In the March/April 2006 issue of the Journal, we published an ethical dilemma called “Blowing the Whistle.” We received many interesting responses to the article as requested. Some of the responses are printed here. We’ve also included “Blowing the Whistle” again in this issue as a refresher on page 37. Dear Editor, It is in my own personal belief that it would be extremely important if I were the blaster to take the following steps. 1. Hold an immediate emergency meeting with the contractor to convince them to stop work at this point.2. This meeting would need to be held with all powers that be in this construction company. This helps eliminate the hearsay (excluding the farmer). 3. Explain the entire situation to the contractors as it has been presented to the blaster by the farmer. 4. Recommend calling in an engineering or geological firm with the expertise to investigate this matter immediately, and take all immediate action based on findings. 5. Follow up with farmer allow him to speak, (a.k.a. vent) and assure him proper steps are being taken to come to resolve this matter. 6. Be a good listener, and communicator with the farmer while investigation is being conducted. 7. Should the contractor not want, or take any of these recommendations, the blaster himself and his company should question even working for this company ever again. This in itself would not be the class of people we would want to be associated with EVER.

Blasting conducted in rock temperatures greater than or equal to 55°C (13 1 “F) and / or in rock containing sulphide minerals and their oxidation products can result in unplanned detonations. Blasting practices involving the identification of the affected areas together with the use of speciality explosive products and rigorous attention to quality control are required to safely blast in these types of environments. Sulphide dust explosions occur in some underground mines where the primary blast results in a secondary explosion of the sulphide rock dust which propagates some distance from the primary blast area. This phenomena results in considerable damage and the generation of significant volumes of toxic gasses delaying re-entry to the affected area of the mine thereby increasing both costs and safety concerns. The exothermic reaction between ammonium nitrate based explosives and rock types containing partially oxidised sulphides have resulted in numerous high risk blasting incidents. These reactions can occur at ambient temperatures and often result in premature detonations / deflagrations causing a great deal of consternation at the affected minesite resulting in lost production and considerable expenditure to solve the problem. Rock masses at elevated temperatures can also result in unplanned detonations unless appropriate precautions are taken. This paper discusses each of these hazards, cites some case studies and details appropriate generic safe and efficient blasting techniques for each of the above applications using appropriately formulated explosive products.

In use, blasting powder is exploded by a spark from fuse, electric squib or miner’s squib, or by a primer of some high explosive, the last being employed only in heavy charges on open work. In mining, and sometimes in light charges on open work, blasting powder is made into cartridges by means of a paper tube or cylinder sealed at one end, which is known as the Du Pont tamping bag. Sometimes the paper cylinder is made by the miner by coiling a section of heavy paper, known as blasting paper, around a wooden pin, called a cartridge pin, and securing it with what is called blasting soap. The removal of the pin leaves a cylindrical cartridge open at one end, into which the powder is poured and the top folded and sealed with blasting soap.

[Executive Director’s note: According to 17th edition of the ISEE Blasters Handbook in its section on trench blasting, “...consideration must be given to the proper venting of gases generated from the blasting. Should those gases spread laterally rather than vent directly to the surface, the gases may travel underground and finally vent well outside of the planned area. Such events may be caused by the strata, soil conditions or root systems, or existing and/or abandoned utilities or other man-made structures. In the worst situation, gases resulting from the detonation such as CO2, CO, and/or NOx may travel through the strata and find their way into basements of nearby homes or businesses. The IME has recommendations on how to minimize this potential problem. Some of the points include removing the overburden and digging the rock immediately after the shot, and drilling vent holes periodically between the ditch and adjacent homes.” The Board of Directors of the International Society of Explosives Engineers has expressed its concern that blasters be made aware of the issue of migration of carbon monoxide resulting from blasting operations. Mining tradition holds that a parallel round underground can not be any deeper than it’s smallest face dimension. ln other words, a mine using a 12’ (3.7 m) high by 24’ (7.3 m) wide room and pillar mine, the deepest pull that can be achieved is plus or minus 12’ (3.7 m). After experience with decking of rounds in a 12’ (3.7 m) diameter shaft to achieve more than 12’ (3.7 m) advance per round, the concept of deepening the pull on horizontal parallel rounds seemed to be a feasible concept. Tests were conducted in a conventional room and pillar metal mine with a round size of 12’ (3.7 m) high by 24’(7.3 m) wide. Standard rounds were drilled with a 16’ (4.9 m) steel as parallel rounds to an average depth of 14.5’ (4.4 m). The average depth of pull on these rounds was about 13’ (4.0 m). Using the available drilling equipment, 20’ (6.1 m) drill steel was used to drill holes to an average depth of 18’ (5.5 m). Five rounds were drilled and shot with a resulting aven$e pull of 16.2’ (4.9 m) or 90 % of drilled depth. Rounds were designed with decked bum cuts to maximize depth of pull in the cut area An innovative method of de&mining drilling accuraq was used to estimate it’s effect on depth of pull in the rounds. This method used a standard automatic 35-mm camera and scaling to determine the average drill deviation for many of the holes in the rounds.

