This paper reviews the potential hazards posed by the toxic fumes produced by detonating explosives in surface mining and construction operations. Blasting operations produce both toxic and nontoxic gaseous products; the toxic being mainly carbon monoxide (CO) and the oxides of nitrogen (NOx). The quantity of toxic gases produced by an explosive is affected by formulation, confinement, age of the explosive, and contamination of the explosive with water or drill cuttings, among others. Techniques to protect workers and the public from the potential hazards of explosive-related toxic fumes are discussed. These include: • Minimizing the quantity of toxic fumes produced. • Determining where the fumes may go so workers and neighbors can be moved out of harm’s way. • Preventing the fumes from moving towards workers and neighbors. • Monitoring the air near workers and neighbors so they can be relocated if fumes appear. • Ventilating structures or confined spaces until CO falls below a hazardous concentration.

The Bureau of Mines, through a 4-year program of combined in-house and contract research, has developed the necessary hardware and software technology to provide rugged, reliable automatic fire protection for surface mining mobile equipment. One element of this program was a continuing effort to help foster rapid mining industry acceptance of the technology by keeping end user costs reasonable. This report is an analysis of the economic impact of surface mining mobile equipment fires and the cost benefit of utilizing automatic fire protection systems to abate these losses.

This report summarizes a study conducted to establish the nature and impact of regulations governing disposal of refuse from underground coal mines. The regulations affecting refuse disposal in eight major coal producing states are collected, summarized and reviewed. Federal regulations applicable to refuse generated by underground coal mines are also included. Common refuse disposal practices are discussed as are the refuse quantities generated annually in each study state. Technical requirements of regulations are discussed acid presented in appended tables. Economic implications are also assessed through cost analyses of three major types of disposal processes. The report also includes an assessment of future trends in regulation and refuse generation plus a series of recommendations concerning potential improvements in both the regulatory and refuse disposal processes.

Water pollution problems associated with surface metal/nonmetal mines throughout the United States were assessed. Three major problems were identified: acid mine drainage (AMD), toxic concentrations of heavy metals and excessive sedimentation. Several factors affect the type and amount of pollutants generated at a mine site. Among these are hydrologic regime, geology, mineralogy, topography, climate, size of the mineralized area and mining method. Nine surface mines situated in distinctly different settings were visited and their pollution problems studied. These mines were located in Morenci, Arizona; Hayden, Arizona; Sauharita, Arizona; Cobalt, Idaho; Spruce Pine, North Carolina; Iron Mountain, California; Butte, Montana; Fernwood, Idaho; and DeLamar, Idaho-Oregon. A detailed evaluation of the pollution problems at the Morenci mine indicated that a diversion system and treatment pint would be the most effective means of abatement for the existing water quality problems. Based on the study of the Morenci mine and three other porphyry copper mines with differing problems a water management plan was conceived for a new source copper mine. A companion Appendix Volume containing detailed reports on the mine site visits is on file at the US Bureau of Mines Spokane Research Center.

Rhodonite, a manganese silicate, occurs as an important component of extensive veins in the San Juan district of Colorado. Recent work by the Bureau of Mines has demonstrated that typical ores of the area can be upgraded to about 30-percent manganese content. Because of their siliceous nature, such concentrates require further processing to convert the manganese into more usable forms. The investigation described in this report demonstrates the technical feasibility of producing silicomanganese from a rhodonitic concentrate by electric smelting methods. The rhodonitic concentrate used in the smelting research was prepared by dry high-intensity magnetic separation of ore from the Silver Queen vein. The concentrate contained 29 percent manganese, 2 percent iron, and 41 percent silica. The principal minerals in the concentrate were 35 percent rhodonite, 30 percent rhodochrosite, and 25 percent quartz and chalcedony. Limestone was used as the flux and coal was used as the reductant. These minerals were crushed and screened to minus 1/2-inch plus la-mesh size.

