This work is a codification and annotation of the Congressional enactments relating to minerals, mineral lands, and mining. It covers every enactment of Congress from the original ordinance of 1785 to the present time, as well as all sections of the Revised Statutes of the United States relating to these subjects. These laws are grouped according to their general subject matter, and are arranged thereunder in numerical or chronological order. Many of the mining statutes include matter not pertinent to the subject, and only those parts of such acts are quoted as will properly show their relation to minerals and mineral lands and indicate how they should be construed. Some mining acts have been repealed or have become obsolete, and others have become incorporated substantially in sections of the Re- vised Statutes; but these are retained in order to show the changes made, and the constructions placed thereon by the courts are given as aids in construing the new or repealing acts. The annotations consist of legal propositions abstracted from the decisions of the various courts and executive officers of the Govern- ment that have interpreted the sections and statutes so codified. These legal propositions are arranged under the different sections and acts with appropriate headings, titles, and subtitles, in logical order, exhibiting the present status of each particular section or act and its application to the subject of mines and mineral lands. The annotations do not purport to be abstracts of decisions on the sub- stantive law of mines and mining generally, but are limited strictly to the interpretation placed on a given section or act definitely re- ferred to by a court or executive officer by the number of the section of the Revised Statutes or the volume and page of the Statutes at Large in which the Congressional enactment is found. It may be observed that the legal propositions stated are not always pertinent to the particular section or act under which they are classed and of which they purport to give a construction. The arrangement, however, is not an arbitrary one, but is so made for the reason that the courts or officers in the construction of a particular section or act definitely referred to by number or volume and page incorporated in the decision matter not strictly pertinent to the par- ticular section or act so designated. This statement applies especially to the interpretations placed on the sections of the Revised Statutes. Differences in the reducibility of iron oxide materials have been recognized for a long time. Limonites are deoxidized more readily than hematites, and unaltered magnetites are the most difficult to deoxidize. Sinters are found between hematites and magnetites and vary considerably in reducibility, depending on the sintering practice followed and on the degree of fusion of the product. The increased activity in the beneficiation of taconite recently has made available a new blast-furnace raw material, namely, iron oxide pellets made from magnetic taconite concentrate. Many of the data in this paper apply to these pellets, or glomerules, as they were called when this method of agglomerating iron ores was first considered. To clarify the terms applied to iron oxide materials in this paper, the following definitions are given. Agglomeration is the general term applied to all methods of compacting or consolidating fine iron oxide materials. Sinter is the product from a Dwight-Lloyd or Greenawalt sintering machine. Pellets are formed by balling fine, moist oxide in a rotating drum at room temperature, followed by heating in a shaft furnace to a temperature below that of incipient fusion to develop a permanent bond. Nodules are formed by heating the iron oxide material to incipient fusion in a rotary kiln. Briquets are formed in a mold under pressure, with or without the addition of a binder, and burned to develop a permanent bond.

"INTRODUCTION For the last several years the oil industry has been turning more and more toward conservation arid the study of related production problems. It is generally conceded that ultimate recovery is increased by holding the natural gas in thy sand which is net needed in lifting the oil. The retained gas lowers the viscosity and surface tension of the oil and helps flow the oil from the sand. Lewis states that ""while the operator can not control the original conditions of energy and resistance in the sand, he can partly control the efficiency of expulsion. As it is the energy contained in the compressed and absorbed gas rather than the oil that is exhausted, it is but logical to judge the efficiency of a producing method largely by the relative quantities of gas produced with each barrel of oil. If by a change in method the producer lessons the proportion of gas with each barrel of oil, he should increase the total recovery- of oil correspondingly, even if the rate of production is temporarily reduced somewhat.""The effect of ""pinching in"" or controlling the flow of oil wells in an effort to lessen the proportion of has never been definitely known. The general belief has been that ""pinching"" a flowing well causes the oil and gas volumes to be reduced proportionately, maintaining the same gas-oil ratio as before the reduction in flow was made. Studies of gas-oil ratios in many fields have shown that much gas has been wasted, insofar as its effectiveness in oil production is concerned. Swigart and Bopp carried."