Description of Project: The four photos show a chimney blasting operation in Vienna’s district of Floridsdorf on May 4 2011. The blasting was done with two types of charges. An internal charge provided a force of blast which resulted in 135 single electrical blasting caps initiated detonations on the basic ensured the straight collapse of the chimney. The preparation work was done by reserve force military engineers. The series of photos were shot by Elisabeth Zechmeister. She works in the Austrian DOD but not as a professional photographer; much more she did all activities in her spare time.

This paper consists of the conduct of a forensic criminal investigation of the components, construction, use, and functioning of two suicide bombs. As the title states, the task was to form professional opinions as to whether the bombs would work, would cause property damage, and would injure or kill. The bombs were created and installed by a defendant in a Federal death penalty case where the defendant’s daughter was killed in a shootout with the West Virginia State Police. The two black powder bombs were placed under the front seats of the defendant’s automobile and were designed to function by the use of a toggle switch connected to the automobile’s cigarette lighter. The forensic work first consisted of an inspection of the remains of the wiring system and bombs at the Bureau of Alcohol, Tobacco, and Firearms Laboratory, in Ammendale, MD. This was necessary to determine and detail the wire diameter and lengths, the lengths and size of the wire used, the type of toggle switch used, the type of containers, the type of rocket motors used to initiate the black powder, the manufacturer and amount of black powder used in each bomb, and the type, wraps, and amount of duct tape used for the construction of each bomb. Using this data, tests were conducted by duplicating the wiring system and the two bombs to insure that the system functioned properly. Each bomb was duplicated and initiated to observe the violence produced when initiated in the open air. Duplicate bombs were placed under the seats of a similar type of automobile and initiated. The purposes of the tests were to duplicate the bombs, to observe the violence of the initiation, and to observe the damages to the automobile produced by the initiation.

As part of its ongoing research concerning rock fragmentation by blasting, the Bureau of Mines has undertaken a series of test blasts where six cylinder-shaped pieces of granite rock were fragmented using high explosives. The tests were intended to: 1) Establish a dataset that could be used in the development and verification of theoretical models that simulate rock blasting and 2) To add to the fragmentation data currently being collected by Bureau researchers. The cylindrical geometry was chosen so that the fragmentation could be directly compared to two-dimensional computer simulations that assume an axisymmetric configuration as well as more sophisticated three-dimensional models. The granite cylinders, Carnelian granite and Charcoal granite, ranged in size from about 0.46 meters (18 inches) to 0.58 meters (23 inches) in diameter by 0.91 meters (36 inches) to 1.52 meters (60 inches) in length. Physical rock properties tests performed on the Charcoal granite cylinders indicated that the rocks did in fact have similar physical characteristics. PETN-based detonating cord and dynamite were used as the explosive charges and estimates of the values of some important physical properties are given. For the first five tests, the blasted rock was contained by a heavy rope mat suspended inside the Twin Cities Research Center's blasting shelter. The fragments from each of these shots were sorted and weighed to determine the corresponding fragment-size distributions. Even though different types of granite and cylinder sizes were used, similar fragment distributions were produced from shots that used a similar explosive, in this case the PETN-based detonating cord, and comparable burden-to-charge diameter ratios. Significantly coarser fragmentation was produced from a blast that used dynamite as the explosive charge. Fragment velocities were calculated using photographic data from the sixth test which was shot unrestrained in a quarry and filmed with high-speed cameras.

The Pinkerton Tunnel open cut project is part of the National Gateway Clearance Initiative improvement project to achieve a minimum of 21 feet of vertical clearance along CSX Transportation rail corridor so that double-stacked intermodal railcars can be transported between mid-Atlantic states and their ports to midwest markets in the U.S. This project involved drilling and blasting of 1.2 million bank cubic yards of rock over a 14 month period while maintaining rail traffic of two passenger and 38 freight trains daily. See story and photos, page 6.
