further diversification of the mineral industry. Additional development of downstream facilities for producing energy-intensive metals such as aluminum and byproducts of the fuels such as petrochemicals and fertilizers can be expected. Earnings from the industry are also channeled by several Governments in the region to mineral industry projects in Africa and elsewhere. Several countries in the region own major petroleum refineries and distribution facilities worldwide. Petroleum prices rose overall during the year owing to the invasion by Iraq of Kuwait in August 1990. Output from both countries, the fourth and fifth largest producers, respectively, in the Middle East, was negatively affected by the war. Kuwaiti crude oil wells and pipeline facilities suffered extensive war damage while exports of petroleum and petroleum refinery products by Iraq ceased owing to a U.N. embargo. The embargo also impacted Jordan, an exporter of phosphate and potash. Shipments of crude petroleum by pipeline from Iraq through Saudi Arabia and Turkey and by vessel through the Persian Gulf were terminated. However, the loss in production from Iraq and Kuwait was more than made up by accelerated output from other Middle East and world producers. Saudi Arabia, in particular, with its excess production capacity, accounted for the largest portion of the increase.

"A new apparatus has been devised for quickly and precisely analyzing natural gas for its helium content. The following outstanding advantages make it far superior to any equipment now available for the purpose.3/4/5/6/1. It enables more rapid determinations to be made.2. It has far greater sensitivity than previous apparatus. 3. It is portable.Fifty or more samples may be analyzed in an 8-hour day with the new apparatus and procedure. A maximum of about 10 samples per day could be analyzed with previous apparatus. In the apparatus described, the volume of pure helium obtained from a sample is determined by measuring the pressures created by that pure helium when it is expanded into a constant calibrated volume. In older methods the pure helium separated from a sample is pumped into a burette and measured at atmospheric pressure. The new apparatus and Procedure used with it reduce the average time for an analysis from about 40 minutes to less than 10 minutes,Samples containing a few thousandths of a percent helium may be analyzed as readily as samples containing 1 percent or more, This was not possible with former apparatus. Duplicate samples containing a few thousandths of a percent helium have been analyzed, results checking to one ten-thousandth of a percent. Attempts to measure a corresponding volume of helium in a burette at atmospheric pressure become futile. The ability to determine very small quantities of helium has become of great importance recently in gas- and oil-field engineering studies such Os the utilization of helium as a tracer gas in following the movement of gases through underground structures.A complete apparatus was recently carried more than a thousand miles in a passenger automobile. It arrived without breakage, was .set up and ready to make an analysis in a few hours. .Former apparatus was not portable. The portability of the present apparatus permits taking the apparatus to the field for more efficient prosecution of field engineering problems. The only services required in the field are electricity, tap water, and a source of liquid air or liquid nitrogen.The principle involved is based upon the fact that large volumes of all the constituents usually found in natural gas, except helium, are adsorbed quantitatively on cocoanut charcoal that has been cooled to the temperatures of liquid air. A volume of sample is measured and transferred to a tube of cocoanut charcoal maintained at the temperature of liquid air. After adsorption of all the constituents other than helium, the charcoal tube is connected to a sensitive pressure-measuring device, and the Percentage helium originally in the sample is calculated from two pressure readings and the volume of the original sample."

All samples were obtained and analyzed as part of U.S. Bureau of Mines investigations of the occurrences of helium in natural gases of countries with free market economies. Producing oil, gas, and coal in sufficient amounts to satisfy U.S. demands for fuels, electrical power, and chemicals promises to be one of the country's major challenges during the 1970's. Adding significantly to this challenge is the urgent task of satisfying soaring fuel and power demands without destroying the natural environment or jeopardizing long-range requirements for resources. The Bureau of Mines, U.S. Department of the Interior, is engaged in a comprehensive program of research to help industry meet this challenge. This report reviews the aims of the research program and accomplishments in 1970; the first 11 sections cover coal programs, nine sect ions are then devoted to petroleum, and the concluding five sections deal with oil shale research. Figure 1 shows the nationwide distribution of Bureau of Mines energy research installations; Full addresses are given in appendix A. Many of the publications resulting from the Bureau?s energy research efforts are discussed throughout the report; others are listed in appendix B.

During 1982 and 1983, the Bureau of Mines concentrated its fugitive dust control research on haulage road dust suppression by newer chemi-cals relatively unknown in the mineral industry, innovative dust control designs for haulage trucks, chemical tailing basin stabilization, and combined chemical and vegetation tailing basin stabilization. Relatively unknown dust suppression chemicals and innovative aerodynamic modifications to haulage truck fender designs were tested on a Minnesota sand and gravel operation haulage road. Magnesium chloride salt at 95-pct control efficiency and a petroleum derivative at 70-pct control efficiency were effective in suppressing dust generated by haulage vehicles; however, none of the fender modifications were successful. Commonly used dust suppressant chemicals were tested on a Minnesota taconite tailing basin to reduce the dust lift-off during the spring and fall dry seasons. The most successful chemical was lignin sulfonate with a seasonal cost of less than $200 per acre to achieve 90-pct dust control. When chemical treatments for immediate dust control were com-bined with revegetation for permanent control, the most promising chemical treatment based on vegetation response was lime-neutralized lignin sulfonate.

This report presents the results of laboratory and continuous mill-beneficiation tests conducted at the Bureau of Mines Northwest Electra Development laboratory, Albany, Oreg., on nonsulfide lead ore from the Sherman mine, Leland district, near Burke, Idaho. The predominant lead-bearing mineral in the ore sample treated was pyromorphite, a minor ore mineral of lead. Known reserves of pyromorphite lead ore in the United States are limited, although an appreciable tonnage of this type of ore is found in the Sherman mine. Very little pyromorphite is being mined in this mine or in the United States. This beneficiation problem presented a unique opportunity to study the mineral-dressing properties of a less widely known lead mineral, and consequently adds valuable knowledge to the ways of beneficiating ores containing nonsulfide lead values. This mineral-dressing problem was successful with conventional concentration methods of flotation and Gravity separation.

This report describes and discusses present-day leaching technology employed to recover copper from low-grade mine and dump materials derived from the exploitation of copper ore deposits in the Western United States. Illustrations of the integral parts of the leaching, precipitation, and recovery operations at several copper-producing companies are presented. Schematic drawings are included to present typical flowsheets of leaching and precipitation operations. Operational problems common to most copper leaching and precipitation plants are discussed. Areas of present and future research to improve leaching techniques are cited.