This project focused effort on three separate areas: demonstration of a low seam longwall illumination system, design of illumination systems for low coal auger miners, and an assessment of machine lighting systems for machinery used to mine low seam coal. Results indicated illumination systems can be purchased by the mine operators of low coal seams. These systems can be supplied with the equipment as a factory integrated system or can be retrofitted to the machine or longwall equipment.

The Bureau of Mines studied the feasibility of water diversion and overburden dewatering for underground coal mines in the Appalachian region. All relevant published literature pertaining to the occurrence and control of surface and ground water in underground coal mines was reviewed, and the impacts of mine water with respect to health and safety, production, environment, and costs were assessed and are described in this report. The report also identifies the sources of water inflow into underground coal mines, and gives a summary description and evaluation of techniques that can be used to reduce the amount of water entering these mines. Engineering practices currently used by operating coal mines in the Appalachian region to prevent the movement of ground and surface water into active coal workings were reviewed and are summarized. Major emphasis has been placed on the identification of geologic and hydrologic conditions of the site, the water control methods used, and an evaluation of their technical and cost effectiveness.

Literature was searched and cases of alleged water well damage were investigated. Occurrence of ground water in Appalachia is primarily in low yield, fractured, water table aquifers. Four test sites were chosen based on geographic and geologic diversity. Test wells were drilled at each site and base line data on water quality, static water level, and drawdown characteristics were obtained before surface mining commenced. Blast induced ground vibrations were measured at the surface by the wells at levels up to 5.44 inches per second maximum resultant particle velocity. Measurements made at the bottom of wells indicated that vibrations were considerably attenuated at depths of 140 to 160 feet. No direct evidence of change in water quality or well performance was produced by blast vibrations, but removal of downslope support by excavation does cause lateral stress relief which permits the water-bearing fractures to become more open. This additional storage capacity causes the static water level to drop and for well-bore permeability to improve. The investigative work described in this report was undertaken by the Bureau of Mines under a cooperative agreement with the department of mining engineering of the University of Illinois and the Illinois State Geological Survey." The purpose of this agreement was to provide for a comprehensive investigation of coal-mining conditions in the State, with especial reference to the possibility of lessening waste in the mining and preparation of coal and of reducing the dangers to which miners are exposed. The Bureau of Mines paid particular attention to those phases of the investigation that were of general interest from their bearing on safety and efficiency in the coal-mining industry as a whole. Thus, it studied the occurrence of gas (methane) in the mines of the southern part of the State," tested the inflammability of the coal dust from many mines, examined the efficiency of the control of ventilating currents, and investigated the factors affecting the humidity of mine air with respect to their bearing on the occurrence of mine explosions. Following the establishment of the fact that under certain conditions dry bituminous coal dust is inflammable, there arose the problem of finding efficient methods of preventing or limiting coal-dust explosions. Experiments in the gas-and-dust gallery at the Pittsburgh testing station of the Bureau of Mines verified the fact that certain dusts that explode violently when dry are rendered inert by proper humidi- .fication of the atmosphere within the gallery, and the importance of humidity as a factor in limiting the inflammability of coal dust in a mine is demonstrated by the fact that there has never been in Illinois a dust explosion during the summer months, whereas the records show a number of dust explosions during cold weather. It is easy to see that the warm moisture-laden air that enters a mine in the summer must deposit moisture on cooling, whereas the cold and relatively dry air that enters in winter must take up moisture as it becomes heated in traveling through the mine.

One of the purposes of the investigation was to determine and report on how coal augers are used to mine bituminous coal that is near outcrops and may not be mined otherwise by any other present-day method. Such increased overall recovery results in the conservation of coal resources. Other reasons for the investigation were to determine and report the production rates of such operations and the types of equipment used. Auger mining of coal as a means of coal recovery supplementary to strip mining has been introduced and developed since World War II. This type of coal mining has grown rapidly, and bituminous-coal production by auger mining has been estimated at 6,000,000 tons in 1955. Mines were selected for study to give reasonably representative information on auger mining in different types and thicknesses of coal beds in different geographic areas and on different types and sizes of equipment operated under various conditions. This report is based on field studies of 8 auger-miming operations in Pennsylvania, West Virginia, and Ohio and in 5 different coal beds. Operations were observed in active strip mines, in strip mines reopened for auger mining, and along benched coal-bed outcrops. At the time of this study, no augers were reported to be operating in underground mines. The diameters of holes drilled ranged from 26 to 52 inches, and the lengths of holes ranged up to 208 feet. At some operations auger holes often penetrated abandoned underground mine workings.