The Bureau of Mines has investigated techniques and instrumentation that measure accurately the airblast overpressures from surface mine blasting. The results include equivalencies between broadband research instrumentation and commercially available impulse precision sound levels meters measuring: root-mean-square, peak, fast, slow, impulse, A and C weighting, C-weighted sound exposure level (CSEL), and "linear" (flat) response. These values were obtained from field measurements and broadband FM tape recordings of production blasts at area and contour coal mines, limestones quarries, and iron mines. Frequency response was determined for 14 commercial systems.

MEANING OF TERM, The term "minerals" when used in grants or in reservations or instruments of conveyance is not limited to metals or metalliferous deposits, whether contained in veins that have well-defined walls or in beds or deposits that are irregular and are found at or near the surface or otherwise. The project involved design, construction, and testing of hydraulic models of culverts, decant and open channel spillways which are typical drainage structures used for protecting mine waste embankments. MSHA (The Mine Safety and Health Administration, U. S. Department of Labor) made a motion picture of the tests. Tests results and products in the forms of graphs, tables and films, demonstrate the principles and factors which govern the function and performance of the three types of drainage structures.

This study analyzes the safety, technology, and economic impact of eliminating safety fuse from metal/nonmetal mines, based on operation and manufacturer experience over the past five to ten years. If safety fuse is eliminated, blasting accidents will decrease with no technical impact except for some limited, specific applications. The economic impact will be minor for large operations, but will be significant enough for small operations that some small operations will likely close rather than change. The majority of the mines would probably change over, with the extra cost absorbed by the market. Elimination of safety fuse would have obvious impact on the two manufacturers of safety fuse; one manufacturer already produces an alternative system, and will remain unaffected; the other will be affected if they do not change their production strategy. There will be a very minor effect on the mining industry as a whole due to abolishment of safety fuse from the standpoint of employment or production.

It is generally accepted that typical coalbed gases (methane and carbon dioxide) are sorbed (both adsorbed and absorbed) in the coal matrix causing it to swell and resulting in local stress and strain variations in a coalbed confined under overburden pressure. The swelling, interactions of gases within the coal matrix and the resultant changes in the permeability, sorption, gas flow mechanics in the reservoir, and stress state of the coal can impact a number of reservoir-related factors. These include effective production of coalbed methane, degasification of future mining areas by drilling horizontal and vertical degasification wells, injection of CO2 as an enhanced coalbed methane recovery technique, and concurrent CO2 sequestration. Such information can also provide an understanding of the mechanisms behind gas outbursts in underground coal mines. The spatiotemporal volumetric strains in a consolidated Pittsburgh seam coal sample were evaluated while both confining pressure and carbon dioxide (C02) pore pressure were increased to keep a constant positive effective stress on the sample. The changes intemal to the sample were evaluated by maps of density and atomic number determined by dual-energy X-ray computed tomography (X-ray CT). Early-time images, as soon as CO2 was introduced, were also used to calculate the macro porosity in the coal sample. Scanning electron microscopy (SEM) and photographic images of the polished section of the coal sample at X-ray CT image location were used to identify the microlitho types and microstructures. The CO2 sorption-associated swelling and volumetric strains in consolidated coal under constant effective stress are heterogeneous processes depending on the litho types present. In the time scale of the experiment, vitrite showed the highest degree of swelling due to dissolution of CO2, while the clay (kaolinite) and inertite region was compressed in response. The volumetric strains associated with swelling and compression were between ± 15% depending on the location. Although the effective stress on the sample was constant, it varied within the sample as a result of the intemal stresses created by gas sorption-related structural changes. SEM images and porosity calculations revealed that the kaolinite and inertite bearing layer was highly porous, which enabled the fastest CO2 uptake and the highest degree of compression. This report deals exclusively with roof-fall accidents that occurred during 1955 and 1956 in both anthracite and bituminous-coal mines throughout the United States. The report stems from a cooperative study conducted by the Bureau of Mines and the Roof-Control Committee of the Coal-Mining Section, National Safety Council. The study includes an analysis of individual accident reports, sets forth the measurable factors, and compares such factors with a representative sample of average data from 39 anthracite mines and 117 bituminous mines (appendixes A and B). Particular emphasis is placed on fatal roof-fall accidents with respect to their causes, locations, and the methods of support used at the point of occurrence. INTRODUCTION The purpose of the report is to classify all measurable details of the occurrences of roof-fall fatalities so that the material presented will assist those promoting safety and will serve as a manual for those whose principal duty is inspection of mines.