This report presents the results of an investigation by the U. S. Bureau of Mines in cooperation with the State of Colorado, on the yields and properties of oils produced from oil shale, lignite and subbituminous coal using the standard assay method developed by the Bureau for oil-shale testing,. The purpose of this work, which is part of the general study of oil shales being conducted by the Bureau of Mines and cooperating agencies, was to obtain information on the amount and character of the yield of crude oil or tar from different typical oil shales, the yield of light oil or naptha that might be suitable for use in motor fuels, and other products of shale oil. As the west has large resources both of oil shale and low-grade non-coking coals, it is of interest to know the relative yields of tars, light oils, and combustible gases that can be produced from these coals when retorted under conditions similar to those suited for oil-shale retorting. Source of Samples The coal samples were obtained from deposits on or adjacent to the public lands in the States of the Rocky Mountain region. Many of the mines sampled are operating under Government leases or permits. The number of coal samples secured from the various states are: Colorado, 6; Montana, 9; north Dakota, 6; New Mexico. 1; South Dakota, 1; Wyoming, 9. Of these samples, 14 were lignite coal, 16 subbituminous coal, and a bituminous coal. The standard channel method of the Bureau of Mines was used for sampling. Coal samples received at the Boulder Office weighed about twelve pounds each, and duplicate samples were sent to the Pittsburgh Station for proximate and ultimate analyses. The origin of the samples and description of the deposits are given in Table 1.

Research on the development of new and improved methods for the discovery and production of oil and gas and production of fluid fuels from coal continued to be the major thrust of the Bureau of Mines energy research program during 1973. Crude oil recovery from tar sands and oil shale also retained a high priority in this work. Complementing this program were numerous studies aimed at accomplishing the objective of increased energy output with greater safety and minimum harm to the natural environment. This report summarizes research objectives and results and itemizes formal publications of the Bureau of Mines on energy and related subjects.

This survey has been conducted by the' Bureau of Mines since 1917. The analysis published herein were made by mass spectrometer and a special helium analysis apparatus, which are described in Bureau of Mines Bulletins 4863 and 576.4

As part of the Bureau of Mines health and safety research program, a short-range locator system, capable of locating miners who have become trapped following a mine accident, has been devised, The system consists of a lightweight, low-power radio transmitter incorporated into a miner's cap lamp battery and a directional receiver carried by rescuers. Prototype transmitters have been constructed, and the propagation of their signals has been investigated, The detectability of the signal in underground coal mines has also been investigated, This research indicates that a short-range location system would serve as an economical and practical means of locating miners from within the mine following an accident,

The Bureau of Mines recognized the problems encountered in low seam mining illumination systems. It was determined that the best way of implementing an illumination system is to integrate the design during the design and fabrication of new machinery at the factory. The purpose of this program was to integrate an approved lighting system in a low seam battery powered scoop and evaluate its performance. This report documents the work performed on this program and the results obtained.

This paper, which describes the milling practice at the Britannia concentrator, Britannia Beach, B. C., is one of a series being prepared by the Bureau of Mines. The concentrator treats copper ore at the present rate of 6,000 to 7,000 tons of dry ore daily and produces copper concentrate and pyrite concentrate by selective flotation methods. The copper concentrate is smelted and the pyrite product is utilized for acid manufacture.

The Bureau of Mines has made periodic back-pressure tests on numerous gas wells in the Texas Panhandle field luring the past several years to study the delivery capacities of the wells under different pressure and operating conditions and to determine the relationships between pressures and rates of delivery from gas wells.4/ However, information regarding the intake capacities of gas-well systems is meager, end in projects involving- the flow of gas into porous-rock reservoirs it has been necessary to determine intake capacities of gas wells by trial. Accordingly the fundamental intake characteristics of natural-gas wells have been studied to develop a method for determining intake capacities under different wellhead pressures from data descriptive of the "output" or producing characteristic of the wells.

Catalyzed diesel particulate filters (CDPF's) reduce the concentration of diesel particulate matter (DPM) and may reduce the emissions of carbon monoxide (CO) and hydrocarbons (HC) in diesel exhaust. Asamera Minerals' Cannon Mine first installed CDPF's in 1987, and currently has 12 diesel-powered vehicles equipped with CDPF's. The Cannon Mine and the U.S. Bureau of Mines collaborated to evaluate the durability and performance of a CDPF. One of the CDPF's used at the mine was periodically evaluated in the USBM's diesel emissions laboratory after 839, 1,584, and 2,881 h of in-mine service. The objectives of this report are to present results from the USBM's evaluation of this CDPF, to describe the Cannon Mine's experience and cost analysis of using CDPF's, and to make recommendations for the future use of CDPF's. CDPF's improve air quality at the Cannon Mine, but they frequently become plugged and are subject to excessive mechanical shocks and stress, shortening their useful life. Mine records indicate that CDPF's account for 0.8 to 4.9 pct of the vehicles' operating cost at the lVine. CDPF life to date has ranged from 1,671 h to more than 5,992 h. Laboratory tests of the CDPF determined that DPM removal efficiency decreased and regeneration temperature increased over time.

A Fortran IV computer program was developed to calculate the composition at equilibrium of products from a set of high-temperature gas combustion reactions. The program was used to develop high-temperature equilibrium concentration profiles for various constituents as a function of temperature and oxygen concentration. The computer program was specifically applied to reactions pertaining to the corrosion of superheater tubes in pulverized coal-fired boilers; however, it is useful for any multicomponent, multireaction scheme in which equilibrium constant data can be obtained and is comprised of gaseous reactants along with finely dispersed solids or liquids. General applicability of the computer program, including its limitations, are discussed along with detailed instructions for using the program.

"INTRODUCTION Much of the recent progress in increasing the efficiency of oil-well performance can be attributed to advancements in the art of cleaning wells. Through research and development by operators and service companies during the past decade, significant improvements in the application of engineering and chemical principles to well-cleaning technology have widened greatly the scope of ""clean-out"" methods to the end that greater ultimate recovery of oil will be attained.This report reviews recent improvements and developments on this important problem in California; it describes also the use of various methods and tools for cleaning wells to stimulate or revive their productivity. Developments in preventing and removing mud sheaths in well-completion operations also are described. The report is based on a field survey, supplemented by data from the technical and patent literature and from manufacturers' catalogs, which contain much valuable information.In preparing the material for publication as a Bureau of Mines report, the author has been fully aware of certain limiting conditions that attend the discussion of a subject such as that treated in this report. The following are examples:1. To a considerable extent, well cleaning in California is done with tools rented from service companies, and their representatives and employees are specialists in jobs of this type. They usually have working experience with their own equipment and methods which greatly exceeds that of persons whose interest has been casual or who have had no opportunity to study the subject in detail in actual practice. Many of the tools and methods are covered by letters patent for the protection that may be in developing and successfully applying these mechanical and chemical means of increasing the production of wells. Frequently several years have been required to perfect a given tool or technique, requiring relatively large investments to establish a service that is remunerative to those who have primary interest in a certain development and at the same time attractive enough to the operators of producing properties (because of greater quantities of oil delivered into the flow tanks) to warrant employment of or contractual agreements with a particular service group."

Two modes of seal application were identified, and promising state-of-the-art seals of both types -shaft and drum -were selected for initial rating by non-destructive testing. Only one shaft seal survived the initial test, and a search was made for other candidate seals including new seals. One new type of seal was found that gave promising enough operation, as both a shaft and drum seal, to be recommended for installation in prototype wet-head machines.