A self-contained breathing apparatus has been developed to provide complete respiratory protection for a miner in an irrespirable atmosphere. The apparatus has the desired features of comfort, reliability, maintainability, and quick-donning capability. The apparatus is packaged in a moistureproof envelope and is protected in a shock absorbing, fiberglass resin carrying case. The apparatus is a small, lightweight, one-time-use device that can be readily worn on a miner's belt, requires no maintenance and is designed to have a shelf life of five years and a carrying life of three years. It is deployed to the use position in a period of 15 to 30 seconds. Man tests conducted in-house and at the National Institute of Occupational Safety and Health (NIOSH) testing laboratories established that this unit meets all performance requirements listed in the Code of Federal Regulations, Title 30, Part 11, Subchapter B, Subpart H (CFR 30, Part 11) for respiratory protective devices. The unit, which has received joint approval (TC-13F-37) on a prototype basis from the Mining Enforcement and Safety Administration (MESA) and NIOSH has: (1) Ten-minute service life under escape conditions. (2) Thirty-minute service life when the wearer is at rest. (3) Peak-to-peak breathing resistance of less than our inches water column height. (4) Inspired gas temperature of less than 135°F. (5) Breathing gas contents greater than 19.5 volume per cent of oxygen and less than 2.5 per cent carbon dioxin. (6) A weight (complete in carrying case) of 2.75 lbs. (7) A carrying case size of 6-1/2"x 5-1/8"x 3-1/8".

During the period 1979 thru 1982, Multi Mineral Corporation conducted a mining research program at the United States Department of the Interior's Bureau of Mines Oil Shale Mining Environmental Research Facility in the Central Piceance Creek Basin, Rio Blanco County, Colorado. The program consisted of mining, environmental and geotechnical research data and the results are described in this report.

Real gross national produce (GNP) grew at a seasonally adjusted annual rate of 2.0% in the fourth quarter (table 1). The restrained quarterly growth rate was the slowest in 2 years, and was substantially slower than the 2.5 % rate of the previous quarter. According to the U.S. Department of Commerce, the summer drought reduced the fourth-quarter growth rate by 1.1 percentage points. A growing trade deficit and a reduction in business investment were the key economic factors curtailing growth. The trade deficit widened by $6.8 billion, reflecting both a surge of imports and a slowing of exports. Business investment declined 3.7%, mainly as a result of a slowdown in computer sales. On a year-to-year basis, the economy grew at an inflation-adjusted rate of 3.8% for 1988, the fastest in 4 years, despite the drought. However, on a fourth-quarter-to-fourth-quarter basis, real growth measured 2.7%. Increased exports and business spending for plant and equipment accounted for much of the 1988 GNP growth. Employment continued to grow as the manufacturing sector added 414,000 new workers (table 2). Of these, the primary metals industry added 26,000 workers, and the clay, glass, and stone industry added 10,000. The civilian unemployment rate remained low throughout 1988, fluctuating between 5.3% and 5.4% during the last quarter.

The Bureau of Mines, as part of a program to improve mine planning and development, is currently investigating the effects of pillar load transfer, which can impact mining operations wi.thin a multiple-seam configuration. At two mine sites where such ground interactions were present, the Bureau performed a complete geological analysis and installed and monitored instrumentation to gather pertinent data on rock mechanics. Overburden depth varied dramatically in the vicinity of the study area and reached a maximum at the study site; innerburden thick-ness was less than a pillar width (40 to 4S ft); heaving was experienced in both mines where sandstone and/or shale floor units were observed; overlays of the mine layouts show pillars were not totally superpositioned; a maximum of S in of roof to floor convergence was measured; and pressure readings indicated pillar core loading only and increased to a maximum of 7,000 psig over instrument setting pressure.

Reduce accidents associated with handling of the electrical trailing cable and the water hose on mining equipment. Approach Two reels were mounted on a loading machine to store and release the lines as required during face operations. How It Works A hydraulic motor, which is actuated by a treadle valve in the operator's cab, controls the reel on which 50 feet of electrical power cable is stored. A spring motor resists unwinding of the other reel on which 50 feet of water hose is stored. Both reels are mounted on the right rear of the loading machine. See Figure 1. Following common mining practice, the cable and hose are anchored to fixed points at the first intersection outby the face. Tramming forward causes the cable and hose to be pulled from the reels. Depressing the treadle valve causes the electric cable reel to turn and wind-in any slack in the cable. The spring tension on the water hose reel automatically rewinds the water hose when the loader is trammed in reverse.

The U.S. Bureau of Mines conducted a water-jet-studies program using a single-bit, in-seam test unit to determine effects of a moderately high-pressure (up to 10,000 psi) water-jet-assisted cutting system on rock weakening. The in-seam test unit was used to obtain cutting force data in tangential, normal, and side force directions. Conical continuous miner and radial longwall miner bits were used to penetrate test samples of coalcrete, Berea sandstone, and Indiana limestone with unconfined compressive strengths of 4,600, 8,000 and 10,000 psi, respectively. Depth of cut in the coalcrete tests was 1 in, with 2-in cut spacing (2:1 ratio). Because of cutting equipment and instrumentation limitations, the Berea sandstone and Indiana lime-stone were cut using a 0.5-in depth of cut and 2-in spacing (4;1 ratio). Bit velocity was maintained at 25 ft/min for both bits. Each specimen and bit type was tested using 0.3-, 0.6-, 0.8-, and 1.0-mm-diam nozzles and water-jet pressures of 2,500, 5,000, 7,500, and 10,000 psig. Water-jet-assisted cutting decreased average resultant conical and radiallongwall bit cutting forces 6.4 and 8.4 pct in coalcrete, 5.5 and 1.4 pct in Berea sandstone, and 2.0 and 5.5 pct in Indiana limestone. Slight reductions of power requirements resulting from water-jet assist were ascertained during these experiments.

This paper describing the mining practice of the Hecla and Star mines, both located at Burke, Idaho, is one of a series being prepared by the Bureau of Mines on mining practices, methods, and costs in the various mining districts of the United States. It is partly a revision of articles by the author appearing in volume 72 of the Transactions of the American Institute of Mining Engineers, published in 1925, and in the June 1928, issue of the American Mining Congress Journal. About 26,000 tons per month of lead ore is produced at the Hecla mine. Costs at the mine are given for the year 1928. Stoping operations in the Star mine have covered such a short period, during which time the abnormal expenses of starting were incurred, that they are not given in this paper.

On January 14, 1974 a fire occurred in the 3 East mains of the Joanne Mine of Eastern Associated Coal Corp. in Rachel, West Virginia. The mine was evacuated without injury and sealed completely at the surface within 24 hours. It was decided by the coal company along with the U, S, Bureau of Mines, the West Virginia Bureau of Mints and MESA that remote sealing of the fire zone would be attempted. This report summarizes the remote sealing effort and those activities directly related to the remote sealing effort. This chapter provides a brief history of previous remote sealing attempts, a description of the recently developed remote sealing system and a description of the Joanne Mine operation as it related to and affected the remote sealing effort.
